Clearly very little is known about the dynamics within foster families and the effects of fostering on children. The intention of this study was to understand what happens in the lives of children during their period of placement in foster homes and it affected them and to explore and describe the experiences of the foster parent. It was learned that there is often a breakdown in the relationship between foster parents and the children they foster, particularly with regards to the gaining of trust, the socio economic status of the foster parents also played a part in the success of the placement. This research has found that substance abuse on the part of the children was prevalent leading to great tension within the households.

This study explores the notion of resilience and, in particular, its efficacy as a framework to assist and guide professionals in their work with children placed in the care of the State, many of whom have experienced situations of severe disadvantage, including abuse and neglect, prior to their admission to the out-of-home care system. The further distress and/or trauma for children, which is engendered by separation from their families and placement with strangers, is exacerbated by circumstances of transience and instability that many children experience during their care journeys. The study examines the care system as a circumstance of adversity and seeks to find out how specialist practitioners working in the care environment understand the notion of resilience and whether they operationalise the concept in their practice to assist children in care. The study is set within a critically reflective perspective, informed by a hermeneutic process that assists in building a deeper understanding of both the notion of resilience and the care system through the lived experiences of practitioners and interpretation of the literature on both topics. An unanticipated finding that emerged from research discussions conducted with practitioners revealed that their experiences of working within the care system created a sense of adversity for them and challenged their resilience, with many parallels between their responses and their observations of the distress and trauma of children in care. The necessity to understand these practitioners? experiences more deeply led to a further exploration of literature that described the impact of working in such adverse settings. This exploration uncovered the notion of vicarious traumatisation, a phenomenon that affects workers who are in continual contact with the trauma of others. An indepth discussion of this concept is provided outlining its relevance to this study. The implications of the impact of the adversity of the care environment on professionals are summarised in the final chapter of the study together with recommendations in the areas of both practice and research.

Children looked after by Local Authorities are often vulnerable to educational disadvantage in spite of numerous initiatives and interventions (Department for Education, 2015a). Research suggests that parental engagement with learning at home may be beneficial to the educational achievement of children (Desforges & Abouchaar, 2003; Harris & Goodall, 2008). This research investigates the role of foster carers in supporting learning in the home, and considers learning from a relational aspect. The Systematic Literature Review investigates foster carer led home learning. Quantitative analyses considers the effectiveness of home learning interventions in supporting academic attainment, and qualitative analyses explores factors that may impact on foster carer engagement. Six empirical studies are reviewed in total. Findings suggest there is currently insufficient evidence to conclude that carer led interventions have a positive impact on academic attainment. Further research would be helpful, however, given that initial findings suggest a small effect. Qualitative investigations found a number of factors that impact on foster carer engagement with home learning. These factors are complex; one that stood out across all papers was the impact these learning activities had on the relationships between carer and children. This is a relatively small area of research; little is known about foster carer perceptions related to their role in supporting education through home learning. There is also little understanding of how carers perceive their role in supporting home learning to interact with their relationships with children. The empirical research aimed to explore both these areas. Three dyads of foster carers and foster children took part in a self-video project using an approach based on the principles of Video Interaction Guidance (VIG) in a situated research design. The purpose of this was to allow carers and children to view themselves interacting positively during home learning activities. Carers then took part in a semi-structured interview, exploring their perceptions of learning and reflecting on how it impacted on their relationships with the children they look after. Interview data were analysed using Interpretive Phenomenological Analysis (IPA). The findings suggest a number of concepts related to learning, children and relationships may influence carer perceptions of their role in supporting home learning. The implications of these findings are discussed in the context of psychological theory and the wider historical and cultural contexts.

This study explored whether the Child and Adolescent Functional Assessment Scale (CAFAS) scores of children in the care of Family and Children's Services of Renfrew County might predict foster placement outcomes. A file review was completed for 268 children, all of whom had at least one set of CAFAS scores completed, to obtain data regarding the number and types of placements they experienced. Placement categories were ranked -- in order from best alternate care option to least-desired -- by 11 agency employees. These rankings were used to calculate total weighted placements for each child as a measure of the child's foster placement experience. In regression analyses, including age, gender, and reasons for placement, CAFAS scores were found to be the most significant predictor of the number and nature of placements experienced by a child. This relationship suggests that there might be value in using CAFAS as a placement matching tool in a child welfare setting.

The purpose of this theoretical study was to examine factors associated with the development of attachment relationships for children in long term foster care who Overt demonstrating problematic sexual behaviour. Due to the dearth in available research on this topic, it was necessary to draw from studies in three distinct areas (1) Attachment, (2) Childhood Sexuality, and (3) Placement Stability. In total, the present study examines 13 studies drawn from these three areas, and includes 11 quantitative and 2 mixed method studies.
These studies were chosen for their attention to the middle age child in foster care who was demonstrating problematic sexual behaviour. Due to the lack of attachment studies on fostered middle age children, two infant studies were included with the rationale that middle age children and foster parents engage in a similar attachment process and infant studies would provide direction and context for future studies with older children. In the area of childhood sexuality, clinical samples were also included as they contained large numbers of children who had experienced sexual abuse or who had contact with child protection agencies even if they did not reside in foster care.
Studies were examined along dimensions of sample, methods and findings. The results of this inquiry are then discussed, weaving together the three areas of study to answer two research questions: Is there a relationship between problematic childhood sexual behaviour and the development of a successful attachment relationship with a foster parent? And secondly, is there a particular foster parent attachment profile that promotes attachment security with children who are in care?
Studies reviewed support the hypothesis that problematic childhood sexual behaviour presents challenges to foster parents significant enough to seriously impair the development of a secure attachment and that the foster parent's attachment state of mind will be an important factor in success. Results of the analysis of these questions contribute to an emerging hypothesis that the human sexual system may be intricately woven together with the attachment system, making an attachment analysis of problematic sexual behaviour in children particular relevant. A concluding discussion examines clinical issues which may be targets of intervention and the necessity of future research in this area is proposed.

This project investigated the subjective perceptions of family reported by people who have experienced long-term foster care. Foster care involves removal from their biological family of children deemed to be in need of care, and their placement in alternative homes. Foster children may spend varying amounts of time in care, and may have multiple caretakers. The research began with three broad questions: Who do people who have experienced long-term foster care think of as their family? How close do they feel to them? How would they like their family to be? Two exploratory studies were conducted. In Study 1, 43 children in long-term family foster care (CFFC participants) aged between 8 and 15, who had been in care for more than one year, and 42 matched controls, completed the Kvebaek Family Sculpture Technique (KFST). They chose figures to represent family members and placed them on a chess board, using the squares to indicate emotional closeness or distance from each figure. A representation of their �ideal� family was also obtained. Most CFFC participants nominated their foster family as their family, and few changed their ideal representation. In Study 2, 39 adults aged between 19 and 65 (AFCC participants), who had been in either family foster care or cottage homes for at least one year, and a comparison group of 39 matched controls, completed the KFST according to perceptions of family now, as children, and an ideal family. An in-depth, semi structured interview on perceptions of family followed. For the majority of AFCC participants, connections to foster family when they were children had dissipated over time. Nevertheless, about half of the AFCC participants were still strongly and positively attached to one set of foster parents. The major determinant of attachment to foster parents appeared to be a nurturing environment, while a non-nurturing environment was the most prominent feature of failure to attach to foster parents. Visiting by biological parents contributed to continued attachment to them, however, relationships with biological parents were reported as ambivalent, distant, and unsupportive. Foster care participants appeared similar to those in other studies, however, the two samples were small, and may not be representative in terms of ideas about family membership. Caution is necessary in any attempt to generalise from the findings to a wider foster care population. Implications for theory, policy, and clinical applications are discussed, and suggestions made for further research.

The thesis by publication is comprised of three published studies that examined the experiences of foster and kin carers in Australia specific to carer stress, the stress-satisfaction relationship in providing care, and a comparative look at the wellbeing of foster and kin carers. An anonymous self-report online survey assessed carer reported stress and role satisfaction, their perceptions of the child in their care, and the child protection system in which they provide care. Four main areas were identified specific to carer stress, satisfaction in the care role, access to services, resources and support, and the negative impact of the uncertainty of the child protection system for caregivers. The research highlights the complex and challenging role of caregivers in Queensland.

Residential care provides for approximately 500 children and young people in Victoria each year, yet the dynamics of providing care within this system have received little scholarly attention, at least in part because it forms a much smaller part of the system than home-based care – in 2014 there were 5,900 children and young people in foster care and kinship care in Victoria. It has long been recognised that, despite being highly traumatised and vulnerable, young people placed in the care of the state are often exposed to further distress, instability and torment because of the nature of the out-of-home care system, and the available literature confirms that this is certainly true in residential care. Central to the care these young people receive, and their experience of being ‘in care’, are the agents through which the care is delivered: residential care workers. This thesis fills a gap in knowledge by examining the perspectives and practice of residential care workers, asking how they understand their ability to support good outcomes for children and young people within the restrictions of residential care settings which are far from perfect. This thesis presents the findings of a qualitative study of interviews with twelve residential care workers that was guided by the principles of grounded theory. Led by the themes which emerged from these interviews, this project examines the pillars of good practice as residential care workers themselves understand them – both those which they can directly articulate, and those which are part of their tacit knowledge. The findings point to three key areas. Using the framework of ‘care’ as provided by Tronto, the three areas that emerged were (i) caring about, (ii) taking care of and (iii) care giving. At the heart of these areas are the concepts of being rooted in genuine relationships, trauma informed practice and connection to the community. These findings point to guiding principles that residential care workers see as helping them to be effective in not only doing their job, but also in providing authentic and personal care to the young people.

Many children are unable to remain in the care of their biological families, and often the only solution is to commit them to long-term foster-care in order to ensure their emotional, physical and social well-being. Children in long-term foster-care in South Africa are subject to impermanence in their living arrangements. Long-term foster-care, in reality, is for an unlimited time-period, during which the biological family can at any time rehabilitate itself and petition the court for the return of the child. This is further exacerbated by childcare legislation which does not provide for legal guardianship in foster-care through termination of parental rights and reconstruction services to natural parents. At present, the move in childcare practice is to institute permanency planning philosophy and tennets for children placed in foster-care in order for them to experience stability and continuity of relationships and family life. The move to implement permanency planning in foster-care is new in South Africa and is not supported through South African research and legislative procedures. There is a definite need for the development of a guideline which will exclude natural parents from resuming the care of their placed child, thereby advocating foster care as the next option of permanency for a child, given the situation where adoption is not a feasible alternative. This guideline can hopefully be utilised to gather data motivating for legal guardianship in foster care, through termination of parental rights, thereby assuring the long-term foster child of permanency in his living arrangements.

In the United States, 397,000 children received foster care services in 2012. Some states successfully achieved permanent homes for children with diagnosed disabilities who exited care while others were less successful. Using change theory and social ecological theory as the foundations, the purpose of this study was to determine the impact that diagnosed disabilities had on permanent home placements among Pennsylvania’s foster care children who were discharged and were between ages of 0 to 6 years in 2012. Hernandez’s and Hodges’s theory of change was used to evaluate the 1982 standards that license foster care agencies, while Stokol’s ecological theory provided the framework to assess whether there were measurable increases in child welfare outcomes for permanent placements among children with diagnosed disabilities. Following a retrospective, nonexperimental, quantitative design, data were acquired from a purposive sample of 344 archived foster care files across the state. These data were analyzed using bivariate correlation procedures to evaluate the strength of the relationship between medically diagnosed conditions and permanent placement. The findings indicated a statistically significant association between medically diagnosed conditions and permanent placements (p=0.01). Additionally, length of stay in care was also found to be statistically associated with permanent placement (p=0.019). The theoretical constructs evaluation with a theory of change found the 1982 standards were outdated to authorize the licensing of foster care agencies; the social ecological theory identified evidence for change to achieve the intended goal. Findings of this study may provide guidance to policymakers in term of improving standards related to oversight and licensing foster care agencies in order to better support permanent placement of children with disabilities.

Sibling relationships are an important, yet under investigated aspect of foster care research. Despite the fact that between 65-85% of children in care have brothers and sisters, only recently have child welfare researchers begun to explore the complex and dynamic nature of sibling relationships in substitute care settings. Although cross-sectional and longitudinal studies suggest differences in placement stability and permanency outcomes for siblings placed together versus those placed separately, the conditions under which sibling relationships influence placement stability, permanency, and well-being in foster care settings remain unknown. This dissertation investigated how family dynamics and home setting characteristics influenced the likelihood of a foster care placement change for a sample of children who participated in a sibling relationship enhancement intervention (SIBS-FC) study. A conceptual model was proposed to help explain the circumstances which lead to foster care placement change, and the moderating effects of family living composition on the odds of placement change over an 18-month period were examined. Two multivariate statistical approaches were used in this investigation. The first approach involved examining the effects of a child's report of positive home integration, sibling relationship quality, caregiver's reported impact of child behavior, sibling living situation, kinship caregiver status, number of placements prior to study entry, and receipt of the SIBS-FC intervention on the odds of placement change. Results suggest that children in kinship care were 58% less likely to experience placement change than those who lived in non-relative care, and youth who lived apart from their siblings were 70% more likely to experience placement change than those who lived together. In the second statistical approach, living composition categories were constructed to understand the moderating effects of different living situations on the odds of placement change. Living composition categories included youth who lived in kinship care with their siblings, youth who lived in kinship care without their siblings, and youth who lived in non-relative care with their siblings, with youth in non-relative care who lived apart from their siblings serving as the referent category. Findings support a moderation effect for different categories of living composition, as well as a trend level effect for sibling relationship quality and odds of placement change. Living with one's sibling in kinship care decreased the odds of placement change by 75%, as compared to living apart from one's sibling in a non-relative foster home. A post-hoc analysis determined that all living composition categories were statistically different from one another in relative odds of a placement change. This dissertation provides additional evidence concerning the protective nature of kinship care and sibling co-placement on reducing the odds of experiencing a foster care placement change, and provides support for practices and policies prioritizing kinship care and the co-placement of siblings when making substitute care placement decisions. Future studies of siblings in foster care should explore the experiences of youth across the different forms of foster care living composition, examine the relationship between placement stability and permanency outcomes, and examine the relationship between placement stability, permanency, and child well-being.

Anecdotal evidence indicated vaccine coverage disparities among foster-care (FCA) and natural-home adolescents (NHA). Arkansas laws require 5 vaccines for school entry (FVSE) to prevent 9 common childhood diseases. The study problem was that Pulaski County, Arkansas adolescent birth cohort (PCABC) immunization rates were low compared to U.S. adolescents for these FVSE. This study examined the extent to which (1) PCABC immunization rates were significantly different from those estimated for U.S. adolescents in 2006–2008, (2) NHA and FCA immunization rates were different in 2003– 2008; (3) sociodemographic variables mediate associations between home of residence (HOR), NHA or FCA, and up to date (UTD) status for FVSE; and (4) vaccination game theory (VGT) estimated deaths differ between individual-equilibrium and group-optimum behaviors. The methodologies applied were direct standardization, χ2, multiple logistic regressions, and VGT to analyze PCABC retrospective secondary data from the Arkansas immunization registry. The results revealed that U.S. adjusted UTD coverage rates for Hepatitis B, measles-mumps-rubella, and varicella were greater than those for PCABC. Race-adjusted FCA immunization rates were 120% higher than for NHA. Race mediated the association between HOR and UTD FVSE status, and African Americans had 80% greater odds of being UTD with FVSE compared to Caucasians. Group-optimum behavior was associated with fewer estimated deaths than individual equilibrium; thus, it is protective against disease outbreaks. Positive social change may occur among the PCABC when healthcare providers include these results in communications with parents at FCA and NHA community health clinics. Parental vaccine acceptance for their children may increase vaccinations and improve PCABC health and wellness.

The purpose of this study was to evaluate the level of attachment, secure or insecure, displayed by foster children after a minimal one-hour separation from their foster parent. The sample consisted of fifty foster parents (22 males and 28 females) who had foster children ranging in ages from 3-12. The foster children have lived in the current foster care placement for at least one month. To measure the foster child's level of attachment to the foster parent, the foster parent completed a demographic survey as well as the Parent/Child Reunion Inventory (Marcus 1988). Analysis was conducted using a variety of univariate (descriptive statistics, frequencies), bivariate (t-test, correlation), and mulivariate (multiple regression) analyses to describe the sample population and significant correlations among the various independent and dependent variables. As expected, foster parents reported secure attachment behaviors for foster children the longer the child has lived in their home. Two factors that appear to influence attachment are the length of time in the foster parents in the home. This information is valuable to the foster care arena for calculating secure attachment between foster children and their caregivers.

This research is about evidence based practice, which is an area of increasing interest and emphasis in social work today. Initially apparent in medical and health care settings, evidence based practice now has widened applicability to a broad range of contexts and professional disciplines. The ways in which research evidence is translated into policy and practice is itself a topic area for social work research. The study investigates evidence based practice in child welfare, specifically the out-of-home care system. Out-of-home care provides alternative placements for children and young people who cannot live with their families because of abuse and neglect, and generally consists of placement with foster carers or in a residential/group care setting. This research is an exploratory study which investigates through individual interview how nineteen out-of-home care Senior Managers and Team Leaders in the states of New South Wales, Western Australia and the Australian Capital Territory interpret and understand evidence based practice, and the degree and depth of knowledge they transfer from research awareness into out-of-home care practice and policy development. The research has three main objectives. Firstly to investigate the understanding of out-of-home care managers of evidence based practice, secondly to determine the influence of relevant research on practice and policy in out-ofhome care, and thirdly to explore potential barriers to evidence based practice. Looking After Children, a social work case management system for children and young people in out-of-home care, provides the context for this research, in which evidence based practice is critically examined. A thematic analysis of the interview data identified five major themes. These included: the benefit of broadening definitions of evidence based practice to include a wide range of influences on practice; the value and importance of 2 considering a broad range of research approaches in connecting research with policy and practice AND the potential for influencing outcomes of social work intervention via research based and influenced guided practice systems and techniques; factors which constitute barriers and also those that enhance the implementation of evidence based practice; the potential for instigating and supporting new research via the use of evidence based practice for purposes such as data aggregation, in addition to practice development and enhancement of client outcomes. Implications and conclusions are drawn from this study in relation to out-ofhome care policy and practice, with particular reference to use of the Looking After Children case management system in the Australian context. These include the potential of a consistent system such as LAC to provide common language and assessment tools and procedures in a welfare sector that is fragmented by lack of national legislation, and the potential for development of national out-of-home care research projects as a result of cross agency LAC implementation resulting in data aggregation opportunities.

ENGLISH ABSTRACT: The goal of this study is to shed some light on the needs of children orphaned by AIDS as well as on the training and support that their foster parents will need, in order to provide guidelines for equipping foster parents to care for AIDS orphans. The motivation for this study was the rapid spread of HIV/AIDS in the South Africa and the one million South African AIDS orphans left in its wake. Most of these children end up in substitute homes, and many of them in foster care. Researchers agree that AIDS orphans have special needs because of the circumstances surrounding their parents’ death. Foster parents will therefore need to be prepared to meet these needs. It is an internationally documented fact that foster parents have a need for training and support to meet the demands of foster care, and having an AIDS orphan as a foster child will increase, and focus this need. The study was also motivated by the current shortages and challenges in the foster care system in South Africa which makes it difficult for social workers to effectively train and support foster parents, and aims to contribute towards overcoming some of these problems so that foster parents can be properly prepared to see to the well-being of the AIDS orphans in their care. The research was done based on a literature study, which firstly made use of the Ecological Systems Perspective to explore the effects of parental death by AIDS on their children. Subsequently an overview of foster care within the South African context is given, with emphasis on foster care in general, foster care within the challenging South African context and foster care of AIDS orphans. The last part of the literature review discusses foster parent cell groups as a means of training and supporting the foster parents of AIDS orphans for the parenting process. The empirical investigation of the study investigated to what extent, and in what ways, social workers are training and supporting foster parents to care for AIDS orphans. This investigation confirmed some of the findings of the literature study, namely that AIDS orphans have needs that differ from those of other foster children and that social workers are too overburdened to be able to give the foster parents of these orphans the needed training and support. In light of the findings derived from the literature study and empirical research, conclusions and recommendations are made concerning the phenomena under investigation. The recommendations focus on guidelines that can be used by social workers to train and support the foster parents of AIDS orphans. The recommendations centre on the utilisation of resource-friendly methods to train and support foster parents; bringing structure into the foster care process and on social workers having to use research for guidance.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om lig te werp op die behoeftes van kinders wat deur VIGS wees gelaat is, sowel as op die opleiding en ondersteuning wat hul pleegouers nodig het, ten einde riglyne te verskaf vir die toerus van pleegouers om na VIGS-weeskinders om te sien. Die studie is gemotiveer deur die vinnige verspreiding van MIV/VIGS in Suid- Afrika en die een miljoen VIGS-weeskinders wat agtergelaat is. Die meeste van hierdie kinders word in plaasvervangende huise ingeneem, waarvan baie pleegsorgplasings is. Navorsers stem saam dat VIGS-weeskinders spesiale behoeftes het as gevolg van die omstandighede wat met hul ouers se dood gepaard gaan. Pleegouers sal dus voorberei moet word om in hierdie behoeftes te voorsien. Objective – Some of the most vulnerable children and youths in our country are those in out of home care, and these children demonstrate higher rates of psychopathology and fare more poorly in school and in social relationships than their peers. Typically, when studying at risk populations, negative outcomes are examined, thereby ignoring those who do well despite their vulnerability. These children, who demonstrate positive patterns of functioning and development despite their exposure to adversity, are considered resilient. The objective of this study was to identify factors associated with a resilient outcome among children and youths in out of home care. Method – The study sample was comprised of 417 children 10 to 15 years old in Ontario who had been removed from their homes of origin and placed in out of home care. Predictor variables were selected based on previous research findings in the area of resilient outcome. In the cross-sectional study, a series of sequential logistic regression analyses were conducted to identify factors associated with a resilient outcome among children in out of home care. These children were then followed one year later. In the longitudinal study, another series of sequential logistic regression analyses were used to identify variables that were related to future resilient outcomes among the same children in out of home care. Results – The findings showed that many of the independent variables predicted resilient outcome on the different dimensions. Furthermore, overall resilient outcome was best predicted by the foster parental report of high sociability. Conclusion – The findings in the present study confirmed that there exists a subset of resilient children among children in out of home care. The findings allowed for the identification of some factors related to resilient outcome among this population. The practical implications of these findings are discussed.

The focus of this qualitative case study was to examine the qualities and characteristics present in a successful resource family who parents high-risk teenagers. Perspectives were gathered from the resource parents, their birth children, a foster teen living in their home, and professionals that work with these resource parents. Utilizing Family Systems Theory and content analysis of the data, themes were identified as contributing to the success of this resource family. Themes identified were inclusion, communication, boundaries, humility, and a willingness to be hurt as well as positive attitude. Implications of these themes are discussed with the literature, theory, and the use of the pre-service training that resource parents are provided. A perspective was gained from both inside and outside the resource family for analysis. A discussion around implications of these findings as well as the need to explore additional areas is outlined.

The aim of this study was to understand the contact between foster homes and social workers, by doing a comparison of the social workers and the foster homes experiences of the cooperation that is between them. We started from three main questions to get an answer to our aim, how the foster homes and the social workers experience the organization of the foster care in the Social Service as an impact of the cooperation, what does the foster homes and the social workers experience as a important fact of a successful placement and finally, how does the foster homes and the social workers experience the supporting and controlling contact that is between them. To get our results we based our study on interviews whit four foster homes and whit four social workers. The analysis was based on one theoretical perspective, Skaus (2007) analytical approach for power and help. As a conclusion we have found out, that the organization of the Social Service has significance for the contact between social workers and foster homes. The social workers and the foster homes have different opinions of how the Social Service should be organized, so that the contact should be as good as possible. The social workers saw the ground work as an important fact for the placement to be successful. Both social workers and foster homes saw the confidence between them, as an important fact for the placement to be successful. All four foster homes and two of the social workers saw the controlling part of the contact as a good and necessary thing. The other two of the social workers saw the controlling part as a complicated assignment.  The social workers saw the controlling part as an inadequate thing in the foster care today. Both foster homes and social workers experience that the supporting contact between them are working well.

The field of related foster care has to a large extent been neglected. Related foster care is regarded with considerable scepticism and ambivalence by many social workers because of a number of pitfalls which are often associated with such placements. The aim of this study is to explore the relative merits of related and unrelated foster placements, and thus to enhance knowledge in this area and so improve service delivery to foster children, their parents, by foster parents and child and family welfare agencies. A literature survey was undertaken during which it was evident that the field of related foster care has received little attention in both literature and research. The literature studies have highlighted some of the pros and cons of related and unrelated foster placements. A questionnaire was constructed and administered to a sample of related and unrelated foster parents. A descriptive analysis was made of the results with the focus being on the behaviour and academic functioning of the children. The overall findings in this study showed that children fostered by relatives seemed to be doing at least the same as, and in some aspects better than, those children fostered by recruited unrelated foster parents. Over a 11 there appeared to be some significant advantages for those children who were being fostered by relatives.

This dissertation addresses gaps in the child welfare literature from a systemic perspective. The extant literature focuses primarily on children in care, which excludes 90% of children and families involved with the system. In addition, foster parent retention has become an area of primary concern because there are fewer individuals who are willing to foster. Research that examines all children involved with the child welfare system and ways to improve foster parent experiences is imperative to address these areas of need. The two studies herein address these gaps in the literature by examining children who are in contact with the child welfare system but largely remain out of care, children who are in care, and foster caregivers. The first study compared two groups of children in the Ontario child welfare system: those who remain with their natural family and those in out-of-home care. The emotional and behavioural functioning, prosocial behaviour, education, health, and resources (internal and external) of these two groups of children were examined and relatively few significant differences were identified. However, it was found that, despite having comparable mental health and educational functioning, children who remained in their natural homes had significantly fewer external resources than children in out-of-home care. Children in out-of-home care may have increased access to community resources despite having similar needs to children who remain in their natural home environments. Additional research is needed to replicate and better understand these findings so that the child welfare system can best meet the needs of its children. The second study examined how foster child characteristics, as well as other foster parent and agency factors, impact Canadian foster parents’ experience of fostering, particularly related to agency workers, the fostering system, training, and foster children and their placements. Results identified that foster children’s needs and maltreatment histories, as reported by foster parents, were not significantly associated with perceptions about fostering. The factors that were the most highly associated with positive perceptions about fostering were increased practical and emotional support. These findings indicate that child welfare agencies can improve foster parents perceptions about fostering by providing sufficient practical and emotional support. A monitoring system that allows foster parents to provide regular feedback would be beneficial in continuing to evaluate their fostering experiences, assess the impact of interventions targeting foster parent support, and address any areas of concern. As a whole, the results of this dissertation highlight the importance of providing both children and foster parents in the child welfare system with appropriate supports that promote positive child functioning and foster parent experiences.

This is a study about children’s welfare and the Child Care Board way of working in Malmö city. We decided to make this a narrative and document analyses where the main focus have been the interactions between human beings, which means everything from the interaction between parents and child as well as the interaction between families and society. We wanted to investigate any possible alterations within the working system between 1931–1940. Our analysis showed that there hasn’t been a big change with the Swedish legislation. There had however been a slight change in the reasons as to why parents and society got in touch with Social services and reported any mistreatment in the families. There were many people especially from the lower working class that couldn’t afford proper apartments or provide child care for their children. This was the main reason for them to apply to the Child Care Board. Many young single mothers who didn’t have any family to care for them applied to join their infants at the protective homes, this was a special home which was often used as a nursery if the children’s parents where at hospital or for some other reason couldn’t care for them. If Social services found the home situation as bad as to impede the Child development, the secure homes would be used as a safe place until a suitable foster home could be found. The closer we got to the 1940s we saw that the reasoning behind society applying to Social services where mostly illness within the family. Tuberculosis had Malmö in an iron fist and both adults and children got the dreaded disease. The World War II started in 1939 which also automatically forced the male population leave their homes, wives and children. This caused problems within the individual families. It meant that a lot of mothers now had to start working in order to support the rest of the family until their husbands returned home. For many of them the only way to survive during time was to allow the children to be taken into foster care.

Children placed in foster care face considerable stress and trauma related to being removed from their homes and subsequently living in a new environment. They may exhibit severe disruptive or antisocial behavior as a consequence. Clinicians and researchers often have not considered that these behaviors may be due to children's underdeveloped cognitive control and response. Treatment approaches that offer more holistic perspectives on stress and the inclusion of individual and specialized therapies may help foster children to better control their responses and return to their biological families sooner. The purpose of this study was to focus on whether individual therapy and the inclusion of rehabilitative strategies decreased severe disruptive/antisocial behavior in children placed in foster care or foster homes. Using archival data, disruptive behavior tallies were compared between foster children who began individual therapy and then the same children with the inclusion of rehabilitative strategies. A significant decrease in disruptive behavior was found with foster children within three months of individual therapy and then again, three months after the inclusion of rehabilitative strategies, regardless of gender. Gender was found to have no significance in participants' response to treatment. Findings demonstrate the value of using multiple treatments for decreasing disruptive behavior in foster children. Using multiple treatments, clinicians may be better able to help children positively transform their lives as they navigate the foster care system, resulting in potential positive social change.
