Streszczenie:
This paper describes a real-time conditional human reliability model constructed to predict the likelihood of human performance metrics exceeding critical boundaries in a future time interval. The model is implemented by collecting real-time data from selected performance measures, modeling and forecasting these measures, and then converting the forecast results into reliability measures. To demonstrate the feasibility of the proposed model, a prototype software package has been developed and tested for a simple movement task.

Streszczenie:
Selection of a measure of effectiveness (MOE) (a mathematical function) and using that measure to evaluate performance demonstrations (or exercises, or experimental trials) without first testing the measure, typically results in a disagreement between two ways of assigning effectiveness scores to each performance demonstration. The two ways of assigning effectiveness scores to each performance demonstration are: effectiveness scores assigned directly by the investigator and effectiveness scores assigned by the MOE selected by the investigator. The disagreement often exists even when comparing the rank ordering of the two sets of scored performance demonstrations. A disagreement between the two methods means that one method, possibly both, are not correct. The direct assignment of effectiveness scores to each performance demonstration constitutes a test of the MOE. In this paper, we argue that test is typically not conducted and if it were, the MOE (existing untested MOE's) would likely fail the test. We also argue that the investigator should not select an MOE but rather should have an authority (SME) score performance demonstrations and then synthesize an MOE that will pass the test. A method for synthesizing the MOE is presented.

Management of employees human performance in the Nuclear Industry is endemic to their safety when working. In the United Kingdom it has been a key focus since 2003. Employees were made aware through a detailed program of workshops, of the error prevention methods and how to apply them. The use of effective incident barriers became embedded in the safety culture. The methodology implemented was personal ownership, to enable self assessment of behaviors, attitudes and beliefs. When put in place, there are many specific barriers, which can reduce the chances of an error occurring. They come under the headings of organisational, procedural and physical barriers. All of these were used in some way and continue to be reinforced on a daily basis. Specific barriers are applied in specific situations. However, some general ones are also effective. In common use are the Take 2 or Take 5 Minutes, point of work risk assessments. Applying the human performance barrier Independent Verification (I.V.) would result in 'Take 3 and I.V.' This would independently double check the risk assessment. New ways of thinking are required to continuously improve and evolve. Results of the error reduction process included; reduced workload, increased plant reliability, efficiencies and productivity.

Streszczenie:
Performance assessments via institutionalized performance measures are a key part of the ongoing, global restructuring of corporate, industrial, government, and military ways of doing business. Corporations, recognizing that the “game” is played for keeps, are reorganizing to survive and prosper in the national and international environment. Often, this restructuring is not just adding new technology, although it typically takes advantage of new technology. Instead, this is a work environment change supporting effective work interactions. Led by the training and human resources personnel, employees learn to share goals, to communicate effectively and to help each other solve problems in order to function as an effective team. Results of these efforts are truly inspiring. Organizations such as Kodak, IBM, Ford, and others have turned things around, producing profitable units providing quality products and services, and having fun while doing it (Anfuso 1994). A key part of this turn-a-round is the common understanding of how performance is evaluated, a result achieved via instutionalized performance measures. A performance measure is a definition of how performance is to be assessed. The definition is always based on an individual's subjective preference of the worth of demonstrated performances or proposed activities. When the individual is an authority whose performance assessments significantly impact the performance of other individuals and the organization, then that individual's assessment concept demands attention. A performance measure, acceptable to that authority by virtue of it rating performances the same way the authority does, can systematize the assessment process by communicating what data are to be collected and how those data are to be processed to determine the performance rating. Extracting information from authorities for building performance measures does not require advances in computer technology or mathematics. Instead, it requires creating an environment in which the authority can interact with a facilitator to consider alternative workplace outcomes and can provide ratings of the desirability of each outcome. To demonstrate this interaction as a human factors problem, this paper describes the environments necessary to extract the definitions of good performance from authorities. These definitions are the basis for building the equivalent performance measures.

Streszczenie:
This article focuses on human skill understanding in the context of surgical assessment and training which has enormous and immediate application potential to enhance healthcare delivery. Surgical procedural performance involves interplay of a highly dynamic system of inter-coupled perceptual, sensory, and cognitive components. Computer-Integrated Surgery systems are a quintessential part of modern surgical workflow owing to developments in miniaturization, sensors and computation. Robotic Minimally Invasive Surgery, and the engendered computer-integration, offers unique opportunities for quantitative computer-based surgical-performance evaluation. The skill evaluation metrics as discussed need a variety of sensory data that limits the application to very specific robotic devices. The ability to couple quantitative, validated and stable metrics for surgical performance would lead to improvements in assessment and subsequently, training methods. Cognitive assessment can now be extended to also include sensorimotor assessment, with capacity to monitor and track skill across time.

Streszczenie:
In this age of safety awareness, technological emergencies still happen, occasionally with catastrophic results. Often human intervention is the only way of averting disaster. Ensuring that the chosen emergency managers are competent requires a combination of training and assessment. However, assessment currently relies on expert judgement of behaviour as opposed to its impact on outcome, therefore it would be difficult to incorporate such data into formal Quantitative Risk Assessments (QRA). Although there is, as yet, no suitable alternative to expert judgement, there is a need for methods of quantifying the impact of emergency management on risk reduction in accident and incidents. The Task Performance Resource Constraint (TPRC) model is capable of representing the critical factors. It calculates probability of task success with respect to time based on uncertainties associated with the task and resource variables. The results can then be used to assess the management performance based on the physical outcome in the emergency, thereby providing a measure of the impact of emergency management on risk with a high degree of objectivity. Data obtained from training exercises for offshore and onshore emergency management were measured and successfully used with the TPRC model. The resulting probability of success functions also demonstrated a high level of external validity when used with improvements in emergency management or design changes or real data from the Piper Alpha disaster. It also appeared to have more external validity than other HRQ/QRA techniques as it uses physical data that are a greater influence on outcome than psychological changes - though this could be because the current HRA/QRA techniques view human unreliability as probability of error rather than probability of failure. The simulation data were also used to build up distributions of timings for simple emergency management tasks. Using additional theoretical data, this demonstrated the model's potential for assessing the probability of successf or novel situations and future designs.

Recent developments in portable sensor technology are bringing human movement measurement devices to everyday activities. These sensors provide end users and biomechanists with unprecedented amount of data. Besides, they allow novel technologies in intelligent prosthesis and human-machine interaction systems to emerge. However, there is a lack of techniques to automatically extract indirect measurements - such as movement duration, amplitude or motor coordination - from these data. Indirect measures are necessary for recognition, assessment and analysis of human movement, and are usually extracted manually through visual inspection by a biomechanist. This thesis proposes a novel framework for automatic human movement assessment that executes segmentation and motor performance parameter extraction (i.e. indirect measurements) in time-series of measurements from a sequence of human movements. We use the elements of a Switching Linear Dynamic System model as building blocks to translate formal definitions and procedures from traditional human movement analysis. Our approach provides a method for users with no expertise in signal processing to create models for movements using labeled dataset and later employ it for automatic assessment. We validated our framework on preliminary tests involving six healthy adult subjects that executed common movements in functional tests and rehabilitation exercise sessions, such as sit-to-stand and lateral elevation of the arms, and five elderly subjects, two of which with limited mobility, that executed the sit- to-stand movement. The proposed method worked on random motion sequences for the dual purpose of movement segmentation (accuracy of 72-100%) and motor performance assessment (mean error of 0- 12%).

Streszczenie:
L'homme reste l'un des éléments essentiels des opérations de transport modernes. Les méthodes d'analyse de la fiabilité humaine (HRA) fournissent une approche multidisciplinaire pour évaluer l'interaction entre les humains et le système. Cette thèse propose une nouvelle méthodologie HRA appelée PRELUDE (Performance shaping factor based human REliability assessment using vaLUation-baseD systems).
Humans are and remain one of the critical constituents of modern transport operations. Human Reliability Analysis (HRA) methods provide a multi-disciplinary approach: systems engineering and cognitive science methods to evaluate the interaction between humans and the system. This thesis proposes a novel HRA methodology acronymed PRELUDE (Performance shaping factor based human REliability assessment using vaLUation-baseD systEms). Performance shaping factors (PSFs) are used to characterize a dangerous operational context. The proposed framework of Valuation-based System (VBS) and belief functions theory (BFT) uses mathematical rules to formalize the use of expert data and construction of a human reliability model capable of representing all kinds of uncertainty. PRELUDE is able to predict the human error probability given a context, and also provide a formal feedback to reduce the said probability. The second part of this work demonstrates the feasibility of PRELUDE with empirical data from simulators. A protocol to obtain data, a transformation and data analysis method is presented. An experimental simulator campaign is carried out to illustrate the proposition. Thus, PRELUDE is able to integrate data from multiple sources (empirical and expert) and types (objective and subjective). This thesis, hence address the problem of human error analysis, taking into account the evolution of the HRA domain over the years by proposing a novel HRA methodology. It also keeps the rail industry’s usability in mind, providing a quantitative results which can easily be integrated with traditional risk analyses. In an increasingly complex and demanding world, PRELUDE will provide rail operators and regulatory authorities a method to ensure human interaction-related risk is understood and managed appropriately in its context

Streszczenie:
This research examines the introduction of e-performance assessment systems in governmental organizations in the United Arab Emirates. The research also examines the influence of cultural forces in accepting the implementation of technology systems that deal with assessment and evaluation of government employees to facilitate the transitional process from manual to e-performance assessment. The methodology used in this research can be described as follows: first a descriptive method to explain the main management theories underlying employee e-performance, followed by an illustration of the concept of electronic tools, based on what has been written in the relevant literature, then conducting a pilot study. A pilot study was made to reduce uncertainty in survey questions, increase clarity, enhance questionnaire validity, and expand on factors that might affect data analysis, improve research design, and confirm the feasibility of this research study. The conceptual model of this study is determined on the based of literature analysis, the pilot study, and the empirical collection of data. A model for a performance appraisal assessment system is proposed, which shows a statistical significance between performance management, e-performance management, performance assessment, e-performance assessment, and performance standards with both perceived usefulness and perceived ease of use. This study finds that there are numerous factors shapes ethics and norms at the workplace. This study suggests that the United Arab Emirates enjoys highly structured governmental organizations. This primarily results from the naturally inherited characteristics of being a high-context society. The major findings of this research aim to contribute to available literature, as there is currently a distinct shortage of relevant academic work targeting the issue of governmental e-performance systems. Similarly no papers concerning e-performance in a UAE context actually existed prior to this investigation. Therefore, much of the available literature was found to be only semi-relevant.

Florida's United States History End-of-Course (EOC) Assessment performance outcomes are scheduled to impact student course grades, educator evaluation scores, and school grades. A professional learning plan to improve teaching and learning in support of student achievement on the Assessment does not exist. Neither Florida Statute nor the Florida Department of Education (FDOE) facilitate or fund professional learning in support of these influences. This dissertation in practice proposes the use of the U.S. History EOC Assessment Professional Learning Series to build educator capacity in support of student achievement on the Assessment. Implementation of professional learning could address the disparity between the legislated Assessment and its potential impacts. Tyler's (1949) curriculum development rationale and Shulman's (1986) notion of pedagogical content knowledge provided a conceptual framework for the proposed professional learning. Professional learning experiences were designed to include (1) an assessment simulation, (2) a correlation of simulated assessment items to item specifications, (3) a test item writing practicum, and (4) model lessons. The series was designed to support pedagogical content knowledge growth in planning, teaching, and assessing United States History; and improve instructional and professional efficacy. The ultimate purpose of the series is to improve teaching and learning to support student achievement on U.S. History EOC Assessment.

Streszczenie:
PRCI commissioned this project (NDE-2-7) to further investigate the effects of human performance factors on Non-Destructive Evaluation (NDE) performance for conducting Magnetic Particle Inspections (MPI) and Ultrasonic Thickness Testing (UT) on pipeline components. MPI and UT techniques were targeted for this research project because they are among the most well understood and utilized NDE technologies for in-service oil and gas pipeline assessments. This project was conducted in parallel with another PRCI NDE-2-7 project (PR-580-163710), which focused on evaluating the impacts of training program quality on NDE human performance. This NDE-2-7 project evaluated human performance factors by conducting a round-robin type study, where service providers were asked to conduct MPI and UT examinations on blind samples with known defects. The project consisted of initially conducting an inventory of pipeline samples that had been removed from service and were available at PRCI's Technology Development Center (TDC). Based on this inventory, samples with degradation typical to what may be observed and inspected in the field were selected for use in the round-robin study. Baseline NDE was performed on all of the samples to establish and quantify the levels of degradation present. A detailed test plan was then developed to outline the human performance factors that would be evaluated during the round-robin study, including how these parameters would be assessed and documented. All of the round-robin participants were proctored, and the identified human performance factors were assessed during the round-robin testing. The human performance factors were than compared with the accuracy of the NDE results, to draw conclusions on the impact of the human factors on the NDE performance.

Streszczenie:
Truck platoons have many benefits over traditional truck mobility. Truck platoons have the potential to improve safety and reduce fuel consumption between 5% and 15%, based on platoon configuration. In Illinois, trucks carry more than 50% of freight tonnage and constitute 25% of the traffic on interstates. Therefore, expected fuel savings would be significant for trucks. Deployment of truck platoons within interstate highways may have a direct effect on flexible pavement performance, as the time between consecutive axle loads (i.e., resting time) is expected to decrease significantly. Moreover, platoons could potentially accelerate pavement damage accumulation due to trucks’ channelized position, decreasing pavement service life and increasing maintenance and rehabilitation costs. The main objective of this project was to quantify the effects of truck platoons on pavements and to provide guidelines to control corresponding potential pavement damage. Finite-element models were utilized to quantify the impact of rest period on pavement damage. Recovered and accumulated strains were predicted by fitting exponential functions to the calculated strain profiles. The results suggested that strain accumulation was negligible at a truck spacing greater that 10 ft. A new methodology to control pavement damage due to truck platoons was introduced. The method optimizes trucks’ lateral positions on the pavements, and an increase in pavement service life could be achieved if all platoons follow this optimization method. Life cycle assessment and life cycle cost analysis were conducted for fully autonomous, human-driven, and mixed-traffic regimes. For example, for an analysis period of 45 years, channelized truck platoons could save life cycle costs and environmental impacts by 28% and 21% compared with human-driven trucks, respectively. Furthermore, optimum truck platoon configuration could reduce life cycle costs and environmental impacts by 48% and 36%, respectively, compared with human-driven trucks. In contrast, channelized traffic could increase pavement roughness, increasing fuel consumption by 15%, even though platooning vehicles still benefit from reduction in air drag forces. Given that truck platoons are expected to be connected only in the first phase, no actions are required by the agency. However, in the second phase when truck platoons are also expected to be autonomous, a protocol for driving trends should be established per the recommendation of this study.
