The Region of the Americas has prioritized the achievement of health equity—“the absence of avoidable or remediable differences among groups of people, whether these groups are defined socially, economically, demographically or geographically” (WHO)—both through regional agreements, such as the Sustainable Health Agenda for the Americas (2017), and by reporting progress toward the 2030 Agenda for Sustainable Development (the Sustainable Development Goals) (2015). Public sector policy is the principal initial lever through which both national and local governments institute and finance actions toward accelerating the achievement of equity in health. This study assessed 32 national health plans to report on whether and how countries in the Region are integrating the achievement of health equity into strategic lines of action in the health sector. It provides a snapshot of approaches and advances, allowing for knowledge sharing among countries on options for attention to equity in health policy. It will also facilitate future monitoring of trends in the integration of health equity aims and approaches in policies. The study found that stated overall commitments to health equity are common, as are commitments toward the disaggregation of data and monitoring of inequalities, while other elements of health equity like, for example, the identification of populations in situations of vulnerability, receive less attention. While further study is needed on the implementation and impacts of approaches in specific programmatic actions, the study provides useful insights to inform efforts for a stronger framework for health equity action toward the Region’s goals for 2030.

As a result of widespread mistreatment and overt discrimination in all dimensions of their lives, women lack significant autonomy. The central preoccupation of this book is to explore key sources of female empowerment and discuss the current challenges and opportunities for the future. Schematically, three main domains are distinguished. The first is marriage and women’s relative bargaining position within the household. Since in developing countries marriage is essentially universal and generally arranged by the parents, women have little say in the choice of their partner and largely depend on their husband for their livelihoods and well-being. How marriage, divorce, and remarriage practices have evolved and with what effects for women, is therefore of crucial concern. The second domain is the set of options available to women outside of marriage and in the context of their community. Given the importance of household dynamics in determining female well-being, a crucial step towards women’s empowerment consists of improving such options, economic and collective action opportunities in particular. The third domain belongs to the realm of over-arching discriminatory laws and cultural norms. Can the government acting as lawmaker contribute to modifying norms and practices that disadvantage women? Or, to be effective, do legal moves need to be complemented by other initiatives such as the expansion of economic opportunities for women? Do discriminatory social norms necessarily dissolve with improved legal status for women? These questions, and other related issues, are tackled from different perspectives, by top scholars with well-established experience in gender-focused economic and social research.

This chapter describes the principle that all generations irrespective of when they emerged in the past or will emerge in the future should have equal opportunity to lead worthwhile lives of their choice. It assesses several alternatives including assigning voting rights to the very young and setting aside these alternatives as on balance unsatisfactory or unworkable. On the principle of responsibility and compensation, the chapter proposes that the present generation must either abate global warming or compensate future generations. It explains and defends why this one-sided, external, and irrevocable choice of the present generation is the only sensible and moral alternative for addressing intergenerational equity.

This chapter examines the regulation of autobiographical lies told outside circumstances of heightened testimonial importance in relation to the political values of equality and an under-theorized form of accommodation. It considers the range of values encapsulated by our practices of accommodation to emphasize the undernoticed social and legal phenomenon of accommodating moral wrongs. It argues that although legal regulation of some autobiographical lies may not offend freedom of speech, it may offend equality. The chapter starts its argument for legal accommodation of moral imperfection with some observations about accommodation within interpersonal morality. It then explains the distinction between the status of being a moral equal and being a political equal. It also presents some guidelines for thinking about when to accommodate moral failure and concludes that legal accommodation of autobiographical lies falls within those guidelines.

A democratic regime is assumed to implement freedom and equality as the two critical and most important values. The question we intend to address here is: how and why has the actual implementation of freedom and equality been changing in the 1990–2020 period? Researching this topic, we cannot ignore the impact of the Great Recession since 2008. Thus, in this comparative research, we analyse France, Germany, Italy, Poland, Spain, and the United Kingdom to detect the changes. As expected, the six largest European democracies have been differently affected by the crisis, as they also had different background factors. We address an additional question: what is the impact of the European Union on the two democratic values? Accordingly, we analyse economic inequality, social inequality, and ethnic inequality with the related changing trends and explanations. We also detect and analyse the trend of freedoms, and especially personal dignity, civil rights, and political rights. Thus, the relative decline of equalities and freedoms in the six countries emerge in the different complex facets. We also explore the demand for equalities and freedoms by citizens and the political commitments of party leaders. The other issues we address include how and why, respectively, equalities and freedoms are affected by domestic aspects and the role of external factors, especially the European Union. By connecting equalities and freedoms and drawing the lines of entire research, we show how there are three different paths in the future of democracy: balanced democracy, protest democracy, and unaccountable democracy.

It is frequently objected that the pursuit of equality involves objectionable interference with individual liberty, depriving individuals of options that they have reason to want and putting them under the control of others in an objectionable way. The pursuit of equality seems most clearly in conflict with liberty when equality is to be promoted through redistributive taxation, taking income from some in order to give it to others. But the main means of promoting equality lies in changing the institutions of property and exchange that generate inequality in pretax incomes. These institutions of predistribution also determine the extent of legitimate taxation: how much of what is gained from various transactions individuals are entitled to keep. These institutions need to be justified, taking into account considerations of liberty, as well as objections to inequality, among other factors.

This chapter discusses the continued decline of amateurism during the late 1960s and 1970s. Soaked in the countercultural spirit of the era, movements around the world challenged social norms and social order, often through radical and subversive efforts. The sustained push for civil rights along racial, gender, and social lines powerfully exposed the system of inequality in capitalist societies. Amateur sport was not immune to emerging cultural movements that challenged exploitation and threatened the status quo. Hair gradually lengthened as athletes questioned the authority of coaches and administrators. The sociologist Harry Edwards founded the Olympic Project for Human Rights in 1967, which also protested racial discrimination in both sport and society at large. Even sportswomen mobilized in their push for greater inclusion and pay equity, particularly as television and commercial marketing transformed elite sport into lucrative commodities. The International Olympic Committee suddenly found itself caught between the pillars of tradition and modernity. Under the leadership of its aging president, Avery Brundage, it struggled to keep pace with the shifting sporting landscape.

This chapter examines black women health activists’ contributions to an intersectional reconceptualization of health that links gender health equity and racial health equity. The analysis explores the development of black women’s organizations in Brazil and their advocacy and policy work related to reproductive health, female sterilization, and HIV/AIDS. The analysis also focuses on black women’s local, national, and transnational activism, particularly related to the 2001 World Conference Against Racism. The chapter argues that black women’s efforts to promote the development of non-universalist health policies underscores the importance of activists, scholars, and the Brazilian state reconceptualizing health disparities in ways that acknowledge the interrelationship among racial, gender, and socio-economic inequalities.

Hundreds of participants from around the country engaged in authentic dialogue about the systems and structures that are doing grave harm to people of color. With so many types of knowledge-builders in the room, a palette filled with blunt, provocative, and insistent ideas and strategies could be shared to inspire action. This sixth book in the Culture of Health series reflects a distinct shift in RWJF’s emphasis, based on a growing body of evidence that racism is the underlying cause of so many poor health outcomes. RWJF is considering what it would take to overhaul institutions that treat people differently on the basis of their race and to make very intentional shifts in their investments to elevate that focus. They are recognizing they have to commit resources and join with others to support working to advance health and racial equity. They are deepening their understanding of what it means to build partnerships and community power and the centrality of leadership by those who are most affected by the decisions that influence their lives.

This Handbook triangulates the disciplines of history, legal history, and literature to produce a new, interdisciplinary framework for the study of early modern England. For historians of early modern England, turning to legal archives and learning more about legal procedure has seemed increasingly relevant to the project of understanding familial and social relations as well as political institutions, state formation, and economic change. Literary scholars and intellectual historians have also shown how classical forensic rhetoric formed the basis both of the humanist teaching of literary composition (poetry and drama) and of new legal epistemologies of fact-finding and evidence evaluation. In addition, the post-Reformation jurisdictional dominance of the common law produced new ways of drawing the boundaries between private conscience and public accountability. The State of Gender Equality and Climate Change is a series of reports covering countries across the Asia-Pacific (Vietnam and Cambodia), and Nepal. The report raises awareness about the need for gender-responsive climate action, analyzes gendered impacts of climate change, and suggests ways to enhance and mainstream gender equality into climate-relevant sectoral policies and actions. The objectives of the report are two-fold: 1. To strengthen country-driven processes by presenting more evidence of the links between gender equality and climate change and analysing gendered impacts in the forestry, agriculture, energy, and water sectors; and 2. To provide country-specific recommendations on enhancing gender responsive policy implementation and actions to further augment the integration of gender equality in climate relevant policy areas.
