Pełny tekst źródłaInformation literacy is fundamental for lifelong learning, especially for the teaching profession, where information is critical for imparting knowledge to students who are expected to be creative, critical thinkers and lifelong learners. The study investigates the information literacy skills and personal abilities of secondary school teachers in Lagos, Nigeria and Durban, South Africa. The following research questions and hypotheses were pursued in the study: the teachers’ perceptions about the need for information literacy; the purposes for which they need information; the types of information resource they access for teaching purposes; the frequency of use of information resources; the search strategies employed in using online information resources; the level of teachers’ information self-concept; and metacognitive abilities employed in using information resources. The study also embarks on an analytical evaluation of information literacy in the contexts of the two cities of Lagos and Durban. A proposed conceptual model was also suggested to ensure the information literacy of teachers in secondary schools. The study was guided by null hypotheses and tested at a 0.05 level of significance, to ascertain whether there were any significant differences in teachers’ perceptions of the need for information literacy, and also whether there was any significant difference in the information literacy, frequency of use of information, information search strategy, and metacognitive abilities of teachers in Lagos and Durban. The study adopted a post-positivist research paradigm combining both qualitative and quantitative research methodologies largely through multi case study research design. Data were gathered through questionnaires, interviews, observation and document analysis that included a literature review. The target population was secondary school teachers in Lagos and Durban. The sample for the research was drawn from teachers in government secondary schools in Lagos and Durban. Lagos State has 20 local governments, and at the time of the research a total teacher population of 8 329. Durban is divided into four Circuits representing 16 wards. Excluding primary schools, independent schools and combined secondary schools, there are 41 secondary schools and 4 887 teachers. Face and content validity was achieved through the verification of and response to the research instruments by academics in the Department of Information Studies at the University of Zululand. Dependability of the research instruments was achieved through a pilot survey that tested the instruments among 57 teacher-librarians at the University of Zululand. In addition, Cronbach alpha technique was used to determine the reliability of the instruments. The data collected for this research were subjected to reliability coefficient tests variable by variable. The outcome shows that the overall reliability coefficient, when all the items in the questionnaire were taken together, was .801 (r =.801). Therefore all the items in the questionnaire were found to be reliable, and hence the questionnaire was reliable, trustworthy and dependable. Interviews and observation were also used as instruments of data collection to triangulate and validate the research results obtained by the questionnaire. Multistage sampling technique was used in the first instance to purposively select samples from the two cities of Lagos and Durban in order to make comparisons. The second stage involved stratified random sampling, and the third stage applied simple random sampling. A sample of six local governments was selected from 20 in Lagos State, and referred to as primary sampling units (PSUs). Lagos State was divided into six educational districts (EDs). The first stage sampling involved selecting one local government out of three or four in each ED. The second stage sampling comprised a few secondary schools selected at random from all the schools in selected local governments, and the third stage was a selection of some teachers from all the teachers in the selected secondary schools. The selected local secondary schools were called secondary sampling units (SSUs). All the responding units in each SSU, i.e. the teachers, were given the questionnaires to fill in. Triangulation of three data gathering instruments enabled convergence measurement for confidence in the outcome of the research. Content analysis of the contextual setting relating to the information literacy environment in Nigeria and South Africa was done. The respondents were drawn from secondary school teachers in Lagos and Durban, with 368 valid questionnaires returned with useful responses, 193 (52.4%) in Lagos and 175 (47.6) in Durban. Eight librarians were also interviewed to validate the responses from the questionnaires, four in Lagos and four in Durban. The theoretical underpinning of this research was based on the technology acceptance model (TAM), which helps in understanding human-machine interface (HMI) through perceived usefulness (PU) and perceived ease of use (PEU). The rationale for TAM is to present a foundation for ascertaining the impact of external variables on internal beliefs, personal abilities, attitude, mind-set and intention in attaining information literacy (IL) skills. This study evaluated the TAM’s main variables for information literacy acquisition such as perceived usefulness (the intention to use, user training, computer experience, system quality) and perceived ease of use (computer self-efficacy, perception of external control, ease of use, internet self-efficacy, efficacy of library use, computer anxiety, information anxiety, perceived enjoyment and objective usability, behaviour and intention). The study also contextualises the TAM by analysing and explaining how the variables are applied in relationship to IL among school teachers. The outcome provided a deeper understanding of how TAM applies to information communication and technology for development (ICT4D) in general and IL research in particular. The study revealed that teachers in Durban had a higher level of perception of the need for information literacy than their counterparts in Lagos. The inference from the study showed that teachers in the countries of study need information on a regular basis mainly for the purposes of teaching, and administrative and professional development. The study also showed that electronic information resources were infrequently used by the teachers. Regardless of government regulation stating the qualifications of school librarians, many of those employed in the two cities were not professionally qualified librarians. The study shows a significant level of decline in information literacy in relation to the ages of teachers. Younger teachers tend to possess a higher level of information literacy than their older colleagues, which makes in-service training imperative. Female teachers are significantly more information literate than their male counterparts. Many of the school libraries seem to have been afterthoughts, and the specifications for library building and planning were not observed as itemised by IFLA library building guidelines. The library environments showed that most of the facilities were not specifically built for the teachers, in terms of space and furniture. Interaction and collaboration between teachers and librarians is limited. The information in the literature review, and contextualisation of information literacy in Nigeria and South Africa present new insights. The study recommended that continuous training for teachers in information literacy is essential. School authorities should establish relationships between teachers and librarians, and employ qualified librarians capable of competently handling modern information facilities in the school library. The quality of library facilities should be improved for better information access and services, and encourage change in teacher’s perceptions about information literacy and services. Adequate funding for school libraries is essential to acquire resources and ensure maintenance. It is also recommended that librarians should receive regular education to cope with changes in information access, usage and services required in modern libraries.

Information literacy has been identified as a necessary outcome of tertiary education. It refers to the life-long learning competencies of finding and using information in order to solve problems, to make decisions and to create new knowledge. Information literacy education has evolved from earlier forms of library user education, such as bibliographic instruction, and is central to the mission of academic libraries. However, librarians responsible for information literacy programmes seldom evaluate the effectiveness of their interventions. In today&rsquo
s climate of accountability and outcomes-based education, it is necessary to provide evidence of the benefits of the user education that libraries provide. The researcher uses the American College and Research Library (ACRL) Information Literacy Competency Standards for Higher Education, which are internationally recognized and widely used by South African academic librarians, as a benchmark to evaluate an intervention for a group of first year students enrolled for a mechanical engineering course. The intervention consists of two workshops which aim to teach the students to find information relevant to their essays via the university&rsquo
s OPAC, various engineering databases and to teach them how to reference and cite their sources in their essays. The research methodology assessed students&rsquo

When society and its supporting services move from physical meetings to the digital arena, individuals with lacking digital competences risk being excluded. Due to this democracy problem the Swedish public libraries have been assigned one part of the responsibility to convey knowledge regarding information technology. In previous studies it has been found that there are uncertainties in how this commission is to be interpreted, that the librarians are lacking digital competences for fulfilling this task and that the library also has an important societal role to play in these issues. This interview study conducted within the Stockholm region has been designed to investigate the librarians' views on the challenges posed by this commission, as well as applying the theoretical framework DigComp to explore which digital competences are related to library visitors' digital needs. The theoretical analysis of this study shows that the visitors' digital needs relate to all of the competences presented in DigComp in various degree. This knowledge can help to express which competences relate to the needs of visitors, identify the digital competences that library staff may need to possess and contribute to the decision-making process regarding what the mission within the digital field should include. The thematic analysis of the study shows that the interviewed librarians in part do not have the time, interest or digital and educational competences required to complete the assignment commissioned to the public libraries. It can therefore also be seen as paradoxical that this profession of librarians has been assigned to this specific task.

Contudo, em nossas observaÃÃes empÃricas verificamos que, embora essas tecnologias faÃam parte do cotidiano dessas instituiÃÃes, mesmo assim, encontramos pouquÃssimos trabalhos abordando a sua avaliaÃÃo e, menos ainda relacionadas ao uso de relatÃrios pelos gestores. à nesse sentido que esta pesquisa se insere e tem o seguinte questionamento: Qual à a contribuiÃÃo das informaÃÃes produzidas pelos MÃdulos do Sistema Pergamum para as tomadas de decisÃes dos gestores no Ãmbito das polÃticas de desenvolvimento de acervos do Sistema de Bibliotecas da UFC? Isto posto, definimos como objetivo geral investigar a contribuiÃÃo das informaÃÃes produzidas pelos MÃdulos do Sistema Pergamum no processo gerencial do sistema de biblioteca da UFC no que respeita a tomada de decisÃo por parte dos gestores dessas bibliotecas, quanto ao processo de gerenciamento dos critÃrios da polÃtica de desenvolvimento do acervo. A pesquisa utiliza-se do mÃtodo funcionalista que busca explicar aspectos estudados em termos de funÃÃes realizadas pelas instituiÃÃes e suas consequÃncias para a comunidade envolvida. Trata-se de estudo de caso, sendo o lÃcus da pesquisa empÃrica o Sistema de Bibliotecas da Universidade Federal do CearÃ, cujo universo à constituÃdo pelos gestores das Bibliotecas que fazem parte desse sistema, que estÃo envolvidos com a polÃtica de desenvolvimento de acervos. Desse modo, foram investigadas todas as 17 bibliotecas setoriais dessa universidade, sendo que os dados foram coletados por meio de um questionÃrio contemplando questÃes relativas ao uso das tecnologias na gestÃo da polÃtica de desenvolvimento dos acervos. Os resultados do estudo confirmam que, com exceÃÃo de dois gestores, os demais utilizam as informaÃÃes que os MÃdulos do Sistema Pergamum oferecem para o gerenciamento do sistema como um todo e, particularmente, no que diz respeito Ãs PolÃticas de Desenvolvimento do Acervo. TambÃm ficou evidente que, como toda ferramenta dinÃmica, os MÃdulos do Sistema Pergamum demandam aperfeiÃoamento e melhoramentos constantes e atualizaÃÃes para atender Ãs necessidades da instituiÃÃo, propiciando uma participaÃÃo cada vez maior da comunidade universitÃria, otimizando os recursos e possibilitando uma melhor aquisiÃÃo, distribuiÃÃo e utilizaÃÃo do acervo. Considera-se que os objetivos propostos foram 8 atingidos no que respeita à contribuiÃÃo do Sistema Pergamum para o gerenciamento das PolÃticas de Desenvolvimento de ColeÃÃes do Sistema de Bibliotecas da UFC.
The use of electronic technologies and digital information and communication is a fact, both within individual and collective, and also the educational, industrial and commercial, whether public or private. In general, the libraries and the universities indoors particularly, is not different, increasingly these organizations incorporate such technologies in developing its products and the performance of its services in order to better serve its users / customers internal and external. However, in our empirical observations we found that although these technologies are part of the daily life of these institutions, but we found few studies about evaluation and even less related to the use of reports by managers. That is why this research is part and has the following question: What is the contribution of the information produced by the system modules Pergamum for decision making of managers in the context of development policies of the collections of the library system of the UFC? In this sense, defined as main objective to investigate the contribution of information produced by the modules of the system management process in Pergamum library system of UFC with respect to decision making by managers of these libraries, the management process of policy criteria development of the acquis. The research makes use of the functionalist approach that seeks to explain aspects studied in terms of functions performed by the institutions and their consequences for the community involved. This is a case study, being the locus of the empirical research library system, Federal University of CearÃ, whose universe consists of the managers of libraries that are part of this system are involved in collections development policy. After, we investigated all 17 libraries in the university sector and the data were collected through a questionnaire covering issues relating to the use of technology for the management of development policy of the collections. The study results confirm that, except for two managers, others use the information that the System Modules Pergamum offer to manage the system as a whole and particularly in respect of the Collection Development Policy. It also became clear that, like all dynamic tool, the system modules Pergamum demand improvement and constant improvements and upgrades to meet the needs of the institution, providing an increased participation of the university community, optimizing resources and enabling better procurement, distribution and use of the collection. It is considered that the proposed objectives were achieved as regards the contribution of Pergamum system for management of collection development policies of the Library System of the UFC.

Pełny tekst źródłaTelepresence uses the latest video conferencing technology, with high definition video, surround sound audio, and specially constructed studios, to create a near face-to-face meeting experience. A Fortune 500 company which markets information technology has organizations distributed around the globe, and has extensive collaboration needs among those organizations. Having invested heavily in telepresence technology to assist in the collaboration, the company has experienced a broad range of use among departments, but some departments do not use it at all. The purpose of this research was to study the reasons for widely disparate levels of telepresence use. The research is based upon factors contained in the unified theory of acceptance and use of technology and assessed the impact of each upon the use of telepresence technology. The results of the research showed some factors affected telepresence acceptance and use while other factors had little or no effect. Underlying practices and conditions, such as the need to multi-task and to telecommute, impacted the factors. The research provided recommendations for assessing the likelihood of technology adoption before making investments, and for positively influencing adoption.

Pełny tekst źródłaperceived ICT competencies, their attitudes towards the ICT course, the characteristics of the teaching-learning process in the ICT course, the deficiencies of the IT classrooms and the effectiveness of the ICT Student Workbook were analyzed. This study was designed as a cross-sectional survey study. In order to collect the data, a self-reported questionnaire consisted of 63 items was developed by the researcher. The sample consisted of 442 Grade 8 students in 11 primary schools located in the metropolitan area of Izmit. Both descriptive and inferential statistics were utilized to analyze the data. Multivariate Analysis of Variances with Pillai&rsquo
s Trace test was employed to investigate whether the significant differences among dependent variables across independent variables existed. Results of the study indicated that primary school students generally perceived themselves competent in ICT tasks and they had favorable attitudes towards the ICT course. Significant differences were found in students&rsquo
perceived ICT competencies and attitudes with respect to gender, educational background of parents, computer ownership and availability of home assistance related to the ICT course. This study also revealed several obstacles which prevent taking full benefits of IT classrooms, and problems with the implementation of the new ICT program.

Pełny tekst źródłaSince the early 2000s, a new type of working environment has developed in which individual workers—usually in a technology profession—share office space in a large, open, nontraditional environment that transcends traditional organizational boundaries. These new environments, called coworking spaces, present opportunities for communication, information sharing, and knowledge creation because of their open physical environments, the reduced presence of organizational barriers, and as a result of intentional efforts of the leaders of coworking spaces to encourage collaboration. While there is a substantial body of knowledge focused on how workers share information and build knowledge in traditional workplaces, there is little academic research on these novel coworking environments. This study examines the lived experiences of members of a specific coworking space located in the Phoenix, Arizona area in the United States.
Through interviews with key informants, this study evaluates the communication channels that members of a coworking space use to share information and uses the Nonaka SECI model to determine the types of information sharing and knowledge creation that happen at the space.
This study finds that members of the coworking space heavily lean toward using in-person communication and next-generation instant messaging to share information, and that they primarily create knowledge through combining the explicit knowledge of members to create new explicit knowledge. The findings of this study lead to specific implications for researchers to further examine the communication channels used in coworking spaces, especially next-generation instant messaging tools. The researcher also recommends specific steps that leaders of coworking spaces can follow to improve the level of involvement of members of their spaces, and to position non-profit spaces favorably against competing for-profit coworking spaces.

Pełny tekst źródłaThe first essay examines three potential channels: inventory costs, market entry costs and payment of bribes, through which the Internet attracts FDI. It develops a model to explain the role of the Internet in determining inward FDI, and then empirically tests the hypotheses. The empirical findings show that the Internet development in developing economies attracts multinationals, since it reduces their costs of holding inventories and market entry costs. The Internet is found to reduce corruption, but evidence for their combined effects on FDI is mixed. In addition, this study performs Granger causality test and finds a causal relationship from the Internet to inward FDI stocks, rather than vice versa.
The second essay examines how the Internet---a communication network---which is characterized by the presence of positive and negative externalities affects the locational choice of FDI. A two-stage model is developed: at the first stage, multinational corporations do not cooperate and determine the degree of investment in Internet technologies, whereas, at the second stage, these firms engage in a Cournot quantity competition for a homogenous product. This model predicts that positive Internet externalities stimulate FDI while negative Internet externalities discourage FDI. These hypotheses are tested by the panel data estimation and the system general method of moments (GMM) estimator. The empirical findings provide strong evidence that the presence of negative Internet spillovers in developing countries discourages inward FDI, and the presence of positive Internet externalities in developed economies attracts more FDI.
The third essay looks at ten Asian economies committed to ICT development and financial integration, and presents evidence on whether or not they have experienced greater output fluctuations from 1980 to 2003. A two-country dynamic general equilibrium model is used and ICT is assumed to increase the volume and speed of capital flows. This study's model predicts that economies with a high ICT development or/and a high degree of financial integration exhibit greater output fluctuations in the face of monetary policy shocks, but lower output fluctuations in the face of fiscal policy shocks. The empirical findings estimated by using the panel vector autoregression approach support these predictions.

Pełny tekst źródłaThe adoption of best practice methodologies within Information Communication Technology (ICT) departments, are on the increase in order to bring about quality in their day-to-day activities. Computer and Telecommunication Services (CTS) is the ICT department within Cape Peninsula University of Technology (CPUT), and is in no way exempted from this. CTS adopted ITIL (Information Technology Infrastructure Library) as an Information Technology Service Management (ITSM) best practice framework for service support and service delivery.CTS implemented a Service Desk function, Incident Management process, Change Management process, Information Technology Service Continuity process, and elements of other ITSM process. ICT organisations adopt an ad hoc approach in applying continuous process improvement mechanisms in the day-to-day operation of service support and service delivery processes and functions resulting in poor service support and service delivery.The primary research objectives are to identify the best practice principles and guidelines (i.e. IT, Quality, Project Management, etc.) adopted by CTS, to assist in establishing the gaps between the current status of these processes and the desired state. Further, to determine the elements or component parts of the proposed continuous process improvement mechanisms, to demonstrate the effectiveness of the implementation of such mechanisms, and to define metrics for proving measurable improvements to the processes.The adoption of continuous process improvement mechanisms will assist in mapping ITSM with other best practice methodologies (i.e. Quality and Project Management). A qualitative method will be used to review the existing processes and/or functions and highlight evidence of adherence to best practice methodologies. A quantitative method will be used to collect data from the CTS Service Desk and to conduct user surveys to determine current levels of service. These results will underline the elements and component parts needed for continuous process improvement.

Pełny tekst źródłaThis thesis aims to study Information and Communication Technologies (ICT) as a General Purpose Technology (GPT) and their role in the labor productivity evolution in the United States and Europe during recent decades. This thesis is organized in three parts corresponding to the fundamental GPT features: the wide possibilities for development, the ubiquity of the technology and the ability to create large technological opportunities. The first part depicts, at first, the innovation in ICT, beginning with a short historical review of ICT inventions followed by the analysis of current data on innovation in this field. In particular, it shows how the US was better than the European countries in inventing ICT until now. Second, this first part makes an inventory of measurement difficulties due to the rate and the nature of the change created by such technologies. The second part of the thesis deals with the ubiquitous nature of ICT. It first describes the ICT diffusion across countries and industries and reviews the economic literature on the direct contribution of ICT on labor productivity growth in the US and Europe. The next chapter studies the factor demand's behaviour in sectors that are either ICT producers or ICT intensive users. The third part focuses on the ICT ability to create opportunities for complementarity innovations. Firstly, it identifies the nature of ICT complementary innovations and the corresponding efforts. It shows, then, that national accounts must be improved in order to take these efforts into account as investments. Secondly, this part shows that, among the eleven European countries studied, the problem is highly concentrated in a few countries that invest less both in ICT and in innovative assets and that these two types of effort are complementary

Pełny tekst źródłaInformation and communication technology (ICT) facilitates both the perpetuation of conflict and the coherence of peacebuilding efforts. ICT enhances the reach of belligerents motivated to promote conflict. ICT also accelerates the diffusion of narratives about the history, groups and motivations within conflict. These narratives promote rapid self-selection into identity groups within or on the periphery of a conflict, and reinforce motivations to continue or increase one’s commitment to conflict. ICT also allows peacebuilders to coordinate, cooperate and assess their impact on a faster, more comprehensive and more accurate basis. Tools that promote situational awareness of peacebuilding efforts can enable peacebuilders to achieve efficiency and impact through specialization. ICT that facilitates awareness of shared problems and opportunities for collaboration can prompt cooperation among both international and local peacebuilders. ICT further enhances the scope, accuracy and speed of peacebuilding monitoring and evaluation efforts. Conflict and peacebuilding are activities defined by the motivations of groups. ICT does not change these motivations, but it affords their operationalization. The peacebuilding community must adapt to the challenges and opportunities posed by the introduction of tools which allow ideas to rapidly inspire larger groups to act and be accountable for activities in peace and violence.

In the modern Knowledge Economy, in the Big Data Era, properly understand the use and management of Information and Communication Technology (ICT) based on the academic field of the studies of Information Systems (IS), becomes increasingly important and strategic for organizations who seek: to remain active, to be able to meet new demands (internal and external) and to face the complex changes in market competition. This research uses the theory of stages of growth, substantiated by the studies of Richard L. Nolan in the 70s. The academic literature related to stages of growth models and the context of IS study field, provide the conceptual bases for this study. The research identifies a framework with its constructs related to the growth stages of the organizational initiatives of ICT/IS, starting from Nolan´s second level of benchmark variables, and proposes its implementation with the creation and development of a scale. With exploratory and descriptive characteristic, the research brings theoretical contribution to the paradigm of the stages of growth theory, adding a new growth process in its conceptual structure. As a result, it is provided a bilingual scale instrument (Portuguese and English), as well as, recommendations and rules for application of a survey type research instrument, to the continuity of this study. As a general implication of this research, it is expected that its use and application in measuring the stage level assessment of ICT/IS in organizations, can assist two types of individuals: academicians who study this thematic, as well as, practitioners seeking answers to their practical actions in organizations where they work.
Na moderna Economia do Conhecimento, na Era do Big Data, entender corretamente o uso e a gestão da Tecnologia de Informação e Comunicação (TIC) tendo como base o campo acadêmico de estudos de Sistemas de Informação (SI), torna-se cada vez mais relevante e estratégico para as organizações que pretendem: permanecer em atividade, estar aptas para atender novas demandas (internas e externas) e enfrentar as complexas mudanças na competição de mercado. Esta pesquisa utiliza a teoria dos estágios de crescimento, fundamentada pelos estudos de Richard L. Nolan nos anos 70. A literatura acadêmica relacionada com modelos de estágios de crescimento e o contexto do campo de estudo de SI, fornecem as bases conceituais deste estudo. A pesquisa identifica um modelo com seus construtos relacionados aos estágios de crescimento das iniciativas da TIC/SI organizacional, partindo das variáveis de benchmark de segundo nível de Nolan, e propõe sua operacionalização com a criação e desenvolvimento de uma escala. De caráter exploratório e descritivo, a pesquisa traz contribuição teórica ao paradigma da teoria dos estágios de crescimento, adicionando um novo processo de crescimento em sua estrutura conceitual. Como resultado, é disponibilizado além de um instrumento de escala bilíngue (português e inglês), recomendações e regras para aplicação de um instrumento de pesquisa do tipo survey, na continuidade deste estudo. Como implicação geral desta pesquisa, é esperado que seu uso e aplicação ao mensurar a avaliação do nível de estágio da TIC/SI em organizações, possam auxiliar dois perfis de indivíduos: acadêmicos que estudam essa temática, assim como, profissionais que buscam respostas de suas ações práticas nas organizações onde trabalham.
