Streszczenie:
For more than 20 years the Illinois Department of Transportation (IDOT) has been using the results of its Condition Rating Survey (CRS) to make policy decisions regarding pavement rehabilitation activities, assess overall network condition throughout the state, and present funding requests to the state legislature. Before the early 1990s the CRSs were conducted manually by assigning a subjective rating ranging from 1.0 to 9.0 to each pavement section in the network. Since 1994 IDOT has used automated equipment to record roughness, rutting, and faulting information and videotapes at a workstation to identify additional distress. The acquisition of the automated equipment resulted in changes to the CRS procedures. Instead of subjectively assigning a rating to a pavement section, automated sensor data are used in conjunction with the identification of up to five predominant distress types and severity levels to calculate a CRS value. Models were developed to accommodate this change within the department so that CRS ratings determined by the new procedures would be within one-half point of the rating that would have been assigned by manual procedures. In addition, the models were developed to minimize the amount of time spent biennially conducting the CRS for Interstate pavements and primary highways. As a result of the changes in the CRS procedures, the rating of the predominant distress types and severities for each pavement section became more important. For this reason, the department identified the need for additional training that could be used to supplement the annual training class and provide immediate support to the CRS raters as they performed the condition surveys. An interactive, compact-disc (CD)-based training program that features full multimedia capabilities such as video, audio, and photograph was developed. An interactive testing and assessment package is also being developed as part of the training package. A summary of the development of the CRS rating models and the CD-based training program designed to be used at the workstation as surveys are conducted is presented.

The North Central Consumer Horticulture Working Group developed and distributed a 14-question survey to determine the confidence of north-central U.S. extension Master Gardeners (MGs) in making integrated pest management (IPM) recommendations and their use of IPM. The online survey was completed by 3842 MGs in Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin. MGs indicated they personally engaged in a range of IPM practices, including prevention, monitoring, cultural, and chemical controls. However, 81% indicated a need for more training in identifying diseases, and 65% say they needed more training in identifying insects. Only 16% indicated they had received advanced pest management training within the past 5 years. These MGs had higher mean scores for confidence, as well as prevention, monitoring, and cultural control and chemical awareness/control practices than those not participating in advanced training. Years of experience as an active MG and confidence in using IPM-related garden activities were correlated positively (r = 0.261). MGs with advanced pest management training were more confident in making IPM recommendations to other gardeners and were much more likely to use IPM practices than MG without advanced training.

ABSTRACT This paper describes the design of InterTech, a zero-energy mixed-use student residence hall, developed in 2018 by an interdisciplinary team of Illinois Institute of Technology (Illinois Tech) students for the U.S. Department of Energy Solar Decathlon Design Challenge, formerly known as Race to Zero. The main focus is the team’s integrated and iterative approach, which blended architectural design and engineering concepts and led to achieving the high-performance goal. InterTech aims to provide an innovative housing solution to Illinois Institute of Technology’s graduate students and their families. Located along State Street in between Illinois Tech’s main campus and downtown Chicago, it offers a mix of living options providing both independence and access to the campus and to the city. In addition to the residential program, the project includes a small grocery/cafe connected to an outdoor public plaza, and an underground garage. Energy modeling was introduced in the early design stages. The potential of on-site renewable energy generation defined the project’s target Energy Use Intensity (EUI) of 37 kBtu/sqft. Several passive and active strategies were implemented to reduce the building’s total energy needs and meet the target EUI. The implementation of energy conservation measures led to a 25% reduction of the building’s cooling load and a 33% reduction of the heating load. A design EUI of 28 kBtu/sqft was calculated, validating that this design met and exceeded the zero-energy goal.

The purpose of this research in general is to find out the Marketing Strategy of Garuda Training and Outbound Training Institute Services to Increase the Interest of the Muslim Community. In detail, this research seeks to get a clear picture of: 1) Marketing Segmentation, 2) Marketing Budget, 3) Marketing Budget, and 4) Marketing Mix. The method used in this study is a descriptive method with a qualitative approach. The sources of data in this study are the Director, Operations Manager, Finance Manager, and Consumers of the Garuda Training and Outbound Training Institute. Data collection techniques used by researchers are in-depth interviews, participant and non-participant observation and documentation. In general, the results of this study conclude that the service marketing strategy carried out by the Garuda Training Institute is quite good in accordance with marketing management theory. However, there are still some shortcomings, namely in terms of time management of members. Specifically, it can be explained as follows. First, the market segmentation that has been carried out has implemented accessible groups and also differentiates these market segments by region (geography). However, the Garuda Training Institute does not divide its market segments based on demographic specifications (religion, age, gender, education level, etc.). Second, the Budgeting carried out by the Garuda Training Institute does not apply the exact amount in its budget because it adjusts from the income of previous activities and will be used for future marketing. Third, conduct marketing timings through social media only at the beginning and end of the year. Because their market segment is from the Department and Agencies. Fourth, offer the program very clearly because it lists what the program is. The prices offered are friendly to consumers' pockets and consumers can also participate in discussing prices with the Institute. The place to do marketing is also clear, namely partnering with the Bajau Hotel which is located right at the tourist spot. Promotions carried out by the Institute use promotions through social media, relations and brochures in places that are partners with the Garuda Training Institute.

Adequate preparation and professional development is imperative for institutional leaders and managers particularly those in the education sector with a view to equipping professionals with requisite knowledge, skills and attitudes to function to the required competency levels. The Ministry of Education (Kenya) has been spending large amounts of money on development of educational managers, through its management training agency Kenya Education Management Institute (KEMI). For instance, in 2006 the annual management training budget was KShs. 250million (Kenya Education Staff Institute, 2006). The budget is likely to have gone up owing to inflation rates and escalating living standards. This study sought to analyse the influence of KEMI management training on secondary school principals‟ management practices in their administrative task areas in Kenya. The study also sought to determine whether significant differences existed in principals‘ management practices scores between principals exposed to management training and those who had not been exposed to KEMI management training. The study also sought to determine whether principals‘ management practices scores differed significantly based on school categories (provincial and district schools). The findings indicated significant differences in principals‘ management practices based on exposure to management training by KEMI, and those not exposed to such training programmes. In particular, principals exposed to KEMI management training exhibited higher scores in all administrative tasks while all principals cited challenges in financial management, legal aspects in education and resource management. Principals in provincial schools indicated having more of the best practices in management than their counterparts in district and private schools.

This study investigates the differences in agility, speed, jump and balance performance and shooting skills between elite hearing-impaired national team soccer players (HISP) and without-hearing-impairment elite soccer players (woHISP). Players were divided into two groups, the HISP group (n = 13; 23.5 ± 3.1 years) and the woHISP group (n = 16; 20.6 ± 1.4 years), and were tested in three sessions, seven apart, for metrics including anthropometrics, speed (10 m, 20 m and 30 m), countermovement jump (CMJ), agility (Illinois, 505, zigzag), T test (agility and shooting skills), and balance. The results showed that 30 m, 20 m and 10 m sprint scores, agility/ skills (sec), shooting skills (goals), zigzag, Illinois, and 505 agility skills, and countermovement jump scores were significantly lower among players with hearing impairments (p < 0.05). There were no significant T test differences between HISP and woHISP (p > 0.05). The HISP showed right posterolateral and posteromedial, and left posterolateral and posteromedial scores that were lower than the woHISP group (p < 0.05). Anterior scores were not significantly different between each leg (p > 0.05). In conclusion, the HISP group showed higher performance scores for speed (10 m, 20 m and 30 m), CMJ, agility (Illinois, 505, zigzag) and T test (sec and goals), but not balance. Hearing-impaired soccer players are determined by their skill, training, and strategy, not their hearing ability.

A survey of 936 retail stores was conducted in Illinois to help understand how pest management recommendations are made, identify current sources of information, and assess educational needs. Overall response rate was 43%, and significant differences in the level of employee training, educational materials used, and customer referrals were noted among lawn and garden stores, home improvement centers, hardware stores, and general merchandise stores. While 72% of lawn and garden centers assigned specific employees to make pesticide recommendations, only 39% of hardware stores identified a specialized employee. Over 80% of lawn and garden centers referred customer questions to extension or Master Gardeners, while less than 20% of general merchandise stores made similar referrals. Improving customer service was the most important potential outcome of additional employee training, followed by improving the ability of sales staff to explain product labels. Reducing potential liability was identified as an important training outcome by 68% of home improvement centers. Fact sheets were identified by 60% of respondents as being very useful to store employees, while programs at educational centers were identified by less than 20% of respondents as being very useful. Retail stores that sell pesticides represent an important source of pest control information and product recommendations for the average homeowner. As store employees become more knowledgeable about integrated pest management, this should improve their ability to make recommendations and ultimately increase consumer safety.

The purpose of this study is to evaluate the training institution performance and to improve the management of the Manpower Training Project (MTP) administered by the Semiconductor Institute in Taiwan. Much literature assesses the efficiency of an internal training program initiated by a firm, but only little literature studies the efficiency of an external training program led by government. In the study, a hybrid solution of ICA-DEA and ICA-MPI is developed for measuring the efficiency and the productivity growth of each training institution over the period. The technical efficiency change, the technological change, pure technical efficiency change, scale efficiency change, and the total factor productivity change were evaluated according to five inputs and two outputs. According to the results of the study, the training institutions can be classified by their efficiency successfully and the guidelines for the optimal level of input resources can be obtained for each inefficient training institution. The Semiconductor Institute in Taiwan can allocate budget more appropriately and establish withdrawal mechanisms for inefficient training institutions.

Ethiopian TVET curriculum development process follows similar procedures with different competency based TVET curriculum development processes in some countries. Ethiopia mainly adopted its current TVET curriculum experiences from countries such as Australia and Philippines. Depending on the trends of these countries, the new Ethiopian TVET strategy has decentralized the preparation of curricular materials to the institutions that deliver training. The problem may limit the current competency based TVET curriculum in Ethiopia is lack of knowledge and experience to develop the curriculum at the local level in this decentralized responsibility to develop the curriculum at TVET institutions. In addition to the problem of decentralization, the continuous change made in the occupational standards is another challenge in the effective implementation of the reformed TVET approach. While TVET institutions have set themselves and started to provide training in certain occupational standards disseminated, the Ministry of Education in the mean time updates or replaces those occupational standards with the new ones. This has created resource wastage and grievance at institutions, management instructors and students.

It aims at characterizing how coaches experience dealing with athletes’ time management in a sport and academic institute and their constraints. Ten male coaches participated in this study. Each coach was asked to describe his time management activity during the season. Inductive and deductive analysis revealed two main results. The first showed the coaches dealt with a stringent set of constraints concerned with: (a) season organization, (b) training period and task sequencing, (c) the institute’s set times, and (d) the uncertainty linked to the evolution of training. The second emphasized that the coaches used three complex operating modes: (a) the use of organizational routines based on reference to past experience, (b) season shared time management, and (c) time management based on flexible plans. The results are discussed in relation to research that has considered planning and time management.

Military institutions are traditionally focused on the implementation of the classical, narrow form of educational development of professional knowledge and skills of cadets. In modern conditions, a transition is taking place to a broad system of professional development that determines the formation of a wide range of professional potential of future officers, the development of not only narrow professional knowledge and skills, but also potential abilities for active creativity, motivation for systematic collection, processing and use of new informational data. To study the factors of inhibition of the educational process in the modern military institute, the results of the sociological research “Social and Labor Development in the Assessments of Cadets of the Saratov Military Institute” are analyzed. This analysis shows that military vocational training is characterized by informational isolation, rigid administrative organizational educational culture. The latter leads to a discrepancy between the formally stated and necessary, as well as the actually emerging creative potential of cadets (graduates) of Russia’s military institutions. The military institute lacks free access to Internet resources, a significant part of the information flow of the external social environment. Administrative technologies of interaction between the teacher and the students prevail, there are no favorable conditions for creative self-realization, complex development of creative projects, self-development of the intellectual potential of cadets, the practice of including cadets in the system of tactical management and self-management, organizing their own leisure time is limited. In this regard, changes are necessary in two directions: 1) providing organizational and informational conditions and opportunities for the creative implementation of students, as well as stimulating creative educational, scientific, and self-governing leisure activities of cadets; 2) the formation of organizational structures that purposefully support and organize innovative, managerial and selfgoverning activities of cadets. It is necessary to form innovative values of the educational process, the creative interaction of students with teachers. It is important to focus the educational and scientific-educational process on the processing and formation of new knowledge, on the activation of the innovative potential of cadets, that is, on the development of abilities to implement innovations that ensure a qualitative increase in the effectiveness of the military-professional activity of actors.
