Streszczenie:
This chapter examines the evolution of the idea of partnerships in ICT4D initiatives. It begins with an overview of the emergence of partnerships in the context of the neoliberal shift in the balance of influence between states and the private sector, and the interests underlying the idea of public–private partnerships (PPPs). It suggests that many such PPPs fail because they do not sufficiently involve civil society, and indeed that civil society is often specifically excluded. Nevertheless, multi-sector partnerships remain a valuable means of implementing ICT initiatives for the poorest and most marginalized, and the chapter therefore concludes by exploring models and success factors for their implementation.

Streszczenie:
Technology is all too often seen as being inherently good, and there are powerful interests limiting the amount of attention paid to the darker side of ICTs and Internet access in particular. However, these darker aspects are crucial to understanding ICT4D, especially since they can more seriously impact the poor, both countries and people, than the rich. The following main challenges are covered in the chapter: privacy and security; the Surface Web and the Dark Web; cyber-security and resilience; negative aspects of the exploitation of Big Data and the abuse of people through social media; and the increasing dehumanization of people through the use of ICTs and the Internet of Things.

Streszczenie:
In this chapter the author provides an introduction to eight important ongoing technological changes with significant ramifications for ICT4D: an ever more converged and miniaturized digital world; radio spectrum technologies and their management; from fixed-line to wireless communication; from voice to data and the impacts of the digital transition; technological openness and being free; social media and Over The Top services; 5G and the Internet of Things; and incubators, digital hubs, and app development. The chapter concludes by highlighting the importance of a sound technical understanding by all those involved in trying to use ICTs effectively for delivering real development outcomes.

Streszczenie:
This concluding chapter highlights some of the most important changes that need to be made in ICT4D policies and practices if these technologies are to be used to empower poor and marginalized people and communities. These include the development of innovative pro-poor technologies, a reorientation of government policy and international agendas away from economic growth and towards the reduction of inequality, the use of effective multi-sector partnerships in support of the poorest, increased dialogue between governments and citizens with respect to security and privacy, greater attention to the creation of more resilient infrastructures, enhanced learning for all stakeholders, and a comprehensive focus on working with poor people rather than for them.

Streszczenie:
This chapter focuses on ‘multi-stakeholderism’ in the international ICT4D arena, and particularly on discussions around Internet governance. It begins by exploring the differing roles of governments, the private sector, and civil society in general, noting that the poor are almost always absent from discussions that concern them. The evolution of so-called multi-stakeholder dialogue with respect to ICTs and telecommunications is then examined in the context of the World Summit on the Information Society in 2003 and 2005, and then in the formulation of the Sustainable Development Goals in 2015. The various institutional multi-stakeholder structures adopted by the ITU, ICANN, and the IGF are discussed to highlight the differing interests of governments, the private sector, and civil society.

Streszczenie:
Effective regulation is crucial for the creation of successful enabling environments for the delivery of ICT4D initiatives. This chapter suggests that new models of regulation need to be developed that focus on facilitation rather than control, and are more explicitly pro-poor in their focus. The private sector cannot be expected to deliver ICT solutions to people who cannot afford them, and so regulators first need to work closely with the private sector and civil society, to ensure that as many people as possible are reached commercially, and second to create effective partnerships to serve the poorest and least accessible. The chapter addresses both the technical aspects of regulation, including auctions and spectrum management, and also the political and financial aspects relating in part to the generation of taxation revenues.
