Streszczenie:
The present work explores improvements in group decision-making. It begins with a practical example using state-of-the-art techniques for a complex, high-risk decision. We show how these techniques can reveal a better alternative. Although we created an improved decision process, decision-makers were apt to protect their own organizations instead of the project. This tendency was reduced over the course of the decision-making process but inspired the first conceptual component of this work. The first concept describes the “Cost of Conflict” that can arise in a group decision, using game theory to represent the non-cooperative approach and comparing the outcome to the cooperative approach. We demonstrate that it is possible for the group to settle on a non-Paretto Nash equilibrium. The sensitivity of the decision-maker weights is revealed which led to the second conceptual portion of this work. The second concept applies social network theory to study the influence between decision-makers in a group decision. By examining the number and strength of connections between decision-makers, we build from intrinsically derived weights to extrinsically derived weights by adding the network influences from other decision-makers. The two conceptual approaches provide a descriptive view of non-cooperative decisions where decision-makers still influence each other. These concepts suggest a prescriptive approach to achieving a higher group utility.

Streszczenie:
This thesis explores different group decision making methods using the Analytical Hierarchical Process (AHP) applied to the multi-criteria decision making problem of selecting a preferred "site" and develops a support system for group decision making. The group members consider sites to have alternative and often conflicting uses. It is imperative for decision makers in the responsible group to have an appropriate combination of tools, computer software and decisions support systems in order to make the most preferred decisions as a group despite potential inherent conflict among members of the decision making group. To support this idea and facilitate decision making, alternative group multi-criteria decision making (MCDM) evaluation techniques are examined. These include; AHP, Weighted Sum Method (WSM), Weighted Product Method (WPM), AHP Combined Method, Group Evaluation Method, Fuzzy AHP, Fuzzy AHP Combined, and Fuzzy AHP Group. A web-based comparison framework is developed as a prototype to facilitate model use. These methods are applied to the evaluation of coastal zone sites for alternate marine use including aquaculture or fish farming. Aquaculture is one of the fastest growing activities among coastal nations. At the same time, companies, researchers, and coastal communities are seeking assistance in identifying appropriate coastal zone sites for commercial fishing and aquaculture activities, habitat reserves, and marine recreation. The aquaculture case study evaluates four possible fish sites in the Grand Marian Island area of Atlantic Canada.

Streszczenie:
The basic problem of decision making is to choose the best alternative from a set of competing alternatives that are evaluated under conflicting criteria. In general, the process is to evaluate decision elements by quantifying the subjective judgments. The Analytic Hierarchy Process (AHP) provides us with a comprehensive framework for solving such problems. As pointed out by Saaty, AHP "enables us to cope with the intuitive, the rational, and the irrational, all at the same time, when we make multicriteria and multiactor decisions". Furthermore, in most organizations decisions are made collectively, regardless of whether the organization is public or private. It is sometimes difficult to achieve consensus among group members, or for all members of a group to meet. The purpose of this dissertation was two-fold: First, we developed a new aggregation method - Minimum Distance Method (MDM) - to support group decision process and to help the decision makers achieve consensus under the framework of AHP. Second, we evaluated the performance of aggregation methods by using accuracy and group disagreement criteria. The evaluations were performed through simulation and empirical tests. MDM • employs the general distance concept, which is very appealing to the compromise nature of a group decision making. • preserves all of the characteristics of the functional equations approach proposed by Aczel and Saaty. • is based on a goal programming model, which is easy to solve by using a commercial software such as LINDO. • provides the weighted membership capability for participants. • allows for sensitivity analysis to investigate the effect of importance levels of decision makers in the group. The conclusions include the following: • Simulation and empirical tests show that the two most important factors in the aggregation of pairwise comparison judgments are the probability distribution of error terms and the aggregation method. • Selection of the appropriate aggregation method can result in significant improvements in decision quality. • The MDM outperforms the other aggregation methods when the pairwise comparison judgments have large variances. • Some of the prioritization methods, such as EV[AA'], EV[A'A], arithmetic and geometric mean of EV[AA'] and EV[A'A], can be dropped from consideration due to their poor performance

Streszczenie:
The effectiveness of selected computer-generated graphics display variables was examined in a mixed-factors factorial experiment using thirty-two subjects. All subjects performed four different graph reading tasks consisting of point-reading, point-comparison, trendreading, and trend-comparison. In each task, line, point, bar, and three-dimensional bar graphs were investigated under two levels of task complexity, and two levels of coding (color and black-and-white). The effects of these independent variables on measures of task performance errors, time to complete the task, subjective mental workload, and preference ratings were obtained in real-time by a microcomputer control program. Separate MANOVA analyses of these measures for each task indicated significant effects of graph-type for the point—reading task, main effects of complexity and coding for all tasks, and a graph-by—coding interaction for the point-reading, point-comparison, and trend-reading tasks. Subsequent ANOVA analyses showed significance for these effects across several of the dependent measures which are specified in the thesis. Recommendations are made for selecting the most effective graph and coding combinations for the particular types of graph-interpretation tasks and complexity levels encountered.

To assist the managers of organizations in their decision making, the use of methods to support the decision are used since the last century, from the 1950s, with a strong emphasis on economic issues, financial and operational details of the treatment plants sewage. Currently, the use of methods to consider issues relating to the environmental sustainability of wastewater treatment plants is a subject that has attracted attention, as shown in recent studies, although relatively scarce. However, the practice of most existing methods are based on multicriteria decision-maker as an individual instead of a group and the wide difference between the behavior of an individual and a group is neglected. In this new approach, solutions to resolve the conflicts that inevitably arise from the need to meet the various criteria of the parties involved must be proposed. For these cases, game theory is admittedly an approach that allows the resolution of conflicts through the evaluation of different scenarios with different alternatives. With this research we sought to develop a measurement methodology based on indicators of sustainability in conjunction with game theory and Nash equilibrium, that is one of tools to support the choice of system of sewage treatment for a particular municipality . For the proposed new methodology, sustainability indicators were selected to be used as criteria in the evaluation of alternative system of sewage treatment and weight vectors for the criteria were defined as profiles of players. From this, we choose a function of reward and an example was generated from the definition of the game and its players, the software Gambit was used to find the Nash equilibrium of the game. The proposed methodology allows us to treat the process of choosing ETE as a selection process in group, rather than an individual choice, and aims to deconstruct the paradigm of the quest for efficiency based on criteria formed the duo in the technical and economic choice of systems for wastewater treatment. Thus, applying the new method aims at providing means to see the same problem on different sides, and with the use of different criteria, could facilitate the process of decision making for the choice of alternative technical, economic, environmental and socially suitable.

The decision-making problem is often needed to be faced whatever for individuals or organizations. The scope of decision making extends in various fields. However, we have to consider a number of criteria or factors before making a decision. It is an important issue worth exploring how to correctly obtain the opinions of experts for the criteria and how to systematically make the best decisions through decision making methods. The first task of decision-making process is to obtain the opinions of experts for the criteria and quantify the opinions for following operations. According to past research literatures, there are three main ways to quantify the experts linguistic variables. The first one is to give the value of a single conversion directly corresponding to each linguistic variable. The second way is to transform all the linguistic variables to fuzzy numbers, such as trapezoidal fuzzy numbers and triangular fuzzy numbers, which are commonly used. The third way is to let the expert give a degree value between 0 and 1 directly to the criteria based on the concept of membership in fuzzy theory. In the past, experts usually adopt the single-choice method when they use the linguistic variable to express their opinions of criteria. It means that experts choose one item form all linguistic variables for expression. However, in real life, due to time pressure and lack of sufficient information with professional knowledge, it is unavoidable that experts can only provide uncertain linguistic information. Therefore, through giving experts the flexibility of evaluation, they can choose two items of linguistic variables by the multiple-choice method, with an interval range of uncertain linguistic variables to express their real thinking. Compared with single choice, the flexible approach reflects individual thinking more closely. On the other hand, providing flexible evaluation will results in too wide range of individual opinions of experts or too large differences between export opinions. In order to deal with the uncertain linguistic variables and to resolve the problem that the differences between expert opinions are too much, we will propose two expert decision making methods. We hope that the new methods can capture the opinions of exports better, integrate the opinions of all exports appropriately, and make more accurate decisions for decision makers.

In a plural democratic society, the macro phenomena and policies are formed by individual cognition and choices. Thus the field of decision-making and judgment analysis based on individual cognitions has become the major analytical method in the public affairs management. The citizenship view of the republicanism requires citizens to reach consensus. The group decision-making method is so helpful for reaching consensus and overcoming the limits of individual cognition that it’s necessary in forming public policies. By reviewing various group decision-making methods, the study found that there are at least Program Planning Method (PPM; Delbecq & Van de Ven, 1971), Policy Delphi (Turoff, 1970), Interactive Management(IM; Warfield & Cárdenas, 1994), and Social Judgment Theory(SJT; Hammond, 1965, 1996; Hammond et al., 1975, 1977, 1980) can be used to reach consensus in a plural society. Among them, the IM results have been proven effective for solving complicated problems and compliant with citizen participation spirit of a plural society ( Wang Min-shen & Chang Ning, 2002; Warfield & Cárdenas, 1994) . However, the accuracy of IM results can not be proven by the method and the weight between factors can not be identified, either. SJT can be used to analyze the assumption between decision criteria of different hierarchies and obtain the weights between different factors out of the same result so that SJT can examine the annotated graphics of IM. Besides, since SJT emphasizes cognitive feedback, it can facilitate reaching consensus by comparing various stakeholders’ judgment principles dissolving the cognitive conflicts. Thus the study applied theoretical SJT to examine the validity of IM results. I discussed SJT procedure in a collective, hierarchic and large-scaled way. The study also adopted classic experimental design to compare the cognitive changes of participants before and after the SJT procedure to explore the performance of SJT results of group decision-making in public affairs cases in terms of consistency, individual learning effect and satisfaction. The results of this study show that SJT procedure can be operated in a large-scaled way while consensus with high satisfaction will be reached. In addition, the theoretical validity of IM results on psychological cognition provides the reason why participants accepted the results. Talking about the changes of the participants’ cognition through SJT procedure, the participants using SJT have not improved their consistency, while the learning effect changes significantly towards group conclusion. In the subjective evaluations such as satisfaction, learning effect and caring degree, the participants who use SJT are better than those who don’t, but not better than those who use IM procedure. In terms of policy significance, though the covert consistency between the participants who use SJT has not been improved, their overt satisfaction towards the group conclusion is better than those who don’t. It shows that the conflict between participants has not disappeared yet, while they accept the consensus. Therefore, the way to wipe away the conflicts in a plural society is not to build up a single exclusive value, but to design a procedure allowing the stakeholders accept consensus.

Group decision making is an important research topic. In recent years, some group decision making methods based on fuzzy preference relations have been presented. Because there may be situations where some values in preference relations may be unknown or incomplete, some methods have been presented to estimate the unknown or incomplete values in incomplete fuzzy preference relations. In recent years, some group decision making methods based on incomplete fuzzy preference relations have been presented. In this thesis, we present two new methods for group decision making based on fuzzy preference relations and consistency matrices. In the first method of this thesis, we present a new method for group decision making using incomplete fuzzy preference relations based on the additive consistency and the order consistency with consistency degrees. In the second method of this thesis, we present a new method for group decision making using group recommendations based on interval fuzzy preference relations and consistency matrices. The two new methods presented in this thesis provide us with a useful way for dealing group decision making problems.

This research by the intuitionistic fuzzy concept, as well as the multi-attribute decision making related method and the procedure establishes a set of appraisal pattern. We apply a new measure of similarity to analyze the extent of agreement in a group of experts .And we can use synthesis performance and superiority sorting to express the fittest alternative. The proposed measure shows not only a pure distance between intuitionistic fuzzy set but also important to use similarity measures taking into account these additional parameters in a way introducing quality to the process of assessing similarity.

Fuzzy multiple attributes group decision making is an important research topic. In this dissertation, we present five new methods for fuzzy decision making and fuzzy multiple attributes group decision making based on interval type-2 fuzzy sets and likelihood-based comparison relations. In the first method of this dissertation, we present a new fuzzy decision making method based on likelihood-based comparison relations. First, we introduce the concepts of likelihood-based comparison relations for intervals. Then, we propose the concept of likelihood-based comparison relations for type-1 fuzzy sets and interval type-2 fuzzy sets. Then, we present a new method to rank fuzzy sets by using fuzzy targets based on the proposed likelihood-based comparison relations for fuzzy sets. Finally, we present a new fuzzy decision making method based on the proposed likelihood-based comparison relations for fuzzy sets and the proposed fuzzy ranking method. The proposed fuzzy decision making method has the advantage that the evaluated values can either be represented by crisp values, intervals, type-1 fuzzy sets or interval type-2 fuzzy sets. It can overcome the drawbacks of the existing methods due to the fact that the existing methods can not deal with the ranking of interval type-2 fuzzy sets for fuzzy decision making and can not distinguish the ranking order between the alternatives in some situations. In the second method of this dissertation, we present a new method for fuzzy multiple attributes group decision making based on the ranking values and the arithmetic operations of interval type-2 fuzzy sets. First, we present the arithmetic operations between interval type-2 fuzzy sets. Then, we present a new fuzzy ranking method to calculate the ranking values of interval type-2 fuzzy sets. We also make a comparison of the ranking values of the proposed method with the existing methods. Based on the proposed fuzzy ranking method and the proposed arithmetic operations between interval type-2 fuzzy sets, we present a new method to handle fuzzy multiple attributes group decision making problems. The proposed method provides us with a useful way to handle fuzzy multiple attributes group decision making problems in a more flexible and more intelligent manner due to the fact that it uses interval type-2 fuzzy sets rather than traditional type-1 fuzzy sets to represent the evaluating values and the weights of attributes. In the third method of this dissertation, we present a new interval type-2 TOPSIS method to handle fuzzy multiple attributes group decision making problems based on interval type-2 fuzzy sets. We present a new fuzzy ranking method to calculate the ranking values of interval type-2 fuzzy sets. We also use some examples to illustrate the fuzzy multiple attributes group decision making process of the proposed method. The proposed method provides us with a useful way to handle fuzzy multiple attributes group decision making problems in a more flexible and more intelligent manner due to the fact that it uses interval type-2 fuzzy sets rather than traditional type-2 fuzzy sets to represent the evaluating values and the weights of the attributes. In the fourth method of this dissertation, we present a new method for fuzzy multiple criteria hierarchical group decision making based on arithmetic operations and fuzzy preference relations of interval type-2 fuzzy sets. Because the time complexity of the proposed method is O(nk), where n is the number of criteria and k is the number of decision-makers, it is more efficient than the existing methods. Moreover, the proposed method can overcome the drawback of the existing method due to the fact that it can handle evaluating values represented by nonnormal interval type-2 fuzzy sets. The proposed method provides us with a useful way to handle fuzzy multiple criteria hierarchical group decision making problems. In the fifth method of this dissertation, we present a new method for interval linguistic labels aggregation and consensus measure for autocratic decision making using group recommendations based on the likelihood-based comparison relations of interval linguistic labels and the proposed Interval Linguistic Labels Ordered Weighted Average (ILLOWA) operator. First, we propose the concepts of likelihood-based comparison relations of interval linguistic labels. Then, propose the ILLOWA operator to aggregate interval linguistic labels. Based on the likelihood-based comparison relations of interval linguistic labels and the proposed ILLOWA operator, we propose a new method for interval linguistic labels aggregation and consensus measure for autocratic decision making using group recommendations. The proposed method can overcome the drawbacks of existing methods. It provides us with a useful way for interval linguistic labels aggregation and consensus measure for autocratic decision making using group recommendations.

In this thesis, we propose a new method for multiattribute group decision making based on interval type-2 fuzzy sets and propose a new method for multiattribute decision making based on interval-valued intuitionistic fuzzy values. The proposed first method deals with autocratic decision making using group recommendations based on interval type-2 fuzzy sets, enhanced Karnik-Mendel algorithms and the ordered weighted aggregation operator, where both the evaluating matrices and the weighting vectors of the attributes given by the decision makers are evaluated by linguistic terms represented by interval type-2 fuzzy sets. It automatically modifies the weights of the decision makers until the group consensus degree is larger than or equal to a predefined consensus threshold value. It can overcome the shortcomings of the existing methods and can provide us with a very useful way for autocratic decision making using group recommendations in interval type-2 fuzzy environments. The proposed second method deals with multiattibute decision making based on interval-valued intuitionistic fuzzy values and the non-linear programming methodology with the hyperbolic tangent function, where both the decision matrix and the weights of the attributes are represented by interval-valued intuitionistic fuzzy values. First, it constructs the transformed decision matrix of the decision matrix. Then, it constructs a non-linear programming model with the hyperbolic tangent function to get the optimal weights of the attributes. Then, it uses the interval-valued intuitionistic fuzzy weighted averaging operator to calculate the weighted evaluating interval-valued intuitionistic fuzzy values of the alternatives. Finally, it compares the obtained weighted evaluating interval-valued intuitionistic fuzzy values to obtain the preference order of the alternatives. It can overcome the drawbacks of the existing multiattibute decision making method.

Quality Function Deployment (QFD) is a well known method for enterprises to analyze the relationship between customer requirements (CRs) and design requirements (DRs), and there has been much research into it. In the processes of constructing the house of quality (HOQ) of QFD, there are several values and quality matrices that must be completed by experts, including the importance of customer requirements, relationship matrix and correlation matrix. In most of the research, the values and matrices are assumed to be known by authors or they only show the result of them. In practice, a group of experts or a team will fill in the values and matrices with crisp or fuzzy numbers, such as utility or linguistic variables; therefore, the process of filling in the values and matrices should be considered as a group decision-making (GDM) problem, and there may be some similarity between different experts'opinions. In the first section of this study, we will introduce a new clustering algorithm, which we modify the well known clustering algorithm, in which we modify the well known clustering algorithm, Fuzzy C-Means (FCM), in order to cluster experts’crisp or fuzzy opinions and make those in the same cluster have higher similarity. After this, we will aggregate the clusters into a consensus for further use. Second, we will use the new method to cluster and aggregate the experts’ opinions on the CR importance, relationship matrix and correlation matrix in order to construct the HOQ of QFD. Finally, we will use the relationship normalizing method and fuzzy number ranking method to find out the ranking of the importance of DRs.

Multiple attribute decision making and multiple attribute group decision making based on interval-valued intuitionistic fuzzy sets are important research topic. In this thesis, we propose a new multiple attribute decision making method based on the proposed interval-valued intuitionistic fuzzy geometric averaging operators. First, we propose the interval-valued intuitionistic fuzzy weighted geometric averaging (IVIFWGA) operator, the interval-valued intuitionistic fuzzy ordered weighted geometric averaging (IVIFOWGA) operator and the interval-valued intuitionistic fuzzy hybrid geometric averaging (IVIFHGA) operator based on the proposed multiplication operator between interval-valued intuitionistic fuzzy values and the proposed power operator of an interval-valued intuitionistic fuzzy value. Based on the proposed IVIFWGA operator, IVIFOWGA operator and the IVIFHGA operator, we also propose a new method for multiple attribute decision making. The experimental results show that the proposed multiple attribute decision making method can overcome the drawbacks of the existing multiple attribute decision making methods. It provides us with a useful way for multiple attribute decision making in interval-valued intuitionistic fuzzy environments. Moreover, we propose the interval-valued intuitionistic fuzzy weighted averaging (IVIFWA) operator, the interval-valued intuitionistic fuzzy ordered weighted averaging (IVIFOWA) operator and the interval-valued intuitionistic fuzzy hybrid averaging (IVIFHA) operator based on the proposed addition operator between interval-valued intuitionistic fuzzy values. Based on the proposed IVIFWA operator, IVIFOWA operator and the IVIFHA operator, we also propose a new method for multiple attribute group decision making. The experimental results show that the proposed multiple attribute group decision making method can overcome the drawbacks of the existing methods. It provides us with a useful way for multiple attribute group decision making in interval-valued intuitionistic fuzzy environments.

In recent years, some methods have been presented for dealing with group decision making problems. In this thesis, we present two new methods for autocratic decision making using group recommendations based on the order weighted averaging (OWA) operator and likelihood-based comparison relations. In the first method of this thesis, we present a new method for autocratic decision making using group recommendations based on the OWA operator, similarity measures and correlation coefficients. First, the proposed method aggregates linguistic terms and calculates preference values with respect to each expert. Then, it calculates the similarity degree between the aggregated preference values of the alternatives with respect to all experts and the preference values of the alternatives with respect to each expert, respectively. Then, it calculates the correlation coefficient between the preference order of the alternatives for all experts and the preference order of the alternatives for each expert, respectively, for changing the weights of experts until the group consensus degree is larger than or equal to a predefined consensus threshold. It provides us with a useful way for autocratic decision making using group recommendations based on the OWA operator, similarity measures and correlation coefficients. In the second method this thesis, we present a new method for autocratic decision making using group recommendations based on intervals of linguistic terms and likelihood-based comparison relations. Firstly, our method aggregates the interval linguistic preference matrices of each expert to construct a collective interval linguistic preference matrix. Then, based on the interval linguistic preference matrix of each expert and the constructed collective matrix, it uses likelihood-based comparison relations of interval linguistic terms to construct a preference matrix for each expert and to construct a collective preference matrix for all experts, respectively. Then, based on the constructed collective preference matrix for all experts, it calculates the score of each alternative. The larger the score, the better the preference order of the alternative. Then, based on the constructed collective preference matrix for all experts and the constructed preference matrix of each expert, it constructs a consensus matrix for each expert. Then, based on the constructed consensus matrix for each expert, it calculates the consensus degree for each expert. Then, based on the obtained consensus degree for each expert, it calculates the group consensus degree for all experts. If the group consensus degree is smaller than a predefined threshold value between zero and one, then it modifies some of the intervals of linguistic terms in the interval linguistic preference matrix of the expert whose consensus degree is smaller than the group consensus degree. The above process is performed repeatedly, until the group consensus degree for all experts is larger than or equal to the predefined consensus threshold value. It provides us with a useful way for autocratic decision making using group recommendations based on intervals of linguistic terms and likelihood-based comparison relations.

With the fast development of times, how to rapidly acquire many decision-makers’ opimions of different evaluation criteria is a very important task. There are many criteria usually related to decision-maker’s personal feelings. Hence, how to convey different decision-makers’ feeling and opinions in detail at the same time is another important issue. In the past, mant scholars used linguistic variables to transfer decision-maker’s opinions and weights. However, different linguistic variables transformation standards usually showed differences decision makers’ opinions and data. Moreover, many transformation standards were generalized fuzzy numbers rather than interval-valued fuzzy numbers (IVFN). Therefore, this study would use TOPSIS, which is easy to calculate and which inclue many decision-maker’ opinions and weights. And using linguistic variables of IVFN to transfer decision-maker’s opinions of criteria and weights, which can express decision-maker’s opinions more detail and then making the decision-making problems more easily to be solved. This research will first review literatures about TOPSIS method, fuzzy TOPSIS method and group decision-making. And new linguistic variables of IVFN relying on literatures of linguistic variables are presented as well. After various decision-makers’ opinions and weights are transferred based on linguistic variables of IVFN, the matrix would be further normalized. By considering the difference importance of each criterion, the researcher constructs the weighted normalized fuzzy decision matrix. According to the distance of IVFN, the researcher calculates the distance between alternatives and the ideal (also negative-ideal) solutions. Then, with using closeness coefficient, the value of each alternative is finally ranked. Finally, we use other linguistic variables of general fuzzy number to transfer into linguistic variables of IVFN, and discuss the result with Spearman correlation coefficient. This research combines and discussion about group decision making, Fuzzy TOPSIS method and IVFN, and using the linguistic variable to converse another linguistic variable of IVFN with five-point scale. Then, with using the Spearman correlation coefficient comparison between the ranks of the alternatives, so that decision-makers in the complex environment for decision-making judgments of data can be more detailed, and they can get closer to the answers.
