Much academic work concerned with social and cultural processes in Australia takes as its field of inquiry how the lives of Aboriginal Australians have been changed and impacted on by colonisation. Rarely has scholarship attempted to uncover some of the ways Aboriginality and Aboriginal people have become integral in the shaping of the lives of non-Aboriginal Australians. Ths thesis takes to heart the challenge of subjecting oneself and one's own social and cultural position to the rigours of sociological scrutiny and sets out to examine how crucial Aboriginality and Aboriginal people have been in shaping the lives, identities and economies of non-Aboriginal Australians. Drawing on the work of Homi Bhabha the thesis argues that ambivalence, whch underlies much of colonial discourse, can have a tremendously disruptive and unsettling effect on the authority, identities and everyday social lives of non-Aboriginal people. The thesis explores something of the diversity of this ambivalence by focusing attention on five groups of people (One Nation Supporters, retired tourists, 'alternative lifestylers', governmental workers and early colonists); two historical moments(early colonial times and the late 1990s); and two regions (the south-west and Kimberley of Western Australia). The thesis argues that one of the effects of ths ambivalence is that the social worlds of non- Aboriginal Australians are often subjected to challenge and change. In early colonial times many 'settlers' were tom between the will to colonise and economic and cultural reliance on the efforts and knowledge of Aboriginal people. More recently, One Nation supporters attempt to distance themselves from Aboriginal people by constituting them as the barbaric and parasitical other. At the same time, Hansonites indirectly position Aboriginality as central to their own identity and political future. Another group, retired tourists, regularly perpetuate old colonial tropes and publicly express their disdain of Aboriginal people. At the same time, these people yearn for and engage in social practices otherwise associated with Aborigrnal culture. Behind both groups' public attacks on Aborigines as cannibals and the 'Aboriginal Industry' as spongers lies a deep political and cultural reliance on Aboriginality. Romantics and others who aspire to consume and mimic Aboriginal culture are likewise regularly ambivalent and contradictory in their treatment of Aboriginality. It is arguable that many are selfinterested and seek to plunder Aboriginal cultural. However, the very romance that prompts their mimicry can and does act to unsettle the certainty of non-Aboriginal dominance. This prompts people to re-examine their identities and social practices. Ambivalence and complexity is also central to the lives of those involved in the business of Aboriginal governance. On the one hand, these people are clearly implicated in the government and regulation of Aboriginal people. On the other hand, liberal discourse on fairness and equality of opportunity force governmental workers to increase their contact and reliance on Aboriginal people. This often has the effect of provoking changes in non-Aboriginal people's personal and working lives. The thesis concludes that the engagement of colonial discourse with Aboriginalities inevitably leads to an ambivalence that disables the monolithic dominance of non-Aboriginal Australians. In a range of ways this ambivalence can and does produce conditions whch undermine and transform the cultural lives and identities of non-Aboriginal Australians.

This thesis examines how Aboriginality, ‘Asianness’ and whiteness have been imagined from Federation in 1901 to the present. It recovers a rich but hitherto largely neglected history of twentieth century cross-cultural partnerships and alliances between Indigenous and Asian-Australians. Commercial and personal intercourse between these communities has existed in various forms on this continent since the pre-invasion era. These cross-cultural exchanges have often been based on close and long-term shared interests that have stemmed from a common sense of marginalisation from dominant Anglo-Australian society. At other times these cross-cultural relationships have ranged from indifference to hostility, reflecting the fact that migrants of Asian descent remain the beneficiaries of the dispossession of Aboriginal and Torres Strait Islander peoples. This thesis is about the importance of nuclear weapons to Australian defence and strategic policy in Southeast Asia between 1953 and 1973. It argues that Australia's approach to nuclear issues during this period, and its attitude towards the development and acquisition of nuclear weapons in particular, was aimed exclusively at achieving narrowly defined political objectives. Australia was thus never interested in possessing nuclear weapons, and any moves seemingly taken along these lines were calculated to obtain political concessions - not as part of a 'bid' for their acquirement. This viewpoint sits at odds with the consensus position of several focused studies of Australian nuclear policy published in the past decade. Although in general these studies correctly argue that Australia maintained the 'nuclear weapons option' until the early 1970s, all have misrepresented the motivation for this by contending that the government viewed such weapons in exclusively military terms. The claim that Australia was interested only in the military aspect of nuclear weapons does not pay due attention to the fact that defence planning was based entirely on the provision of conventional forces to Southeast Asia. Accordingly, the military was interested first and foremost with issues arising from extant conventional planning concepts, and the government was chiefly concerned about obtaining allied assurances of support for established plans. The most pressing requirement for Australia therefore was gaining sway over allied countries. However, the Australian government was never in a position to overtly influence more powerful allies against an undertaking that could escalate into limited war, and was similarly incapable of inducing its allies to retain forces in the region in spite of competing pressures. It was for this reason that Australia would seek to manipulate the nuclear weapons option. Indeed, access to such weapons offered Australia the opportunity to achieve greater integration in formulating allied planning, while the threat to manufacture them provided a means of convincing regional partners to maintain a presence in the area. The thesis therefore concludes that Australia carefully presented its options for procuring nuclear weapons to gain influence over its allies in response to strategic developments in Southeast Asia.

Cette politique est fondée sur la reconnaissance de l’existence continue de tensions entre les deux communautés, et ce malgré une plus grande reconnaissance de la place des Aborigènes en Australie depuis les années 1970. La relation complexe entre Australiens aborigènes et non-aborigènes – en particulier "blancs" et dont les origines sont anglo-celtes – est le résultat du processus de colonisation, des politiques ultérieures conçues pour contrôler la population aborigène, et de la domination des Aborigènes par l’Australie "blanche" au cours de l’histoire. In the 1990s, Australia set up a ten-year policy of reconciliation aiming at developing a better relationship between Indigenous people and the wider Australian community. This policy was based on the recognition of the enduring dichotomy between both communities despite an increasing acknowledgement of the place of Indigenous people in Australia since the 1970s. The complex relationship between Indigenous and non-Indigenous Australians – and especially ‘white’ Anglo-Celtic Australians – is the result of the process of colonisation, of the subsequent policies designed to control Indigenous people, and of the historical domination of ‘white’ Australia over Indigenous people. As a result of discriminatory policies, many Indigenous families decided to hide their heritage and ‘passed’ into ‘white’ society. Many mixed-race and fair-skinned children were taken from their families and lost their connection with their Indigenous relatives. Today, an increasing number of Australians choose to identify as Indigenous and to reclaim a heritage they were deprived of. But although having Indigenous heritage is no longer regarded as shameful, the road back to Indigeneity can be a difficult one. This study is the analysis of the identity journeys of eleven Australians who were raised in a ‘white’, Anglo-Celtic Australian culture and who have Indigenous heritage. Their perceptions of Indigeneity are analysed to reveal the dominance of ‘white’ discourses about Indigeneity in today’s Australia, but also the presence of restricting essentialist discourses now used by the Indigenous community to keep control over the definition of Indigenous identity. The analysis of the oppositional relationship between Indigenous and ‘white’ Australians in contemporary Australia reveals the difficulty of embracing both ‘white’ and ‘black’ heritages and of claiming multiple identities

This thesis examines access to managerial jobs in the Australian labor market by immigrant women and men from five continents and five individual countries. Comparisons were not made only among both continent and country groups, but also between the women and men within each group, as a measure of occupational gender inequality. An index of managerial representation in the Australian labor market (MORI) was computed and nine independent variables were applied to measure immigrant representation in managerial occupations. Rank order correlates were used to calculate relationships between variables. Results indicate that women (with the exception of Vietnamese) from all countries were disproportionately underrepresented in managerial jobs and that the more dissimilar immigrant men are to native born Australians, the less likely they are to hold managerial jobs.

In this research, I explore my belief that one the reasons for the continuing poor outcomes for Indigenous people was that State-wide and national programs ignored unique local Indigenous culture and did not actively involve local Indigenous people in the development of programs for their area. I chose to examine this perception through investigation of the tension between Indigenous culture and worldview and the dominant White values of the child welfare system (broadly defined), through description of Martu child rearing practices and beliefs in the remote Western Australian town of Wiluna. The Martu live in a remote environment of material poverty, high levels of unemployment, low levels of educational achievement and poor health outcomes. The research sponsored by the Ngangganawili Aboriginal Health Service and located in its Early Childhood Centre, uses an Indigenous research approach based on Brayboy's (2005) TribalCrit to explore Martu child rearing practices, beliefs and values. It uses the stories told by the Martu in Wiluna about the way they and their families were brought up and observations of Martu families to answer research questions around Martu definitions of children and families, their concerns for their children, ways of ensuring the well being of their children, and whether there is a Martu child welfare approach. The research then considers the implications of these Martu practices for the broadly defined child welfare system. The stories told by the Martu show that they have a unique way of bringing up their children that is different to those in the dominant White culture. This uniqueness is derived from a combination of the recent colonisation of the Martu, their culture and their post colonisation experiences. The implications of Martu child rearing for the child welfare system are based on the assumption that Martu are wholly dependent on poorly designed and targeted government provided or funded services, and the current ways of delivering these services is failing the Martu. The research concludes that the key to improving outcomes for Martu children and their families is for the agencies delivering these services to form close working relationships with the Martu; operate within, understand, appreciate, and respect Martu Law and culture; understand their (personal and agency) and Martu post colonisation histories; and allow for Martu control, definition of priorities and development of strategies to address the problems.

The extent of Australian Indigenous employment disadvantage has been quantitatively established by researchers since the 1970s. Indigenous Australians have higher unemployment and lower participation rates, they are occupationally concentrated in low skill, low paid jobs, and their income is significantly lower on average than that of other Australians. The explanations given for this disadvantage largely focus on skills deficit and geographical location of Indigenous people. However these explanations do not stand up to scrutiny. Indigenous employment disadvantage remains irrespective of where Indigenous Australians live or how well they are qualified. Alternative explanations are clearly needed. A clue to the direction of research is given by the same researchers who acknowledge the legacy of history in creating the situation of disadvantage faced by Indigenous Australians. However, to date the nature of this legacy has not been explored. It is this history which is the focus of this thesis. The research questions which the thesis addresses are: 1. Are there identifiable 'invariant elements' which underpin the institutional forms which have regulated the treatment of Indigenous Australians within the economy, particularly in relation to employment, from colonisation until recent times? 2. Do these invariant elements help explain the continuing employment disadvantage of Indigenous Australians? To examine the history of the treatment of Indigenous Australians in relation to employment, four concepts were developed from the regulation school of economic theory and the work of Appadurai. These concepts are econoscape, reguloscape, invariant elements and institutional forms. The notion of 'scape' allows for recognition that when Australia was colonised, there already existed a set of economic arrangements and social and legal system. The conflict between the introduced economy and legal and social systems can be conceived as a conflict between two econoscapes and reguloscapes. Analysis of the econoscape and reguloscape from international, national and Indigenous perspectives for the period from colonisation to 1850 has enabled the identification of 'invariant elements' which describe the ways of thinking about Aborigines brought to the Australian colonies and adapted to the realities of the Australian situation. The four invariant elements identified are summarised as belief in 1) Aboriginal inferiority; 2) Aboriginal laziness, incapacity and irresponsibility; 3) the need for white intervention in Aboriginal lives; and 4) disregard for Aboriginal understandings, values and choices. The fourth invariant element is conceptualised as the foundation on which basis the other three developed and were able to be perpetuated. Analysis of the laws pertaining to Aborigines promulgated between 1850 and the 1960s in four jurisdictions shows that the same invariant elements influenced the nature of the institutional forms used to limit the freedom of movement and of employment of Indigenous Australians. Although during the period from the 1850s to the 1960s there was ostensibly a change in policy from one of protection to one of assimilation of Indigenous Australians, in fact little changed in terms of perceptions of Aborigines or in the institutional forms which, by the 1920s in all jurisdictions surveyed, controlled every aspect of their lives. Confirmation of the influence of the invariant elements was sought through closer study of two particular cases from the beginning and end of the above time period. These case studies involved examination of the institutional forms within the context of the econoscape and reguloscape of different times, in the first case in Victoria in the 1860s-1880s, and in the second case in the Northern Territory in the 1960s. The analysis indicates that the invariant elements had a continuing influence on perceptions and treatment of Indigenous Australians at least to the referendum of 1967. This thesis establishes, through rigorous analysis based on a robust theoretical and methodological foundation, that identifiable ways of thinking, or invariant elements, have underpinned continuous Indigenous employment disadvantage and help explain this continuing disadvantage. The common explanations of Indigenous disadvantage are also consistent with these invariant elements. The thesis concludes by recommending further research based on the findings of this thesis be conducted to scrutinise policy and practice over the last three to four decades in relation to Indigenous employment. It also emphasises the importance of redefining the problem and finding solutions, tasks which can only be done effectively by Indigenous Australians.

The market orientation of sponsors, and their perception of their sponsored entity's (property's) market orientation, are analysed as antecedents of the trust invested by sponsors in the relationship, the level of commitment they exhibit and both the economic and non-economic satisfaction they derive from it. Sponsor economic and non-economic satisfaction and their commitment to the relationship are considered to be the ultimate drivers of the decision to renew. The argument is presented that sponsorship is a form of strategic or co-marketing alliance. The Australian Football League, the leading sponsorship property in Australia, is investigated in the empirical part of the thesis.

It has long been established that in Australia contemporary (post-contact) Aboriginal history has suffered as a result of the colonisation process. Aboriginal history was seen as belonging in the realm of prehistory, rather than in contemporary historical discourses. Attempts have now been made to reinstate indigenous history into local, regional and national historical narratives. The field of heritage interpretation however, still largely relegates Aboriginal heritage to prehistory. This thesis investigates the ways in which Aborigianl history can be incorporated into the interpetation of contemporary or post-contact history at heritage sites. The thesis uses the principle of 'shared history' as outlined by the Council for Aboriginal Reconciliation, as a starting point in these discussions.

[Abstract]: The incidence of cattle heat stress is a significant production and welfare issue for the feedlot industry. It is hypothesised that the presence and physical nature of feedlots causes significant microclimatic variations compared to the external environment.In order to test this hypothesis, data was collected using a series of automatic weather stations located in the external environment surrounding two Australian feedlots. Comparison of this data with regional Bureau of Meteorology sites was undertaken to verify the quality of these ‘control’ sites. To determine the climate within the feedlot separate automatic weather stations were placed within the cattle pens at each site, with one station located in an unshaded pen and one directly under an artificial shade structure within an adjacent pen.This dissertation reports the collection and analyses of detailed climatic data from the surrounds and within the cattle pens of these two Australian feedlots. The project also sought to determine microclimatic differences within the feedlot pen area that may be caused by the presence of the shade structures.It was found that the presence of a feedlot does create significant microclimatic variations. Specifically, it was determined that the albedo values of the feedlot pen surface are significantly lower (ranging from 0.13 to 0.19) than those of the external feedlot environment (typically 0.15 to 0.25). This is a result of the surface changes arising from the establishment of clay based manure covered pens. Under wet conditions the differences in albedo values were further increased. It was found that the short wave radiation reflection from the external feedlot environment was 4% greater than that from the unshaded feedlot pen surfaces under dry conditions and 10% greater under wet conditions. The increased adsorption of solar radiation by the feedlot pen surface created ground temperatures that were on average 2 to 4°C warmer than those of the feedlot surrounds. The re-radiation of heat from the pen surface was found to create warmer air temperatures within the feedlot pens compared to the external environment, particularly overnight. Between the hours of 4am to 6am it was found that on average the air temperatures of the shaded and unshaded feedlot pens were 0.7°C and 0.5°C warmer than the external feedlot environment.It was found that feedlot pen infrastructure and cattle significantly reduce wind speeds under a height of 10 metres. The average 2 metre wind speeds of the external feedlot environments were found to be 29% and 9% higher than those recorded in the unshaded pens at the northern and southern feedlots respectively.Shade structures within feedlot pens were found to be effective in reducing incoming solar radiation with the galvanised sheeting reducing incoming solar radiation by 76% and the shade cloth providing a 72% reduction. These reductions provided both lower ground temperatures and a significant reduction in radiant heat loads under the shade. It was determined that the environment under shade structures was more humid compared to that of the unshaded pens with humidity levels recorded being 8 to 12% higher. Shade structures also restrict horizontal wind movement with the 2 metre wind speeds in the shaded pens being on average 11% and 0.5% lower than those recorded in the unshaded pens for the Queensland and NSW feedlots respectively.Research has shown that microclimatic variations such as increased air temperatures, increased humidity and restricted air movement can have an adverse effect on cattle health. It is concluded from this project that in order to mitigate these effects a number of feedlot design concepts be implemented, and management practices should be adopted. Maintaining minimal quantities of manure on the pen surface will provide lower ground temperatures, dryer pen conditions and inhibit the re-radiation of heat and evapotranspiration from the pen surface. Adequate air flow should be maintained by siting feedlots in areas of suitable topography, and designing feedlot infrastructure and shade structures to maximise air movement. Shade structures need to aim at providing dryer pen surfaces to minimise humidity levels. Incorporation of these recommendations into feedlot design and management will assist in optimising the feedlot microclimate.

[Truncated abstract] This thesis offers a re-contextualisation of multiculturalism and immigration in Australia in the 1970s and 80s in relation to crucial and progressive shifts in gender and sexuality. It provides new ways of examining issues of belonging and cultural citizenship in this field of inquiry, within an Australian context. The thesis explores the role sexuality played in creating a framework through which anxieties about immigration and multiculturalism manifested. It considers how debates about gender and sexuality provided fuel to concerns about ethnic diversity and breaches of the 'cultural' borders of Australia. I have chosen three significant historical moments in which anxieties around events relating to immigration/multiculturalism were most heightened: these are the beginning of the 'official' policy of multiculturalism in Australia in 1973; the arrival of large numbers of Vietnamese refugees as a consequence of the Vietnam War in 1979; and 1984, a year in which the furore over the alleged 'Asianisation' of Australia reached a peak. In these years, multiple and recurring representations served to recreate norms as applicable to the white heterosexual family, not only as a commentary and prescriptive device for migrants, but as a means of reinforcing 'Australianness' itself. A focus on the body as a border/site of belonging and in turn, crucially, its relationship to the heterosexual nuclear family as a marker of 'cultural citizenship', lies at the heart of this exploration. Normative ideas of gender and sexuality, I demonstrate, were integral in informing the ambivalence about multiculturalism and ethnic diversity in Australia. Indeed, for each of these years I examine how the discourses of gender and sexuality, evident for example in parliamentary debates such as that relating to the Sex Discrimination Act 1984, were intricately tied to ongoing concerns regarding growing non-white ethnicity in Australia, and indeed, enabled it. ... In pursuing this contribution, the work draws critically upon recent innovative interdisciplinary scholarship in the field of sexuality and immigration, and draws upon a broad range of sources to inform a comprehensive and complex examination of these issues. Sources employed include the major newspapers and periodicals of the time, Parliamentary debates from the Commonwealth House of Representatives, Parliamentary Committee findings and publications, speeches and polemics, and relevant legislation. This inquiry is an interrogation of a key methodological question: can sexuality, in its workings through ethnicity and 'race', be used as a primary tool of analysis in discussing how whiteness and 'Australianness' reconfigured itself through normative heteropatriarchy in an era that claimed to champion and celebrate difference? How and why did ambiguities concerning 'Australianness' prevail, concurrent with progressive and generally politically benign periods of Australian multiculturalism? The thesis argues that sexuality – through the construction of the 'good white hetero-patriarchal family' – both informed, and enabled, the endurance of anxieties around non-white ethnicity in Australia.

Diversos processos nos últimos vinte e cinco anos vêm transformando o entendimento das fronteiras e da mobilidade internacional, com um número cada vez maior de pessoas que se deslocam e de fronteiras que se multiplicam para além dos limites territoriais de cada estado. Ao lado desses processos, que alteram a velocidade do movimento, criam novos caminhos para a circulação e oferecem novas formas de vigilância e bloqueio dos indivíduos, a interpretação das fronteiras começa a ser redefinida buscando dar conta desses novos processos, tanto para facilita-los quanto para proibi-los. Seguindo essas transformações no entendimento das fronteiras e com um histórico de constantes inovações nas políticas migratórias, a Austrália em 2013 adotou a Operation Sovereign Borders, uma operação que abarca diversas dessas transformações. A Operation Sovereign Borders criou e institucionalizou novas práticas de controle da imigração, sendo permeada por uma racionalidade específica do medo da invasão e apoiada em extensas e controversas inovações legislativas. O presente trabalho apresenta as diferentes transformações das fronteiras e suas interpretações, explorando para isso o caso australiano, seu campo de controle de imigração e fronteiras, os atores desse campo, sua legislação, racionalidade e práticas.
Different processes in the last twenty-five years have transformed the understanding of borders and international mobility, with an increasing number of people on the move and borders that multiply beyond the territorial limits of the state. Alongside these processes that alter the speed of movement, create new pathways for circulation and offer new forms of surveillance and blocking of individuals, the interpretation of borders is being redefined seeking to account for these new processes, both to facilitate them and to prohibit them. Following these changes in the understanding of borders and with a history of constant innovations in immigration policies, Australia in 2013 adopted the Operation Sovereign Borders, an operation that encompasses several of these transformations in seeking greater control and by using more violence against asylum seekers. The Operation Sovereign Borders created and institutionalized new immigration control practices, being permeated by a specific rationality of the fear of invasion and supported by extensive and controversial legislative innovations. This dissertation presents the transformations of borders and their interpretations, exploring the Australian case, its field of migration and border control, the actors in this field, its legislative structure, its rationality and practices.

[Truncated abstract] This thesis examines and compares the performance of three classes of stock trading strategies in the Australian stock market from 1980 to 2002. ... The first segment of this thesis examines some simple technical trading rules with a twostep methodology ... Our standard test results show that technical trading rules generate excess returns higher than that of the buy-and-hold portfolio equivalent prior to 1991, but generate lower returns in the period post-1991. Bootstrap test results also show that addressing nonnormality, time-dependence and conditional heteroskedasticity in the data reverses the standard test outcome of predictability ... In addition, our sub-sample results also show technical trading rules becoming less profitable over time ... The second segment of this thesis examines trading rules based on the forecasts of four time-series models: the AR(1), AR(1)-GARCH(1,1), AR(1)-GARCH(1,1)-M and AR(1)- EGARCH(1,1) models. These time-series trading rules were examined with standard t-tests and found to be significantly less profitable compared to technical trading rules. Subsample results also show the time-series trading rules losing profitability over time, which supports the conjecture that the Australian stock market became increasingly efficient over time. The third segment of this thesis examines trading strategies based on various combinations of technical trading rules and time-series models ... Due to the weak performance of the time-series trading rules, our results show that combining technical rules with time-series models do not lead to improved forecast accuracy. Sub-sample results again show a strong decline in profitability post-1991, suggesting that technological advancements in the ASX since 1991 enhance market efficiency such that the above simple stock trading strategies are no longer profitable.

[Abstract]: ‘Spanish Civil War’ is an important, absent signifier in Australian history, letters, writing and cultural politics of the 1930s. I argue that despite the glossing over of the importance of Spain’s war in the period, events in Spain had a pervasive influence on Australian society, and writers in particular – on their political re-alignments, on their nationalist and internationalist cultural outlooks, and on their common acceptance that they lived in an essentially tragic age. Consequently, the critical neglect of Spain and its impact on Australian cultural affairs in the 30s is unwarranted.My thesis research has covered a very wide range of texts: the ephemeral pamphlet, the small circulation journal, poetry, agitprop, the mainstream novel, the ‘mass declamation’ and the associated ‘new media’ of the 30s – photography and film. It has also looked at different groups or cultural networks in the period, all of which (despite their disparate politics) saw Spain as a central cause: the Catholic Church, the Communist Party, anti-fascist and peace movements amongst others.The theoretical dimension of my work is driven by Raymond Williams’ concept of ‘structure of feeling’, first formulated in his study The Long Revolution then developed in a series of subsequent works. The generous range of texts I study conforms to Williams’ theory of ‘structure of feeling’, arguing that to understand the ‘field’ of a period, one should survey the interconnectivity of all its texts. Also drawing on Williams’ theory, I read the structured feeling of the 30s as essentially tragic: revealing exactly how Spain focalised fears and apparently symbolised the impasse of ‘modernity’ itself – Spain was a spectacle that graphically demonstrated how the inner destructiveness of technological modernity had tragically cancelled the possibility of progress and the arrival of variously imagined utopias.

Are there policy markets in Australia, and if so, how do they operate? This is the core question for this dissertation. Beginning with a focus on this simple formulation of the problem, the thesis explores the idea of policy markets, breaking it down into its constituent parts��policy� and �markets��and develops four different ways in which policy markets (i.e. markets for policy analysis, research and advice) might be modeled: 1. the dimensions of knowledge, values and competition in policy development systems and processes; 2. a hierarchy of policy markets according to strategic, programmatic and operational concerns; 3. policy markets in the context of cyclical process models of policy-making, especially the variant posited by Bridgman and Davis (1998); and 4. a typology of policy markets ranging from �pseudo� forms through to a form of full (or �pure�) policy market. Against the background of this theory-building, the empirical evidence�which was gathered through a combination of documentary investigation and some 77 interviews with senior public servants, consultants and ministers�is addressed through three interrelated approaches: an analysis of the (relatively limited) government-wide data; a comparison of this material with experience in New Zealand; and a set of three extended case studies. The three case studies address the idea and experience of policy markets from the point of view of: � the supplier�in this case, the economic forecasting and analysis firm, Access Economics; � ministers-as-buyers�through a study of the Coalition Government�s 1998 efforts to reform the waterfront; and � the bureaucracy as implementers of an extensive program of outsourcing�through a detailed examination of the outsourcing of corporate services (especially human resource management) by the Department of Finance and Administration. Several conclusions are drawn as to the character, extent and theoretical and practical significance of policy markets in Australia. While various elements of actual markets (e.g. contracts, price and service competition, multiple sources of supply, etc.) can be detected in the Australian approach to policy-making, policy markets are not as prevalent or as consistent as the rhetoric might suggest. In particular, while the language of the market is a common feature throughout the Australian policy-making system, it tends to mask a complex, �mixed economy�, whereby there is a continued preference for many of the mechanisms of bureaucratic ways of organising for policy analysis, combined with a growing challenge from various forms of networks, which are sometimes �dressed� as markets but retain the essential elements of policy (or, perhaps more particularly, political) networks. Nevertheless, the growing use of the language and some of the forms of the market in Australia�s policy-making system suggests that practitioners and researchers need to take this form into account when considering ways of organising (in the case of practitioners) or ways of studying (for researchers) policy development in Australia.

Bird pollination is essential to the reproduction and survival of many plant species. Using the Australian bird pollination system, this thesis comprised three main areas of investigation: 1. "Pollination syndromes", which are convergent suites of floral traits, are traditionally thought to reflect specialisation on different pollinator types. However, the reliability of pollination syndromes in predicting pollinators has recently been questioned. 2. Virtually all studies of intra-specific variation in flower colouration in birdpollinated plants have focused on colour variation that is dramatic to human vision and have subjectively classified flower colouration using human vision. 3. Plant-pollinator interactions are threatened by anthropogenic activities, such as habitat loss and introductions of alien species.
