Quasi-governmental organizations are new types of organizations that perticipate in both the governmental and private sectors. They have emerged worldwide and served as government's policy-implementing tool, meeting higher social demands that neither government nor market players could handle appropriately in the past. As a result, the quasi-governmental organizations have taken an ever-larger role in our society. furthermore, they enjoy enhanced socio-economic status, and changes in economic and political environments require more of them in terms of both function and role. In other words, they have evolved through the process of adapting to changing environments and each structure's functional transformation, in order to maintain and expand their roles. In this study, we examine the current state of quasi-governmental organizations and their deployment process, and we consider various theoretical discussions on the changing characteristics of quasi-governmental organizations. We conclude with a theoretical discussion of the functional evolution of quasi-governmental organizations, which will provide the theoretical basis for further analysis of the deployment process of quasi-governmental organizations and the causes of changes to this process.

This study uses a sample of 530 Texas school districts to investigate the information relevance of governmental financial statements published under Governmental Accounting Standards Board Statement No. 34 (GASB No. 34). Specifically, we examine whether the new government-wide statements provide information relevant for assessing a government's default risk, and if this information is incremental to that provided by the governmental funds statements. GASB No. 34 requires governments to publish governmental funds statements prepared on a modified accrual basis, and government-wide statements prepared on an accrual basis. We find that GASB No. 34's Statement of Net Assets (similar to a corporation's balance sheet) provides information relevant for assessing default risk, and this information is incremental to that provided by the governmental funds statements. However, GASB No. 34's Statement of Activities (similar to a corporation's income statement) does not provide information relevant for assessing default risk. The accrual “earnings” measure is not more informative than the modified-accrual “earnings” measure. A government's modified accrual earnings measure can be thought of as a type of measure of changes in working capital. Therefore, our results are consistent with research on corporate entities that attributes the superiority of earnings over cash flows primarily to working capital accruals and not long-term accruals. For our sample of school districts, evidence suggests that total net assets from the government-wide Statement of Net Assets, along with a measure of modified-accrual “earnings” from the governmental funds statement, provide the best information for explaining default risk.

This report addresses the government's and non-governmental organizations' roles in resolving poverty issues. Several of the government's positions in poverty alleviation are classified according to fiscal, health, academic, technical, and social factors. Collaboration between non-governmental organizations and the government will result in community welfare. This is shown by the many empowerment initiatives undertaken by the private sector and government to solve the issue of poverty. For example, growing children's education by requiring them to attend school and increasing women's empowerment by promoting different aspects of education and empowerment, such as free schooling and others. Apart from the economic field, the government and non-governmental organizations offer training to allow citizens to be more innovative in their raw material production. Additionally, in the health field, it is important for NGOs to protect the community's health in order for them to live by delivering free medical care and so on.

Taking into account the three-sector general equilibrium perspective of the government, business, and household sectors and taking government public goods investment as intermediary; this article builds mathematical models of local governmental competition and three-sector consumption. It also theoretically analyzes the impacting path of local governmental competition, causing increased investment in public goods, thereby reducing consumption. At the same time, based on the model of China's provincial panel data from 1993 to 2015, the empirical analysis shows that a 1% increase in the level of competition among local governments will result in a corresponding decrease of 0.757% in total consumption, 0.348% in governmental competition, 0.340% in business consumption and 0.366% in household consumption. Local governmental competition leads to the government's tendency to invest in public goods and reduces the regional consumption, which especially damages the consumption capacity of the household sector.

ABSTRACT The Governmental Accounting Standards Board (GASB) has been actively engaged in the process of making improvements to the financial reporting model to provide more useful information to the users of the financial reports of governmental entities. The GASB proposed three recognition approaches to replace the current financial resources reporting model for governmental funds. The three approaches vary along a time dimension. The “near-term” model is the most similar to the current model with a specified reporting period of 60–90 days. A “short-term” model extends the transaction reporting to be the government's one-year operating cycle. Finally, a “long-term” model would report both current and noncurrent assets and liabilities for governmental funds. Urban rail transit is the construction project under the planning and huge investment of the government. How to effectively conduct investment regulation and control becomes the core question that the government departments are concerned about. In this paper, the relations among government, owner and contractor are studied and the static and dynamic game model is built for behaviors among each subject from the perspective of governmental investment regulation through game theory. Game analysis result shows: (1) the lower the governmental regulation cost the heavier the government's punishment for the owner due to its fail in due diligence and the more the owner's possibility of strict scrutiny; (2) the higher the owner's examination the less willing the owner to conduct narrow examination and the more contractor’s possibility to choose fraudulent conducts; (3) In case of higher income of owner and contractor under their collusion strategy and lower cost of governmental regulation, the owner and contractor can adopt collusion strategy while the government can adopt regulatory strategy. In case of lower income of owner and contractor under their collusion strategy and higher cost of governmental regulation, the owner and contractor should not adopt collusion strategy while the government should adopt regulatory strategy. The research result provides theoretical basis for the government to formulate relevant policies for investment regulation of urban rail transit project.

This research aimed to examine the challenges faced by Dingalan, Aurora's tourism sector due to the Covid-19 pandemic and evaluate the effectiveness of intervention programs offered by governmental and non-governmental organizations. The study focused on analyzing the respondents' socio-demographic profiles and utilized a descriptive research design, collecting data via questionnaires and interviews. The findings showed that the majority of respondents were aged 33-41, female, high school graduates, earned 5,000 to 8,000 PHP, single, and had families with 8-12 members. Souvenir making and vending were the primary income sources before and during the pandemic. Respondents strongly agreed that curfews, lockdowns, and age limits on travelers led to a decrease in tourist numbers. All respondents concurred that financial constraints severely impacted their income. The government's Social Amelioration Program, designed to support Filipinos during the pandemic, was highly appreciated by respondents, who agreed it provided significant financial assistance. However, they only slightly agreed that the government provided effective technical support. Respondents reported that non-governmental organizations did not offer financial or technical assistance. The study found that respondents considered the government's intervention programs moderately effective. Based on these findings, researchers recommended that the Local Government Unit offer long-term livelihood technical assistance to equip respondents with the necessary skills for sustainable economic stability. Additionally, they suggested revisiting and reviewing a comprehensive destination management plan to adapt to the current situation and the "new normal" of travel and tourism.

Governmental control over quasi-governmental organizations is essential in a democratic regime, but it causes monitoring costs for the government and bonding costs for quasigovernmental organizations. It is therefore important to clarify what drives governmental control and to determine how to minimize it. By extending the principal-agent theory to public organizations, this study identified the antecedents of governmental control and verified their impacts on this control empirically using the database of South Korea's public institutions (gonggong gigwan). The results demonstrated that goal conflict, task difficulty, public funding, and public attention made governmental control more stringent. It can be concluded that establishing congruent goals, sharing task information, and improving financial independence are necessary to minimize governmental control.

This paper is devoted to the analysis of the role of governmental and non-governmental mass media in the functioning of public relations. The actuality of this theme is due to the problem of the formation of civil society in the new democracies. The aim of this publication is functional comparison of governmental and non-governmental mass media, and coverage of their functions in the context of interaction between the state and civil society. The methodology of this study is based on a comparative analysis of the social functionality of governmental and non-governmental media. The authors distinguish the main differences between governmental and non-governmental media, which are the differences between their founders, forms of ownership, sources of funding, editorial control and the implementation of social functions. They note that governmental and non-governmental media perform the same social functions, the most important of which are informational, communication, adaptation, agitation, mobilization, integration, control. However, in governmental and non-governmental media, these functions have different connotations. Governmental media operate in the information space of the country from the standpoint of the state, while non-governmental ones operate from the standpoint of civil society. Instead, the activity of governmental media is aimed at civil society, and the activity of non-governmental media is aimed at the state. The main aim of governmental media activity is to form socio-political support for authorities. The most important tasks of the non-governmental media are to bring to the attention of the authorities the problems that concern civil society, to inform the government about the needs, interests and desires of citizens. The relationship between governmental and non-governmental media is determined by the nature of the political regime. The more democratic political regimes cause the greater role of non-governmental media in regulating of public relations. The novelty of this work is that its authors try not to oppose the functions of governmental and non-governmental media, as was the case in previous publications on this topic, but to show the specifics implementation by them of the same functions. The practical significance of the work is due to the fact that it opens a new direction in the study of the problem of interaction of the media with the state and civil society.

The transition to using management information systems (MIS) is one of the milestones of modern management transformation. several MIS uses emerged in light of crises, especially during the COVID-19 outbreak. This transition had a great impact on job performance. The current problem statement was the need to clarify the impact of MIS on staff performance and role in enhancing and developing governmental performance in the Palestinian territories. The study aims to show the impact of MIS on the Palestinian government's performance and work development. A descriptive approach was followed to explore published articles relevant to the historical development of governmental performance and the use of MIS. The study showed a significant impact of MIS on performance in general and staff performance in particular. Additionally, the study revealed an early governmental tendency to adopt MIS. Furthermore, the study described the stages of MIS development, which were preliminary and limited followed by a stage of expansion. Also, the study showed a positive MIS impact on job performance, especially during the COVID-19 outbreak. The study recommends continuous work on developing and integrating MIS among various ministries and upgrading databases and applications that enhance performance and facilitate people's lives.

Higher education in Flanders has seen some major changes in the 1990s. One of the key elements of the new higher education regulations was the quality assessment system. This exemplified best the government's policy of granting all institutions of higher education autonomy, making them responsible for their policies, while still keeping the quality of higher education somewhat under governmental control. In this article, we focus on the tension between the government's aim of improving and controlling the quality of higher education and universities ' concern for their autonomy. We describe the Flemish government's view on issues of quality in higher education and confront these with an account on the basis of case studies of how the quality assurance system was actually implemented in universities. We conclude that the model of the "market state" or the "evaluative state" is only realised partially in Flanders. The government is still interventionist when it comes to key policy issues

This paper aim to provides the overview of the state of research in the fields of governmental financial reporting in Indonesia over the period 2005-2015 and also explore avenue for future research. To achieve the aim, this paper reviews prior research on governmental financial reporting in Indonesia encompassing the research papers published in nine university journals, Accounting National Symposium (SNA), theses and dissertation from selected universities. A total of 28 studies were identified. Review based on the following three research question: 1) What topiks of interest to researchers, 2) what research methods are most often used, 3) what paradigm approach used by the researchers. By so doing the government's financial reporting research mapping may be obtained. The results of the analysis conducted in this paper reveals a paradigm approach undertaken in research. Moreover, the result show that, most topik of interest is disclosure area, archival and questionaire research method are still dominated. Furthermore, although there are variation related to topiks theories and research methods, a mainstream in governmental financial reporting research seems to exist. The institutional and social aspects of financial reporting are still relatively unexplored. This review suggests in order to conduct research with the diverse paradigm approaches. Each paradigm should complementary and cooperate not isolated. The literature review is limited to research papers published in Indonesian university, Indonesian postgraduates students research from overseas excluded. PurposeThis research seeks to explain how a national government becomes capable of constructing an account of its biodiversity performance that is aimed at enabling formulation of policy in pursuit of SDG 15: Life on Land.Design/methodology/approachThe research examines a case study of the construction of the UK government's annual biodiversity report. The case is analysed to explain the process of framing a space in which the SDG-15 challenge of halting biodiversity loss is rendered calculable, such that the government can see and understand its own performance in relation to this challenge.FindingsThe construction of UK government's annual biodiversity report relies upon data collected through non-governmental conservation efforts, statistical expertise of a small project group within the government and a governmental structure that drives ongoing evolution of the indicators as actors strive to make these useful for policy formulation.Originality/valueThe analysis problematises the SDG approach to accounting for sustainable development, whereby performance indicators have been centrally agreed and universally imposed upon all signatory governments. The analysis suggests that capacity-building efforts for national governments may need to be broader than that envisaged by the 2030 Agenda for Sustainable Development.

This study examines the effectiveness of the Public Accounts Committee (PAC) in Malaysia to enrich the understanding of its role in promoting governmental accountability. Through an extensive content analysis of the PAC reports spanning from 2019 to 2022 sourced from the Official Web of Parliament PAC, issues raised by the PAC were categorized into key improvement areas. Findings unveiled 104 flagged issues, with 68 addressed effectively, while 29 remained unresolved despite agreements for action and 7 lacking government response. The government's consideration of 97 out of 104 issues, reflecting a response rate exceeding 90%, underscored the PAC's pivotal role in fostering accountability. This study presents a comprehensive analysis of the prevailing issues identified in PAC reports and their current resolution status. It offers crucial insights for legislators to enhance the efficacy of their oversight procedures. Additionally, it provides empirical data on the impact of legislative oversight on governmental operations. The findings highlight the PAC's capacity to instigate positive reforms within government agencies, thereby enhancing transparency and promoting accountable governance. Future research should explore how the composition of the PAC committees influences issue resolution and government responses, while further investigations are recommended to evaluate the effects of the PAC recommendations on governmental practices.

Currently, independent auditors (rather than governmental auditors) are the primary suppliers of governmental audit services, despite the fact that many of them view governmental audits as “secondary” (AICPA 1987). Furthermore, nongovernmental auditors are believed to be less “independent” and more prone to lose sight of the programmatic demand to safeguard the public trust (Power 1997) than governmental auditors. To better understand the supply of governmental audit services, this study investigates independent audit firm partner opinions of governmental audits and their motivation to pursue these engagements. Multiple regression results of our data reveal that partners are more likely to pursue governmental audits if they believe that desirable intrinsic and extrinsic rewards are attainable through performing these audits. Furthermore, environmental risk factors—an active political climate and authoritative changes—reduce partner motivation to pursue governmental audits. It is suggested that environmental risk factors disrupt the comfortable principal/agent relationship of the auditor and auditee because the relationships have become decoupled (abstracted) from the audit's programmatic mission.

Local government and non-governmental organizations are two entities that share manyfeatures. The most important of them include: cooperation, development and mutualbenefit. Acting for the benefit of local communities throughout Poland is key to achievingsustainable civilization development. Therefore, cooperation between local governmentsand various non-governmental organizations, such as foundations and associations,is necessary. In all this, an important role is played primarily by civil society, i.e. onethat works actively for local communities, participating in various charitable campaigns,supporting those most in need, etc. When we talk about supporting individual entities,we should not forget about the Catholic Church in Poland. As a religious institution,the Catholic Church should be an advocate of undertaking various types of initiatives tohelp those most in need. The authority of the Catholic Church should be a guide for numerousnon-governmental organizations that work for local communities. The support provided by the Church to these institutions should not take an exclusively symbolicform, but also a real one, such as the activities of the "Caritas Polska" foundation.However, first of all, it is a big challenge in particular for the local governmentsthemselves, to ensure that their wise policy is guided by real support for foundationsand associations that play a very important role in our society.

Subject. The article examines the existing non-governmental system of retirement benefits and non-governmental pension funds, key trends and issues in the Russian Federation. Objectives. I analyze key performance indicators of non-governmental pension funds and detect the main development challenges. I also study the composition and mix of their investment portfolio, growth in pension savings and their return. Methods. The study relies upon methods of logic, statistical, qualitative and quantitative analysis, and graphical methods for representing results of the analysis. Results. I discovered that more people opt for non-governmental pension plans in the Russian Federation. I analyzed the comprehensive investment portfolio of a non-governmental pension fund and found a growth in deposited funds and their return. Non-governmental funds’ investment portfolio now include more investment in the real economy. Non-governmental pension funds may become a source of financing the real economy to implement long-terms infrastructure projects through PPP. Conclusions and Relevance. Continuing their development, non-governmental pension funds are called on to increase the standard of living and ensure the sustainability of the pension system. The stability of the national economy, growing income of the population and trust in financial institutions are cornerstones for reinforcing the non-governmental pension system. The fact that the funded part of retirement pension has been frozen impedes the development of non-governmental pension funds, since the influx of financial resources is restricted. Long-term savings people make in non-governmental funds may streamline investments in the economy. Currently, the fund raising program for non-governmental pensions funds is insufficiently implemented, with efforts to revitalize it being ineffective.

Governmental governance is an emerging concept in the area of governance and is critical to the success of megaprojects. The aims of this study are to investigate the impact of governmental governance on megaproject performance and to identify the most critical component of governmental governance. To achieve these goals, a conceptual framework of governmental governance and a comprehensive framework of megaproject performance were established first, followed by proposing a research hypothesis that governmental governance could contribute to megaproject performance. To test the hypothesis, data collected by a questionnaire administered to 239 professionals were analyzed using partial least squares structural equation modelling. Results showed that governmental governance could contribute to megaproject performance significantly. It also reported that “public monitoring and scrutiny” was the most critical latent variable of governmental governance on megaproject performance, followed by “systemic risk management,” “regulatory oversight,” “construction of clean government,” “strategic planning,” and “institutional design.” This study has contributed to the body of knowledge of governmental governance by investigating its impact on megaproject performance. The findings from this study are useful to the industry as well, because they can enhance practitioners’ understanding of governmental governance, which could help them improve their management of megaprojects eventually.

Nonetheless, governmental gamification still remains an understudied area, despite the practical governmental gamification initiatives already taking place, facing increased implementation risks from the lack of guiding implementation principles. Such risks and lack of unified guidelines for governmental gamification necessitates the examination of governmental gamification from the perspective of existing knowledge to synthesize key knowledge fathered on its implementation. This article examines existing research in order to provide guidelines for applying gamification in government services. By using a combination of research on gamification in civic engagement and the Gamified Service Framework of Klapztein and Cipolla, the article creates a basic roadmap for recognizing factors that need to be considered when applying gamification techniques and methods in government services and the public sector in general.

Since 2013 with the gradual integration of Ukraine into the European and Global education space, there is a need to reduce the state's financial expenses on specialists training and to change the principles of the formation, placement and performance (this triad represents the consecutive stages) of the mechanism of the governmental order in the field of education. Thereof it is suggested to determine the main objective, namely, prospects for improvement the mechanism of organization and legal groundwork for effectuation of placement of the governmental order for the specialists training for the state needs. The main results of the work became: firstly, the systematization of subjects involved in the process of placing the governmental order for specialists training. It was established that the main organizational guarantor in this process is the Cabinet of Ministers of Ukraine; the main coordinator is the Ministry of Economy and Development of Ukraine; the main performers of the order placement are governmental customers; placement targets are government performers. Secondly, two forms of administrative procedures for the performance of the governmental order placing are distinguished: 1) the public procedure of the competition for performers of the governmental order; 2) simplified (non-competitive) procedure for the appointment of performers of the governmental order. Within these procedures, organizational (institutional) and legal guarantees of their performance are described. The new achievements of the study became suggestions: firstly, introduction of a competitive procedure in the placement process of the governmental order for specialists training for the law enforcement agencies, as well as the implementation of a contractual procedure of signing state contracts for the performance of the governmental order between law enforcement agencies (governmental customers) and performers of the governmental order; secondly, to legalize in the law the procedure of conducting a competition among educational institutions of different departments with the purpose of choosing suitable ones for the governmental order performance; thirdly, to empower the Ministry of Economy and Development of Ukraine to agree the provisions of all governmental customers, the work of the Competition Committee on the selection of performers of the governmental order, as well as on the development of a typical procedure for the work of such Committees.

Objective. To construct a coupling model between resources for governmental affairs services and population data and its evaluation system, this research investigates and surveys offline (site, hardware, and human resources) and online service resources of governmental affairs on the basis to the Seventh National Census. The study aims to provide countermeasures and suggestions to promote governmental affairs service resources for people in specific areas more effectively. Method. This study analyzes and examines spatial matching between governmental affairs’ service resources and the population by using principal component analysis. Using the coupling matching degree model for reference, this study constructs a matching model based on governmental affairs’ service resources and its evaluation system. Furthermore, the study analyzes and demonstrates the coupling matching degree between governmental affairs’ service resources and the population system. Conclusions. Over the past five years, the matching level between governmental affairs’ service resources and the population has been categorized as moderate coordinative matching on the whole. From the perspective of changing trends, which are affected by population fluctuations, the matching degree also fluctuates, thus indicating a close relationship. Therefore, some relevant governmental departments need to continue promoting the “One Net, One Access, One Time” reform further and encouraging the equal allocation of governmental affairs’ service resources.

The article is aimed to provide content analysis of the international discourse on interaction and cooperation between higher education institutions and non-governmental organizations. Being different in nature and characteristics, higher education institutions and non-governmental organizations are social actors whose activities, among other things, are aimed at ensuring the development of the society. In order to achieve this aim, higher education institutions and non-governmental organizations cooperate in various fields and formats that go beyond the higher education sector. An important result of the content analysis is introduction of the terminological phrase "non-governmental organization in higher education", which corresponds to the international classifiers "World Association of Non-Governmental Organizations" and "International Classification of Non-profit Organizations". The typology of " non-governmental higher education organization" includes non-governmental organizations whose activities are related to the provision of access to higher education, the organization of educational services and the quality assurance of higher education. The categorical conceptual apparatus for describing cooperation between higher education institutions and non-governmental organizations needs to be expanded and clarified in order to fully and adequately specify the processes of their interaction. The analysis of the intellectual and documentary heritage of the Bologna Process, the EU, UNESCO, and other international associations shows that cooperation between higher education institutions and non-governmental organizations is not only to ensure access to higher education, butit is much more wider. Non-governmental organizations are able to organize and provide educational services, such as in the field of non-formal education; partner with higher education institutions in projects addressed to local communities. In addition, non-governmental organizations are an important mechanism for articulating and aggregating the interests and requests of citizens, communities, local communities for higher education, and higher education institutions. Studying the mechanisms of cooperation between higher education institutions and non-governmental organizations is of great practical importance, since the latter are an authoritative tool for disseminating academic knowledge and practical development of universities, forming a 'knowledge society' and satisfying the needs of the society.

In the article, some actual problems of the status of international non-governmental organizations in the theoretical and practical direction are extensively analyzed based on the existing diversity of opinions in the legal literature and international practice. The activity of international non-governmental organizations is already felt in various spheres of international relations, as well as having an important influence. Their activity is accepted not only by the international community, but also by individual states, and at the same time, it also leads to the quick resolution of relevant problems. Furthermore, the creation and operation of international non-governmental organizations are more convenient and easier than international intergovernmental organizations. One of the main features of international non-governmental organizations is characterized by their solving important problems of the international society and international law as a whole, and the activity in this direction is expanding even more. In addition, the role of international non-governmental organizations in the management of international society is strengthened, in other words, they act as the main mechanism of international cooperation and control. The article consists of several interrelated parts. In the introductory part of the article, the main research directions are defined. Then, the relevance, scientific novelty, and purpose of the research are justified by the main characteristics and new approaches of international non-governmental organizations. Then, a basic analysis of the problem is carried out. Finally, the article concludes with a presentation of scientific innovations and important conclusions. Scientific coherence and connections have been established between all parts of the article. What was mentioned was directly reflected in the scientific results. The scientific innovations and results obtained in the article can be defined in the main directions as follows: the need to adopt universal and regional international agreements related to various aspects of the activities of international non-governmental organizations; strengthening of international legal subjectivity of international non-governmental organizations in the system of modern international relations; further activation of the activities of international non-governmental organizations in the process of international law creation; formation of the role of international non-governmental organizations in the law enforcement process; strengthening of cooperation relations between states and international non-governmental organizations; the need to establish close relations of international non-governmental organizations with universal and regional international organizations; strengthening the role of international non-governmental organizations in the international control system; existence of international obligations of international non-governmental organizations; the need to adopt a universal international document in the field of international non-governmental organizations and the approximation of national legislative acts of states.

Article VI of the Space Treaty of 1967 defines non-governmental entities as legal concept. However, their responsibility in space activities is not defined comprehensively. The Treaty provides that the activity of non-governmental entities shall require authorization and continuing supervision from the appropriate state party to the Treaty. It suggests that non-governmental entities essentially are not the parties with direct international responsibility for their space activities. In other words, they have indirect international responsibility. On the other hand, commercialization and privatization of outer space have taken place intensively in the last two decades. It designs non-governmental entities as main actors in the exploration of outer space. The fact that non-governmental entities only have indirect international responsibility may lead to create difficult and complicated mechanisms, especially if the non-governmental entities are Multinational Corporations (MNCs). This study uses normative legal research, which is based primarily on the secondary data from library research relate to the responsibility of non-governmental entities for their activities in outer space. This study concluded that non-governmental entities should bear direct international responsibility following the current development in international law, of which, non-state legal subjects such as individual have a direct international responsibility for violations of international law they have committed.

The efficiency and effectiveness of the international non-governmental organisations (INGOs) in ensuring peace and security as relevant and growing only in dynamic interaction and cooperation with other international actors (international governmental organisations, non-governmental actors, and civil society institutions) have been justified. The features, models and problems of interaction of INGOs with other international actors in maintaining peace, stability and security, solving and preventing modern security challenges of the international system have been comprehensively studied. Such interaction and coordination of the efforts of INGOs and other international actors is viewed through the prism of expanding the areas of competence of non-governmental international organisations and increasing their activity in various areas. Some examples of an active involvement of non-governmental organisations in the activities of the UN (and its structures), NATO, OSCE, CoE, EU are given. Challenges of the interaction of governmental and non-governmental sectors in the international arena are analysed. International non-governmental actors, being independent (mostly) of their governments and officials of other international structures, are emphasised to have the opportunity to respond to strategic security challenges quickly and effectively, update public opinion, and mobilise the international community to address security issues at the regional and global levels.

The purpose of this article is an attempt of describing the fundamental problems associated with the nature of international non-governmental organizations. The paper analyses the definition of international organizations (governmental and non-governmental) functioning in public international law. The classification of international non-governmental organizations will be also presented, as well as the examples of the functioning of the two international organizations dealing with transportation by rope and safety of technical devices.

A previous article considered a new ‘settlement’ for social work and social work education through a critical discourse analysis of Putting children first (Department for Education, 2016). This was treated as the foundational text of what was designated ‘governmental social work’. Here, three dimensions of governmental social work are identified in Putting children first: enactment ‐ changed ways of acting and interacting; inculcation ‐ changed beliefs and ways of being; and materialisation ‐ changes in organisations and structures. These three dimensions suggest the ways in which the transformative strategy of governmental social work seeks to achieve outcomes or objectives within existing structures and practices and, especially, by changing them in particular ways. Being seen as a progressive social worker involves the acceptance of and involvement in governmental social work’s changed practices, beliefs and institutional frameworks.

As political authority shifts to the global level, non-governmental organisations (NGOs) increasingly attempt to influence policy-making within international organisations (IOs). This article examines the nature and sources of non-governmental organisations’ advocacy strategies in global governance. We advance a twofold theoretical argument. First, non-governmental organisation advocacy can be described in terms of inside and outside strategies, similar to interest group lobbying in American and European politics. Second, non-governmental organisations’ chosen combination of inside and outside strategies can be explained by their organisational goals and membership base. Empirically, this argument is corroborated through a large-n analysis of original data from structured interviews with 303 non-governmental organisation representatives active in relation to the United Nations (UN), complemented by 19 semi-structured interviews with UN and state officials. The article’s findings have implications for the theory and practice of non-governmental organisation involvement in global governance.

The constitutional complaint's subject matter includes exercise and non-exercise of governmental power. This paper examines the issue of exercising duty to act as the legal prerequisites to constitutional complaints regarding the non-exercise of governmental authority. In the paper, the issue regarding the exercise of the duty to act is divided into the issue of whether to exercise and the timing of exercise. Whether to exercise is not a subject of a mere factual judgment but a normative judgment. Since the judgment criteria of the Constitutional Court on the exercise of duty to act significantly affect the level of the government's exercise of the duty to act afterward, it was considered that the judgment on the exercise of the duty needs to be made practically following the purpose of the system of a constitutional complaint. A greater interest in this paper lies in the issue of the timing of exercise. The kernel of the timing issue was how to judge when the duty to act was exercised after the omission had continued for a considerable period of time and the violation of fundamental rights had already occurred in reality. Firstly it can be said that there is no non-exercise of governmental power. This is the method currently taken by the Constitutional Court. However, this logic has a problem in that it is difficult to identify the fact that the violation of basic rights which has already occurred is concealed. This means that, unlike in the case of the exercise of governmental power, the objective function of the constitutional complaint is weakened in the case of the non-exercise. From the point of view of the applicant, there is also the problem that the possibility of a ruling of unconstitutionality would be reduced. This issue can be treated similarly to the approach that, in a constitutional complaint against the exercise of governmental power, where the act is terminated, justiciable interests should be denied, yet the interests of review can be recognized exceptionally. Finally, from this standpoint, the 2012 Heonma 939 decision was reviewed. It dismissed the request for adjudication, as it was deemed that the prerequisite of the non-existence of governmental power was not met by acknowledging the exercise of the duty to act. However, in this case, the duty to act seems to have been exercised after the omission had continued for a considerable period of time. If that had been the case, it would have been highly probable that the decision to confirm the unconstitutionality was pronounced.

Purpose The purpose of this study is to examine the implications of inter-governmental relations on procurement compliance in local government. Design/methodology/approach A total of 68 in-depth interviews with local government officials and councillors in four different local government authorities, members of parliament in the local authorities accounts committee and a committee clerk were carried out in addition to documentary review. Findings Evidences from in-depth interviews and documentary analysis point to central government as one of key reasons for procurement non-compliance. The nature of inter-governmental relations enables the central government to issue encroaching directives on local government procurement plans or take handicapping actions on the financial ability of the local governments to execute procurement plans. Practical implications The study adds inter-governmental relations on strategies for improving procurement compliance in African local government systems. Originality/value Despite increasing research on procurement compliance, the complexity of regulatory non-compliance in local government procurement has not been adequately analysed. The current study uses an inter-governmental relations perspective to contribute knowledge on procurement compliance in local government systems of the Third World, sub-Saharan Africa in particular.

Objective: Indonesia consistently sends Indonesian Migrant Workers (PMI) overseas as part of a policy to expand job opportunities despite numerous vulnerable cases. These instances range from workers not being paid their due wages to cases of violence, some of which tragically culminate in death. Economic conditions stand out as significant among the factors contributing to this situation. These conditions often serve as an attraction for the workers, highlighting the complexity of the issue. Ensuring the protection of migrant workers is also vital for the government, self-sustaining community institutions, and non-governmental organizations. This shows that the realization of worker rights protection requires urgent collaboration with various entities, such as Migrant CARE, a non-governmental organization actively contributing to the government's efforts in protecting migrant workers. Methodology: Therefore, this study aims to determine the role of Migrant CARE as a non-governmental agency in protecting workers, using a qualitative methodology through literature studies and documentation. Findings: The results showed that Migrant CARE played a role in the protection of migrant workers through their patterns as creators and channels of knowledge via the analysis conducted on the issue of safety. This organization actively criticized government policies and contributed to the provision of public services through advocacy and policy implementation. Implications/Value: It also suggested that the Indonesian government should strengthen the existing regulations related to the protection of migrant workers for a more comprehensive and accessible approach to resolving the issues encountered by migrant workers.

This study aims to determine: (1) The Influence of Learning Interest on Learning Achievement of Governmental Accounting; (2) The Influence of the Teacher's Teaching Method on Learning Achievement of Governmental Accounting; (3) The Influence of Learning Interest and Teacher's Teaching Method on Learning Achievement of Governmental Accounting. This research type is ex-post facto with the subjects 107 student class XI AKL at SMK Negeri 1 Godean. Data collection techniques used were questionnaires, observation sheets, and documentation. The data analysis technique used is simple regression and multiple regression analysis. The results of the study show that: (1) There is a positive and significant influence Learning Interest on Learning Achievement of Governmental Accounting with a correlation coefficient (y) of 0.441; the coefficient of determination ( is 0.195. (2) There is a positive and significant influence Teacher's Teaching Method on Learning Achievement of Governmental Accounting with a correlation (y) of 0.421; the coefficient of determination ( is 0.178. Recent discussions on corporate citizenship (CC) highlight the new political role of corporations in society by arguing that corporations increasingly act as quasi-governmental actors and take on what hitherto had originally been governmental tasks. By examining political and sociological citizenship theories, the authors show that such a corporate engagement can be explained by a changing (self-)conception of corporate citizens from corporate bourgeois to corporate citoyen. As an intermediate actor in society, the corporate citoyen assumes co-responsibilities for social and civic affairs and actively collaborates with fellow citizens beyond governmental regulation. This change raises the question of how such corporate civic engagement can be aligned with public policy regulations and how corporate activities can be integrated into the democratic regime. To clarify the mode of CC contributions to society, the authors will apply the tenet of subsidiarity as a governing principle which allows for specifying corporations’ tasks as intermediate actors in society. By referring to the renewed European Union strategy for Corporate Social Responsibility, the authors show how such a subsidiary corporate-governmental task-sharing can be organized.
