This study investigated a method to adjust hearing-aid gain by use of a machine-learning algorithm that estimates the optimal setting of gain parameters based on user preference indicated in an iterative paired-comparison procedure. Twenty hearing-impaired participants completed this procedure for 12 different sound scenarios. During the adjustment procedure, their task was to indicate a preference based on one of three sound attributes: Basic Audio Quality, Listening Comfort, or Speech Clarity. In a double-blind comparison of recordings of the processed scenarios, and using the same attributes as criteria, the adjusted gain settings were subsequently compared with two prescribed settings of the same hearing aid (with and without activation of an automatic sound-classification system). The results showed that the adjustment method provided a general improvement of Basic Audio Quality, an improvement of Listening Comfort in a traffic-noise scenario but not in three scenarios with speech babble, and no significant improvement of Speech Clarity. A large variation in gain adjustments was observed across participants, both among those who did benefit and among those who did not benefit from the adjustment. There was no clear connection between the gain adjustments and the perceived benefit, which indicates that the preferred gain settings for a given sound scenario and a given listening intention are highly individual and difficult to predict.

Paper is the main print material, whose performance is a factor that effects the printing’s dot gain which is bad to image clarity and color reproduction. In the paper, Yule-Nielsen neugebauer spectral modal is analyzed , and the relation between paper’s spectral reflectance and the printing’s dot gain is discussed. By experiments, the paper’s spectral reflectance is adopted as correction index, which can reduce the dot gain value of the light color patch , and in the same printing conditions the dot gain is effected by the paper’s spectral reflectance, ink’s type, dot area percentage and wavelengths. The research has a certain significance for controlling printing quality and reducing the producing cost.

Purpose – The purpose of this paper is to resolve and remove from the governance arena in general and the project arena in particular, conflict which occurs when parties do not realise they have different meanings for common governance terms. Design/methodology/approach – Review literature on definitional confusion in general and on governance in particular and develop a method for defining an internally consistent group of terms, then apply this to a group of terms in the governance arena. Findings – Several important subjects commonly arranged under the governance banner do not actually constitute governance (strategy, behaviour, decision making). Research limitations/implications – Further work is necessary to remove similar confusion in other closely related areas, including power itself and authority as well as project and general management terms such as responsibility and accountability. Practical implications – Projects and business alike can potentially achieve significant improvements in efficiency and effectiveness through gaining consistency across current models, frameworks, policies and procedures thus reducing cross-boundary conflict. Social implications – Creation of a unifying feature within the project and management literature, shifting the understanding of the boundaries and limitations of governance. These definitions will help progress governance from complexity to simplicity, from an art to an understandable practice, from a concept that has been hijacked for partisan and political gain to a lean social tool which can be put to use for the benefit of organisations, whether public, charitable or private. Originality/value – The value is clarity – resulting in the avoidance of confusion and misunderstanding together with their consequent waste of time, resources and money.

The purpose of this study was to measure the reliability, sensitivity and validity of two types of field study measures: subjective rating techniques and self-assessment scales. Eight listeners with hearing loss served as subjects. In a laboratory study two Frequency-Gain-Characteristics (FGCs) were selected; one which subjects rated as having better speech clarity and one which subjects rated as having poorer speech clarity. The clarity ratings for the two FGCs were the criterion measure to which the results of the field studies were compared. Subjects wore each of the two FGCs in the real world for six, one-week time periods. During each week subjects completed either category ratings or paired comparisons. Two self-assessment scales were also completed. The paired comparison technique was the field study measure with the best psychometric characteristics.

The initial research undertaken was an attempt to understand what it is like for young children to be in the world. The study was a search to reclaim a sense of place for the teacher/researcher and the children, and to capture young children’s profound wondering. This article is a reflective look back at that study and attempts through methods of reflection and disruption to gain further clarity, to extend yet complicate what was known. The reflection also explores three of the central challenges that were encountered when evoking and ultimately re-visioning the lived experiences. This paper is motivated by the lack of clarity in frequently used terms and definitions in tourism research complicating comparative studies of cases. This paper proposes an objective method that may help researchers gain awareness of different definitions of concepts in tourism research, avoiding misunderstandings. The paper focuses on four main concepts: destination, attraction, accommodation and point of interest. A bibliometric analysis is carried out to quantify how often researchers employ different definitions for each of these terms. This allowed for the most frequently used definition to be ascertained. The results show that bibliometrics can help identify the most frequent definitions given to a certain concept. This study may help future researchers to better define concepts in tourism studies, as it can be used to clarify meanings among researchers and practitioners when conducting research or making reports on tourism and hospitality

Traditionally, we usually use the Fourier transform to analyze the frequency of a signal. However, it is only suitable for the case where signals are stationary and linear. Thus, many time-frequency (TF) analysis tools were developed for non-stationary signals in recently decades. TF analysis can observe the signal variation in both the time and the frequency domains and has many applications. However, there are always trade-offs among the goals of high resolution, no cross term, and less computation time. In this thesis, we propose a high-clarity modified generalized spectrogram (MGS) with different window sizes and different powers, which can get both high resolutions in the time and the frequency domains. We also provide a new implementation way to reduce the computation time for the broad window case and propose a better method to choose the window. Moreover, we propose a new method called the generalized polynomial Wigner spectrogram (GPWS), which combines the MGS with the polynomial Wigner-Ville distribution (PWVD), to further improve the performance of the Gabor-Wigner transform (GWT). Two applications of the TF theory are introduced in this thesis: The first application is the analysis of the FORMOSAT-3/COSMIC (F3/ C) signal. It is a cooperation project with the National Space Organization (NSPO). Instead of the traditional trending method, the Hilbert-Huang transform (HHT) and time-frequency analysis are used to analyze the trends of the signals from the F3/C constellation and the deterioration on some key satellite elements. The goal of these adaptive analysis methods is to effectively find the aging trends of satellites. The second application is to detect the freezing of gait (FOG) of Parkinson''s disease patients. It is a cooperation project with the Graduate Institute of Physical Therapy of National Taiwan University (NTU-PT) and the Tzu-Chi University. The purpose is to improve the detection accuracy of the FOG and develop a more real-time algorithm by using TF analysis. We use the MGS to find the freezing index (FI) and consider the power of the input 3-D accelerator signal for the further decision. With a dynamic threshold, FOG periods can be found. Since existing methods use the symmetric window, which will cause a severe delay, we use an asymmetric window and an asymmetric smooth filter to make the delay less than 0.8 seconds. Our method is real-time and the performance still outperforms existing methods. The ultimate goal is to implement the algorithm in products and benefit Parkinson''s disease patients.

AbstractThe aim of this research project is to investigate how fashion brands and their online communities begin a co-authoring process in fashion films. Since the early days, fashion market has always enriched its dreamlike imageries with garments and images [1], with the advent of internet, those dressed bodies could move, tell stories and spur deeper engagement. In fact, fashion films are the direct digital evolution of the static fashion magazine images. Transposed on the web, such images can now reach online brand communities who often start a debate on both the fashion film and the brand, thus nurturing the brand contents. This results in a typical communicative flow that we can commonly observe on social media, which has also been object of study by some academics [2–4]. However, the dynamics and inferences produced are not fully clear: the OBCs are often similar to black holes. In order to gain more clarity on the topic, this study compares different types of fashion film with OBCs profiles. The final goal is to outline several classes of engagement and verify the contribution this process has in generating (cultural) contents.

Abstract As a topic of research in economics, hope has not been very prevalent. Following the neo-classical paradigm, economists have tended to focus on rationality, self-interest, and universals. A normative and subjective experience such as hope was not believed to fit well with this perspective. However, the development of several heterodox economic approaches over the past decades, such as behavioral economics, has led to renewed attention being given to emotion, subjectivity, and normativity. Economic research on concepts related to hope, such as anticipatory feelings, (consumer) confidence, expectations and aspirations has consequently increased. In general, these studies find that hopeful feelings have a strong motivating power for (economic) behavior. By and large, the effects of hope seem to be positive, ranging from longevity and health to innovation and well-being. Nonetheless, there have also been indications that prompt caution, for example when it comes to false hopes, disappointment, or possible manipulation of societal hope. The field of economics has gained much valuable insight from existing research but we argue that it could gain from further definitional clarity. We discuss the difference between hope and related concepts such as optimism, in particular when it comes to economic research, and suggest topics for future research that could benefit from a focus on hope.

AbstractThis contribution reports on part of the research carried out in the development of a digital serious game to explore and design urban sustainability. The work investigates the application of role-playing logics in urban transformation planning processes. Digital technologies support the participatory process and allow users to learn, interact and discuss the effectiveness of solutions when co-designing quality conditions for the everyday living environment and the sustainable development of their area. The method intends to develop procedures and simulations that aim to clarify and verify the results that transformations can have on the area’s ecological footprint. During the game, players gain knowledge and awareness of the individual behaviour changes and the built environment trasformations, necessary in order to impact their areas as sustainably and as little as possible. Prefiguring resilient and sustainable urban habitats, increasing user awareness of the need to adopt more responsible behaviours, increasing ability of the built environment to meet community needs by practising low environmental impact lifestyles: these key aspects are observing at all phases of the design process. This paper describes the progress of research carried out on the construction of the structure and rules of the game, developed prior to testing the method in the context of the municipality of Rescaldina, in the Milan metropolitan area.

On its basis: first, one could explain how knowledge supervenes at least in part on belief, truth, and justification; second, one could explain also why knowledge entails each of belief, truth, and justification; and finally, one could have explained why JTBmodal and JTBexplanatory were true had they indeed been true. The ontological theory might gain further support through its direct intuitive attraction when one inquires with sufficient clarity into the constitution of knowledge.

In this paper, I’ll present the first phase of the Italian Wars, specifically the period between 1494 and 1498. The study focuses on the French troops’ capitulation at Atella, which was a very important event as the war tide started to turn against the French following their victorious campaign through the Italian peninsula. The main source for the study was Mario Sanuto’s work called I diarii (‘Diaries’) – a detailed record of the aforementioned events that allow us to analyse the situation and gain clarity about the military, political, and economic aspects of the French army’s capitulation.

Abstract The introduction defines the concept of segregated time and establishes the theoretical and political relevance of the work. By focusing on segregated time, this study convenes a broader discourse that discloses the racial components of prevailing temporalities. To gain clarity on these issues and their implications, the introduction foregrounds the subsequent study of how time functions as a vector of political power, affect, and resistance. Beginning with Martin Luther King’s contestation of racial inequalities experienced as impositions on human time, the introduction connects the racial amnesia of segregated memory with the weaponization of segregated time. Simply put, the introduction makes the case for why the book is worth the reader’s time.

Abstract In the twenty-sixth section of his Hamburgische Dramaturgie Lessing puts forward the view that ‘the orchestra at our stage plays takes the place, as it were, of the ancient choruses’.1 Of course, Lessing’s concern was not with music theatre but with the incidental music played at the theatre, for which he demanded a strict motivic link with the dramatic action, so that, like the chorus, such music could accompany and comment on the events taking place on stage. Lessing argued that instrumental music, which, unlike vocal music, he felt was essentially indeterminate in its ‘expression’, could gain in (semantic) clarity if particular motives were repeated, even if there were no words accompanying them.

This chapter describes the second challenge of serious illness, pairing hopes and worries. It discusses how clinicians help patients acknowledge worries and explains how, by pairing hopes and worries, patients can step outside of their moment-to-moment feelings enough to gain a broader perspective. This slight distance helps patients to see themselves with clarity and empathy. The chapter describes communication skills for helping patients pair hopes and worries and introduces clinical attunement, a specialist concept that includes aspects of attunement specific to palliative care: being aware of how the patient is coping and of the mostly likely illness trajectory. The chapter ends with skills for talking with oncology colleagues about how patients are learning to pair hopes and worries and to develop prognostic awareness.

This essay attempts to gain critical purchase on the burgeoning field of enquiry, within Translation and Translator Studies, that is focused on the matters of creativity and originality. What does it mean to claim that translators are creative, and that their translations are creations? At issue is perhaps negotiating beyond the truisms (indeed translators are creative, and assuredly their translations are creations) and engaging with what the present essay argues remain the difficult challenges to be faced: why is creation and creativity, when such things are achieved by translators and translations, always invidiously assessed in respect of a putatively unattainable originality? Is that unattainable originality always a consequence of the still‑abiding doctrine of translatory fidelity and the imposition of the prescriptions and laws of equivalence? The present essay seeks to gain a degree of clarity on such matters by proposing (without endorsing) three options: translation and creativity, translation as creativity, translation or creativity. Image gathering and digital restoration are commonly treated as separate tasks. However, it is possible to gain significant improvements in fidelity, resolution, sharpness, and clarity when these two tasks are optimized together. In this paper, we demonstrate the improvements that can be gained when (1) the design of the image-gathering system is optimized for high information density rather than for conventional image reconstruction, and (2) the digital restoration of the image accounts for the aliasing as well as the blurring and noise in image gathering and practically eliminates the degradations that occur due to the blurring and raster effects in image reconstruction.

There are identified within the discourse a number of notions regarding the term information. This paper sets out to explore these sometimes-conflicting notions of information. The reason why conflicting notions occur is the result of different perspectives and understanding of the term information. Within the discourse two camps are identified, firstly, those who identify information as a resource and those who identify information as a processual approach enacted by individuals. The former is not uncommon within the business environment given the relationship seen between information and technology; this view simplifies information as merely structured data. The latter approach requires the involvement of individuals or more succinctly human understanding and interpretation. By viewing information as a processual process enacted by humans one is identifying an alternative view of how information is created, managed, used and developed. The aim is to discuss both views to gain clarity and understanding in terms of why the various and conflicting notions of information impact on its use within organisations. What is highlighted within this paper is that information is a complex and ambiguous term. There is no easy ‘off-the shelf solution to managing information. One potentially successful approach is to view information from an epistemological perspective. This requires those having to deal with this complex and ambiguous term a starting point from which to build and gain both an individual and an organisational understanding in terms of the use of information. This allows individuals to set direction, decide where to focus their effort and ultimately how to gain some control over this vital and important issue of ‘information’.

Abstract The quest to gain more knowledge of the subsurface and to reduce uncertainty in the interpretation of subsurface data has been an age-long effort in the oil and gas industry. To achieve this, asset owners use tools with improved resolution, utilize different types of logging tools and integrate the interpretation from these logging tools. This paper will review some projects where data from borehole imaging tools were used to support geosteering decisions and to gain more knowledge of reservoir structure. Borehole images are logs based on the circumferential measurement of a petrophysical parameter along a borehole wall. Logging-while-drilling borehole images can be used for structural, sedimentological and petrophysical analysis. These near-wellbore analyses contribute greatly to the success of most geosteering jobs. Geosteering is a process used in placing high-angled and horizontal wells in subsurface intervals of interest. It involves the use and integration of data from varied sources. This paper will show different scenarios, in different depositional environments, where borehole imaging supported the geosteering process and how geological interpretations from geosteering brought more clarity to borehole imaging analysis. Examples of these will highlight the stratigraphic relationship between geological structures and wellbore trajectory, detection of subsurface structural discontinuities, primary sedimentary structures, and the interpretation of complex geological structures. This paper will broaden our understanding of the applications of borehole imaging and how it integrates with geosteering in achieving oil and gas well objectives.

Iraq faces many challenges as a result of the spread of financial and administrative corruption in most state institutions, especially with the multiplicity of decision-making sources and the lack of clarity of the economic system in force in Iraq, as the economy moved after the invasion of Iraq in 2003 by the United States and its allies to a rentier economy with almost complete dependence on oil revenues Without benefiting from the rest of the resources that Iraq enjoys, such as industry, agriculture, and services, many researchers believe that applying the concept of good governance leads to helping the Iraqi state gain more transparency, accountability, independence, and freedom in managing its affairs and actions. This study discusses the challenges and problems facing the Iraqi state, the concept and importance of applying good governance, its standards and models, and its role in reducing administrative and financial corruption. The study concluded that the Iraqi state suffers from financial and administrative corruption, and this is due to many problems, including weak application of good governance and the absence of systems of transparency and accountability. There is far less opportunity for thought that is not in some way mediated than there once was, and often this is by design. Cognitive engineers ply vast resources to attract and retain our attention toward what are ultimately commercial ends. They use pervasive and spatially unbound mediating technologies to gain access to every space in our lives. In this information superabundance, the act of filtering desirable content induces such a cognitive load that we are left with noticeably altered brains—eroded attention spans, failing memories, diminished executive function and complex reasoning skills, etc. These lead to a host of issues relating to health and wellbeing including sleep deficiencies, social isolation, depression and anxiety. In light of the pressures of this new attention economy, what role does architecture have to play in the reclamation of thought-space and embodied experience in contemporary life, particularly in the home? This paper will present some preliminary design ideas for dwellings that address the attention economy, drawing boundaries around behavior-altering technologies in order to foster long-term desires for health, mental clarity, focus, restfulness, and social connection rather than the typical focus on immediate comfort. This is not a Luddite plea to leave these advancing technologies behind, but a humanist plea to find the boundaries in which we can thrive while using them.

We live in an era of information explosion, accelerated and revolutionary technical progress, which is why it is imperative to ask questions, assess risks, modify methodologies, concepts and create new learning situations. It is our responsibility to prepare for the future, which today means the class of students / students, instilling in them patterns of attitudes and behaviors, transmitting the knowledge needed for a world in a continuous change worldwide. Software solutions in eLearning imply the existence of a complex system of teaching and learning online, through advanced technologies (laptops, smart phones, tablets, eLearning platforms, internet), offering access, at different levels of study, according to the users needs. Experimental mathematics continues to gain increasing importance in the engineering sciences, in this regard, computerization and simulation play increasingly important roles, providing clarity and accuracy in the technique of teaching-experimenting-evaluation. The Gergonne - Euler - Soddy triangle is a broad subject, for which we propose in this article the analytical and graphical treatment of the determination of the coordinates of NOOBS points and of the equation of GERGONNE's straight line, and through specialized software a graphical application is developed, highlighting their unique characteristics and properties, in Euclidean geometry. The graphical modeling of the triangle ABC, of the inscribed circle and its points of tangency with the sides of the triangle, was performed with Graph 4.3 software.

With the rapid growth of online shopping, the business model of online stores has also shown diversified development. In the case of product display, when customers cannot experience the actual product in person, merchants will work hard to promote the products to gain the favor of customers on the display platform and then to purchase their products. However, traditional product catalogs in 2D images to present products cannot satisfy consumers' recognition. With the advancement of technology, online stores constructed with 3D virtual reality will significantly enhance consumers' attraction. Previous research in Taiwan found that the percentage of people over 40 engaged, especial in middle-aged, in online activities has increased significantly since 2011. If the virtual store added the metaverse concept, middle-aged people could interact with relatives and friends like in real life. It is convinced that this online store consumption model will profoundly affect middle-aged people to be happy to invite relatives and friends to participate in online shop shopping. However, the resulting problems, such as spatial orientation and spatial perception conflicts, need to be addressed as soon as possible so as not to affect the participation of middle-aged people. This study applied the concept of cross-zone navigation and the method of static clarity-reducing design in peripheral vision to reduce cybersickness infection and obtain a safe shopping environment. The results showed that cross-zone navigation developed in this study can assist middle-aged subjects in reaching the target location quickly, reducing disorientation problems.

Abstract bp's Wells Organization manages its operational risks through what is known as the ‘Three Lines of Defense’ model. This is a three-tiered approach that starts with self-verification as the first line of defense which Wells assets apply to prevent or mitigate operational risks. The second line is conducted by its Safety and Operational Risk function using deep technical expertise. The third line of defense is provided by Group Audit. This paper will discuss the Wells self-verification programme evolution from its first implementation; results, lessons learned, and further steps planned as part of the continuous improvement cycle will be also shared. The company's Wells organization identified nine major accident risks which have the potential to result in significant HSE impacts. Examples include loss of well control, offshore vessel collision and dropped objects. The central Risk team developed bowties for these risks, with prevention barriers on cause legs and mitigation barriers on consequence legs. Detailed risk bowties are fundamental to Wells self-verification, adding technical depth to allow more focused verification to be performed when compared with the original bowties, as verification is now conducted using checklists targeting barriers at their component level – defined as critical tasks and equipment. Barriers are underpinned by barrier enablers – underlying supporting systems and processes such as control of work, safe operating limits, inspection and maintenance and others. Checklists are standardized and are available through a single, global digital application. This permits the verifiers, typically wellsite leaders, to conduct meaningful verification conversations, record the resulting actions, track them to closure within the application and gain a better understanding of any cumulative impacts, ineffective barriers and areas to focus on. Self-verification (SV) results are reviewed at rig, region, Wells and Upstream levels. Rigs and regions analyze barrier effectiveness and gaps and implement corrective actions with contractors at the rig or region level. Global insights are collated monthly and presented centrally to Wells leadership. Common themes and valuable learnings are then addressed at functional level, shared across the organization or escalated by the leadership. The self-verification programme at the barrier component level proved to be an effective risk management tool for the company's Wells organization. It helps to continuously identify risks, address gaps and learn from them. Recorded assessments not only provide the Wells organization with barrier performance data, but also highlight opportunities to improve. Leadership uses the results from barrier verification to gain a holistic view of how major accident risks are managed. Programme evolution has also eliminated duplicate reviews, improved clarity of barrier components, and improved sustainability through applying systematic approach, standardization, digitization and procedural discipline.

This paper presents a conceptual exploration of how Digital Learning Platforms (DLPs) can be utilized to investigate the impact of language clarity, precision, engagement, and contextual relevance on mathematics learning from word problems. Focusing on three distinct DLPs—ASSISTments/E-TRIALS, MATHia/UpGrade, and Canvas/Terracotta—we propose hypothetical studies aimed at uncovering how nuanced language modifications can enhance mathematical understanding and engagement. While these studies are illustrative in nature, they provide a blueprint for researchers interested in leveraging DLPs for empirical investigation so that future investigators gain a better understanding of the emerging infrastructure for research in DLPs and the opportunities provided by them. In highlighting three distinct implementations of the same core research question, we reveal both commonalities as well as differences in how different educational technologies might build evidence, offering a unique opportunity to advance the field of math education and other education research fields.

Tax amnesties have taken centre stage as a compliance tool in recent years. The OECD estimates that since 2009 tax amnesties in 40 jurisdictions have resulted in the collection of an additional €102 billion in tax revenue. A number of African countries have introduced tax amnesties in the last decade, including Nigeria, Namibia, South Africa and Tanzania. Despite their global popularity, the efficacy of tax amnesties as a tax compliance tool remains in doubt. The revenue is often below expectations, and it probably could have been raised through effective use of regular enforcement measures. It is also argued that tax amnesties might incentivise non-compliance – taxpayers may engage in non-compliance in the hope of benefiting from an amnesty. This paper examines the administration of tax amnesties in various jurisdictions around the world, including the United States, Australia, Canada, Kenya and South Africa. The paper makes a cost-benefit analysis of these and other tax amnesties – and from this analysis develops a model tax amnesty, whose features maximise the benefits of a tax amnesty while minimising the potential costs. The model tax amnesty: (1) is permanent, (2) is available only to taxpayers who make a voluntary disclosure, (3) relieves taxpayers of penalties, interest and the risk of prosecution, but treats intentional and unintentional non-compliance differently, (4) has clear reporting requirements for taxpayers, and (5) is communicated clearly to attract non-compliant taxpayers without appearing unfair to the compliant ones. The paper then focuses on the Ugandan tax amnesty introduced in July 2019 – a Voluntary Disclosure Programme (VDP). As at 7 November 2020, this initiative had raised USh16.8 billion (US$6.2 million) against a projection of USh45 billion (US$16.6 million). The paper examines the legal regime and administration of this VDP, scoring it against the model tax amnesty. It notes that, while the Ugandan VDP partially matches up to the model tax amnesty, because it is permanent, restricted to taxpayers who make voluntary disclosure and relieves penalties and interest only, it still falls short due to a number of limitations. These include: (1) communication of the administration of the VDP through a public notice, instead of a practice note that is binding on the tax authority; (2) uncertainty regarding situations where a VDP application is made while the tax authority has been doing a secret investigation into the taxpayer’s affairs; (3) the absence of differentiated treatment between taxpayers involved in intentional non-compliance, and those whose non-compliance may be unintentional; (4) lack of clarity on how the VDP protects the taxpayer when non-compliance involves the breach of other non-tax statutes, such as those governing financial regulation; (5)absence of clear timelines in the administration of the VDP, which creates uncertainty;(6)failure to cater for voluntary disclosures with minor errors; (7) lack of clarity on VDP applications that result in a refund position for the applicant; and (8) lack of clarity on how often a VDP application can be made. The paper offers recommendations on how the Ugandan VDP can be aligned to match the model tax amnesty, in order to gain the most from this compliance tool.

Household food insecurity is a widely used concept in high-income countries to describe “uncertainty about future food availability and access, insufficiency in the amount and kind of food required for a healthy lifestyle, or the need to use socially unacceptable ways to acquire food.” (Anderson, 1990). In the UK, research focused on food insecurity was relatively rare before the rapid spread of food banks and growing usage from 2010 but since then, has burgeoned (Loopstra and Lambie-Mumford, 2023). There was very little peer-reviewed literature on the topic in the UK when DEFRA commissioned a Rapid Evidence Assessment of evidence on food aid in the UK (Lambie-Mumford et al 2014), but there is now an established field of research on household food insecurity and responses to it that spans disciplines including public health and nutrition, social policy, politics, geography, food policy and systems. Government monitoring of food insecurity has also evolved over this time, with the FSA first including a food insecurity measure into the Food and You survey in 2016, and the DWP including the same in the FRS from 2019/20. The Agriculture Act 2020 requires the UK government to report on food security to Parliament at least once every three years, and the UK Food Security Report that is produced to fulfil this duty now includes reporting on data from these government surveys (Department for Environment, Food & Rural Affairs, 2021). This rapidly developing field has resulted in a varied landscape of research and evidence on food insecurity. The FSA has an interest in advancing its research on household food insecurity in the UK as part of its strategy. The FSA works to protect consumers’ wider interests in relation to food, and the FSA strategy 2022-2027 recognises that people are worried about food affordability and insecurity and therefore they will continue to consider the impact of these issues across all work. To inform the FSA’s approach to future collaborations and research priorities on food insecurity in the UK, it was deemed a priority to first gain greater clarity on the scope of the research landscape already in existence in the UK. Thus, this research was commissioned to give the FSA an overview of household food insecurity data and the landscape of the type of research questions related to food insecurity that have been explored in the UK context. More specifically, the aims of the project were: to scope the landscape of research and data on household food insecurity in the UK, covering that produced by academia, civil society, and government departments and including publicly available datasets; and to identify the key gaps in the research landscape and inform priorities for the FSA’s work on household food insecurity going forward. Importantly, the task was not to describe the findings of this large body of research, but rather to identify the landscape of research questions asked in relation to food insecurity and the approaches taken to answer these. The areas focused on were research on definition, concept and measurement of food insecurity, drivers of individual/household-level access to food, experiences of different population sub-groups, outcomes related to food insecurity including those related to food safety, and responses to food insecurity at the national/local level (including those by third sector organisations and local and national governments).

Under the United Nations Charter, the U.N. Security Council has several important functions and powers, not least with regard to taking binding actions to maintain international peace and security. The ten elected members have the opportunity to influence this area and others during their two-year terms on the Council. In this paper, we aim to illustrate some of these opportunities, identify potential guidance from prior elected members’ experiences, and outline the key procedures that incoming elected members should be aware of as they prepare to join the Council. In doing so, we seek in part to summarize the current state of scholarship and policy analysis in an effort to make this material more accessible to States and, particularly, to States’ legal advisers. We drafted this paper with a view towards States that have been elected and are preparing to join the Council, as well as for those States that are considering bidding for a seat on the Council. As a starting point, it may be warranted to dedicate resources for personnel at home in the capital and at the Mission in New York to become deeply familiar with the language, structure, and content of the relevant provisions of the U.N. Charter. That is because it is through those provisions that Council members engage in the diverse forms of political contestation and cooperation at the center of the Council’s work. In both the Charter itself and the Council’s practices and procedures, there are structural impediments that may hinder the influence of elected members on the Security Council. These include the permanent members’ veto power over decisions on matters not characterized as procedural and the short preparation time for newly elected members. Nevertheless, elected members have found creative ways to have an impact. Many of the Council’s “procedures” — such as the “penholder” system for drafting resolutions — are informal practices that can be navigated by resourceful and well-prepared elected members. Mechanisms through which elected members can exert influence include the following: Drafting resolutions; Drafting Presidential Statements, which might serve as a prelude to future resolutions; Drafting Notes by the President, which can be used, among other things, to change Council working methods; Chairing subsidiary bodies, such as sanctions committees; Chairing the Presidency; Introducing new substantive topics onto the Council’s agenda; and Undertaking “Arria-formula” meetings, which allow for broader participation from outside the Council. Case studies help illustrate the types and degrees of impact that elected members can have through their own initiative. Examples include the following undertakings: Canada’s emphasis in 1999–2000 on civilian protection, which led to numerous resolutions and the establishment of civilian protection as a topic on which the Council remains “seized” and continues to have regular debates; Belgium’s effort in 2007 to clarify the Council’s strategy around addressing natural resources and armed conflict, which resulted in a Presidential Statement; Australia’s efforts in 2014 resulting in the placing of the North Korean human rights situation on the Council’s agenda for the first time; and Brazil’s “Responsibility while Protecting” 2011 concept note, which helped shape debate around the Responsibility to Protect concept. Elected members have also influenced Council processes by working together in diverse coalitions. Examples include the following instances: Egypt, Japan, New Zealand, Spain, and Uruguay drafted a resolution that was adopted in 2016 on the protection of health-care workers in armed conflict; Cote d’Ivoire, Kuwait, the Netherlands, and Sweden drafted a resolution that was adopted in 2018 condemning the use of famine as an instrument of warfare; Malaysia, New Zealand, Senegal, and Venezuela tabled a 2016 resolution, which was ultimately adopted, condemning Israeli settlements in Palestinian territory; and A group of successive elected members helped reform the process around the imposition of sanctions against al-Qaeda and associated entities (later including the Islamic State of Iraq and the Levant), including by establishing an Ombudsperson. Past elected members’ experiences may offer some specific pieces of guidance for new members preparing to take their seats on the Council. For example, prospective, new, and current members might seek to take the following measures: Increase the size of and support for the staff of the Mission to the U.N., both in New York and in home capitals; Deploy high-level officials to help gain support for initiatives; Partner with members of the P5 who are the informal “penholder” on certain topics, as this may offer more opportunities to draft resolutions; Build support for initiatives from U.N. Member States that do not currently sit on the Council; and Leave enough time to see initiatives through to completion and continue to follow up after leaving the Council.
