Native Americans have low levels of human capital accumulation. In 2005, only 21% scored at the proficient level on the NAEP math test compared with 37% of all other test takers. One cause of their low human capital accumulation may be factors that commonly explain low academic performance among other minority groups within the United States, such as school quality and family background. Alternatively, Native American students may perform low academically due to factors that are unique to this population such as living on Native land or the political institutions that govern them. This paper will empirically examine Native American students' human capital accumulation decisions. Using data from the National Assessment of Educational Progress (NAEP), I find Native American students residing on Native land score 1/4 of a standard deviation lower on the math assessment than Native American students living off Native land, with no other controls added. After controlling for other area characteristics, family background, peer effects and school resources, the effect of living on Native land is not statistically significant in explaining test scores. Family background and peer effects explain most of the variation in Native American students' human capital accumulation decision. Students who identify with the white peer group score 1/5 of a standard deviation higher than students who identify with the Native American peer group. Although legal institutions do not explain student test scores, they do appear to affect students' attendance. Students living in areas under tribal jurisdiction are 13% more likely to miss a week or more of school in a month, ceteris paribus.

This study examines problems involved in the management of chronic illness and disability in cross-cultural contexts. It specifically looks at conflicts between different belief systems and different discourse practices in cross-cultural communication between Tohono O'odham (Pagago) families of children with disabilities and non-Indian service providers. The discourse practices through which cultural knowledge is represented in face-to-face interaction, and the range of beliefs and practices which constitute cultural knowledge, are investigated sign ethnographic methods which emphasize a discourse-centered study of meaning and interaction. Utilizing information from participant observation, open-ended interviews, and naturally-occurring speech from a variety of interactional settings, the research focuses on both inter- and intra-cultural variation in knowledge and discourse. The major findings are: (1) a system of beliefs and practices about cause, prevention and treatment of serious illness exists in O'odham communities which differs significantly from the biomedical system within which medical and educational services to children with disabilities is provided; (2) intracultural variation exists in O'odham communities between language and knowledge held by specialists and lay people; and (3) the major genres used by O'odham people to provide information differ significantly from the formats routinely used by service providers to elicit information.

The radical transformations attendant upon the imposition of colonial rule on the Siksikaitsitapi or Blackfoot of northern Alberta and southern Montana are examined in this dissertation in order to emphasise the threads of continuity within a tapestry of cultural change c.1870-1920. The dissertation traces cultural persistence through the analysis of texts of history and literature that constructed Blackfoot subjectivity in the half-century following the end of traditional lifeways and settlement on three reserves in Canada and one reservation in the United States of America. This interdisciplinary thesis has been undertaken jointly in the School of History and Philosophy, and the School of English, Media and Performance Studies. It combines the tools of historical research and literary criticism to analyse the discourses and counter-discourses that served to construct Blackfoot subjectivity in colonial texts. It engages with the ways in which the Blackfoot navigated colonisation and resisted forced acculturation while adopting strategies of accommodation to ensure social reproduction and even physical survival in this period. To this end, it presents four case studies, each focusing on a discrete process of Blackfoot cultural transformation: a) the resistance to acculturation and cultural revitalisation as it relates to the practice of Ookaan (Sun Dance); b) the power shifts ushered in by European contact and the intersection between power and Blackfoot dress practices; c) the participation of Blackfoot "organic intellectuals" in the construction of Blackfoot history through the transformation of oral stories into text via the ethnographic encounter; and d) the continuing links between Blackfoot history and literature, and contemporary fictional representations of Blackfoot subjectivity by First Nations authors. This thesis acknowledges that Blackfoot history and literature have been constructed through a complex matrix of textual representations from their earliest contacts with Europeans. This dissertation is a study of the intersection between textual representations of the Blackfoot, and resistance, persistence and cultural revitalisation 1870-1920. It seeks to contribute to debates on the capacity of the colonised Other to exercise agency. It engages with views articulated by organic intellectuals, and Blackfoot and other First Nations scholars, in order to foster a dialogue between Blackfoot and non-Blackfoot scholarship.

This research examined obesity in a Southwest Native American Tribe by utilizing data obtained from Indian Health Service regarding individuals who used their health clinics. Sixteen cohorts, ranging in age from 3 to 75 years, were studied across the four years of 1971, 1976, 1981, and 1986. This was an exploratory study designed to investigate four areas related to obesity in this Tribe: (1) Weight and height norms, (2) prevalence of obesity, (3) factors predictive of adolescent obesity, and (4) health risks associated with obesity. The results indicate that this population of Southwest Native Americans generally weigh more and are shorter than national norms, which results in significantly greater BMIs. Norms for weight, height, and Body Mass Index (BMI) were established for all categories during each of the data gathering years of 1971, 1976, 1981, and 1986. Prevalence of obesity based on weight and BMI was established for this time period, also. Predictive factors of adolescent obesity in this Tribe revealed several of children's prior weight variables to be significantly related to adolescent obesity. Whereas, variables related to the children's mothers tended to be nonsignificant. The results indicated two health problems are related to adult obesity in this population: diabetes and cardiovascular disorders. In addition, blood pressure was also related to obesity in that those who were obese tended to have higher systolic and diastolic blood pressures than the nonobese. Several childhood characteristics are seen as indicators that children may need preventive measures in order to reduce the chance of later obesity. Future research is discussed in terms of prospective studies which might provide more information about obesity in this Tribe.

Native Indian Cultural Centres have grown out of the on-going struggle for native self-determination and are rapidly becoming a focus for native cultural revitalization. This thesis investigates the evolution of two Northwest Coast native Indian cultural centres--the 'Ksan Village and the Makah Cultural and Research Centre (MCRC)—through each stage of development, outlining the historical, cultural, economic and social context, the form and function of conceptual development and the planned and unplanned processes involved in building and operating each centre. Analysis has indicated that 'Ksan and the MCRC have evolved as a response to local cultural and economic pressures and opportunities and have been funded primarily on the basis of economic rather than cultural viability. Six factors were found to be collectively sufficient to promote the successful development of each cultural centre: local cultural knowledge, social mobilization, local project relevance, native Indian control, access to resources and common motivational ground. The relationship between native Indians and non-native specialists is changing. Native people are no longer allowing non-native specialists to define their culture and interpret their heritage and 'Ksan and the MCRC have positively re-inforced that change. The development of native Indian cultural centres has provided an important step in the on-going native struggle for self-determination by providing a focus and/or forum for native cultural identity and is likely to continue in the future.

The eastern Miami Indians have been involved in an intense, dynamic process of cultural definition during the past fifteen years. Adding to the nucleus of retained culture, the Miami are selecting particular aspects from both their traditional ideological and material pasts while they are simultaneously incorporating new ideas and practices in order to define Miami identity. The eastern Miami process of cultural revitalization, currently characteristic of many Indian tribes, has manifested itself in various ways. There are many variables involved in determining the cultural revitalization process specific to the Miami. Of particular interest are the manifestations of cultural revitalization and its relationship to political processes.

Chapter one began with an introduction to the Native American social movement. The history of relations between the United States and the Native Americans was given, as well as a description of the origins of the Native American social movement. A literature review of communication studies was given which detailed the contributions of Randall Lake to the understanding of Native American rhetoric and the Native concept of time, along with the contributions of Richard Morris, Philip Wander, and Gerry Philipsen. Two research questions were presented dealing with the rhetorical confrontation of the movement and the success of the movement since 1969.Chapter Two detailed the functional approach to social movements schema that was developed by Charles Stewart, Craig Smith, and Roger Denton. Stewart et al. identify five functions that must be fulfilled in order for a social movement to exist and succeed. The functions are: 1) transforming perceptions of history, 2) altering perceptions of society, 3) prescribing courses of action, 4) mobilizing for action, and 5) sustaining the social movement.Chapter Three contains analysis of the four representative events of the progress of the NativeAmerican movement since 1969. The four events are: 1) the 1969 takeover of Alcatraz, 2) the 1973 takeover of wounded Knee, 3) the 100 year anniversary observance of the Wounded Knee massacre, and 4) the protests surrounding the celebration of the Columbus Day quincentennial.Chapter Four contains the summary and conclusions drawn from the analysis of the four events. The findings in terms of the research questions are that the movement has deemphasized the confrontational nature of its activities and this deemphasis has contributed significantly to the movement's newfound successes in the 1980s and 1990s.
