Tracing the lineage of territorial theorization, from legal container through dialectical, strategic and rhizomatic interpretations, this paper contends that more-than-human aspects of territory have been routinely circumvented by scholars seeking to avoid its realist, imperialist intellectual past. However, with the crisis of representation in political theory precipitated by the planetary ecological crisis, territory as a material entity has sprung alive again. This paper proposes that a reinvigorated materialist approach, informed by Deleuze and Guattari’s writings on territorial assemblages as machinic, nomadic and affective, can offer a way out of the territorial trap, reclaiming nomos from its conservative, masculine heritage.

The history of print media in the Northern Territory is one of parish pumps and media moguls, Cold War tensions and human rights crusades. Locally printed and published newspapers have been pivotal to the development of a Northern Territory identity and the cultivation of the Territory's sense of difference from the rest of Australia. From the earliest newspapers – part news-sheet, part government gazette – to the colourful online edition of the NT News, the Territory has been defined by its press and has in turn defined it, in response to its remoteness and to its increasing non-Indigenous population. This article provides a brief overview of the Northern Territory press, the history of which remains poorly documented.

ABSTRACTIn this article, we use plants to think about territory, a concept that is at once a bulwark of social theory and an under-theorized category of social analysis. Scholarship on plants brings together three overlapping approaches to territory: biological and behaviorist theories; representational and cartographic perspectives; and more-than-human analysis. We argue that these three approaches are not mutually exclusive. Rather, different epistemologies of territory overlap and are imbricated within each other. We further argue that these three approaches to territory inform three distinct domains of territoriality: legibility and surveillance; ordering and classification; and exclusion and inclusion. Through examples of how plants operate in these three domains, we illustrate the analytical potential that a more-than-human approach to territory provides. We conclude, however, that attention to the particularities of plant ecologies can help move multispecies discussions more firmly into the realm of the political economic.

The article is devoted to the problem of a lack of a comprehensive source of information about the territory for investors. The possibilities of the investment passport in informing businesses about the territory are evaluated. The information requests of investors about the territory are determined on the basis of research by scientists-economists and business experts. The experience of existing investment passports in ten regions of the Siberian Federal District and the complex investment project "Yenisei Siberia" was analyzed. The list of quantitative and non-quantitative indicators of investment passports is compiled. The opportunities and weaknesses of statistical accounting in informing investors about the territory are shown. It is noted that in the regional statistics there are no indicators for the sections: natural resources, energy infrastructure, foreign economic activity, and existing investment projects and proposals. The article defines the composition of indicators of information about the territory that are necessary for the business community to make managerial decisions regarding the activities in the territory. It is proposed to include these indicators in the system of integrated reporting of the territory as a comprehensive source of information for different categories of users. Information for investors is classified by the territory's capitals: human, socio-infrastructural, natural, production and financial. The allocation of the territory's capitals is based on the International Fundamentals of Integrated Reporting. Reliable multifaceted information about the territory as part of integrated reporting will allow for long-term relations with investors.

Traditionally, people, territory, and rights must align to justify state control. However, states have recently shifted their borders so that these three elements are decoupled. How should we understand state legitimacy then? This paper examines three contemporary responses to the phenomenon of shifting borders. First, sovereigntism seeks to stabilize the relation of people and territory, even if that requires limiting the scope of rights. Second, democratic cosmopolitanism tolerates shifts in territory, as long as the people and rights coincide. Finally, the Watershed Model keeps rights within the territory, but it accepts changes in the people, as it separates democratic governance and rights from a particular national identity. The paper argues that the Watershed Model can better respond to the challenges posed by human mobility in times of planetary crises. Tradicionalmente, pueblo, territorio y derechos deben coincidir para justificar el control estatal. Sin embargo, los Estados han desplazado recientemente sus fronteras de modo que estos tres elementos se encuentran desacoplados. ¿Cómo debemos entender entonces la legitimidad del Estado? Este artículo examina tres respuestas contemporáneas al fenómeno del desplazamiento de las fronteras. En primer lugar, el soberanismo trata de estabilizar la relación entre pueblo y territorio, aunque para ello haya que limitar el alcance de los derechos. En segundo lugar, el cosmopolitismo democrático tolera los desplazamientos del territorio, siempre que pueblos y derechos coincidan. Por último, el modelo de la cuenca hidrográfica mantiene los derechos dentro del territorio, pero acepta cambios en el pueblo, ya que separa la gobernanza democrática y los derechos de una identidad nacional concreta. En el artículo se sostiene que el modelo de cuencas hidrográficas puede responder mejor a los retos que plantea la movilidad humana en tiempos de crisis planetaria.

AbstractIt is by now uncontroversial that states may owe human rights obligations to individuals outside their territory. The debate about extraterritoriality has, so far, focused on the concept and interpretation of jurisdiction. The role of territory in general, and title in particular, in the conceptual landscape has received less attention in comparison. This article aims to fill this gap by showing that (a) title to territory continues to shape interpretations of jurisdiction, and (b) that this should be avoided. To this end, the article first defines jurisdiction in international human rights law and title to territory. Jurisdiction is best understood as a threshold criterion that triggers human rights obligations of states towards particular individuals. Title to territory, on the other hand, is a set of claims to territory designed to uphold minimal stability. The article then introduces three models – the approximation model, the differentiation model, and the separation model – of the relationship between title to territory and jurisdiction in international human rights law and evaluates them in light of their fit with the relational nature of human rights. The result is that the approximation and differentiation models – that is, those that maintain title's influence on the interpretation of jurisdiction in various degrees – fail the success criterion, while the separation model satisfies it.

Abstract Indigenous and Afro-Colombian peoples often describe the harm caused by armed conflict in terms of damage inflicted on their traditional territories. To these peoples, the concept of territory makes reference not only to their lands but to a set of emplaced practices and relationships through which they share life with wider assemblages of human and other-than-human beings. It is the threat faced by these large communities of life that was invoked by Indigenous organizations when they succeeded in including the territory as a victim in the transitional justice framework recently implemented by the Colombian state. This article argues that the consideration of the territory as a victim means more than the full enjoyment of the land ownership rights Indigenous and Afro-Colombian peoples are entitled to. Instead, said consideration challenges some received notions regarding justice and reparation, particularly because war becomes an experience that extends beyond human losses and environmental degradation. The terms and practices mobilized by Indigenous and Afro-Colombian peoples compel us to examine the limits that concepts such as human rights, reparation, or even damage have in the understanding of war and its aftermath.

The relevance is in a specific problem - the contradiction between a particular territory competitiveness increase (for example, the gross regional product, budget financing) and the population interest in implementing their qualitative and quantitative characteristics (human capital) on it. The article proposes the author's approach of proving the position that the specificity of human capital development can be both a constraining and an activating factor for a territory competitiveness increase. It has been determined that the influence nature (positive or negative) is set by a combination of factors that are the main elements of mutual influence mechanisms of human capital qualitative and quantitative components and the rates of socio-economic development of a territory, which characterize its level of competitiveness. The results obtained can be used by researchers who deal with the problems of human capital theory, its development, and the relationship with the territory competitiveness indicators. The study's practical significance is the possibility of its result application: by state authorities and local self-government during the development and adjustment of documents for territory development strategic planning; the scientific community during the study of human capital and the level of territory competitiveness mutual influence.

Жизнедеятельность людей на планете связана с территорией. Вне територии жизни не обнаружено. Территория является важнейшим признаком жизнедеятельности человека. Но она важна не только с сугубо хозяйственной точки зрения, но также и психологически; само мышление предполагает в качестве одного из атрибутов протяженность или пространственность, что является выражением территориальности. Исходя из этих ментальных особенностей территория может выступать в качестве своеобразной иррациональной вещи - символа. Но как символ территория может выступать не только виртуальным объектом, но и предметным. Поэтому с нею можно осуществлять различного рода операции от символических идеологических до ментальных и предметных. В настоящей статье продолжена дискуссия относительно оценки территории как важнейшего признака жизнедеятельности людей. К предыдущему исследованию, в котором территория рассматривалась как месторазвитие, добавлено два новых: территория-товар и территория-символ. The vital activity of people on the planet is connected with the territory. No life was found outside the territory. The territory is the most important sign of human activity. But it is important not only from a purely economic point of view, but also psychologically; thinking itself presupposes, as one of its attributes, extension or spatiality, which is an expression of territoriality. Based on these mental features, the territory can act as a kind of irrational thing - a symbol. But as a symbol, the territory can act not only as a virtual object, but also as an objective one. Therefore, it is possible to carry out various kinds of operations with it, from symbolic ideological to mental and objective ones. This article continues the discussion regarding the assessment of the territory as the most important sign of people's vital activity. To the previous study, in which the territory was considered as a place of development, two new ones were added: the territory-commodity and the territory-symbol.

The relevance of the research proposed in the article is determined by the fact that the reproduction of human capital determines the regional specifics of socio-demographic security. The purpose of the proposed article is to analyze the basic mechanism of crisis reproduction of the population of a typical border region of Russia, to identify the problems of institutionalization in the management of the regional security system. The factors and conditions of mutual determination of the processes of fertility and mortality by the social conditions of the population's existence in the regional society are analyzed. The approach of multivariate analysis of the research data is used, taking into account demographic, socio-psychological indicators. The results of an empirical verification of the concept of integrative social vulnerability are presented. Regional trends of a reduced level of population reproduction in the Altai Territory are described. It is concluded that the results of a comprehensive study of the economic, institutional, social, behavioral features of population reproduction allow not only to identify current trends, but also to suggest ways to optimize them.

Based on the concluded study, the authors demonstrate that international law recognizes the unconditional responsibility of the power occupying or exercising effective (overall, general, de facto) control over the territory for the human rights of its population, and in particular the civilian population as protected persons. Such liability exists independently of the personal liability of the representatives (agents) of that State. In this case, the state, which exercises control over the territory, is automatically responsible for any actions of organizations under its control. At the same time, it is quite difficult to determine the share of responsibility of a sovereign state for the implementation of human rights on a territory over which that state does not exercise control. The legislation of Ukraine imposes responsibility for the protection and violations of human rights in the ORDLO on Russia under both international humanitarian law and international human rights law. International humanitarian law imposes on the occupying state the obligation to ensure all the minimum humanitarian needs of the population, its basic rights related to the preservation of life, health and dignity (with special emphasis on the rights of women and children), private property, effective protection of these rights and protection from any unlawful violence, preservation of the infrastructure of the territory. The occupying State cannot be absolved of responsibility for serious human rights violations, including war crimes and crimes against humanity. Decisions of international courts unequivocally extend these obligations, as well as obligations under international human rights law, to all forms of illegal control of the territory of another state. At the same time, the Constitution and legislation of Ukraine do not provide for the refusal of the state to ensure and protect human rights on its territory, even in conditions of state of emergency or war. Ukraine ensures the realization of the rights of the ORDLO population on the territory of other regions of Ukraine. Ukraine also protect and restore human rights in the territory of the ORDLO with the means provided by international law.

The article identifies the need for a theoretical and methodological substantiation of the principles for determining and disclosing the main components of the human potential of a territory. It is proved that the further development of mankind attracts to social production and implements all new human qualities, which are reflected in economic science. Differences between terms that are close to the category of “human potential” are defined: “labor force”, “labor resources”, “labor potential”, “human factor”, and “human capital”. The content analysis of the concept of «human potential» at different levels: individual (personal), micro (business entity) and the macro level. Based on the results of the analysis, the provisions are formed that constitute the quintessence of the scientific concept of the essence of the category “human potential of the territory”: it characterizes a new level in human development; more voluminous and multi-element category; category of behavioral economics; inert characteristic of the territory; prone to wear; lost due to variability of conditions and the like. The process of the formation and development of the human potential of the territory is modeled and its transformational transformations are determined. This has been in part guided by international initiatives, such as the United Nations Guiding Principles on Business and Human Rights, as well as guidance and regulations from states. Although these measures recognize risks associated with conflict-affected areas, contexts of occupation present unique concerns. These issues become even more complex when states send mixed messages to businesses. This is most evident when examining the discourse on and regulation of business operations linked to Israel’s prolonged occupation of Palestinian territory, especially those with operations and relationships related to ‘security’. This article seeks to highlight the frequent disregard of human rights responsibilities and obligations by states and businesses related to the occupied Palestinian territory and population, which has created a gap in accountability that civil society has attempted to address.

Abstract Human metapneumovirus (HMPV) is a leading cause of lower respiratory tract infection in pediatric and immunocompromised populations. Clearance of respiratory viruses including HMPV relies primarily on the destruction of infected cells by cytotoxic CD8+ T cells. However, signals provided by CD4+ helper T cells significantly impact the magnitude and effectiveness of CD8+ T cells. Using a mouse model of acute infection, we performed an in-depth analysis of CD4+ helper T cells in the immune response to HMPV. We identified and validated an immunodominant CD4+ T cell epitope in C57BL/6 mice and constructed the first MHC-II tetramer for HMPV. Kinetic analysis showed that the percentage of CD44+tetramer+ cells in the lung peaked at day 10 post-infection. Ex vivo peptide stimulation of pulmonary T cells revealed that most virus-specific CD4+ T cells produced IFNγ, followed by a small but consistent population of IL-17a producing cells. To determine the contribution of CD4+ T cells in the primary immune response to HMPV, CD4+ T cells were antibody-depleted prior to infection. Depletion of CD4+ T cells exacerbated infection-induced CD8+ T cell impairment, led to enhanced PD-1 expression on virus-specific CD8+ T cells, and delayed viral clearance. Next, global PD-1−/− mice were infected with HMPV to further explore the role of PD-1. Both CD4+ and CD8+ T cells displayed improved functionality in HMPV-infected PD-1−/− mice, suggesting that PD-1-mediated impairment following respiratory virus infection affects CD4+ as well as CD8+ T cells. Further characterization of virus-specific CD4+ helper T cells, their regulation by PD-1, and their role in CD8+ T cell impairment will provide new insights that aid in the design of effective vaccines against HMPV.

In transnational history of traffic, transport, and mobility, historians have been arguing for studying organizations as “transnational system builders” in the establishment and modification of transnational infrastructure. Emphasis has been placed on examining human actors. Here, I argue that the role of material objects, the nonhuman actors, should also be taken into account by investigating how a particular map matters. The major research issue is, therefore: How can we understand and analyze how the Nazi regime put the map Deutschlandkarte displayed at the exhibition Die Strasse (Munich, 1934) into play? In addition, how did the map figure in transnational system building during and after the seventh International Road Congress arranged by the Permanent International Association of Road Congresses? Insights from transnational history in the fields of traffic, transport, and mobility as well as material cultural studies, critical mapping, and actor-network theory inform this article.

The article presents the results of the analysis of the impact of new technologies and human capital on the contribution of new technological modes in the economy of the Siberian Federal District. Econometric estimates of the impact of new technologies and human capital on the contribution of new technological modes in per capita GRP in the Siberian Federal District`s regions of the Russian Federation were obtained. Elasticity coefficients of the contribution of new modes in per capita GRP due to new technologies evaluated with the capital labor ratio with fixed assets and the use of human capital evaluated with the share of employees having higher education were estimated. The use of new technologies is the most effective in Irkutsk region, Tomsk region, Novosibirsk region, Omsk region and Krasnoyarsk territory. The use of new technologies is inefficient in Trans-Baikal territory, Republic of Buryatia and Republic of Altai. The use of human capital is the most effective in Tomsk region, Irkutsk region and Krasnoyarsk territory. The use of human capital is inefficient in Republic of Buryatia, Republic of Tuva, Republic of Altai, Altai Territory and Trans-Baikal territory. The value of elasticity coefficients determines the necessity of increasing investments in the region either in fixed assets or to increase the share of employees having higher education.

Abstract Colombia’s peace jurisdiction has formally accredited the territories of indigenous and Black communities as victims of the armed conflict. But what does it mean for a territory to be treated not as the stage on which a conflict unfolds, but as its victim? The concept of territory-as-victim seeks to give a legal expression to the notion that it is not just human lives that are upended by armed conflict, but also relations with non-humans, including ‘earth beings’ such as rivers and mountains, and the spiritual world. Further, it is a tool through which indigenous peoples and Black Colombians gain greater control over their land. Transitional justice scholars and practitioners are just beginning to consider what the push to recognize non-humans in law could mean for a field that has its origins in the human rights movement. This article contributes to the debate, showing how Colombia’s peace process is transforming territory from an object to a legal subject that suffers harm and is in need of repair.

De todos los elementos del territorio que sirvieron para ambos casos, el agua adquirió un especial protagonismo. Madrid, objeto de análisis que cerrará este trabajo, es uno de los ejemplos más claros de ese papel del agua en la construcción de una identidad. Our knowledge of human past remains incomplete without an understanding of the territory. Land has always been essential for human life. This article aims at broadening this knowledge by analyzing the role of territory in the construction of collective identity at two key moments: in the creation of toponyms and in the building up of an image of pride and reputation, in this case, during the Middle Ages. Among all the territorial elements present in both processes, water had a special prominence. Madrid, the closing chapter of this piece of research, is one of the most clear examples of the importance of water in identity development.

Purpose Recent literature on the implications of applying service-dominant (S-D) logic to conceptualise value-creation processes views territory only as an operand resource (a resource upon which an act is performed). This study aims to show that territory is both an operand and operant resource (a resource that acts on other resources) and to examine how this conceptualisation may extend knowledge about co-creation processes between a firm and its territory. Design/methodology/approach The study develops a conceptual contribution, drawing on previous research and combining managerial thinking with architectural–urban planning thinking, using illustrative examples. Findings This study shows that the territory actively participates in value co-creation through interactions with other actors (e.g. firms, inhabitants and tourists). The territory is not only an output of human actions but also a process through which its essence and traits emerge over time. It can infinitely inspire firms with ideas, provided they are able to listen to it and recognise its value co-creator nature. Research limitations/implications Contrary to the traditional firm location theory, this study highlights that a territory’s attractiveness is related to its potential, active contribution to value co-creation. The study’s arguments provide a contribution to the current debate about territorial servitisation but should be refined through empirical analyses. Practical implications The paper provides suggestions on platform-designing methods – supported by technologies – to enable the territory to engage in value co-creation. Originality/value While some studies have applied the S-D logic to territories, this study is the first to recognise that the territory has an active role in value co-creation.

Landslides can provoke lifeline’s performance malfunction, injuries or fatalities and may diminish accessibility to critical facilities and surrounding properties. The scope of this research is to describe and to identify the triggering factors for three landslides along the road from Drosopigi village to the top of Vitsi Mountain at Florina territory using all the available data. Several information were collected for this area, such as the annual rate of the rainfall/ snowfall, the rainfall intensity/day, the seismicity, the geomorphology, the geology, the lithology and the hydrologic conditions. Moreover, in-situ investigations of the landslides, geotechnical and laboratory tests were carried out in three geotechnical boreholes to indentify the soil formations nearby the landslides. Taking into account that the landslides are located 18km, 22km and 25km,away from the epicenters of two historical earthquakes with magnitudes Mw= 6.0 και 6.5 and also that last winter heavy rainfalls/snowfalls were observed in the area with very low temperatures (-15OC), slope’s failure may have been triggered by an earthquake, by snowfalls/rainfalls or by human activities?

Human dirofilariasis is a vector-borne helminth disease caused by two species of Dirofilaria: D. repens and D. immitis. The vectors of the helminth are mosquitoes in the family Culicidae. The definitive hosts of Dirofilaria are dogs and, to a lesser extent, cats. Humans are accidental hosts. Dirofilariasis has been reported in the territory of Russia since 1915. Sporadic cases of the disease have been reported occasionally, but the number of cases showed a distinct increasing trend in the late 1980s–early 1990s, when the number of cases reached several hundred in the southern territories of Russia, with geographic coordinates of 43° N–45° N. A comparison of the timing of the global trend of climate warming during the 1990s with the temporal pattern of the incidence of dirofilariasis in the territory of Russia indicated a close association between the two phenomena. At present, the northern range of Dirofilaria includes latitudes higher than 58° in both the European and Asian parts of the country. The phenomenon of climate warming in the territory of Russia has shaped the contemporary epidemiology of the disease. The emerging public health problem of dirofilariasis in Russia warrants the establishment of a comprehensive epidemiological monitoring system.

The author describes the institutional model of project management in the Russian Federation, which includes two interconnected sets of institutional mechanisms (strategic design and project management) at the national and regional levels. The empirical methods of the study were a traditional analysis of documents and an expert survey of representatives of regional and departmental project offices of the Krasnodar Territory), experts in project management. Two waves of expert interviews were conducted (2019 and 2021), within the framework of which 40 experts were interviewed. According to the results of the study, a set of resources (personnel, political-administrative, socio-economic, communication-network) for the development of the project management system in the state authorities of the Krasnodar Territory was determined, as well as problems in the formation of personnel resources were identified and described. In modern realities, the personnel resource for the development of the institutional model of project activity is key in the public sector of the Krasnodar Territory. In this regard, a set of competencies is defined that are necessary for the successful implementation of projects in state authorities; here are described technologies of development of project competences of state civil servants (educational, network, psychological, technologies of social elevators) implementing the project activity; practical recommendations for improving project management in the state authorities of the Krasnodar Territory have been developed, based on work with project teams. The set of problems and factors identified and formulated by the author that affect the effectiveness of the implementation of project management in the Krasnodar Territory, as well as reasonable resources and technologies for the development of project competencies of state civil servants, can be used in the design of effective institutional mechanisms for the further development of project activities in the public administration of the Krasnodar Territory.

AbstractThis article examines the issue of when a State can be considered not to exercise jurisdiction under Article 1 of the European Convention on Human Rights in parts of its own territory. The starting point is that the notion of jurisdiction in the Convention is primarily territorial, and that a State is presumed to exercise jurisdiction throughout the entire territory. The presumption can be rebutted in exceptional circumstances. The author argues that this can happen only if the State is prevented from exercising authority and control in parts of the territory, and that the lack of authority and control must be caused by the influence of another State. Even if the State is considered to be in this position, the State retains a "reduced jurisdiction", and is under a positive obligation to take measures to protect the human rights of the population. The article examines the issue with particular reference to the Assanidze and Ilaşcu cases from the European Court of Human Rights, and illustrates the issue by reviewing briefly the current situation in four regions in the Caucasus.

In this article highlights the problems caused by changes in the migration situation in Ukraine after the beginning of the full-scale invasion of Russia on the territory of Ukraine on February 24, 2022, as well as proposals for improving the system of countering human trafficking and improving the mechanism of bringing guilty persons to criminal responsibility. The article shows that the military actions on the territory of Ukraine led to the migration of people from the territory of Ukraine, first of all, to the territory of the European Union, and within the country, which caused a number of risks in the observance and provision of human rights. Refugees who have moved en masse from their places of life to the territories of other countries, potentially become victims of human trafficking, as they are forced to seek shelter in unfamiliar places, which are not always safe. At the same time, the tendency for people with selfish motives to take advantage of the plight of Ukrainians is increasing, which makes asylum seekers easy prey for criminals. The current state of the problem of human trafficking requires immediate changes to the regulatory and legal acts on combating human trafficking, which has already led to changes in domestic legislation, but requires even greater improvement in order to protect the rights of Ukrainian citizens. The effects of environmental exposure, broadly defined as any exposure from outside the body, on human health are unquestionably the most important determinants of public health. While important genetic determinants of disease exert their effects irrespective of exposure from outside the body, these do not contribute as much to the overall public health burden of disease as factors such as tobacco smoke, poor quality water, inadequate or contaminated food, occupational exposures to dusts and chemicals, motor vehicle accidents, interpersonal violence, air pollution, and other factors external to the body. In many cases, genetic predisposition and environmental exposures combined cause disease in an individual, so it may be impossible to separate out individual biological contributions from various external factors. Nevertheless, it is widely understood that public health concerns populations and communities, and that environmental determinants of health have been paramount throughout human history.
