Abstract In this article, I examine pressures on the forest stock when multiple governments, which control different policies, have distinct revenue needs and respond to different constituencies. I assume one type of government controls public forest harvesting, while other governments (typically local or lower ones) control taxes on productive firms in their constituency. Preservation of public forests provides nontimber benefits, or public goods, for consumers at both local and national levels, and these public goods values may vary across constituencies. I investigate how public goods depend on types of government coordination including revenue sharing, shared constituencies, transfers between governments, and federalism (i.e., where one government responds only to its own revenue needs and constituencies without regarding the impact on other governments' revenues or constituents). The results suggest there are several forms of government coordination that either enhance or reduce fiscal constraints imposed on governments, and these spill over onto the forest stock through policy-induced changes in harvesting. In contrast to previous work, in the forestry case reduced government coordination and fiscal federalism can actually protect forest resources and increase public goods produced from preserving forests. If governments perceive increased revenues from public harvesting, then forest exploitation is reduced by shifting fiscal responsibilities away from governments that own resources. It is also shown that pure transfers may not reduce pressures on forest stocks unless certain restrictive conditions are met, and revenue sharing can provide incentives to increase public harvesting and reduce public goods in order to support revenue collections of all governments. This study aims to analyze local governments' efforts in promoting and implementing policies issued during COVID-19. It can also be seen what instruments are used by the government in the socialization of the policy, and the communication between local government officials and the media, society, and business can be seen. The method used in this research is descriptive with a qualitative approach to see the stages of communication in their role in socializing the Tangerang City Government's policies. The results showed that a policy's socialization had gone very well through various socialization of communications such as online media, print media, and electronic media. This type of socialization media is the main instrument of the Tangerang local government in disseminating policies. Another type of socialization is direct media or outreach to each village. It is recommended that the Tangerang City Government improve its performance in disseminating policies to achieve the resulting policy objectives to build public order towards the policies taken.

Following rapid economic development since 1970s, political transformation and social reformation in the 1980s, Taiwan has become increasingly concerned with its arts and culture. The main purpose of this research is to find out in what ways Taiwanese government can help the public fine arts museum in their personnel and financial managements to substantiate their subsistence and development in order to ensure the preservation and development of arts and culture. Therefore the main subjects of this thesis are arts and culture, fine arts museum and government along with the emphasis on tackling museum personnel and finance problems. This research has offered an overview of the cultural development in Taiwan, the personnel and finance problems of museums in practice. It has also justifies the importance of arts and culture, the values and functions of fine arts museums, the necessity of government intervention. Most of all, with the inspection on the policies and programmes developed and applied in different countries, this research attempts to provide possible and better solutions for Taiwanese Governments and fine arts museum. In order to answer my research questions: Why should the government support fine arts museums? In what ways have the government policies impacted upon the roles and functions of fine arts museums in Taiwan? What are the main problems experienced by the fine art museums in Taiwan and in what form of relationship that government might help to ameliorate them? I have applied two qualitative methods: document and in-depth interview collecting and analysis. This research has reviewed the relevant theories from a broad range of disciplines including politics, economics, sociology, cultural studies and museum studies to explore the key themes founded in the documents and in-depth interviews, such as government intervention vs. museum autonomy and centralisation vs. decentralisation.

This thesis provides a comprehensive examination of the potential for the increased use of charges for local government services. It eschews a simplistic aggregate market-based analogy, adopting instead a service by service approach which takes full account of service objectives. It avoids an overly descriptive approach and develops its own rationale and methodology. Practice can then be considered in a situationally relevant context. Part 1 criticises economic theory's conception of the public sector and the distorted meaning of efficiency which results. The market-based analogy has led central government policy up a cul-de-sac where increasing centralism exacerbates the fundamental problems inherent in any system of collective choice, leading to increased central-local tensions and further centralism. Part 2 provides an overview of the use of charges by local government and reviews charging methodologies previously propounded. Besides being arbitrary, they are methodologically deficient because they are based on incomplete analysis of individual and collective interests. They assume a clear delineation can be made between the collective/ objective interest and the individual/ subjective interest, tax finance for the former and user charges for the latter. A new methodology is proposed which synthesises individual and collective perspectives, namely customised value added services. Part 3 applies the new methodology to a wide range of local government services, three in-depth case studies followed by more concise consideration of other services. Provision of physical structures (roads, schools and other capital facilities) is considered as well as services to identifiable individuals (leisure and recreation, housing etc). A consistent blend of theory and practice provides a policy relevant, evolutionary, incremental approach to a selective, sensitive expansion in the use of service charges. The overriding aim is to improve equity and increase access to impoved quality of service, not simply to raise revenue nor to deter or ration use.

The Coronavirus (Covid-19) has hit almost all countries in the world. Cases of Covid-19 sufferers continue to grow. The impacts are also multidimensional, from economic to social. It is not easy for governments to deal with this global spreading pandemic. During the Covid-19 epidemic, controversy arose in the public space regarding government discourse and policies in dealing with Corona and its effects. These various controversies occurred due to the inadequate public understanding of the policies for handling Covid 19. The government is considered stuttering in responding to the situation and shows a failure to deliver good communication to the public. The research problem's formulation is: What is the content of controversy and polemic over government policies in handling COVID-19 from March 2020 to May 2020 in online media. The research method used is quantitative with a content analysis approach. There are three policy contents analyzed, which are sourced from the three news media portals most accessed in Indonesia based on the Alexa website ranking. As a result, there are three main conclusions in this study. First, in communicating government policies, the president is still at the forefront of delivering systems. Second, the guidelines issued by the government are mostly macro policies dealing with the Covid-19 pandemic. Third, the impact resulting from government policies' communication on handling the Covid-19 epidemic has caused chiefly controversy.

This paper surveys and analyzes industrial policies in Colombia, finding extensive use of productive development policies (PDPs) and despite claims of only moderate government intervention. Rarely explicitly associated with the need to address market failures, PDPs are instead associated with economic reactivation and vaguely defined competitiveness. There are also PDPs that address government failures considered unlikely to be corrected by first-best interventions. Colombia has made progress, however, in structuring an institutional setting for PDP design that is sufficiently linked with private sector groups to elicit information on constraints and opportunities that require government intervention. Nonetheless, the overall set of PDPs in place still lacks coherence and is not always guided by the policy requests of the private sector more widely defined.

This paper aims to analyse the mechanisms of policy diffusion in the context of the decentralised education system in Indonesia. The country rapidly decentralised its government in 2000, transferring responsibilities to more than 341 districts and municipalities, bypassing the provincial governments. By 2022, the number of districts and municipalities increased to 514. The education system is a suitable platform for our analysis for two main reasons. First, local education offices are exceptionally active in implementing local-level policies. In a 2017 survey conducted by the RISE Indonesia team, we found 137 policies across 63 districts. Second, measures on outcomes related to the education system is commonly found in large-scale national surveys, allowing us to construct a comprehensive data set. It is also evident that the issues present in decentralisation also exists in the implementation of education policies in Indonesia. Local government has made little to no adjustment on the design of local curriculum contents even though the central government has fully delegated the task to local governments (Bjork, 2003).

This paper identifies policy issues that affect the extent, distribution, and condition of forests in Latin America. Forest management policies are only one element in the framework; policies related to agricultural development and land tenure can have potentially negative consequences for forests. Mineral exploration, hydroelectric reservoirs, highway projects, and urban expansion also have impacts on forest conversion. Finally, macroeconomic policies affect forests through their impact on investment, public spending, foreign trade, and other economic variables that have consequences for land use. Examples of the Bank's lending for forests as integrated with agricultural structural adjustment loans (AGSALs) in Honduras, Nicaragua, and Peru are presented.

The growth prospects of a nation are stymied by the burden of government debt. This study has two goals: first, it tests whether public debt hinders growth; and, second, it explores whether economic policy ameliorates this effect. A large panel data of countries for 1970-2010 reveal a negative and robust effect of public debt on growth. Strong institutions, high quality domestic policies, and outward-oriented policies partly mitigate this adverse effect. An enhanced policy environment and its interaction with public debt has helped explain the improved growth performance of industrial and developing countries for the years 2001-05 compared to the years 1991-95. Viewing the actual performance of the Latin America and the Caribbean region, South America encompasses the group of countries more benefited by improvement of economic policies, while Central America and the Caribbean lag considerably. A simultaneous sharp reduction in public debt and an improvement in the policy environment induce an increase in the growth rate per capita of 1.7 percentage points for the Caribbean and 2 percentage points for South America. A more conservative scenario that considers an upgrade in quality of policies and a reduction of public debt leads to lower but still significant growth benefits for the Caribbean and South America, by 0.85 and 1.5 percentage points, respectively.
