In the paper, the authors deal with the issue of identity and nations in the post-Yugoslav area, since from the 19th century until today there have been many disagreements and ambiguities on this issue, which should be clarified. The basic question concerns the origin and development of nations in this area, that is, the construction of synthetic identities and nations as agreed nations. Therefore, in the first part, the authors provide an overview of scientific knowledge concerning nations and identities and derive a theoretical model of synthetic nations, as an attempt to comprehensively respond to a complex phenomenon. In the second part of the paper, based on previous scientific knowledge, the authors analyze the process of the creation of the Bosniak nation and its development from the 19th to the end of the 20th century, when it was internationally recognized. Finally, aware of the facts about the process of the creation of the Bosniak nation, that is, the new Bosniakism of Alija Izetbegović, the authors derive security risks for the Republic of Srpska.

This study analyzes the alignment between (1) the scientific publications generated within a nation-state, and (2) the United Nations resolutions on climate change research and sustainable development guidelines to which that nation-state is a signatory. Starting with a characterization of Chile’s modern scientific journal output using extensive scientometrics databases, this work contrasts the resulting Chilean analysis with United Nations (UN) resolutions generated at the fifth UN Environment Assembly held in Nairobi in March of 2022. Chile is an interesting choice because the most recent political election installed an environmentally progressive president who has described his administration as the “first ecological government in the history of Chile”. Chile also held a constitutional referendum shortly after the presidential election that would have replaced the existing constitution from 1980 with a more progressive constitution designed to shift the country towards expanded social and environmental rights. The study covers different dimensions and scales, from the interaction of authors, institutions, and disciplines, to the current conditions regarding authors’ gender and the co-author inertia existing in every niche of scientific publication in Chile. The results and recommendations presented in this paper are intended to assist in developing policies for improved scientific–technical knowledge management at the national level.

Even though more than a hundred years have passed since the end of the First World War, the Hungarian historical consciousness has still not been able to fully come to terms with the lost war and its consequences, namely the Treaty of Trianon. One important reason for this phenomenon, which many authors consider to be a „cultural trauma”, is that the „Hungarian national space” imagined by Hungarian national activists at the time of the unfolding of Modern Nationalisms collapsed in 1918, as recorded in the 1920 peace treaty and reaffirmed in the 1947 one. From the outset, the space considered by the Hungarian elites as Hungarian overlapped with the similar visions of neighbouring non-Hungarian national movements, and at the end of the First World War the latter’s concepts were realised – at the expense of the Hungarian. The present essay traces the process of the emergence, competition and reorganisation of Hungarian and rival “national spaces” from the 19th century to the present day.

This article provides an overview of international translation of health behavior interventions. The ideas expressed in this article serve to provide direction when developing a health behavior program for a host country, utilizing previous programmatic knowledge from elsewhere. First, the authors discuss constituents of country-level variables about which international translation might focus. Next, they suggest two general sorts of adaptations reflecting country-level differences: surface versus deep-level changes and language. Then, they highlight the importance and means of cooperation in international translation. Two examples of international translation protocols are presented.

Background The ubiquitous presence and functionality of mobile devices offers the potential for mobile health (mHealth) to create equitable health opportunities. While mHealth is used among First Nations populations to respond to health challenges, the characteristics, uptake, and effectiveness of these interventions are unclear. Objective This review aimed to identify the characteristics of mHealth interventions (eg, study locations, health topic, and modality) evaluated with First Nations populations and to summarize the outcomes reported for intervention use, user perspectives including cultural responsiveness, and clinical effectiveness. In addition, the review sought to identify the presence of First Nations expertise in the design and evaluation of mHealth interventions with First Nations populations. Methods The methods of this systematic review were detailed in a registered protocol with the International Prospective Register of Systematic Reviews (PROSPERO, CRD42019123276). Systematic searches of peer-reviewed, scientific papers were conducted across 7 databases in October 2018. Eligible studies had a primary focus on mHealth interventions with experimental or quasi-experimental design to respond to a health challenge with First Nations people from Canada, Australia, New Zealand, and the United States. Two authors independently screened records for eligibility and assessed risk of bias using the Joanna Briggs Institute checklists. Data were synthesized narratively owing to the mix of study designs, interventions, and outcomes. The review was reported in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses statement. Results Searches yielded 1053 unique records, after review and screening, 13 studies (5 randomized controlled trials and 8 quasi-experimental designs) were included in the final analysis. Studies were conducted in Australia (n=9), the United States (n=2), and New Zealand (n=2). The most common health challenge addressed was mental health and suicide (n=5). Intervention modalities included text messaging (n=5), apps (n=4), multimedia messaging (n=1), tablet software (n=1), or a combination of short messaging service (SMS) and apps (n=1). Results showed mixed engagement with the intervention (n=3); favorable user perspectives, including acceptability and cultural appropriateness (n=6); and mixed outcomes for clinical effectiveness (n=10). A diverse range of risks of bias were identified, the most common of which included a lack of clarity about allocation and blinding protocols and group treatment for randomized controlled trials and a lack of control group and single outcome measures for quasi-experimental designs. First Nations expertise informed all mHealth studies, through authorship (n=8), affiliation with First Nations bodies (n=3), participatory study design (n=5), First Nations reference groups (n=5), or a combination of these. Conclusions mHealth modalities, including SMS and apps, appear favorable for delivery of health interventions with First Nations populations, particularly in the area of mental health and suicide prevention. Importantly, First Nations expertise was strongly embedded within the studies, augmenting favorable use and user engagement. However, evidence of efficacy is limited.

First Nations experience disproportionate rates of suicide when compared to the general population. Various risk factors are identified to increase understanding of the prevalence of suicide among First Nations, but environmental dimensions of suicide are understudied. This study asks whether water insecurity, as reflected by long-term drinking water advisories (LT-DWA), has any bearing on the distribution of suicide in First Nations across Canada, and specifically in Ontario. To assess this, we established the proportion of First Nations with LT-DWAs in Canada and in Ontario that have had suicides occur between 2011 and 2016 through a review of media archives. This proportion was compared to census data on the proportion of First Nations with suicides in Canada and in Ontario between 2011 and 2016, and statistical significance of difference was determined through chi-square goodness of fit test. Overall, the findings were mixed. Nationally, there was no significantly difference of proportion of First Nations with LT-DWAs with combined (confirmed and probable) reported suicides occurring when compared to census proportions; however, at the provincial level, findings had significant differences. The authors conclude that water insecurity in First Nations, as indicated by the presence of a LT-DWA in First Nations across may be an important environmental dimension of suicide, contributing to enhanced risk for suicide in First Nations.

Purpose The purpose of this paper is to provide an updated and authoritative measure of individualism vs collectivism (IDV-COLL) as a dimension of national culture. Design/methodology/approach Rather than focus solely on Hofstede’s classic work, the authors review the main nation-level studies of IDV-COLL and related constructs to identify the salient cultural differences between rich societies and developing nations. The authors conceptualize and operationalize IDV-COLL on the basis of those differences and propose a new national IDV-COLL index, using new data from large probabilistic samples: 52,974 respondents from 56 countries, adequately representing the national cultures of all inhabited continents. Findings The proposed index is a new, valid measure of IDV-COLL as it is strongly correlated with previous measures of closely associated constructs. As a predictor of important cultural differences that can be expected to be associated with IDV-COLL, it performs better (yields higher correlations) than any known measure of IDV-COLL or a related construct. Research limitations/implications An important facet of IDV-COLL – in-group favoritism vs out-group neglect or exclusionism – does not transpire convincingly from the authors’ operationalization of IDV-COLL. The study relies on self-construals. Respondents are unlikely to construe their selves in terms of such concepts. Practical implications The new IDV-COLL measure can be used as a reliable, up-to-date national index in studies that compare the cultures of rich and developing nations. The new IDV-COLL scale, consisting of only seven items, can be easily used in future studies. Originality/value This is the first IDV-COLL measure based on the communalities of previous studies in this domain and derived from large probabilistic samples that approach national representativeness. The superior predictive properties of the authors’ new measure with respect to extraneous variables are another important strength and contribution.

This paper presents the story of the world’s first multilateral double taxation treaty, a treaty concluded in Rome after the end of World War I by all the successor states of former Austria-Hungary with the exception of Czechoslovakia. On the centennial of this treaty the authors first present its historical, legal and economic background and attempt to determine which of the quite few already existing double taxation treaties served as the model for a document which preceded the work done under the auspices of the League of Nations on the topic of double taxation. Concluding that it was the 1899 Austria-Hungary/Prussia double taxation treaty which served as inspiration for the drafters of the 1922 Rome double tax convention, the authors continue to analyse and compare their individual provisions. Subsequently, the authors turn to the question of why this multilateral treaty never came into force and present interesting historical data found in the archives of Yugoslavia. In the end, the authors conclude that the tale of the Rome double taxation convention reminds us in our modern environment about the values of common sense even in adverse political circumstances and clearly shows that multilateralism should not be abandoned as a prospective option. The author of this article shows two types of values that are present in those pronouncements when the Pope recalls examples from belles-lettres. First and foremost, he speaks of the humanistic values rooted in the philosophy of the essence, namely the truth, goodness and beauty that are widely found in works of both less and more well-known authors of different nations. The aforementioned values, having a transcendent backdrop, open up the theological world. Some of those references unveil the three theological virtues which actually represent Christian axiology. For the Pope, the belles-lettres works become locus theologicus. In his pronouncements, the Pope not only mentions various authors from the particular nations he visited (e.g. Rabindranath Tagore from India, Jon Svensson from Island), but also those authors whose works now belong to the whole world (such as Fyodor Dostoyevsky, mentioned in Australia, or St. Augustine in France and Brazil). Recalling those authors and their works, the Pope connected with those nations he visited, and created a special place in order to bring to those nations the greatest works of world literature. He was adamant that humanistic and theological values can be placed equally next to each other.

The developed society depends on many critical infrastructure processes, such as power generation, water treatment, many types of manufacturing, and smart buildings. These processes need control and the automation industry has embraced the Internet to connect all these controls. However, the controlling devices thus opened to the world do not always have adequate safeguards to withstand malicious users. Many automation systems have default passwords or known and unknown backdoors. Also, often those systems are not updated to close security weaknesses found after original installation. The authors argue that while the industry is familiar with the notion of safety of equipment and processes, it has not focused enough on IT security. Several years ago the Shodan search engine showed how easy it is to find these control devices on the Internet. The authors followed this research line further by targeting one nation's IP address space with Shodan and found thousands of control systems, many of which represent models and versions with known vulnerabilities. Their first contribution is presenting these findings and analyzing their significance. Their study started in 2012 and the most recent results are from the end of 2015. To gain further knowledge, they have built a prototype scanner capable of finding industrial control systems. This lets the authors evaluate the possibility of performing routine scans to gauge the vulnerability of a nation. Their second contribution is to present a template for a national Internet scanning program. The authors discuss the technology, performance, and legality of such a program. Based on their findings and analysis they argue that nations should continuously monitor their own Internet address space for vulnerabilities. The authors' findings indicate that the current level of vulnerabilities is significant and unacceptable. Scanning a nation's critical infrastructure can be done in minutes, allowing them to keep a tight control of vulnerabilities. Yet, in addition, the authors need to extend current legislation and the rights of government officials to bring more security in national critical infrastructures; this discussion is their third contribution. The cyber-space has become a playing field for criminals, terrorists and nation states, all of which may have a motive to disrupt the daily life of a nation, and currently causing such disruptions is too easy.

While there is a fairly robust literature on information and communications technology (ICT) national policy, there are missing elements in the existing research. First, nation states at different stages of development are generally not considered in terms of what kind of ICT national policy is optimal. Second, a stakeholder perspective on the creation and implementation of the policy is typically absent. This theoretical paper attempts to fill these gaps by combining the idea of nations at different stages of development with stakeholder theory. The authors also integrate past thinking and research about information technology transfer, i.e., ICT outcomes, into a Stage-Stakeholder Model of ICT Policy. Directions for future research are proposed.

Purpose This study aims to investigate the historical technological catch-up processes with particular attention to the role of windows of opportunity (WoO). As Industry 4.0 becomes the benchmark of many latecomer countries, this paper may provide guidelines to both policymakers and business practitioners. For clarifying how to catch up with the incumbents and leaders, the authors summarize the lessons based on the historical observations to conclude the pathways for latecomers who aim to reduce the gaps to leaders and manage catch-up. This study enriches the literature of catch-up from a holistic view with fresh insights into how and where to catch up. Design/methodology/approach The authors analyze the technological catch-up processes emerged in advanced industrial powers, newly industrialized countries (NICs) and emerging economies (EEs). By categorizing the countries into three kinds, they summarize the processes of catch-up along with the industry evolutions. Moreover, they explore how WoO may facilitate the catch-up processes from one stage to the next in above-mentioned categories. Doing so helps to further examine how technological catch-up and WoO interplay and differ among countries. Then, the authors further investigate the latecomers and incumbents and conclude the target choosing, path setting and direction selecting when implementing a catch-up strategy. Findings This study shows that technological catch-up emerged first in advanced industrial powers (AIPs), then in NICs and recently in EEs. Technological catch-up processes in AIPs and NICs take longer time than those in EEs. WoO from policy, market and technology usually collaboratively facilitate the technological catch-up processes in AIPs and NICs. However, in EEs, single WoO can lead to a successful catch-up. The authors further summarize the directions and pathways of catch-up: AIPs and NICs are normally considered by some latecomers to catch up with, while EEs are not. Originality/value This study is among the first to systematically review the historical developments of industry evolutions by focusing the technological catch-up based on the different categories of countries: AIPs, NICs and EEs. Moreover, the authors are also among the first few integrating the WoO and technological catch-up processes in different kinds of countries. To the best of the authors’ knowledge, they are also one of the pioneers who highlight the directions and pathways of latecomers and target choosing to catch up with. They also explore the possibility of selecting EEs as catch-up targets.

The transition to fatherhood is a complex journey scarcely researched in Australian First Nations populations. Historical and political legacy, along with cultural traditions must be taken into consideration before exploring the experiences of Australia's First Nations expectant fathers, especially when the experience is related to the millennia honored “women's business.” This article shares the challenges, opportunities, and rewards the authors experienced while researching with Australia's First Nations men who supported their partners during childbirth in a hospital setting. Ethical insights and input from all members of the research team ensured that culturally safe strategies were used to address all encountered difficulties. Building a trusting relationship with the local community was fundamental to the legitimacy, richness, and success of this research project. Lessons learned from this experience can provide an insight to non-Indigenous researchers choosing to conduct or support research with Australia's First Nations people in a respectful and meaningful manner.

Many recent policy documents have outlined the challenges of delivering high-quality education in remote First Nations communities and proposed that boarding schools are one important solution. These documents have influenced the increasing uptake of boarding options and there has been considerable public investment in scholarships, residential facilities and transition support. Yet the outcomes of this investment and policy effort are not well understood. The authors of this article came together as a collaboration of researchers who have published about boarding school education for First Nations students to examine the evidence and develop a theory-driven understanding of how policies drive systems to produce both desirable and undesirable outcomes for First Nations boarding school students. We applied complexity theory and post-structural policy analysis techniques and produced a useful tool for the evaluation of boarding policy and its implementation.

This paper outlines the results of a study undertaken to assess the impact of Traditional Land Use and Occupancy Studies (TLUOS) on resource management policies and practices in the province of Alberta. The focus of this paper is policy-making bodies in industry and government; subsequent research is planned to explore the perceptions of First Nations' communities regarding the impact of TLUOS. Specifically, this study focussed on two TLUOS undertaken by two First Nations communities (Fort McKay First Nation and Dene Tha' First Nation) in partnership with the Arctic Institute of North America, and co-sponsored by industry and government. The paper situates the results of this particular study in a larger framework of current theory, understandings and discussions of First Nations' views of sustainable land use, traditional knowledge and collaboration. In analyzing the results from thirty interviews with academics and personnel from government agencies and industry, the researchers found that the application of the data from TLUOS was constrained by a number of interactive factors, both internal and external to the studies. Briefly, these include methodological and technical issues, accessibility of the data, the larger political context, the need for government leadership, differing expectations and agendas, and the need for a coordinated system for the conduct of TLUOS. In concluding, the authors note that in order for TLUOS to be effective in documenting traditional knowledge and influencing resource management policies and practices the following issues must be addressed: 1) the Alberta government should address the larger, unresolved issues between First Nations and the province; 2) appropriate mechanisms to blend traditional knowledge and scientific knowledge in resource management should be developed; and 3) a collaborative problem-solving process between First Nations, government and industry should be initiated by the Alberta government to address issues and create a coordinated system for the organization and implementation of TLUOS and their application to resource management policy and practice. During and after the First World War, authors in several of the main belligerent nations presented the war as a young man's war. The young man's war proved to be a powerful trope, and a myth emerged about the typical trench soldier as handsome, white, and eighteen. In this article, I examine literature about the Great War across several nations – primarily Germany, Great Britain, and France – to demonstrate how and why youth became embedded in the collective memory and representation of the war. I argue, in part, that notions of youth in the early twentieth century allowed participating nations to emphasise innocence and tragedy, claiming the moral high ground in the process. As a result, it is now difficult to accurately depict the First World War soldiers as fathers as well as sons, husbands as well as fiancés, men with careers as well as boys fresh from school. The generation of 1914 must be conceived more broadly, which would disallow easy teleologies to later tragic events in the 1930s.

In this article, the authors share their research on a curriculum for social justice, truth, and then reconciliation as put forth by the First Nations Child and Family Caring Society (Caring Society). The Caring Society is a non-profit organization that advocates for equity and social justice for First Nations children and creates social justice educational materials for Canadian learners. The authors provide an overview of the Caring Society campaigns and educational research. More specifically, they discuss how the Caring Society is creating educational resources that center a child and youth-driven civil rights movement across the school curriculum. Such curricular and pedagogical approaches focus on truth and then reconciliation, Indigenous sovereignty, and position a social justice pedagogy. They then discuss some of the ways we might advocate relational forms of citizenship that seek to honour the truth, and then reconciliation education.

Purpose Essays on social responsibility call the United Nations Global Compact (UNGC) “by far the world’s largest corporate responsibility initiative”. The authors look at two avenues to encourage responsible business behavior. First, at law, where law is not the answer and, second, at the UNGC. This paper aims to increase awareness of the UNGC, an umbrella organization supporting corporate good conduct. Findings The goal is to make corporations socially responsible. Law by nature addresses misconduct. The UNGC is more positive, encouraging responsible behavior in ten areas. The UNGC could be more effective. The authors suggest that social media and management education can help the UNGC positively impact corporate behavior. Practical implications The UNGC represents a significant opportunity. If the UNGC lives up to its potential, corporate misconduct may be lessened and corporate good behavior could be publicized, rewarded and increased. Originality/value The time has come to let readers start thinking about the UNGC and its goals. This can help bring greater social responsibility in tomorrow’s businesses.

What was not devolved was an [education] system which would support the school” (p. 5) delivery of quality educational programming for First Nations’ students. The purpose of this paper is to compare available second level services and funding levels provided in schools operated by a Tribal Council and a provincial school division. Differences in service levels and funding, the authors argue, must be addressed if equitable services and enhanced learning experiences are to be available to all students regardless of school type attended.

This article presents a comparative study of how Canadian First Nations and New Zealand Māori peoples have employed digital technologies in the recording, reproduction, promotion and discussion of their cultural heritage. The authors explore a selection of First Nations and Māori initiatives that resist or creatively respond to the digitization and electronic dissemination of cultural ‘objects’, knowledges and landscapes as a continuation of social processes that have dynamically endured over more than two centuries. Their comparison also considers the limitations of conventional law in regard to the protection of indigenous cultural and intellectual property. Expressions of traditional knowledge and culture generally fall outside the protection of copyrights and patents, a situation that is often exacerbated when that heritage assumes digital forms.

The article presents a comprehensive analysis of the Ukrainian famine of 1921-1923, challenging the widely held view that it was a tragic consequence of the civil war, as claimed by Lenin. Instead, the authors argue that the famine was a deliberate result of the Russian Bolsheviks' establishment of a social system reminiscent of feudal Russia. Drawing on the insights of Russian philosopher A. Zinoviev in his seminal work "Communism as Reality," the authors shed light on the underlying causes and motivations behind this man-made disaster. During the brutal war of aggression, the Moscow Bolshevik regime employed various means of mass physical, political, and economic terror to suppress the national liberation movement of the Ukrainian people. One of the most insidious tactics was the imposition of a food dictatorship and the orchestration of the famine itself between 1921 and 1923. This deliberate policy was designed to crush any resistance and consolidate Bolshevik rule over Ukrainian lands. The famine served a dual purpose for the Moscow regime. On the one hand, it ensured a steady supply of vital resources such as food, coal, and metals from Ukraine to sustain the famine-stricken central regions of Russia, the North Caucasus, and Crimea. On the other hand, it enabled the Bolsheviks to establish their power on Ukrainian soil by subjugating and exploiting the population through the terror of famine. The consequences of this policy were catastrophic and far-reaching. The Ukrainian famine resulted in the destruction of the country's most productive agricultural resources, severely impairing the country's ability to feed its own population. In addition, a significant number of children, the future of the Ukrainian nation, died of starvation. Entire villages were devastated, and the subsequent influx of people from the Russian territories changed the ethnic composition of the affected regions, exacerbating the process of Russification. This demographic transformation further eroded Ukrainian cultural distinctiveness, including its scientific, educational, literary, and artistic sectors. The loss of cultural heritage and the erosion of national identity created long-lasting socio-psychological problems that continue to hinder the revival of Ukrainian statehood and its progress toward integration into the European community. The authors contend that the threat to the preservation of the Ukrainian nation and the restoration of an independent, united, and democratic Ukrainian state extends beyond the immediate Russian aggression. These acts of aggression include support for Transnistria, the wars with Chechnya and Georgia, the annexation of Crimea, the conflict in the Donbass, and the full-scale invasion of Ukraine in 2022. The authors argue that severely punishing Russia for its actions is essential to preventing the recurrence of such atrocities in the future. The responsibility to confront the aggressor does not lie with Ukraine alone; it requires the collective efforts of the international community. The article calls for a united front among nations and international organizations to hold Russia and other perpetrators accountable for their actions. It emphasizes the importance of implementing robust legal mechanisms, such as international tribunals, to punish those responsible for crimes against humanity, ensuring that they face the full force of justice. Moreover, the call for a united front extends beyond Russia, recognizing that crimes against humanity are not confined to a single nation or region. It highlights the necessity of addressing and preventing such atrocities on a global scale, emphasizing the shared responsibility of all nations to protect human rights and uphold international law.

Abstract In this paper, I explore the tensions between multinational federalism and the developmental state in Ethiopia and draw attention on the fiscal and economic dimensions of multinational federalism. In the first section, I explain that the purpose of multinational federalism is to protect minority nations from aggressive, assimilationist and centralizing forms of majoritarian nation-building. As such, multinational federalism only makes sense within a certain context, often associated with Western states containing a clear national majority attempting to assimilate minorities. I explain why authors have argued, albeit within some reservations, that this context obtains in the case of Ethiopia. In the second section, I discuss the fiscal and economic dimensions of minority nationalism accommodation in Western states. In the third section, I explore the contextual differences between Ethiopia and Western plurinational states and explain their relevance for assessing the tension between federalism and development in Ethiopia. I argue that although minority nations in the West rarely enjoy full fiscal autonomy, the prospect for fiscal decentralization in Ethiopia is even more limited and this is not entirely unjustified from a contextualist point of view paying attention to feasibility constraints.

The story of land-based immersion learning for nursing students in remote First Nations communities is told through the stories of ten authors. We represent a collaboration between First Nations Knowledge Keepers, nursing students, and nursing faculty. Our inquiry draws on Indigenous knowledge paradigms and research methodologies. Currently in the preliminary stages of gathering our findings, we are learning how transformation happens through culturally safe relationships and ethical learning spaces. We are learning that inquiry requires commitment, authenticity, and a respect for differences. Most importantly, we are learning that nurses need to uncover ingrained and colonized assumptions in order to imagine new possibilities for learning and inquiring with Indigenous people and communities.

Purpose The purpose of this paper is to investigate success factors pertinent to the management of Indigenous businesses through the identification of points of intervention at the systemic and structural levels. Through this approach, the economic and social values that First Nations communities attach to intangible Indigenous cultural heritage (ICH) and Indigenous cultural intellectual property (ICIP) may be both recognised and realised as assets. Design/methodology/approach This paper adopts a multidisciplinary approach to address a global issue of economic and social significance to First Nation peoples, their businesses and the Australian Aboriginal communities. The authors adopt a First Nation epistemological standpoint that incorporates theoretical perspectives drawn from a diverse range of fields and theories (Preston, 2013), as well as advocate the use of Indigenist methodology for research with First Nation peoples as it is underpinned by critical race theory. Findings The authors argue conceptually that accounting, accountability and auditing consideration are required to fully identify what is impacting the successful management of Indigenous enterprises. Specifically, in relation to accounting, Elders should be included to assist in valuing the intangible ICH and ICIP assets. Furthermore, the authors emphasise the need to improve the financial and commercial literacy levels of Indigenous entrepreneurs. Practical implications The authors prescribe the use of tools for the accounting treatment of ICH and ICIP as intangible assets within an Australian regulatory environment and define an auditing process and accountability model incorporating cultural, social and environmental measures. A central tenet of this model relates to improving levels of personal and commercial financial literacy in the First Nation participants. Collectively, these factors promote informed participation and decision-making, and may promulgate more sustainable outcomes. Social implications Integrated thinking requires all these factors to be considered in a holistic manner, such that a First Nation enterprise and the wider Aboriginal and Torres Strait Islander people can understand, and make decisions based on, the overall impact it has on all their stakeholders and generally on the society, the environment and the economy. Originality/value This paper contributes to Australia’s strategic research priorities of maximising social and economic participation in society and improving the health and well-being of the Aboriginal and Torres Strait Islander people. The authors address the inability of current Western accounting standards, practices and models to suitably account for communally held and protocol-bound intangible Indigenous cultural heritage and Indigenous cultural intellectual property assets.

The first part of the study examines the cultural characteristics and dimensions of entrepreneurs and factory workers in transition economies during the early transition period to determine if their cultural values were similar to those found in other nations. The second part of the study compares the differences in Hofstede’s cultural dimension scores between entrepreneurs and workers in market economies. It might seem extraordinary that after more than 70 years of a centralized nonentrepreneurial society that all of the communist nations that the current authors studied had essentially the same cultural differences among entrepreneurs that were found in capitalist nations with a long history of entrepreneurial activity.

In this article, the authors explore the definition of a knowledge society and why such a society is desirable in the development of nations. First, this paper reviews the literature on knowledge societies and notes a gap in qualitative approaches which are amenable for framing development knowledge policies. The authors then describe a conceptual framework that depicts a knowledge society in terms of 13 dimensions that span infrastructure, governance, human capital and culture. This framework is validated with published proxy indicators from reputable sources such as the United Nations and the World Bank. In a field exercise, this paper determines the usability of the framework for policy discussion using Singapore, Nigeria, the United States and the United Arab Emirates as the foci of our analysis. The authors conclude by suggesting that such a qualitative framework is useful for policy-makers and other stake-holders to understand that the evolution to a knowledge society is a journey that requires benchmarks, environmental intelligence and an emphasis on the tacit structure of knowledge for sustainable advantage.

Theoretical and Practical Troubles with National IdentityNational identity is one of the basic and most stable forms of collective identity. For many people it is a core value because it fulfills three important needs of man: the need to belong (rootedness), the need of axiological orientation and the need of respect due to any member of a respected community such as a nation. Two troubles are connected with national identity in present times. First, a strong sense of national identity can lead to ethno-nationalism, xenophobia and conflicts among nations. On the other hand, we are living in an epoch of globalization and international integration, which – in the opinion of many authors – endangers national identity and in effect may cause its loss and replacement with a cosmopolitan identity. The author undermines such views. He believes that strong national identity does not necessarily cause aggressive nationalism and xenophobia. Moreover, he does not agree with the view that globalization processes and integration tendencies will soon change national identity into cosmopolitan identity.

Forensic practitioners analyzing entomological evidence are faced with numerous challenges when presenting their findings to law practitioners, particularly in terms of terminology used to describe insect age, what this means for colonization time of remains, and the limitations to estimates made. Due to varying legal requirements in different countries, there is no standard format for the entomological case report prepared, nor any guidelines as to the sections that are required, optional or unnecessary in a case report. The authors herein propose sections that should be considered when drafting an entomological case report. The criteria under which entomological evidence is analyzed are discussed, as well as the limitations for each criterion. The concept of a global, standardized entomological case report is impossible to achieve due to national legislative differences, but the authors here propose a basic template which can be adapted and changed according to the needs of the practitioner. Furthermore, while the discussion is fairly detailed, capturing all differences between nations could not be accomplished, and those initiating casework for the first time are encouraged to engage other practicing forensic entomologists or professional associations within their own nation or region, to ensure a complete report is generated that meets lab or national requirements, prior to generating a finalized report.

Purpose Western business-to-business firms are under increasing competition from firms in emerging nations. As examples, Mindray in medical devices, LiuGong in earth moving equipment, Tata motors in Buses and Suzlon in Wind turbines are emerging as strong competitors in their industries. Yet despite increased competition from emerging nation firms, insufficient research has examined the growth of these firms, specifically in the areas of technology and innovation development processes. The purpose of this study is to examine how emerging nation business-to-business firms that have global ambitions achieve technology competence. Design/methodology/approach The authors examined several case studies on emerging market business-to-business firms that have moved to global markets and highlight the following five: LiuGong China (excavating products), Mindray China (medical equipment), Suzlon Energy India (wind generators), Tata Motors Buses India and BYD Auto China (batteries to electric cars). The firms are in business-to-business markets, except for BYD China that emerged as a business-to-business battery supplier but is currently in both business-to-business and business-to-consumer markets. Findings The authors find that firms in emerging markets that have global ambitions follow different approaches to innovation development processes from conventional theories and assumptions held by scholars and practitioners in Western developed countries. Our cases suggest that firms follow the proposed progression: domestic markets – internally developed technology; domestic markets –acquired technology; and finally to, global markets – acquired technology. Researchlimitations/implications The authors contribute to research in three areas. First, they suggest that the innovation development process for emerging market firms is different from the Western world. Second, they provide a framework of innovation development process that can be tested in multiple environments. Third, this study suggests a deeper examination of the longitudinal development of business-to-business firms, an area that has received less attention. Practicalimplications The authors suggest that firms need to better track their competition from emerging nations because emerging nation firms can quickly acquire technology to become strong competitors. Originality/value Extant research has not examined these issues.

IntroductionColonisation has, and continues to, negatively impact the mental well-being of Australia’s First Nations peoples. However, the true magnitude of the impact is not known, partially because clinicians have low levels of confidence in using many existing screening tools with First Nations clients. In addition, many authors have critiqued the use of tools designed for Western populations with First Nations peoples, because their worldview of health and well-being is different. Therefore, the aim of the overarching study is to develop an appropriate mental well-being screening tool(s) for older adults (aged 45 and over) living in the Torres Strait that can be used across primary health and geriatric settings. This protocol describes the first phase designed to achieve the overarching aim—yarning about social and emotional well-being (inclusive of mental well-being) in First Nations peoples living in the Torres Strait and Northern Peninsula Area of Australia.Method and analysisThe study will be guided by decolonising and participatory action research methodologies. Yarning is an Australian First Nations relational method that relies on storytelling as a way of sharing knowledge. Participants will be recruited using purposive sampling. Thirteen years ago, a study was conducted in which authors opened a question of applying co-orientation theory in studying communication behavior between two countries. The original study had two primary objectives: to compare attitudes toward certain issues relevant for the two nations and to examine degrees of agreement, accuracy, and congruency between two nations under the co-orientation model. The original study was later extended with another one in which authors included a third country and introduced not only evaluations of two countries’ attitudes toward a third country but also evaluations of opinions the two countries have between themselves (and to which the first is only an observer). They called it “second-order co-orientation.” More than a decade later, the original study was replicated to test how potential agreement, accuracy, and congruency between the two counties on these issues have changed over time.

This paper intends to discuss the case of Latvia in comparison with other European postcolonial situations and to trace the problems which determine the complexity of self-consciousness of the inhabitants of the country from postcolonial and post-Soviet perspective. The focus of this investigation is on the series of novels which deal with twentieth-century history and memory in Latvia. Due to the fact that the chosen texts attempt an evaluation of the Soviet past, an attention is paid to those aspects of representation of the everyday which considerably distinguish contemporary fiction from literary works created during the period of socialist realist dominance. The importance of history and of different everyday practices in forming specific features of national identity is also seen in the context of the attempts of contemporary authors to discover and define themselves as part of today’s global community as they try to position themselves within world literature. In this perspective, the contemporary as well as the historical experience of the Baltic nations testifies to the common roots of European society helping to build bridges between different ethnic and social groups and their members.

AIM: To determine and evaluate the features of highly cited articles (HCAs) in the ophthalmology category in the Science Citation Index Expanded (SCI-EXPANDED) from 1991 to 2020. METHODS: The Web of Science Core Collection documents with at least 100 citations from their publication year until December 31, 2020, were evaluated as highly cited. The examined features were the distribution of yearly output and its average number of per publication, HCAs, authors, institutions, journals, and nations. The publication performance of nations and organizations was assessed using six publication indicators. The Y-index was employed to compare the research outputs of various authors. RESULTS: Publications that had cited the most references were highly published in high-impact factor journals. The United States of America came out on top across all six publication indicators, and it was home to eight of the top 10 most productive institutions. The articles written by Breivik et al (2006) and Farrar et al (2001) were highly cited and had a significant impact in 2020. The authors had a higher number of highly cited articles published as corresponding authors than as first authors. CONCLUSION: The findings of the present study highlight the current scope of global research in ophthalmology. The findings can help policy-makers and advisory groups of research centers to develop future policies. In addition, the findings can guide researchers in this field.

People often demonstrate a home country bias toward their own nation over other nations. This bias is an important determinant of their behavior. Drawing on seminal research from marketing and psychology, the authors provide the first investigation of the tourism ethnocentrism (TE) phenomenon that captures tourists’ and residents’ motivation to support the domestic tourism economy. The research reported herein develops the parsimonious, reliable, and valid TE scale, and provides an empirical test thereof. The results show that TE is an important means to investigate both tourists’ and residents’ behavior. It drives tourists’ willingness to engage in and recommend domestic tourism, as well as residents’ support for domestic tourism development. The results further reveal that higher levels of tourists’ “perceived self-efficacy to contribute to the domestic economy” and lower levels of “perceived economy support of others” strengthen TE’s effect. The authors discuss the implications of these findings for research and practice.

Education in Canada is generally considered to be within the exclusive domain of the thirteen provincial and territorial governments. There are numerous statements or writings from politicians, textbook authors, federal and provincial governments, researchers, newspaper columnists, as well as education organizations that state unequivocally that education in Canada is the exclusive jurisdiction of the provinces and territories. Some statements indicate that the federal government has no constitutional role in education. Such misinformation and beliefs have had severe consequences for First Nations as Canadians absolve federal inaction in First Nations education because ‘education is a provincial responsibility’. However, education in Canada is the constitutional responsibility of both the federal and provincial/territorial governments. This article will examine the federal government’s constitutional responsibility in education, as well as the consequences of the misinformation.

This article provides an exhaustive, comparative study on the integration and utilization of drones in agricultural practices across various nations. The authors first illuminate the general applications of drones, highlighting their use in crop monitoring, health assessment, irrigation management, and precise pesticide application. The advantages of drone use, such as improved crop yields, reduced environmental impact, and economic efficiency, are discussed in detail. Subsequently, the authors embark on a country-wise analysis, examining the adoption rate and regulatory frameworks of drones in countries like the USA, China, Brazil, Australia, and several European and African nations. In the United States, for instance, drones are widely used and are supported by progressive regulations. China, in contrast, demonstrates a higher adoption rate but faces more significant regulatory challenges. The analysis also reveals how developing nations in Africa and South America, while presenting potential for agricultural drones, still grapple with infrastructural, economic, and knowledge barriers. The authors note that even though the use of drones is still relatively nascent, the technology has already made significant contributions to sustainable and efficient agricultural practices. They also contend that with further technological advancement and regulatory support, drones can revolutionize global agriculture. This paper discusses ways to reconcile the United Nations Millennium Development Goals with environmental sustainability at the national and international levels. The authors argue that development and better use of sustainability relevant knowledge is key, and that this requires capacity building globally, and especially in the less developed regions of the world. Also essential is stronger integration of high-quality knowledge creation and technology-and policy-development, including, importantly, the creation of centers of excellence in developing regions which effectively use and produce applications-directed high quality research and bring it to bear on decision making and practices related to environmental change and sustainable management of natural resources. The authors argue that Southern centers of excellence are a necessary first step for bottom-up societal transformation towards sustainability, and that such centers must help design innovative ways to assess and place value on ecosystem services.

Smart city is a term that includes digital, information, and communication technologies that contribute to increasing the level and quality of life in individual cities. It focuses primarily on the efficient use of existing resources but also on the discovery of new ones, with the goal of lowering energy consumption while also reducing environmental impact and optimizing traffic in specific areas of the city. This concept is increasingly coming to the fore. Thus, the aim of this article was to determine the level of involvement of Slovak, Czech, Polish, and Hungarian authors in solutions for Smart cities using Web of Science data. The analysis of countries that form the Visegrad Four (V4) region reveals how the region ranks compared to other countries that are actively involved in Smart cities based on VosViewer. To map a specific region of countries, it is necessary to first understand the underlying causes of the problem worldwide. Then, the status of the authors, the number of articles and citations, and universities may be actively discussed and graphically depicted for each nation in Visegrad. Based on the discovered results, academics can identify the contributors and institutions that have solved the issue individually or in co-authorships over a long period. The findings provide data for future testing of selected dependencies and a platform for creating a scientific model to rank countries. In addition, the authorities may focus on identified clusters of key areas that are an essential part of Smart cities and provide a higher quality of life in their city for the people.

Abstract The paper intends to call attention to problems caused by dictionaries of first names made by non-professionals, using such Hungarian dictionaries as examples. The author’s main conclusion is that the editors’ and authors’ lack of lexicographic and onomastic knowledge generally leads to their spreading of incorrect or unreliable information about the origin and etymological meaning of names, or the connection between languages and nations. First, the analysis details the typical characteristics of the three types of non-professional dictionaries (esoteric, anti-Finno-Ugric and ideology-free) compared to professional dictionaries of first names in Hungary, then demonstrates the methodological problems and difficulties of giving the origin and etymological meaning of first names in entries.

Throughout modern history, there have only been three internationally established commissions to investigate war crimes and prepare for eventual prosecutions before international and national judicial bodies: the 1919 Commission on the Responsibilities of the Authors of the War and on Enforcement of Penalties for Violations of the Laws and Customs of War (1919 Commission), the 1943 United Nations War Crimes Commission (UNWCC), and the Commission of Experts established pursuant to Security Council Resolution 780 (1992) to investigate violations of international humanitarian law in the former Yugoslavia (Commission of Experts). Even though there are no connections among the three bodies, there is enough historical precedential value in the first two as the antecedents of the Commission of Experts to warrant a brief examination.

Well-written and accurate material about Native Americans is important for every public and school library in my state, and Alice Crosetto and Rajinder Garcha have done a thorough job in selecting objective and accurate literature on the topic.

The article is devoted to nation-building in Kazakhstan in the first years of Soviet power. It is noted that significant attention in this process was given to the languages of the titular nations as official languages. The authors made an attempt to present the formation of legal guarantees for the functioning of the Kazakh and Russian languages of the Kazakh Autonomous Soviet Socialist Republic and their use in the state apparatus of the republic. The study is based on legislative acts and documents of 1917-1924 with the involvement of archival materials. The authors examined practical steps of korenization (nativization) with respect to party and Soviet administrative structures and transition to paperwork in two state languages in the KASSR. The article reflects the main problems of the implementation of language legislation and percentage korenization as a policy aimed at the formation of national management personnel and solving the problems of serving the population of Kazakhstan in their native language. The problems of introducing office work in the language of the titular nation of material, personnel, mental and other nature are investigated. The authors drew attention to the failure of the attempts of the Soviet state to quickly create an administrative apparatus in the KASSR from national personnel and introduce paperwork in the Kazakh language, as well as to the fact that the Soviet leadership understood this. The study shows the reasons for a significant revision of the korenization policy in the USSR and Soviet Kazakhstan, as well as the introduction of office work in the national language since 1926. Among the positive achievements of the Soviet regime, the creation of strong legal guarantees for the functioning of the Kazakh and Russian languages as the state languages of Kazakhstan of the studied period, as well as the partial korenization of the administrative apparatus of Kazakhstan as a result of targeted and progressive steps of the Soviet state to create national personnel, were noted.

Abstract Remote and rural areas face many challenges, including the provision of telecommunications services. Regardless of universal service policies or other political promises, rural communities can be deemed unprofitable by service providers while government assistance is managed by faraway regulators who lack understanding of the affected communities and citizens. The authors assess these challenges in the context of the First Nations of Canada, via a decentralized “First Mile” framework. They find that these remote communities are capable of local innovation and can collaborate with intermediary organizations to build digital infrastructures, by bridging the gap between the public and private sectors.
