This chapter provides the narrative framework within which the nationalist discourses in the three states are analysed. The chapter is divided into three sections. The first section deals with a review of literature on nationalisms that have prevailed in India after Independence, and which are relevant to positioning the Bangladeshi migrants present in the three states. The second section points to some key concepts from the non-Indian literature that invites attention. The last section states the two axiomatic assumptions that underlie the narrative structure and which give the study a unity. The first assumption is that the discourse of nationalism starts with colonialism, the second assumption is that partitions have had defining impact on nationalist thought in India.

Chapter 3 focuses on the representational role of elected politicians in India—how they work, and whom they try to work for. It starts with an account of the daily work-routines of Indian politicians, describing how SC politicians differ from their non-SC colleagues in their political work. Turning to how SC politicians describe their representational role, the chapter shows how they respond to the incentives of the electoral system and pressures from their political parties, noting that they generally see their role as acting as representatives of their parties, not as agents for the interests of their specific group. The chapter ends by examining which political parties have been elected in SC-reserved constituencies, finding that SC politicians have been elected for a similar set of parties as other politicians, and that parties running on a specifically SC-focused platform have not done particularly well in SC-reserved constituencies.

This chapter explores the writing of Indian immigrant and queer migration activist Yasmin Nair. Nair's rhetoric offers unique coalitional moments premised in opposition and confrontation. She directly opposes the political orientation and conditions of belonging set forth by the mainstream LGBT immigration rights community since those conditions leave most migrants out. Nair's vision thus opposes the limited agenda of inclusionary politics that include only “good” people. Some have described her politics as utopian. The chapter argues that the positions she takes engender the rhetoric of radical interactionality, a form of rhetorical confrontation that starts critique from the roots of a problem and then shows how power and oppression interact to produce subjects, institutions, and ideologies to enable and constrain political response.

This chapter starts by analysing why Ethiopia decided to integrate some of its troops into AMISOM in January 2014. It then summarizes the four major expansion and consolidation operations that AMISOM undertook over the next two years, namely, operations Eagle, Indian Ocean, Ocean Build, and Juba Corridor. The third section then discusses the subsequent round of mandate revisions and review process that took place in light of these operations. A major consequence of these operations was that AMISOM acquired more territory and settlements to help administer. The fourth section therefore discusses some of the main problems caused by this newly expanded force structure and the major attempts by al-Shabaab to overrun AMISOM bases. Finally, the chapter assesses the most fundamental and perennial problem facing AMISOM, namely, the lack of a political settlement and national reconciliation among Somalia’s governing elites.

Huguenot refugees were everywhere in the early modern world. Exiles fleeing French persecution, they scattered around Europe and beyond following the Revocation of the Edict of Nantes in 1685, settling in North America, the Caribbean, South Africa, and even remote islands in the Atlantic and Indian Oceans. This book offers the first global history of the Huguenot diaspora, explaining how and why these refugees became such ubiquitous characters in the history of imperialism. The story starts with dreams of Eden, as beleaguered religious migrants sought suitable retreats to build perfect societies far from the political storms of Europe. In order to create these communities, however, the Huguenots needed patrons, and they thus ran headlong into the world of politics. The refugees promoted themselves as the chosen people of empire, religious heroes who also possessed key skills that would strengthen the British and Dutch states. As a result, French Protestants settled around the world—they tried to make silk in South Carolina; they planted vines in South Africa; and they peopled vulnerable frontiers from New England to Suriname. Of course, this embrace of empire led to a gradual abandonment of the Huguenots’ earlier utopian ambitions. They realized that only by blending in, and by mastering foreign institutions, could they prosper in a quickly changing world. Nonetheless, they managed to maintain a key role in the early modern world well into the eighteenth century, before the coming of Revolution upended the ancien régime.

Heterodox work in Global Political Economy (GPE) finds its motive force in challenging the ontological atomism of International Political Economy (IPE) orthodoxy. Various strains of heterodoxy that have grown out of dependency theory and World-Systems Theory (WST), for example, emphasize the social whole: Individual parts are given form and meaning within social relations of domination produced by a history of violence and colonial conquest. An atomistic approach, they stress, seems designed to ignore this history of violence and relations of domination by making bargaining among independent units the key to explaining the current state of international institutions. For IPE, it is precisely this atomistic approach, largely inspired by the ostensible success of neoclassical economics, which justifies its claims to scientific rigor. International relations can be modeled as a market-like space, in which individual actors, with given preferences and endowments, bargain over the character of international institutional arrangements. Heterodox scholars’ treatment of social processes as indivisible wholes places them beyond the pale of acceptable scientific practice. Heterodoxy appears, then, as the constitutive outside of IPE orthodoxy.Heterodox GPE perhaps reached its zenith in the 1980s. Just as heterodox work was being cast out from the temple of International Relations (IR), heterodox scholars, building on earlier work, produced magisterial studies that continue to merit our attention. We focus on three texts: K. N. Chaudhuri’s Asia Before Europe (1990), Eric Wolf’s Europe and the People Without History (1982), and L. S. Stavrianos’s Global Rift (1981). We select these texts for their temporal and geographical sweep and their intellectual acuity. While Chaudhuri limits his scope to the Indian Ocean over a millennium, Wolf and Stavrianos attempt an anthropology and a history, respectively, of European expansion, colonialism, and the rise of capitalism in the modern era. Though the authors combine different elements of material, political, and social life, all three illustrate the power of seeing the “social process” as an “indivisible whole,” as Schumpeter discusses in the epigram below. “Economic facts,” the region, or time period they extract for detailed scrutiny are never disconnected from the “great stream” or process of social relations. More specifically, Chaudhuri’s work shows notably that we cannot take for granted the distinct units that comprise a social whole, as does the IPE orthodoxy. Rather, such units must be carefully assembled by the scholar from historical evidence, just as the institutions, practices, and material infrastructure that comprise the unit were and are constructed by people over the longue durée. Wolf starts with a world of interaction, but shows that European expansion and the rise and spread of capitalism intensified cultural encounters, encompassing them all within a global division of labor that conditioned the developmental prospects of each in relation to the others. Stavrianos carries out a systematic and relational history of the First and Third Worlds, in which both appear as structural positions conditioned by a capitalist political economy. By way of conclusion, we suggest that these three works collectively inspire an effort to overcome the reification and dualism of agents and structures that inform IR theory and arrive instead at “flow.”
