Functional complexity is a widespread and underresearched phenomenon in Web sites. This article explores a specific case of functional complexity by analyzing the content of UNESCO World Heritage Web sites, which have to meet demands from both World Heritage and tourism perspectives. Based on a functional analysis, a content checklist was developed and used to evaluate a sample of 30 World Heritage Web sites. The results show that World Heritage Web sites generally fall short in all content categories. A cluster analysis reveals three types of World Heritage Web sites based on their emphasis on World Heritage content versus tourism content: (a) less well-developed Web sites (no emphasis), (b) Web sites of World Heritage Sites with touristic possibilities (emphasis on World Heritage), and (c) Web sites of touristic attractions with outstanding cultural or natural value (emphasis on tourism). In all, the findings show that functional complexity poses serious threats to the exhaustiveness of a Web site’s information and that evaluation approaches based on functional analysis can be useful in detecting blindspots in the content provided.

The Internet and Internet technologies, unlike the 2010s, continue to spread around the world and retain their importance. Every day, people's access to the virtual world and the virtual network provided by the Internet is becoming more and more. In addition, the activity of websites increases, and with them the number of users visiting the sites. Types of web design are becoming wider and faster than with the increase in the number of websites, it follows that an important phenomenon in terms of what is happening in the virtual world can be said to be visual web design. The features of Web design that help to make design decisions and turn them into practice both in work and in everyday life were discussed in the sections «visual design for the Internet», «elements of visual design», «fundamentals of visual design principles». A device reflecting the style of writing about the types and styles of writing Web design was shown in the section: Spector. The website loading time, colors and usability of the website screen were displayed in the sections «color balance», «images», «overview» or «navigation», «table-based layout», «loading time», «mobile phone usability». For Website design, it is not possible to immediately start coding or visual design using various programs. First of all, it is necessary to plan carefully, during the planning process, the content and colors of the site are determined. It is necessary to logically organize, determine the needs of the user, determine how to provide navigation for the site. ENGLISH ABSTRACT: A multitude of factors affects the experience of the user on a specific site. Slow downloading, navigational difficulties and complex designs all play a role in destroying what could be an enjoyable experience to the user. Usability exists when the design of the system matches what the intended end users need and want. Most Web site designers agree that great design essentially has the user as its priority. Companies tend to forget that the user's hand is on the mouse. The most successful Web sites are those that not only respond to user feedback, but actively seek it out. We have to realise that the cost of flipping to another Web site is so low, it doesn't make any sense for people to go back to a site that failed them the first time. Most Web sites fail miserably at their prime directive: usability. The best way to run a user test is one-on-one, writes Fleming (1998:1). You don't need a large quantity of users for the tests to be effective. The costs in user testing are often exaggerated and there is no excuse for not performing some sort of user test on your Web site. When a page comes up Jakob Nielsen says, people look only one place, in the middle, at the content. (Head, 1999:2) If a page does not appear relevant to the user's current goals, then the user will ruthlessly click the Back button after as little as two to three seconds. Users rarely look at logos, mission statements, slogans, or any other elements they consider fluff. Usability is practically guaranteed if you have a solid information architecture at the outset. Make sure information is not more than two clicks away from the homepage. (Radosevich, 1997:3) According to the GVU7 survey, speed is the number one complaint of Web users (76,5 %). (Hamilton, 1997:1) Since users need web pages to load quickly, you should make your image files small. Try to limit the size of individual images to 5k, and try to limit the total size of all the images on any single page to 20k. Generally, a user with a 28.8 modem should have a sense of the page content or be able to navigate off the page within 10 seconds of download. The rest of the page should load within the next 30 seconds. Any site needs a good search feature since even the best navigation support will never be enough. (Nielsen, 1996a: 1) A search function should be provided if the site has more than 100 pages. Even if you haven't created perfect navigation, at least be consistent. (Berst, 1998: 1) The Back button is the lifeline of the Web user and the second-most used navigation feature (after following hypertext links). People rarely read web pages word by word - they scan pages to find the information they want. Make the text scannable with bulleted lists, highlighted keywords, meaningful headings, and short sections of text. The essential purpose of graphics, especially animated graphics, is to set the tone and communicate the company's personality in a unique and fun way. (Heath, 1997:1)
AFRIKAANSE OPSOMMING: 'n Menigte faktore beïnvloed die gebruiker se ondervinding van 'n spesifieke Webblad. Aflaai spoed, navigasie en komplekse bladontwerp kan almal 'n gebruiker se belewenis van 'n Webblad verongeluk. This thesis investigates the role of cultural differences in the design and usability of web sites. Specific factors that affect localisation and internationalisation of web sites and user preferences are studied. The overarching research question is: Are there differences in usability of web sites for users from different cultures? There are three areas of interest in this research: (i) Human Computer Interaction (HCI), (ii) Culture, and (iii) Localisation/Internationalisation. HCI focuses on the cultural factors affecting the usability of web sites. Culture is discussed in the context of HCI. Geographically disparate people use the Internet through web browsers. They may come from different cultural backgrounds and are likely to have different perceptions due to their cultural influences, which may influence their preferences for aspects of web interfaces. Challenges and opportunities regarding localisation and internationalisation of web sites are also examined. The methodology for this research facilitates the study of the impacts of culture on HCI in the context of the design of web sites and usability, specifically in terms of localisation and internationalisation. An explorative pilot study of the materials, procedures and analysis techniques was undertaken. Due to the small number of participants in the pilot study, only limited statistical analyses are provided. In the main study, 301 participants were divided into three almost equal groups, based on their preferred language (Australian English; Mandarin; International [primarily American] English). Each group responded to two of three virtual restaurant web site versions constructed for the experiment: (i) a localised version for Australian English speakers, (ii) a localised version for Mandarin speakers, and (iii) an internationalised version for speakers of other languages. Detailed statistical analyses of the quantitative data were compared with results from qualitative analyses of participants’ comments on experimental web site versions. The results demonstrate that a web site that uses an International version of web design, text and web interface elements is more usable to International group participants. Participants who chose Australian English or Mandarin as their Preferred Language did not display significant preference for localised versions of the web site. The participants, being experienced and heavy users of the web, were perhaps expecting to use International English, since it has traditionally been the dominant web language.

World Wide Web (www) has achieved an important role in communication, information sharing and service delivery now-a-days. World Wide Web consists of millions of web sites and web based applications which are deployed and can be visited all over the world without the limitation of time and geographical boundaries. Web site usability, security and reliability consider some of the core aspects in designing of web sites. In this thesis, we explore possible tensions and tradeoffs between usability and security issues in web site design. We discuss web site usability issues in terms of technical and social aspects. We discuss web site security in terms of usability and offer some recommendations for secure website design without compromising the web site performance. We also highlight the importance of ease of navigation and other aspects of user interface design. In order to explore these issues, we have chosen to review the related literature. We have also conducted interviews with professionals who are mainly concerned with web site usability. Two sample interviews are available at the end of this thesis report.
Human factors and usability issues have traditionally played a limited role in security research and secure systems development. System designers have disregarded usability concerns for the reason that they are not acquainted with them or sometimes they do not take into account the importance of the human factors. Addressing issues of usability and human factors could be an important part of way out for today‟s security tribulations.There is increasing agreement that we need to design secure systems that people can actually use, but less agreement about how to reach this goal.

The study compared the perceptions of Malaysians, representing Asian culture, and Australians, representing Western culture, for four Web design characteristics (atmospherics, news stories, signs, products and services), as part of the Integrated Internet Marketing model. Under controlled laboratory conditions, two groupings of thirty subjects evaluated eight Web sites in the retail and services sectors located equally in Malaysia and Australia. This study hypothesised that the predominant culture would not be generalised to another culture. Significant differences found for Web design characteristics were typically for one site only and not across all sites. In other words, consistent differences did not eventuate. This appears to indicate that members of both groups are citizens of the Web's global village in which consumer behaviours and values are converging. There were some specific perceptual differences between Australians and Malaysians of Web design characteristics and their impact on the overall effectiveness of Web sites. For example, differences for the Web design characteristic products and services were clearly perceived for Dewsons Supermarket (DS) and Netcard Station (NS). The graphical presentation on the DS Web site appears to encourage Australians to examine the products and services in more depth. Products were presented in bright colours and photographic views. On the other hand, for the NS Web site, products were represented in descriptive, technical words, which appealed more to Malaysians. The study found that Malaysians would emphasize the atmospherics for seeking to obtain an indication of integration (tolerance, non-competitiveness) by examining virtual presence. Australians give emphasis to articulate news stories as both products and services and news stories attracted inter-group significant differences in Café St. Tropez Restaurant and Netcard Station sites. For the extent to which the Web is used to locate products, services or information, there was no impact of these on the way Malaysians perceived the Web design characteristics and their impact on the overall effectiveness of Web sites. On the other hand, the extent to which the Web was used to locate products, services or information impacted on the way Australians perceived the Web design characteristics and the impact of these on the overall effectiveness of Web sites. The study makes recommendations for Australian Web designers, for example, that they should give emphasis to graphical and photographic pictures for attracting Australian Web users. On the other hand, Malaysians Web designers should, for example, employ technical words in order to attract Malaysian Web users. The study recognises the strength and the limitations of the controlled laboratory method of research, which are in the main that results cannot easily be generalised and that procedures may appear to be artificial. Suggestions for further study are offered.

Abstract There have been widespread interests in the development and application of World Wide Web (WWW) to support decision-making activities in product design and manufacture. An increasing number of web applications are emerging and a large number of practitioners are keen on trying these web-based decision support systems. In the meanwhile, it becomes increasingly difficult to surf for appropriate web applications on the Internet with general-purpose search engines. This paper describes a web site, WAPIP, that has been developed specifically to support new product introduction activities. It provides databases for software vendors and researchers to register their web applications with the “wapip” search engine. It also provides facilities to support practitioners in product design and manufacture to search rapidly for the right web applications suitable for solving their problems. This paper discusses the various issues regarding the design, development and operation of this “wapip” search engine.

Laboratory experiments are an important and integral part of the learning experience for undergraduate engineering students. They help the students in getting hands-on experience and in better understanding theoretical concepts. In recent years, a significant number of remotely accessible experiments have been developed and integrated into engineering laboratory courses at many educational institutions worldwide. There exist several approaches and technologies for making experimental hardware accessible via the Internet. This paper will discuss some of the available technologies and a specific method for acquiring data from experimental setups via LabVIEW Virtual Instruments over a network. As an example, a remote experimental apparatus that was developed by upgrading a commercially available air flow rig with remote control and monitoring capabilities is presented. This system is used in a junior-level mechanical engineering course on fluid mechanics. It enables the students to access the experimental setup via the Internet either in real-time or batch mode. For real-time use of the experimental setup, remote panels are used. These remote panels are exactly the same as those that would be used on a local on-site server. They can be run under LabVIEW’s Web server to be observed and controlled by the client via any Internet browser. For the batch-mode use of the experimental setup, on the other hand, simple HTML pages in conjunction with forms are used to generate experimental requests that are sent to the LabVIEW server. This server then places these experimental requests in a queue and executes the appropriate LabVIEW scripts on a first-come first-served basis. This paper will discuss and compare both methods for performing remote laboratory experiments.

Traditional approaches to excavation design for sites with radionuclide-contaminated soils generally involve work plans with fixed excavation footprints and post-excavation verification sampling. Recent advancements in real-time data collection systems, combined with data loggers, location control systems, and secure project-support Web sites, allow for an alternative, more precise approach to excavation design and implementation. In this mode, traditional work plans are replaced with dynamic work plans. Excavation efforts are organized by lift, with real-time dig face screening performed and the data for each lift analyzed, before excavation continues. Rather than specifying excavation footprints, dynamic work plans identify the decision logic that will be used to determine footprints based on real-time data collection. The level of investment in excavation support data collection can be balanced against potential cost savings realized through waste stream minimization. Secure project support Web sites ensure that data sets generated during the remediation process are readily accessible to all who need to see them, whether they are on site or not. These include regulators, program managers, and technical support staff. This type of Web site allows for quick problem resolution, increased transparency in field decision making, and more efficient allocation of expensive technical staff time.

Abstract Various approaches to capturing and retrieving engineering design information and intent are currently used in industry and play an important role in engineering design collaboration and concurrent engineering. At one end of the spectrum there are expert systems that perform complex analyses of designs based on information that is very specific and specialized for a particular product. At the other end are less automated and less complex non-expert systems. These systems provide the means to organize, collect, and reuse general collections of design intent and rationale in terms of notes, solutions to problems previously encountered, and best practices organized into a database or posted on an internal web site. By surveying the current state of engineering design knowledge management (KM) tools and implementation, conclusions can be drawn regarding the basic elements of successful knowledge management and the opportunities that exist to expand the capabilities and use of such systems in the product development environment. This is of particular relevance to current design practices that are becoming increasingly automated, decentralized, and global. Knowledge management on a large scale will require strategic planning and a deeper understanding to provide the standards for interoperability and exchange that will be needed. This paper provides an overview of approaches to knowledge management in the product development environment.

The Internet presents an opportunity to facilitate the design of pressure equipment in a new and different way. Current industrial design practice employs computer programmes that perform design-by-formula (DBF) calculations in accordance with ASME VIII Division 1 or other international codes and standards. Design-by-analysis (DBA), however is only undertaken by experienced vessel engineers or general finite element analysis (FEA) consultancy specialists. The present work has established an interface between the Internet and a commercial FEA program for use by designers in the pressure vessel industry. The interface allows users to input variables for a pre-delivered model, obtained from a library of verified models, which may be analysed automatically and the results returned for review. The outcome of the work has been that an interface has been fully established in the form of an interactive dynamically operating web site. It has extensive error checking facilities for user input variables, and is fully operational for the available models, which, for example, includes a reinforced nozzle located in an elliptical end with multiple loadings. The system has been tested by industry and new opportunities have resulted for the training of engineers by allowing access to complex models only after suitable training has been undertaken and levels of competence have been achieved.

Capturing users’ needs is critical in web site design. However, a lot of attention has been paid to enhance the functionality and usability, whereas much less consideration has been given to satisfy the emotional needs of users, which is also important to a successful design. This paper explores a methodology based on Kansei Engineering, which was significant used in product and industrial design but not quite been adopted in the IT field, in order to discover implicit emotional needs of users toward web site and transform them into design details. Survey, interview techniques and statistical methods were performed in this paper. A prototype web site was developed based on the Kansei study results integrated with technical expertise and practical considerations. The results showed that the Kansei Engineering methodology, in this paper, played a significant role in web site design in terms of satisfying the emotional needs of users.

We have developed a prototype of web based CAE system with HTML5 and WebGL technology and the ADVENTURE system. The main system including solver part is operated on the remote server like a cloud computing and user interface client is operated in a web browser on the Internet devices (including PCs, smartphones, and tablet devices) without any additional software or plug-ins. In this system, we use the ADVENTURE system as server-side CAE system. The ADVENTURE system is a general-purpose computational analysis system we have been developing. Aim of the system is to enable to analyze a three dimensional finite element model of arbitrary shape over 100 million Degrees Of Freedom (DOF) mesh on massive parallel computers like a large-scale PC cluster or a super computer. To solve large scale problem, domain-decomposition-based parallel algorithms are implemented in pre-processes (domain decomposition), main processes (system matrix assembling and solutions) and post-process (visualization) of the ADVENTURE system, respectively. The hierarchical domain decomposition method (HDDM) with the balancing domain decomposition (BDD) as a pre-conditioned iterative solver is adopted in the main processes. Module-based architecture of the system with standardized I/O format and libraries are also developed and employed to attain flexibility, portability, extensibility and maintainability of the whole system. Since the software has become a quite large system, it is not easy to install or operate the system on parallel machines by users. To solve this issue, the authors have been developed CAE system for large scale problems based on computer network. With this system, the main system including solver part is operated on the remote server like a cloud computing and to operate such a system from a client PC through the network. Users need not to touch server system and easy operation on client system was developed. But this system requires for users to install client software, which may become a barrier to start using the system.

The Smart Energy Design Assistance Center assessed the administrative, technical, and economic aspects of feasibility related to the procurement and installation of photovoltaic solar systems on IDOT-owned buildings and lands. To address administrative feasibility, we explored three main ways in which IDOT could procure solar projects: power purchase agreement (PPA), direct purchase, and land lease development. Of the three methods, PPA and direct purchase are most applicable for IDOT. While solar development is not free of obstacles for IDOT, it is administratively feasible, and regulatory hurdles can be adequately met given suitable planning and implementation. To evaluate IDOT assets for solar feasibility, more than 1,000 IDOT sites were screened and narrowed using spatial analytic tools. A stakeholder feedback process was used to select five case study sites that allowed for a range of solar development types, from large utility-scale projects to small rooftop systems. To evaluate financial feasibility, discussions with developers and datapoints from the literature were used to create financial models. A large solar project request by IDOT can be expected to generate considerable attention from developers and potentially attractive PPA pricing that would generate immediate cash flow savings for IDOT. Procurement partnerships with other state agencies will create opportunities for even larger projects with better pricing. However, in the near term, it may be difficult for IDOT to identify small rooftop or other small on-site solar projects that are financially feasible. This project identified two especially promising solar sites so that IDOT can evaluate other solar site development opportunities in the future. This project also developed a web-based decision-support tool so IDOT can identify potential sites and develop preliminary indications of feasibility. We recommend that IDOT begin the process of developing at least one of their large sites to support solar electric power generation.

Odonates are significant components of most wetland habitats and important indicators of their health. At Cape Cod National Seashore (CACO), we compiled odonate records dating back to the 1980s and, based partly on that data, identified 41 wetland sites for sampling, representing six freshwater habitats (kettle pond, inter-dune pond, dune slack, riparian marsh, vernal pool, and bog). We surveyed these sites for adult odonates during the 2016?2018 field seasons. Ten sites were surveyed all three years (total 19-20 surveys/site); all ten had at least some historical data. The remaining 31 sites were surveyed for one field season, a total of 6-8 times each. We conducted 391 surveys, recording 53,435 individuals and 74 species (45 dragonflies and 29 damselflies); not all individuals were identified to species. Abundance and species richness varied significantly between habitats. For all individuals recorded, abundance was greatest at vernal pools and kettle ponds. Riparian sites had the lowest abundance. Species richness was highest at kettle ponds, including several species of conservation concern, two listed as Threatened by the state of Massachusetts. Riparian marshes and dune slacks had relatively low richness. Among the 10 sites surveyed three years, we found significant annual variation in abundance and species richness. There was significant and generally greater between-site variation in abundance within a year than between years at sites. Community analysis found pond depth, habitat type, and presence of predaceous fish were significant factors explaining between-site variation in community composition. Habitats also differed significantly in community composition. Multidimensional scaling showed sites tend to cluster together by habitat type. Vernal ponds have the highest average community similarity to all other habitats (53.5%), with dune slack (52.9%), bog (52.0%) and inter-dune (51.5%) close behind. In contrast, riparian sites (46.3%) and kettle ponds (39.5%) are least similar to other habitats. Overall, 86 species of odonates have been recorded at CACO, a rich and diverse assemblage reflecting the variety and quality of freshwater habitats present. Although these habitats are relatively well-protected, stressors include climate change, nutrient inflow from adjacent development, road runoff, and trampling of emergent vegetation. A plan for monitoring is beyond the scope of this project. Ideally, it would be best to use the insight into odonate variation obtained from these surveys to develop a monitoring program designed to meet standards of statistical confidence and power currently employed in NPS monitoring programs.

Beginning primarily as snowmelt from the Rocky Mountains, the Colorado River supplies water to over 40 million people in seven U.S. states and Mexico. As demand for water grows and climate-driven drought threatens supply, there is an urgent need to advance decision-relevant hydrologic research in this region, which serves as an example for similarly positioned mountain headwaters around the world. Within this report we share the design for a collaborative process for testing innovative approaches to doing research—a test bed for short—that leverages existing research efforts and articulates strategies for accelerating the science resource managers are seeking to address this need. We designed this test bed by 1) engaging researchers and those who forecast, operate, and manage resources and 2) by employing collaborative science expertise and network analysis. Our activities involved investigations into areas of untapped potential (including 15 events on a listening tour), the research landscape, and the user needs landscape, which we drew upon to design our proposed test bed. This test bed is built from a suite of recommendations (listed below) based on those explorations. The proposed test bed supports an approach to conducting mountain hydrology research that complements NASA science goals and that is centered on collaborations and strategic monitoring, modeling, and data science enhanced by local partners to:  Accelerate understanding of mountain water cycles and improve forecasts in a rapidly changing world;  Use long-term monitoring to calibrate, validate, complement, and enhance satellite data and land surface models; and  Cultivate learning and community building among scientists, within and across institutions, and in collaboration with research users. In general, we focus on systematic ways to build on what already exists (vs. creating something entirely new). Through our work in designing the test bed, we utilize network analysis, user needs synthesis, and collaboration management (bringing people together in ways that support collaborative science)—tools that will also help to further refine and sustain the effort. This report develops a suite of broadly applicable recommendations for future work (summarized below), as well as action items more specific to the NASA Terrestrial Hydrology program.

The existing foundations of a bridge can sometimes be reused. This may occur when a completely new bridge is built but also in bridge or superstructure widening projects. Reuse of existing foundations not only eliminates the costs associated with demolishing and disposing of old foundations, but also reduces the costs of the design and construction of new foundation elements. However, several challenges exist, including assessing the structural integrity, estimating the current capacity, estimating the remaining service life, and considering current design codes and specifications of the existing foundations, and clear guidelines for foundation reuse. The absence of foundation reuse guidelines by INDOT hinders the reuse of bridge foundations and prevents design consultants from designing new structures using existing foundations. In this project, comprehensive foundation reuse guidelines were developed in the form of flow charts based on a literature review on bridge foundation reuse design—including technical publications and existing standards and codes—and a set of analyses. The proposed guidelines include detailed guidance on inspection of the structural integrity of existing foundations, determination of as-built geometry of existing foundations, capacity estimation of existing foundations, minimum requirements for foundation reuse, and selection of foundation reuse solutions. The proposed guidelines for foundation reuse design were tested in an ongoing INDOT project. From the implementation project, we found that a complete site investigation that produces reliable estimation of soil profile and properties, is essential to determine whether there is reserve capacity in existing foundations. Additional site investigation is generally worth doing, not only to account for any strengthening of the soil that may have occurred over time, but also because of the greater accuracy in interpretation and analysis that results. We also found that use of the most current, cutting-edge methods can be useful in estimating the reserve capacity of existing foundations, and that design checks using different design codes can produce contrasting results.

Our original objectives were to assess the unexplored dimension of alternative splicing as a source of genetic variation. In particular, we sought to initially establish an alternative splicing database for Arabidopsis, the only plant for which a near-complete genome has been assembled. Our goal was to then use the database, in part, to advance plant gene prediction programs that are currently a limiting factor in annotating genomic sequence data and thus will facilitate the exploitation of the ever increasing quantity of raw genomic data accumulating for plants. Additionally, the database was to be used to generate probes for establishing high-throughput alternative transcriptome analysis in the form of a splicing-specific oligonucleotide microarray. We achieved the first goal and established a database and web site termed Alternative Splicing In Plants (ASIP, http://www.plantgdb.org/ASIP/). We also thoroughly reviewed the extent of alternative splicing in plants (Arabidopsis and rice) and proposed mechanisms for transcript processing. We noted that the repertoire of plant alternative splicing differs from that encountered in animals. For example, intron retention turned out to be the major type. This surprising development was proven by direct RNA isolation techniques. We further analyzed EST databases available from many plants and developed a process to assess their alternative splicing rate. Our results show that the lager genome-sized plant species have enhanced rates of alternative splicing. We did advance gene prediction accuracy in plants by incorporating scoring for non-canonical introns. Our data and programs are now being used in the continuing annotation of plant genomes of agronomic importance, including corn, soybean, and tomato. Based on the gene annotation data developed in the early part of the project, it turned out that specific probes for different exons could not be scaled up to a large array because no uniform hybridization conditions could be found. Therefore, we modified our original objective to design and produce an oligonucleotide microarray for probing alternative splicing and realized that it may be reasonable to investigate the extent of alternative splicing using novel commercial whole genome arrays. This possibility was directly examined by establishing algorithms for the analysis of such arrays. The predictive value of the algorithms was then shown by isolation and verification of alternative splicing predictions from the published whole genome array databases. The BARD-funded work provides a significant advance in understanding the extent and possible roles of alternative splicing in plants as well as a foundation for advances in computational gene prediction.

This paper reviews three targeted transit subsidies applied in Latin America. The Vale Transporte scheme in Brazil is the oldest, having been introduced in 1985. Household survey data for 26 metropolitan areas were used to estimate the distributional impact of the Vale Transporte. The results indicate that this program is badly targeted to low-income individuals. In 19 of the 26 cities, this subsidy is regressive. The reason is that only formal sector workers are eligible for this benefit while many low-income individuals work in the informal sector in Brazil. In addition, since this subsidy is paid by employers it is reasonable to expect compensating equilibrium effects in wages or unemployment. We present evidence that suggests that this may have occurred with wages. In contrast, Bogota and Buenos Aires have implemented demand side means-tested subsidies during the last decade. In these cases, criteria from the general welfare system are used to determine eligibility and both have been implemented using smartcard payment technology. We review the available information on the design, operation, and distributional outcomes for each case. This review provides useful information for policymakers interested in the design and implementation of targeted transit subsidies.

With the advent of cheap and available sensors, there is a need for intelligent sensor selection and placement for various purposes. While previous research was focused on the most efficient sensor networks, we present a new mathematical framework for efficient and resilient sensor network installation. Specifically, in this work we formulate and solve a sensor selection and placement problem when network resilience is also a factor in the optimization problem. Our approach is based on the binary linear programming problem. The generic formulation is probabilistic and applicable to any sensor types, line-of-site and non-line-of-site, and any sensor modality. It also incorporates several realistic constraints including finite sensor supply, cost, energy consumption, as well as specified redundancy in coverage areas that require resilience. While the exact solution is computationally prohibitive, we present a fast algorithm that produces a near-optimal solution that can be used in practice. We show how such formulation works on 2D examples, applied to infrared (IR) sensor networks designed to detect and track human presence and movements in a specified coverage area. Analysis of coverage and comparison of sensor placement with and without resilience considerations is also performed.
