The article describes the history of trade relations of Central Asian countries with foreign countries in ancient and medieval times, the importance of the Great Silk Road, the impact of these relations on political, economic, diplomatic, ethnic and cultural relations. It states that due to diplomatic and trade relations with foreign countries, mutual relations have been established, and the movement of citizens abroad and their entry is based on certain rules. Attention is paid to such factors as the impact of such relations on the socio-political and economic situation in those countries, the specific way of life of the peoples of the region, the way in which diplomatic relations are established. The article focuses on the development of trade relations with foreign countries during the reign of ancient Khorezm, Sogdiana, Parthia and the medieval Hephthalites, the Turkish Khanate, the Arab Caliphate, Amir Temur and the Temurids, the Central Asian khanates, Khiva, Kokand, Bukhara khanates.

Deprivation of a certain right is a measure of conditional punishment, the essence of which is not only the removal of the convicted person from performing certain duties, but also the deprivation of his right to hold certain positions or engage in certain activities during the period established by the sentence. Article 45 of the Criminal Code of the Republic of Uzbekistan establishes that the deprivation of a person of a certain right consists in prohibiting the perpetrator from holding a particular position at enterprises, institutions or organizations, or engaging in one or another activity during the period appointed by the court. Deprivation of a certain right has a preventive character, pronounced as a measure of punishment. The application of this punishment is mainly due to the need to prevent the re-commission of these crimes by persons who have committed crimes related to the abuse of available opportunities in connection with their position or activities. This article highlights the specifics of punishment for deprivation of a certain right in the criminal legislation of foreign countries.

In the course of performing his official duties, an employee may find himself in a situation where he has a real opportunity to use his powers for personal gain or to act in the interests of third persons. Such situation, according to the adopted legislation of most countries, including the Republic of Uzbekistan, is called a conflict of interest. The regulation of the conflict of interest is aimed at identifying such situations in a timely manner, so as not to allow the employee to act in it completely independently and not to give an objectively existing opportunity to develop into an offense, thereby preventing corruption.

In № 7 Bulletin of the Book Chamber the article "National bibliography today and tomorrow" was published, which focused on the current state and ways of development of the national bibliography (NB). The Book Chamber of Ukraine as a center of the national bibliography deals with the history and prospects of its development in the digital space of scientific knowledge, the formation and publication of chronicles of the current national bibliography. The article focuses on the history of the formation of the national bibliography in different countries, including Great Britain, USA, France, Germany, Bulgaria, Hungary, Poland, Romania, the Czech Republic, Yugoslavia and others. It is noted that the current level of development of the National Library in the countries of this region is due to many factors, including the widespread introduction of information technology and computer technology in publishing and library activities, which necessitates the adaptation of bibliographic technologies to information needs. The result of automation of library and biblio­graphic processes was a computer bibliography based on the use of modern information technologies in bibliographic work. The relevance of her research is due to the fact that today it represents the highest level of development of bibliographic technologies.

Free cross-border movement of goods and capital correlates with the general economic state of a country in both apparent and subtle ways. The intensity of financial and economic interactions with the outside world is an indicator of the sustainability and efficiency of the national economy. After joining the EU, all Member States liberalized the balance of payments (BoP), i.e. ensured free and unrestricted cross-border movement of goods and capital. For certain countries the liberalization of BoP was a considerable challenge, which they managed to successfully overcome. These were the EU countries of the Council for Mutual Economic Assistance (CMEA) was active among the former socialist countries until 1990, or the so-called "CMEA-EU countries". For an economic comparison to be plausible, it has to be made between the dynamics of comparable economies. Such a group of economies is formed by the CMEA-EU countries. EU membership provided them with the opportunity to use on their own their potential in property, intellect, power and resources. This is the reason why the present study has adopted a comparative analysis based on CMEA-EU countries. An attempt has been made to comprehensively monitor and analytically assess all major financial flows, especially in the CMEA-EU countries, and their impact on economic dynamics. A comparison is made for both the positive and negative aspects of the incoming financial resources in these countries. Particular emphasis is placed on macroeconomic elements and policies that outline, create conditions, and predetermine the scale, interactions and projections of cross-border financial flows.

This study attempts to empirically explore the possible relationships of multiple forms of foreign capital inflow i.e., foreign direct investment (FDI), foreign debt, worker remittances, foreign grants, and foreign aid on domestic investment in order to quantify the degree of effectiveness of each form of capital inflow. The context of study is the economic development of Pakistan whilst utilizing the time series data (secondary) over the period of 1980-2020. In order to the association among multiple variables used, correlational research design is used. Granger's causality test was applied in order to check the causal impact of the variables. Hence, to examine the degree of effectiveness of each form of foreign capital inflow on domestic investment, ordinary least square regression model technique is applied. The results of the study reveal that the foreign direct investment is the most contributing factor, as it stimulates the domestic investment in Pakistan. Besides, worker remittances followed by external debt are also significant and positively augments the domestic investment. On the contrary, foreign grants and foreign aid does not facilitate the recipient country in the enhancement of domestic investment but not significant though. However, the policy makers in Pakistan should ensure the conductive and supportive environment in order to attract the foreign direct investment to facilitate foreign investors in a more befitting and appropriate manner.

The analysis of Brazil's, Russia's, India's, China's and RSA's opportunities allows to speak about the further development of BRICS potential in the near future due to increase of the FDI flows both within BRICS and in its relations with third countries. China which to date selectively takes foreign investments giving special priority to their qualitative characteristics will remain the most long-term country. Russia continues to be one of global leaders in the field of resource development and a country with plenty of unrealized opportunities in the industrial sector. By today, there is still much tension around the issue of new growth drivers and investment climate improvement. Given the decrease in the investment attractiveness of the Western Europe which led the way as a FDI recipient in the past, in 2011 Russia's indexes doubled as compared to 2005. As far as the Russian economy development prospects are viewed as advantageous in the whole, everything will depend on the state policy coherence, where it's worth to study the BRICS partners' experiences.

Abstract How strong are the constraints against nuclear use? Experimental studies find that a majority or near majority of citizens in multiple major powers approve of their own governments’ nuclear strikes if they create military advantages or protect co-national soldiers. But what if the nuclear taboo only begins at the water's edge when individuals evaluate the use of nuclear weapons by a foreign government? Many policymakers believe that the international reaction to nuclear use would be severe, especially among allies. Yet prior studies have not tested this assumption. An identity-based theory of support for nuclear weapons use proposes that this argument is incorrect. The public will display favoritism toward allied and partner countries because it views them as members of the in-group. Four survey experiments in the United States and India provide evidence for this theory. In contrast to many policymakers’ expectations, public approval of nuclear use is not significantly lower for allies or strategic partners than for one's own government. As expected, however, approval is lower for out-groups, such as non-allied and non-partner countries. Absolute support for nuclear attacks is also high, even when it is foreign countries pushing the button. On balance, these findings are inconsistent with the existence of a nuclear taboo or strong non-use norm.

Recruitment of nurses by industrialized nations from developing countries has been common practice for decades. Globalization, a crucial trend of the 21st century, raises the world’s awareness of the economic and social disparities between nations. The direct impact on nurse emigration emphasizes the ethical, economic, and social inequalities between source and destination countries. It is often more cost-effective for industrialized countries to recruit from developing countries; however, the depletion of source country resources has created a global healthcare crisis. Destination countries are being challenged on the ethical implications of aggressive recruitment and their lack of developing a sustainable self-sufficient domestic workforce. Similarly, source countries are confronting the same challenges as they struggle to fund and educate adequate numbers of nurses for domestic needs and emigrant replacement. This article will review the ethical, economic, and social impacts of continued unrestricted international recruitment of nurses and present a proposal for development of an international treaty addressing global sustainability.

This paper analyses the development of agricultural foreign trade in Austria, Hungary and the Czech Republic with the aim of uncovering the changes that have impacted the Central European agricultural trade over the ten year period (1999–2008). It issues from the results of the analysis of agricultural trade in the aforementioned countries, which has changed dramatically in terms of the commodity structure, the territorial structure and primarily the value structure. The main changes to have caused most of the changes to the individual characteristics of agricultural foreign trade in the particular countries under analysis are the process of the EU enlargementy, the adoption of obligations to ensue from the EU membership and the concentration in the internal market of the EU countries. We can see the actual changes in the commodity and territorial structure of the trade carried out in the individual countries under analysis. The changes which have occurred resulted in a dominant share of the member countries of the EU 27 in the agricultural trade of the individual countries under analysis.

Existing literature has focused on analyzing various determinants of foreign aid disbursement. From the aid-for-policy framework, however, this paper concentrates on the strategic usage of foreign aid by donor countries to influence recipient countries’ adverse policies. Through foreign aid, donor countries expect to earn favorable policy concessions from recipients to promote their economic interests with FDI. Using a dataset containing 28 sub-Saharan African countries for the period 1990-2021, I find that foreign aid mitigates unfavorable investment conditions of the recipients and it further leads to boosting donor countries’ FDI. This result suggests that foreign aid is used strategically, with its main focus being to increase donors’ economic interests in the region.
