The measure of legislative professionalization I developed was first published a quarter century ago. Since then, updates have appeared periodically. In this note, I briefly document the measure’s usefulness in academic research and then calculate it for 2015. For reasons I detail, the updated measure is corrected for a misestimate of days in session for some states.

This paper applies a proposed modified stochastic fractal search algorithm (MSFS) for dealing with all constraints of optimal reactive power dispatch (ORPD) and finding optimal solutions for three different cases including power loss optimization, voltage deviation optimization, and L-index optimization. The proposed MSFS method is newly constructed in the paper by modifying three new solution update mechanisms on standard stochastic fractal search algorithm (SSFS). The first modification is to keep only one formula and abandon one formula in the diffusion process while the second modification and the third modification are used in the first update and the second update. In two updates of SSFS, solutions with low quality are updated with high probability while other solutions with high quality do not get chances to be updated. This manner results in the fact that some promising solutions around the high quality solutions can be missed. In order to tackle this restriction, the second modification of MSFS is to newly update the worst solutions in the first update and the best solutions in the second update. In the third modification, all existing formulas of SSFS in the two updates are abandoned and the same new proposed technique is used for updating such solutions in two updates. Compared to SSFS, the three modifications can bring advantages to MSFS such as using smaller number of produced solutions per iteration, spending shorter execution time, finding better optimal solutions, and owning more stable search ability. Furthermore, the proposed method also sees its effectiveness and robustness over SSFS by testing on IEEE 30-bus system and IEEE 118-bus system with three different single objectives for each system. The proposed method can find less minimum, average, and maximum for all the cases in addition to faster search speed. Besides, the proposed method is also compared to other methods such as PSO-based method group, GA-based method group, DE-based method group, and other recent methods. Result comparisons also indicate that the proposed method can be more efficient than almost all these methods with respect to less minimum and smaller values of control parameters. As a result, evaluation of the performance of the proposed method is that it should be used for seeking solutions of ORPD problem.

PageRank algorithm is a vital method to determine the importance of pages. Useful as it is, the algorithm has many disadvantages. Therefore, we arrive at the conclusion that it’s not rational to calculate the importance degree of pages simply by links between them. Considering the timeliness problem of PageRank algorithm, we provide the time penalty factor W(n) to weigh the effects of update time on page ranking. After adding the time penalty factor to the original PageRank algorithm, we come up with the refined PageRank algorithm. Our algorithm is superior compared with the original one and many other existing methods that weigh the effects of update time. We judge update time by the times a page is crawled by Web crawlers. Consequently, drawbacks of the methods that use the real time to measure update time can be overcome and the order of pages can meet users’ need better.

AbstractThe current version of the Squire state court of last resort professionalization index is regularly used in studies of state courts. We have updated the index for 2019, producing a second and more recent index. Given the relative stability between this index and its predecessor, it is unlikely that many findings will change. During the 15 years that lapsed between the first index and the more recent one, little changed in most states, while reforms in a few places substantially shifted the relative standing of their court of last resort. It seems unlikely that the nation will experience any sweeping reform movements impacting state courts of last resort across the board. The more likely scenario is the sort of idiosyncratic changes impacting a few courts that were witnessed over the last decade and a half. Thus, looking to the future, it may be prudent to update the index every 5–10 years to capture any notable alterations.

Forest managers have long made use of the regular and predictable nature of tree growth by using empirical growth and yield models to update forest inventories. Updated inventories support better decision making without requiring on the ground reassessment of the forest resource. Growth and yield model predictions can suffer from inaccuracies due to the influence of climate and environmental variability on the growth of trees. Researchers have been attempting to assess and predict the effect of this variation by developing mechanistic process models that often do not generate outputs applicable to inventory update. Here we create a growth index dependent on process model outputs to improve growth and yield estimates. Estimate accuracy was modestly improved over the basic growth and yield estimates and was comparable to previous efforts to account for environmental variability in growth and yield estimates. Using a process model we are nominally considering the entire environment, and by adjusting the growth and yield estimates external to both model types we have avoided difficulties involved with refitting or recreating either model. These are key differences from previous efforts to include environmental variability in growth and yield estimates.

In order to accurately evaluate the reliability of the existing cable-stayed bridge, a method based on inspection information is proposed to update the system reliability. Using Bayesian method and inspection information, the modified model of cable-stayed bridge random variables is established, and then the failure probability of cable-stayed bridge components is updated. Theβ-Tcurves of changing rules of inspection information on system reliability index and service life are obtained. The method has been applied to a cable-stayed bridge, the results show that the proposed method is effective to update the system reliability and can predict the residual life of the existing cable-stayed bridges.

Cryptographic cloud storage is used to make optimal use of the cloud storage infrastructure to outsource sensitive and mission-critical data. The continuous growth of encrypted data outsourced to cloud storage requires continuous updating. Attacks like file-injection are reported to compromise confidentiality of the user as a consequence of information leakage during update. It is required that dynamic schemes provide forward privacy guarantees. Updates should not leak information to the untrusted server regarding the previously issued queries. Therefore, the challenge is to design an efficient searchable encryption scheme with dynamic updates and forward privacy guarantees. In this paper, a novel private multi-linked dynamic index for encrypted document retrieval namely Pindex is proposed. The multi-linked dynamic index is constructed using probabilistic homomorphic encryption mechanism and secret orthogonal vectors. Full security proofs for correctness and forward privacy in the random oracle model is provided. Experiments on real world Enron dataset demonstrates that our construction is practical and efficient. The security and performance analysis of Pindex shows that the dynamic multi-linked index guarantees forward privacy without significant loss of efficiency.

AbstractThe radio emission from supernovae (SNe) is nonthermal synchrotron radiation of high brightness temperature, with a “turn-on” delay at longer wavelengths, power-law decline after maximum with index β, and spectral index α asymptotically decreasing with time to a final, optically thin value. Radio supernovae (RSNe) are best described by the Chevalier (1982) “mini-shell” model, with modifications by Weiler et al. (1990). RSNe observations provide a valuable probe of the SN circumstellar environment and constraints on progenitor masses. We present a progress report on a number of recent RSNe, as well as on new behavior from RSNe 1979C and 1980K, and on RSNe as potential distance indicators. In particular, we present updated radio light curves for SN 1993J in M81.

Abstract Objectives The Healthy Eating Index (HEI) is a measure of diet quality, independent of quantity, that can be used to assess alignment with the Dietary Guidelines for Americans (DGAs), which are the basis of nutrition policy for the United States (US) government and the foundation of all federal nutrition guidance. The recently released 2020–2025 DGAs include recommendations for infants and toddlers for the first time, and necessitate a review, update, and development process of the HEI to reflect healthy eating across the lifespan. Methods Since 2005, researchers at the HHS National Cancer Institute (NCI) and the USDA Center for Nutrition Policy and Promotion have collaborated to revise the HEI based on updates to the DGAs, and the HEI-2015 is the most recent iteration. The process includes: 1) gathering information from dietary guidelines, experts, and federal stakeholders; 2) considering substantive changes and needs for new development; and 3) completing validation analyses. Results Updates to the HEI have aimed to maintain stability, reflecting the consistency of recommendations over time. A guiding principle is to only make changes to the HEI that have a strong rationale. With no significant changes in the USDA Dietary Patterns, few changes are anticipated for the HEI for 2 years and older; instead, the emphasis for the update process is focusing on considerations for an index for infants and toddlers under 2 years. Additionally, the Scientific Report of the 2020 Dietary Guidelines Advisory Committee identified the development of a scoring system (such as the HEI) for infants and toddlers as a research recommendation, because comparisons of diet quality using the HEI have thus far only been possible for Americans 2 years and older. The HEI review, update, and development process aims to consider analyses with distributions of HEI scores across the lifespan with nationally representative data and diverse cohorts. Conclusions The HEI is a valuable tool for research that can be used in nutrition interventions, epidemiology, and consumer nutrition education programs. The timely release of a new HEI will enable application across the lifespan and support additional methodological research to examine needs specific to each life stage and how to model optimal trajectories of healthy dietary patterns. Abstract. Today, commercial microwave radiometers profilers (MWRP) are robust and unattended instruments providing real time accurate atmospheric observations at ~ 1 min temporal resolution under nearly all-weather conditions. Common commercial units operate in the 20–60 GHz frequency range and are able to retrieve profiles of temperature, vapour density, and relative humidity. Temperature and humidity profiles retrieved from MWRP data are used here to feed tools developed for processing radiosonde observations to obtain values of forecast indices (FI) commonly used in operational meteorology. The FI considered here include K index, Total Totals, KO index, Showalter index, T1 Gust, Fog Threat, Lifted Index, S Index (STT), Jefferson Index, MDPI, Thompson Index, TQ Index, and CAPE. Values of FI computed from radiosonde and MWRP-retrieved temperature and humidity profiles are compared in order to quantitatively demonstrate the level of agreement and the value of continuous FI updates. This analysis is repeated for two sites at midlatitude, the first one located at low altitude in Central Europe (Lindenberg, Germany), while the second one located at high altitude in North America (Whistler, Canada). It is demonstrated that FI computed from MWRP well correlate with those computed from radiosondes, with the additional advantage of nearly continuous update. The accuracy of MWRP-derived FI is tested against radiosondes, taken as a reference, showing different performances depending upon index and environmental situation. Overall, FI computed from MWRP retrievals agree well with radiosonde values, with correlation coefficients usually above 0.8 (with few exceptions). We conclude that MWRP retrievals can be used to produce meaningful FI, with the advantage (with respect to radiosondes) of nearly continuous update.

Abstract. Linear and nonlinear trends of drought and wetness are analysed in terms of the gridded Standardized Precipitation Index (SPI) determined from monthly precipitation in Europe (NCEP/NCAR). In characterizing the meteorological and hydrological aspects, the index is computed on a seasonal and on a bi-annual time scale. Two datasets are compared: one from 1949 to 1997 and the other one includes the update of the last decade (to February 2009). The following results are noted: (i) time series of drought and wetness area coverage (number of grid points above/below the severity threshold) show a remarkable linear trend until about the end of the last century, which is reversed in the last (update) decade. This recent trend reversal is an indication of a nonlinear trend, which is more pronounced on the hydrological time scale. (ii) A nonlinear trend analysis is performed based on the time series of the principal component (PC) associated to the first spatial SPI-eigenvector after embedding it in a time delay coordinate system using a sliding window of 70 months (singular spectrum analysis). Nonlinearity appears as a clear feature on the hydrological time scale. (iii) The first spatial EOF-patterns of the shorter and the longer (updated) SPI time series fields show similar structure. An inspection of the SPI time behaviour at selected grid points illustrates the spatial variability of the detected trends.

Abstract The Clusters of Orthologous Genes (COG) database, also referred to as the Clusters of Orthologous Groups of proteins, was created in 1997 and went through several rounds of updates, most recently, in 2014. In addition, the current version of the COGs includes the following new features: (i) the recently deprecated NCBI’s gene index (gi) numbers for the encoded proteins are replaced with stable RefSeq or GenBank\ENA\DDBJ coding sequence (CDS) accession numbers; (ii) COG annotations are updated for >200 newly characterized protein families with corresponding references and PDB links, where available; (iii) lists of COGs grouped by pathways and functional systems are added; (iv) 266 new COGs for proteins involved in CRISPR-Cas immunity, sporulation in Firmicutes and photosynthesis in cyanobacteria are included; and (v) the database is made available as a web page, in addition to FTP. The current release includes 4877 COGs. Future plans include further expansion of the COG collection by adding archaeal COGs (arCOGs), splitting the COGs containing multiple paralogs, and continued refinement of COG annotations.

OBJECTIVE: The purpose of this review is to update clinicians with recent advances in the management of parkinsonism, including drug therapy, transplantation, and diet. DATA SOURCES: Pertinent articles were obtained from an English-language literature search using MEDLINE (1970–1991), Index Medicus (1987–1991), Current Contents (1990), and bibliographic reviews of review articles. Index terms included parkinsonism, selegiline, pergolide, vitamin E, and transplantation. Fifty-five articles (representing 85 percent of the complete literature search) were selected by multiple reviewers for their contribution to the stated purpose. Emphasis was placed on double-blind, placebo-controlled, and randomized studies. Data from cited articles were examined by multiple reviewers for support of their stated hypothesis and were included as background for justification of major points in this article; critical studies were abstracted in more detail. RESULTS: New therapeutic measures have been added to the treatment of parkinsonism. Selegiline, a monoamine oxidase inhibitor type B, has shown beneficial results, especially in early stages. Pergolide, a dopamine agonist, may be an efficacious alternative to bromocriptine resistance or intolerable adverse effects. Vitamin E may have protective antioxidant properties, but very few clinical data are available. Fetal tissue transplantation needs continued research and remains very controversial. Diet modification may maximize the results of therapy with exogenous dopamine therapy. CONCLUSIONS: Clinicians should familiarize themselves with new alternatives for the management of parkinsonism in order to be reliable consultants for both professional and lay persons.

In 1992, Judaica Librarianship featured an article by Zachary Baker, entitled “What We Owe the Genealogists: Genealogy and the Judaica Reference Librarian.” He followed it up in 2003 with an article in Slavic & East European Information Resources entitled “Resources on the Genealogy of Eastern European Jews.” The present article provides an update on the resources available to Jewish genealogists today, with particular emphasis on print and online resources that are recommended for the smaller Judaica library. It lists some of the sources in Baker’s article that have been updated and some that have gone online. It describes JewishGen, Routes to Roots, the Ackman & Ziff Family Genealogy Institute, the Family History Library, the International Tracing Service, and PERSI, the comprehensive index to genealogical serials. It emphasizes the importance of local genealogi- cal societies and their newsletters.

This report replicates an earlier validation study of the Adolescent Family Life Satisfaction Index using a sample of 111 subjects ages 13 to 18 years. Reliability was supported for the over-all instrument and subscales. Principal components factoring yielded two factors representing satisfaction with the Parental and Sibling subsystems. Shoes have been implicated as being responsible for the majority of foot deformities and problems that physicians encounter in women. In our original study of 356 women, the majority of women studied wore shoes that were too small for their feet, had foot pain and deformity, and had increased in shoe size since the age of 20. The women without foot pain or deformities also wore shoes that were smaller than their feet but to a lesser degree. In the present study, data on 255 of the original 356 women are evaluated. Tracings were made of the standing foot and the shoe. Measurements were made of forefoot and the heel width. An index of forefoot width to heel width was developed. The indices do not vary much among women. Based on linear measurements, as forefoot width increases, so does heel width. As foot length increases, forefoot width increases to a greater extent than heel width.

In this review paper, we refresh and update our earlier ranking list based on citations in the field of migration studies. The results are categorised and presented separately for the books and reports, articles and book chapters and for authors of these works. In this latest elaboration, we have presented the updated version of the most linfluential works of all times list, but we have focused on the five years period from 2011 to 2016. 2011 is taken as a starting year and 2012 to 2016 covers the last five years. The resulting ranking lists from now on are to be presented for five year periods to be in line with most impact factor calculations available. Using the Google Scholar citation database and Ann Harzing ranking software, we have created ranking lists of the most cited articles, books and authors in migration studies.

α1-Antitrypsin deficiency (AATD) is an inherited metabolic disorder in which mutations in the coding sequence of the SERPINA1 gene prevent secretion of α1-antitrypsin (α1-AT) and cause predisposition to pulmonary and liver diseases. The heterogeneity of clinical manifestations in AATD is related to the complexity of biological function of α1-AT. The role of smoking is crucial in the natural history of lung damage progression in severe AATD individuals, even if it also partly explains the heterogeneity in lung disease. Lung damage progression in AATD can also be related to body mass index, exacerbation rate, sex, environmental exposure and specific mutations of SERPINA1. Recent randomised controlled trials, together with previous observational work, have provided compelling evidence for the importance of early detection and intervention in order to enable patients to receive appropriate treatment and preserve functional lung tissue.

Was ist neu? Herpes-simplex-Virus (HSV)-Enzephalitis Bei Verdacht auf eine HSV-Enzephalitis sollte unabhängig von der Zellzahl im Liquor eine PCR zum Nachweis von Viruskopien durchgeführt werden. Im Fall einer autoimmunvermittelten sekundären Verschlechterung innerhalb der ersten 2 Monate nach Aciclovir-Behandlung einer HSV-Enzephalitis sollte eine unverzügliche Therapie mit Immunsuppression und/oder Plasmapherese eingeleitet werden. Bakterielle Meningitis Zur Erregerdiagnostik kann seit einigen Jahren neben Gramfärbung, Liquorkultur und PCR ein Multiplex-PCR-Verfahren zur simultanen Testung der häufigsten Meningitis- und Enzephalitiserreger eingesetzt werden. Bei positivem Nachweis von HHV6 ist die klinische Relevanz jedoch infrage zu stellen. Bei unveränderter Resistenzlage in Deutschland wird nach wie vor als Initialtherapie Ceftriaxon i. v. und Ampicillin i. v. empfohlen, bei ambulant erworbener Meningitis mit Verdacht auf Pneumokokkeninfektion zusätzlich adjuvant Dexamethason i. v. Frühsommer-Meningo-Enzephalitis (FSME) 2019 wurden in Deutschland 5 zusätzliche Risikogebiete definiert. Einen zuverlässigen Schutz bietet die Impfung, die allerdings auch in den Risikogebieten nicht konsequent durchgeführt wird. Hier besteht noch großer Aufklärungsbedarf. Neuroborreliose Als zusätzlicher diagnostischer Parameter bei früher Neuroborreliose wurde in den vergangenen Jahren das Chemokin CXCL13 identifiziert. CXCL13 aus Liquor kann ein hilfreicher Parameter für die Diagnosestellung einer Neuroborreliose sein, wenn in der Frühphase der Borrelien-spezifische Liquor-Serum-Antikörper-Index noch negativ ist.
