The article is dedicated to the exploring essential foundation of the idea of Greater Eurasia and tries to conceptualize it. It is revealed why political and economic researches of Greater Eurasia are inevitably tend to appeal to philosophical methodology. Historically gathering of huge territory follows one of the three ways: imperial, military or political union and integration. One of the key parts of the article focuses on dispelling the widespread opinion that Greater Eurasia is an integration project. For this purpose, the integration parameters are outlined and comparative analysis with the European union is performed. In the end author outlines the essence of Greater Eurasia as a project of intercivilization defense alliance axiologically confronting the Western civilization project.

The author argues that Russian–Chinese rapprochement is a fundamental feature of the current changing system of international relations. Apart from its own significance, it has become important because it stimulated and, in some cases, laid the foundation for many broader international processes: the creation of the multipolar world, the emergence of such international groups and organisations as BRICS and Shanghai Cooperation Organisation (SCO), the coordination between Eurasian Economic Union and the Chinese initiative of Silk Road Economic Belt and others. Recently, all these processes led to the idea of Greater Eurasia or Eurasian partnership.

Streszczenie:
The «Belе and Road Initiative» (BRI), proposed by China, marked a new phase in its external openness and growing desire to influence regional and global processes. However, BRI should not be viewed solely as a Chinese blueprint for restructuring Eurasia. The broad interpretative and geographical scope set by Chinese authorities allows flexibility in adapting the initiative to specific regions and countries, which is strategic for modifying or withdrawing commitments as needed. This paper examines why BRI has not become the foundation for a Chinese concept of Eurasia despite its significant impact on regional geopolitics. Our analysis begins with a critical examination of President Xi Jinping's speech at Nazarbayev University in 2013, identifying the nuanced usage of «Eurasia» that primarily refers to the post-Soviet space rather than the entire Eurasian continent. We delve into the subsequent official documents, noting the delay and ambiguity in defining the geographical and conceptual boundaries of BRI. The 2015 document, "Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road," illustrates the initiative's extensive and vague geographical scope, indicating that China did not initially aim for a broad Eurasian strategy.By employing Critical Discourse Analysis (CDA), we uncover how China's official rhetoric strategically frames BRI. The analysis reveals that Chinese discourse emphasizes bilateral rather than multilateral engagements within Eurasia, reflecting a «point-to-point» rather than a networked approach. This strategic ambiguity allows China to navigate its relationships with key regional players, notably Russia and the Central Asian states, without committing to a comprehensive Eurasian integration framework. The findings highlight the cautious and adaptive nature of China's engagement with Eurasia. The shift from a regional to a global scope in BRI discourse underscores China's pragmatic approach in balancing its regional ambitions with global aspirations.

The term Eurasia is a contentious and illusive one and there is no consensus or agreement among authors on its meanings, implications and ramifications. President Nursultan Nazarbayev of the Republic of Kazakhstan introduced and developed his own vision, policies, perceptions and values of Eurasianism which he has been propagating and practicing on a continuous and consistent basis. In fact, the concept of Eurasianism and Eurasian policies have turned into state ideologies which are reflected in domestic, regional and foreign policies as well as in the foundation of the recent regional integration process. The purpose of the article is: to study and review the genesis of the old, popular as well as contemporary schools and thoughts of Eurasianism, their underlying goals, objectives and purposes in order to locate and understand Kazakhstan's views and concepts of Eurasianism in a broad historical and comparative perspectives; to review and critically analyze how President Nazarbayev's visions and policies of Eurasianism are reflected in the country's domestic, regional and foreign policies and what are their implications.

Dido’s foundation legend of Carthage survives as a basic archetype for numerous foundation legends of Eurasia throughout the Middle Ages. The stratagem of the ox-hide is repeatedly referred as main theme of the foundation of towns, cities, and kingdoms, from the British Islands to the Balkans and eastern Eurasia. By the time of the genesis of the new nation – states in the Balkans the Didonian archetype has been re-proposed in the case of the foundation of the town of Naoussa, in Northern Greece, now with the Ottoman conqueror of the Balkans playing the role of Dido. His name was Gazi Evrenoz Beg, a Greek renegade who appears in a Greek manuscript found in Naoussa with attributes and characteristics taken by the Graeco-Roman vernacular and written tradition. In this article is studied and analyzed the survival of the ancient myth in the modern times focusing on the reproduction of it in the nineteenth century Balkans.

At the ceremony dedicated to the 75th anniversary of Auschwitz liberation held in Yad Vashem Holocaust Commemoration Centre, Jerusalem, no complete truth about the Holocaust and Israeli state necessity, based on investigation of anti-Semitic crimes, was disclosed by any of Eurasian leaders. A careful examination of the Holocaust and foundation of the Israeli state shows that not only Germany and Nazi committed high and atrocious military and civil crimes against the Jewish people. The total Eurasian attitude towards the Jews was highly negative just before, during and after World War II. Soviet Union and Great Britain contributed most to the deferral of the Israeli state foundation. If the war had lasted longer and had ended in 1947 instead of 1945, there would not have been a single Jew in Eurasia because of mutual Eurasian aggression towards the Jewish people. Now, 75 years after, it is high time we revealed the importance of the Israeli state for Eurasian Jews and demythologize Eurasian “help” to the victims of Holocaust.

The article aims to specify the influence of the projects the Greater Eurasia and the Indo-Pacific Region on the prospective relations between Russia and ASEAN. The key component of its novelty is the authors’ original criteria of comparing the two projects: the degree of consolidating agenda of cooperation between their current and prospective participants, the congruence with the East Asia’s – assuming that it will be the economic driver of the forthcoming Greater Eurasia and Indo-Pacific Region – modality of multilateral dialogue and the preconditions for the survivability of both projects in the long-term perspective. Making this comparison, the authors substantiate the view that the Greater Euraya sian Partnership is far more competitive that the Indo-Pacific Region. Exploring cooperation between Russia and ASEAN through the prism of their forthcoming strategic partnership, the authors offer an original interpretation of the reasons behind the presently insufficient cooperation and its most likely future directions proceeding from the mutual influence of Russia’s and ASEAN’s prospective planning and the emerging global context. In the near future, combating international terrorism and strengthening connectivity will come to the forefront of Russia’s and ASEAN’s priorities, with the focus shifting from Southeast Asia to the Eurasian area. In the authors’ view, if the present trends continue the aftereffects of the Indo-Pacific Region can stimulate downward trends in the Russia-ASEAN relationship. This will be premised upon the decrease in effectiveness of the Asia-Pacific multilateral dialogue platforms, likely Russian-Chinese joint maneuvers in the South China Sea and the necessity to specify, along with lack of impressive results, the essence of the Comprehensive Strategic Partnership between Russia and Vietnam as the foundation for the Russia-ASEAN strategic partnership. In its turn, the Greater Eurasia offers Russia and the association new promising possibilities, among which of particular importance are the development of connectivity narrative in Eurasia and combating international terrorism by means of adopting the ASEAN-led dialogue platforms ARF, ADMM+8 and EAS to the future system of security, cooperation and co-development from Lisbon to Jakarta. The realization of the forthcoming shift from the Asian century to the Eurasian century and the emergence of the Greater Eurasia as the second center in the global politics will allow Russia and the association to expand and diversify their cooperation and, in perspective, to develop it on the self-supporting and self-reproducing basis.

The article is devoted to the heritage of the Roerich family – Nikolai Konstantinovich, Elena Ivanovna, Yuri Nikolaevich, Svyatoslav Nikolaevich, and its role in the current situation of world crisis, especially for the Eurasian geopolitical space. The authors substantiate the thesis that the political and cultural views of the Roerich family matured parallel to the movement of the Eurasians and in a number of aspects specify many their ideas. The authors reveal and explore the relevance and predictability of the key principles held by the Roerich family concerning the perspectives of Russia and the areas of Eurasian cooperation. In the legacy of the Roerich family, the main features of the impending global crisis are described in a visionary way. They saw a way out of the crisis in establishing the primacy of culture over economy, the primacy of the spiritual over the material. The Roerichs warned of the dangers of a barbaric relationship with nature, robotization and decomposition of consciousness. Their warnings about the dangers of a mechanical civilization are confirmed in the work of modern analysts. According to Roerichs, the ideal of cooperation and cooperation should become the basis of relations between peoples. The Roerichs emphasized the special importance of the Russian-Mongolian and Russian-Indian ties forming a geopolitical and spiritual “middle cross” of Eurasia. The commonality of the environmental, cultural and economic problems of the two great mountain regions of the Earth is a solid foundation for future cooperation between scientists in the space of Eurasia.

The main directions of integration processes in the post-Soviet space are analyzed in the context of their significance for the countries of the region, defined in the article as Eurasia. The essential characteristic of the concepts of “Eurasianism” and “Eurasian integration” is given. Some scientific approaches to the definition of these concepts are also presented. Particular attention is paid to the two leading international structures in the Eurasia region – the Shanghai Cooperation Organization (SCO) and the Eurasian Economic Union (EAEU). Today, the processes of implementing the ideas of Eurasianism and Eurasian integration are associated, first of all, with the development of the EAEU. But the whole picture looks inferior without taking into account the activities of the SCO. This organization aims to implement interaction between European and Asian states, and, therefore, the ideas that underlie Eurasian integration. The Shanghai Cooperation Organization claims to be actively involved in global affairs, and remains one of the most significant forces in the processes taking place in the Eurasian geopolitical space. The ideas of Eurasian integration that arose more than 100 years ago continue to be an integral part of economic and political rapprochement of the peoples of the former USSR. This process itself is not easy due to both external and internal factors. But in any case, it can be stated with confidence: the Eurasian states are trying to create integration associations in various formats, to solve issues of mutual interest with their help. And this process affects most of the states of the Eurasian continent. The future development of both individual states of Eurasia, and the entire continent as a whole, depends on results of the integration processes promoted within the framework of the EAEU and SCO. The textbook presents an up-to-date view of the history of the law of foreign countries through the prism of identity, equivalence and diversity of legal traditions of the peoples of the East and West. The subject of study is the content of the leading legal traditions that give an idea of the range of historical types of law, the trends and conditions of their development from archaic forms to more complex ones, the possibilities of their renewal and reception when changing social patterns. Each legal tradition is considered according to a common analytical model: 1) historical context and bearers of tradition, 2) forms of law, the basis of its understanding, interpretation, application, 3) characteristic institutions in the most important areas of legal regulation. The first volume of the textbook explains the theoretical foundations of the historical and legal narrative, as well as the legal traditions of agrarian societies of Eurasia from the perspective of three ideal types: "the law of judges" (a means of resolving disputes in Mesopotamia, republican Rome, medieval England), "the law of scientists" (the path of righteous life in India, Islamic countries of the Middle East, medieval Western Europe), "the right of the ruler" (a means of managing society in imperial China). The textbook meets the requirements of the Federal State Educational Standard of Higher Education and the educational standards of MGIMO of the Ministry of Foreign Affairs of Russia in the field of "Jurisprudence". For undergraduate students, postgraduates and teachers of law schools and faculties of Russia and CIS countries.

This open access book is about the successes and challenges of the institutions and individuals who transformed early child education in Central, Eastern and Southern Europe (CEE) and Eurasia in response to the political transitions to democracy in the 1990’s. Through new interviews and unpublished reports, the book gives voice to committed practitioners, researchers and policymakers who are developing inspiring services for and with young children and their families, including children who live in very difficult circumstances. They work with children affected by war, refugee families with young children, children who live in poverty, children of minorities, and children with disabilities and developmental delays. The voices of these pedagogues, experts and NGO leaders, who were supported by the Open Society Foundations Early Childhood Program, bring inspiring messages to those in the field of early childhood seeking to promote democratic values and social inclusion. The book traces the extension of programs to Africa and Asia and explores how strategies used to transform early childhood education following the political and social transformations in Europe and Eurasia can inform responsive reforms and innovations in early childhood education today and in the future. This chapter first theorizes as if each system leader has been similar in terms of the resource foundations it has brought to the arena and what it has been able to do with those foundations. Earlier leaders were much weaker than later leaders. What accounts for the difference? Our answer is that system leaders have had variable claims to leads in commerce, technology, and energy. When they combined all three, they became very powerful. The chapter then addresses one of the central issues of Big History: the swinging of the socioeconomic, military, and political lead from western Eurasia to eastern Eurasia and back to western Eurasia and North America in what is sometimes referred to as the “Great Divergence.” This oscillation was put in motion by the discovery of agricultural techniques that gave the West a lead to innovate all sorts of things. Gradually the East caught up, until at one point Rome and Han China were roughly equal. After Rome declined and the Han Empire fragmented, China came back in the Sui–Tang–Song dynasty period, while western Europe remained fragmented. However, the medieval Chinese lead did not persist. Ultimately, the West was able to forge ahead by combining new energy sources and technology. Now, China may be catching up once again.

AbstractIn 2021, Kyrgyzstan held a referendum, adopting its new Constitution. From the very beginning, the document itself obliquely announces that the state is taking a course towards a “neo-traditionalist” approach, a policy that risks exalting traditions, customs and spirituality above the Law. Some ancestral traditional practices are known to have a negative connotation and remain an obstacle to the rights of Kyrgyz women and girls. Thereby, this chapter focuses on analysis of the new constitutional framework of Kyrgyzstan from a gender perspective, highlighting the threats of the “neo-traditionalist” approach to women’s rights. The first part gives the reader a general introduction to the current situation with gender equality in Kyrgyzstan and its legal regulation, followed by highlighting the role of the OSCE in supporting and developing gender-sensitive legal foundations in the country. The final part analyses the “neo-traditionalist” orientations in the new constitutional framework of Kyrgyzstan and their possible impact on the position and rights of Kyrgyz women and girls.

AbstractTeahouses (chaikhana) in the Ferghana Valley of Kyrgyzstan, Tajikistan, and Uzbekistan provide social benefits and help facilitate the development of civil society. Civil society formation in Central Asia does not operate in the same ways as conventional accounts of civil societies claim due to government control, interference, and repression. As such, civil society forms in the peripheries of society, outside the reach of government control. Through interviews and non-participant observations conducted in 2021 throughout the Ferghana Valley, I aim to understand the specific ways in which chaikhana operate in the social sphere, allowing civil society to function outside the government’s control and, in turn, laying the foundations for civil society development. This research determines that, although governments try to limit the ability of social networks and freedom of expression, these connections occur through meetings in social spaces, such as in teahouses. This research will fill the gaps in understanding why chaikhana are still allowed to operate, even though they are prime locations for the development of civil society. In summary, this research seeks to understand the chaikhana’s role as an integral component of Central Asian civil society and the ways in which it continues to operate under adverse governmental and societal conditions.

This chapter lays the foundation for the analysis of the post-Soviet Eurasian regional organizations. First, it provides empirical details necessary for understanding the evolution of regionalism in this part of the world. Second, it identifies three specific factors affecting the development of Eurasian regionalism: the role of historical legacies of the Communist era; the role of the limiting factor as a specific feature of many economies in Eurasia; and the impact of territorial conflicts and secessionism. The chapter analyzes how these features affected the development trajectories of Eurasian regionalism, as well as discusses whether, because of these specific phenomena, a study of regionalism in Eurasia can produce generalizable results.

This article explores grain crop movement across prehistoric Eurasia. It draws on evidence from archaeobotany, stable isotope studies, and archaeogenetics to date and map the process of food globalisation, and relate it to human consumption, culinary practice and crop ecology. It reviews the findings of a project funded by the European Research Council, Food Globalization in Prehistory, placed in the context of the expansion of research across Eurasia over the last two decades. This major episode of food globalisation has discernible roots in the third millennium BC, which during the second millennium BC fully crystallises into a contiguous network following foothills and mountain corridors with the Himalayan uplift at its heart. We infer a significant bottom-up component to the establishment of this pattern, which serves as a prelude for the top-down valley-bottom agrarian systems that recur from the second millennium BC onwards.

The EAEU signed with Vietnam a free trade agreement in 2015 and it is negotiating on similar treaties with some other states of the ASEAN. The Association expressed readiness to consider the issue of a comprehensive free trade zone between the EAEU and the ASEAN. In November 2018 the Eurasian Economic Commission and the ASEAN Secretariat adopted a memorandum of understanding. The Mongol Empire, which emerged as a result of the Mongol unity under the leadership of Genghis Khan has left its mark on world history as the world’s largest land empire ever. It is as difficult to establishing establish such an enormous state and to keep it alive. For this reason, thanks to the public diplomacy, which was laid down by Genghis Khan and passed on to future generations with the Steppe Law, which is known as the Genghis Law, it has succeeded in attaining the identity of a world empire politically, economically, and culturally. It is worth mentioning that the foundations of this policy put forward by Genghis Khan correspond to the Turkic perception of world domination. As Genghis Khan believed in one God and one state as is the case according to Chinese and the Turkic state traditions. He put forward a holistic worldview in political, economic, and cultural terms: Genghis Khan’s successors also continued to further his vision in all the lands they conquered, and especially in Eurasia which they dominated. After the second half of the XIIIth century, Mongol Empire ruled in Eurasia for more than a century and has been one of the first and most important examples of the holistic worldview with the policies followed by the Mongolian Khans.

We drew attention in our study to two directions of the growing regionalism in the Post – Soviet countries. The regionalism in the Post – Soviet Space has an indecisive character. A group of the country (Ukraine, Moldova, South Caucasus countries) is evaluating the regionalism as a medium of the integration with global markets and liberal world, but the other group (leading through Russia, Belarus and countries of Central Asia) see the regionalism as a factor, which is against the globalism. We made a conceptional analyze in the first part of our study. The second part of our study contents the implementation. The main these of our study “Regionalism processes in the Post – Soviet space” have been researched and analyzed under the title of Commonwealth of Independent States and Eurasian Economic Union. The foundation of the Eurasia Economic Union with the aim of more supporting of the economically integration in the Post – Soviet countries is a very important example of the new regionalism tendencies. There will be analyzed in our studies the phases of the Eurasian Economic Union – Eurasian Economic Community, Custom Union and Common Economic Space in scope of regionalism concept. This paper asks whether Kyrgyzstan should take part in the newly established Customs Union among Belarus, Kazakhstan and Russia or in the World Trade Organization (WTO). From the start of the foundation of the new Customs Union there have been deep discussions among the proponents and opponents of organization. This issue attracted extra attention and interest because the new Customs Union includes non-members of the World Trade Organization such as Russia, Belarus, and Kazakhstan. In Addition, the new Customs Union, unlike previous regional trade agreements, has formed a supranational body –the Custom Union Commission - which will decide on Common External Tariffs. Kyrgyzstan is already a member country of WTO and is going to join the new Customs Union. How will this membership work for Kyrgyzstan in short and long-term period? Will the new Customs Union be substitutive or complementary to the WTO in the development of international trade of Kyrgyzstan? Which side would be more beneficial for Kyrgyzstan: membership to a regional Customs Union or to a multilateral WTO? This paper hopes to answer these main questions. This paper will have five sections. Section one will provide a brief introduction. Section two will analyze the development of regionalism and multilateralism in the region. In section three, theoretical compatibility of regionalism and multilateralism will be discussed. Section four will determine what can be proposed for the current situation of Kyrgyzstan according to selected theoretical literature. Concluding remarks will be given in last section.

Streszczenie:
In the 1990s, Turkmenistan’s government dismantled Soviet educational provision, replacing it with lower quality schooling. The Başkent Foundation schools represent the concerted ef- forts of teachers and sponsors to offer socially conscious education grounded in science and math with an international focus. This case study of the Başkent Foundation schools in Turkmenistan establishes the vitality of Gülen schools outside of the Turkish Republic and their key role in offering Central Asian families an important choice in secular, general education. The paper discusses the appeal of the schools’ curriculum to parents and students, and records a decade-long success both in educating students and in laying the foundations of civil society: in Turkmenistan the Gülen movement offers the only general education outside of state provision and control. This is particularly significant as most scholars deny that there is any semblance of civil society in Turkmenistan. Notes: The author has been conducting interviews and recording the influence of Başkent schools in Turkmenistan since working as Instructor at the International Turkmen-Turk University in 1997. In May 2007 she visited the schools in the capital Ashgabat, and the northern province of Daşoguz, to explore further the contribution Gülen schools are making. The recent death of Turkmenistan’s president will most likely result in major reforms in education. Documentation of how a shift at the centre of state power affects provincial Gülen schools will enrich this conference’s broader discussion of the movement’s social impact. The history of Gülen-inspired schools in Central Asia reveals as much about the Gülen movement as it does about transition in the Muslim world. While acknowledging that transition in the 21st century includes new political and global considerations, it must be viewed in a historical context that illustrates how change, renewal and questioning are longstanding in- herent to Islamic tradition. In the former Soviet Union, the Gülen movement contributed to the Muslim people’s transi- tion out of the communist experience. Since USSR fell in 1991, participants in Fethullah Gülen’s spiritual movement have contributed to its mission by successfully building schools, offering English language courses for adults, and consciously supporting nascent civil so- ciety throughout Eurasia. Not only in Turkic speaking regions, but also as far as Mongolia and Southeast Asia, the so-called “Turkish schools” have succeeded in creating sustainable systems of private schools that offer quality education to ethnically and religiously diverse populations. The model is applicable on the whole; Gülen’s movement has played a vital role in offering Eurasia’s youth an alternative to state-sponsored schooling. Recognition of the broad accomplishments of Gülen schools in Eurasia raises questions about how these schools function on a daily basis and how they have remained successful. What kind of world are they preparing students for? How do the schools differ from traditional Muslim schools (maktabs or madrasas)? Do they offer an alternative to Arab methods of learning? Success in Turkmenistan is especially notable due to the dramatic politicization of education under nationalistic socio-cultural programmes in that Central Asian country. Since the establishment of the first boarding school, named after Turkish Prime Minister Turgut Ozal, in 1991 the Gülen schools have prospered despite Turkmenistan’s extreme political conditions and severely weakened social systems. How did this network of foreign schools, connected to a faith-based movement, manage to flourish under Turkmenistan’s capricious dictator- ship? In essence, Gülen-inspired schools have been consistently successful in Turkmenistan because a secular curriculum partnered with a strong moral framework appeals to parents and students without threatening the state. This hypothesis encourages further consideration of the cemaat’s ethos and Gülen’s philosophies such as the imperative of activism (aksiyon), the compatibility of Islam and modernity, and the high value Islamic traditions assign to education. Focusing on this particular set of “Turkish schools” in Turkmenistan provides details and data from which we can consider broader complexities of the movement as a whole. In particular, the study illustrates that current transitions in the Muslim world have long, complex histories that extend beyond today’s immediate questions about Islam, modernity, or extremism.
