The main objective of the present paper explains the socio-cultural, economical, and other factors in various sectors in Pondicherry related to gender equality. AbstractWe argue that the World Bank has successfully marshaled the Ease of Doing Business (EDB) Index to amass considerable influence over business regulations worldwide. The Ease of Doing is a global performance indicator (GPI), and GPIs—especially those that rate and rank states against one another—are intended to package information to influence the views of an audience important to the target, such as foreign investors or voters, thus generating pressures that induce a change in the target's behavior. The World Bank has succeeded in shaping the global regulatory environment even though the bank has no explicit mandate over regulatory policy and despite questions about EDB accuracy and required policy tradeoffs. We show that the EDB has a dominating market share among business climate indicators. We then use media analyses and observational data to show that EDB has motivated state regulatory shifts. States respond to being publicly ranked and some restructure bureaucracies accordingly. Next we explore plausible influence channels for the EDB ranking and use an experiment involving US portfolio managers to build on existing economics research and examine whether the rankings influence investor sentiment within the experiment. Using a case study of India's multiyear interagency effort to rise in the EDB rankings, as well as its decision to create subnational EDB rankings, we bring the strands of the argument together by showing how politicians see the ranking as affecting domestic politics, altering investor sentiment, and engaging bureaucratic reputation. Overall, a wide variety of evidence converges to illustrate the pressures through which the World Bank has used state rankings to achieve its vision of regulatory reform.

AbstractSubnational diplomacy has come to life in India. Although still nowhere near in the same league as their counterparts in North America, Europe, parts of Asia, and even other developing countries, subnational governments (SNGs) in India are increasingly engaged abroad through involvement in regional and global affairs, questioning the central government on international matters, seeking foreign direct investment, organizing trade fairs and investment summits, leading economic missions, and hosting visiting dignitaries to showcase their jurisdiction's economic potential. These new and emerging actors on India's foreign affairs landscape are pluralizing and decentralizing India's foreign policy, albeit in a limited way and on small scale, as all states and territories are not as yet actively involved in foreign affairs. The paper argues that management of India's external relations is no longer informed or conducted simply by a select group of diplomats, high-ranking political leaders, and other specialist foreign policy advisers in New Delhi. Today subnational actors are becoming an essential component in India's foreign affairs. They are joining the huge traffic of SNGs from countries around the world that are linking with counterparts and others across national borders to serve the interests of local constituencies. It is a trend that is changing not only diplomatic roles, but also the nature of economic and political relationships among government actors worldwide.

Among various production sectors in India's manufacturing industry, foreign promoters have played a noteworthy economic role. The automobile industry and its auto components sector hold a prominent position in the global market. This paper focuses on the growth of Foreign Direct Investment (FDI) inflows in the Indian Automobile sector and examines the impact of the industry's size on FDI inflows. Notably, during the financial years 2021-2022, FDI in the Indian Automobile sector witnessed a remarkable growth of 326.1164%, ranking fifth in attracting the highest FDI inflows. The size of the industry holds a significant influence on the growth of FDI inflows in India.

Background: Preterm birth (PTB) is a leading cause of neonatal survival complications, mortality, and morbidity worldwide. In India 35% of all neonatal deaths are due to PTB with 36th global ranking, hence, India's healthcare sector has been working towards reducing the rate of PTB effectively. Objective: This study aimed to assess the risk factors such as environmental and pathophysiological causes associated with preterm birth in the population of Gujarat, India. Materials and Methods: In this study, multivariate random sampling was performed and systematically 200 pregnant mothers [PTB <37 weeks (N=100), Full-term >37 weeks (N=100)] were chosen after excluding mothers with vaginal infection, multiple gestations, fetal anomalies, non-cephalic presentation, cesarean delivery, and pregnancy with Mullerian anomalies. Statistical analysis was performed by Chi-square test, and variables with p-value <0.05 were considered statistically significant. Results: Out of all the variables, maternal age below 20 years, extreme BMI, high blood pressure during pregnancy, maternal health complications, medication and doctor's consultation were highly significant (p < 0.0001). Furthermore, variables like type of area, diet, education, Hb levels below 9 g/dL and above 13 g/dL and blood-group of the mother were also significantly associated with PTB outcome (p < 0.05). Among the sub-categories of PTB (extreme-, very-, moderate/late- PTB), maternal age, Hb level and the past obstetric outcome showed very high significance (p < 0.0001). Conclusion: For the prediction of birth outcome, mother's internal physiological and lifestyle factors need to be taken into consideration, and mothers at risk priorly can be screen out, followed by proper healthcare assistance to decrease the preterm birth rate and its consequences. This paper aims to map the landscape of higher education transformation in the BRICS (Brazil, Russia, India, China and South Africa) nations while exploring the status of BRICS nations in some of the global university rankings and analysing their potential to give new meaning to notions such as excellent and world-class universities. The study provides different theoretical perspectives about global university ranking and about the notion of ‘world-class/excellence’. Based on the literature exploration, the gathered data from some of the global university ranking agencies and the critical reflections from purposefully selected respondents, it is considered that the quest for world-class universities is articulated in several public policy documents of BRICS nations. While some attempts to achieve this quest vary (e.g. from China’s strong effort to India’s least effort), BRICS nations, like many other nations, seem to evolve towards this ambition, as universities have become the centre point of the development agenda. The ability of BRICS nations to provide new meaning to ‘world-class/excellence’ notions, although not clear, cannot be disputed given the indications that the BRICS bloc is emerging as an alternative economic force and the role higher education is playing in this emergence.

Internet search rankings have a significant impact on consumer choices, mainly because users trust and choose higher-ranked results more than lower-ranked results. Given the apparent power of search rankings, we asked whether they could be manipulated to alter the preferences of undecided voters in democratic elections. Here we report the results of five relevant double-blind, randomized controlled experiments, using a total of 4,556 undecided voters representing diverse demographic characteristics of the voting populations of the United States and India. The fifth experiment is especially notable in that it was conducted with eligible voters throughout India in the midst of India’s 2014 Lok Sabha elections just before the final votes were cast. The results of these experiments demonstrate that (i) biased search rankings can shift the voting preferences of undecided voters by 20% or more, (ii) the shift can be much higher in some demographic groups, and (iii) search ranking bias can be masked so that people show no awareness of the manipulation. We call this type of influence, which might be applicable to a variety of attitudes and beliefs, the search engine manipulation effect. Given that many elections are won by small margins, our results suggest that a search engine company has the power to influence the results of a substantial number of elections with impunity. The impact of such manipulations would be especially large in countries dominated by a single search engine company.

In this study 64 web based services (bibliographical, patron education, patron communication and patron publication services) and best practices offered by the 70 top world university libraries and 39 top Indian University libraries were studied using different data analysis techniques like cross-tabulating for average scores and Pearson correlation coefficient and tests like Chi-Square Test and T-Test were applied to the raw data collected for final results. The library rankings as per their web-based services were correlated with their university rankings as per Webometric rankings and found that library web-based services rankings are correlating with their university rankings. Therefore, developing countries like India should improve their library web-based services rankings to improve their rankings at global level.

The purpose of this study was to investigate the perceptions of Indiana high school counselors relative to the usefulness of reputational rankings on higher education institutions. The perceptions of counselors were collected and examined through a survey instrument developed for this study. One-hundred and sixteen participants completed the survey resulting in a 39% return rate.Indiana high school counselors perceive themselves to have an impact on a students college choice. These results are representative of what other studies have pointed out about a counselors impact on high school students. 66% of the respondents felt that they understood the material presented in reputational rankings, however only 23% responded that reputational rankings were easy to understand. Counselors did not perceive that reputational rankings did not provide comprehensive material for a student to make a choice about college. Still, over 50% stated that they thought students should take the time to look at repuational rankings when making a choice about college.When describing positive and negative perceptions of reputational rankings, counselors listed a number of factors in each area. Positive perceptions about rankings were that they could serve as a good starting point and that they provided a good comparison of schools and programs.When looking at negative items, counselors felt that too much weight was put into rankings and that they were invalid or provided misleading information.

Web search has become an important part of day-to-day life. Web search engines are important tools that give access to the information stored in the web. The success of a web search engine mostly depends on its efficiency and the quality of its ranking function. But also, web search engines give extra aids to their users, which make them more usable. An instance of this is the ability of generating result snippets and being able to retrieve the in-cache version of a web page, among others. Inverted indexes are a fundamental data structure used by web search engines to efficiently answer user queries. In a basic setup, inverted indexes only allow for simple (though fairly effective) ranking functions (e.g., BM25). It is well known that the high quality of nowadays search-engine results is due to sophisticated ranking functions. A particular example that has been widely studied in the literature is that of positional ranking functions, where the positions of the query terms within the resulting documents are used in order to rank them. To support this kind of ranking, the classical solution are positional inverted indexes. However, these usually demand large amounts of extra space, typically about three times the space of an inverted index. Moreover, if the web search engine needs to produce text snippets or display a cached copy of a web page, the textual data must be also stored. In this thesis we study time/space trade-offs for web search engines with positional ranking functions and text snippet generation. We aim to answer the question of whether positional inverted indexes are the most efficient way to store and retrieve positional data. In particular, we propose to get rid of positional data in inverted indexes, and instead obtain that information from the text collection itself. The challenge is to compress the text collection such that one can support the extraction of arbitrary documents, in order to find the positions of the query terms within them. We study and compare several alternatives for compressing the textual data. The first one uses a succinct data structure (in particular, a Wavelet Tree). We show how the space of the data structure can be reduced significantly, but also slowed down, by using high-order compressors within the nodes of the data structure. We then show how several text compression alternatives behave when used to obtain arbitrary documents (note that decompression speed is key in this application). Our starting point are compressors that either: (1) use little space for the text, yet with a slow decompression speed; and (2) have a very efficient decompression time (achieving a total performance comparable to that of positional inverted indexes), yet with a poor compression ratio. We then show how to obtain the best from both worlds: an efficient compression ratio, with a high decompression speed. We conclude that there exist a wide range of practical time/space trade-offs, other than just positional inverted indexes. The main result is that using only about 50% of the space of current solutions (i.e., positional inverted indexes plus the compressed text), one can support positional ranking and snippet generation almost with no time penalties. This seems to indicate that not to index positional data is the best solution in many practical scenarios. This can change the way in which positional data is stored and retrieved in web search engines.

La conception de procédures visant à classer les personnes en fonction de leur comportement dans des groupes estd’une grande importance dans de nombreuses situations. Le problème se pose dans une variété de scénarios de lathéorie du choix social, de la théorie des jeux coopératifs ou de la théorie de la décision multi-attributs. Cependant, dansde nombreuses applications du monde réel, une évaluation précise sur les "coalitions de pouvoir" peut être difficile pourde nombreuses raisons. Dans ce cas, il peut être intéressant de ne considérer que les informations ordinales concernantles comparaisons binaires entre les coalitions. L’objectif de cette thèse est d’étudier le problème de la recherche d’unclassement ordinal sur l’ensemble N d’individus (appelé classement social),en lui attribuant un rang ordinal par rapportà son ensemble de pouvoir (appelé relation de pouvoir). Pour ce faire, nous utilisons des notions de la théorie de voteclassique et la théorie des jeux coopératifs. Nous avons principalement défini des concepts de solution nommés règle demajorité ceteris paribus, et l’indice ordinal Banzhad, qui sont respectivement inspirées de la théorie de vote classique etde la théorie des jeux coopératifs. Comme la majorité de notre travail de thèse consiste à étudier des solutions à partird’une approche fondée sur la propriété, nous étudions axiomatiquement les solutions en reformulant les axiomes dansla théorie classique du vote. The design of procedures aimed at ranking individuals according to how they behave in various groups is of great importance in many practical situations. The problem occurs in a variety of scenarios coming from social choice theory,cooperative game theory or multi-attribute decision theory, and examples include: comparing researchers in a scientificdepartment by taking into account their impact across different teams; finding the most influential political parties in aparliament based on past alliances within alternative majority coalitions; rating attributes according to their influence ina multi-attribute decision context, where independence of attributes is not verified because of mutual interactions. However, in many real world applications, a precise evaluation on the coalitions’ “power” may be hard for many reasons (e.g., uncertain data, complexity of the analysis, missing information or difficulties in the update, etc.). In this case, it may be interesting to consider only ordinal information concerning binary comparisons between coalitions. The main objectiveof this thesis is to study the problem of finding an ordinal ranking over the set N of individuals (called social ranking),given an ordinal ranking over its power set (called power relation). In order to do that, during the thesis we use notionsin classical voting theory and cooperative game theory. Mainly, we have defined solution concepts named ceteris paribusmajority rule, and ordinal Banzhad index, which are respectively inspired from classical voting theory and cooperativegame theory. Since the majority of our work in the thesis is to study solutions from property-driven approach, we axiomatically study the solutions by reformulating axioms in classical voting theory. Finally, exploring weighted extensionsof the ceteris paribus majority rule to rank more than two individuals result in an axiomatic study of families of weightedsolutions

Agricultural pollution from pesticides is an example of technological externality. In the presence of externalities decision making will probably never be optimal as externalities typically exist outside the decision making process. One of the main problems of incorporating externalities into the decision making process has been a lack of environmental impact data. This thesis examines one methodological approach for identifying the environmental impacts associated with pesticide pollution; pesticide ranking indices. It will discuss the general rationale for the use of pesticide ranking indices, discuss the strengths and weaknesses of the various approaches and recommend the adoption of one particular model for assessing the impacts associated with pesticide use at a farm and regional level. The model was tested against pesticide use data collected from European apple growing regions to ascertain whether results could be obtained that would be useable and understandable to decision makers at all levels. Accepting that each methodology for identifying the impacts associated with pesticide use has both strengths and weaknesses, improvements in both model structure and data presentation are proposed that render the inclusion of environmental impact information in the decision making process more useable at the farm level. Thus a modified model is presented that, it is argued, can adequately describe some of the external effects associated with pesticide use. This methodology can then be used by regulators wishing to minimise environmental pollution from agriculture and forestry, by identifying an appropriate threshold of acceptance or unacceptable environmental impact.

Cette thèse propose une analyse économique de la qualité et de l'efficience des universités et des systèmes universitaires au niveau international, à travers l'utilisation des indicateurs intrants et extrants et la méthode d'enveloppement des données (Data Envelopment Analysis DEA). La thèse est composée de quatre chapitres. Le premier chapitre intitulé "les classements des universités : une mise en perspective critique" présente et évalue la pertinence des indicateurs intrants/extrants les plus utilisés par les classements des universités. Il est l'occasion d'exposer un certain nombre de critiques présentes dans la littérature et de focaliser sur un problème méthodologique répandu dans les classements. Il s'agit de l'utilisation des inputs (intrants) comme des mesures de la qualité des universités. Il conforte la thèse selon laquelle les systèmes universitaires de la Suisse et du Royaume-Uni sont les plus efficients. Il montre aussi sur la base d'un calcul des indices de Malmquist qu'entre 2006 et 2012 l'efficience en matière d'enseignement des 35 systèmes universitaires évalués a eu tendance à diminuer alors que l'efficience de la recherche et de l'attractivité- réputation de ces mêmes systèmes a plutôt eu tendance à augmenter. Ce qui permet de mieux évaluer l'effet des réformes inspirées par l'usage du classement de Shanghai sur les systèmes universitaires. This thesis aims to economically analyze the quality and efficiency of universities and university systems at an international level of comparison, by using input/output indicators and the Data Envelopment Analysis (DEA) method. The thesis is composed of four chapters. The first chapter entitled "university rankings: a critical perspective" presents and evaluates the relevance of inputs/outputs indicators used by most university rankings. It is the opportunity to present a number of criticisms found in the literature and focus on a common methodological problem in the rankings. It is the use of inputs as measures of university quality. This practice confuses means and results and ignores the basic concepts of accounting models in terms of production functions and efficiency. The second chapter entitled "characteristics and rankings of universities : around some factors that can explain the differences in performance between universities", compares the results of two rankings: QS-Times and Shanghai and offers a list of factors that may explain why there are such differences in quality, according to these rankings between universities. [...] The third chapter entitled "performance and efficiency of universities and their determinants: an evaluation using world university rankings and DEA methodology" evaluates on the basis of a DEA methodology the efficiency of 214 universities from 13 different countries, in order to find if the top ranked universities among traditional rankings are also universities that best utilize their financial and human resources. [...] The fourth chapter titled "efficiency of university systems in 35 countries and its determinants: an assessment by DEA methodology and the calculation of Malmquist indices (2006-2012)" assesses the efficiency and performance of university systems of 35 countries. It offers new scores for overall efficiency that complement the first two studies on this topic in the literature by Agasisti (2011) and St.Aubyn et al (2009). Compared to the article of Agasisti (2011), we identify five new developments in our study : the sample is higher (35 countries instead of 18), the observation period is updated, the evolution of efficiency between two periods is calculated, the number of inputs and outputs incorporated into each model is higher and a specific model for evaluating the efficiency of research is proposed. Our study confirms the thesis that the university systems of Switzerland and the United Kingdom are the most efficient. It also shows based on the calculations of Malmquist indices between 2006 and 2012 that teaching efficiency of 35 reviewed university systems has a tendency of declining while the research efficiency and that of attractivity-reputation is rather increasing. This allows a better assessment of the impact of reforms inspired by the Shanghai ranking on university systems. These reforms led the academic staff of universities to abandon their focus on teaching in favor of research activities

AbstractThe notion of World Class University suggests that this category of universities operates at a global and not national level. The rankings that have made this notion recognised are global in their scope, ranking universities on a worldwide scale and feed an audience from north to south, east to west. The very idea of ranking universities on such a scale, it is argued here, must be understood in relation to the increasing internationalisation and marketisation of higher education and the creation of a global market for higher education. More precisely, this contribution links the rankings of world class universities to the global space of international student flows. This space has three distinctive poles, a Pacific pole (with the US as the main country of destination and Asian countries as the most important suppliers of students), a Central European one (European countries of origin and destination) and a French/Iberian one (France and Spain as countries of destination with former colonies in Latin America and Africa as countries of origin). The three poles correspond to three different logics of recruitment: a market logic, a proximity logic and a colonial logic. It is argued that the Pacific/Market pole is the dominating pole in the space due to the high concentration of resources of different sorts, including economic, political, educational, scientific and not least, linguistic assets. This dominance is further enhanced by the international ranking. US universities dominate these to a degree that World Class Universities has become synonymous with the American research university. However, the competition has sharpened. And national actors such as China and India are investing heavily to challenge the American dominance. Also France and Germany, who are the dominant players at the dominated poles in the space, have launched initiative to ameliorate their position. In addition, we also witness a growing critique of the global rankings. One of the stakes is the value of national systems of higher education and the very definition of higher education.

We investigate the issue of manipulability for social ranking rules, where the goal is to rank individuals given the ranking of coalitions formed by them and each individual prefers to reach the highest positions in the social ranking. This problem lies at the intersection of computational social choice and the algorithmic theory of power indices. Different social ranking rules have been recently proposed and studied from an axiomatic point of view. In this paper, we focus on rules representing three classical approaches in social choice theory: the marginal contribution approach, the lexicographic approach and the (ceteris paribus) majority one. We first consider some particular members of these families analysing their resistance to a malicious behaviour of individuals. Then, we analyze the computational complexity of manipulation, and complete our theoretical results with simulations in order to analyse the manipulation frequencies and to assess the effects of manipulations.

The aim of this contribution is to analyze and evaluate the success and position of cities of Visegrad Group in the Smart City indices. The concept of Smart Cities has been anchored in regional sciences in order to improve the management of cities. The so-called Smart City rankings determine the degree of smartness or the degree of fulfilment of individual attributes of the Smart City concept. These Smart City attributes are presented and correlated with Smart City concept definitions. In order to be able to interpret the Smart City indices, it is necessary to pay attention in this paper to the criteria that make up the indices. A partial goal of this contribution is to analyze the development of Czech cities within the relevant indices. To achieve the presented objectives of this paper, a literature review on Smart Cities and Smart City index is used. Furthermore, a comparative regional analysis of the Smart City concept of Visegrad Group was carried out. The data about the position of the cities of the Visegrad Group are obtained from five international rankings of city’s smartness. The findings of this paper indicate that the most successful city within the Visegrad Group in the Smart City rankings is the capital of the Czech Republic Prague.

Armed forces in the Indo-Pacific region remain dependent on weapon systems imported from foreign suppliers. This is despite the efforts of many governments in the Indo-Pacific to implement policies that support the development of local arms industrial capabilities with the aim of increasing self-reliance. This report develops three indicators to give a score and regional ranking of self-reliance to twelve jurisdictions in the Indo-Pacific region: Australia, China, India, Indonesia, Japan, South Korea, Malaysia, Pakistan, Singapore, Taiwan, Thailand and Viet Nam. Overall, this report contributes to knowledge and debates on armament trends and military modernization in the Indo-Pacific. In a region where tensions among neighbours are rising, it further contributes to transparency with regard to levels of self-reliance in domestic arms production, allowing for an independent assessment of the region’s respective arms industries.
