This article examines the influence of e-government maturity on government effectiveness and efficiency with a cross-country view. To that end, it uses two-stage least square regression, considering the endogeneity of e-government. The regression-based analysis on various global indicators finds that e-government significantly contributes to enhancing government effectiveness but fails to substantially raise government efficiency. Political, economic, and cultural disparities across countries affect the variation in the impact of e-government on government effectiveness and efficiency. The level of democracy has a curvilinear relationship with government efficiency, and thus this study identifies non-democracies with well-performing governments.

The objective of this paper is to assess the level of efficiency of local government in Malaysia. Using data envelopment analysis (DEA), the research provides evidence on the efficiency of Malaysian local governments in terms of technical (TE), pure (PTE) and scale efficiency (SE). Secondary data obtained from financial statements of 35 local governments over a period of seven years are used. DEA is performed using three inputs (tax revenues, fees and charges, subsidies from central government) and four outputs (net book value of land and buildings, net book value of motor vehicles, net book value of equipment and fittings, cost of goods and services). The results show that most Malaysian local governments recorded high technical efficiency (TE), pure technical efficiency (PTE) and scale efficiency (SE) with above 0.90 mean scores. This article is the first to study on prefecture-level local government efficiency in China. First part of this article is estimating the efficiency of 277 prefecture-level local governments in China with output-oriented Data Envelopment Analysis (DEA), and the second part is explaining why those local governments receive such efficiency scores and discussing about the policy implications, where censored linear regression model is utilized. As a result, 277 prefectures are estimated to only produce 83% of their possible outputs with given inputs on average when scale inefficiency factors are excluded. And mostly decreasing return to scale inefficiency approximately accounts for half of overall inefficiency. At last, we suggest that the Chinese government should invest more expenditure on the basic education (primary school to high school) and it is recommended to increase the period of compulsory education to 12 years. And decentralization is an important approach to improve local government efficiency by analyzing the performance disparity of special economic zone (SEZ) prefectures.

Governments can efficiently provide liquidity, as when the banking system is bailed out. We study a model in which not all assets can be used to purchase all other assets at every date. Agents sometimes want to sell projects. The market price of the projects sold depends on the supply of liquidity, which is determined in general equilibrium. While private liquidity provision is socially beneficial since it allows valuable reallocations, it is also socially costly since liquidity suppliers could have made more efficient investments ex ante. There is a role for the government to supply liquidity by issuing government securities.

This thesis is concerned with the measurement and determinants of efficiency of local governments in the provision of public goods and services. In particular, the three chapters provide new contributions to the literature of fiscal federalism studying, from different angles, the relationship between policies that can stimulate the electoral accountability of politicians and local government efficiency in the provision of public services. In all chapters the measurement of local government efficiency has been obtained through data envelopment analysis and stochastic frontier models using different measures of inputs and outputs employed in the production of public services. Subsequently, the determinants of efficiency have been studied using panel data models and quasi-experimental methods. The analysis takes advantage of the policies implemented by the Italian and the United Kingdom (UK) government in the last 20 years. In particular, Italian local authorities have been subject to an intense process of fiscal decentralisation, and English councils have been subject to a unique process of performance evaluation based on quantitative measures of outputs.

The higher the level of information asymmetry between a firm and its investors, the higher is the firm’s reluctance to raise money externally, potentially leading to investment distortions. An improved disclosure system reduces information asymmetry and therefore, lessens the adverse selection effects of external financing, thereby moderating investment inefficiencies. In this paper, we examine the impact of potentially improved transparency stemming from stricter disclosure requirements (Clause 49) on financing and investment decisions of Indian firms. The results show that reliance of Indian firms on internal financing in the pre-reform period gives way to greater use of external financing in the post-reform period, and alleviation in financial constraints. While expanded funding sources do not seem to improve investment unambiguously, firms that suffered under-investment prior to the reform show a significant improvement in investment post-reform. Firms also increase their financial slack making it possible for them to engage in acquisitions within India as well as abroad.

Nowadays, governments are more careful with the use of resources and attempt to be efficient and effective to achieve sustainable economic development. This paper contrasts the efficiency and effectiveness of public spending of developed and developing countries in current conditions and their impact on economic growth. The author analyses efficiency and effectiveness measures of public spending applied by prominent cross-country empirical studies. The critical success factors for the effective performance of government through World Bank indicator of government effectiveness highlights the role of effective public budget policy. In addition, the Public Sector Performance Index and Public Sector Efficiency Index introduced by Vito Tanzi and other measures of Livio di Matteo, Konstantinos Angelopoulos are examined. Based on these approaches the author proposes several suggestions for the current condition of public budget policies of Central Asian countries and ways of improving the effectiveness and efficiency levels of their public sector. The author argues that the assumption that developing countries are less efficient than developed countries are based on several efficiency variations: the size of government expenditure, a government budget composition, aid dependency, and weak institutions. What is more, findings suggest that countries with relatively small governments that use resources more efficiently tend to achieve higher levels of economic growth that is not always the case for all developed countries. These findings have important implications for assessing the government performance on economic growth.

There is scant empirical economic research regarding the way that Latin American governments efficiently allocate their spending across different functions to achieve higher growth. While most papers restrict their analysis to the size of government, much less is known about the composition of spending and its implications for long-term growth. This paper sheds light on how allocating expenditures to investment in quality human and physical capital, and avoiding waste on inefficient expenditures, enhance growth in Latin America. This paper uses a novel dataset on physical and human capital and detailed public spending that includes -for the first time- Latin American countries, which is categorized by a cross-classification that provides the breakdown of government expenditure, both, by economic and by functional heads. The database covers 42 countries of the OECD and LAC between 1985 and 2017. There are five main results. First, the estimated growth equations show significant positive effects of the factors of production on growth and plausible convergence rates (about 2 percent). The estimated effect of the physical investment rate is positive and significant with a long-run elasticity of 1.2. Second, while the addition of years of education as a proxy for human capital tends to have no effect on growth, the addition of a new variable that measures quality-adjusted years of schooling as a proxy for human capital turns out to have a positive and significant effect across all specifications with a long-run elasticity of 1.1. However, if public spending on education (excluding infrastructure spending) is added to the factor specification, growth is not affected. This is mainly because, once quality is considered, spending more on teacher salaries has no effect on student outcomes. Therefore, the key is to increase quality, not just school performance or education spending. Third, both physical and human capital are equally important for growth: the effect of increasing one standard deviation of physical capital or human capital statistically has the same impact on economic growth. Fourth, increasing public investment spending (holding public spending constant) is positive and significant for growth (a 1% increase in public investment would increase the long-term GDP per capita by about 0.3 percent), in addition to the effect of the private investment rate. However, the effect of public spending on payroll, pensions and subsidies does not contribute to economic growth. Fifth, the overall effect of the size of public spending on economic growth is negative in most specifications. An increase in the size of government by about 1 percentage point would decrease 4.1 percent the long-run GDP per capita, but the more effective the government is, the less harmful the size of government is for long-term growth.
