Abstract Purpose - The current HDI has a limited capacity to reflect the human condition and country rankings in an accurate way. In addition, the main critiques on the HDI suggest that it uses very few or perhaps the wrong indicators in measuring human development levels in countries. This paper aims to investigate whether the inclusion of employment as a criterion in the HDI would yield a different ranking of nations. Design/methodology/approach - In this study, estimates of the proposed Employment-adjusted Human Development Index (E-HDI) are provided for seventy-seven countries for the 2000-2007 period, and comparisons are made both for changes in the human development index (HDI) and rankings over time in each country and for differences between the E-HDI and the UNDP’s HDI across countries. Findings - The experience of a relatively large number of 77 sample countries has offered promising results for the path to improve the current status of the HDI, and hence, to overcome its weakness in terms of ranking of countries. The additional indicator, i.e. employment, improves the explanatory power of the HDI and makes significant contributions to its reliability. Research limitations/implications - The major limitation of the present study has been the lack of data for a number of the human development indicators for the rest of the countries in the world. Practical implications - The employment-adjusted index has great potential to make the HDI more operational. Social implications - By means of E-HDI, the human development performance of the countries can be better evaluated and compared with other countries by using additional information obtained from the employment position of their citizens. Originality/value - This will be the first paper in the literature that incorporates employment into the HDI..

University ranking arouses widespread interest among the society and the scientific community. It can cause resources to be allocated to the entity which has a higher ranking to make tremendous uneven distribution of resources such as funds, faculty, students and so on. Every year various controversial university rankings are issued by different institutions or individuals. However, they have to deal with a huge amount of data and cumbersome computing in their research. Furthermore, during the process of calculation, some key indicators are unreliable, subjective, and difficult to obtain or compute so that their results are easily questioned. An accurate and objective university ranking is important and necessary, but it still remains to be solved. In 2015, Clauset et al. creatively studied university rankings based on faculty hiring network with graduation-employment flow data. They used the minimum violation ranking (MVR) method to get a university ranking which has a high correlation with U.S. News & World Report (USN) and National Research Council (NRC) Ranking, implying a strong consistency between them. This method costs less and is also objective. Inspired by this thought, this paper proposed a new ranking algorithm with minimum weighted violation rankings derived through maximum likelihood estimation. This assumption is more reasonable, and the results are commendably consistent with the rankings of renowned agencies. This more general method is more flexible than non-weighted calculation. More importantly, this work revealed the essential mechanism of MVR by deriving maximum likelihood.

Organizational and technological changes taking place against the background of a change in the technological structure have a profoundly transformative effect on the entire spectrum of economic relations, including their socio-labor component; accelerate the processes of restructuring the labor market; set the need to adapt existing public institutions to work in new conditions. Analyzing the dynamics and directions of the development of higher education as a key subject of the system of vocational training, the author turns to the study of the phenomenon of international university rankings, which act as the subject of this study. The relevance of the chosen research perspective is explained by a number of reasons: in just a few decades since its inception, the ratings have successfully integrated into the educational systems of various countries and have found their own niche in this field. The expert community has confirmed the opinion that the entry of universities into international rankings provides countries with opportunities for the formation of world-class labor resources. All this, on the one hand, allows us to consider rankings as a fullfledged subject of the modern system of vocational education. On the other hand, the attitude to rankings as a socio-economic and, partly, cultural phenomenon, both in the public and in the expert environment remains ambiguous. Researchers pay attention to serious flaws in ranking projects, imbalances introduced by participation in rating "competitions" for individual countries and economic systems. The aim of the paper is to study the impact of international university rankings on the state and prospects for the development of university education as the basis of the current system of professional training. The article analyzes the reasons and prerequisites for the emergence of higher education rating practices. The strengths and weak- nesses of the most popular rating projects are evaluated. Particular attention is paid to the study of the practices of participation of the national system of vocational education in rating projects. In this context, the author identifies two areas of development: the creation and promotion of their own rating projects in the global market of educational services, as well as initiatives related to the inclusion of rating projects in national development programs. The author comes to the conclusions about a certain reassessment of priorities in the development of modern university rankings, outlines the further development of the rating movement in the field of education. The methodological basis of the study was institutional, systemic approaches and methods, means of content and comparative theoretical analysis. The results of the study expand the understanding of the phenomenon of international university rankings, which can be used when forming the social policy of the state, programs for the development of higher professional education, as well as for the purposes of harmonizing relations between the labor market and the educational services market.

In this article, we draw on psychological contract theory to examine the influence of employees’ experiences on their ‘employer of choice’ recommendation and on signalling theory to examine the influence of employer rankings on ‘employer of choice’ recommendation. Using firm-level data representing 387 firms, we used Tobit regression model to assess the effect of employment experience and employer attractiveness rankings on employees’ recommendation of a company as an ‘employer of choice’. We found that employment experience of current and former employees positively influenced employees’ endorsement of their employer. Culture and values, and career opportunities are the most significant variables in generating positive employee recommendation. In addition, appearing in most attractive employer rankings also influenced their recommendation. However, employer rankings lower than the median rank had no effect on whether or not employees recommended their organizations. Being ranked lower than the median did not influence employees’ decisions to endorse their organization because it does not have the same potency for employees as when a firm is ranked higher than the median. Results provide us with a nuanced understanding of the effects of employer attractiveness rankings. Our study has important conceptual and methodological strengths (including the firm-level measure of employment experience and word of mouth) over previous studies in the area of employer branding. Purpose: This study conducted to classify factors of fixed Higher Education Institution (HEI) characteristics influenced students' decision making to enroll at private HEI and social media application as an external factor exclusively in Malaysia phenomena. The main focus of this research was to determine the relationship between independent variables (academic programs, tuition fees, location, institution rankings, institution facilities, employment opportunities, social media application) influence dependent variable (decision making); and to determine the major factor that influence students' decision making to enroll at private HEI. Methodology: The underpinning theory applied in this study was Theory Reason Action (TRA) for social media application, while Theory of Planned Behavior (TPB) applied for academic programs, tuition fees, location, institution rankings, institution facilities, and employment opportunities. Five hundred (500) questionnaires distributed at selected private HEI around Kuala Lumpur and Selangor. Respondent was an undergraduate student semester one the year 2018 only. Data were analyzed using SPSS version 24. Results: Findings indicated result for direct effect revealed decision making were significant in the relationship between tuition fees, location, institution ranking, institution facilities, employment opportunities, and social media application thus hypothesis H2, H3, H4, H5, H6, and H7 accepted. Implications: Therefore, the only academic program was insignificant with decision making thus hypothesis H1 rejected. While the major factor that influences students' decision making to enroll at Private HEI in rank number one was employment opportunities H6 (β = .301; p = .000 < .05). Thus, Results of direct effects indicated there is a relationship between employment opportunities and students’ decision making to enroll at private HEI.

Purpose Drawing on the psychological contract theory and signaling theory, the purpose of this paper is twofold: first, to examine the effect of employer rankings and employment experience on employee recommendation of an employer as an employer of choice and second, to examine whether these effects vary by employee characteristics (i.e. full-time vs part-time, current vs former and newcomers vs established employees). Design/methodology/approach The authors used multilevel logistic regression on a sample of 39,010 Glassdoor employee reviews, drawn from the companies for which three-year employer rankings (from 2015 to 2017) were available, to achieve our research objectives. Findings The results show that employment experience influenced employees’ recommendation of an employer as an employer of choice. The average standardized rankings for three years (i.e. 2015–2017) was also associated with employees’ recommendation of an employer as an employer of choice. Employee characteristics such as employment type (i.e. full-time vs part-time), employment status (i.e. current vs former) and tenure significantly interacted with employment experience in affecting recommendations of a company as an employer of choice. Originality/value In contrast to the bulk of the research on employer branding that relied on job seekers, the authors studied factors that influence employees’ recommendation of an employer as an employer of choice, arguably the most important indicator of employer internal brand strength. The results offer fresh theoretical and practical insights in an area where research lags far behind practice.

More and more attention is being paid to university rankings – for student and financing attraction, and for research and graduate employment of the respective university – the reputation of universities is becoming more and more important. However, it is important to underline, that only approximately 1–3% of the world universities (200–500 universities) are represented in the most popular international rankings. Previous studies confirm that most international rankings focus predominantly on indicators related to the research function of universities. Therefore, the purpose of this study is to search for some possible solutions for more effective research work organisation at the universities and correct reflection of achieved results to raise their position in university rankings. The methods used in this study are scientific publication analysis, investigation of university ranking results with special attention to research organisation at the university and expert interviews and expert survey. Main findings: possible solutions for more effective research work organisation at the universities with aim to raise the position in different university ratings, are innovative encouragement and financial support of academic staff for active scientific publication creation, as well as practical and methodological support in the preparing of high level publication for young scientists. Also significant aspect is support of academic staff for international communication and extensive information on research results.

The main objective of this study is to examine the correlation between university rankings and the economic performance of countries, if university rankings are used as a proxy for the quality of higher education. The findings indicate that there is a correlation between the GDP (or the size of the country’s economy) and the number of universities in the top 500, but there is no correlation between the employment rate and the number of universities in the top 500 by the year of 2019. Hence, the results imply that GDP value rather than the employment rate of countries has an impact on university rankings (or the quality of higher education). Since it is thought that countries with higher or better levels of education, both in terms of quantity and quality, will also have stronger economic growth, the findings of this study could help policymakers make decisions about higher education and the economy.

The results of the 2020 review and ranking of U.S. doctoral programs in kinesiology conducted by the National Academy of Kinesiology (NAK) are presented. These results represent data collected for the 2015, 2016, 2017, 2018, and 2019 calendar years for 43 programs. The rankings reflect data collected on program faculty (productivity, funding, and visibility) and program students (admissions, support, publications, and employment). The data for each assessment index were first transformed into z scores, and then the z scores converted into T-scores. Weights were applied to the T-scores of the indices and then summed to obtain a total T-score. Programs were ranked in two ways: one based on the total T-scores from the data not normalized (unadjusted) and the other with total T-scores from the data normalized with respect to the number of faculty members in each program (adjusted). In addition to program rankings, descriptive data are presented on faculty and student data.

This paper describes use of a perceptual response survey instrument to assess the degree to which rankings by office workers of different key attributes of occupancy quality predict worker perceptions of their on-the-job productivity. Data were collected from a total of 434 workers employed in 10 different office sites. Results show that perceived levels of productivity are significantly correlated with rankings of perceived overall physical work environment and job quality. The correlation between perceived levels of productivity and perceived overall organization quality is marginally significant. No significant correlations are observed between perceived levels of productivity with rankings of perceived overall compensation, work station, and employment quality. The results should benefit employer decision-making regarding human factors/ergonomic (HF/E) interventions to improve office worker productivity.

Abstract Economic contributions of an industry sector are often vital information in the policy-making process. IMPLAN data and software were used to determine the economic contribution of forest industries to all 50 states plus Washington, D.C. Rankings of the states' contributions to employment, employee compensation, and value added were determined. National forest inventory data, rural population, and industrial energy costs were examined for correlation with total forestry contributions to each state's economies. Rankings were based on absolute contributions as well as contributions as a percentage of a state's total economy. Percentage rankings present the relative importance of forestry to a state's economy, and can differ considerably from absolute value rankings. Regional and national contributions were also calculated to model interstate and regional contribution “leakages,” or trade effects. Differences in both interstate and interregional trade flows are substantial. Industrial energy costs, rural population, and timber removals were significantly correlated with total economic contributions.

A laboratory experiment tested the hypothesis that age and written descriptions of performance affected simulated evaluations for reduction in work force. 56 supervisors and managers attending night school reviewed written descriptions of seven individuals' performance. Seven different ages ranging from 25 to 63 years were paired with each individual's performance in a within-subject Latin square design. Each subject rated seven simulated individuals on 10 attributes and made recommendations in the form of comparative rankings for a simulated reduction in force. Chronological age effects on performance rankings were not found. Statistically removing rating components (work performance and sociability) from rankings using an analysis of covariance also yielded no age-related bias but did indicate that the subjects were able to distinguish among performance descriptions. These findings are discussed in relation to the Age Discrimination in Employment Act.

Ranking of universities has become over the past two decades a common practice and the institutions’ interest in ranking at national and international level is only increasing. Universities, analogous to the industry, increasingly use their ranking to highlight their quality and excellence, with the objective to increase its visibility leading to a positive impact on the attraction of students and faculty, and cooperation with the public and private sector. Various studies showed that the ease of fund raising, international cooperation, recruitment of international and local students, graduate employment, and the cooperation with the private and public sector are positively affected by the institution’s ranking. Through this editorial note, the author, who has a vast experience in university management, makes a brief analysis not only of the pros but also of the cons of this type of rankings, providing insights on the essential aspects to take into account from this information and also on how to correctly interpret the data from this useful management tool, especially in the context of the reality of our Latin American universities.

The article describes positive experience of the Peoples’ Friendship University of Russia (RUDN University), which has risen significantly in QS World University Rankings, both in the overall assessment and in the subject ranking. The authors provide factual material and give recommendations for a step-by-step strategy for reorganising educational and scientific activities of the university with a view to increasing the quality of education services, which include the allocation of priority areas; application of new forms of work; development of image strategies in the field of scientific activity and cooperation with employers. The study is based on the analysis of the methodology of the world’s leading rankings. It also focuses on the implementation of the road map of RUDN University and other Russian universities. To reveal best practices, the authors break down the activities of RUDN University while implementing the 5-100 programme and other activities with a view to promoting the university in international university rankings and enhancing its reputation. Study results suggest that the most important steps in determining the direction in the development of the university are the selection of priority areas of activity, organisation of new forms of work, the attraction of leading international and Russian scientists in a certain field of activity for cooperation, the support and development of scientific projects, cooperation with scientific, educational, practical and industrial organisations in Russia and the world, development and implementation of a number of image strategies in the field of scientific activity, and working with employers to organise internships and further employment of university graduates.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

Largely relying on an electronic database located at Boston College, the authors analyze the prevalence of relevant articles in various journals and the extent of the likely audience for such articles in those journals in an attempt to obtain a well-defined map. The analysis yields rankings of journals. The rankings demonstrate the interdisciplinary nature of the field and highlight the need for researchers to read across disciplines but are unstable. For this and other reasons, the authors recommend reliance on an unranked set of 23 core journals.

The study explores, compares, and contrasts the image of line-level hotel employment and its underlying dimensions as held by the general public and by hotel employees. Additionally, this study clarifies the images of six specific line-level occupations. A quantitative research approach was adopted. The analysis included 302 hospitality employees and 273 participants representing the general public. The findings revealed that the image of line-level employment is a multifaceted concept, represented by eight factors that were further utilized for the identification of the employment image profiles of the combined two samples. Furthermore, the study found differences in images of six line-level occupations, indicating higher rankings provided by current hospitality employees. Managerial implications and suggestions for future research are presented.

The purpose of this article is to share about how important zakat fund which collected and distributed well, according to the rule based on Islam, in order to improve economic. The phenomena in South Sumatera shows unsycnchronized data between Gross Regional Domestic Product and poverty level. South Sumatera province is the top 11 rankings from34 provinces in Indonesia in terms of GRDP acquisition. But in reality, South Sumatera also the top 18 rankings from 34 provinces in Indonesia in terms of poverty level. This research will discuss the phenomena from society attitude with some factors that might influence, from the tawhidi perspective. Using primary data from 4 regencies and 1 city in South Sumatera and also supported by 2 factors (employment and income), thisresearch describe how are these 2 variables influence society attitude to pay zakat viewed from tawhidi perspective. The result of hypothesis test by using regression model shown that employment variable and income variable influence society attitude to pay zakat simultaneously and partially. With Tawhidi String Relation methode by induced these 2 variables with tetha (θ) will change the result in the good range.

The purpose of the present paper is to formulate a composite index of the status of women and to rank both developed and developing countries on the basis of that index. This index is presented as an alternative or complement to the current status of women index, published by the Population Crisis Committee (PCC) and used by the World Bank and the United Nations, which focuses on indicators measuring health, education, employment, marriage and childbearing, and social equality. The paper argues that these indicators have a poverty-bias and measure women's status in terms of structural change rather than in terms of their welfare vis-ii-vis men. The PCC index is also based on the implicit assumption that women's status in developing countries ought to be defined in a similar way as in developed countries, thus including primarily only those indicators which are more relevant for developed countries. To remedy these defects, the paper presents an alternative composite index, hereafter labelled the Alternative Composite (AC) index, based on many more indicators reflecting women's issues in both developed and developing countries. The results of the statistical analysis show that the ranking of countries based on the AC index is significantly different from the PCC index.

The changing geography of service employment and the relocation of back-office service tasks to developing economies present a challenge to contemporary world city network research and methodology, as cost-driven offshoring may wrongly suggest a city’s increased importance in global city rankings. In particular, financial service firms, but also management consultancies, law firms, and other advanced producer service firms have offshored tasks abroad. These firms’ offices are attributed a vital role in the world city network literature and form the basis for world city rankings using the interlocking network model. Based on empirical research on advanced producer service firms in Metro Manila, the Philippines, this paper argues that the existence of linkages and the appearance ‘on the map’ of dominant economic flows does not automatically lead to an increased command and control position of Manila. Instead, the attraction of lower-end services leads to Manila’s dependent articulation into global service production networks. The findings challenge the key assumptions about ‘command functions’ and ‘strategic role’ of global cities that underpin the global city rankings. The paper critiques current conceptualisations of command and control in global urban network theory in the light of changing intra-firm divisions of labour in advanced producer service firms, and stresses the importance of qualitative research.

Social physics (or sociophysics) offers new research perspectives for addressing social issues in various domains. In this study, we explore the decision-making process of doctoral graduates during their transition from graduation to employment, drawing on the ideas of sociophysics. We divide the process into two decision steps and propose a generative model based on appropriate assumptions. This model effectively reproduces empirical data, allowing us to derive essential parameters that influence the decision-making process from empirical observations. Through a comparison of the best-fit parameters, we discover that doctoral graduates in business disciplines tend to exhibit more concentrated employment choices, while those in computer science and history disciplines demonstrate a greater diversity of options. Furthermore, we observe that universities consider factors beyond rankings when selecting doctoral graduates.

This research examines whether gender interacts with quality of doctoral training to influence the likelihood of new accounting faculty candidates obtaining initial employment at institutions with accounting doctoral programs during the period from 1991 to 1997. Using data from Hasselback's Accounting Faculty Directory, we find that female candidates trained at top-tier and bottom-tier doctoral programs are equally likely as male candidates to attain appointments at doctoral schools, while female candidates trained at middle-tier doctoral programs are less likely than their male counterparts to obtain such positions. These results are robust to the use of different external doctoral program rankings to partition our data and, based on several sensitivity tests, our results do not appear to be the result of self-selection.

The HDI has played an influential role in the debate on human development for many years. However, no index is perfect in the HDI. It can be argued that the current HDI does not totally reflect human development performance, and thus proper rankings for some countries. Therefore, this article aims to construct a new composite index for the development performance of a sample of 30 organizations for OECD countries by adding a fourth indicator, namely the employment rate to the calculation of HDI. Including employment factors in HDI as a new indicator has not only made the index more comprehensive but also presented a more suitable dimension for assessing the development performance of countries. By considering these factors, it is hoped that people will get a decent income in order to achieve a level of welfare.

Purpose – The purpose of this study is to examine the impact of terrorism on the tourism economy in 40 destinations and a total of 550 crises, based on the ranking of countries in terms of their economy and popularity. Methodology/Design/Approach – The study employed a quantitative research methodology using multiple linear regression analysis to examine the key predictors of the impact of terrorism on tourism employment growth and tourist arrivals. The analysis considered various relevant variables, including the perceived attractiveness of destinations, to gain a comprehensive understanding of the issue at hand. Findings – The findings confirm that the rankings of destinations as economically attractive and worth visiting plays an important role in determining tourist arrivals. Moreover, it was found that the type of tourism enterprises and tourists targeted by a destination can predict the growth of tourist arrivals after the crisis. Originality - This study enriches the existing literature by highlighting the importance of destination ranking for post-crisis tourism growth and stability. It offers valuable policy recommendations and highlights the need to increase the resilience of tourism businesses through improved crisis management and security measures. In addition, destinations that rank lower in economic terms or as “must-see” places should place greater importance on crisis management capabilities.

Most evaluation studies, however, are based on qualitative assessments. This study sought to (1) examine the relationship between Athena SWAN accreditation/awards in the UK and gender diversity of leaders and senior academics using quantitative data from 2012/2013 to 2016/2017, and (2) explore the associations between Athena SWAN awards and university performance as measured by overall scores in global ranking systems.DesignRetrospective cohort study based on the UK HEIs.SettingHigher education sector in the UK provided by the Higher Education Statistics Agency.Participants148 HEIs who provided employment data on female-to-male ratios (55% complete data) for each academic year between 2012/2013 and 2016/2017.Primary and secondary outcome measuresGender diversity, defined as female representation rates of positions in managerial leadership (eg, heads of institutions, department heads) and professors. The Quacquarelli Symonds (QS) World University Rankings scores, an indicator of research, teaching, employability and internationalisation, were collected to measure university performance.ResultsGender diversity of managerial leaders and non-managerial professors at all levels of Athena SWAN status has improved over the 5 years. Linear mixed effects models identified that Athena SWAN awardees had lower female representation than non-awardees in managerial leadership positions (p<0.05), while the gap was narrowed among Silver awardees over time. Athena SWAN Charter members had increasingly higher female representation than those not in the Charter (p<0.05). Silver-award institutions ranked higher in QS rankings than Bronze-award institutions (β=11.80, p<0.05).ConclusionsThere are overall rising trends in gender diversity from 2012/2013 to 2016/2017. Athena SWAN members showed greater and faster growth in female representations. Silver awardees had greater university performance than Bronze awardees.

There is a well-documented association between socioeconomic factors and community health. While environmental conditions are considered in most public health evaluations, they have the least weighted values of all the metrics measured. The U.S. state of New Jersey has a very robust, long-standing environmental protection program combined with some of the highest educational attainment, employment, and income levels in the country. These conditions may have re-positioned or re-prioritized those societal factors that traditionally dominate health outcomes, placing greater emphasis on environmental factors. This paper seeks to evaluate whether in New Jersey at the county level the long-established connection between health status and environmental quality conditions needs to be re-defined. Because of its high per capita income, well-educated population, and strong industrial and service sector employment base, New Jersey residents are fairly healthy, and New Jersey is generally placed within the top ten healthiest places to live in the United States. Thus, this state is well positioned to assess the relative importance that releases to air, water, and soil may play in determining health outcomes. This is due to the state’s long history of significant pollution of its air, water, and soil coupled with a strong, effective regulatory program that slowly is achieving meaningful improvements to environmental quality.Five data sets related to discharges to the air, water, or soil were compiled and tested separately against two New Jersey specific community health indices. The health surveys include the New Jersey Hospital Association’s 2019 report on social gaps and their impact on health (CHART) and the nationwide America’s Health Rankings (UHF). A Pearson’s product moment correlation coefficient was used to compare each state’s health ranking – both CHART and UHF - with the independent variable, environmental exposure data sets. The analysis found that there are no meaningful correlations between the environmental exposure data sets and the CHART or UHF county health rankings. This suggests that environmental factors may be over-weighted given the level of state and federal regulatory protection programs already in place within New Jersey. Policy makers should now consider two shifts in public health strategy: encouraging economic growth in areas with underperforming health outcomes so as to maximize those determinants that do most impact positive outcomes (insurance, income, etc.) coupled with aggressive enforcement of existing environmental regulations to protect communities from the possible consequences of that expanded development.

This study surveyed transition experts—individuals with federally funded model demonstration programs in transition—to build consensus on the validity of a range of social integration outcomes and interventions related to youths' making the transition from school to employment. Experts were asked if they had assessed any of the outcomes proposed or had implemented any suggested interventions. Respondents ranked harriers to achieving social integration, and respondent characteristics were related to these rankings. Transition experts agreed that social integration is a multidimensional concept whose outcomes need to be measured from multiple perspectives; this multidimensionality implies that varying interventions are needed to enhance the social lives of youths with disabilities.

Domains tested and stimulus-response demands of the instruments are discussed in view of speech assessment needs of the hearing impaired. Information regarding the educational settings in which speech and language assessment services are provided and the current positions of employment of those providing the services is also included.

This article presents the research results of flagship universities activities, which support social and economic development of the Russian Federation regions, including the creation of innovation, technological and social region development centers. The research covers the period from 2015 to 2018. The following core areas of flagship universities were analyzed: educational, research, integration with regions and high-tech industries, international activities. Essential aspects of financial and economic activity and employment policy were considered. The analysis was based on 41 quantitative and 11 qualitative indicators, among which 8 indicators were prioritized. In the analysis the following data sources were used: statistical forms 1-Monitoring, rankings agencies data, etc. The effectiveness of flagship universities was studied. Problems and positive tendencies in flagship universities development were determined and analyzed.

This study analyses and compares higher education in Germany, France, and Singapore. The authors highlight the similarities and differences between higher education systems in some countries of the European and Asia-Pacific regions. Its structure is described, with consideration to characteristics of each state, the place of these countries in the leading world rankings on the level of education is given (Education Index 2022 of the United Nations Development Programme and Human Development Report 2021–2022). A comparative analysis of the study duration, principles of building a higher education system was conducted. Also, the authors studied participation of employers (organisations and enterprises) and state in the process, along with issues of employment of graduates as a criterion for this method. The role of the relative independence of higher educational institutions in resolving admission issues was identified. The authors examined the stages of mastering programmes, the requirements for applicants when entering educational organisations, the types of degrees, and the procedure for awarding them. The system of dual (practice-oriented) training was explored as a basis for employment of graduates in France and Germany, the principles and goals of its functioning in the analysed states of the European region were clarified.

AbstractThe difficulty in evaluating the research performance of groups is attributable to the following two factors: 1) difference of population size or discipline of group members and 2) skewed distribution of the research performance of individuals. This study attempts to overcome this difficulty, focusing on the research performance based on publication productivity. We employ the normalized index for the number of papers, in which publication efficiency was considered and disciplinary variation in the publication intensity was corrected by the disciplinary averages, to calculate a new percentile rank score. The score was developed on the basis of the principle that a person who is rare is valuable. The score was also tested with publication data for faculty members of 17 Japanese universities. The employment of the normalized index increased the score of universities with relatively few faculty members working in the disciplines of high productivity, resulting in more plausible university rankings. The rankings show a high correlation with those for a previously established percentile rank score, which was developed for citation analysis, and they are consistent with the judgment by evaluators of several universities under study. The advantage of the new score over the previous one is that it has no room for arbitrariness in determining the scheme of rank classification and the weights given to each rank class.

From an economic point of view, the rational response towards migration is the labor market integration of immigrants. Within the above framework, several actions have been developed by the European Union member states over the last few years, in an effort to integrate migrants to local communities. This paper evaluates the performance of the European Member States as regards to their labor market integration policies using the Zaragoza indicators for employment. Combining those indicators, the data will be processed with the well-known multi-criteria analysis method PROMETHEE. The model will be constituted by the selected years from 2008 to 2017 as 10 successive scenarios, the 28 EU countries as alternatives, and eight criteria. The paper will end up with ten final rankings of the countries, which will be analyzed in detail.

During the current pandemic, there are many permanent or temporary termination of employment by the company so that it has a very significant impact on the income of parents or students, where the reduced income generated makes it difficult for students to pay tuition fees every year. Therefore, in this study, a comparative analysis of the feasibility of students to be able to receive scholarship assistance will be carried out using the Moora and Topsis methods. Moora method is one of the methods in a decision support system where the way it works is by creating a normalization matrix and calculating the optimization value of each attribute, resulting in a ranking that is done by reducing the maximum and minimum values. While Topsis method is a method that produces rankings by making alternative preferences and comparing the results of the best alternatives. The variables used in the simulation of the eligibility analysis of scholarship recipients are the Grade Point Average (GPA), Parents' Income, House Type and Children's Dependents. The results of the research using the Moora method get an accuracy value of 70% , while the Topsis method gets an accuracy value of 80%. So it can be said that the Moora method produces better decisions in the selection of eligibility for scholarship recipients in the Informatics Study Program

The article presents the results of a study of the current state of Russian universities educational services from the perspective of their graduates analysis. Based on the leading world rankings, leading Russian universities were identified and an analysis of the number of graduates in the context of education levels was carried out. On the basis of statistical data, the existing distribution of graduates in the areas of training is revealed and the leading universities in training specialists with a scientific degree are indicated. The article analyzes the employment and wages of graduates from leading universities and discusses the features of their employment in federal districts and major cities. As a result, the authors concluded that in general, masters' knowledge is rated by employers higher than bachelors and specialists. Based on the study, the article identifies the most popular areas of training and successful universities. A separate part of the article is devoted to the results of the study of migration trends among graduates. The authors analyzed the dynamics of emigration of persons with higher education and presented a characteristic of factors contributing to the strengthening of emigration attitudes. According to the results of the analysis, conclusions were drawn about the high level of emigration of Russians abroad, accompanied by a “brain drain”.

The aim of the article is to assess real changes taking place on CEE labour markets over the last fifteen years, taking into account as the initial point of analysis – 2004, i.e. the moment of extension of the EU by the first CEE countries and as a final point of analysis – 2019. The research was conducted in two stages. The authors made comparisons with the use of the TOPSIS method, which allowed for creating rankings of CEE countries in terms of labour market situation in the analysed years. The second stage of the study involved the analysis of relations between employment and GDP by an estimation of the multiple regression model. AbstractThis paper examines the importance of pensions (employment and social security), taxes and government transfers for alternative retirement savings drawdown strategies (DS), compared to the conventional approach in published literature of using a gross income concept obtainable from retirement savings alone. Using a lifetime utility framework, our longitudinal dynamic micro-simulation model incorporates risk aversion, stochastic markets, stochastic mortality and the interactions among sources of retirement income within the complex Canadian tax and social benefit system, enabling us to rank commonly advocated DS and to ask whether incorporating pensions, taxes and transfers alters those rankings. Our findings show the importance of treating the evaluation of alternative DS as a comprehensive and integrated problem by including all sources of income — including pensions, taxes and government transfers. Using restricted income measures can potentially lead to simplistic, and possibly misleading, conclusions.

Education in the present scenario is outcome based and focuses mainly on the skill sets a student acquires on completion of the studies. The society is increasingly concerned about the quality of programs, international rankings, and placement statistics of HEI (Higher Education Institutions). This study concentrates on how demographic data, scholastic and co-scholastic abilities of students, faculty characteristics, and teaching practices contribute to the student learning. Dataset pertaining to the study were collected from the same institution for which the placement prediction needs to be calculated. The study models the problem as a sequential event prediction problem and employs deep learning techniques. The proposed model extracts data from dataset with 18 attributes. This predictive approach evaluates the performance of lower level and higher order skills and provide the enhancement methods by which a student can be on the path to full-time employment before leaving the campus.

Universities in Saudi Arabia have been taking urgent measures to boost research production in order to be featured in global university rankings. In addition to the many sincere efforts being made to develop a national research enterprise and culture, one of the more dubious practices in this regard is the remote, part-time employment of international highly-cited researchers to publish with a second (Saudi) institutional affiliation. This practice privileges the purchasing of internationally-produced research while ignoring a substantial amount of scholarly output produced within the country in Arabic. The Kingdom could benefit far more from diverting resources instead to supporting research produced locally: by providing rigorous training in international research methods, sponsoring the translation of Arabic research output into English, and in the process educating Saudi researchers about the importance of peer review, academic influence through citation, and ultimately the production of high quality research to an international standard.

A key question concerning the marketisation of employment services is the interaction between performance management systems and frontline client-selection practices. While the internal sorting of clients for employability by agencies has received much attention, less is known about how performance management shapes official categorisation practices at the point of programme referral. Drawing on case studies of four Australian agencies, this study examines the ways in which frontline staff contest how jobseekers are officially classified by the benefit administration agency. With this assessment pivotal in determining payment levels and activity requirements, we find that reassessing jobseekers so they are moved to a more disadvantaged category, suspended, or removed from the system entirely have become major elements of casework. These category manoeuvres help to protect providers from adverse performance rankings. Yet, an additional consequence is that jobseekers are rendered fully or partially inactive, within the context of a system designed to activate.

PurposeThe purpose of this paper is to analyse if citizens’ searches on the internet coincide with the services that municipal websites offer. In addition, the authors examine municipal webpage rankings in search engines and the factors explaining them.Design/methodology/approachThe empirical study, conducted through a sample of Spanish city councils, contrasted if the information that can be found on a municipal website fits with citizens’ demands. This has been done by comparing the most-searched keywords with the contents of municipal websites.FindingsA positive relationship between the supply and demand of municipal information on the internet has been found, but much can still be improved. Analysed administrations rank the basic data of the organisation, as well as some of the fundamental competences thereof, at the top in search engines, but the results are not entirely effective with some keywords still highly demanded by citizens, such as those related to employment or tourism. Factors explaining internet ranking include the number of pages of the municipal website, its presence in social networks and an indicator designed to measure the difficulty of ranking the municipal place-name.Originality/valueThe results obtained from this study provide valuable information for municipal managers. Municipal websites should not only include information in which citizens are interested, but achieve accessibility standards, have a responsive web design, and follow the rules of web usability. Additionally, they should be findable, which also requires improvement in terms of the design of the municipal website thinking in search engines, particularly in terms of certain technical characteristics that improve findability. A municipal website that wants to have a good positioning should increase its contents and attain the maximum degree possible of visibility in social networks.

Studies on the effect of COVID-19 pandemic worldwide indicate significant decreases in revenues and job losses in the tourism and hospitality industry. To what extent is this the case in the Sultanate of Oman? The current study tries to answer this question and much more; therefore, this study aims to assess the impact of COVID-19 pandemic on the Omani tourism and hospitality industry. The study analyzed and interpreted the Omani Ministry of Heritage and Tourism, the Omani National Center for Statistics and Information (NCSI), and the United Nations World Tourism Organization (UNWTO) reports, statistics, and figures. The acquired secondary data were classified, summarized, tabulated. Frequencies and percentages were used in rankings, evaluations, comparisons, and analysis. This study provides scholars, policy makers, and industry affiliates with a scientific overview of the Omani tourism and hospitality industry performance during the COVID-19 pandemic. The existing problems of sustainable development of territories, declining living standards, and increasing social inequality necessitated the development by the Government of the Russian Federation of a list of indicators for the analysis, evaluation, and monitoring of the achievement of the sustainable development goals (SDGs). It is grouped by 17 goals and used to prepare national reports and publications on the accomplishment of the SDGs in Russia. Our study provides assessment of the SDG indicators in 18 steppe regions of Russia for three years: 2011, 2015, and 2019. The rating assessment was carried out by the sum of rankings method, which made it possible to generalize individual estimates by totaling the rankings of the regions for each SDG indicator for each year. Based on the proposed methodology for calculating the integral sustainability rating, we have identified the leaders among the steppe zone regions (the Krasnodar Territory, Belgorod and Samara regions) as well as the regions with the ‘worst’ indicators of sustainable development (the Republic of Kalmykia, Altai Territory, Kurgan region). The results of the rating assessment are consistent with the results of cluster analysis. The evaluation of the relationship between the SDG indicators made it possible to establish the set of exogenous variables: employment and unemployment levels; the income concentration index; the proportion of the population living below the national poverty line; gross regional product per capita; indicators of the goal ‘Creation of sustainable infrastructure, promotion of extensive and sustainable industrialization and innovation’. The comprehensive assessment of the steppe regions differentiation according to the sustainable development indicators is visualized on a cartographic diagram. The results of the study, as well as the proposed methodology, can be used for monitoring and making optimal management decisions, for achieving the goals of sustainable development of steppe regions in terms of the economic, social, and environmental components.

This paper discusses the processes of the educational travel of the Chinese students abroad. Based on data of the Ministry of Education of China, publications from the Chinese Internet, original articles published in the world periodicals, the reasons elucidated why the number of students leaving China changed from 2001 to 2018; describes funding sources of educational travel. Information on the contemporary preferences of Chinese students in selection of countries and study programs, aims and reasons of educational travel abroad is provided. The hard competition of the young persons after school on educational services market, expected job difficulties after graduation from national universities and influence of parents are pushing young Chinese people to consider studying abroad. Over the past 10 years, the number of Chinese citizens studying in foreign universities rates more than doubled and reached to 662.1 thousand in 2018. The aim of such migration is not only acquiring advanced western knowledge or improving foreign language skills but also getting the so-called symbolic capital, which arises after graduation from the famous foreign universities. This capital will bring tangible employment benefits and future career privileges in the Chinese companies. Therefore, currently the largest number of Chinese young people seek to become students in English speaking countries, where the concentration of the best world universities included in the top-100 of international rankings is high. The modern professional preferences of Chinese students correspond to the development trends of the China’s national economy and science, and depend on the future employment and opportunity to receive the scholarships from the Government of China.

Much like immigration, reasons to study abroad often relate to push and/or pull factors. Although attractive programs and courses can be major pulls for some prospective international students, financial matters such as tuition, living costs, and pathways to employment also have a significant influence. Since 2010 when Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT) initiated projects and activities to promote the internationalization of universities, the number of inbound international students in Japan was steadily increasing, most of which were coming from East and Southeast Asia. This trend continued up until around 2018, and, understandably, rapidly declined in the wake of the COVID-19 pandemic and implementation of rigid border restrictions. While the pandemic undoubtedly played a major part in this downtrend, one cannot overlook the fact that enrollments and interest in studying in Japan was already losing steam. With its university rankings increasingly losing out to competitive universities in China and Singapore and its relatively low entry-level salaries amid a long-term recession, which has further been exacerbated by the weakened yen, the “Japanese dream” is arguably past its prime. While taking into account the contextual factors which influenced this trend, my study involved a critical discourse analysis of MEXT’s ambitious plan to somehow reverse this trend by bolstering further internationalization, attracting highly-skilled foreign talent and essentially saving a sinking ship. The findings from this study may give institutions in the education and employment sectors an opportunity to reassess their current support systems and programs for lucrative foreign talent.

AbstractThe aim of this paper is to analyse the development of voivodships in terms of ICT usage in enterprises by means of taxonomic methods. The theoretical part of the paper has been devoted to the role of modern information and communication technologies in post-industrial enterprises, in particular to the meaning of these technologies for new management concepts (e-business, online marketing, CRM, network management, X-engineering). The research methodology has been carried out, with special attention being paid to the agglomerative clustering method and optimization clustering method.The empirical part of the paper presents a taxonomic analysis of voivodships with respect to the employment of ICT in enterprises. Data from the years 2014–2015, published by the Central Statistical Office of Poland, have been used. Seventeen potential diagnostic variables have been identified. In the end, variables with the highest discriminative possibilities were selected. The rankings of the voivodships were thus created. Then, voivodships were clustered by means of Ward’s method and thek-means method. The obtained results were evaluated regarding their conformity.

Inequalities between women and men in the labor market intensified during the pandemic, wiping out at least two years of progress over the past decade, accordingly to recent reports (European Commission, World Bank, etc.). The existing analyses estimate a "COVID-19 gap" that compares job losses with the increase in employment expected before the pandemic, finding that there are 5.1 million more women unemployed and 5.2 million fewer women working now, compared to what would have happened if the pandemic did not occur. According to Global Gender Gap Report 202," Romania was placed in the 88th position in The Global Gender Gap Index 2021 rankings, with the most significant decrease in Eastern Europe, as compared with the previous year. Our article is focused on the situation of Romanian gender inequalities. As methods of research, we used secondary analysis of data and focus groups. Our study's results discuss the situation of women's inequalities in the Romanian workforce market, particularly in the educational system. Our conclusions point out the necessity of solutions for Romanian women to ease their work's existing double and triple burdens.
