The end of the Cold War drew increasing attention to ongoing and new ethnic conflicts—particularly because many of the high-profile new conflicts broke out amid the ruins of communism. Since 11 September 2001 there has been even more discussion about whether and how Islam contributes to international and civilizational conflict. However, there has been little work attempting to understand whether Islam plays any distinctive role in ethnic conflicts. Much work on ethnic conflict assumes that Islam is just one possible component of ethnic and national identities, and that it has no distinctive influence. Others examine whether Islam always has a similar impact on ethnic conflict—typically based upon identifying states or minority groups as having majority Muslim populations.

The paper underscores the nature of conflict and examines ethnic and communal conflicts in Nigeria. It proposes a mechanism for resolving ethnic conflicts, which melds the theory of conflict, conflict resolution, and peace-building with traditional African values. It also highlights the importance of empowering local community leaders with appropriate skills in conflict prevention, management, and resolution without recourse to external intervention. Given that the abandonment of ‘utility-laden’ traditional mechanisms of conflict resolution for foreign models mostly gave rise to the myriads of avoidable violent conflicts all over Africa, it becomes a desideratum to revive and promote hitherto traditional mechanisms of conflict resolution in Nigeria. The paper adopts the historical and analytical method of research deploying secondary data to achieve its aim. The paper in its little form contributes to the trajectory of alternative conflict resolution process of ethnic and community conflicts in Nigeria, which serves as a possible model for other African nations.

Why are some ethnic groups embroiled in communal conflicts while others are comparably peaceful? We explore the group-specific correlates of communal conflicts in Africa by utilizing a novel dataset combining ethnographic information on group characteristics with conflict data. Specifically, we investigate whether features of the customary political institutions of ethnic groups matter for their communal-conflict involvement. We show how institutional explanations for conflict, developed to explain state-based wars, can be successfully applied to the customary institutions of ethnic groups. We argue that customary institutions can pacify through facilitating credible nonviolent bargaining. Studying 143 ethnic groups, we provide large-N evidence for such an ‘ethnic civil peace’, showing that groups with a higher number of formalized customary institutions, like houses of chiefs, courts and legislatures, are less prone to communal conflict, both internally and with other groups. We also find some evidence, although slightly weaker, that groups with more inclusive or ‘democratic’ customary institutions are less prone to communal conflicts.

It is often argued that ethnic conflict is an extreme example of nepotism, and is genetically based. This may be so: in the EEA (the environment of evolutionary adaptedness), such conflict may have been fitness improving, and we may be descended from those who participated successfully in such conflicts. This would provide us with a “taste” for xenophobia. But this taste can be overcome relatively easily, as shown by the changes in behavior in the United States in the 50 years since racial segregation was outlawed. Moreover, in today's world, such conflict does not provide benefits. There are several reasons for this, but the most important (and one that is often overlooked, even by evolutionists) is the possibility of gains from trade in exchanges between ethnic groups. While ethnic relations in the EEA may have approximated a zero-sum game, today a prisoner's dilemma is a more appropriate model for interactions, so that there are significant gains from cooperation. If we want to reduce the amount of conflict in the world, it is probably better to rely on increasing gains from trade than on increased size of in-groups, since the latter strategy will reach a natural limit.

This thesis is investigating both in theoretical and empirical terms the relationship between the features of ethnic distribution and the probability of con ict. The thesis is composed of four chapters. The rst chapter is the introduction to the thesis in which I brie y summarize the main problems related to the existing literature on ethnic diversity and con ict and I present an overview of the measures of ethnic diversity commonly used in the literature. In the second chapter I propose a theoretical model that speci es the potential of con ict in a society as a function of the population distribution across ethnic groups. I axiomatically derive a general parametric class of indices of con ict potential that combines the groups' e ective power and the between-groups interaction. The e ective power of a group is a function of a group's relative size but it also depends on the relative sizes of all the other groups in the population. The interaction component, on the other hand, is given by the probability of interaction between the members of one group with those of other groups. I show that for certain parameter values the index reduces to the existing indices of ethnic diversity, while in general the indices combine in a non-linear way three di erent aspects of ethnic diversity, namely the fractionalization, the polarization and the ethnic dominance. The results of the model share some common features with the literature on con icts in contests and the literature on voting power indices. In particular, the power component of the extreme element of the class of indices is intuitively related to the de nition of voting power in a simple majority game. In that particular case, the value of the e ective power is given by the relative Penrose-Banzhaf index of voting power calculated over the shares of populations associated to each ethnic group. In the third chapter I investigate empirically the role of ethnic diversity in the explanation of the ethnic con ict outbreak. The empirical performance of the indices of con ict potential developed in the second chapter is tested against the existing distributional indices of ethnic diversity within the context of the commonly used logistic model that focuses on the onset of ethnic con icts in a time range from 1946 to 2005. Together with the set of the explanatory variables for structural conditions and country characteristics, I take advantage of the recent "Ethnic Power Relations" data set which includes additional information on the political exclusion and competition along ethnic lines and it o ers the best coding for ethnic wars. The results obtained suggest that the indices of con ict potential outperform the existing indices of ethnic diversity in the explanation of ethnic con ict onset. This evidence is robust to the inclusion of a larger set of regressors, time and regional controls as well as to several other estimation techniques. The fourth chapter explores empirically the determinants of con ict duration with a particular attention to the potential role of ethnic diversity together with ethnic politics and competition dynamics. The rst part of the chapter presents an overview of the existing literature on con ict duration, the main data cources and the related econometric issues. The second part of the chapter consists in a non-parametric and a parametric survival analysis of the duration of ethnic con ict where we address in detail the issues of non-proportionality of the hazard function, the unmeasured heterogeneity and the presence of "repeated events". The results suggest that there is a statistically signi cant and robust association between ethnic distribution and con ict duration, together with other commonly used explanatory variables in the literature on con ict duration.

This thesis considers a complete information model of ethnic conflict where the dominated group consists of heterogeneous agents, but the dominant group can only bargain with the dominated group as a whole. This broadly captures a political system with race-based parties and coalitions. Moreover in this thesis the dominant group can make credible ex-ante transfers to the dominated group outside a standard bargaining framework. Then conditions arise where conflict occurs.

This thesis utilises a socio-psychological approach to reconciliation to explore the process of reconciliation between groups divided by intractable ethnic conflict in the Mindanao-Sulu region of the Philippines. It suggests that, in order for reconciliation to advance, group identities, in the form of a specific configuration of societal beliefs held by ethnic groups in such situations, require transformation. Specifically, this study explores the reconciliation process in the absence of formal settlement, shedding light upon how reconciliation develops, the actors involved and the challenges faced in such circumstances. Through the case of Mindanao, this thesis analyses a stage and type of conflict which has hitherto been little studied in relation to reconciliation, and in a region (Southeast Asia) which has also been comparatively neglected. Using data acquired from fieldwork interviews conducted with key stakeholders in Mindanao, analysis of a wide range of documents and a content analysis of both the national and Mindanaobased print media, the extent of identity transformation in line with reconciliation in Filipino society, is explored. The role of societal elites and social institutions in reflecting, disseminating and appealing to conflict-supporting societal beliefs, as well as their role in progressing reconciliation, is assessed. Existing attempts to promote reconciliation initiatives are evaluated. This study argues that reconciliation initiatives undertaken at the pre-settlement stage can have significant influence on both individual and group identities. It also suggests that, whilst there has been substantial progress in transforming conflict-supporting societal beliefs and forging transcendent identities crucial to the process of reconciliation at a Mindanao level, this success has not been replicated to the same degree at the national level. These findings have significance for future policy relating to the conflict and for the theoretical literature on reconciliation. They support initiatives undertaken at the pre-settlement stage and suggest that reconciliation should be considered as consisting of multiple independent, yet intrinsically linked, processes which advance at differing tempos across various levels of society and between stake holders.

Sudan is a country that has been affected by a history of multiple destructive civil wars. Conflicts that, in a global perspective, have proven to be as devastating as interstate wars, or on occasion even more destructive, in terms of the numbers of casualties, refugee figures and the effects on a country’s society. The conflict in Darfur, in the western region of Sudan, is a civil war that illustrates one of the direst scenarios. In around five years of warfare, more than 200,000 people have died in the conflict, and around two million Darfurians were displaced, creating what the UN calls the “world’s worst humanitarian crisis.” The civil war was initiated by the attacks of two rebel groups, the Sudan Liberation Movement/Army and the Justice and Equality Movement, against government installations. Although presenting insurgency characteristics, the civil war in Darfur has been commonly labelled as a “tribal” conflict of “Africans” versus “Arabs”. An explanation that seems to fail to clarify the complex circumstances belying the situation. As seen in this study, although identity factors played their role as a cause of the conflict, the ‘ethnic hatred’ justification of war doesn’t seem to be sufficient to explain the present situation. Darfur appears to be a clear example that there is no single factor that can explain such a war. In the case of Darfur, various factors seem to have interplayed in creating the necessary conditions for the eruption of violence. This study focused on two of these factors – the environmental hazards that have been affecting the region, and the government’s use of the Janjaweed militia in its counterinsurgency movement. Both, and in different ways, seem to have contributed to dividing the Darfurian society between two poles, thus worsening the circumstances in the region and helping generate the high levels of violence that characterise the Darfur conflict. Most important, in analysing the conflict of Darfur with a point of view that goes beyond the “ethnic hatred” explanation, it seems possible to identify issues, such as land ownership, that are in vital need of being addressed in order to achieve peace in 4 the region. As seen in this thesis, it seems that it is only through a broad understanding of the complex causes of the conflict that peace negotiations might have any hope of success. While those continue to be ignored, any peace agreements or prospects of finding a solution to the conflict will be unrealistic.

This study examines whether identification (ethnic and national) and perception of discrimination between minority and majority members are related to attributions of responsibility in the context of the prolonged Kurdish conflict in Turkey. Understanding attributions of responsibility for the conflict are important because they can exacerbate or hinder conflict. The two ethnic groups, Turks and Kurds, hold different views of the conflict in which they are involved. We identify four primary parties in the current context of conflict: the Turkish state, the PKK, Kurdish citizens, and foreign states. The official state discourse holds that the PKK and the Kurds are responsible for the conflict. A shared national identification might reduce in-group conflict but also might result in minority group members adopting the official state discourse. Ethnic identity might operate differently for the different groups. Furthermore, perception of discrimination might be related to endorsing alternative explanations for the conflict, different from the state discourse. Kurds are the largest ethnic minority group in Turkey but have been denied ethnic, political, and cultural rights until recently. They have also been the targets of a long-standing assimilation policy aimed to create a nation state based on Turkish ethno-cultural identity. The Turkish Republic’s founding ideology has historically denied the existence of the Kurdish ethnic minority group (currently around 18% of the population). For this study, we used a nationally representative data set of 10,386 participants; of the participants, 76% self-identified as Turkish and 13.4% as Kurdish. We conducted multiple regression analyses to predict how the two groups differed in their ethnic and national identification and perception of discrimination in predicting four different sources of conflict. Results were discussed in terms of social identity theory and conflict resolution approaches.

This study examined associations between emotional suppression, anger, and aggression in intimate (parent and friend) and non-intimate (boss and shop assistant) conflicts in a vignette study conducted among immigrants and majority group members in the Netherlands. The sample consisted of 456 Dutch majority group members, 445 immigrants from non-Western, and 477 immigrants from Western countries. Path analyses showed that anger fully mediated the emotion suppression-aggression relationship in a similar way across groups and conflicts with a parent, boss, and shop assistant (only in a conflict situation with a boss, emotional suppression and anger were both directly related to aggression). As expected, non-Western immigrants experienced less anger in these conflicts. However, no interethnic differences were found in the tendency to suppress anger and aggression in any conflict situation. We could not replicate earlier observed cross-cultural differences in obedience, hierarchy, and restriction of emotional expression among the samples. We concluded that non-Western immigrants do not seem to differ in management of anger in interpersonal conflict situations from Western groups.

Customs officials must be able to act in terms of non-standard, crisis situations, bear social and ethical responsibility for decisions made, give moral assessment of corruption and other violations of professional ethics; work in a team, be tolerant to social, ethnic, religious and cultural differences; and carry out effective business communication. The authors substantiates the relevance of the process of increasing the level of conflict competence of Customs students (Samara State Technical University), heads and officials of customs authorities. The results of various sociological studies conducted among employees and officials of customs authorities are presented. The authors analyzed the relationship of job satisfaction with subjective factors of the organizational environment (stress of the organizational environment, moral and psychological climate, comfort level of the organizational environment, staff loyalty level, etc.). Methodological recommendations for the formation of conflict competence among customs officials have been offered. The effectiveness of the proposed measures was evaluated using the DEA-method.

This Working Paper analyses how violent conflict can enhance or reduce pre-existing forms of marginalisation and second, how new forms of marginalisation emerge as a result of violent conflict. To do so, we focus on the province of Tanganyika in the DRC, where the so-called ‘Twa-Bantu’ violent conflict has been disrupting the education sector since 2012, and secondarily on the province of Ituri, which has been affected by repeated armed conflicts since the 1990s. We use a mixed methods approach, combining quantitative data collection methods and several months of qualitative fieldwork. The study shows that the political marginalisation of ethno-territorial groups is key in understanding marginalisation from education in contexts of protracted conflict. Our results show that the Twa minority of Tanganyika has not only been more exposed to violence during the Twa-Bantu conflict, but also that exposure to violence has more severe effects on the Twa in terms of educational outcomes. We analyse key mechanisms, in particular spatial segregation, and the social segregation of schools along ethnic/identity lines. We also analyse the interaction between ethno-cultural marginalisation and economic, social and gender-related marginalisation.

Atrocity prevention refers to activities to prevent atrocity crimes against civilians. These include genocide, war crimes, crimes against humanity and ethnic cleansing, and can take place in both conflict and non-conflict settings. This points to the need to prioritise and implement atrocity prevention specifically, and not just as part of conflict prevention efforts. Atrocity prevention interventions are broadly of two types: operational (short-term responses) and structural (addressing underlying causes/drivers). These encompass a wide range of approaches including: acting locally (with local actors taking the lead in prevention activities); tackling hate speech, and promoting an independent and strong media; documenting human rights violations, and prosecuting and punishing those responsible (establishing rule of law). The international community should prioritise atrocity prevention, but work in a united manner, take a comprehensive approach, and give the lead to local actors. Atrocity crimes generally develop in a process over time, and risk factors can be identified; these traits make atrocity prevention possible. This rapid review looks at the concept of atrocity prevention, how it is distinct from conflict prevention, the different approaches taken to atrocity prevention, and the lessons learned from these. The review draws on a mixture of academic and grey literature, in particular reports produced by international development organisations such as the United Nations (UN) and USAID. The literature was largely gender-blind (with the exception of conflict-related sexual violence) and disability-blind.
