In recent times, accommodation and hospitality industry is one of the fastest growing sectors because of significant tourism campaigns, government efforts, and development of economy. This industry requires manpower who are proactive and compassionate to their guests. Filipinos manifested such qualities which made the country as the supplier of manpower to other countries. The purpose of this study was to determine the Filipino brands that represent the hospitality manpower and explore the actions that demonstrate these qualities. Thirty-two (32) participants were purposively sampled, 16 as front desk officers in hotels Zamboanga City and 16 as general customers. Findings indicated that there were major characters that Filipino workers in accommodation industry demonstrated. Some of the character include dedication, Filipino warmth, friendly, tactful, and articulate. The natural disposition of Filipinos to be happy and friendly plays a significant role in customer service interactions, making customers feel welcomed and valued. Filipino brand of customer service in the accommodation industry is built on a foundation of hospitality, positive attitudes, and a genuine desire to ensure customer satisfaction. These characteristics, along with the training and proactive management of human resources, contribute to the growth and success of the accommodation industry in the Philippines, attracting more tourists and foreign business travelers to the country.

Filipino migrants all over the world naturally engage in encounters that necessitate the use of cultural intelligence (CQ) or the ability to interact effectively with people who are culturally different. Studies have shown that CQ improves the well-being of workers and aids in their adjustment in foreign environments. This study examines CQ development among migrant domestic workers who worked in Middle Eastern, East Asian, and Southeast Asian countries. A narrative approach was utilized to make sense of the data gathered from the semi-structured interviews with twelve migrant Filipina domestic workers. Findings show that trainings prior to migration, self-initiated strategies for cultural learning, environmental factors, pagtitiis or perseverance during migration, and adopting cultural values from their former host countries are crucial in the development of their CQ. This study highlights the need for further research on the development of CQ in the informal migrant sector. Our findings contribute to the dearth of qualitative research on CQ and its development, and these may be useful for manpower agencies and governments with migrant workers.

Many Filipino migrant workers (overseas Filipino workers) in their status as adult learners struggle in learning the local language of their host countries to native-like proficiency level. With the aim of establishing a second language (L2) acquisition pattern that may be useful in designing responsive adult training and welfare programs, this study examines how these workers acquire their L2s and what factors influence their rate and success in L2 learning. Utilizing mixed methods research design with 15 overseas Filipino workers as samples who learned various local languages in 10 different host countries, this study reveals that immersion and actual use of the target language in authentic communicative situations can make language acquisition easier. Findings of this study also confirm that instrumental and integrative motivation coupled with strong target language (TL) community support can make L2 learning faster, while old age and non-necessity of the L2 at work can make the whole process slower. In terms of communication strategies, findings show that syntactic avoidance is the most common communication strategy used, followed by direct appeal to authority (native speakers) and use of gestures, facial expressions, and translation tools. As foreign workers, their motivational orientations in learning their L2 are for employment, cultural understanding, and cultural integration. Implications of these findings are discussed in relation to second language teaching among adult language learners and overseas workers.

The term “Overseas Filipino Worker (OFW)” is used to describe those who are employed in foreign countries through a contract with their employers. Overseas Filipino Workers (OFW) has always been an interesting topic of psychological studies, their triumphs and travails are largely economically motivated and temporary. This study sought to generate sufficient data on selected OFWs in the United Arab Emirates, specifically in the Dubai through questionnaire and these data were used in the descriptive analysis. The analysis on about their triumphs and travails in the UAE. Among the several findings from this study is that all the participants to the survey have entered the UAE legally either via direct deployment from the Philippines or via visit visa. Furthermore, most of the participants have jobs in the Philippines before migrating to the UAE. A more detailed narration and descriptive analysis of the research findings have been discussed in this paper.

Background: Southeast Asian countries have long been considered epidemic areas for mosquito-borne diseases (MBDs), and most imported cases of infectious diseases in Taiwan are from these areas. Taiwanese migrant workers are mainly of Southeast Asian nationality, and of these, 22% are Filipino. Migrant workers’ knowledge of MBDs and self-protection behaviors are beneficial to disease prevention and treatment. This study aims to understand the effectiveness of a health education intervention (HEI) for Filipino migrant workers in Taiwan and explores the factors affecting preventive practices. Methods: The study was conducted between May to September 2018. Participants were recruited from two Catholic churches in Taichung City. A professional delivered a 30 min HEI in person, and a structured questionnaire was used to acquire and assess participants’ knowledge, health beliefs, and preventive behaviors for MBDs before and after the intervention. Results: A total of 291 participants were recruited. The intervention program showed a positive impact on the migrant worker’s knowledge and the perceived severity, perceived benefits, perceived barriers, and preventive practices. Knowledge, perceived severity, and perceived barriers were factors influencing preventive practices in Filipino migrant workers. Conclusions: The results of this study demonstrated that we can direct our efforts towards three areas: improving foreign migrant workers’ awareness of diseases, emphasizing the severity of the disease, and eliminating possible hindrances in the future. As one example, migrant workers could be proactively provided with routine medical examinations and multilingual health education lectures to improve knowledge and preventive practices to contain the spread MBDs.

The relationships between trade, remittances from overseas workers and the domestic economy are examined for their implications for labor and trade policy. Import substitution and protectionism as well as weaknesses in the domestic economy continue to push Filipino workers overseas and encourage dependency on remittances. The limited use of remittances for real productive investments at the household level is associated with length of migration, reliance on overseas workers as a source of foreign exchange, and a failure to correct the structural imbalances of the economy. Unlike other Asian countries such as South Korea and Thailand, the Philippines is far from the turning points in trade and labor migration that allow net labor import. Implications of a coordinated trade and labor policy are discussed.

The study determines the implications of labor laws from the 1987 Philippine constitution up to the implementation of labor laws to the lives of both the capitalist and working sectors. This time immemorial clashes between the labor groups and the owners of the businesses persist today even to the modern industrial economic countries and more so to the developing countries like the Philippines. Through a number of policies, the government adopted and tried to equalize the relationship between the capitalist and working groups. It is a common legal maxim that “don’t kill the hen that lays the golden eggs,” this pertains to the rights of the business because they contribute this much to the development of the economy. The Supreme Court of the Philippines, in a case, held that the job or work of the employee is considered property within the context of the law; hence it may not be taken from him without due process of law. These policies anchored impliedly with the famous quotes of the late President Magsaysay that “Those who have less in life should have more in law.” The research used a case study method to determine the implications of these labor policies to the labor and enterprise sectors. The objectives of the study are the following: What are the bases of Philippine Labor laws? How does the government implement labor laws? What are the effects of labor laws on the workers and businesses? What are the benefits of government, private enterprise, and the labor sectors? The finding of the study: Government must give equal opportunities and incentives for local and foreign companies in the light of ASEAN 2015. The government must secure the preference of Filipino workers over other nations. Revisit the law that encourages the business to include the workers in the policymaking process. The government must strictly watch over the widespread abuse of contracts in order to avoid the regularization of employees. The study will present the legal bases of the policies on labor through the available data, primarily government documents. The scope of the research concentrates on the policies affecting the business and labor sectors to compare and analyze through the records, media interviews and jurisprudence. A case study is appropriate for this study because researchers have used the case study research method for many years across a variety of disciplines. Social scientists, in particular, have made wide use of this qualitative research method to examine contemporary real-life situations and provide the basis for the application of ideas and extension of methods. Researcher Robert K. Yin defines the case study research method as an empirical inquiry that investigates a contemporary phenomenon within its real-life context when the boundaries between phenomenon and context are not clearly evident. Multiple sources of evidence are used (Yin, 1984, p. 23).

Taiwan’s ageing population has boosted the high rate of demand for caretakers. Many caretakers came from Southeast Asian countries such as the Philippines, Vietnam, Thailand, and Indonesia. Since 2005 Indonesian Workers have dominated the market share of the welfare sector. However in 2015 the Indonesian government launched a zero-maid policy, in order to terminate the sending of unskilled workers. The other goal is to provide better protection for migrant workers abroad. Taiwan becomes one of the targets of this policy. In fact, this policy will certainly create great impact on the supply of labor in the welfare sector in the future. Moreover, Taiwan has launched a national ten-year long-term care. So, how the Taiwanese government respond to this policy? Will the Indonesian workers’ shalt position be replaced by other Southeast Asian workers? This article aims firstly, to understand the position of migrant workers among other foreign workers working in the welfare sector in Taiwan. Secondly, to understand the Taiwan government’s efforts in response to the Indonesian government’s plan. This study uses literature study and interviews. This issue will be analyzed using economic and social approaches. Sejak 2005 Tenaga Kerja Indonesia (TKI) mendominasi pangsa pasar sektor kesejahteraan sosial. Namun di tahun 2015, Pemerintah Indonesia mencanangkan zero-maid policy, yaitu penghentian pengiriman TKI tidak terampil. Tujuannya tidak lain adalah untuk memberikan perlindungan yang lebih besar bagi TKI di luar negeri. Taiwan menjadi salah satu target dari kebijakan ini. Kebijakan ini tentu akan berdampak pada ketersediaan tenaga kerja pada sektor kesejahteraan sosial di Taiwan di masa depan. Apalagi Taiwan sudah mencanangkan national ten-year long-term care. Lantas, bagaimana respon pemerintah Taiwan terhadap kebijakan ini? akanlah TKI digantikan posisinya oleh TKA lainnya? Artikel ini bertujuan untuk pertama, memahami posisi TKI di antara tenaga kerja asing lainnya yang bekerja di sektor informal di Taiwan. Kedua, memahami upaya pemerintah Taiwan dalam menanggapi rencana pemerintah Indonesia tersebut. Studi ini menggunakan studi literatur dan wawancara. Using the results of ethnographic research and focus group interviews with Filipino temporary foreign workers in Alberta, Canada, the goal of this article is to bring temporary foreign workers into academic and policy discussions by critically assessing how they fare at different stages of the migration process. Such analysis shows the strengths of ideational, affective and structural factors in determining temporary foreign workers’ motivations and goals. Ultimately, this article shows that temporary foreign workers reconstruct belonging and remake citizenship by making membership claims in Canada on the basis of their economic and social contributions to the country. Such claims, however, are grounded in dual modes of belonging in both Canada and in the Philippines. Their participation in migrants’ rights organizations that endeavour to provide temporary foreign workers with pathways to permanent residency shows their belief in their ‘right to have rights’ (Isin, 2008).

ABSTRACTThis paper reports a study of family and family-like interactions and transfers, or exchanges of goods and resources, between paid, round-the-clock, Filipino home carers and those they care for in a sample of households in Israel. Qualitative interviews about their experiences and attitudes concerning the care role were conducted with 22 family members and 29 Filipino home-care workers. A thematic analysis of the interview data identified three major themes: the structure and internal dynamics of the adapted family or family-like system of care; the role of family members; and the role of Filipino home-care workers in the new system of care. Sons and daughters tended to appropriate the care-management positions and to reduce their social and emotional support for the care recipient. In contrast, spouse care-givers continued to provide some of the personal and emotional care even when a Filipino home-care worker was employed. Filipino home-care workers were made responsible for daily care and domestic routines and provided emotional and social care. It was found that family members do not relinquish their role as care-givers when round-the-clock foreign carers are on hand, but the nature of their role changes. The results suggest that foreign home-care workers' job description needs to be redefined to acknowledge the substantial social and emotional care that they provide.

The article describes the formation features of modern remuneration systems, taking into account the main aspects and methods of labour organization in foreign countries. It also determines the requirements for compulsory salary increase in certain foreign countries. The article focuses on the observers’ forecast of remuneration level changes and the formation of five trends in employee salary and additional payments, such as: regular bonus payments for performance; transparent remuneration; more employees will receive bonuses; analysis of equity aimed at remuneration payments; the formation by states of their own minimum wage policy. It notes that there has been a positive economic change and an increase in demand among states due to increased political influence on the establishment of minimum wages. The data on the minimum wage for January 2020 has been studied and it was pointed that in 2020 Ukraine took the fifteenth place out of 54 countries in the growth rating of minimum wages in the world. Moreover, the main components of the system used at enterprises to provide incentives and increase productivity of employees have been determined. It is also noted that in some foreign countries there is a tendency to regulate and establish maximum wages of intellectual workers. The article gives a comparative analysis of wages of intellectual workers versus manual workers; and it indicates that the wages of intellectual workers are on average higher than wages of manual workers: in Germany – by 20%; in Italy and Denmark — by 22 %; in Luxembourg — by 44 %; in France and Belgium — by 61 %. In comparison with qualified workers, craftsmen earn more: in Germany – by 15%; in the Netherlands — by 23 %, in France— by 30 %, in Belgium — by 40 %. In the United States, lower-level executives (craftsmen, group and sector leaders) have an annual income on average 1.5 times higher than an annual income of manual workers. The article points out that foreign countries tend to use and combine various remuneration systems, each of which consists of two parts: basic (permanent) and additional (variable). It has been suggested to improve and develop new approaches to provide incentives for employees of domestic enterprises that will have a positive impact on their performance.

Abstract The demand for Filipino teachers to teach in other countries provides boundless opportunities, including monetary reward, despite challenges concerning differences on curricula and cultures when teaching abroad. One thing that facilitates their adjustment is by embracing the Vision, Mission and Objectives (VMO) of the school where they teach. The focus of this inquiry is to gather teaching experiences of Filipino teachers in foreign schools, to share their perceptions and understanding of their present VMO’s and how they managed to embrace all these through paradigm shifting. Purposive sampling was used to conduct interview to 6 Filipino teachers abroad through email, messenger, Skype application and data were analyzed through HyperResearch 4.0.0. The highest level of achievement is in improving the lives of the children towards success of schools and its student development. Communication barriers in understanding the native language and in producing appropriate accent, cultural differences and individual preferences hinder harmonious relationship; noted were minimal prevalence of discrimination.

The six Gulf Cooperation Council (GCC) countries, Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates (UAE), are among the most dependent on foreign workers to fill private-sector jobs. A combination of lower oil prices and rapid native labour force growth has given new impetus to efforts to diversify GCC economies away from oil and encourage natives to fill private sector jobs. This article summarizes the current status of foreigners and foreign workers in GCC countries and considers several scenarios, including maintaining the status quo, improving protections for foreign workers in countries of destination (CODs) and countries of origin (COOs), and changing the current migration system to employ fewer and more skilled workers.

This paper aims to obtain empirical insight of the factors promoting foreign workers mobility in Asian integration, particularly within ASEAN plus Three countries. Using questionnaire as a qualitative research tool, this study tries to capture general perspective of Asian integration and common market idea as being implemented in European case. Motivation of this study is to provide a preliminary picture whether workers will start to another country if Asian integration start soon and what are the affectig factors. All of the finding results are consistent with several previous studies Study results demonstrate that almost all of respondents believe that foreign workers mobility is affected in Asian Integration by more job opportunity supplies. The most important factors in both foreign workers inflow and outflow is technology spillover Moreover, most respondents also agree that all foreign workers are being treated equally or even higher in some cases, compare to other local workers.

In Korea, the demand of care services for the older adults is increasing significantly due to the rapid aging of the population. However, the number of caregivers who can provide the services is also rapidly decreasing, resulting in failing to keep up with the demand. Recently, the Korean government began to consider importing foreign workers into the older adults’ care sector to respond to this situation. Accordingly, this study analyzed cases from neighboring countries to seek ways to import the foreign workers into the sector in Korea. Specifically, following the analyses of the cases of Taiwan and Japan, the reason why the foreign workers were imported into the sector was the lack of domestic workers’ willing to work in that sector. In Taiwan, foreign workers in the sector who are privately employed at home are responsible for housework and nursing services at lower wages than domestic workers. In Japan, within the framework of the public nursing care (Gaeho) insurance system, foreign workers with both Japanese language and care skills are imported and dispatched to nursing facilities, and they are guaranteed equal working conditions and wages to domestic workers. After carefully examining these cases, it was suggested that Korea should actively review the current status of polices on importing foreign workers in both countries when Korea regards the foreign workers as the solution to the lack of manpower in the older adults care sector at the end of this paper.

This article examines the processes involved in the acquisition and transfer of human capital by Filipino overseas workers. The education/labor market has been flexible in meeting foreign demands for skills, with significant increases in medical schools, nursing schools, and maritime training institutions. Homeward transmission of human capital when overseas workers return depends largely on whether skills acquired on-the-job overseas have domestic application. In the four major occupational groupings (seamen, production/construction workers, domestic helpers and entertainers), little homeward transmission of human capital has been identified.

This paper aims to obtain empirical insight of the factors promoting foreign workers mobility in Asian integration, particularly within ASEAN plus Three countries. Using questionnaire as a qualitative research tool, this study tries to capture general perspective of Asian integration and common market idea as being implemented in European case. Motivation of this study is to provide a preliminary picture whether workers will start to another country if Asian integration start soon and what are the affectig factors. All of the finding results are consistent with several previous studies Study results demonstrate that almost all of respondents believe that foreign workers mobility is affected in Asian Integration by more job opportunity supplies. This paper argues that most conceptualizations of citizenship limit the purview of the discourse to static categories. ‘Citizenship’ is commonly seen as an ideal type, presuming a largely legal relationship between an inidividual and a single nation-state – more precisely only one type of nation-state, the advanced capitalist post-war model. Alternatively, we suggest a re-conceptualization of citizenship as a negotiated relationship, one which is subject therefore to change, and acted upon collectively within social, political and economic relations of conflict. This dynamic process of negotiation takes place within a context which is shaped by gendered, racial and class structures and ideologies; it also involves international hierarchies among states. Citizenship is therefore negotiated on global as well as national levels. This conceptualization is demonstrated by way of identifying one particular set of experiences of negotiated citizenship, involving foreign domestic workers in Canada. As non-citizens originating from Third World conditions, this is a case involving women of colour workers, highly prone to abusive conditions, and under the direction of employers who are more affluent First World citizens and predominantly white women. Original survey data based on interviews with Caribbean and Filipino domestic workers in Canada are used to demonstrate the varied, creative and effective strategies of two distinctive groups of non-citizens as they attempt to negotiate citizenship rights in restrictive national and international conditions.

This study examined the laws and policies on the provision of housing for foreign workers and the status of and problems with foreign workers’ accommodations in Gyeonggi province. This was undertaken to identify the fundamental reason for the recurring risks related to workers’ housing sustainability, such as accidents related to inadequate housing in rural areas. We first present a review of the relevant domestic laws and regulations on the construction and installation of foreign workers’ residential facilities in rural areas, as well as of the guidelines set by international organizations and the practices of other countries regarding the provision of workers’ housing. Then, we analyze the data from a survey of foreign workers’ residential facilities in Gyeonggi province using a classification of housing vulnerability to understand the current condition of foreign workers’ accommodations at the local level, including the distribution and conditions of foreign workers’ residential facilities and their compliance with the relevant laws and regulations. Comparing the principles for the provision of workers’ accommodations stipulated in Korean law with the criteria and requirements set forth by international organizations and other countries, it can be seen that Korean law is more focused on setting the minimum requirements for workers’ accommodations. In contrast, international standards for adequate housing and the standards for workers’ housing of other countries not only set minimum requirements but also consider various factors that can enhance the workers’ living environments and quality of life and guarantee equal treatment of foreign workers, including the demand for different types of housing, location, access to cultural facilities, and supplementary facilities. We classified the housing vulnerability of foreign workers’ residential facilities in Gyeonggi province based on their characteristics, such as the housing requirements stipulated by law, and on the degree of housing vulnerability regarding living conditions and accommodation facilities (washing/bathing facilities, electrical safety checks, etc.). As a result, the main problem is location, with 43% (800) of the workplaces violating the Farmland Act. In addition, 80% of the workplaces use containers or prefabricated panels (temporary buildings) as dormitories, which are in violation of the Building Act.

The purpose of this study is to explore the perception of university officials on the provision of university education for foreign workers(E-9), and to suggest ways to revitalize foreign workers(E-9) study abroad based on this. For the study, data were collected and analyzed through in-depth interviews with 10 university officials who provide university education to foreign workers(E-9). As a result of the analysis, first, university officials recognized the provision of foreign workers(E-9) study abroad as a desirable decision. The university education of foreign workers(E-9) was a timely decision in a situation where the number of students at junior colleges decreased as Korea's education level increased, and junior colleges were in financial crisis. Second, an operation plan was prepared to conduct industrial consignment education for foreign workers(E-9). They were planning a systematic curriculum suitable for the characteristics of foreign workers based on the educational experience of international students. Third, university officials recognized that foreign workers(E-9) would have a positive ripple effect in various areas, from individuals to schools, businesses, communities, and countries, after receiving university education. Based on these findings, it is necessary to prepare a place for learning where foreign workers(E-9) can cultivate professional knowledge and develop and inspect curriculum suitable for the characteristics of foreign workers. In addition, it is necessary to find a way for foreign workers to use it as a human resource for the local community and the country without leaving the community after graduation. Through this, it is hoped that foreign workers(E-9) will be able to train foreign workers beyond the aspect of the workforce that simply provides labor, transfer Korean technology, and play a role in emerging as a global Korea.

The study of current practices in the legal regulation of social and labour relations in the BRICS countries indicates the need to ensure equal treatment of migrant workers with national workers. Discriminatory barriers to migrant workers accessing social security systems contained in the legislation of receiving countries (the legal status of the migrant, duration of stay and other). The legislation of the country of origin of migrant workers also excludes them from the social security systems. Foreign nationals, residing temporarily in Russia, are subject to compulsory pension insurance. The payment of insurance contributions allows establishing a certain amount of pension rights. However, they often do not acquire the right to insurance, since the insurance pension is granted only to foreign nationals permanently resident in Russia. Basic old-age insurance, basic medical insurance, work injury insurance, unemployment insurance, and maternity insurance extend to foreigners legally working in China. In Brazil, foreign workers are insured under the General Social Security Regime. However, it establishes progressive premium rates. In India, international employees are required to be registered as members of the Employees’ Provident Fund and to contribute to it. Foreign nationals, who have entered South Africa to work under a contract of employment and who have been forced to leave the Republic, are not covered by the social security. It is therefore essential to design and implement policies that will strengthen the sustainability of the social security system and eliminate discriminatory norms between labor migrants and national workers.

Globalization moves people indefinitely and includes working in other countries, and accepting foreign workers because it wants the free movement of labor (pree personal movement) over the territorial boundaries of the country. The research is aimed at reviewing and analyzing the content of foreign labor use regulations in Indonesia and whether the content of foreign labor regulations has protected Indonesian workers. The research method used in this study is normative juridical with a statute approach, comparative approach, history approach. The results showed that the Development of Foreign Workers (TKA) Usage Arrangements in Indonesia since Indonesia became independent is regulated in the form of a separate law namely Law No. 3 of 1958 on the Placement of Foreign Workers and subsequently, the Regulation of foreign workers is included in several employment laws, and finally in CHAPTER VI Article 42-49 law No. 13 of 2003 on Employment. The content of the arrangement of the use of foreign labor has not fully provided protection and legal certainty, the revocation of the mandatory Indonesian language requirements for foreign workers is a form of discrimination, as well as the need for strict requirements and qualifications for foreign workers entering Indonesia are skilled, making it possible for the transfer of expertise and technology, supporting economic development, and encouraging the improvement of the competence of the Indonesian workforce. This study will discuss the influence of the influx of foreign investment and Chinese foreign workers on the Indonesian economy, where cooperation between the two countries uses a turnkey project scheme. This study uses secondary data with time-series data types and is sourced from the Central Statistics Agency, the Investment Coordinating Board, and the Ministry of Manpower for the 2010-2019 period. The method used in this research is quantitative and statistical descriptive using multiple linear regression or OLS (Ordinary Least Square). The study results show a positive influence of Chinese foreign investment on the Indonesian economy and Chinese foreign workers who positively impact the Indonesian economy. Although both are below 1 percent, the percentage of Chinese foreign workers' influence on the Indonesian economy is greater than that of Chinese foreign investment.

While remittances from the GCC countries to Asia slowed down during the crisis, there is no evidence of large decreases. On the other hand, remittances to several MENA countries decreased during 2009, but the evidence for 2010 suggests a reversal of this pattern. Most of the recent labour policies adopted in the region have been directed towards improving the conditions of foreign workers and there is still a considerable demand for foreign labour in the region. As such, the future may bring extra competition between Asian workers and workers from other MENA countries for jobs in the GCC countries.

Behind the benefits of using foreign workers, Indonesia is faced with the problem of foreign workers who violate the permits that are applied to be able to work in Indonesia. This paper aims to examine the responsibility of companies as guarantors for foreign workers and immigration rules with facts on the ground after seeing that there are still many foreign workers (TKA) violating work permits due to the lack of responsibility of companies as guarantors for foreign workers (TKA). ). This research is a normative juridical law research using secondary data obtained through literature study which is connected with the results of studying the problem which is seen as additional data. The assessment is done deductively. The results of the study identified several problems regarding that there are still companies employing foreign workers who do not comply with the permits and procedures regulated in existing laws and regulations, there is a possibility that the supervisory system and sanctions that have been imposed have not run optimally. For this reason, Indonesia needs to reform the system related to the entry of foreign workers to be able to live and become workers in Indonesia.

In general, they occupy the less desirable working positions over Japanese youth, the so-called 3D work (dirty, dangerous, and demanding). ILO's guiding principle is that migrant workers in foreign lands ought to be entitled to the protection and benefits of national laws and that national laws, in turn, should be adequate to protect and promote the basic rights and welfare of all workers whether national or foreign. The research method used in this study is a normative juridical approach. This approach method is carried out in order to be able to make changes or changes from various theories in the discipline of law through a scientific process. Normative juridical research is research conducted by examining library materials or primary legal materials. The research specification used in this research is descriptive analytical method by explaining, describing, and correlating legal regulations and theories with the problems that occur. Migration scholars have frequently emphasized the tremendous increase in international migration in recent years. But several advanced industrial countries — Japan in particular — have relatively small numbers of foreign workers. Most of the literature on labor migration relates only to “positive cases,” i.e., countries that have actually experienced significant inflows of foreign workers. This article proposes considering Japan as a “negative case” of labor migration in the post-World War II period. There has been much recent interest in the growing numbers of foreign workers in Japan, but what is most interesting about Japan is the fact that the numbers are relatively small (as a percentage of the labor force) and that they began to increase so late, in comparison to other countries. The main goal of the paper is to advocate consideration of negative cases in migration research; a proper theory of labor migration would distinguish between positive and negative cases.

The impact of globalization and the current free market in the form of movement of investment, capital and labor between countries is unavoidable. Indonesia, as a member of the World Trade Organization (WTO), opens up opportunities for investment and foreign workers to run its business. The purpose of this research is to find out about legal protection for foreign workers in Indonesia as regulated by the 1945 Constitution and various other laws and regulations. This study uses a qualitative approach that is normative juridical, and the specification of the analysis of this research is carried out descriptively. The results show that the provisions regarding foreign workers in Indonesia still have many obstacles, especially in promoting investment, creating new regulatory challenges that may need to be responded to by policy makers in Indonesia quickly, and the right strategy is needed in the field of using foreign workers. although Law No. 11 of 2020 has been passed and optimizes the role of non government organizations (NGOs) as assisting institutions for foreign workers to increase awareness of human rights in Indonesia

In the early 1990s, the inflow of two types of legal foreign workers, descendants of Japanese emigrants and foreign trainees, increased substantially, although the increase in the number of illegal workers was even greater. Exploitation of those in the first category has occurred partly because of inadequate information and illegal brokers but the structural cause is wage inequality between sending and receiving countries. Foreign trainees are often seen as disguised cheap labor which constitutes on important element in the survival strategies of Japanese corporations in the global economy. An improved job placement system, more vigorous methods to combat illegal recruitment, and policies to enhance the economic development of trainee-sending countries are recommended.

The article provides a comparative analysis of practices on regulating the employment of foreign nationals, used in large recipient states (Germany, USA, Canada, Russia, Republic of Korea). The subject of the study is the process of external labor migration, taking into account country regulatory approaches to attracting foreign labour. The study aims to develop theoretical principles and methodology for regulating the process of external labor migration. The methodology is based on the polyparadigmal concept of the study, using theoretical experience in the study of migration processes and the practice of influencing their regulation. The scientific novelty of the study is to assess the effectiveness of a selective approach to attracting foreign workers to national labour markets. As a result of the study, a methodology has been developed to assess the impact of migration processes on labour market regulation in recipient countries. Promising for countries hosting external migrant workers is the mechanism of targeted organized recruitment of foreign nationals to carry out work activities. At the heart of this mechanism is the selective selection of job seekers on the basis of professional, sociocultural, educational and personal criteria that correspond to the interests of the host external migrants of society and the recipient state. To understand the basic administrative approaches and the system of economic, legal and social instruments for regulating the process of external labour migration, it is important to study the practice of adaptation activities of large recipient States, which have a systematic and proven mechanism of inclusion of foreign job seekers. Measures to regulate external labour migration needed to be balanced, since increased restrictive measures could lead to an increase in illegal external labour migration, and excessive preferences for foreign workers could restrict the rights of recipient citizens.

The article deals with the lack of financial resources in the domestic market and the prospects for the recovery of the national economy linked to external factors. The volume of foreign direct investment in Ukrainian economy in 2018 was 60 % of the pre-crisis level. To attract foreign investment, it is necessary to create a favorable investment climate and increase the competitiveness of the national economy. The success activities in attracting investments can be assessed using next ratings: raising the country by one point can lead to an increase in foreign direct investment by $ 250-500 million next year. Ukraine has climbed five steps in the Doing Business 2019 ranking, but the volume of foreign direct investments has not changed significantly. In addition, more than half of the investments that are classified as foreign come from countries that are attractive for favorable taxation, that is, probably has a Ukrainian origin, so-called "round-tripping". Thus, the steps taken do not solve the issue of attracting foreign investment, which requires finding alternative ways to attract funds from abroad. One of them is the transfer of migrant workers home. Such transfers are received exclusively in a freely convertible currency, do not result in a requirement to return the funds received in the future, are evenly distributed across the country's regions and are characterized by a low concentration. Over the past five years, transfers of migrant workers to their homes have exceeded foreign direct investment in Ukraine every year. They also exceeded the losses of the country's economy from the reduction in the number of workers. At the same time, the experience of the leading countries shows, that in the long term, sustainable economic growth is possible only with a stable increase in the number of workers. Accordingly, the labor migration of Ukrainians abroad should be compensated by immigration flows from less developed countries. Otherwise, the lag between the Ukrainian economy and the world's leading countries will be maintained or even increased, primarily due to the inability to ensure high GDP growth rates. Reducing the negative consequences of labor migration requires the development of an effective migration policy. In this study, we explore the hypotheses that (a) workers’ remittances enhance economic growth in Latin American countries, and (b) workers’ remittances help reduce poverty in Latin American countries. In recent decades, workers’ remittances have become an important source of income for many developing countries and, as a global aggregate, workers’ remittances are the largest source of foreign financing after foreign direct investment. This paper analyzes the effects of workers’ remittances on economic growth and poverty in 21 Latin American countries. The study uses annual data covering all Latin American countries for the period 1980–2018. We employ panel least squares and panel fully-modified least squares (FMOLS) methods. In addition, we estimate the short-run and long-run effects of workers’ remittances on economic growth and poverty on individual countries with the Autoregressive Distributed Lag (ARDL-ECM) approach to co-integration analysis. The results reveal that workers’ remittances have a positive effect on long-run economic growth in the majority of the countries studied, but have mixed effects in the short-run. They also suggest that workers’ remittances tend to lower poverty rates in Latin America.

This comparative study delves into the foreign labor policies of Malaysia and Singapore, two prominent host countries for foreign workers in Southeast Asia. Despite their historical, cultural, and developmental similarities, these nations exhibit variations in the efficiency of their foreign labor policies. Employing the Most Similar System Design (MSSD) approach, this research explores three key explanatory variables: economic factors related to industrial structures, differences in governance systems, and cultural backgrounds. The study finds that these factors significantly shape the formulation and effectiveness of foreign labor policies. The analysis reveals that Singapore outperforms Malaysia in leveraging foreign worker policies to drive economic transformation, enhance competitiveness, and manage the impact of foreign labor. Factors contributing to this discrepancy include the divergence in industrial structures, variations in governance systems, and the influence of cultural backgrounds. Singapore's unitary system, focus on high-skilled foreign workers, and non-racial political landscape contribute to its policy efficiency, while Malaysia's federal structure, lowerskilled labor demand, and communal politics impact its policy effectiveness.

While the Canadian program for migrant domestic workers offers among the best conditions internationally, it shares two features in common with worldwide policies and treatment of foreign household workers. These are: 1) the inherent asymmetry in citizenship statuses and rights of employers and their domestic employees; and 2) the expectation that employees will ‘live in’ their employers' homes. Enforcement of rights of foreign domestics is also complicated by shared, yet ambiguous jurisdiction over foreign domestics of the federal and provincial governments. These conditions render foreign domestic workers vulnerable to all forms of abuse. They have not been eliminated despite impressive organizing and advocacy among these migrant workers and their allies. The challenges of finding adequate protection against abuse by domestic workers in Canada and elsewhere are explored by examining the policies of labor sending and labor receiving countries, and international conventions. A significant development in domestic workers organizations is the linking of campaigns for migrant worker rights to global efforts to address the causes of unemployment and migration.

As a collective of diasporic Filipino-Canadian community members, Filipino theatre artists, and cultural workers located in the unceded territories and ancestral lands of Turtle Island and in our original homeland the Philippines, we explored staging disaster stories to conceptualize sustainability in the aftermath of disaster. Through an Indigenization and transformation of the Christmas nativity as virtual performance, Sirang Theatre Ensemble reimagined the folk theatre form Pastores as a transnational project to articulate climate justice after Super Typhoon Yolanda and Super Typhoon Odette. In this article, we orbit our discussion of sustainability by answering questions around Philippine-Canadian transnational theatre collaboration and decolonization of foreign aid. To foreground a discourse of sustainability, we looked at Waray collectivist epistemology and critical analysis of the role of translation in reviving intangible cultural heritage. The online show Adoración de los Pastores: Transnational Solidarity for Climate Justice in the Performance of Waray Pastores conceptualizes transnational theatre creation as a performance of sustainability. Inserted in between scenes and after the performance of Adoración de los Pastores were curated testimonies, commentaries, and a forum participated in by diasporic Filipino Canadians, Filipino theatre artists, and Canadian-based theatre artists, climate justice advocates, a social scientist, a priest, and students, as well as a recorded video of the former Vice President of the Republic of the Philippines on the impact of Super Typhoon Odette on local community members in Leyte Province. Staging disaster stories by local artists who directly experience the brunt of climate crises and the mobilization of diasporic transnational collaboration expands the practice of sustainable disaster response and recovery beyond the international foreign aid assistance model and paradigm.

This study examines the impact of capital inflows on economic growth of developing economies; the case of Nigeria, Ghana and India from 1986-2012. This is necessitated by the doubts being raised as whether the huge inflows of foreign capital in developing economies over the years have transmitted to real economic growth. Augmented Dickey Fuller unit root test was employed to evaluate the stationarity of the data, while Johansen Co-integration was used to estimate the long-run equilibrium relationship among the variables. The casual relationship was tested using Granger Causality, and Ordinary Least Square method was used to estimate the model. The findings reveals that capital inflows have significant impact on the economic growth of the three countries. In Nigeria and Ghana, foreign direct and portfolio investment as well as foreign borrowings have significant and positive impact on economic growth. Workers’ remittances significantly and positively related to the economic growth of the three countries. The enabling environment should be created in the developing countries to encourage more inflow of foreign investments and workers remittances. This will help in closing the savings-investment gap and encourage economic growth in these countries. The study signifies that capital inflows is indispensable in closing the savings-investment gap required for economic growth of developing countries.

International labor migration is an important part of modern processes taking place in the world, affecting not only the countries’ economies, but also it’s political, social and demographic situation. Due to the peculiarities of the Russian economy, the attraction of foreign workers is an urgent need, however, it should be noted that labor migration carries not only positive aspects for the host countries. The flow of migrants who do not speak Russian well, who were brought up in a different cultural and religious environment and, as a result, are difficult to integrate into Russian society, forms some social development challenges for Russia. In recent years, there have been disputes in the expert community about the language proficiency of labor migrants.This article presents an analysis of the level of Russian language proficiency of foreign workers from Central Asian countries, as well as the impact of this level on various aspects of their socio-economic adaptation. In addition, the article examines the level of Russian language proficiency of labor migrants, depending on their migration intentions, the length of stay in the host country, as well as depending on the field of activity of foreign workers. In the process of the research, the influence of the level of knowledge of the Russian language on the monthly income of a foreign worker was analyzed. It was noted that in order to eliminate the communication barrier between foreign workers and the local population, there is a need to intensify the language training of migrants by developing and implementing language courses, expanding access to them and migrants’ awareness of their availability.

This article deals with the recruitment and employment of foreign workers in the Italian and Portuguese construction sectors. The two countries show a very similar structure and organisation of the sector. Nevertheless, Italy only ‘imports’ immigrants for the sector whereas Portugal both imports foreign labour and exports construction workers on the European market. On the basis of a comparative analysis of the occupational structure of foreign workers and of interviews with construction employers in the two countries this article examines such differences and discusses how (also with reference to irregular work and the underground economy) and why the construction sector represents a key sector for the economic insertion and adaptation of immigrants in the Mediterranean area. Skills shortages and labour cost issues are highlighted as factors affecting recruitment of foreigners in a sector characterised by a very high level of deregulation and informality, and in which processes of downsizing on the one hand and externalisation on the other have had as an important outcome the nearly exclusive role of subcontracting in the recruitment of semi- and low-skilled workers.

Abstract Governments go to great lengths to attract foreign multinationals because they are thought to raise the wages paid to their employees (direct effects) and to improve outcomes at local domestic firms (indirect effects). We construct the first U.S. employer-employee data set with foreign ownership information from tax records to measure these direct and indirect effects. We find the average direct effect of a foreign multinational firm on its U.S. workers is a 7% increase in wages. This premium is larger for higher-skilled workers and for the employees of firms from high GDP per capita countries. We find evidence that it is membership in a multinational production network—instead of foreignness—that generates the foreign-firm premium. We leverage the past spatial clustering of foreign-owned firms by country of ownership to identify the indirect effects. An expansion in the foreign-multinational share of commuting-zone employment substantially increases the employment, value added, and—for higher-earning workers—wages at local domestic-owned firms. Per job created by a foreign multinational, our estimates suggest annual gains of US$13,400 to the aggregate wages of local incumbents, two-thirds of which are from indirect effects. Our estimates suggest that—via mega-deals for subsidies from local governments—foreign multinationals are able to extract a sizable fraction of the local surplus they generate.

AbstractThis article tells the hitherto unknown history of the rickshaw in the Philippines. The Filipinos’ encounter with this transport mode was brief and largely revolved around a failed rickshaw business in Manila in 1902. The venture quickly fizzled out, but not without controversy, deeply rooted in the colliding socio-political forces in the city at that time: the reliance on a non-motorized transport system; the consolidation of American colonial rule against the backdrop of an ongoing revolution; the birth of the first Filipino labor federation; and the implementation of a law banning the employment of Chinese workers from unskilled trades. The controversy turned the rickshaw into a disputed symbol. On the one hand, the rickshaw enterprise was criticized by Filipino carriage drivers and nationalist labor leaders, who viewed the vehicle as an essentially foreign apparatus that would enslave Filipinos. On the other hand, the Americans used the Filipinos’ opposition to the rickshaw to prove the supposed un-modernity of the lazy native workers, who failed to grasp the idea of the dignity of labor. These disputes were inextricably linked to the clash of discourses between Filipino nationalism and colonial modernity, two competing perspectives both influenced by a comparative transnational frame.
