Purpose – The purpose of this paper is to present a comparative analysis of institutions and institutional voids in Russia, Brazil, and Poland over the decades of the 1980s through to 2015. The paper asserts that Russia and Brazil could learn much from Poland regarding formal institution building and formal institutional voids that cause problems like corruption and limit economic growth. Design/methodology/approach – A comparative case study approach is utilized to assess the relative success of the three emerging market countries in transitioning to a market economy, viewed through the lens of institutional theory. Findings – Poland’s experience in building successful formal institutions and mitigating major institutional voids can be instructive for Russia and Brazil which have shown far less success, and correspondingly less sustained economic growth. Research limitations/implications – This paper demonstrates the value of applying institutional theory to analyze the progress of emerging economies in transitioning to a market economy. Practical implications – This country comparison can prove valuable to other emerging economies seeking a successful transition to a market economy. Social implications – Since institutions are the fabric of any society, the emphasis on institutions in this paper can have positive implications for society in emerging markets. Originality/value – This paper is an original comparison of two BRIC countries with a smaller emerging economy, utilizing institutional theory. Factors contributing to Poland’s success are compared to Russia and Brazil to assess how those countries might be positively informed by Poland’s experience in building and strengthening sustainable formal institutions as well as avoiding institutional voids and their associated problems.

Subject. This article is devoted to the trust phenomenon misrepresentation within different socio-economics science branches. Objectives. The article aims to conduct an interdisciplinary analysis of the trust phenomenon given by different branches of social sciences. Methods. For the study, we used an interdisciplinary approach. Results. The article reveals different definitions of trust by representatives of the socio-economic group of sciences. This leads to distortions in the perception of the object under study, which we interpret as the effect of interdisciplinary asymmetry. The article shows the process of formation of trust in institution, offers an original definition of the phenomenon of trust as a decision-making factor in a transaction in order to minimize transaction costs. Conclusions. Trust does not have the characteristics of an economic institution, and in fact it is not. The use of the term institutional trust in the study of trust by economic entities in a particular socio-economic institution is inappropriate. To avoid distorting the essence of the phenomenon under study, we propose the use of the term trust in institution as the most relevant in scientific economic circulation.

‘Institution’ as a concept has a particular resonance in the collaborative work of Deleuze and Guattari. Looking at institutional psychotherapy and the way in which it traverses the works of Deleuze and Guattari, this article will attempt to offer some ways that the concept of institution can be put to work. To do so, it will begin with two statements about institutional psychotherapy made by the psychiatrist Jean Oury: ‘Institutional psychotherapy is perhaps the putting in place of all kinds of means to struggle, each day, against all that might make the whole of the “collective” topple over towards a segregative or concentrationary structure’, and ‘The establishment is a building and a contract agreed with the State, a price per day. The institution, when it exists, is a labour, a strategy to avoid a whole load of people fermenting, like a jar of jam with a poorly closed lid.’ These statements will open the door to a deeper exploration of what an institution can do and how it was activated in Guattari’s clinical practice and in the collaborative philosophy developed with Deleuze.

The distinction between institution types and institution tokens plays an important role in Francesco Guala’s philosophy of institutions. In this commentary, I argue that this distinction faces a number of difficulties that are not sufficiently addressed in Understanding Institutions. In particular, I critically discuss Guala’s comparison between the taxonomy of organisms and the taxonomy of institutions, consider the semantics of institution terms on different levels in this taxonomy, and argue for an alternative solution to the problem of how to reconcile reformism and realism about institutions like marriage.

Риски несостоятельности (банкротства) банков постоянно растут и поиск эффективных форм их преодоления, а также их законодательного обеспечения является современной проблемой. В настоящий момент для банковской системы России сложным проявлением неблагополучия в экономической сфере становится кризис неплатежей. По факту многие предприятия пришли к банкротству, их финансовое положение неустойчивое, что расшатывает стабильность банковской сферы. Актуальной тенденцией для отечественной банковской системы, является отзыв лицензий у кредитных организаций не способных осуществлять свою деятельность без вреда для кредиторов (вкладчиков) а также экономики страны. Банк России ведёт надзорную деятельность за кредитными организациями, активно выявляет нарушения требований законодательства Российской Федерации и при наличии оснований, предусмотренных ст. 20 Федерального закона № 395-1 «О банках и банковской деятельности», отзывает лицензии у кредитных организаций В данной связи законодательное сопровождение банкротства и предупреждения несостоятельности (банкротства) кредитных организаций, а также опыт других стран является важной частью данного процесса. В данной статье рассмотрена зарубежная история института банкротства банков, а также зарубежный опыт института банкротства и восстановления банков. The crisis phenomena accompanying the development of the Russian banking system have a direct impact on the financial stability of commercial banks. The risks of bank insolvency (bankruptcy) are constantly growing and the search for effective forms of overcoming them, as well as their legislative support is a modern problem. At the moment, for the banking system of Russia, the crisis of non-payments is becoming a complex manifestation of trouble in the economic sphere. In fact, many enterprises have gone bankrupt, their financial situation is unstable, which undermines the stability of the banking sector. The current trend for the domestic banking system is the revocation of licenses from credit institutions that are unable to carry out their activities without harm to creditors (depositors) and the country's economy. The Bank of Russia supervises credit institutions, actively detects violations of the requirements of the legislation of the Russian Federation and, if there are grounds provided for in Art. 20 of the Federal Law №395-1 "On Banks and Banking Activities", revokes licenses from credit institutions. In this regard, legislative support for bankruptcy and prevention of insolvency (bankruptcy) of credit institutions, as well as the experience of other countries is an important part of this process. This article examines the foreign history of the institution of bank bankruptcy, as well as the foreign experience of the institution of bankruptcy and bank recovery.

I present a discussion of the current state of liberal internationalism as it relates to international organisations. I maintain that the literature focuses too much on liberal internationalism instead of non-liberal internationalism. This is problematic because non-liberal states are increasingly becoming important players in the international system, as is the case with Russia and China. I argue that non-liberal states have a variety of approaches in their dealings with international institutions that can enable them to maximise their net gains from institutions. These are: 1) keep using the liberal institution, 2) utilise institutional ala cartism (forum shopping), 3) create an anti-liberal institution, or 4) opt out of institutions altogether. Scholars and practitioners alike should acknowledge that international institutions can be a vehicle whereby non-liberal states maximise their power and diminish the power and influence of liberal states.

The text develops philosophical considerations on the “institutional” dimension of marriage. First of all, the meaning of “institution” is problematized, as it is so much disputed and controversially interpreted today. On the one hand, in fact, it is circumscribed to denote a repressive reality—restraining, delaying, even disciplining—considered necessary and rescuing by some scholars, yet harmful and dangerous by others. On the other hand, accentuating its verbal form, “institution” is also understood in terms of movement, as the novelty that results from the act of instituting, as a discontinuity that opens a field of possibilities. Paul Ricœur considers institutions as part of the ethical tripod, i.e., of the ways through which human beings can flourish. In the context of these divergent understandings, this paper secondly considers the possibility to speak of marriage as an institution and to take marriage rituals as an example both of rite of passage and aggregation rituals. Bourdieu says that the separation achieved in rituals has a “consecrating” effect. Third, the paper questions whether functional and symbolic changes in marriage and marriage rituals can affect their institutional status and problematize their consequences.

This study aims to determine the comparison between the Nahdlatul Ulama (NU) Ma'arif educational institution and the Muhammadiyah educational institution. Actually, the two institutions are equally good and their usefulness can be felt by every Muslim and Muslim woman. But each educational institution certainly has its own differences. This study aimed to find out how the Nahdlatul Ulama (NU) Ma'arif educational institution compares with Muhammadiyah educational institutions. Thus, the author is interested in discussing the comparison or comparison of the two educational institutions. This research uses qualitative methods through two approaches, namely literature studies. The study is described descriptively, as well as explained systematically. The results of the literature study show that the preparation between Muhammadiyah Educational Institutions and Nahdlatul Ulama (NU) Educational Institutions, when viewed in terms of deepening the content of the material at the Nahdlatul Ulama (NU) educational institution, is superior because it can be said that Islamic Religious Education in Nahdlatul Ulama (NU) is delivered twice through nu-an subjects and for the Islamic Religious Education subject itself

Maurice Merleau-Ponty takes inspiration from Franz Kafka’s metonymic animal literature to develop his concepts of institution and “sardonic humanism.” Metonymy is a literary device, an instituting dimension of language, that allows us a lateral access to animality and expression. Kafka’s dog story enacts a radical reflection, a critical phenomenology parodying human life. Kafka puts forward a philosophy of generative openness to the animal, against social alienation. This reading comes with Merleau-Ponty’s existential redeployment of Sigmund Freud’s concept of the unconscious as expressive passivity or institution of adulthood. As instituting–instituted, we are always between preserving and surpassing the past, though different comportments and institutions can dogmatically or openly take up these possibilities. Kafka’s (struggle through) metonymic animal literature reminds us that philosophical truth is expressive, that unconscious desire animates language, and that the oppressive silencing of the generative past, the feeling child and the other animal, is at the root of society’s institutionalized oppression. Institution offers a literary method of phenomenologically resisting, of creative critique.

Abstract Context.—Large, multi-institutional studies often involve merging data records that have been de-identified to protect patient privacy. Unless patient identities can be reconciled across institutions, individuals with records held in different institutions will be falsely “counted” as multiple persons when databases are merged. Objective.—The purpose of this article is to describe a protocol that can reconcile individuals with records in multiple institutions. Design.—Institution A and Institution B each create a random character string and send it to the other institution. Each institution receives the random string from the other institution and sums it with their own random string, producing a random string common to both institutions (RandA+B). Each institution takes a unique patient identifier and sums it with RandA+B. The product is a random character string that is identical across institutions when the patient is identical in both institutions. A comparison protocol can be implemented as a zero-knowledge transaction, ensuring that neither institution obtains any knowledge of its own patient or of the patient compared at another institution. Results.—The protocol can be executed at high computational speed. No encryption algorithm or 1-way hash algorithm is employed, and there is no need to protect the protocol from discovery. Conclusion.—A zero-knowledge protocol for reconciling patients across institutions is described. This protocol is one of many computational tools that permit pathologists to safely share clinical and research data.

Tourism villages can develop if the community supports them. To accomplish a goal, a community that is part of the institution must be able to perform its duties and functions as a unitary institution. The institutions have to communicate with one another and work together to develop Lerep Tourism Village. This research will outline the roles of each institution and examine this synergism. Based on the institutions participating in the management of the Lerep Tourism Village, the location was chosen using a purposive sampling strategy. This is a qualitative approach with case study research. Purposive sampling was used to select 26 informants to interview, covering head of village and hamlets, leaders and members of institutions, representative of communities from 4 hamlets. In-depth interviews, observation, and documentation were utilized to obtain the data, and evaluated using Miles Huberman’s flow model. The data’s veracity was examined using source triangulation and technique triangulation. The results show that each institution namely Government Institution, Economic Institution, Art and Cultural Institution, Agricultural Institution, and Environmental Institution plays different roles. There are varieties of purposes in institutional synergy. However, institutions have implemented elements of effective communication and coordination. Such synergies lead to the establishment of new tourist attractions and facilities, increase in the number and satisfaction of visitors, job opening and increase in community income, moreover receiving recognition and passing the certification process. There needs to be discussions and follow-up process regarding improving the internal conditions of institutions and communities between hamlets.

The concept of institution is a rather unclear concept in the contemporary social science literature. In the “Introduction,” I give a survey of the different interpretations of the concept of institution. In the first part, I make a distinction between loose norms and tight norms, and I define the concept of institution in connection with the concept of tight norm. Institution is a system of tight norms and additional norms specifying the validity scope of the tight norms as well as the control of their actual realization. Furthermore, I introduce the concept of quasi-institution to denote the typical transitions between norm systems of a different nature. In connection with the shaping of institutions and the control, I introduce the concept of the coverage of institution. The coverage of institution is the ability to shape and change the norms composing the given institution and to control the actions falling into the validity scope of institutional norms. In the second part, institutions are classified according to their coverage and distinction is made between externally covered, one-sidedly covered, and internally covered institutions. Concerning quasi-institutions, I make a distinction between its two typical forms: the norm system with one-person coverage and institutional morals.

The article analyzes the problem of managing the development of modern educational institutions.The purpose of the article is to reveal the specifics of managing the development of modern educational institutions. The article analyzes the essence of the concepts “development”, “strategy”, “management of educational institutions”, “management of the development of educational institutions”; Pedagogical conditions that ensure the effectiveness of management of the development process of the educational institution are singled out:The expediency of creating and implementing a strategy for the development of an educational institution is proven, which will determine the priority areas of the educational institutionʼs activities and includes the following blocks: values of the educational institution, mission and vision of the educational institution, strategic and operational goals of activity; the specifics of educational institution management are characterized as a complex socio-pedagogical system characterized by integrity, structure, purposefulness, dynamism, interaction with the environment and with lower and higher order systems. The article focuses on the complexity of managing the development of educational institutions, which is caused by the large number of participants in the educational process and the connections between them, the non-acceptance by individual participants of the educational process of innovations and the needs of dynamic development (conservatism, misunderstanding of the significance and essence of changes); inconsistency of administrative influences, mechanisms of management and self-management, polystructurality and qualitative characteristics of subsystems, components of the educational institution.It is emphasized that effective management activities must be carried out in the following aspects: management of the educational institution as a system, a single entity; management of structural subdivisions, subsystems, components of educational institutions, taking into account their specificities; managing the interaction of subsystems, components, which enables the personal development of participants in the educational process.Research materials can be used by heads of educational institutions, in the system of postgraduate education of teaching staff in the aspect of improving management activities.Prospective areas of further research into this problem are identified, in particular, the study of domestic and foreign experience in improving management activities aimed at the development of educational institutions. The article raises the problem of managing a higher education institution on a partnership basis, which allows organizing joint work between educational institutions, enterprises, scientific and public institutions, organizations and associations, administration and employees, teachers and students, stakeholders and practice bases. Research methods were used to achieve the goal: analysis; systematization and generalization; comparative analysis; forecasting internal and external partnership relations in the process of managing a higher education institution. Based on the analysis of scientific and pedagogical sources, the topic of research on partnership in institutions of higher education and partnership in management was investigated, the concept of "partnership" in institutions of higher education was clarified. The author tentatively distinguishes internal and external partnership in higher education institutions. It was found that the internal partnership in the management of the institution of higher education is implemented through the interaction between the management and subordinates. External partnership has a wider space of connections: with stakeholders and centers of practice, other institutions; with the administration of the city/region where the higher education institution is located, regional (territorial) education management bodies; with well-known theoreticians and practitioners in the field of management, education, science, etc.; with other institutions of higher education; with international organizations, institutions abroad, ensuring international cooperation of the institution of higher education. The partnership in the management of the institution of higher education is characterized, and the influence and motivation of such a relationship on the development of education and science in the country, the institution of higher education in general, individual professional growth of pedagogical and research-pedagogical workers, and the quality of education by students of higher education are clarified. The perspective of the research is defined as a detailed study of ways to implement external partnership in the management of a higher education institution at the state level.

AbstractThis paper introduces the notion of ‘cognitive’ institution and discusses its relevance to institutional economics. Cognitive institutions are conceptually founded on the philosophy of mind notion of extended mind, broadened to also include the distinctly social, institutional, and normative dimensions. Cognitive institutions are defined as institutions that not just allow agents to perform certain cognitive processes in the social domain but, more importantly, without which some of the agents' cognitive processes would not exist or even be possible. The externalist point of view of the extended mind has already had some influence in institutional economics: Arthur Denzau and Douglass North first introduced the notion of institution understood in terms of ‘shared mental models’, and relatedly philosopher Andy Clark introduced the notion of ‘scaffolding institution’. We discuss shared mental models and scaffolding institutions and go a step further by showing that the notion of cognitive institution can capture more fundamental and salient aspects of economic institutions. In particular, we focus on the market as an economic cognitive institution.

The Prosperous Community Economic Institution is an alternative to improving farmer institutions. The Prosperous Community Economic Institution is considered a gateway to synergize various programs and activities, build networks and commitments between villages, sub-districts and districts. The Prosperous Community Economic Institution is less active in carrying out activities or work programs engaged in cocoa plantations, such as partnerships with companies that do not work properly and do not last long. This study aims to determine: the role of prosperous community economic institutions in cocoa farming and the performance of prosperous community economic institutions in cocoa farming in Tinete Village, Aere District, Kolaka Timur Regency. This research was carried out in Tinete Village, Aere District, East Kolaka Regency which was carried out from June 2021 to August 2021 with a total of 24 informants. Data analysis in this study used qualitative analysis. The results of the study show: the role of the Prosperous Community Economic Institution in Tinete Village can be said to have a role which is marked by the role of the Prosperous Community Economic Institution, namely both as an information center, as a financing institution, both in providing production inputs, building cooperation and a fairly good marketing institution. Whereas the performance of the Prosperous Community Economic Institution in Tinete Village can be said to be good which is marked by the institution's performance in the productivity aspect of farmer institutions which shows good, in the aspect of the quality of service provided by the institution to its members good and satisfactory and from the aspect of responsibility of the existing Prosperous Community Economic Institution in Tinete Village are also appropriate or said to be good.

Institution has been investigated having indirect role on economic growth. This paper aims to evaluate whether the quality of institution matters for economic growth. By applying institution as instrumental variable at Foreign Direct Investment (FDI), quality of institution significantly influence economic growth. This study applies two set of data period, namely 1985-2013 and 2000-2013, available online in the World Bank (WB). The first data set, 1985-2013 is used to estimate the role of financial sector on economic growth, focuses on 67 countries. The second data set, 2000-2013 determine the role of institution on financial sector and economic growth by applying 2SLS estimation method. We define institutional variables as set of indicators: Control of Corruption, Political Stability and Absence of Violence, and Voice and Accountability provide declining impact of FDI to economic growth.

Institution building is a vital necessity for the sustenance of good governance and socio-economic growth and development. This is because institutions serve as viable channels through which the citizens express their expectations or dissatisfactions on any national issue. Moreover, they serve as effective means to establish political accountability; yet within the process of institutional development, there should be balanced development of the intuitions so that no particular institution becomes more powerful over other institutions. However, in recent years, in Nigeria there is a challenge of eroded institutions that has ultimately continued to grapple with emergent socio-economic and political challenges. This paper examines institution building as a strategy for sustainable growth and development in Nigeria, the objective is to explore the meaning of institution building and its role in achieving the desired national development and to identify the challenges militating against institution building in Nigeria. Findings from the study show that Nigeria’s institutions are generally weak and dysfunctional; persistently incapable of delivering on broad national goal of promoting growth and development. If we are to build institutions that will raise the quality of life of Nigerians, there should be policies that would result in institution building, that regulate the conduct of all in respect of institutional change and economic performance. The paper recommends that there must be political will towards implementing sound governmental policies and strengthening institutions that would make the citizens to have confidence in the leadership for stable political systems that would ensure economic prosperity and national security.
