The article delves into the issue of the education system’s operation within extreme circumstances, particularly in the context of the COVID-19 pandemic. It underscores the pivotal role of education in mitigating global risks such as environmental, epidemiological, geopolitical, and others. Particular emphasis is given to the realm of distance education during extreme situations, examining its prospects, constraints, and perils.Drawing on research conducted in Ukraine and abroad, notably the nationwide study “High School Student 2021: Daily Practices and Life Plans,” the authors dissect the acquired data across three dimensions: the educational aspect (students’ perspectives on distance learning, shifts in their learning methods due to this educational format, modifications in academic engagement, etc.), technological (availability of devices that can be used to join educational platforms) and competence (skills in using devices, experience in distance learning). The article concludes that online education’s primary benefit lies in its ability to sustain the learning process during extreme circumstances, such as the COVID-19 pandemic and the full-scale Russian invasion of Ukraine. Nevertheless, among the drawbacks of this educational model, the absence of direct interaction among various participants of education is prominently noted. Amid the potential risks, concerns arise about socialization risks and the potential degradation of society’s intellectual capacity due to a potential decline in the quality of educational offerings available to modern youth.

The article examines the essence and peculiarities of the circumstances that exclude administrative responsibility under national legislation. It is emphasized that the recognition of circumstances that exclude administrative responsibility is an important element of human rights protection, which allows to avoid unfair and excessive imposition of an administrative penalty on a person who has committed an offense and to ensure the fair application of the law. According to the provisions of the Code of Ukraine on administrative offenses, the following are the circumstances that exclude administrative responsibility: extreme necessity, necessary defense and state of insanity. It is emphasized that the application of extreme necessity as a circumstance does not mean that a person will not bear administrative responsibility for other actions that were committed without this circumstance. In turn, exemption from administrative liability in case of extreme necessity does not mean automatic release of a person from civil or criminal liability, if such liability has occurred. It was concluded that the necessary defense can be applied only as a reaction to an illegal act. If the act was legal, the necessary defense as a circumstance exempting from administrative responsibility is not applicable. The position on the medical and legal criteria of insanity, as well as the peculiarities of the content of this circumstance, which excludes administrative responsibility, is supported. The need for detailing and normative consolidation of the procedure and conditions of application of circumstances that exclude administrative responsibility is emphasized. Moreover, this applies to both material and procedural components of the application of such circumstances. In the long term, this should have a positive impact on the effectiveness of law enforcement, ensure compliance with the principle of people-centeredness, and also improve the activity of subjects of authority in applying measures of administrative jurisdiction.

The Efficient Market Hypothesis (EMH) has been widely studied in the literature, however there remains no consensus among academics whether markets are efficient or not. Although it was initially thought to hold, the recent explosion of studies that find that markets are not efficient has cast serious doubt on the validity of the EMH. Furthermore, the vast majority of the literature examines the EMH over some predetermined sample period, disregarding the fact that the level of efficiency may change over time and a large sample period may not be efficient or not for the whole period. A new theory that tries to accommodate both these facets is the Adaptive Market Hypothesis (AMH), proposed by Andrew Lo (2004). This theory enables market efficiency and market inefficiencies to co-exist together and market efficiency to evolve over time. The main objective of this thesis is to examine the AMH and stock return behaviour in major stock markets using very long data and determine whether it is a more appropriate model for describing stock market behaviour than the EMH. A five-type classification is proposed to distinguish the differing behaviour of stock returns over time. Daily data is spilt into five-yearly subsamples and investigated in respect of linear and nonlinear time-series tests, three calendar anomalies and the moving average technical rule. The results suggest that the AMH provides a better description of the behaviour of stock returns than the classic EMH. Linked to the AMH is the fact that investors are not rational and investor psychology plays a real role in investor’s decision making. With that in mind, this thesis also examines the level of investor sentiment in stock returns during World War Two in Britain. This is a time period that has not been studied in great detail and provides an opportunity to examine investor sentiment in extreme circumstances. The empirical results show that there was strong negative investor sentiment from major negative events and a strong level of local bias during the period known as the Blitz.

In this book, we are talking about a single principle that permeates every organized entity, regardless of what sphere it belongs to. Everywhere and always, and in accordance with the current circumstances, the process of formation, support and regulation of any complex complexes and ensembles is guided and controlled by the concept of the realizable, which postulates that only what is stable and stable will be realized, and everything else will be discarded as untenable and unbalanced. These patterns and patterns can be traced resolutely at all levels of existence. And the universe, and life, and consciousness, and mind, and culture are arranged and assembled according to these schemes, because it is difficult, if possible, for them to be any other. This paper provides an overview of this type of layout in these areas, as well as the theory of the achievable and accessible itself. Using examples and theoretical considerations, it is shown that the configuration of all reliable and long-lasting structures is approximately the same or very similar, because it obeys a single end-to-end logic of the formation of any similar substances, whatever they touch and wherever they are found. In addition, it is demonstrated that if something in this spirit is objectified in practice, then its nature and properties must be fundamentally the same as what we observe around or extremely close to it. Finally, the view is argued and developed, according to which everything consists of matter, is constituted by it, is reduced only to it, including any non-physical phenomena. It is concluded that all the wealth of the world is subject to the same laws of its construction, and all this construction observes the universal rules of the functioning of complex things, no matter what they are aimed at. AbstractSoldiers often use different kinds of reasoning to explain, justify or legitimize their behaviour. Often these explanations can be classified as moral, because the end goal is to do what is theoretically ‘good’. However, when looking more closely at the incentives for acting justly, we can see they are often triggered by other, more instrumental, motivations. I then want to categorize such reasoning and subsequent acts as instrumental morality. In this chapter, I focus on Israeli and I look at how their actions and explanations fall into three levels; the personal (protecting the self) focused on the group (the unit, or military as a whole) or even as considering the whole nation state. I will further show how this instrumental morality is often influenced by a ‘disciplinary gaze’. I argue in this chapter for a contextualized approach to morality that takes into account power relations, physical circumstances and interpersonal relationships.

AbstractImmersive systems are increasingly used to train first responders and prepare communities for extreme climate events. This chapter considers alignment issues that arise in their development and discusses how they might be resolved—taking as case study the iFire system currently being designed at the iCinema Research Centre. We particularly focus on ways to maximise the two non-moral values that define the success of any such system as well as of associated climate science: accuracy and verisimilitude. Drawing on the work of Shepherd et al. (2018) and Sharples et al. (2016), we theorise the epistemic and situational challenges to arrive at these values. Exploring solutions already proposed through the related concepts of ‘storylines’ (Shepherd, 2019), ‘scenarios’ (Lempert, 2013) and ‘tales’ (Hazeleger et al., 2015), we show how iFire’s values may be maximised through composition strategies derived from these concepts. Using this approach, we explain how iFire may ‘simulate’ links between uncertainty and affect to enhance decision making in uncertain circumstances. Our key findings are that alignment strategies for iFire are best described as ‘interpretable’ (rather than ‘explainable’) and can be achieved through qualitative methods. These describe compositional strategies deployed by the user that support reflective management of uncertainty.

Abstract Poland coped well with the worldwide economic crisis and refugee challenge. However, studies show that the crisis did in fact exist, and the state’s poor response to it was reflected in the citizens who bore its brunt. As for migration, polarised public discourse and the attitude of the government resulted in social tension, including extreme right-wing parties mobilising citizens around migration issues. In this chapter, using qualitative data from the TransSOL project, the authors answer the following question: How have crises and other changing circumstances affected organised solidarity in different social fields, namely unemployment, migration and disability? The chapter argues that, according to the theory of the economic recession’s impact on multidimensional solidarity due to the austerity measures, or the Polish government’s inaction, social solidarity did emerge, but in unforeseen ways and fields.

Abstract This simulation study examined the influence of first order suspension design attributes on minimum lateral acceleration required to overturn a vehicle (lateral acceleration at roll, “LAR”). When subjected to extreme “step-steer” maneuvers, many sport utility vehicles (SUVs) tip-up on two wheels. Lateral accelerations achieved during these tests, however, rarely approach corresponding values of LAR. Moreover, in many cases, transient dynamics during initial phases of the tests do not explain this discrepancy. To address why vehicles overturn in such circumstances, a lateral/directional model was developed. Phase-plane analyses of lateral/directional response uncovered an oscillatory mode of response that explains observed oscillations that, in turn, significantly influence the likelihood of overturn. Results of analyses also indicated inherently high sensitivity to initial conditions of the final outcome of extreme step-steer maneuvers.

Dictated by the world’s escalating energy demands, offshore infrastructure is moving beyond the immediate continental shelf into deeper waters. Although the monopile solution has proven its reliability for many years, its feasibility in larger depths is questionable, or even limited, and multi-pod foundations, such as jacket structures, could be regarded as viable alternatives. Their main advantage, compared to the monopile alternative, is that they are able to sustain large lateral loads through axial stressing rather than bending at their supports (usually materialized using piles or suction caissons). Recognizing this reality, the present study attempts to compare the performance of a conventional monopile system with that of a jacket foundation when taking into consideration extreme earthquake loading. Although safety fuses do exist to isolate the mechanical equipment from the direct effects of such loading, our focus in this study is on the irrecoverable deformation at the foundation level which, under circumstances, may render the turbine inoperable. To this end, two foundation alternatives supporting an offshore wind turbine in the Mediterranean Sea are comparatively discussed: the conventional large diameter monopile and a jacket foundation supported by smaller piles or suction caissons. Results show that under expected operational loads the performance of the two systems is practically equivalent. However, extreme loading conditions may significantly alter the response and may, in some cases question the common practice.

Pipeline hydrodynamic stability is one of the most fundamental design topics which are addressed by pipeline engineers. In its simplest form, a simple force balance approach may be considered to ensure that the pipeline is not displacing laterally when exposed to the maximum instantaneous hydrodynamic loads associated with extreme metocean conditions. If stability can be ensured in a cost efficient way by applying a minimal amount of concrete weight coating only, this method when applied correctly, can be regarded as a robust and straightforward approach. However in many cases pipeline stabilisation can be a major cost driver, leading to complex and costly stabilisation solutions. In these circumstances, the designer is likely to consider more refined methods in which the pipeline is allowed to displace under extreme conditions. This paper discusses various design approaches and acceptance criteria that are typically adopted in pipeline stability design. Both force balance methods and calibrated empirical methods which are typically defined in modern design codes, are discussed in terms of their applicability as well as their limitations. Both these approaches are based on the assumption, directly or indirectly, that lateral displacement is a Limit State in its own right. It will be argued that this assumption may lead to unnecessary conservative design in many circumstances. It will be demonstrated that even if relatively large displacements are permitted, this may not necessarily affect the structural integrity of the pipeline. An alternative stability design rationale is presented which is based on a detailed discussion of the Limit States pertaining to pipeline stability. This approach is based on the application of advanced dynamic stability analysis for assessing the pipeline response. Pipeline responses obtained through advanced transient finite element analyses is used to illustrate how a robust design can be achieved without resorting to strict limits on the permissible lateral displacement.

Design criteria in ocean engineering, whether this is one in 50 years or one in 5000 years event, are hardly ever based on measurements, and rather on statistical distributions of relevant metocean properties. Of utmost interest is the tail of these distributions, that is rare events such as the highest waves with low probability. Engineers have long since realised that the superposition of linear waves with narrow-banded spectrum as depicted by the Rayleigh distribution underestimates the probability of extreme wave crests, and is not adequate for wave heights either, which is a critical shortcoming as far as the engineering design is concerned. Ongoing theoretical and experimental efforts have been under way for decades to address this issue. Here, we will concentrate on short-term statistics, i.e. probability of crests/heights of individual waves. Typical approach is to treat all possible waves in the ocean or at a particular location as a single ensemble for which some comprehensive solution can be found. The oceanographic knowledge, however, now indicates that no single and united comprehensive solution is possible. Probability distributions in different physical circumstances should be different, and by combining them together the inevitable scatter is introduced. The scatter and the accuracy will not improve by increasing the bulk data quality and quantity, and it hides the actual distribution of extreme events. The groups have to be separated and their probability distributions treated individually. The paper offers a review of physical conditions, from simple one-dimensional trains of free waves to realistic two-dimensional wind-forced wave fields, in order to understand where different probability distributions can be expected. If the wave trains/fields in the wave records are stable, distributions for the second-order waves should serve well. If modulational instability is active, rare extreme events not predicted by the second-order theory should become possible. This depends on wave steepness, bandwidth and directionality. Mean steepness also defines the wave breaking and therefore the upper limit for wave heights in this group of conditions. Under hurricane-like circumstances, the instability gives way to direct wind forcing, and yet another statistics is to be expected.

The outbreak of COVID-19 has caused a global public health emergency with multifaceted severe consequences for people’s lives and their mental health. Distress and anxiety are normal responses to such extreme circumstances. The Austrian research project AI-Refit aims at a radically innovative app prototype representing a digital care centre (i) to reinforce resilience by engaging into activities to prevent from depressive symptoms, severe anxiety and stress levels, (ii) to apply playful AI- and sensor-enabled assessment of mental health, (iii) to capture daily lifestyle data for a comprehensive contextual assessment from non-obtrusive wearables, and (iv) to adaptively promote self-efficacy of the individual, based on scientific psychological learning theory.

<p>The scouring phenomenon can pose a serious threaten to bridge serviceability and users' safety, as well. In extreme circumstances, it can lead to the bridge's structural collapse. Despite efforts to reduce the scour's unfavorable effects in the vicinity of bridge foundations, this issue remains a significant challenge. Many uncertainties affect the design process of bridge foundations, namely the associated hydrological and hydraulic parameters. Past and recent flood records strengthen bridges' vulnerability by reducing scouring estimation uncertainties. Therefore, the present study applies a semi-quantitative methodology of scour risk assessmentto a Portuguese bridge case study, accounting for those uncertainties. The risk-based methodology comprises three main steps towards the assignment of the bridge's scour risk rating. The methodology constitutes a potential key tool for risk management activities, assisting bridge's owners and managers in decision-making.</p>

In contemporary conditions, law enforcement officers carry out their professional activity under increasingly complex stressful circumstances. A large number of people’s lives depend on their actions; this affects their own emotional state, complicates their professional work and contributes to psychological and behavioural problems. In the course of teaching potential employees, it is very important to make them feel motivated enough to properly implement their professional duties under extreme conditions of ensuring safety and security during large-scale public events. This study was participated by 520 persons who were sampled from an audience of the Moscow University of the Russian Ministry of Internal Affairs, were members of a consolidated detachment, and had been directly ensuring security during the Winter Olympic & Paralympic Games in Sochi in 2014. The study used the following psychological methods: observation, questionnaires, interviews, tests and training, which made it possible to study the characteristics of the psychological structures of personality, motivation and their changes under the influence of extreme factors of life conditions. The identified negative reactions were neutralised with the help of the training programme developed. Upon completion of the assignment and the analysis of the service of the combined detachment of the Moscow University of the Ministry of Internal Affairs of Russia, it was recognised that the trainees had fully met all the service and professional objectives. It has been found that during the course of special training, primarily psychological training, trainees are able to maintain an optimal level of motivation for the conditions of professional activity in extreme conditions if communication skills and personal qualities such as discipline, responsibility and purposefulness have formed.

As mobile device location data becomes more available, new analyzes reveal significant changes in the way you navigate when an unplanned event occurs. With different control policies from local and state governments, the outbreak of Covid-19 has dramatically changed travel behaviour. In particular, the necessity of fundamental changes in certain sectors was noted, some of which are mobility and agriculture. Not only the pandemic, but also urbanization, climate changes, ecology and especially the ongoing War in Europe, marked these two categories as very important and connected, crucial for future survival in unpredictable new circumstances. Examples of agriculture in the Netherlands and Serbia were analyzed, as a possibility for the application and implementation of new solutions. The concept of precision agriculture, connecting new technologies and a traditional branch of the economy such as agriculture, enables functioning even in extreme conditions, such as limited movement during the pandemic and locking.

A functional weakness of the training market is the extreme difficulty with which potential purchasers of "training" can gauge the quality of training programs in advance of payment. However, no training provider would allow a customer to delay payment of course fees until the course has been completed. In such a circumstance, upon completion of the course, the trainee has received what he wanted to acquire (knowledge and skills), and therefore has a strong incentive to refuse payment. An effective instrument would promote investment in the training market, and also reduce the information gap and improve quality control. This document analyzes the specific problems and pitfalls encountered by previous supply-oriented programs in Paraguay and describes a new approach to microenterprise training, which uses an information system associated with vouchers. The concluding section highlights the challenges still facing this approach, and touches on expectations for future program interventions.

The scientific research considers and analyzes the epistolary heritage of Olena Teliha. Excerpts from her correspondence are presented, which testify to the formation of a brilliant woman, a creative personality who played an extremely important role in the struggle for the formation of Ukrainian statehood. It is from the letters that we learn that for her letters are almost an ideal way of communication. The epistolary heritage of Olena Teliha allows us to reveal the vision of the main processes in her personal life against the background of the general historical discourse. In addition, the main communicative visions that determine her creative personality are highlighted: communicative vision of friendship, love, creation of literary talent, perseverance and strength, resistance to rejection. Attention is focused on the importance of studying and researching the epistolary heritage of creative personalities in the context of social communications. From the quoted letters, which are distinguished by their sincerity and accuracy of expression, it is possible to determine and formulate what positions and ideas the civic activist, poet and publicist adhered to. In addition, we can see the line of consistency in the formation of a creative personality who not only lives and writes, but acts – creates history, its moment, the value of which is felt and understood by future generations. It is found that the life path in its interconnection with historical circumstances and social environment influenced the formation of the creative personality of the genius poet and publicist. The peculiarities of the epistolary of Olena Teliha are determined by the circumstances, people and personalities that she had to face in life. The promising areas of research are the letters of Olena Teliha, which are in the archives of other countries and the allocation of journalistic and documentary aspects of her epistolary heritage.
