“Federal-aid swap” programs allow states and local governments to bypass federal Davis-Bacon prevailing wages and Disadvantaged Business Enterprise (DBE) goals by exchanging federal funds that have been allocated to highway projects with state funds. The Iowa Department of Transportation approved a federal-aid swap program in February 2018. Using data on more than 1,200 highway construction projects in Iowa from 2016 to 2020, I find that the cost of projects in the federal-aid swap program are not statistically different from those that were not swapped, after accounting for project size and complexity, project type, and project location. Regression results indicate that Davis-Bacon prevailing wages and DBE goals have no effect on total construction costs. However, the federal-aid swap program is statistically associated with a decrease in the likelihoods that a project is covered by the Davis-Bacon Act by 10 percentage points and DBE goals by 4 percentage points. Because the payment of Davis-Bacon prevailing wages is statistically associated with an 8 percentage-point decrease in the chances that a highway project is awarded to an out-of-state contractor, the federal-aid swap program may have increased the market share of out-of-state contractors at the expense of Iowa-based contractors.

The Legal Services Corporation is the United States' largest funder of civil legal aid for low-income Americans. The LSC funds legal-aid programs that serve households with annual incomes at or below 125 percent of the federal poverty guideline. Legal-aid clients face a wide variety of civil legal problems: wrongful evictions, mortgage foreclosures, domestic violence, wage theft, child custody and child support issues, and denial of essential benefits. This vital work is badly underfunded. The shortfall between the civil legal needs of low-income Americans and the resources available to address those needs is daunting. Federal funding is necessary because support for civil legal aid varies widely from state to state. The LSC uses the “justice gap” metaphor to describe the shortfall between legal needs and legal services. Narrowing the gap is central to the LSC's mission.

Funding levels and loss of arts councils’ autonomy have been issues of concern in recent years. Government grants to the Canada Council were lower than the rate of inflation from 1975 to 1984; in late 1984, $3.5 million was cut from the Council’s budget by the new government. This accelerated the Council’s declining financial position. Between March 1979 and March 1981 the Council had to adopt policies distasteful to itself and to the theatre community: no new theatre companies could be taken on as clients for operating grants, for example. It is interesting to note that between 1976 and 1984, the membership of the Professional Association of Canadian Theatres increased from 33 members to 83.

The Federal Republic of Germany is a state that shows a strong support for culture of any kind. While it is not explicitly stated anywhere in theGrundgesetz(Basic Law), it can be argued that very few nations regard the promotion of the arts, sciences and education as a public undertaking to the extent that Germany does. The federal structure of the German constitution is reflected in the allocation of governmental tasks between the federal government and the individual federal states, orLänder. Under this structure, theLänderbear the primary responsibility for cultural matters. However, contrary to widely-held belief, the Basic Law also grants the federal government a range of legislative, administrative and financial powers with respect to cultural matters. Although when taken together these do not add up to a comprehensive promotional authority of the federal government in the cultural sector, due to numerous individual empowerments, the federal government is without doubt in a position to take an active role in cultural affairs to a significant extent.

The importance of the introduction of treasury single account cannot be overemphasized given that it is principally to ensure accountability of government revenue, enhance transparency and avoid expropriation of public funds. This study examined the effect of treasury single account on the performance of selected Federal Ministries in Enugu State. The study adopted survey research design. The method ensured that the researcher collects his data at a particular period from the selected sample to describe a large population at that particular point in time. The study area of this research is selected federal ministries namely Ministry of Agriculture and Ministry of Education all located in Enugu state. The population of the study constitutes of the staff of two selected federal ministries in Enugu state namely; Federal Ministry of Agriculture and Federal Ministry of Education. The population of the two selected ministries is totaled two hundred and eighty-seven (287) staff. The sample size was derived using the Cochran statistic and the value derived was three hundred and eighty-five (385). To determine the number of staff to be selected from each ministry, the proportionate stratified random sampling approach was used. The data was collected with the aid of a questionnaire that is properly drafted using the 5 scale Likert system for questionnaire. The Cronbach Alpha reliability test was utilized to conduct the reliability test. A cronbach alpha coefficient of 0.78 was derived and was considered acceptable. Frequency tables and percentages was adopted to analyse the demographic characteristics of the respondents and leading research questions while the regression analysis was adopted to test the hypotheses of the study. The major findings of the study were that treasury single account has not significantly ameliorated fund misappropriation in selected federal ministries in Enugu State and treasury single account has not significantly enhanced prompt release of funds for goods and services in selected federal ministries in Enugu State. It is therefore the recommendation of the study that the adoption of TSA alone may not be sufficient to curb corruption in the Nigerian public sector hence the need for the judiciary, police, anti-graft agencies and the media in the country be strengthened to tackle the issues of corruption and ensure transparency, probity and timeliness in handling corruption related cases.

The thesis argues that the relations between culture and government are best viewed through an analysis of the programmatic and institutional contexts for the use of culture as an interface in the relations between citizenship and government. Discussion takes place through an analysis of the history of art programmes which, in seeking to target a 'general' population, have attempted to equip this population with various particular capacities. We aim to provide a history of rationalities of art administration. This will provide us with an approach through which we might understand some of the seemingly irreconcilable policy discourses which characterise contemporary discussion of government arts funding. Research for this thesis aims to make a contribution to historical research on arts institutions in Australia and provide a base from which to think about the role of government in culture in contemporary Australia. In order to reflect on the relations between government and culture the thesis discusses the key rationales for the conjunction of art, citizenship and government in post-World War Two (WWII) Australia to the present day. Thus, the thesis aims to contribute an overview of the discursive origins of the main contemporary rationales framing arts subvention in post-WWII Australia. The relations involved in the government of culture in late eighteenth-century France, nineteenth-century Britain, America in the 1930s and Britain during WWII are examined by way of arguing that the discursive influences on government cultural policy in Australia have been diverse. It is suggested in relation to present day Australian cultural policy that more effective terms of engagement with policy imperatives might be found in a history of the funding of culture which emphasises the plurality of relations between governmental programmes and the self-shaping activities of citizens. During this century there has been a shift in the political rationality which organises government in modern Western liberal democracies. The historical case studies which form section two of the thesis enable us to argue that, since WWII, cultural programmes have been increasingly deployed on the basis of a governmental rationality that can be described as advanced or neo-liberal. This is both in relation to the forms these programmes have taken and in relation to the character of the forms of conduct such programmes have sought to shape in the populations they act upon. Mechanisms characteristic of such neo-liberal forms of government are those associated with the welfare state and include cultural programmes. Analysis of governmental programmes using such conceptual tools allows us to interpret problems of modern social democratic government less in terms of oppositions between structure and agency and more in terms of the strategies and techniques of government which shape the activities of citizens. Thus, the thesis will approach the field of cultural management not as a field of monolithic decision making but as a domain in which there are a multiplicity of power effects, knowledges, and tactics, which react to, or are based upon, the management of the population through culture. The thesis consists of two sections. Section one serves primarily to establish a set of historical and theoretical co-ordinates on which the more detailed historical work of the thesis in section two will be based. We conclude by emphasising the necessity for the continuation of a mix of policy frameworks in the construction of the relations between art, government and citizenship which will encompass a focus on diverse and sometimes competing policy goals.

This thesis offers a new policy history of the National Endowment for the Arts, the federal agency responsible for providing grants to artists and arts organisations in the United States. It focuses in particular on the development of conservative perspectives on federal arts funding from the 1950s to the 1980s, and hence, illuminates the broader evolution of conservative political power, especially its limits. The most familiar narrative holds that the Endowment found itself caught up in the Culture Wars of the late 1980s when Christian right groups objected to certain federal grants, particularly to Andres Serrano's Piss Christ and Robert Mapplethorpe's Self-Portrait with Whip. This thesis, however, uncovers the older origins of conservative opposition to state support for the arts, analyses conservative conceptions of art, and illuminates the limited federal role the right sought to secure in the arts in the post-war period. Numerous studies have analysed the meanings and origins of the Culture Wars, but until now, scholars had not examined conservative approaches to federal arts politics in a historical sense. Historians have generally been too interested in explaining change to the detriment of examining continuity, but this approach under-emphasises the long-term tensions that underlie seemingly sudden political eruptions. This work also offers a deep account of the conservative movement and the arts world, an area that has so far been almost completely ignored by scholars, even though a focus on marginalised players is essential to understanding the limits of conservatism. In a general sense then, this thesis evaluates the range and diversity of the conservative movement and illuminates the overall odyssey of the right in modern America. In so doing, it provides a new insight into the ways we periodise political history and also invites a broader view of how we understand politics itself.

The Sunshine Coast (unless otherwise specified, Sunshine Coast refers to the region which includes both Sunshine Coast and Noosa council areas) is a classic regional hotspot. In many respects, the Sunshine Coast has assets that make it the “Goldilocks” of Queensland hotspots: “the agility of the region and our collaborative nature is facilitated by the fact that we're not too big, not too small - 330,000 people” (Paddenburg, 2019); “We are in that perfect little bubble of just right of about everything” (Erbacher 2019). The Sunshine Coast has one of the fastest-growing economies in Australia. Its population is booming and its local governments are working together to establish world-class communications, transport and health infrastructure, while maintaining the integrity of the region’s much-lauded environment and lifestyle. As a result, the Sunshine Coast Council is regarded as a pioneer on smart city initiatives, while Noosa Shire Council has built a reputation for prioritising sustainable development. The region’s creative economy is growing at a faster rate that of the rest of the economy—in terms of job growth, earnings, incomes and business registrations. These gains, however, are not spread uniformly. Creative Services (that is, the advertising and marketing, architecture and design, and software and digital content sectors) are flourishing, while Cultural Production (music and performing arts, publishing and visual arts) is variable, with visual and performing arts growing while film, television and radio and publishing have low or no growth. The spirit of entrepreneurialism amongst many creatives in the Sunshine Coast was similar to what we witnessed in other hotspots: a spirit of not necessarily relying on institutions, seeking out alternative income sources, and leveraging networks. How public agencies can better harness that energy and entrepreneurialism could be a focus for ongoing strategy. There does seem to be a lower level of arts and culture funding going into the Sunshine Coast from governments than its population base and cultural and creative energy might suggest. Federal and state arts funding programs are under-delivering to the Sunshine Coast.

Albury-Wodonga, situated in Wiradjuri country, sits astride the Murray River and has benefitted in many ways from its almost equidistance from Sydney and Melbourne. It has found strength in the earlier push for decentralisation begun in early 1970s. A number of State and Federal agencies have ensured middle class professionals now call this region home. Light industry is a feature of Wodonga while Albury maintains the traditions and culture of its former life as part of the agricultural squattocracy. Both Local Councils are keen to work cooperatively to ensure the region is an attractive place to live signing an historical partnership agreement. The region’s road, rail, increasing air links and now digital infrastructure, keep it closely connected to events elsewhere. At the same time its distance from the metropolitan centres has meant it has had to ensure that its creative and cultural life has been taken into its own hands. The establishment of the sophisticated Murray Art Museum Albury (MAMA) as well as the presence of the LibraryMuseum, Hothouse Theatre, Fruit Fly Circus, The Cube, Arts Space and the development of Gateway Island on the Murray River as a cultural hub, as well as the high profile activities of its energetic, entrepreneurial and internationally savvy locals running many small businesses, events and festivals, ensures Albury Wodonga has a creative heart to add to its rural and regional activities.

This project was undertaken to provide the US Department of Veterans Affairs, National Cemetery Administration, with a cultural landscape inventory of Zachary Taylor National Cemetery via funding from the St Louis Mandatory Center of Expertise (MCX) for the Curation and Management of Archaeological Collections (CMAC). The 16-acre cemetery, listed on the National Register of Historic Places in 1983, is found in Louisville, Kentucky, and contains more than 11,400 burials. The US Army Engineer Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) was tasked with inventorying and assessing the cultural landscape at Zachary Taylor National Cemetery through the creation of a landscape development context, a description of current conditions, and an analysis of changes to the cultural landscape over time. All landscape features were included in the survey as federal policy on national cemeteries requires that all national cemetery landscape features be considered contributing elements, regardless of age. The historic landscape elements of the cemetery, like the original over-arching Beaux-Arts plan and circulation, cannot be restored due to the current number of burials. However, some elements can be reemphasized by historic landscape management planning, such as the restoration of the portions of the allée of pin oak (Quercus palustris) trees.
