Pełny tekst źródłaSpillways are hydraulic structures constructed to control the water level of the reservoir, allowing the overflows with the maximum possible efficiency without provoking problems to the structure. The approach flow pattern to the structure and the geometric form of the spillway profile are basic importance. The control of the spillway by the floodgates modifies the draining conditions. The positioning and the form of the gate have strong influence in the behavior of the discharge coefficient and the pressures on the surface profile. A vortex formation is an undesirable phenomenon that it can occur when the operation of the floodgate is partial, reducing the discharge coefficient and produce vibrations in structure. This work presents a theoretical approach about flow over spillway and under of the partial opening of the floodgate, presenting results of different studies for better understanding the function of the spillway.

Pełny tekst źródłaThe thesis ‘Recovery of Pure Economic Loss: Comparative Aspects’ provides a comparative analysis of recovery possibilities of pure economic loss in six different countries, namely the USA, England, Germany, Austria, France and Lithuania, that belong to different legal families and inherit distinct tort law traditions. In most of the countries pure economic loss define economic nature loss of third parties that are experienced in the case of the tort of other persons. The objective of investigation is to evaluate legal rationality of each regulatory system and to estimate which one of them causes least practical problems. In addition, as the position of Lithuania has not yet been settled, the author of the thesis proposes possible directions of the regulation of recovery of pure economic loss by analyzing legal basis of Lithuanian laws. The research consists of three parts each of them dealing with different aspects of the problem. First of all, the concept of pure economic loss is analyzed by trying to define the archetypical features of the mentioned loss and to expose the summarized topics that are discussed in doctrine and courts. The second part of the thesis covers historical investigation of the protection of economic interests and comparative analysis of legal regulation and jurisprudence of recovery of pure economic loss in six mentioned countries. Floodgates, with width up to meters, are very important device for flood control. According to the records by the River Basin Management Bureau, there were 1273 bases of floodgates (2918 leaves) in Taiwan in 1998. If floodgates do not function properly, it will cause floods or other catastrophes. In the past, the government performed floodgates maintenance. From 1999, due to the trend and concept of lean government, the government started to outsource the work to the private contractors. Based on the observation, the contractors’ service plan and the government’s performance evaluation program have been made by sorely experience and mental models, which are neither scientific nor systematic. A better way of planning is needed. This research developed a mathematical model that assists floodgates maintenance planning. The model consists of two sub-systems, Time Estimating sub-system for estimating service time of different floodgates, and Routing sub-system for daily service assignment and routing. During the process of model developing, several mathematical methods were explored, including Analysis of Covariance, Back-Propagation Neural Network, Fuzzy Neural Network, Fuzzy Logic, Annealed Neural Network, Ant Algorithm, and Genetic Algorithm. Finally, the developed model can generate a maintenance plan in 30 minutes for 100 floodgates. To cope with the real world’s everyday contingency, this model can re-generate a new plan in short time, which make it more effective, efficient, and logical than the traditional mental model.

With the development of the social economy, the building and impervious paving in urban are dramatically increased. However, in recent years short duration rain and typhoon events frequently occur in urban area, which rainfall is more than the drainage capacity of storm sewer systems. Therefore, flooding in urban areas has been occurring more and brings damage to the public and the economy on various aspect. In order to reduce losses, the government has stipulated that the entrance and exit of the building must sets floodgates. Because the size and position of buildings’ gateways are different, we must set the specific size of floodgates for buildings’ gateways. Therefore, we use the idea which street as a short drain system, we can set floodgates at the edge of street to reduce losses. The study explores that floodgates effects on the improvement of drainage and inundation in urban areas. Therefore, the study selected two floodgates set modes, which are full set mode and partial set mode and three floodgates set heights, which are 60, 90, 120 centimeters. Two floodgates set modes and three floodgates heights combined into six kinds of floodgates set strategy. Six floodgates set strategies and return periods rainfalls are inputted into flood model to simulate. Next, annual loss, annual benefit of the strategies were calculated by flooding loss and probability of excess. Finally, we used the annual average loss, annual average benefit and benefit ratio to evaluate what kind of set strategies is the best economic feasibility of set strategy in the study area. In the study, Muzha drainage basin in Wenshan District, Taipei, is selected as the study area. In same height, the annual average benefit of partial set mode is better. In same set mode, the annual average benefit of floodgates set height 120 centimeters is better. The result of benefit-cost ratio analysis is that the partial set mode with set height 90 centimeters means the best economic feasibility of set strategy, and the full set mode with any set height is not economic feasibility.

Ethernet is a popular local area technology and widely used in the modern network. However, Ethernet exploits the flat MAC addresses to forward frames, which occurs scalability issues in large network topologies, such as ARP and DHCP flooding problems. Layer-3 routers are commonly exploited to solve the Ethernet scalability problems, but they are expansive and require complex manual configurations. In this paper, we propose FAME to deal with ARP and DHCP broadcast frames. Besides, FAME is backward compatible with standard Ethernet switches. The evaluation of our scheme shows that FAME switches can effectively alleviate the ARP and DHCP flooding problems in varied metro Ethernet networks.

The discharge coefficients of automatic floodgates were estimated through experimental observations of the floodgates at His-Shih coastal embankment, Da-Jia river. During the experiments, the difference between upstream and downstream water level, flow condition, and floodgate size were considered. The results are expected to be a useful reference for the planning of floodgates in the future. The effect of floodgate size on discharge coefficient was unapparent when the difference between upstream and downstream water level was small. The discharge coefficient of small floodgate was increased with the water level difference increased. The observed discharge coefficient of large floodgate was lower than the theoretical value due to high unit weight. Such situation might induce an increase of flood risk. In addition, the change of water level outside the floodgate might lead to flow discontinuous while the water level difference between inside and outside of the floodgate was small. In order to improve the security, the floodgate should be designed with a lower discharge coefficient than the theoretical value.

Abstract For a good structural design, it is essential to reduce not only the material but the operating cost as well as to reach the required strength and the limiting conditions. The thumb rule is that the structure should be optimized to obtain the equilibrium point among the strength of the material, external loading the critical displacement criterion, to avoid the unnecessary waste of material and the processed cost. Then, the lower the structure weigh, the higher it performs. As the design parameters of the practical project are rise, the trial and error methods are not enough to reach a satisfactory result. Besides, most of the factors are dispersed parameters. A question is designed for a multi goal optimization of FRP floodgates by utilizing the gene to perform algorithms and limited element law to deal with multi goal optimization problems. The software, MATLAB and ANSYS are used. GA procedure and APDL grammar are adopted. The algorithms and functions of the optimization procedure will be performed and analyzed which will lead out the designed parameters with the genes. Under the special circumstance of climate and topography, hydraulic facilities are the most important infrastructures in Taiwan. One of the facilities is floodgate, it not only plays an important role in flood control but also relate to people’s life and property in the flood rely on the maintenance and management in peacetime, therefore, how to maintain and manage the floodgate is an imperative subject for us to study. The floodgate build by Taiwan’s central government to avoid river flood and sea surge, its management has been entrusted to the private companies gradually from 2000. Since the subject about the management of floodgate involves many other problems and now there is little relevant literature about it in Taiwan, in order to complete the management system and ensure its quality, the study of this paper will emphasize four issues that are key points about execution of the management. The four issues are: (1) the budget planning, (2) the auditing mechanism, (3) the suggestion of service policy, and (4) the execution plan policy, then further provides the strategy for improvement.

Taiwan due to its subtropical climate and geographical environment, the rainfall is abundant and concentrates in summer and autumn which causes flooding in the rainy season. The social change and economic development results in demand of marginal land in recent years. To avoid the typhoons or heavy rain leading to a flood, it is necessary to build embankments, floodgate, and pumping station to reduce the flood potential. The floodgate is frequently used to avoid the outland water flowing backward during flooding periods. If the floodgate is not working properly, it is easy to cause the flooding in the lowland area and the loss of life and property. To management the floodgate, it is necessary to establish the classification of the floodgate. About 301 floodgates in the Hsinchu tidal river, Miaoli tidal river, Houlong River, Jhonggang River, Ke-ya-Chi Drainage, and Yan-gang-si Drainage are the study areas in this study. The economic and population factors near the floodgate, the surrounding conditions and the floodgate facilities were selected to evaluate the floodgates impact on the residents. A high degree of vigilance floodgates are 10 doors, moderate alert floodgates 44 doors, and low level floodgates are 247 doors. The floodgates on the moderate and high alert situations are mostly the drainage is not very good, and the sediment deposition around the floodgates are moderate to severe. In addition, the higher maintenance frequency of the floodgates and the outside water level is higher than inside water level. The damage to the base of the floodgates or the dikes may cause the leaking water during the typhoons or the heavy rainfall. According to the results in this study, improve the drainage facilities, discuss the water level difference, and the field investigations on the floodgates are proposed. The reasons for sediment deposition around the floodgate are expected to provide feasible advices and designs for preventing sediment deposition in future planning.
