Purpose: The independence of the economic policy of national states in the European Union is a relevant and politically controversial issue as notions of lost sovereignty are often evoked by populist political options. It is therefore important to distinctly outline the actual state of affairs. Methodology: Methodology is descriptive and comparative. The article starts by surveying traditional and recent political, institutional and economic arguments on policy convergence in areas undergoing economic integration. The article continues by contrasting the complex notion of economic sovereignty and the ongoing development of economic policy constrictions of EU (and eurozone) membership. Croatia is then compared to relevant economies in key economic policies in response to the crisis of 2008/09 in order to evaluate the maneuvering room left by the various policy constrictions. Results: Particular attention is devoted to the comparison of exchange rate policy, fiscal policy and monetary policy employed by member states in response to the crisis of 2008/09. While economic independence in terms of crisis management is clearly reduced by virtue of EU and eurozone membership, its effects should not be felt as a change of policy direction in the case of Croatia. Conclusion: We conclude that the policy restrictions imposed by EU membership and expected entry into the eurozone are in line with economic restraints and exhibited national policy preferences prior to EU accession.

Electric Vehicle (EV) has become an increasingly important topic in recent years due to energy and environmental concerns. Governments started to focus on remedies to the upcoming climate change threat and seek solutions through policies and regulations. The negative impact of carbon emissions along with pressure from governmental and social organizations force automotive manufacturers to shift to alternative energy sources. However, EV transition is a complex problem because its stakeholders are very diverse including governments, policy makers, EV manufacturers, and Non-Government Organizations (NGOs). Consequently, the barriers to EV adoption are not only consumer oriented, rather exist under many categories. The literature has yet to offer a comprehensive, quantified list of barriers to EV adoption. Although the enacted policies are known, the effectiveness of these policies in mitigating EV adoption is not known.

The objective of this research is to assess policy alternatives for mitigation of EV adoption barriers by developing a comprehensive evaluation model. Barriers are grouped under Social, Technical, Environmental, Economic and Political (STEEP) perspectives that are perceived by decision makers as important for adoption process. The decision model of research links the perspectives to barriers, and policy alternatives. The research implements the hierarchical decision model (HDM) to construct a generalized policy assessment framework.

Data for EV adoption barriers were collected from the abovementioned stakeholders.

Experts’ qualitative judgments were collected and quantified using the pair-wise comparison method. The final rankings and effectiveness of policy alternatives were calculated. This research’s results showed that the most important perspective is Economic. The top three most important barriers to EV adoption were identified as Initial Cost, Battery Cost, and Entrenched Technology Resistance, respectively. The most effective policy in mitigating EV adoption barriers is R&D Incentives. The research also extended the policy effectiveness research with Policy Effectiveness Curves by reaching out to additional experts. These curves helped determine the effectiveness of each of the 6 policies at different implementation levels. Based on these results, 25 scenarios were applied by combinations of policies at different implementation levels to investigate how the effectiveness of policies can change compared to today’s conditions.

Norway has become a global forerunner in the field of electromobility and the BEV market share is far higher than in any other country. One likely reason for this is strong incentives for promoting purchase and ownership of BEVs. The purpose of this study is to describe the role of incentives for promoting BEVs, and to determine what incentives are critical for deciding to buy a BEV and what groups of buyers respond to different types of incentives. The questions are answered with data from a survey among nearly 3400 BEV owners in Norway. Exemptions from purchase tax and VAT are critical incentives for more than 80% of the respondents. This is very much in line with previous research, which suggests that up-front price reduction is the most powerful incentive in promoting EV adoption. To a substantial number of BEV owners, however, exemption from road tolling or bus lane access is the only decisive factor. Analyses show that there are clear delineations between incentive groups, both in terms of age, gender, and education. Income is a less prominent predictor, which probably results from the competitive price of BEVs in the Norwegian market. Perhaps most interesting is the assumed relation between incentives and character of transport systems the respondents engage in.

With current research, dwindling fossil fuels supplies and rising prices, an alternative source of energy to power motor vehicle is urgently required. Auto industry sectors are leading the charge in the field of electrical vehicles, which they see as a long-term answer for both the auto industry & the environment in India. EV presence in on Indian roadways is quite minimal in the current market context, despite the fact that the Indian government is enacting EV laws. The main rationale for the Indian government’s support for the EV policy is that electrical vehicles reduce reliance on oil, reduce greenhouse gas emission, and improve air quality. The biggest contaminant has been identified as coming from metropolitan areas. As a result, it is critical that residents of these cities recognise the importance of doing their part to minimise the consumption of life-threatening gases and pollutants. The goal of this study was to look at “Consumer perception of Electrical Vehicles in India.” Despite the fact that research in this subject is progressively gathering up steam, it remains one of India’s most overlooked segments.

EV charging is important for EV adoption, and entrepreneurship is also important for EV adoption; therefore, it is important that we must understand what mobilizes or prevents EV charging entrepreneurship. This chapter aimed at explaining drivers of EV charging entrepreneurship. A survey of 121 potential entrepreneurs shows that personal attitude, self-confidence, and opportunity perceptions shape the decision to engage in EV charging entrepreneurship. Policy measures to boost EV charging entrepreneurship have been suggested.

Electric Vehicle (EV) sharing systems have recently experienced unprecedented growth across the world. One of the key challenges in their operation is vehicle rebalancing, i.e., repositioning the EVs across stations to better satisfy future user demand. This is particularly challenging in the shared EV context, because i) the range of EVs is limited while charging time is substantial, which constrains the rebalancing options; and ii) as a new mobility trend, most of the current EV sharing systems are still continuously expanding their station networks, i.e., the targets for rebalancing can change over time. To tackle these challenges, in this paper we model the rebalancing task as a Multi-Agent Reinforcement Learning (MARL) problem, which directly takes the range and charging properties of the EVs into account. We propose a novel approach of policy optimization with action cascading, which isolates the non-stationarity locally, and use two connected networks to solve the formulated MARL. We evaluate the proposed approach using a simulator calibrated with 1-year operation data from a real EV sharing system. Results show that our approach significantly outperforms the state-of-the-art, offering up to 14% gain in order satisfied rate and 12% increase in net revenue.

However, while national and international market shares of EVs have been rising with exponential rates, access to EVs of low-income populations has been significantly slower. This research developed a business model for expanding the EV market to low-income Californians. The team developed the model from qualitative data from various stakeholders, including Electric and Solar Companies, Professional and Community-Based Organizations, State Agencies, research institutions, and more, which enabled insights regarding various barriers that hinder the adoption of EVs. The team also used a state-wide survey to understand the barriers from the point of view of lower income Californians. The business model created from this data can be used by state administrators, policy makers, and social emprises to mitigate the barriers faced by low-income Californians within the EV market.

Geopolitical tensions between Western countries and China are prompting the European Union to attempt to reduce China’s economic exposure. This poses a particularly serious challenge to the Hungarian government, whose economic policy cornerstone is to create a manufacturing base for the interconnected European and Asian electric car value chains. This paper seeks to answer the question how the European Union can realistically attempt to reduce the European electric car industry’s dependence on China by exploring mergers in the European electric car industry and the Chinese battery industry. The study concludes by discussing whether the Hungarian government should maintain its current economic policy in the future or whether it needs to reconsider it due to the high risks involved.

Passenger cars and trucks are one of the largest sources of global warming emissions in the US. Electric vehicles (EVs) have the potential to dramatically reduce these emissions, especially when charged by low-carbon renewable electricity. New UCS analysis finds that over its lifetime—from manufacturing to operation to disposal—the average new battery electric vehicle produces more than 50 percent less global warming pollution than a comparable gasoline or diesel vehicle. Based on the most recently available data on power plant emissions and EV sales, driving the average EV in the US produces global warming emissions equal to a gasoline vehicle that gets 91 miles per gallon. To speed climate benefits and to encourage more drivers to choose electric vehicles, the report recommends policy changes and investments to bring even more renewable energy onto the grid, develop robust battery recycling programs to help reduce manufacturing impacts, and make EVs more accessible and affordable.
