This research is interested in unveiling the hype surrounding the Electronic Government (eGov) phenomenon and in shedding more light into the different issues surrounding its multifaceted perspectives. Unlike electronic commerce and the private sector, eGov sets at the heart of governmental services and represents a unique paradigm on its own with different constituents and objectives. The stakeholders involved in eGov are both diverse and heterogeneous—which makes the issue of eGov adoption and diffusion a challenging task for many countries. This research disentangles the issues impacting eGov highlighting different determinants and success factors. The research then depicts an agenda for eGov success at the national level.

Many developing countries’ governments have invested heavily in increasing the number of e-government projects. However, there is a lack of clear case material, which describes the potentialities and consequence experienced by governments trying to manage with this change. The Ministry of State for Administrative Development (MSAD) is the organization responsible for the e-Government program in Egypt since early 2004. This paper presents the findings of the CRM case study, one of the e-service projects led by MSAD. Semi-structured interviews have been used as primary data collection techniques. The findings of the study reveal that the main driver to the success of the project is changing the organisational culture and thinking. It is noticed there is an influence of the project on citizens’ encouragement for public participation as it was able to increase their satisfaction levels. Also, the findings emphasised the problems that face the overall e-government program in Egypt. They also explain the relationships among those identified problems of governmental e-service development.

Nowadays, initiatives are taken and investments are made in supporting e-government across the world. These initiatives should achieve success to fulfill the outcomes that are desired. Efforts are made in capitalizing the technologies that will help the government to provide services to their citizens. The main objective of the paper is to explore the readiness of federal authority employees and their current skills, adoption, and knowledge about e-government. It is also investigates the new technologies and e-technologies in GCC and UAE. Therefore, it discusses and highlights this objective of using e-government by employees under several headings which include the growth of e-government in UAE and advantages of e-government in the society. This paper will also outline the need of e-government by the employees and citizens and how to make them better trust e-government. The researcher distributed 500 surveys and received 407 from most of the federal authorities in the UAE. The research concluded that the employees agree with benefits of e-government, do care about customers, and, together with high cooperation from the private sector, are prepared for adopting e-government. It was also found that the more challenging the e-government's cost and IT skill, the higher the challenges the organization will face in adopting e-government. At the present, one of the biggest challenges is designing solutions for e-government and evaluating initiatives conducted by the government.

E-government is the one of facilities of government to interact and communicate with the citizen as the government's ability to improve service performance. However, not all citizen, including the poor, can benefit the e-government services. To answer the issue, this research developed e-government model of Rukun Tetangga (RT) based on eight factors consisting of Content providers, Direct-to-consumer, Value-net-Integrations, Full-service providers, Infrastructure service providers, Market, Collaboration and Virtual Communities. Quantitative research was used to collect data through interview with 24 participants including Head of RT, Citizen and Employees District Office in Palembang. The findings of this study showed that an e-government RT model was required to help Palembang Government to meet needs of the citizen, which had impacts to improve services to entire levels of society.

This study investigated the moderating impact of perceived service quality on the positive relationship between perceived usefulness of e-government services and intention to use e-government services. The Technology Acceptance Model (TAM) was applied as the theoretical foundation for the study. The research data collected was analyzed with SPSS while the graphical representation of the moderating effect was generated using the software known as Interaction version 1.7.2211. The results have demonstrated that perceived service quality of e-government services does not have any significant moderating effect on the positive relationship between perceived usefulness and intention to use e-government services. However, perceived service quality and perceived usefulness of e-government services were found to be positively significant in influencing the intention to use e-government services. The implications of this study are further discussed.

Public confidence in their administration has slowly declined worldwide. Public trust is recognized as the prerequisite for successful government. With Internet advent, ICTs have far beyond our expectations by influencing society and the government's dependency on ICTs. In addition, e-Governance and trust encourage one another: e-Government fosters confidence, and vice versa. Another approach to build public confidence in government and improve citizens' perceptions of the government might be the development of electronic governance. At the same time numerous governmental agencies have entered the digital highway both in emerging and industrialized nations and offered electronic services to the public. However, e-governance throughout the whole world is a matter of trust, since the issue of confidence in management is still to be resolved. This study aims to show the effects of online services and activities that are essential to establishing government confidence. Obviously, the link between public confidence and the utilization of ICT-based service delivery remains substantial. The study demonstrates that e-government efforts may improve public confidence by enhancing relationships and responsiveness and promoting methods of participation. The government of Bangladesh has therefore implemented various e-service devices/avenues, from education and public service services through law enforcement. Despite good effects, establishing confidence in e-government presented specific obstacles for changing governance contexts.

Government Policy on Matters of the Information SocietyWhile information technology has for a long time been utilized in public administration in Iceland, co-ordination and policy formulation only started in the mid-nineties. In 1996, the government made arrangements for a comprehensive policy formulation in this field, when the government formulated a specific policy on matters of the information society and established a provisional developmental project for this purpose under the direction of a special working group under the auspices of the Prime Minister's Office. While the project was to be completed within five years, from 1998 to 2002, it was decided at the beginning of this year to extend it to the end of the year 2003 while an appraisal of its implementation was carried out. Among the goals set in the governmental policy was that legislation, rules and the working methods of the public administration should be reviewed with a view to information technology, for the purpose of stimulating technological progress, and to make information accessible to the public irrespective of residence or economic resources. Furthermore, a special emphasis was put on the utilization of information technology in the dissemination of public information, and that all information systems used by government agencies should be structured so that they would provide information on laws, regulations, rights and obligations, and such matters, via a computer network, and also enable the public to go about their business, monitor the progress of important matters, and be provided with all such services which can be provided in this manner.

The paper examines the critical success factors for employees’ adoption of the unified Local Government Access Framework (LGAF), deployed for the Central Union of Municipalities and Communities of Greece. Following an extensive bibliographical survey, an initial conceptual framework (CF1) based on the Technology Acceptance Model (TAM) for LGAF adoption is proposed, which is empirically explored within sixteen Local Governments Organizations. The CF1 is revised using the structured-case approach. New concepts discovered during each research cycle revealed that LGAF adoption is a procedure of experiential judgement. The applicability of the TAM is investigated and the model is enhanced, exploring additional variables that affect perceived ease of use, perceived usefulness and actual use. A final complementary CF2 is presented and the evaluation of this model according to the data received from the case studies is discussed.

Electronic government encompasses all government roles and activities, shaped by information and communications technologies (ICTs). Going well beyond analogies to e-commerce, it encompasses the four domains of governance and public administration: the state’s economic and social programs; its relationships with the citizen and the rule of law (e-democracy), its internal operations and its relationship with the international environment. E-government builds on three evolving forces: technology, management concepts and government itself. It has given rise to several phenomena that are redefining the public sector environment, including the International Institute of Administrative Sciences. Four aspects of e-government have lasting impacts on public administration: citizen-centered service, information as a public resource, new skills and working relationships, and accountability and management models. The challenges of e-government are even more acute in developing countries, although it also offers solutions. Public administration in all countries requires new thinking and leadership to ensure that e-government realizes its full potential.

PurposeThis paper aims to explore the emerging trends of e-government in Pakistan with an empirical investigation of the e-government websites and the services they provide to the citizens of Pakistan. It also investigates the level of development of these e-government websites in the Punjab Web portal. The governments in Asian countries, including Pakistan, have been struggling to switch their services from traditional on-spot services to online services. Focal points of the study are development level of e-government websites, available e-services and quality.Design/methodology/approachThe e-government Web portal of Punjab province with 38 websites is center of attention in present study. Website’s content analysis method is used to study e-government websites (N= 38) from the Punjab Web portal. It used the “Four-Stage Development Model” for the four stages, namely, “publishing”, “interacting”, “transacting” and “transforming”, to study the phenomena.FindingsThe findings showed that most of the websites on the Web portal were at the first (publishing) and second (interacting) stage of development. For the provision of effective online services, websites need to be on the third (transacting) and fourth (transforming) stage. Only a few websites in the Punjab Web portal were the on transacting and transforming stages providing a mature level of services. In total, 40 different types of services are identified in 38 websites of Punjab e-government Web portal.Practical implicationsE-government, Web portals are developed to give citizens a single, easy access point to several departments’ websites and their services. This baseline study recommends to update e-government websites periodically and put more focus on technological and contextual features to enhance the accessibility and usability of the websites.Originality/valueThis is first empirical study of e-government websites to explore their services and examine existing level of website development in this region.

The diffusion of the Internet and other ICT tools has participated successfully to increasing the interaction between citizens, businesses, and governments. Citizens became active participants in both political as well as social reform process. Efforts should be exerted towards sustaining e-government projects to gain the benefits from such initiatives in facilitating work, improving quality of services, enhancing the process of service provision, saving cost, reducing errors, and encourage the communication with political bodies in country. This study tried to explore the factors that influence the sustainability of e-government projects through an empirical study that utilized 248 surveys collected randomly within the educational sector. Results indicated that participation, awareness, and availability were significant predictors of such construct, while trust was not a significant predictor.

The integration of e-government, interaction and information exchange governments have been identified as a means to turn to smart governments that meet the needs of citizens in a smart society. However, the integration and interaction of e-government systems are complicated. Systematic review of literature is used as a survey method. The purpose of this article is to understand the integration of e-government and interactrations that prevented the conversion called "intelligent governments" in developing countries. Meta synthesis are used to integrate the results of each other's research. It can be used as an objective from institutional theory to analyze obstacles. At the same time, obstacles are classified as obstacles to high-level political and strategy obstacles and organizational levels. The Indonesian e-Government index for 2020 is internationally ranked 88, up 19 points from the previous ranking of 107 in 2018. This increase results from e-Government implementing agencies and an increase in public participation and contributions from research institutions. It always contributes to e-Government issues theoretically and practically. The results of studies related to the implementation of e-Government are also needed to answer the current problems and become a reference of e-Government development following Indonesian conditions. This study explores the studies that have been carried out during the last five years using the perspective of Indonesia's e-Government Ranking (PeGI), namely the dimensions of policy, institutional, application, infrastructure, and planning. The study used a literature review method with data sources obtained on the Garuda Ristek portal BRIN-Indonesian Publication Index. The number of articles collected was 45 articles which were then grouped based on the PeGI dimension, research methods, and types of e-Government relations. The results show that the perspective of the dimensions of the Indonesian e-Government Ranking can be a reference to see a picture of the conditions of e-Government implementation and the influencing factors. Furthermore, studies related to e-government issues can provide input information and recommendations for solutions to e-Government administrators. Therefore, it is necessary to increase the number of studies on e-Government in Indonesia supported by the government and related institutions to improve the quality of Indonesian e-Government.

Decentralization has granted local governments the right to control fund from original local government revenue (Pendapatan Asli Daerah - PAD). A significant source of local revenue in Bandung comes from parking fees. Since 2017, the Municipal Government of Bandung has innovated parking retribution management by implementing an electronic parking machine system for several parking locations located along the side of the road. However, a problem arises when the parking machine in Bandung does not substantially enhance parking management. This study aims to examine the supervision undertaken by the Bandung city government for the implementation of electronic parking machines. This study was conducted on the implementation of an electronic parking system using supervisory theory. Several hindrance factors and problems were identified due to the state of the city government's supervision of electronic parking machines. Inadequate supervision and poor reporting by field officers lead to illegal levies and damage to electronic parking machines. It was determined that improving coordination between the Department of Transportation and other relevant agencies, such as the Bandung City Revenue Service and the Civil Service Police Unit, would improve the supervision quality. Developing specific rules and regulations to regulate electronic parking machines is necessary.

Several development models have been presented in the literature to illustrate the advancement and adoption of EG practices. Recent developments in EG adoption that emphasize the process view call for a new perspective to EG adoption. Based on the review of most cited stage models of EG adoption, a comprehensive stage model is recommended in this paper. Furthermore, this paper utilizes the recommended stage model and proposes a process based framework for analyzing the EG adoption.
