Some of the world's most valuable aquatic ecosystems such as deltas, lagoons and estuaries are located in the coastal zone. However, the coastal zone and its aquatic ecosystems are in many places under environmental stress from human activities. About 50% of the human population lives within 200 km of the coastline, and the population density is increasing every day. In addition, the majority of urban centres are located in the coastal zone. It is commonly known that there are important linkages between the activities in the upstream river basins and the environment conditions in the downstream coastal zones. Changes in river flows, e.g. caused by irrigation, hydropower and water supply, have changed salinity in estuaries and lagoons. Land use changes, such as intensified agricultural activities and urban and industrial development, cause increasing loads of nutrients and a variety of chemicals resulting in considerable adverse impacts in the coastal zones. It is recognised that the solution to such problems calls for an integrated approach. Therefore, the terms Integrated Water Resources Management (IWRM) and Integrated Coastal Zone Management (ICZM) are increasingly in focus on the international agenda. Unfortunately, the concepts of IWRM and ICZM are mostly being developed independently from each other by separate management bodies using their own individual approaches and tools. The present paper describes how modelling tools can be used to link IWRM and ICZM. It draws a line from the traditional sectoral use of models for the Istanbul Master Planning and assessment of the water quality and ecological impact in the Bosphorus Strait and the Black Sea 10 years ago, to the most recent use of models in a Water Framework Directive (WFD) context for one of the selected Pilot River Basins in Denmark used for testing of the WFD Guidance Documents.

The planning of coastal spatial arrangement must be put in the valid spatial planning system. Law Number 26 of 2007 on Spatial Planning and it is in fact related with land spatial planning, although that ocean and air spatial management will be arranged in separate law. The legal for coastal zone management is determined by using the principles of integrated coastal management by focusing on area or zone authority system. The integrated of coastal zones management regulations should be followed by the planning of coastal spatial arrange­ment. Therefore, certain synchronization at coastal zones governance is very important issue since by integrating and coordinating other related regulations and therefore conflict of norm can be minimized in the spatial planning coastal zone.

The Integrated Coastl Zone Management (iczm) it is a strategy used in many countries to address the challenges and opportunities associated with coastal area management. Haiti, as a Caribbean country, faces challenges in managing its coastal zones due to vulnerability to extreme weather events, coastal erosion, degradation of coastal ecosystems and other problems. However, effective implementation of this strategy requires a coordinated approach and overcoming significant challenges. The purposeful diagnosis of the administrative-legal subsystem related to Integrated Coastal Management (icm) in Haiti is a crucial tool to identify areas of improvement in the management of the country’s coastal spaces. Through the Decalogue used by the Ibero-American Integrated Coastal Management Network (red ibermar), key aspects that influence the effectiveness of the icm in Haiti can be analyzed. By addressing these key aspects, the country can move towards a more effective and sustainable approach to Integrated Coastal Management for the benefit of its coastal communities and the protection of its marine and coastal resources. Coastal area of Pakistan is of strategic significance due to its huge potential w.r.t economic growth. It gives access to sea based resources on one hand and offers numerous indirect economic opportunities on the other. The sea based resources include both living such as fish and non-living such as minerals and hydrocarbons while the indirect opportunities come in the form of ports & harbours, coastal tourism and wind farms/ electrical power generation etc. On the other hand, huge potential of coastal tourism offered by the sandy beaches, coastal cliffs, archaeological sites and diversity of flora and fauna etc. along the coast is yet to be developed. While the economic potential remained largely untapped, living resources along the coast have been under severe pressure from human activities. The coastal fish stock is depleting due overexploitation, IUUF practices and discharge of harmful untreated industrial waste into the coastal waters, whereas, mangroves remained subjected to deforestation at unsustainable rate. Moreover, lack of coordination among stakeholders, non-realization of the sectoral interdependencies for managing the coastal area and incoherence in marine/maritime policies have led to various environmental and socioeconomic problems along the coastal belt. The existing sectoral based management system is creately fragmented is considered to be the major factor for unsustainable/ suboptimal utilization of the coast and maritime resources. Accordingly, ICZM BEING a cross sectoral comprehensive approach and adequate coordination framework is considered as best possible alternative management setup for the coastal areas of Pakistan. The ICZM has gained recognition as the most suitable system for sustainable development of the coastal area as it accounts for uniqueness of the coastal area, fragile nature of the coastal resources and its interactions with various economic sectors sharing the same maritime space.

Integrated coastal zone management (iczm) arises as a response to the challenges and problems faced by coastal zones around the world due to population growth, urbanization, industrialization and the exploitation of natural resources. This approach has been developed in response to the need to more effectively address coastal ecosystem management and development planning in these critical areas. However, integrated coastal zone management is a strategy that seeks to balance the protection and conservation of coastal ecosystems with the sustainable development of human activities that depend on these resources. Below is the diagnostic proposal for Cuba on its currently existing administrative-legal subsystem and related to the iczm, a useful analysis in the design of the policy for better governance of its coastal spaces. The methodology followed is the Decalogue, a tool used by the 13 member countries of the Ibero-American Network of Integrated Coastal Management (red ibermar), the key topics analyzed were: public policies, regulations, institutions, competencies, instruments, public information, resources, training. and training, education for sustainability and public participation. Finally Izmit Gulf (Kocaeli- Yalova) Integrated Coastal Zone Planning and Management Project are examined as a case study. State of Izmit Gulf, basic principles, zoning decisions and suggested strategies and activities are scrutinized. This study is also the first compilation concerning recent changes in planning legislation in Turkey related to ICZM studies.

Integrated Coastal Zone Management (ICZM) is a process defined in terms of achieving sustainable development. Despite sustainability being accepted by the majority of organizations currently operating on the coast, the integrated approach is seen as the more constructive and benificial alternative to achieve this state. Id 'success' for ICZM means sustainable development, then the question is raised as to how it attempts to achieve this, and, more speficically, how effectively it does so? Put another way, how can the management process be evaluated in terms of achieving its aims? Despite sevaral attempts to produce sustainability indicator sets, there is currently no established or validated way of assessing the effectiveness of ICZM initiatives and consequently there is also no national overview with thish to judge the strategic performance of coastal partnerships (CPs). This study aims to address this failing by developing and critically evaluating a standardised operating mechanism for assessing the ability of ICZM initiatives to achieve sustainable development. In order to develop this 'Coastal Sustainability Standard', a review was made of the current role and treatment of sustainability in coastal planning and management in the UK. Using the electronic database of the company 'Coastal Management for Sustainability' (CMS), a survey of UK coastal practitioners was carried out as to the key theoretical constructs inherent in the concept of sustainability. Textual analysis of the results, using the qualitative software package, Nud*ist 6, revealed six dominant constructs which would form the basis for the development of the standard. These six - planning; participation; communication; integration; responsibility and balance were defined as principles, and a set of criteria developed for each, with which to enable assessment. A scoring system and a set of guidelines were then designed to maximise the level of objectivity in carrying out the assessment, with the scoring system also reflecting the systems thinking inherent in the design. In order to validate the mechanism, three case study CPs were selected against which to carry out a detailed application of the Standard. These were the Exe Estuary Management Partnership (EEMP); Tamar Estuaries Consultative Forum (TECF) and Pembrokeshire Coastal Forum (PCF), all of which scored relatively poorly. That none of the three CPs achieved the pre-requisite standard raised a number of considerations relating to the efficacy of the Standard and its operation, as well as to the nature of ICZM in the UK and its aim of achieving sustainable development. Conclusions drawn from this evaluation identified that the current operation of ICZM in the UK exhibits a disjointed approach to achieving its long-term goals, as a result of its voluntary nature. The voluntary approach employed in the UK can be seen to be at the root of a number of problems facing the successful development of ICZM. In terms of resources, it has implications for the skills, knowledge and training of coastal managers, as well as the funding available to develop and implement effective plans. The voluntary approach also does not necessarily 'encourage' appropriate cultural changes within or between stakeholder organizations, and does not impart joint responsibility or collective liability upon stakeholders to achieve sustainable development.

In this thesis, it has been aimed to analyse the efforts undertaken by the European Union (EU) to stimulate and enhance Integrated Coastal Zone Management (ICZM) in the European coastal zone, within the context of the EU Environmental Policy. ICZM was formally accepted in the international community during the 1990s as an alternative to traditional sectoral coastal zone management approaches. It aims to establish an integrated management mechanism among different sectors to minimise resource use conflicts in coastal zones. Sustainable development constitutes the underlying idea of ICZM, the overall goal of which is to achieve sustainable development in coastal zones. Therefore, ICZM is founded on the internationally accepted principles of sustainable development. Chapter 17 of Agenda 21, which is a formal output of the United Nations Conference on Environment and Development, made an explicit statement of the need for integrated management of coastal and ocean areas to achieve their sustainability and called the participating nations to take the necessary steps. The EU, being at the forefront of such international developments and embraced sustainable development as a broader policy objective, is devoted to take concerted action in terms of protecting the European coastal zone and fostering ICZM action at the EU and the Member States (MSs) level. Since the early 1990s, the EU institutions began to put substantial effort to achieve this goal, and initiated dedicated actions. Those existing and the foreseen EU actions are elaborated within the context of this thesis. For the time being, the EU ICZM action is a flexible one without a regulatory binding instrument for ICZM. The ongoing EU ICZM action is based upon the existing EU policies and legislation. Within this framework, the central aim of the EU is laid down as to ensure the coordination and integration of these diversified policy objectives and legislative instruments to contribute to sustainable management of the European coastal zone. Since they constitute the backbone of the current EU ICZM efforts, those policies and legislation are also investigated within the scope of this study. This thesis accentuates the importance of concerted EU action in terms of stimulating ICZM action in Europe and the probability of a future EU level devotion towards a more regulatory approach in the longer term.

La tesis parte de la idea de que los sistemas de indicadores, utilizados para medir el estado de la costa y la implementación de proyectos de Gestión Integrada de las Zonas Costeras (GIZC), deben orientarse a problemas concretos de la zona de estudio y que su validez debe ser comprobada no sólo por la opinión de los expertos, sino también por la percepción de los usuarios y por el análisis estadístico cuantitativo.
The problem addressed by this thesis is the identification of site-specific and problem-oriented sets of indicators, to be used to determine baseline conditions and to monitor the effect of ICZM initiatives.The approach followed integrates contributions from coastal experts and stakeholders, systems theory, and the use of multivariate analysis techniques in order to provide a cost-effective set of indicators, oriented to site-specific problems, with a broad system perspective.A systems approach, based on systems thinking theory and practice, is developed and tested in this thesis to design models of coastal systems, through the identification of the system's components and relations, using the contribution of experts and stakeholders.Quantitative analysis of the system is then carried out, assessing the contribution of stakeholders and using multivariate statistics (principal components analysis), in order to understand the structure of the system, including relationships between variables.The simplification of the system (reduction of the number of variables) is one of the main outcomes, both in the participatory system's design and in the quantitative multivariate analysis, aiming at a cost-effective set of key variables to be used as indicators for coastal management.

The study draws on experience in coastal management globally, and in particular in Europe where the recent demonstration programme in integrated coastal zone management has promoted coastal management initiatives at the local scale, to examine the applicability of different coastal management evaluation techniques for assessing the role of coastal management as a tool for achieving sustainable development; and for determining the success of European pilot projects in coastal management; identify and assess factors which influence “successful” ICM in the European context; and determine whether international guidance relating to good practice in coastal management is relevant in the European context. An analysis of different approaches to evaluation showed that these are based on largely untested assumptions of validity - in particular of internal validity (causality) in the case of outcome based evaluation and of external validity (generalisability) in the case of process evaluations. In view of their early stage of development and differing goals but common institutional challenges, a process based evaluation is most appropriate for the demonstration project. In this study, a triangulation approach is used to test the assumption of external validity which underlies process based evaluations in ICM. Using independently derived results from the European demonstration projects, the study examines the applicability in the European context of international experience relating to good practice in co-ordination and in ensuring viability of ICM projects. The results are particularly relevant in the light of new European legislation which is designed to move coastal management in Europe from the current project-by-project approach to a more strategic approach by the promotion of a better enabling environment at national level.

The Japanese term “Satoumi” inspires us to pursue sound coastal zone governance by taking sustainable development into consideration with “Establishment of Sato-umi in the coastal sea”. The popular ICZM (Integrated Coastal Zone Management) shows us the potential approach toward a coastal area with harmonious interaction between human-being and natural environment. Seto Inland Sea which has undergone serious environmental degradation and anthropogenic changes. In order to recover and sustain its unparalleled values, rebuilding a sound environmental policy system from top to bottom is highly required. The ecosystem services and their monetary values are also estimated buy CVM necessary for sustainability assessment, due to their powerful roles in representing human-coastal zone relationship and supporting sustainability of a “Satoumi” system. The sustainability assessment framework for Seto Inland Sea, which consists of Inclusive Wealth, “Satoumi”, and ecosystem service approach was developed.

This rapid review explores socio-economic and political issues that may affect the effectiveness of the Eastern Tropical Pacific Marine Corridor (CMAR). It specifically focuses on key socioeconomic and governance issues around marine protected areas (MPAs) and exclusive economic zones (EEZs) of Colombia, Costa Rica, Ecuador and Panama based in the Eastern Tropical Pacific ocean. Research highlights the importance of understanding perceptions and context in environmental governance analyses and practice (Partelow, Jäger & Schlüter, 2021); and MPAs are increasingly recognised as being embedded in social-ecological systems, where human dimensions (e.g., social, economic, cultural, political, and institutional) interact with ecological characteristics (Burbano & Meredith, 2020, p.2). How do you define the effectiveness of an MPA is another key question to consider (but not explored in detail in this review). Bearing in mind that most MPAs have multiple objectives, including non-biological, which highlights the need for the development and adoption of standardised effectiveness metrics beyond biological considerations to measure factors contributing to their success or failure (Giakoumi et al., 2018). For example, there are growing calls for marine conservation success to move beyond area coverage to include a broader set of metrics related to the effective and equitable management of the marine environment (see Bennett et al., 2021). Hence, the more information the better when establishing integrated, well-designed and connected MPAs – for example, the more information on a sea area, the coastal populations and their socio-ecological relationships, the better stressors, systemic impacts and inter-annual variabilities can be identified, and the more effective protection can be developed (Relano, Palomares & Pauly, 2021, p.13).

Through a series of workshops, a team of National Park Service, University of Rhode Island and related experts conducted a climate change vulnerability assessment to integrate issues across natural resources, cultural resources, and facilities for George Washington Birthplace National Monument (NM). This assessment used existing methods (Ricci et al. 2019a) and data, and expert knowledge to understand the general trends in current (2022) and future (2050, 2100) vulnerability and adaptive capacity. Climate stressors included sea level rise (SLR), storm surge, flooding, erosion rates, and precipitation and temperature changes. The results of the assessment are presented for each of the three workgroups: cultural resources, natural resources, and facilities, as well as for two key geographic focal areas ? the Shoreline and the Memorial Core. Cultural landscapes, historic features and archeological sites that comprise the core values of the park are already being impacted by ongoing erosion, sea level rise, and storms, all of which are accelerated by climate change. The Ice Pond Dam was identified as a critical feature, both as a cultural resource and a facility asset, which is vulnerable to flash flooding and serves as a weak link for critical systems of communications, electricity, and access. Bluff monitoring designed to identify paleontological resources can benefit archeological resources as well. As erosion rates increase, newly uncovered archeological resources may drive a push for excavation. However, undercutting of the bluff makes any excavation or information reconnaissance on the archeological sites more difficult or dangerous due to the possibility of bluff edge sloughing or collapse. There is a recognized need to strengthen tribal partnerships to understand the priority for management of these resources. Tribal consultations initiated by the park are now underway. Any archeological excavation will result in loss of context and require additional storage capacity. Evaluation of potential shoreline stabilization techniques would need to consider how they would impact the viewshed and cultural landscape. Recommendations also included conducting an updated cultural landscape plan for the Memorial Core to consider tree management, including tree replacement in consideration of wind damage potential and because of the likelihood that extended warm seasons will lead to a longer period of pest activity. The vulnerability assessment data and maps can be a valuable resource for jumpstarting the adaptation planning process and integrating into existing planning processes. They can be used to engage with partners and help them appreciate the underlying vulnerability issues and changes over time.

Chile's unique geography and climatic zones, including the arid Atacama desert in the north and the cold, humid Patagonian zone in the south, represents a challenges for water resource management. Droughts, and particularly mega-droughts, have become more frequent and intense, affecting not only the north but also central regions like the Maipo basin basin, located in the Metropolitan Region. To address these issues, this project aims to develop a Drought Management Plan (DMP) for the Maipo basin, and to support analysis of drought conditions, including characterization of spatial coverage, intensity, and duration, a Drought Management module has been implemented in WaterALLOC, combining the Hydro-BID and MODSIM modeling systems. This case study focuses on the Maipo river basin in Chile, using the Drought Management module in WaterALLOC to simulate response stages for mitigating drought impacts. The study highlights the importance of integrated tools and modeling systems for enhanced water resources planning and decision-making in drought-prone regions. Finally, a capacity training program aimed at strengthening the technical capacities of local stakeholders in water resources management was implemented.
