Over the years, experts have focused their research on ways to increase the executive capacity of university administrators. This is because only by improving the quality of execution of college and university administrative personnel can they actively execute various policies and measures, fully exploit their subjective initiative, and ensure the educational reform of colleges and universities. Increasing the executive capacity of administrative staff can help colleges and universities manage more effectively. Therefore, in the development process of higher education institutions, it is necessary to strengthen the execution of administrative staff, especially the need to adhere to the problem as the basic orientation. Take scientific and practical steps to strengthen administrative personnel’s executive ability in light of current issues with administrative management personnel’s executive power, and establish the groundwork for ensuring the quality of management work. Combining deep learning, this paper proposes a path to improve the executive power of college administrators based on deep learning. To begin, familiarize yourself with the deep noise reduction autoencoder model and support vector regression (SVR) theory and build the DDAE-SVR deep neural network (DNN) model. Then, input a small-scale feature index sample data set and a large-scale short-term traffic flow data set for experiments; then, assess the model’s parameters to achieve the optimal model. Finally, use performance indicators such as MSE and MAPE to compare with other shallow models to verify the effectiveness and advantages of the DDAE-SVR DNN model in the execution improvement path output of university administrators and large-scale data sets.

This paper analyzes the impact of the managerial ability and level of compensation on firm value in small and medium enterprises. The ability of managers is important for the sustainability and growth of small and medium enterprises because they lack awareness of resources, technology, and reputation compared to large enterprises. The managerial ability is the ability to efficiently utilize resources and choose the investment plan with the highest future net cash flows. Managerial ability is also an indicator of the level of compensation for executives. Therefore, the level of executive compensation can help a firm value or growth if it is based on managerial abilities. In addition, high executive compensation standards can be an opportunity or motivation to work hard for the wealth of companies and shareholders. We analyzed 1872 small and medium-sized companies listed on the Korean stock market to achieve the purpose of the research. We analyzed the accounting period of 6 years from 2012 to 2017. Our results have had a positive impact on firm value with executive compensation. In groups with excellent managerial skills, executive compensation has had a positive (+) impact on firm value. However, executive compensation did not have a significant impact on firm value in groups with poor managerial skills. These results validate that the CEO’s role in small and medium enterprise is important and that the level of compensation for executives is important to motivate. It also suggests that executive compensation cannot affect the firm value in groups with low managerial abilities.

ABSTRACT We study whether executives receive pay premiums for the uncertainty of their match with a new firm. Using changes in executive-firm matches from Execucomp, we document that executives receive significant attraction premiums when they move to new firms. These premiums vary with proxies that capture potential sources of uncertainty about the quality of the match, and are incremental to pay for managerial talent, generalist ability, industry turnover risk, and potential additional costs incurred by the new employer to attract the executive to the firm, such as payments for forfeited equity and relocation costs. Consistent with compensation for uncertainty of fit, we find that the premiums decrease with the executive's tenure at the new firm, as the uncertainty about the executive-firm match is resolved over time. Our findings raise the possibility that attraction premiums are an additional cost of executive turnover and may contribute to the overall rise in executive pay. The practice of executives influencing their option compensation by setting a grant date retrospectively is known as backdating. Since executive stock options are usually granted at-the-money, selecting an advantageous grant date to coincide with a low stock price will be valuable to an executive. Empirical evidence shows that backdating of executive stock option grants was prevalent, particularly at firms with highly volatile stock prices. Executives who have the opportunity to backdate should take this into account in their valuation. We quantify the value to a risk averse executive of a lucky option grant with strike chosen to coincide with the lowest stock price of the month. We show the ex ante gain to risk averse executives from the ability to backdate increases with both risk aversion and with volatility, and is significant in magnitude. Our model involves valuing the embedded partial American lookback option in a utility indifference setting with key features of risk aversion, inability to diversify and early exercise.

Abstract Objective Prospective memory (PM) involves remembering to perform an intended action in the future. PM is critical for older adults’ daily functioning. This ability is not a unitary construct, so in this study, we determined the roles of executive and memory functioning in different subtypes of PM, including simple PM (ability to execute a single action in the future) and complex PM (ability to execute different actions depending on the context). Method Participants included 58 healthy older adults, 64 persons with mild cognitive impairment (MCI), and 17 participants with Alzheimer’s disease. Simple PM was defined as remembering to ask the examiner for a pill after each neuropsychological test performed. Complex PM was defined as asking for the correct number of pills based on whether the test just completed involved memory (1 pill) or not (2 pills). An Executive composite score included Trail Making Test-B and FAS. The Memory composite score included delayed recall from the California Verbal Learning Test-II and the Brief Visuospatial Memory Test-Revised. Results Whole group analyses showed that simple PM was significantly correlated with memory functions, and complex PM was significantly correlated with both memory and executive functions. Specific to the MCI group, regression analyses showed that executive and memory skills predicted both simple PM and complex PM. Conclusions These findings suggest that complex PM requires more executive demands than simple PM. For those with MCI, better executive and memory functions predicted PM generally. These findings indicate that both types of PM may be important for assessing the risk state for dementia.

ENGLISH ABSTRACT: The aim of this study was to investigate the term executive (managerial) derailment. Special reference was given to various research done in the USA at the Centre for Creative Leadership (CCL). Managerial derailment was analysed and the persons most likely to derail identified. Typical indicators for derailment were investigated. The cause for derailment, with special focus on six classical flaws and their intercorrelation, were studied. Preventative measures to combat the phenomenon of derailment were investigated on both individual and organisational levels. Some preventative recommendations were suggested. The state of derailment internationally was studied to ascertain if any time movement occurred. Derailment is still present today, while some of the reasons causing derailment is fading, others increases in strength. Cultural differences between European and North American managers were studied, and no differences were found. This were compared with a survey conducted by the author on 47 modular South African MBA students to determine the state of derailment amongst the respondents. The survey respondents positively confirmed the presence of managerial derailment. Derailment results recorded amongst the pilot group were similar to that documented in literature. Further in-depth study needs to be done to validate the existence of managerial derailment amongst South African managers.
AFRIKAANSE OPSOMMING: Die deel van hierdie studie was om die term bestuursontsporing (managerial derailment) te ondersoek. Spesiale aandag is gegee aan verskeie navorsing gedoen by die Centre for Creative Leadership (CCL) in die VSA. Voorkomende ontsporingsmaatreels met betrekking tot die individu en die organisasie is bestudeer. Veranderinge oor tyd in internasionale bestuursontsporingsnavorsing is ondersoek. Resultate dui, ten spyte van 'n verandering in die redes vir ontsporing, aan dat bestuursontsporing steeds plaasvind. Feitlik geen verskille wat aan kultuur toegeskryf kan word, word in die literatuur vermeld nie. In 'n meningspeiling onder 47 Suid-Afrikaanse modulere MBA studente het die outeur soortgelyke resultate verkry. Bestuursontsporing blyk teenwoordig te wees onder die studiegroep. Die oorsake vir bestuursontsporing van die respondente is bykans dieselfde as wat deur internasionale navorsing aangetoon word. Voordat die gevolgtrekking dat bestuursontsporing teenwoordig is onder Suid-Afrikaanse bestuurders gemaak kan word, word verdere in diepte studie vereis.

Researchers have found executive functioning (EF) to be important for reading and math performance but have paid less attention to their role in writing. Van Dijk and Kintsch (1983) identified three levels of writing: microstructure, macrostructure, and superstructure. The existing work on EF and writing has several limitations: researchers have primarily focused on microstructural writing in children, studied a limited range of EF, not included measures of self-reported EF to compare to laboratory-/lab-based-based measures of EF and not examined the differential contributions of multiple EF to the different levels of writing. Hence, the purpose of this study was to better understand the differential involvement of various laboratory and self-reported EF across various levels of micro- and macrostructural writing measures in emerging adult writing. Results indicated that inhibition was a significant predictor of microstructural writing, such that working carefully increases the accuracy of spelling and mechanics skills. Working memory was related to microstructural grammar and mechanics sentence formulation, potentially through processing the sentences, mentally manipulating the sentence structure, and recording the response while maintaining the sentence information in mind. Verbal fluency was related to microstructural spelling and grammar and mechanics accuracy, as well as macrostructural essay organization, possibly through the ability to efficiently retrieve knowledge critical to perform these tasks. The main analyses did not yield significant results for macrostructural theme development, likely due to methodological issues, but an exploratory analysis demonstrated that organization and problem solving skills predicted theme development, potentially through the ability to think critically about, and organize, the arguments made. Finally, lab-based EF measures were better predictors of the writing measures than the self-reported EF measure, suggesting that these two methods captured different aspects of EF, and that the lab-based predictors were more appropriate to use with lab-based outcome variables, likely due to their narrower and less environmentally-influenced constructs. The results of this study help inform the factors that contribute to writing skills, and this knowledge can be used to improve the detection of writing difficulties and to target writing interventions.

The quantity of emerging literature on the subject of leadership testifies to the urgency that is felt in these times for understanding it. The phenomenon of leadership is a subtle one and each author is at pains to justify their particular slant on its nature. This thesis shifts away from trying to find essential qualities of leadership that are generically applicable and instead considers leadership as it is experienced. It therefore examines leadership as a personal phenomenon regardless of the position held. The phenomenon is recognised through the experience of those who are present to its influence. This includes the practitioner, in any role or job, for whom the experience of leadership is necessarily personal and its expression evolving rather than static. I have chosen the method of conversation to identify the presence of such a phenomenon. This provides an expansive format which, because it is a lived experience, provides access to people’s experience of leadership, both their own and that of others’. I have used reflexive and imaginative writing processes to express and develop theory and praxis. Through these means, I have examined leadership as an engagement and used myself as a presence in order to develop insight. The thesis draws on the philosophical tradition of Goethe, Husserl, Bohm and Varela to understand the nature of experience and change; qualitative researchers like Van Manen, Crotty and Reason to develop reflective tools of inquiring; and leadership thinkers such as Senge, Jaworski, Scharmer and Mintzberg to find more vital ways of considering the very human experience of leadership in these times of rapid change. The thesis showcases an evaluation of leadership in a medium-sized industrial organisation in Western Australia. The task of the study was to assess the change in leadership in the whole organisation as a result of management attending a leadership program. For this purpose, phenomenological research methods were used to provide an in-depth and experientially based methodology. Narrative analysis offered the ground for capturing the presence of leadership through expressing the whole spectrum of voices in the organisation. Further, first-person methods brought relational sensitivity and researcher engagement, immersion and leadership. The evaluation resulted in a confronting report that enabled new ways of hearing between management and non-management and the organisation was enabled to take its next steps forward consensually. The study is followed by three exploratory chapters that deal with: How does the ‘new’ get dreamed up? What are the big issues of leadership that challenge the establishment? What does change actually imply and why is this so important to leadership? I protest the flippancy with which organisational consultants and leaders confuse structural change with the change that people really desire. The crystallisation of my exploration into the phenomenon of leadership transpires through a synchronous event. This was a personal experience of leadership. I apply a classical philosophical phenomenological analysis to my story as a narrative. This results in a new theoretical framework which I have called confluential leadership: the interaction of the constellations of synchronicity, clarity of intention and co-creativeness. The appreciation of these influences within one����s role is a meaning-making or enhancing process. This can result in greater engagement with one’s role or perhaps the realisation that one is in the wrong job! The centrality of my own engagement, a feature of the research conducted through this thesis, has resulted in the development of a passion for the subject of leadership and an enthusiasm for the possibilities of advancing and applying many of the ideas introduced. I have found that in order to find leadership, one has to bring leadership and the quality of that intention determines what one finds. Similarly, when leadership is experienced in a workplace, others are influenced to present the best of their own leadership. There is always the possibility for each person to enhance their own experience of leadership to become more integrated, wholesome and passionate about their work. The potentiality of this excites me. Confluential is my own word and is a combination of the words consciousness and influence. It is the conscious influence of the three constellations of synchronicity, clarity of intention and co-creativeness. Each of these has been very specifically defined; their meanings are carefully discussed in the body of the thesis.

Background: Regarding the research on individuals with autism, more focus was on the behavioral and social aspects, whereas relatively limited attention has received in the domain of learning of this population. As the development of assessments in assessing the needs of the population is getting more comprehensive and sophisticated in recent years, there is a trend of increase in the number of children being identified with Autistic Spectrum Disorder (ASD) and were placed in general educational settings and engaged in mainstream academic curricula.   To survive in the mainstream education setting, proficiency in reading is essential. However, there are evidences suggested that people with ASD show difficulties in reading, especially in reading comprehension. Therefore, it would be valuable to investigate the potential factors that might hinder the reading performance of people with ASD and develops corresponding strategies to cater their needs.   In this paper, the role of executive functioning and metacognitive awareness towards reading performance of adolescents with ASD was examined and compared with their typically developing peers, so as to explore the potential factors affecting the reading performance of the group.    Methods: Forty high functioning adolescents with ASD (HFA, aged 12 to 15) and forty matched typically developing (TD) counterparts (aged 12 to 15) participated in this research. There were one main study and one follow-up study. For the main study (Study One), there were three study focuses of investigation. Firstly, it was aimed at investigating the reading performance profile of the two groups (HFA vs TD) and to explore the pattern of reading deficits of students with HFA. Secondly, the EF profile of the two groups was compared to see whether distinct features of impairments were noted in the HFA group. Thirdly, from the results revealed in the profiles on reading performance and EF of the two groups, the association between the impairment of reading performance and the profile of executive dysfunctions was examined, so as to attest the proposition that deficits in EF skills played a role in reading difficulties of individuals with ASD. For the follow-up study (26 participants for the HFA group and 27 participants for the TD group), it was interested to explore the reading metacognitive awareness of the HFA and TD groups, to see whether there was a differentiated pattern on the aspect, and how it might explain the difference in reading performance of the two groups. Results: For the reading performance, the performance of the two groups was comparable in word reading, reading fluency, word knowledge as well as general knowledge, whereas participants with HFA performed significantly worse than TD peers in reading comprehension and distinct weakness was noted in the ability of inference making and generating novel ideas in the HFA group. For the ability in EF skills, participants with HFA were found to be performed poorer only in the Higher-order EF domain (i.e. self-monitoring and generativity) as compared to the TD group. In which, associations were found between reading comprehension performance and some of the EF skills, suggesting that reading comprehension performance was affected by the proficiency of specific EF skills. Moreover, the follow-up study also highlighted the difference in preferences on repair strategies and reading strategies adopted as well as perceived reading difficulties of the HFA and TD group, which further support the findings of Study One.

Recent studies have indicated that individual differences in Executive Functionings (EF) are independent predictors of multitasking performance and mediated by spatial ability. However, these studies lacked multiple measures of EF and their observed effects of spatial processing may have been induced by the nature of the spatial task per se. In this study, participants completed a multitasking session in which they monitored deadlines of four digital clocks running at different rates along with separate measures of EF (inhibition and updating) and spatial ability (mental rotation). Results showed that individual differences in mental rotation and EF were independent predictors of multitasking performance, even when task-specific spatial cues were eliminated. Furthermore, males showed a better multitasking performance than females, and these gender effects were fully mediated by spatial ability. These findings suggest that efficient multitasking involves EF, but that relying on spatial abilities can alleviate cognitive control demands.

AbstractChildren with attention and executive function disabilities often have a long-lasting need for rehabilitation to support their functional ability. Yet the availability of rehabilitation services is insufficient, regionally unevenly distributed, and unequal in terms of access to rehabilitation. There is a need for easily accessible services. In this paper, we present the VREALFUN project where the major aim is to develop a novel Virtual Reality (VR) rehabilitation method for children with deficits in attention and executive functions. This ongoing Randomized Control Study (RCT) includes two arms, one in children with attention deficit hyperactivity disorder (ADHD) and the other in children with mild to moderate traumatic brain injury (TBI).

AbstractWe build on a fine-grained analysis of session-based interaction as provided by the linear logic typing disciplines to introduce the SAM, an abstract machine for mechanically executing session-typed processes. A remarkable feature of the SAM’s design is its ability to naturally segregate and coordinate sequential with concurrent session behaviours. In particular, implicitly sequential parts of session programs may be efficiently executed by deterministic sequential application of SAM transitions, amenable to compilation, and without concurrent synchronisation mechanisms. We provide an intuitive discussion of the SAM structure and its underlying design, and state and prove its correctness for executing programs in a session calculus corresponding to full classical linear logic $$\textsf{CLL}$$ CLL . We also discuss extensions and applications of the SAM to the execution of linear and session-based programming languages.

This chapter explores the ability of CXOs to accomplish tasks along two dimensions. First, it discusses the shared action orientation of executive expertise, highlighting the theorized ability of professionalized managers to define and develop solutions for newly constructed problems not fully specifiable by legal and accounting rules. This action orientation is illustrated using three main aspects of the ‘vocabulary’ used in reports on CXO roles: value, strategy, and transformation. Second, the chapter elaborates on the volatility of the CXO’s role identity, distinguishing its evolving nature as a shared feature and its distinctive aspects (assertiveness and endurance). The chapter then focuses on CXOs that are perpetually seeking identity, particularly the Chief Human Resource Officersbefore discussing how the shared action orientation of executive expertise is countered by differences in the volatility of executive role identities, creating a tension that contributes to weak professionalization of executive roles.

This book takes the next step in the study of unilateral power by quantitatively and qualitatively analyzing how the president’s unilateral orders are part of a separate and shared power system. The chapters that follow explore both the prerogatives presidents undertake and obligations they fulfill with respect to their independent and administrator executive functions. It builds on several generations of scholarship on the presidency and draws from both public law and behavioral approaches. Debate over the use of unilateral orders suggests that a president’s ability to act without the consent of Congress is largely unchecked by traditional institutional arrangements whereas others suggest presidents are more likely to be restrained by Congress because many unilateral powers are justified with interbranch authority.

Chapter 5 considers the unilateral actions of the dual roles of the president at the agenda-setting stage, before legislation has been introduced. At this stage, presidents have the incentive and ability to act as administrators to issue a routine order and as independent presidents more likely to issue a command. This is the most familiar and potentially dangerous type of president―those who use their unilateral powers to manage the political system in a way that corresponds to their preferences and their agenda. Because Congress is focused on identifying the topics to include on the agenda and deciding in committee the direction legislation should take, presidents do not necessarily need to work with Congress; instead, they can act independently creating edicts, which they expect others to follow.

The term Executive Functions (EFs) refers to a set of higher order cognitive processes that are critical for goal directed behaviour. They include inhibition (i.e., the ability to suppress task-irrelevant cognitive processing and ignore salient yet irrelevant features of the situation), shifting (i.e. the ability to switch between different operations or levels of processing), and updating (i.e. the ability to encode, hold and monitor incoming information in working memory, replacing information that is no longer relevant with new information). The most notable developmental change in children’s EFs occurs during the preschool period, and this is associable to and predictive of children’s general learning ability. For this reason, efforts to develop EFs in preschoolers is of vital importance. In recent years, only few studies have investigated the effect of EFs intervention on preschoolers, despite the potential preventive effect of early intervention on later developmental problems. A number of related solutions have been proposed over the years, including both paper-and-pencil activities and digital applications (e.g., software and videogames). However, few attempt have been made to integrate the many advantages of traditional, low-cost playful activities with the (often) powerful affordances of digital technologies. Hence, we propose just such a hybrid solution, with a set of mobile applications (apps) designed to foster EF development among early learners in education settings. We opted for such a solution as mobile apps have proved to be familiar, highly usable and well accepted among young children. At a more general level, this contribution seeks to provide useful input on the affordances and indicators that can help guide the effective choice of apps useful for developing EFs, and how these tools can be optimally introduced and employed in traditional teaching and learning programs.

Abstract Inhibition control is one of the executive functions identified as the process by which goals influence prepotent response tendency. Most of the engineering courses include problem solving activities, and it has been proven that cognitive inhibition abilities improve students’ performance. So, understanding the factors that can enhance interference control skills is highly valuable in education. The Stroop task was designed to investigate interference control by evaluating how incongruent conditions can increase response time (RT), called the Stroop effect. In this study, we investigate the impact of indoor temperature (20° C, 24.40° C, and 26° C) on interference control ability using Event-Related Potential (ERP) studies. Ten engineering students from the University of Oklahoma performed Stroop/reverse Stroop tasks using Neurobs’ Presentation (Neurobehavioral Systems, Inc., Albany, CA). The ERP components related to the Stroop effect and the anatomical location of the topographic scalp maps were evaluated. The prefrontal network is active during the process, with one exception. N100-N200 components with higher amplitudes are related to the selective attention observed in this study in all three thermal conditions. The statistical analysis showed a significant impact of the thermal condition on response time in the incongruent condition presented by the Stroop test and general incongruent condition.

This study aims to identify and describe the perceptions of Executive Secretarial professionals about burnout syndrome. The study is relevant because this profession often involves high levels of stress due to the nature of the tasks and the expectations placed on these professionals. A descriptive study was conducted using a mixed-methods approach: quantitative and qualitative. The research applied questionnaires to a representative sample of Executive Secretarial professionals in different sectors, ages, and regions of Brazil. The study revealed that a significant proportion of the Executive Secretarial professionals surveyed had limited or inadequate knowledge about burnout syndrome. Many were unable to correctly identify the symptoms of the condition or understand its main risk factors. In addition, most were not aware of strategies for preventing and managing burnout syndrome. The results highlight the importance of providing additional training and education to Executive Secretarial professionals about burnout in order to improve their perceptive ability, how to prevent and deal with this condition. This can not only benefit mental health, but also contribute to a healthier and more productive work environment in the eyes of these professionals.

Abstract Attention Deficit Hyperactivity Disorder (ADHD) is characterized by "a persistent pattern of inattention and/or hyperactivity-impulsivity that interferes with functioning or development." (Diagnostic and Statistical Manual of Mental Disorders, 2014, p. 59). According to the Diagnostic and Statistical Manual of Mental Disorders (2014, p. 59) the inattention present in ADHD manifests itself "as rambling on tasks, lack of persistence, difficulty maintaining focus, and disorganization. In adults, these symptoms significantly affect occupational performance, leading to difficulties performing occupations that are "necessary activities that people need, want, and are expected to do" (World Federation of Occupational Therapists, 2012a, p. 2). Most have difficulty staying in their jobs, inconstancy in relationships, and when performing adult responsibilities, these instabilities can interfere with and cause feelings of frustration and guilt (Children and Adults with Attention-Deficit/Hyperactivity Disorder, 2022). Occupational performance is characterized as "the achievement of the selected occupation resulting from the dynamic transaction between the client, the context and environment, and the activity or occupation" (American Occupational Therapy Association, 2015, p. 14). In this case the games aim to provide strengthening of the ability to perform these actions, working the executive functions, the "executive functions (EF) refer to the ability to engage in goal-oriented behavior, performing voluntary and self-organized actions" (CAPOVILLA; ASSEF; COZZA, 2007, p. 1).

Treated as one of the biggest challenges in the Brazilian educational system, school failure, despite being multi-causal, is closely linked to learning difficulties associated with aspects of cognition, with special attention to the Executive Control of Memory, which in this study will be represented by the variables: Working Memory (MT), Concentrated Attention (AC) and Motor Reaction Time (TRM). Under neuropsychological aspects, the executive control of memory comprises closely linked phenomena and mechanisms and learning, such as: cognitive flexibility, decision making, attention mechanisms, inhibitory control, selection and integration of current information with information already memorized, in addition to planning and monitoring their own learning and performance. This form of cognitive ability is defined by renowned researchers in the “field” as being preponderant to human learning and performance. Dysfunctions in the executive control of memory are commonly a reflection of innate or non-innate psychopathological issues, may be associated with other comorbidities, and are determinants of school failure in a significant number of Brazilian students. Thus, the main objective of this research project is to verify the impact of the practice of the fighting modality Fencing on the executive control of the memory of students from the public school system, participants of this action research, included in psychopedagogical care for issues related to learning difficulties cognitive. The Field Research technique will be used in this study, with the process of testing the variables under study in moments before and after the intervention with fencing classes. The data obtained in the testing process will be treated in a descriptive statistical perspective. For the inference of the data obtained, the Student T Test for dependent samples will be used. To verify the distribution of data, the Shapiro-Wilk test will be used. As a result, research participants are expected to obtain statistically significant results in the studied variables.

This paper tests whether Rodrik's (1999) results that institutions for conflict management are associated with the ability to react to economic shocks are robust to different ways of defining the quality of such institutions. We measure the quality of conflict management institutions with two different indices. The first is an index of political constraints on the ability of the executive to impose its will. These constraints limit the ability of the government to arbitrarily change the rules of the game and therefore may reduce redistributive struggles. The second index measures the degree of political particularism. We define political particularism as the policymakers' ability to further their career by catering to narrow interests rather than broader national platforms. The indices used in this paper solve the endogeneity and subjectivity biases that affect Rodrik's measure of institutional quality. We find strong support for the idea that high levels of political constraints and intermediate levels of political particularism are associated with a quick recovery from economic shocks.

According to an influential theoretical argument, presidential systems tend to present smaller governments because the separation between those who decide the size of the fiscal purse and those who allocate it creates incentives for lower public expenditures. In practice, forms of government vary greatly, and budget institutions -the rules according to which budgets are drafted, approved, and implemented- are one (of many) drivers of such variation. This paper argues that under more hierarchical budget rules, presidential and parliamentary systems generate a similar incentive structure for the executive branch in shaping the size of government. This hypothesis is tested on a broad cross-section of countries, presidentialism is found to have a negative impact on government size only when executive discretion in the budget process is low (that is, in a context of separation of powers). However, the negative effect of presidentialism on expenditures vanishes or is even reversed when the executive`s discretion over the budget process is higher. Hence, budget institutions that impose restrictions on the legislature`s ability to amend budget proposals can make political regimes look more alike in terms of fiscal outcomes.

We study the impact on learning of a child's rank in the classroom using a unique experiment from Ecuador. Within each school, students were randomly assigned to classrooms in every grade between kindergarten and 6th grade. Therefore, two students with the same ability can have different classroom ranks because of the (random) peer composition of their classroom. To isolate the impact of rank from other peer influences we include classroom fixed effects. Children with higher classroom rank at the beginning of the academic year have significantly higher math test scores at the end of that grade. Classroom rank in math, not language, drives our results. The impact of classroom math rank is larger for younger children, and grows substantially over time. Exogenous changes in classroom rank in math also improve executive function, child happiness, and teacher perceptions of student ability.

Local elections are often contested on the grounds of public safety, but do elected officials have any power to curb crime? Black mayors have particular interest in the issue because Black communities are victimized by high levels of crime and fragile police-community relations. Using data on elections of first-time Black mayors, I find that police forces add more Black officers, a finding that is especially true for mayors with executive authority. Officers arrest 48 fewer potential Black offenders per 10,000 Black residents for crimes where they have the ability to exercise discretion, a finding that is commensurate with the overall reduction in crime. This effect is not visible for similar white arrests. Using changes in the levels of arrests and officers induced by pivotal Black elections, I then estimate the correlation of an additional officer on race-specific arrests. An additional Black officer is related to large reductions in discretionary Black arrests, perhaps suggesting increasing the presence and visibility of Black officers may offer a solution to the “over-policing, under-policing” problem Black communities tend to face.

The budget process is increasingly considered key for reform efforts to improve fiscal outcomes. The authors embark on a political economy analysis of the budget process in Argentina, in the spirit of the IDB project "Political Institutions, Policymaking Processes and Policy Outcomes" in order to understand who determines budget outcomes in Argentina. The paper seeks to characterize the institutional framework that regulates the budget preparation, approval, implementation and control. Furthermore, it identifies which actors are involved both formally and informally in the process at each stage, and seeks to understand their incentives and interactions. The findings include the fact that the President has a de facto role that is much more powerful than what the laws and institutions of the budget process stipulate. However, the rigidity of the budget process, together with other constraints such as macroeconomic shocks, fiscal rules, agreements with International Financial Institutions and the influence of other actors such as governors, legislators and lobbies, have limited the ability of the Executive to substantially modify the budget process. The paper includes the analytical framework, and a discussion of some relevant literature on the Argentine budget process; an outline of the political and economic environment in which the budget process has evolved, and an outline of the formal rules of the budget process. Finally, an analysis of the actual workings of the budget process, and how the workings of the budget process are related to fiscal policy outcomes.

The RISE (Research on Improving Systems of Education) Programme political economy team focused on “adoption” (PET-A) examines the political conditions required to put learning at the center of an education system. This work stream has produced 12 historical case studies and three synthesis papers which draw on this rich material. This paper is part of the latter effort and offers a comparative analysis across five of the countries with RISE Country Research Teams (Ethiopia, Indonesia, Pakistan, Tanzania, and Vietnam), as well as additional case studies focusing on Chile and Peru. Building on the RISE systems framework (Pritchett, 2015), our political economy analysis incorporates issues of competing interests, power, and political strategy. We focus on the promoters and blockers of learning-oriented education reform and their respective powers and strategies to parse out the political contestations that are endemic to the reform processes that impact system coherence around learning. In this paper, we present a binding constraints framework to explore what a politics for learning might look like and examine areas of intervention that present critical bottlenecks impeding a country’s ability to deliver learning outcomes which, if addressed, pose the potential for large impact relative to other constraints. We draw upon the PET-A country case studies to include analysis of different factions and reform champions within government, including but not limited to the executive office (president/prime minister), Ministry of Finance, Ministry of Education, competing ministries, decentralized government levels, and local leaders. In doing, we elucidate how politics permeate nearly all accountability relationships in education systems and the likelihood that any given program will positively impact learning.
