Pełny tekst źródłaGlobalisation in general and trade liberalisation in particular have impacted on many areas of industrialised governments’ foreign economic policy. Export support is an area which is inevitably affected by trade liberalisation, as governments are expected to decrease their intervention into exports in the name of barrier-free(er) trade. However, if one considers that the 1990s and 2000s have seen governments expanding their trade promotion agencies, increasing funding for export support provision and developing a range of new export support programmes, it is easy to recognise that government export support seems to have grown, rather than diminished over the past decade. This thesis investigates the complex influences of the world trade regime, to create a nuanced picture within globalisation theories - which ultimately explains the paradox of growing government support in the era of deepening trade liberalisation.

Pełny tekst źródłaENGLISH ABSTRACT: Policy makers and development practitioners particularly in developing countries face daunting challenges in formulating strategies to achieve sustained growth and improved standards of living through productive engagement of the population in the economy rather than through welfare transfers. Business activities are self-sustaining and therefore have the potential to contribute greatly through the economic system to the creation of sustainable employment and prosperity. Yet many developing countries are faced with inadequate levels of business activity and business growth. Historical approaches to stimulating and supporting business development have proved largely cost ineffective and unequal to the challenge. The hypothesis that fundamental paradigm shifts in the approach to business support are taking place internationally is tested in this thesis. Key features of an evolving entrepreneurial approach to business support are identified and described representing the defining elements of the new business development support paradigm. Institutional implications of the approach in the context of institutional development theory and current approaches to the stimulation of local economic development at local community level are also discussed, as are key implications of the new paradigm for local government.
AFRIKAANSE OPSOMMING: Beleidmakers en praktisyns in ontwikkelende lande staar uitdagings in die gesig wat betref die handhawing van volgehoue ontwikkeling en die verbetering van lewensstandaarde by wyse van werkgeleentheidskepping en produktiewe betrokkenheid van die bevolking by die ekonomie eerder as deur sosiale welvaarts oordragte. Sake bedrywe en 'n dinamiese sakesektor het die potensiaal om aansienlik by te dra tot volhoubare ontwikkeling. Maar die meeste ontwikkelende lande ondervind ontoereikende vlakke van sake aktiwiteit en van groei in die omvang van die sakesektor. Benaderings tot die stimulering van uitbreiding van die sakesektor as grondslag vir volgehoue werkskepping is in die verlede grootliks koste ondoeltreffend en die resultate was ontoereikend. Die hipotese dat daar 'n fundamentele aanpassing van die paradigma onderliggend aan benaderings tot stimulering van die sakesektor as deel van algehele ontwikkelingsstrategie plaasvind word in die tesis getoets. Kern eienskappe van 'n nuwe benadering word geidentifiseer en omskryf. Institusionele implikasies van die benadering in die samehang van ontwikkelingsteorie en huidige benaderings tot plaaslike ekonomiese ontwikkeling op plaaslike gemeenskapsvlak word ook bespreek, asook kern implikasies van die nuwe paradigma vir plaaslike regering.

Pełny tekst źródłaPurpose - This paper aims to analyze different groups, such as venture capitalists’, banks’, governmental support agencies’ and incubator managers’ attitudes toward business plans.
Approach – The interviews have been conducted within the following institutions: Jönköping Business Development (JBD, Handelsbanken and Swedbank, Jönköping, ALMI and NyföretagarCentrum (Government Support Agencies (GSAs) and Business Incubator Science Park Jönköping (BISPJ). The author has chosen to conduct the study within this the previous mentioned institutions because those are the ones who mostly demand a formal written BP from firms or potential businesses.
Findings – it was found that all the institutions interviewed thinks that a formal written business plan is very important for the entrepreneurs to clarify goals and raise funds. They don’t see any direct negative sides with a business plan. It was also found that the majority were of the opinion that a business plan does not need to be long. The funding decision is mostly based on the personal characteristics of the entrepreneur; it can be very hard for start-ups manager to convince the funds providers that they are the right people. The type of resources provided to the venture determines the need of follow-ups. It is done mainly based on the financial aspects while those who provide advice or assistance tend to not engage in follow-ups.
Limitations - the study was conducted in the period when the many of the potential people to be interviewed were on holiday. The language was sometimes a limitation since English is not the first language neither for the interviewer nor the interviewees.

This reality is given as the main reason for the active involvement of local government, in promotion and development of small enterprises, with the purpose of reversing the trend of growing unemployment in South Africa (even with high economic growth rates) and reducing the high poverty index. Internationally, local municipalities have become primary players in supporting and promoting small business. Prior to 1994, local government in South Africa is perceived to have played a passive role in this field. This study aims to evaluate and critically analyse local government's involvement in the support and promotion of small enterprises on the Cape West Coast (Western Cape Province, South Africa) in order to stimulate greater government involvement in small enterprise development. The study follows a qualitative approach in the form of interviews with a sample comprising of emerging entrepreneurs in the fishing, tourism, engineering, mining and agricultural economic sectors. On the basis of the findings, specific recommendations are made for the promotion of small enterprises as a vehicle for reducing the level of poverty.

Resumo: A análise e interpretação dos dados gerados pelos sistemas de informação é uma realidade para as organizações públicas e privadas. Para atender a esta necessidade, surgiram os Sistemas de Suporte à Decisão. Dentre estes, os sistemas de Business Intelligence foram e estão sendo adotados pelo setor privado. No entanto, poucos trabalhos discutem a adoção destes sistemas para o setor público. Este trabalho discute as formas como os sistemas de Business Intelligence podem ser aplicados para auxiliar a administração pública, considerando as particularidades existentes neste setor. Ainda, este trabalho apresenta uma proposta pra construção de um ambiente de Business Intelligence utilizando ferramentas e tecnologias de código aberto. Este ambiente foi aplicado em um cenário real, onde é feita análise dos dados sociais da cidade de Campinas, SP
Abstract: The analysis and interpretation of data generated by information systems is a reality for both public and private organizations. As a solution to this problem, the Decision Support Systems were created. Among those, Business Intelligence systems were and are being adopted in the private organizations. Even though, just a few papers discuss the adoption of these systems in public organizations. This dissertation discusses how Business Intelligence systems can be applied to support public administration, considering the public organizations particularities. Still, it presents a proposal to create a Business Intelligence environment using open source tools and technologies. This environment was applied in a real scenario, where the social data from the city of Campinas, SP, was analyzed

However, the taking into account of this concept remains a persistent problem that inhibits the performance of new venture support and/or incubation programs and thereby hinders the development of the entrepreneurial phenomenon. In this research, we focused our interest on the concept of entrepreneurial competencies in order to replace accompanying person/new venture creator relationship at the center of new venture support process. We implemented a research based on nascent entrepreneurs self-perception of entrepreneurial competencies. Based on some typologies of entrepreneurial competencies, we used the typology proposed by Man et al. (2002). The authors proposed a conceptual model that links the SME’ entrepreneurs characteristics with the business performance.We started with the belief that it is very important to consider entrepreneurial competencies because our research is likely to produce new tools and help support’s practices to better understand and enhance the different dimensions of the entrepreneurial phenomenon. The issue raised in this research is as follows: to what extent a post-creation support structure contributes to the improvement of entrepreneurs self- perception of his entrepreneurial competencies? To answer this question, we opted for a quantitative and longitudinal empirical study. In order to access the research field and to collect the maximum of data, our study was conducted as part of a partnership between the Research Center in Entrepreneurship of EM Lyon Business School (CRE) and Réseau Entreprendre® (RE®). We carried out three longitudinal studies through which we administered twice, with 8 months interval between each time, the same questionnaire to three different populations namely: the winners of Réseau Entreprendre® (Lauréats) (baseline population), the accompanying persons and non-selected applicants (control group). The first three waves of questionnaires were launched on February 29, 2012, the second towards the end of October 2012. To achieve the treatment analysis, we used the approach of linear regressions with SPSS.11 software to test the nature of the relationships between key variables in our study. Actualmente, num mundo aparentemente insaciável de informação e acessibilidade, o universo da incubação deve procurar acrescentar mais serviços para acompanhar a evolução da sociedade e dos negócios. É impossível prever o futuro das necessidades exatas das empresas à medida que crescem e mudam a uma taxa muito rápida, o melhor que se pode fazer é tentar avaliar, entender e suportar as suas necessidades. O principal problema a ser estudado vem da vasta gama de empresas que se podem inscrever no programa de incubação da ESA BIC Portugal. Essas empresas podem estar em diferentes níveis de desenvolvimento e especializar-se em diferentes áreas, o que dificulta o processo de incubação, devido às suas diferentes necessidades que requerem suporte específico em determinadas áreas. O objetivo do trabalho apresentado nesta dissertação é a conceptualização de um novo processo de incubação para a ESA BIC Portugal. O trabalho desenvolvido foi baseado numa metodologia de Design Thinking para aproveitar a sua filosofia de resolver problemas complexos com base na abordagem pessoal, na definição de ideias e a capacidade de testar facilmente protótipos de incubação. O trabalho final apresenta um novo processo, baseado no fornecimento de um serviço personalizado para cada startup, que vai de encontro com as suas necessidades - uma abordagem modular.Um sistema de dez módulos, que definem as áreas fundamentais de um negócio, foi desenvolvido para ajudar os gestores de projetos a identificar as principais áreas em que as startups estão a ter dificuldades, a fim de desenvolver uma estratégia mais eficiente de modo a ajudar na superação dessas falhas.No final, é apresentada uma visão geral das atividades da ESA BIC, e os seus resultados são estudados e abordados como um passo em direção às Incubadoras de 4ª Geração.
The work developed in this dissertation follows a curricular internship at the European Space Agency (ESA) Business Incubation Center (BIC)in Portugal, inserted in the Masters in Industrial and Management Engineering of the University of Coimbra. Nowadays, in a seemingly insatiable world of information and accessibility, the incubation universe should lookforward to adding more services to keep up with the evolution of society and business. It is impossible to predict the exact needs of future companies as they grow and differ at an untraceable rate, the best one can do is try to assess, understand and support them.The main problem to be addressed comes from the wide range of companies that can apply for the incubation program of ESA BIC Portugal. These companies can be in different development levels and specialize in different fields, which hinders their incubation process as they have different needs and require exclusive support in certain areas.The goal of the work presented in this dissertation is the conceptualization of a new incubation process for ESA BIC Portugal. The work developed was based on a Design Thinking methodology to take advantage of its aim to solve complex problems based on a user approach, define ideas and easily test incubation prototypes. The final work presents a new process, based on providing a customized service for each startup, one that fits their needs - a modular approach. A ten module system, which encompasses the fundamental areas of business, was developed to help project managers identify the key areas where the startups are having difficulties, in order to develop a more efficient strategy to help them overcome such setbacks.In the end, an overview of ESA BIC’s ventures and activities is presented, their results are studied and approached as a step towards 4th Generation Incubation.

Pełny tekst źródłaBusiness incubators are a very recent worldwide phenomenon, but they have been assuming an increasing role in the growth of the global economy. However, the existing literature on this subject is very scarce and little developed, so what I intended to do in this report was a synthesis of the main themes that should be inherent to the topic of business incubation, never forgetting the historical part of its emergence.Companies during their creations go through a very complicated and even decisive period to implement themselves in the market. It is in this sense that business incubators have emerged, in an attempt to provide aid and to offer the services necessary for their growth and development. However, the way in which a business incubator operates, as well as the services and support available to it, have not always been done in the same way and there have been three generations of incubators.However, a business incubator must have a high degree of demands associated with it in order to achieve success, which is why it is so important to explain how the whole incubation process takes place, the types of incubator we can find - for profit or not -as well as the differences between American incubators and European incubators.At the end of the incubation process, it is important to realize if it revealed itself as an added value for the companies or if it only delayed its failure. In this way, it is essential to understand the post-incubation period, that is, if the companies continue to operate in the market or if they end up closing the activity.Finally, and perhaps the most important and innovative point of this report when compared to the available literature, is to understand why the government supports business incubators.This report also covers the experience of doing a curricular internship in one of the most awarded companies in Portugal: IPN-Incubadora, in the city of Coimbra.
As incubadoras de empresas são um fenómeno mundial muito recente, mas que têm vindo a assumir cada vez mais um papel preponderante no crescimento da economia global. Porém, a literatura existente referente a este tema é muito escassa e pouco desenvolvida, pelo que o que pretendi fazer neste relatório foi uma síntese dos principais temas que devem estar inerentes ao tema da incubação de empresas, nunca esquecendo a parte histórica do seu surgimento.As empresas aquando das suas criações passam por um período bastante complicado e até decisivo para se implementarem no mercado. Foi neste sentido que surgiram as incubadoras de empresas, numa tentativa de prestar auxílio e oferecer os serviços necessários para o crescimento e desenvolvimento das mesmas. Porém, a forma de funcionamento de uma incubadora de empresas, bem como os serviços e apoios que dispunham, não foram sempre feitos da mesma maneira, tendo havido até então três gerações de incubadoras.Contudo, uma incubadora de empresas tem de ter associada a si um elevado grau de exigência para conseguir vingar, daí ser tão importante a explicação de como se desenrola todo o processo de incubação, dos tipos de incubadora que podemos encontrar – com ou sem fins lucrativos -, bem como das diferenças que se podem encontrar entre as incubadoras americanas e as incubadoras europeias.Findo o processo de incubação, importa perceber se este se revelou uma mais valia para as empresas, ou se apenas só atrasou o seu fracasso. Desta forma, é essencial compreender o período pós-incubação, isto é, se as empresas continuam a operar no mercado ou se acabam por encerrar a atividade.Por último, e talvez o ponto mais importante e inovador deste relatório quando comparado com a literatura disponível, é perceber o porquê de o governo apoiar as incubadoras de empresas.É ainda abordada neste relatório a experiência de fazer um estágio curricular numa das empresas pertencentes a uma das incubadoras de empresas mais premiadas em Portugal: a IPN-Incubadora, na cidade de Coimbra.

The Internet is now facilitating the provision of an increasing number of services. Thus, technology has become a more integrated part of peopleâs daily routine. Some of these technologies include electronic communication, online banking, and shopping as well as electronic learning - to name but a few. However, for various reasons, such as limited formal education (which is a key promoter of reading and writing skills), access and skills, not everyone has an equal opportunity to benefit from the use of these technologies. The unequal distribution of opportunities of such nature is often broadly referred to as the digital divide. That is the gap between those who have access to Information and Communication Technology (ICT) and those who do not. One noted challenge that influences the use of ICT consists of socio-economic conditions, which together elicit high levels of poverty. An identified strategy for uplifting these areas was (and still is) entrepreneurship, notably small businesses. These small businesses however, generally have very short and mostly unsuccessful lives. As a result the government at all levels (national, provincial and local) has endeavoured to provide support to these businesses. Some of this support is provided through mediums, such as the Internet (here named "
electronic support"
) to assist these small businesses. This support, which comes from government, is however, not being fully utilised by the intended beneficiaries. Thus, the small businesses are not benefiting from the support provided. Consequently, many are still experiencing a short and unsuccessful existence. This research thus analyses the small businesses in areas of the greater Cape Town, which are characterised by high levels of poverty and unemployment. Previous studies in these areas have reported the lack of ICT related skills, also known as electronic skills (e-skills), as one of the reasons for the low uptake of electronic support (e-support). This e-support is provided by various levels of government through selected agencies (service providers). In essence, this study is aimed at investigating the influence of e-skills in the access and use of the provided e-support by owners of small businesses. Considering that the lack of adequate e-skills has been identified as influencing the use of e-support, the study also aims to identify the e-skills needed to fully utilise the provided e-support. The approach to this investigation included a review of pertinent literature and devising a conceptual model. This model was then tested in the empirical setting of this study. This setting included: (i) Providers of e-support (various specialised government agencies) and (ii) the intended beneficiaries of this e-support, i.e. small businesses in the previously disadvantaged areas (PDAs) of the greater Cape Town. Through the use of case study methodology and face to face interviews, it was found that many small business owners were not able to appropriately use the provided e-support. This was due to their lack of e-skills, which resulted in their inability to use ICT. Additionally, some were unaware of the existence of the e-support or the service providers. During the review of pertinent literature done as part of the study, an e-skills framework was designed. The framework identified the e-skills considered necessary in order for small business owners to effectively utilise the provided e-support and other technologies. The e-skills framework suggested by this study could be used as a tool to assist: (i) The providers of e-support to understand the usage of their services and enable (ii) a more informed understanding of the need for appropriate e-skills among small business owners, in relation to their use of the provided e-support. Additionally, (iii) small business owners should be in a better position to recognise the benefits of using technology, especially the Internet. The contribution of this study is seen as twofold. Firstly, it should assist the providers and users of e-support. This is done by addressing the practical side of the provision and usage of these services. Secondly, the study contributes an informative e-skills framework related to the effective use of e-support. This study also furthers academic knowledge in the area of the investigation, and suggests further directions for research. Considering, the limited small business sample (only participants from three PDAs), the generalisation of this study is limited. This limitation does not however, influence the validity of this research, or the credibility of the findings.

The growing contribution of SMMEs towards the Gross Domestic Product (GDP), job creation, poverty reduction, social and economic development, can no longer be ignored. In recognition of the significance of SMMEs, many countries in the world have created special mechanisms to enhance and facilitate the creation and growth of SMMEs. Lately, the main support services offered to small enterprises include both business development services and financial services by using the cutting edge of Information Communication Technologies (ICT). However, a review of various writings has revealed that despite efforts by numerous governments to establish a support structure for SMMEs, their efforts have not been very rewarding. SMMEs still complain about the lack of access to government support and services. Issues of accessibility were worsened as female business owners face different challenges than their male counterparts. A review of those challenges was conducted in the context of Rwanda. By using a multiple case study design and an interview method for the collection of data, the study identified the support and services provided by the government and the challenges that women-owned SMMEs encountered in their attempts to access them.

Pełny tekst źródłaPerformance of small and medium enterprises (SMEs) remains an issue of concern in entrepreneurship and management research. This is because SMEs play a critical role in supporting economic growth in both developed and developing countries. In Uganda, a developing country, agricultural SMEs here-forth agri-based SMEs play an important role in wealth creation and economic development. However, increasing global market competition has placed Ugandan SMEs at risk due to resource constraints. As such, their performance in a challenging business environment largely depends on their ability to develop unique capabilities and in being entrepreneurially oriented. This thesis aims to examine the impact of entrepreneurial orientation (EO) dimensions on firm performance in terms of both short term growth and long term survival of agri-based SMEs in a developing country context, Uganda. Despite an increasing number of studies EO research, findings are inconsistent and mixed. Some studies have found negative or non-significant results of EO on firm performance. Besides, there remains a paucity of EO research within the context of agri-based SMEs in a developing country. Furthermore, this thesis provides new insights into the boundary conditions of the EO dimensions–performance relationships for SMEs in developing countries. Therefore, another aim is to extend our current understanding of boundary conditions of EO dimensions by exploring the moderating roles of government support programs (GSP) and business environment uncertainty (BEU). Equally important, capabilities conceptualised as firm functional processes have been found to have a positive impact on firm performance of SMEs. Even though the role of various capabilities in enhancing the performance of SMEs has been extensively researched, there is scant evidence in the context of developing economies. Hence, another aim for this thesis is to examine the impact capabilities on the performance of agri-based SMEs in developing economy specifically Uganda. Additionally, this thesis attempts to explain boundary conditions of the capabilities–performance relationship for SMEs in developing countries. Therefore, the last aim is to provide more understanding of boundary conditions of capabilities by examining the moderating roles of GSP and BEU. To address the above research gaps, the following research questions are offered: (1) what is the impact of EO dimensions on short–term growth and long–term survival of agri-based SMEs in a developing country? (2) What is the impact of business capabilities (marketing, networking, financial and technological) on short–term growth and long–term survival of agri-based SMEs in a developing country? (3) Do government support programs moderate EO-performance and capabilities-performance relationships? (4) Does business environment uncertainty moderate EO-performance and capabilities-performance relationships? Following a quantitative approach and cross-sectional survey research design, these questions are empirically tested in agri-based SMEs in Uganda. The findings augment extant literature by showing how each dimension of EO impact firm performance when coupled with GSP and BEU, and support the stream of research that conceptualises EO as a multidimensional formative construct (do vary independently of each other). This underscores Lumpkin and Dess’s (1996) argument that the five dimensions of EO do not co-vary and their impact on performance can be viewed separately. Furthermore, the findings support the arguments that EO scales are applicable to both developed and developing country contexts. Similarly, the findings indicate that capabilities: marketing, networking and technological (with the exception of financial capabilities) positively and significantly improved both short term and long term survival of sampled agri-based SMEs in Uganda. The thesis also revealed new insights into moderating effects of GSP and BEU for EO-performance and capabilities-performance relationships. Moreover, this is the first capabilities and EO study to propose and operationalise GSP as a multidimensional construct: non-financial support (NFSP) and financial support (FSP) dimensions. By examining both NFSP and FSP, this thesis provides new insights into the role of GSP in SME performance. The findings provide foundational grounds for recommendations for agri-based SMEs management in strengthening their EO and capabilities, and useful for policy-makers to design relevant entrepreneurship and capabilities support programs for agri-based SMEs.

This research examines the effects of government holding and appointed investment management companies’ investment factors on profitability of SMEs invested by the SME Business Start-up and Incubation Trust Investment Account(hereafter refer to as the Investment Account) of the SME Development Fund in Taiwan. The major results are as follows: First, we have not found significant relationship between the shareholding ratio by the government and the profitability of the SMEs invested by the Investment Account. Second, the numbers of board members appointed by the government is found no vivid impact on the profitability of the SMEs invested by the Investment Account. Third, we have found significant reversely relationship between the ratios of participate in the investment by the appointed investment management companies and the profitability (ROE & ROA) of the SMEs invested by the Investment Account. Fourth, the operation years of the appointed investment management companies influence distinctively on the profitability (ROE & ROA) of the SME invested by the Investment Account. Finally, the relationship goes significant reversely between the capital scales of the appointed investment management companies and the profitability (ROA) of the SMEs invested by the Investment Account. In the future, we suggest SMEs Business Start-up and Incubation Trust Investment Account choose carefully the appointed investment management companies, and regard operation years as an important evaluation factor. We wish the experiences of appointed investment management companies on developing high-quality cases and well post-investment management can be adopted well to improve the profits of the SME invested by the Investment Account.

A utilização de sistemas de Business Intelligence pelos organismos do Governo Português, para lidar com a complexidade de gestão, tem crescido significativamente. Como em qualquer outra entidade, o ambiente organizacional das Autarquias Locais está em constante modificação, o que leva a que estas tenham que ser ágeis e tomem decisões complexas de forma menos intuitiva, mais fundamentada na informação e no momento. Desta forma, os sistemas de Business Intelligence poderão ter um papel fundamental nas Autarquias Locais. Na presente dissertação é dada ênfase ao desenvolvimento de um sistema de Business Intelligence para suporte à Gestão Orçamental de uma Autarquia Local e ao estado atual destas soluções. Neste âmbito, foi realizada a revisão de literatura dos vários conceitos e tecnologias necessárias para o seu desenvolvimento. Abordaram-se os conceitos transversais ao Business Intelligence, à Gestão Orçamental das Autarquias Locais, às tecnologias e às implementações destas soluções nas referidas entidades públicas. Com base nos resultados obtidos da revisão de literatura e das necessidades da Autarquia Local designada, Câmara Municipal de Braga, foi desenvolvido um sistema de Business Intelligence segundo a metodologia Kimball, para ajudar a simplificar e orientar todo o processo de construção. Os resultados obtidos na dissertação consistem numa análise do contributo de soluções Business Intelligence na Gestão Orçamental das Autarquias Locais, o ponto de situação destas soluções no Governo Português, bem como os requisitos necessários para o desenvolvimento de um sistema funcional de Business Intelligence numa Autarquia Local através de uma aplicação prática.
Nowadays, the management of the Public Administration is of an extreme complexity. Since the diversification of the processes interacting with citizens, with companies and with other entities on the public administration, until its own internal management of stakeholders. In order to deal with this increasing management complexity, the use of Business Intelligence systems by the Portuguese Government has significantly grown. As in any other entity, the organizational environment of local government is constantly changing. This leads the need to be more agile and take complex decisions in a less intuitive way, basing actions on information. Thus, Business Intelligence systems may play a fundamental role in the local government. This project gives emphasis to the development of a Business Intelligence system which supports the financial management of the local government. In this context, was performed a literature review of several concepts and required technologies for its development. Therefore, this document addresses the crosscutting concepts of Business Intelligence systems, the financial management of local government, the technology and implementation of these solutions in these public entities. Considering the results from the literature review and the needs of the designated local authority, Braga’s City Council, it has been developed a Business Intelligence system according to Kimball’s methodology so as to simplify and guide all the construction process. The results of the thesis consists in an analysis of the contribution of Business Intelligence solutions in the Local Authorities Budget Management, the status of these solutions in the Portuguese government, as well as the needed requirements for the development of a functional system of Business Intelligence in a Local Authority through a practical application.

As organizações públicas não são exceção. Os sistemas de Business Intelligence (BI) com as suas diferentes perspetivas de análise sobre os dados da organização tornam-se preciosos para ajudar a compreender melhor o seu negócio e auxiliar os gestores nas decisões a tomar. Porém, o ciclo económico recessivo que atravessamos pode comprometer o investimento das organizações em soluções de BI, pois normalmente recorrem a soluções proprietárias que são dispendiosas. Assim, importa procurar outras alternativas, nomeadamente soluções open source. Neste trabalho pretende-se desenvolver um protótipo de um sistema de BI para a administração pública local recorrendo a tecnologia open source ou software livre. Avaliar até que ponto se consegue lançar as bases para um sistema de BI, de baixo custo, fiável e capaz de satisfazer as necessidades de uma organização pública local é o objetivo deste trabalho. O resultado esperado é lançar as bases para um sistema de BI de baixo custo, de fácil utilização e capaz de apresentar informação precisa, relevante e atual, pretendendo-se munir a organização com soluções para melhor compreender o seu negócio e ajudar no processo de tomada de decisão.
Organizations are facing very quick environment changes which require restructuring the strategies and a continuous ability to innovation and adaption to meet new challenges. Public organizations are no exception. Business Intelligence (BI) systems with different data analysis perspectives become an important tool to better understand the business and assist managers to make decisions. However, with the current economic crisis, organizational investments in BI may be compromised because these investments usually based on commercial tools are very costly. It is therefore important to look for other alternatives, including open source solutions. The aim of this work is developing a BI prototype using open source or free software and assessing the foundations for a low cost solution, reliable and able to meet the needs of one local public organization. This solution need to be easy to use and able to provide accurate, relevant and current information. Organizations with these systems can better understand their business and can improve the process of decision making based on low cost solutions.

Pełny tekst źródłaThis project studies employment containment in Melbourne, Australia. Employment containment is a measure of the proportion of people that work in a location close to their home. Recent urban planning policies in Melbourne have aimed to improve employment containment in the city’s suburbs. While there has been analysis of the rates at which people both live and work within broadly defined ‘local areas’, little work has been done to investigate employment containment using smaller and more uniform catchment areas as the unit of analysis. This research attempts such a finer scale analysis using dasymetric downscaling techniques. A regression modelling approach supported by land use data, alongside a binary dasymetric method, is used to develop fine scale estimates of employment distribution, while binary and populationdensity weighted methods are used to develop a fine scale estimate of working population distribution. For the employment distribution estimate, the Poisson model that distributed employment to employment-related land use classes produced the smallest error. However, the error produced by this model is still high. For the working population distribution estimate, the population-density weighted estimate is the more accurate of the approaches, and overall produced low error. For the employment containment analysis, a number of employment centres were randomly selected and an employment containment catchment has been derived from a 5 km2 commuting distance catchment. Commuting flows from an origin-destination matrix were areaweighted to estimate flows into the employment centre from the 5 km2 catchment. The method is found to be potentially useful; however inspecting the results of this employment containment calculation highlighted flaws in the current estimates that should be addressed before the measures can be used to further analyse employment containment in Melbourne. Improvements to this method would support urban strategic and transport planning analyses at a metropolitan-wide scale.
