The new 17th Street Bridge provides a vital link between midtown Atlanta, Georgia, and the proposed Atlantic Station development. The project was presented to the community as an opportunity to create a signature structure for Atlanta–-a gateway into the city. The community was extensively involved in the development of the bridge. Through a series of community workshops, focus groups, and architectural task groups, the bridge was defined and detailed, and pedestrian mobility and safety were the focus of the final product. The resulting bridge, though significantly different from the original vision, has met with approval from the community.

Following the national trend toward funding transportation with local sales taxes, the Atlanta, Georgia, metropolitan region voted on an $8.5 billion referendum in July 2012. Despite bipartisan and biracial support from the political elites and an $8 million campaign by the business community, the referendum failed with less than 40% of the vote. Although the majority of residents in the metropolitan Atlanta region agrees that there is a transportation problem, not everyone agrees on how to define the problem or the solutions. An examination of three competing discourses—congestion, choice, and equity—framing transportation in Atlanta explained why the referendum failed. Polling data, participant observation, and examination of campaign materials were used to describe the interplay of the discourses and their public acceptance. Recommendations are offered for building consensus around transportation moving forward in Atlanta and other regions, and what this consensus will mean for the growing trend of using sales tax referendums to fund transportation projects is addressed.

For two decades, the city of Atlanta, Georgia, has used special public interest districts (SPIDs) to attract new development to and improve transit ridership around Midtown rail transit stations operated by the Metropolitan Atlanta Rapid Transit Authority (MARTA). Buildings locating inside SPIDs need not provide any parking facilities and can be developed more intensively than buildings located outside SPIDs. Buildings constructed outside SPIDs must have at least two parking stalls for every 1,000 ft2 (92.9 m2) of gross leasable area and are limited to about 30 floors. The extent to which these policy objectives have been fulfilled by Atlanta’s parking supply policies as they are applied around Midtown MARTA stations is analyzed. Findings are mixed. Development was attracted to SPIDs, and transit ridership among employees working within SPIDs was substantially higher than among those working outside SPIDs. On the other hand, new parking has proliferated throughout Midtown with some evidence to suggest that transit ridership has fallen as a result. It is concluded that without areawide parking supply efforts, policies patterned after Atlanta’s SPID program will have limited success in improving transit ridership.

Particles reduce visibility, change climate, and affect human health. In 1997, the National Ambient Air Quality Standard (NAAQS) for PM2.5 (particles less than 2.5 mm) was promulgated. The annual mean PM2.5 mass concentrations in Atlanta, Georgia exceed the standard, and control is needed. The first goal of this study is to develop the control strategies of PM2.5 in Atlanta, Georgia. Based on the statistical analysis of measured data, from 22% to 40% of emission reductions are required to meet the NAAQS at 95% CI. The estimated control levels can be tested using the Community Multiscale Air Quality (CMAQ) model to better assess if the proposed levels will achieve sufficient reduction in PM2.5. The second goal of this study is to analyze various uncertainties residing in CMAQ. For the model to be used in such applications with confidence, it needs to be evaluated. The model performance is calculated by the relative agreement between volume-averaged predictions and point measurements. Up to 14% of the model error for PM2.5 mass is due to the different spatial scales of the two values. CMAQ predicts PM2.5 mass concentrations reasonably well, but CMAQ significantly underestimates PM2.5 number concentrations. Causes of the underestimation include that assumed inaccurate particle density and particle size of the primary emissions in CMAQ, in addition to the expression of the particle size with three lognormal distributions. Also, the strength and limitations of CMAQ in performing PM2.5 source apportionment are compared with those of the Chemical Mass Balance with Molecular Markers. Finally, the accuracy of emissions, one of the important inputs of CMAQ, is evaluated by the inverse modeling. Results show that base level emissions for CO and SO2 sources are relatively accurate, whereas NH3, NOx, PEC and PMFINE emissions are overestimated. The emission adjustment for POA and VOC emissions is significantly different among regions.

Abstract The Georgia Tech Research Reactor (GTRR) is a 5-megawatt (MW) heavy-water-cooled nuclear reactor located on the Georgia Institute of Technology (Georgia Tech) campus in downtown Atlanta, Georgia. On July 1, 1997, Georgia Tech administration notified the U.S. Nuclear Regulatory Commission (NRC) of their intent to decommission the GTRR. In the summer of 1999, the NRC issued a license amendment to decommission the GTRR in accordance with NRC’s Regulatory Guide 1.86. In the spring of 1999, Georgia Tech and the State of Georgia contracted CH2M HILL to serve as the Executive Engineer to manage the decommissioning project. Later in the summer of 1999, the IT Corporation was selected as the Decommissioning Contractor. The Decommissioning Contractor began the dismantlement process at the Georgia Tech site in November, 1999. By February, 2000, reactor support systems such as the primary and secondary cooling water systems, and the bismuth cooling system were removed and packaged for off-site disposal. Reactor internals were removed in April, 2000. Removal of the bioshield occurred from May through November, 2000. Throughout January, 2001, various concrete structures, including the Spent Fuel Storage Hole, were decontaminated. Dismantlement and decontamination activities were completed by April, 2001. The Final Survey Report to the NRC is planned to be submitted to the NRC December, 2001, 2001. Final license termination by the NRC is anticipated in the spring of 2002.

The USDA Forest Service hosted a two-day drought adaptation workshop in Atlanta, Georgia in January 2017 to share state-of-science information on drought and climate effects in the region and to develop management response strategies. The workshop was attended by regional experts from the Forest Service Southern Region, Southern Research Station, and Office of Sustainability and Climate; the USDA Southeast Regional Climate Hub; and state and federal climate offices. They met to address challenges, cultivate opportunities, and develop and expand the collective understanding of the most effective management strategies to adapt to and mitigate the effects of drought in the region. The workshop focused on the effects of, and management responses to drought in forest, riparian, and aquatic ecosystems. This fact sheet is a synopsis of the workshop.
