It is broadly recognized in the aerospace industry, as well as many others, that organizations which effectively execute development projects to meet desired cost, schedule, and performance targets for their customers produce higher levels of customer satisfaction and also a significant source of competitive advantage. Continually meeting the needs of the customer through effective project execution allows a company to become a preferred supplier favored in source selection for follow-on contracts and new development projects necessary for business growth. This research effort examines one aerospace company, which has multiple, diverse development projects on-going at any one time across several business units. The motivation for this thesis is to explore the product/system development capacity of the enterprise by analyzing the historical program performance of major projects, understanding the level of problem projects or fire fighting within the project pipeline, and the perceived causes of poor project performance. In addition, system dynamics models are developed to analyze the dynamics associated with project planning and resource planning strategies for both multi-project and single project scenarios. This analysis provides insight into the potential for project pipeline "tipping" and the effects of various project management and resource planning strategies in an aerospace product/system development context. Such analysis is believed to provide greater insight and opportunity to improve the product/system development performance for the enterprise.

March 6, 2011, Taichung Aladdin pub fire killed nine people in the news once again aroused the importance of fire safety equipment checks. Safety inspection record at this stage of the fire fighting equipment is still paper-based, follow-up data and then input to the computer, if your feed equipment for more efficient inspection and recording, I believe that security will work more reliably and more convenient. Action dimensional bar code technology (QR Code) apply in all respects more and more, it has a certain impact on human power. Dimensional bar code technology is generated by scanning the message interpreted the role of induction and QR code reader between the characteristics of the two-dimensional bar code is the big data capacity, and can add a password when encoding and decoding, improve data security sex. In addition there is a two-dimensional bar code error correction capability, even with worn or folded, the reader can also read the information, and therefore good resistance to damage, can quickly scan and read big data storage capacity. In this study, QR Code features a combination of personal mobile devices to construct a fire equipment safety inspection system and the site inspection database, in order to assist fire inspection authority does enforcement of fire safety equipment safety checks, and create an automated information management, conduct fire equipment safety inspection record digitized. Really we hope that through fire safety inspection equipment, which can effectively reduce injury to persons and goods in case of fire, and then reached the performance and quality of public safety equipment fire safety inspection improved.

The event of Taichung Aladdin fire accident happing on March 6, 2011 to have 9 killed on site has aroused considerable emphasis on fire security inspection. However, the inspection documents for fire security right now are in process on paper, and those data are then recorded into computer. The work of security inspection would be more reliable and convenient if the inspection and record of fire security were proceeded with wireless information equipments. RFID has been applied broadly in all respects, which has bearing on comparative impacts to mankind. RFID system with function of data transmission was achieved by means of electromagnetic induction between tags and reader, which can carry out hundreds data acquisition in long distance at once. The purpose of this study is to construct a system to actually process security inspection for fire institutions. The proposed structure of the system is established by associating the RFID with personal digital assistance (PDA) and SQL data base to form a fire security inspection system, which was equipped with automatic information management and digital inspection record. The accomplished system could attain the objectives of reducing the injury of people and damages of articles as well as enhance the quality of public security.

Light and water are typically-important needs in a fire safety and fire-fighting task. However, the traditional designs and studies of relative apparatuses are lack of elements which integrate the interactions of light and water. In this study, the smoke and the water particles which scatter the light are discussed to develop a better design of the illumination in dark fire scenes. In general thinking, battery and utility-wires are the primary options of powering the needed illumination in dark scenes. The old thinking hides the challenges of complexity, high cost, maintenance, insufficient functions, and ergonomics of products. We develop a device that harvests a portion of the hydropower in the water passing through a pipe to drive a micro-turbine alternator and generate electrical power. The water is used to extinguish a fire. The electricity thus generated powers LEDs and laser. Herein, this study provides a synergistic design which takes advantage of the ambient resources sufficiently to supply the demands of the field without extra inputs of energy and people’s efforts. A Nozzle Light provides firefighters with a synergistic function, enabling the user to simultaneously spray water and illuminate the fire scene without requiring additional effort to handle the lighting unit. The Nozzle Light improves both fire-extinguishing efficiency and firefighter safety. And the Sprinkler Light using the scattering effect of laser with particles is integrated with the automatic sprinkler; it is proposed to solve the problem of fire evacuation when there are inadequate or faulty emergency lights or indicators. It is believed that with the development of this study, the possibility of survival and the chance for rescue are increased.

ABSTRACT Due to the “El Niño” phenomenon dramatically caused the abnormal global weather and incessant natural disasters worldwide. Moreover, the frequency, scale, and damage of such disaster have become more frequent and serious that we human beings live under agitate and fearful state. Those disasters such as: typhoon, earthquake, tsunami, torrential rain, cold wave, hail, foehn etc. are natural disasters. Taiwan is situated at the subtropics of Asia and is on Pacific Rim earthquake belt that it is often attacked by natural disasters like typhoon, torrential rain, drought, cold wave and earthquake. As a result, it caused serious damage whenever there was strong typhoon or earthquake. Those disasters are unavoidable and unpreventable so the only and best thing to do is to prepare for the worst before the disaster and the relief after the disaster. Being one of the residents on earth, though it is impossible to prevent the natural disaster from happening, the arrangement for prevention and guidance, exercise, and relief equipment before the disaster and the salvage, emergency planning and dispatch after the disaster are possible and we shall pay more attention to study how to prevent, prepare and rescue the disaster, in the hope to reduce the loss and damage to the minimum. When significant disaster such as: earthquake, flood, typhoon, etc, happened, the cause of loss of human lives and properties is tremendous and it covers a wide area. It is difficult and hard to collect all the manpower and relief equipments to rescue the damage at once, which is no different from an assignment of mission impossible. When it comes to us, we need the support and relief of commodity from our neighboring countries to reduce the casualties and financial loss. Among the neighboring countries of Taiwan, mainland China is the closest, plus people of China speaks the same language as we do that it is more efficient and convenient no matter it is on disaster relief or verbal communication. For such reasons, China and Taiwan shall lift the political barrier and reinforce the mutual cooperation and exchange on disaster relief. Besides, study the way of the existing fire fighting and disaster relief system and find a way for mutual assistance for cross-strait disaster relief. In this way, whenever there is significant disaster happened on either side of the strait, it is possible to reduce the loss and damage of the disaster to the minimum and to guarantee and protect the lives and property of the people of the two nations and assure the welfare for the people cross-strait. Abstract In order to protect the life and properties of people, the fire-fighting control and management becomes more and more important these days. At present, all kinds of places that have been set up the fire-fighting equipments in accordance with “The Set-up Standard of Fire-fighting Equipment of All kinds of Places” issued by the government only have independent intact functions. There are no combined control and intact data records. When there is fire, laymen can only respond by phone or through automatic pronunciation warning system. Fire brigade can only transfer and read the relevant data of a fire scene with artificial still when a fire is reported. Actions are usually delayed for putting off the fire. The purpose of this study is to construct a PC-based fire-fighting monitoring and control information system. When the fire is detected and the data is send to the control computer by RDACM(Remote Data Acquisition and Control Modules ), the area and position picture where the fire alarm took place will be shown on the monitor, and the relevant fire-fighting equipments will be activated in the meantime. Also at the same time it can automatically report a fire through the internet. The control computer of the commanding center can search the position picture, the structure chart of fire-fighting equipments and basic data of this place from the database in receiving the fire message. And then it conveys the information to a portable computer of the fighting truck through wireless internet, thus supported the fire brigade reference of putting off the fire. This system is not only suitable for building control administrative staff of building for fire control but also can automatically offering the fire scene data to the commanding center immediately and thus reduces the loss of people''s lives and properties.

Fire prevention is an very important security subject, if have an effective fire accident detection system, we could estimate the scope that fire would be effect and extinguish the accident in time, to avoid the vicinity form damaged by fire, even decreasing the more disaster unnecessary occurred. Since the principles of traditional fire detectors, the period form the fire occurred to warned by alarm, the fire have been burned to a certain degree of bounds. So the detection based on image processor was developed to improve the shortcoming of traditional fire detector. Cause of basing on image process principle, it will cost a lots of time to calculate by system for achieving high degree of accuracy, then delay to release the warning signal at the first time. Furthermore, the accuracy also needed to keep improving. In this research, we will propose an effective method called visual flame detection, through by the principle of black shadow radiation to detect the flame. By setting up two cameras, one is infrared cameras, another is visible light camera. Infrared camera for detecting flame by principle of black shadow radiation, when over the tow values of the threshold value, system would draw out the fire zone, and transfer the vision to another camera for releasing warning signal. However, when the warning was released by fire alarm, we could control situation by remote control system and fire extinguishers before the firefighters come to the scene of fire. It will be very valuable and helpful for us.

ABSTRACT The fire-fighting work is connected with people’s life and property safety of a country. The more the countries develop, the more they focus on the fire-fighting and disaster prevention area. The fire fighters have close and important relationship with people’s life and property safety. So fire fighters’ physical、 psychological and the organizational condition will affect the outcome of the fire-fighting and the disaster prevention. In order to enhance the efficiency of the organization, the administrator must apply different kinds of management tools and approaches to integrate individual’s goals with that of organization’s. The working satisfaction of workers related with the operation of the organization. Workers working demand and satisfaction should be realized in order to enhance the efficiency of the organization and improve the morale of the workers to reduce the possibility that workers want to quit the job. This research focus on the discussion of the attribute of the fire-fighting work by the literature review, and also conducts the group interview to the basic administrators by questionnaire. There are some important points we can find through the outcome of the questionnaire base on those administrators opinion, and those points are as follows: (1.)In their opinion, they think fire-fighting work can benefits other people and they are willing to devote themselves to it.(2.)The length of working hours is too long.(3.)They think that there are too many kinds of work and the work loading is too heavy.(4.)They face the problem of the shortage of the firefighters.(5.)They don’t have enough budgets to purchase enough firefighting appliances.(6.)They have good relationship with their co-workers.(7.)They have confidence with the style of the management.(8.)They think that there are two different administration office exist in the fire-fighting department.(9.)They think they don’t have high social position.(10.)They think they don’t have enough training and education courses to enhance their skills.

In Taiwan, for the purpose of swiftness and convenience, Highway tunnels have been constructed in mountainous areas to avoid destroying the mountain slpoes and natural ecological environments. However, car accidents occur occasionally because of the space characteristics of tunnels. If fire breaks out in the tunnels, it’s very difficult for people to escape. What’s worse, with many uncertain conditions, it is extremely difficult to extinguish the fire. The temperature of vehicle fire may reach 1000℃, which often leads to serious casualties, damage of tunnel interior equipments, and even the collapse of the tunnel structure. The existing facilities for tunnel fire extinguishing can only passively guide people to escape or extinguish small fire. Therefore, the equipment of automatic fire extinguishing system is highly recommended for highway tunnel fire control. When a fire takes place in a tunnel, it takes time for the firefighters to rush to the scene after they are notified. As firefighters reach the tunnel, high temperature and thick smoke may hinder them putting out the fire. It is obviously safer for their lives and properties if we install automatic fire extinguishing equipments in the tunnels in advance. Therefore, this research tried to build a stereotype of Water Monitor. We verifiably recorded the making of such a stereotype of the Water Monitor. A computer was used to control the activities automatically. The stereotype of the Water Monitor is attached with a temperature detector, a humidity detector, a gas detector, a water current detector, a water pressure detector, an effective water spray range detector, a regular fire simulation extinguisher, and a car accident simulation extinguisher,…etc. We wish, to some extent, to make a breakthrough through building an automatic fire extinguishment system for the highway tunnels. And we expect that this can be of help to save the lives and properties of our country people. This study focuses on the verifiability and adaptability of fire extinguishing system of highway tunnels. The equipment will attach on the top of the tunnels with low-light infrared cameras, the relative humidity transmitters, a toxic gas sensor, a remote-controlled Water Monitor. Besides, the automatic remote control system can simultaneously transfer the fire temperature and toxic gas situation to the control center. Through the transmission sent back from the camera, we can monitor the fire extinguishing system and automatically put out the fire at once through water (foam) spray system. We wish the research may give the highway tunnel authorities with some new technical information for their reference.

The purpose of setting fire-fighting appliances and equipments is intent to protect people’s live and property, to reduce people injure even to death and property loss, according this, good functionality and maintenance of fire-fighting appliances and equipments are very important in construction fire. Since 1990, Ministry of the Interior starting to practicable inspection the requirement for fire-fighting appliances and equipments before it use, to realize currently to set into motion of outcomes and improvement for fire-fighting appliances and equipments and Form Approval Regulation, this research take inspection institution of domestic and international, related audit systems, comparison of inspection analyze research of customer’s survey intent to find out how to solve the problem and discuss how system work in the future according to industry question on fire equipment, equipment cognitive level, inspection equipment, condition and scale of equipment, product quality inspection and the problem we will face on made the inspection standard. Currently our country separated fire-fighting appliances and equipments to three parts, the first one is equipment approval by Ministry of Interior, the second is approval by the member of fire technical audit committee from Ministry of Interior. The third one is announce what equipment need to be inspection. For these few year, the fire fighting government positive to made and issue the standard, to strengthen fire fighting product’s inspection and approval, but fire fighting products have variety type, in addition that fire fighting in domestic is to small, inspection ability can not gain the competition of foreigner’s product, cause for this system start to face the problem. Hence, the result of this research suggest we first current system operation problem, consider about the characteristic for all need set up the fire fighting equipment place, national conditions and foreigner’s experience, try to build an announce that which product needs to be approval and condition of evaluation. Choose one specialization organization, integrated all source of fire fighting approval. Product inspection only using one system intent to let the whole system can complete operation and effective and sustainable use to promote the inspection of fire-fighting appliances and equipments and achieve the goal of fire protection of structure.

The aim of this study is to use FDS to simulate the installation of a fixed fire fighting system in a point-extraction ventilation tunnel, in order to investigate the effects of tunnel fire hazard factors in “single tube two-way” tunnels with different heat release rates, point-extraction ventilation systems, and sprinkler systems. An analysis of the different conditions in tunnel fire was performed. The results show that early activation of the sprinkler system is strongly correlated with shrinking of the smoke layer and reduction in the gas temperature and radiant heat. However, this causes an early decline in visibility and an increase in CO concentration, which may cause harm to the road users inside the tunnel. Under the point extraction ventilation system, the activation time of the sprinkler system has little impact on the final simulation results, and the related values display similar trends. If a ventilation system exists without a sprinkler system, the safety of the tunnel structure can be compromised. If the smoke layer passes through the exhaust pipe without cooling, it may cause the concrete structure to flake off and collapse, affecting the safety of the tunnel’s evacuation environment. The FDS software is used to simulate the fire/smoke situation after a tunnel fire, and the different ways of evaluating life safety assessment indicators in different tunnels across the world were compared. The impact trend of hazard factors caused by the interactions between situational conditions is presented in a data-based and color-coded manner, so that the reader can quickly and conceptually understand the impact of ventilation effects and sprinkler effects on the inside of the tunnel. Finally, in the event of a HGV (Heavy Goods Vehicle) fire, tunnels with point- extraction ventilation and sprinkler systems can provide relatively safe areas for road users outside the sprinkler area.

Government’s acceleration on telecommunication liberalization in recent years flourishes domestic technical industry; the upgrading skill of wireless communication guides the integration of network and communication items as the most crucial future trend on this field. Thus, the combination of wireless communication, portable gears, and firefighting knowledge can be one of the most important technologies to convert the duty of fire units in the future. This study adopts literature reviews, experiences from experts’ interview, and advanced strategies for refinement by security management of New Taipei City fire security inspection and Mobilized system (M-system) for discussion; meanwhile, applying four perspectives on balance scoring card: “Finance”, “Customer”, “Internal Process”, and “Learning and Enhancement”, for assuring the balanced developing strategies of fire prevention for security management of New Taipei City fire security inspection and M-system. The results on “Finance”, the addendum to the internal integration of other systems and relevant management for budget planning, and annual planning for the renewal of portable gears according to annual budgets, are the most attentive ones with percentage 91.2, and 86.3, respectively; which shows the gap of public expectation and performance, and the advanced consideration, plan, and arrangement for them should be as the priority. On “Customer”, 96.1% consider the output of security data of guarded places as the most crucial; 94.9%, supervision and statistics of contemporary security circumstances through the mixture of wireless channel and security data. The survey releases public demand on precise and fast data; which can be considered for future arrangement on system. On "Internal processes", 91.2% care of stable system without crash, this shows requirement of stability. Remaining items, real-time retrieves with statistics and analysis for existing business and future measures of promotion, and internal process mingling with quarter report on effect, and proposal with satisfaction to system utilization, is 86.3%, and 83.4%, respectively. This also displays public attention to system stabilization and promotion; the fast solution to users’ opinions should be done. On “Learning and Enhancement”, only 59.8% affirm fixed seminars on effect of implementation and difficulties encountered, which suggests optional method to replace the dysfunctional seminars. The experts for interview only limit to our own bureau; getting entire method and target, notions and ideas from diverse channels should be applied for future planning. This only assesses the feasibility of present targets constructed; more sufficient data for decision-makers can be done if with verification, analysis, and discussion per items enlisted on each perspective of the questionnaire, and benefit the improvement of security management of New Taipei City fire security inspection and M-system.

The purpose of this study is to find the best route plan for Aircraft Rescue and Fire Fighting(ARFF). Currently, ARFF mission is deployed by the empirical rule, subjective judgments, manuals, and handbooks related. Therefore, the rescue plan normally comes up with a single route without considering the time to arrive the destination. Finding a rapid, efficient route planing support system, is the purpose of this thesis. With the support of Ant Colony System (ACO) and Google Earth Maps, possible rescue route plans and the best option can be simulated among fire sites. According the analysis results, Ant Colony System (ACO) can provide the multiple-choice route plans within 30 seconds, which meets the 3 minutes imitation for rescue mission, fulfills the operation requirement for the base Commander.

The damage of cabin in a vessel caused by fire is always the issue that has to be warded off. But the current method of fire extinguishes and personnel deployment remains invariable. Although foreign and domestic specialists have made numerous efforts on this, and had positive perspectives on water mist system applying to vessel fire extinguish. However, the results of research and discussion are mostly based on software simulations, hardly on field test research. In my experience of serving in navy vessels, all the followings have to be taken into consideration, such as cabin sealed, ventilation system activated, visibility of smog, cabin temperature, damage of power equipment and restoration, in conducting fire extinguish in a cabin of vessel. This research is focused on simulation and experiment analyze, taking foreign and domestic cases and experience as reference, also, refers to the vessel water mist standard of IMO (International Maritime Organization)and USCG (United States Coast Guard), uses fire simulating software (Kameleon FireEx, KFX) of Computit Co., Norway, to simulate the effects of fire extinguishes applying water mist. In order to observe the fire extinguish applying water mist, a fire test field, in correspondence with software simulation, is built. 24 simulated fire situations are developed in this research and conducting fire extinguish when the oxygen density is less than 12% near the fire zone. The result of simulation shows that the water mist system can extinguish the fire in 5 minutes with all ventilations off and cabin sealed. Considering budgets, effects, fire likely to occur and cabin layouts in these 24 situations, 6 are selected to conduct field tests. The result of field test shows that fire can be extinguished in 5 minutes under mid- or high-pressure spray to fuel poor fire resource or jet fire resource. However, time required to extinguish the fire using mid-pressure spray is shorter than high-pressure spray. In the process of field test, water mist shows good effects of temperature reducing and visibility increasing. Regarding the damage control, short circuit of electrical equipment, such as DC motor, could result from water drops condensed by moisture, directly dropping into the equipment. The insulation resistance of power supply and AC motor doesn’t affected by moisture. The result of this research shows that water mist system truly provides a good and effective method of vessel fire extinguish and restoration.

The establishment of System and Concept of Taiwanese Fire fighting After the WWII - A discussion mainly in fire incidents (1945-1985) Abstract Taiwan's fire service, from World War II to the passing of the Fire and Rescue Law in 1985, was part of the police organization. The scope of work of the firefighters primarily involved fire fighting but it also included other disasters. The fire organization, under the police system, could not easily react to the adjustment or changes of any fire fighting procedures. Additionally, these changes were subject to the limitations of their own internal organization. So, the improvement of the procedures of the fire fighting organization was unable to keep up with changes being made in developed countries. The reporting of the Taiwanese Fire organization was changed, in part from the appeals of insightful firefighters and major fire incidents which caused heavy public casualties. These events forced the chief government officials to better understand the current situation. Therefore, organizational changes were made in order to adapt to the increasingly complex environment. The county municipal fire brigade rank was upgraded to the first level. The central government as well as the state, local county and city governments made the fire department a provincial administrative organization and management as a dedicated unit. This caused the focus of fire prevention and fire rescues to have equal importance. A lot of changes resulting in the transformation of the fire services. However, when the fire units were part of the police system, obtaining expenditure, equipment and additional manpower were impacted by the police internal systems and the lack of government financial resources. To increase the firefighting manpower, the expenditure as well as the equipment, the fire units could only gradually obtain more funds year after year to improve the fire fighting force. Training new talents to firefighters began with the training program of the postwar Police Training Institute of the Chief Executive Office. After 1954, new firefighters were hired and then trained by the Police due to the lack of manpower. This replenished the number of firefighters. The Central Police Officer College opened the Fire and Rescue Department in 1970, training new talents to firefighters at the university level. In 1980, the establishment of the Institute of Police "Fire and Rescue Section", provided the firefighter with training of additional new talents. With economic development, the number of fires is gradually increasing. Therefore, the government, has used entry level advocacy meetings, fire instructions, newspapers, magazines, television, textbooks and other curriculum, to educate the society on fire prevention and to establish the concepts of fire safety for the public,including educating children in school, in order to reduce the incidence of fire. Returning to the main issue of facing these fire and rescue problems, the complete passage of the Fire Services Law can regulate the fire and rescue organization, manpower, expenditures and equipment. The government has to implement this law in order to enhance the efficiency of the work of the fire and rescue. Henceforth, in the legislative of Fire and Rescue Law complete a stage of the reform in the history of fire and rescue in Taiwan . With the continued growth of population and the constant promotion of life, cause the demand for the living space to increase constantly. The inevitable outcome that population increases is that the living space to reduce, make space resources on the ground not apply the demand. Then mankind living environment must be to more higher and deeper and becomes one of the flourishing scenes in cities. Though the buildings have solved the problems of people’s living, work and amusement, but there is no denying that, they also bring the misery when emergency accident happened, due to their complicated structure, use and appearance. Further more, because the buildings often take people in numerously and mixes, becomes the important factor with high frequency takes place in the calamity even more. So, when we enjoy the comfortable living environment that buildings provide, we should think deeply about the effect of disasters that buildings may bring. When the fire takes place in the building, the most important power resource and equipment is emergency power supply system which can still provide people to take refuge, rescue and conduct fire fighting. Therefore, we should realize the emergency power supply system in advance, and arrange what we need. Thus, we can reduce or eliminate the damage with the emergency power supply system when accident happens. Owing to rescue and fire fighting is a kind of dangerous job, may cause huge injuries and deaths or loss, and the time suitable to response for reacting is very limited while carrying out and providing disaster relief. Furthermore, it is quite difficult to make the policymaker to take the on-the-spot correct information due to the limited information and hard to judge. Therefore, the rescuing system and personnel should make perfectly sound preparations and train at ordinary times, enable it to meet an emergency promptly when the accident happened and set up the command centre rapidly, dispose and rescue effectively, master the communication and get in touch to minimize people's life losses. In this dissertation, the main purpose is to confer how to use emergency power supply system to make personnel fully find out about the use of the equipment providing disaster relief of fire control of building. And discuss how to utilize the emergency power supply system to offer the rescue personnel to come in and go out at the scene of fire, enable they can smooth and finish the disaster relief work within the shortest time. Because the disaster relief work should be brought into full play, the connection and communication are the most important factor. So, this text also emphasizes how to supply the electric source of communication equipment of personnel via the emergency power supply system, make the communication equipment of the personnel can be fully worthy of waving their functions and efficiency.

Purchasing a good fire rescue equipment can not only reduce the probability of casualties at the scene, more effective integration of disaster suppression, water mist is no stranger to us, but few people are truly understand the performance and applications, through the test of water mist equipment and the traditional sprinkler system, fire potency value, bring convenience and conductivity, can enhance the probability of fire control and protection of the lives of firefighters, this study will use mobile water mist equipment and the traditional sprinkler system for the homogeneity of the fire performance, to verify whether there are practical.The scene is constantly changing, using a large number of sprinkler extinguish will cause inadequate condition, this new technology water mist to use appropriate (even a small amount) of water to fire, technically,there are still a lot of things to be desire , the domestic and foreign manufacturers of water mist is still in various research and development of embryonic competing for the sprinkler design and configuration, there is no standard, specification, such as foreign UL2167, provides water mist should be verified through actual testing fire-fighting ability only after the practical application of the building. Therefore, this study practical experiment, to observe the water mist equipment extinguish and fire-fighting ability on the comparison. This test has a diameter of 3 meters by large oil pan, the gasoline ignited after 5 seconds, using a mobile water mist for fire fighting, if the heat release rate can be reduced, and in 30 seconds, the flame goes out, on behalf of access to effective fire suppression.After test results, mobile water mist fire suppression equipment, fire-fighting performance value to 30 seconds to fire fully extinguished; On the contrary, the conventional sprinkler system can not put out the fire in a minute. Another, mobile water mist equipment conductive effective is better than sprinkler,when firefighters use water mist equipment, the safety will be greatly increased. Through the literature and test equipment from the appearance of the two and performance comparison, a suitable way for fire safety and disaster relief.

According to“Road Tunnel Fire Safety Guideline” in Taiwan, level A tunnels are stipulated to be equipped with automatic fire extinguishing devices. Now the trend in Taiwan is to set up Water-based Fire Fighting Systems, however, there are no existing tunnels with such devices in Taiwan and no uniform performance validation available for Fixed Water-based Fire Fighting Systems in the world. In this study, the U.S.A., European Union, Japan’s tunnel fire safety guidelines, experimental data and safety criteria for escape in the world were collected to analyze and compare evacuation safety performance validation for Fixed Water-based Fire Fighting Systems,in order to provide a reference in the future.

Abstract The ability of airport`s fire fighting and rescue is seldom shown in domestic documents but great stored by International Civil Aviation Organization, ICAO, which is a formal international organization governed by UN. There are many recommendations and regulations about disposition of facilities and buildings in the airside of airports by related annexes of Convention on International Civil Aviation. Those stress the establishment and operation standard of airport`s fire fighting and rescue units for basic regulations of every states` airports. All members of ICAO set up domestic laws and commands by the convention and related annexes for coordinate with flight safety to carry out flight policies which make sure flight operation system and then insure flights to operate safely and fly among states unobstructively. Taiwan Taoyuan International Airport, TTIA which bears most of our passengers entering or leaving is a busy airport in number of flights and transportation amount. This research surveys the existing ability of the airport`s fire fighting and rescue by the regulations of airport`s fire fighting and rescue established by ICAO, and then makes use of Geographic Information System, GIS which is often used in transportation plan to design the geometry relation between airside emergency routes and places of fire stations in TTIA by related maps. This geometry relation is used to analyze the best routes of fire fighting and rescue vehicles, determine if the response time of fire fighting and rescue conforms to the standards of ICAO, and provide suitable places for airport authorities to plan those vehicles` routes of emergency missions. Conflict analysis is one of the most recognized benefits of employing Building Information Modeling (BIM) to the mechanical, electrical and plumbing (MEP) system, especially at the design stage. However, at the construction stage, the MEP professional still strives to install the MEP system only according to the BIM model due to insufficient information. This is because the BIM model of the MEP system is not well developed from the information requirements of the construction professional. Furthermore, it may also take too much effort to develop an information-sufficient BIM model because of the complexity involved. Therefore, there is a need of taking the more effective and efficient approach that can quickly develop the MEP BIM model from the construction perspective. This proposed study takes the fire-fighting system as the example to smooth the processes of developing the constructive MEP BIM model. First, a review of the construction specification and an interview with fire-fighting construction professionals are conducted to identify the information requirements. Then an ontology that employs the above result to determine the rules of building the information-sufficient BIM model is developed. Furthermore, a series of Dynamo modules are established to smooth the process of developing the BIM model for the fire-fighting system.

The population started to grow as Taipei County was upgraded to New Taipei City, and therefore, the firefighting inspections become increasingly important in the jurisdiction. Legal factories are established in accordance with applicable regulations and codes. It is the illegal factories hidden in residential areas that are the center of concern. New Taipei City Government Fire Department has established fire safety inspection team under each of its battalions. Despite the routine inspections and control measures conducted, it still remains a question as how good a result these actions provide and whether they have achieved the expected outcomes, or it is nothing but issuing improvement by deadline notices and asking for improvement. For this study, domestic literatures were reviewed and field surveys conducted at Chungho District. Investigation was performed in accordance with applicable laws and regulations. Fire safety inspection experts were interviewed to identify the direction in which the fire safety inspection system is to be improved. Questionnaire survey was carried out on factories at Chungho District and the members of safety inspection teams and the results were analyzed using the SPSS program. Suggestions were proposed for the improvement fire safety inspection system for factories at Chungho District. According to the statistical analysis results on the questionnaire, most of the factory owners of Chungho District accepted the idea of improved factory environment in terms of increased installation of fire safety equipment and regular reporting for fire safety inspections. Most of fire safety equipment were operational. This is because the factory owners take their work places very seriously and are willing to give their employees a safe environment to work in. For fire safety management, the inspection team members were able to realize the inspection item by item. However, there is still room for improvement in terms of factory fire safety diagnosis. This still requires the efforts of factory owners and the Fire Department.

Highly inflammable liquid is widely used in petroleum refinery and petrifaction industry for process, other than vast oil storage tanks and pressure containers, instrument control system and electrical facilities are needed for process equipment. All these process equipment and electronics have to be protected by fire fighting equipment. Fire fighting has to put out the fires immediately and stop fire spreading to minimize the damages and losses. CTCI (China Technical Consultants, Inc.) company is largest international EPC company and it is only can contract for an entire EPC project for petroleum refinery and petrifaction industry in Taiwan. CTCI is also a famous company for service world-class large scale project. Two fire fighting system design standards from two international oil companies in Middle East, most oil reserve area, (1)Saudi Aramco company; (2)Saudi Basic Industry Corporation, are studied. Case study on Middle East EPC completed projects and loss project are to study an Evaluation of standards and the Selection of three active Fire Fighting systems (Sprinkler system、Spray system &; Clean Agent system). The results in this study include: (1) Analysis on three active fire fighting system designs in petroleum refinery and petrifaction plants. (2) Cost analysis on active fire fighting system. (3) Provide CTCI company a design standard to estimation and execution projects. (4) Provide a reference to National Fire Agency, Ministry of the Interior for improving fire fighting codes for petroleum refinery and petrifaction plants. The thesis also provides information on the latest active fire protection design code and future trend.

Ant Colony Optimization (ACO) belongs to a kind of the heuristic biological intelligence. It has been proved to be the best method of finding the optimal route. That is, the optimal route obtained using the ACO is better than those of results by using other evolutionary methods. The traditional ACO in searching the optimal route is based on the pheromone of path and visibility for choosing the next node. When dealing with many nodes of neighborhood, a probability with randomness is adopted to determine the next visiting node resulting in affecting the solution accuracy and convergence rate. Accordingly, this thesis uses the ACO and also incorporates with the procedure to order the neighbor nodes based on the distances between the current node and neighbors. In selecting the next visiting node, a nonlinear selective pressure function is employed rather than the random probability function, which usually used in Dorigo’s algorithm, to construct a rank-based ACO for searching the optimal tour effectively. The optimal range of parameter q used in the rank-based ACO is also studied. To prove the effectiveness of the presented rank-based ant colony optimization, the traveling salesman problems are solved and also using the ACO with candidate list as well as a traditional ACO for the route comparison. Furthermore, the proposed rank-based ACO is applied to the optimal route dispatch for the districts of Tainan city. The districts include the Eastern, Southern, Western, North, Middle, An-Nan, and An-Ping. The computed tours are compared with the results used by the ACO with candidate list and PAPAGO software. The results shown that the proposed rank-based ACO significantly enhances the searching capability in finding optimal route of route dispatch system of fire fighting.
