A presente investigação sobre a reforma do ensino médio técnico dos anos 90 teve como pano de fundo as mudanças por que passa o mundo do trabalho e a relação hodierna entre trabalho e educação. O senso comum associa a educação como um elemento propulsor da competitividade dos países e dos indivíduos em um contexto de acirramento da competitividade intercapitalista e da adoção de uma série de políticas desfavoráveis a quem vive do trabalho. É neste contexto que a reforma do ensino médio técnico foi apresentada à sociedade brasileira, como uma medida que não só propiciaria a universalização do ensino médio, como a democratização do acesso dos alunos das camadas populares à rede federal de ensino técnico. A partir do questionamento da capacidade da arquitetura da reforma em contribuir para a democratização do acesso, realizamos uma pesquisa de cunho quantitativo com 302 alunos de três escolas técnicas da região metropolitana do Rio de Janeiro. Nossa interrogação inicial se desdobrou em três questões que permearam a pesquisa: (1) a reforma, longe de ter democratizado o acesso dos alunos das camadas populares ao ensino técnico federal, o teria colocado mais distante da realidade desses atores sociais, em função das dificuldades postas para cursar o ensino técnico; (2) a existência de escolas técnicas privadas destinadas às camadas médias seria um indicativo do interesse desse estrato social pelo ensino médio técnico e (3) o restabelecimento do sistema de ensino dual no secundário estaria associado não a um projeto de democratização do ensino, mas a uma concepção de educação que vê na formação para o trabalho a trajetória escolar mais adequada aos alunos das camadas populares. A título de conclusão destacamos que a concepção de educação norteadora da reforma, longe de ter um compromisso efetivo com a democratização do acesso das camadas populares ao sistema de ensino, buscou consolidar a educação profissional como o caminho natural desse estrato social; e afirmamos que as escolas técnicas federais não são escolas de elite porque têm como proposta uma formação para o trabalho, o que, independente das aspirações de seus alunos, vai estabelecer uma socialização diversa da proposta pelas escolas de elites.
The current investigation on the 90`s secondary technical education reform emphasizes the changes occurred in the labor field as well as the present relationship between education and labor. The common sense associates education to a propelling element of competition of countries and individuals in an aggressive intercapitalist competitivity linked to the adoption of a series of unfavorable policies towards those who live on their work capacity. The secondary technical education reform was introduced to Brazilian society in this context, that is, it was a measure that not only would help universalizing secondary education, but also would democratize the access of students from lower classes to the federal network of technical schools. We argued, firstly, the architectural capacity of the reform in contributing to democratize the access by implementing a quantitative survey with 302 students who belonged to 3 technical schools of the metropolitan area of Rio de Janeiro. Our first concern was subdivided into three other ones: (1) the reform, instead of democratizing the access of lower class students to the federal schools, ended up by creating distances, due to the obstacles these students had regarding the difficulties they faced in attending the technical schools; (2) the existence of private technical schools that aimed at the middle class students would indicate the interest of this middle class in secondary technical education, and (3) the re-establishment of the dual system of education in the secondary levels would be associated not to a project of democracy in educational system but to a conception of education that understands the technical education as the most adequate issue to students from lower classes. As a conclusion we will affirm that is the conception of education that the reform embodies which, far from democratizing the access of the general public to the educational system, ended up, instead, by consolidating the professional education as a natural way to students from lower classes; and that the public technical schools aren`t elite institutions as they focus on trainning their students to the jobmarket, what provides them with completely different experiences from those provided by the elite schools.

The main argument of this thesis is that research has to take the institutional character of education seriously. Educational institutions carry considerable weight for outcomes of education and their design is a matter of intense political debate. This work focuses in particular on the institution of tracking that has wide-reaching consequences for the structure of education. The thesis consists of an introductory essay, together with three empirical essays. The empirical essays all acknowledge the main argument but study different outcomes and relationships connected to education. Essay I studies how the institutions of political economy and education together affect equality of income and equality of educational opportunity. This essay contributes to the literature by distinguishing the effects of the different institutions of political economy and education, as well as how they interact to affect the two contrasting conceptions of equality. The results reveal that tracking hinders equality of educational opportunity but is also related to better incomes for vocational education graduates in certain institutional settings. Wage bargaining coordination reinforces the more equal educational opportunities of weakly tracked contexts and improves the relative income of vocational graduates in these contexts. Essay II explores how education and tracking affect social trust. It makes two contributions. First, the empirical approach provides strong support for causal inference. Second, it is the first study to consider how tracking affects social trust. The empirical evidence finds no general effect of educational attainment on social trust, but decreasing tracking has a positive effect on social trust for individuals who come from weakly educated backgrounds. Essay III aims to explain cross-country differences in tracking by focusing on the impact of government partisanship. The study contributes to the literature by being the first comparative study to explore how partisan politics may explain differences in tracking and being one of few comparative studies there are on the topic at all. The results show that tracking is strongly related to a dominance of Christian democratic governments, whereas detracking reforms have mainly been carried out by social democratic governments.

This thesis explores educational pluralism in the context of the American public school system and analyzes the charter school movement as a mechanism for education reform. Because charter schools have only existed for 26 years, scholars have yet to understand the effect that they have on our public school system, as well as how they compare with traditional public schools. Rather than trying to determine whether charter schools are better than traditional public schools, I introduce the philosophy behind educational pluralism, examine the evolution of the charter school movement, and analyze states as laboratories for testing new educational practices through charter schools.

After a series of reversals in its wars with European powers during the eighteenth century, the Ottoman Empire was forced to reevaluate its military technology and training. The realization that the West had outstripped the Muslim East in scientific and technological advancement led Ottoman reformers to introduce changes to the traditional educational system, especially to the curriculum. However, what the reformers soon realized was that the military superiority of Europe was only a symptom, and not the cause of, the West's advancement; this led to the introduction of more Western-style institutions in an effort to achieve its military goals. It was through these new institutions that Western ideas of equality, rationalism and liberalism were introduced into the Ottoman Empire. These imported ideas were bitterly resisted by the ulema, who continued to operate a traditional school system parallel to that developed by the reformers. In spite of their objections, however, the traditional Muslim educational system was forced to undergo a significant metamorphosis both prior to and during the Tanzimat period.

Currently, Quebec's Ministry of Education is in the process of implementing broad curricular reforms that will fundamentally change the ways in which Quebec youth learn and come to develop academic, personal and social skills. As part of the broad reforms, the Ministry of Education has mandated that the delivery of sexual health education be reformed also. The former, more formal class allotment for sexual health education is being replaced by a more spontaneous and discussion based approach that spans across the curriculum and is the responsibility of the entire school community. Thus, there is a need to understand how both the educators and students are experiencing these changes. It is important to gain a better understanding of what these individuals believe is working and what they think needs improvement. In understanding better these realities, it will be possible to make suggestions for improvement or continued focus. Accordingly, this thesis is comprised of two main sections aimed at accomplishing these objectives. The first consists of an in depth literature review that looks closely at the context of sexual health education in both Quebec and Canada as well as the debate over best practices. The literature review also includes a document analysis that looks critically at the Ministry of Education document, Sex Education in the Context of Education Reform, intended to guide the reformation process. The second section of this thesis is a research article, which presents a phenomenological look at the experiences of educators and students as they adjust to sexual health curricular reforms at an independent secondary school in Quebec.
Actuellement, le Ministère de l'Éducation du Québec est en processus d'implémenter de vaste réformes curriculaires qui changeront drastiquement la façon dont les jeunes Québécois apprennent et développent leurs outils académiques, personnels et sociaux. Dans ce vaste réforme, le Ministère de l'Éducation a mandaté que l'éducation à la santé sexuelle soit aussi réformé. La façon plus formelle d'enseigner l'éducation à la santé sexuelle sera remplacée par une approche plus spontanée, qui sera basée sur la discussion et touchera à toute les facettes du curriculum. Elle sera aussi la responsabilité de toute la communauté écolière. Ainsi, il y a un besoin à comprendre comment les éducateurs et les étudiants vivront ces changements. Il est important d'acquérir une meilleure compréhension de ce que ces individus croient fonctionne bien, ainsi que ce qui ne fonctionne pas. En comprenant mieux ces réalités, il sera possible de d'émettre des suggestions d'amélioration ainsi que de continuer le focus établi. The role of Department of Education in implementing education reforms in Joniskis municipality administration is being analyzed in the final thesis. The research objectives of the Bachelor thesis is to identify the role of Department of Education in implementing education reforms, based on case study of the Department of Education and Sports of Joniskis municipality administration. In the theoretical part of the final thesis the concept of education reform implementation is being analyzed within the level of local self-government, that is the concept of public management reform within the context of change management, the concept of educational reform (the interface with the processes of change, innovations, comparative analysis of reforms of foreign countries), as well as the activities of local self-government within the context of reform implementation. The purpose of this study was to examine the key factors associated with sustaining an effective educational program. The primary research question was: How did the Bright Beginnings: Fantastic Follow Through program sustain itself for more than 25 years? The secondary research questions asked in this study were: (a) what role did the school context play in sustaining the program; (b) what role did leadership play in sustaining the program; (c) how did the school culture affect sustaining the program; (d) how did the implementation, continuation, and evaluation phases of the change effort affect sustaining the program; and (e) what effect, if any, did external factors have on sustaining the program? This study was a descriptive case study of one exemplary program in an urban elementary school in a mid-Atlantic state. A naturalistic, responsive inquiry approach was employed through in-depth interviews, combined with document reviews as data sources. The key participants included local school administrators, teachers, parents, and the central administrative liaison to the program. The participants were interviewed in-person for approximately 30-60 minutes in length. Materials gathered during the in-depth interviews were transcribed and analyzed after the interviews were completed. First the researcher read the transcribed interviews and hand-coded the consistencies and emerging themes onto a large chart. Second, a matrix was made of the hand-coded data using a word processor. Third, the researcher identified themes, common patterns and important stories shared by the participants regarding the elements essential to the institutionalization of an educational program. Discussion of the summary, conclusions, implications for practice, and recommendations for further research are provided in Chapter Five.

This study focused on two themes which have recurred in education since the 1980's: equity of educational outcomes for all students and reform in mathematics education. The problem addressed in this study concerned the apparent inability of large- scale reforms to meet equity goals. The purpose of the study was to increase understanding of this problem from both theoretical and practical perspectives. The study was influenced by feminist perspectives in the choice of theoretical framework and methodology. Focusing specifically on gender equity, the study was set in the context of a large-scale reform in the USA, Ohio's Statewide Systemic Initiative, Project Discovery.There were three major objectives in this study. First was to synthesise the literature concerning gender equity in mathematics education to produce a definition of the ideal Connected Equitable Mathematics Classroom (CEMC). There were two parts to the literature review: one concerning explanations for observed gender differences in mathematics education, and another concerning initiatives implemented to try to bring about gender equity in mathematics education.The second objective was to use the definition of the ideal CEMC, derived from the literature, to determine the extent to which reform had occurred in mathematics classrooms in Ohio. This was accomplished through the analysis of quantitative data collected from a random sample of teachers and principals across the state, and qualitative data collected from seven case study sites. The third objective was to determine the barriers to and facilitators of the realisation of equity goals in middle-school mathematics classrooms involved in Project Discovery. This was accomplished through a cross-site analysis of data collected at the seven case- study sites, with the analysis framed around the characteristics of the CEMC.The outcomes of the study are set out in terms of these three objectives, culminating in a discussion of the implications and challenges which the findings of this study pose for researchers, reformers, equity advocates and practitioners.

Purpose. The purpose of this qualitative multicase study was to examine how the leadership behaviors of California school superintendents influence the implementation of educational reform initiatives in the districts they serve.

Methods. The conceptual framework of this study centers on the interrelationship between the role of the superintendent, models of educational leadership, and the context of educational reforms. The constructs will link the elements of the research process and the influence of educational reforms on the behaviors of superintendents. The conceptual framework used Fullan and Quinn’s (2016) coherence framework as a lens to examine the constructs and to determine whether superintendents are applying proven transformational and instructional leadership behaviors.

Methodology. A multicase qualitative study was used to explore how leadership behaviors of 7 superintendents influence educational reform in public school districts. The study was not bound by site or district; it investigated a contemporary phenomenon in depth and within a real-world context (Yin, 2014). Purposeful sampling was used to recruit acting superintendents in the Los Angeles and Orange County regions. The sampling criteria were (a) the superintendents served for a minimum of 3 years, (b) in a public school district, and (c) were referrals from trusted superintendent colleagues. Seven superintendents agreed to participate.

Findings. Examination of the qualitative data from the 7 interviews indicated superintendents’ leadership behaviors have influence in the implementation of educational reforms. To develop whole-system reform, superintendents must build a system for continuous improvement. Answers to 6 interview questions were carefully analyzed to provide an understanding of how superintendent leadership behaviors are influencing whole-system improvement.

Conclusions and Recommendations. The findings of this study were consistent with the coherence framework (Fullan & Quinn, 2016), which specifically identified 4 integrated components (focusing direction, cultivating a collaborative culture, deepening learning, and securing accountability) for sustainable whole-system reform. It was concluded superintendents build coherence for reform by simultaneously implementing the 4 components. The data revealed educational reform requires leaders to think holistically about the framework. While district leadership is key to influencing the outcome of whole-system change, a culture of continuous improvement is achieved with coherency and collaboration at all levels.

This thesis showed an analysis of what happened when global educational reforms were implemented in a local Moroccan culture context. Through analyzing and deconstructing discourses in policy documents, as well as qualitative interviews with teachers and pupils in municipal uppersecondary schools and comparing these to each other, a picture was given of what happened in the meeting between the new policies and the implementation of them locally; how they were implemented, resisted and negotiated by different parties concerned. The educational policy, advocating e.g. Education for All, and acquisition of foreign language skills, reproduced social hierarchies when implemented in the Moroccan context. Post-colonial languages, such as French, worked as a class cursor, creating a rift between the social classes and their access to higher education. Student-centered methods were resisted by the teachers, but negotiated by the pupils.

The summary of dissertation that studies the development of conceptual basis for the Lithuanian educational reform in terms of the shift in the educational paradigm, describes the importance of the research, its theoretical and practical significance as well as the scientific problem as to how the shift in the classical normative educational paradigm is implemented into the conceptual basis of the Lithuanian educational reform. The summary emphasizes the novelty of the research which consists in the fact that this work is the first attempt in Lithuanian educology to analyze the conceptual basis of the Lithuanian educational reform in terms of the shift in the educational paradigm and to disclose the processes of their development. The summary also presents the object, goals and methodological reference of the research as well as the content of dissertation and the conclusions, such as: the conceptual idea of the Lithuanian educational reform to implement the educational reform on the basis of shift in educational paradigm was determined by historical circumstances; the paradigmatic shift in education is systemic, the conceptual basis of the Lithuanian educational reform embeds the paradigm of humanistic education etc.

Over the past two decades public schools have faced an unrelenting demand for reform. In response to this call for change, researchers have identified two strategies that hold great promise – organizational mindfulness and teacher collaboration. Despite the volume of work that has focused on these areas, little has been done to investigate their overlap. This study discusses development of the Teacher Instructional Practice and Sentiments (TIPS), an 18-item survey to measure teacher practices and beliefs that reflect mindful collaboration for improving instruction. Teacher responses to the TIPS were gathered and analyzed from a representative statewide sample of elementary school teachers in Washington State. Findings examined survey items which were aligned to the five cognitive processes of HRO theory: preoccupation with failure, reluctance to simplify, sensitivity to operations, commitment to resilience, and deference to expertise. An exploratory factor analysis was complete using Principal Components Analysis with varimax rotation which revealed three factors underlying mindfulness in schools. The first factor, Mindful Focus on Students, includes items such as understanding a student’s home situation, as well as making accommodations for struggling learners. The second factor, Mindful Focus on Relationships, deals with interactions between teachers, students, parents, and the community. Finally, Mindful Focus on Instruction includes “checks for understanding” and brainstorming with colleagues on strategies to get students to standard. As an alternative to forcing the current labels of HRO theory on education, consideration should be given to application of these school-specific categories. They simplify the process of evaluating mindfulness in schools, and simplify the variables requiring investigation. Use of the TIPS survey to understand the extent to which mindfulness and teacher collaboration are evident in schools is recommended.

Three teachers in different schools in a regional city in Queensland, Australia agreed to implement trial components of Education Queensland's assessment reform agenda (The Assessment and Reporting Framework, [Education Queensland, 2003]). During the nine-month data collection phase, teachers were already simultaneously implementing an array of mandated curriculum and pedagogical reforms. The purpose of this research project was to understand how individual teachers perceived and interpreted an educational reform, against the backdrop of multiple systemic reforms. While acknowledging the importance of teachers' pre-existing knowledge, the central objective was to focus upon changes made by individual teachers over time, and the impact of a systemic reform on their practice. Narrative case study was the selected methodology as teachers narrated their personal change journeys. The methods of data collection included in-depth semi-structured interviews and conversations, written personal documents and systemic documents associated with reform and assessment. The findings provide insights into the processes of change and teachers' sources of support.

School turnaround refers to the rapid, significant improvement in the academic achievement of persistently low-achieving schools (Peck & Reitzung, 2013). Over the past decade, school turnaround has become the United States’ response to chronically low-performing and failing schools. The turnaround model has emerged as an effective strategy with potential to lead to expedient results. The research on turnaround is limited, however; in fact, most research is concentrated on numerous case studies and is often focused on descriptions of the models used in school turnaround. The overarching question is what district level leadership, school level leadership, and classroom teacher practices emerge as part of the school turnaround reform process?

Major findings of the study indicate that 1) across all turnaround survey measures, the Data Teams Process, turnaround team support, and use of data as the most helpful elements of turnaround reform; 2) while turnaround team support was considered helpful at all levels within the district, it was also considered an obstacle by turnaround school leaders and turnaround teachers; 3) while the Data Teams Process was considered helpful at all levels within the district, it was also considered an obstacle by turnaround school leaders and turnaround teachers; 4) based on turnaround school leader perceptions, there are differences between turnaround schools and emerging turnaround schools in the area of community relations; (5) based on the turnaround teacher perceptions, there are differences between turnaround schools and emerging turnaround schools in the areas of mindset, climate and culture, effective teachers, and instructional support; and (6) perceptions of collective efficacy differ based on school performance scores which, correspond to turnaround status.

Academic and behavioral success in middle school is a predictor of academic and behavioral success in high school. How best to provide a developmentally responsive education to students at the middle level is a challenge that American educators and policymakers need to address (Jackson et al., 2000). This case study provides an understanding of the unique organizational structures and school culture that contributed to a diverse school’s fostering and sustaining the goals of a middle school reform initiative designed to contribute to students’ academic and behavioral success.

Once a low-performing school with high disciplinary referrals, Crossroads Middle School is now considered exemplary because of high ratings on district climate surveys and success in increasing student achievement for all student groups since implementation of the reform strategy. Notably, during the reform implementation, three principals led the school. Given this leadership turnover, the school’s success cannot be attributed to one charismatic leader, but rather the organizational culture fostered by the instructional leadership team. Data include interviews with 19 past and present members of the instructional leadership team, meeting observations, and reviews of school documents and artifacts. This exemplary case study reveals the shared norms, values, and beliefs developed over time by the leadership team members as they designed and implemented the structures, policies, and practices needed to foster the goals of the reform.

Crossroads had and continues to have a student population that mirrors the demographics of its large diverse district. This diversity contributes to the relevancy of the findings for other school leaders in districts that have diverse student populations and who seek to improve middle level education. The results of this study may inform district leaders and school-based staff seeking to adopt a middle school model uniquely suited to developing middle school students, and seeking to develop a staff with skill sets unique to teaching students at the middle school level.

This study examined the perceptions of music education students, professors, administrators and music teachers in the field with respect to the call for reform in Canadian music teacher training programs. The role that these various groups envision themselves having in this process was also investigated. Fifty-five subjects from the provinces of Quebec and Alberta responded to items on a written questionnaire. From within this subject pool, 19 subjects participated in a series of two interviews in order to gain further insight on various questionnaire items. Results demonstrated a moderate degree of similarity in responses from the stakeholder groups on numerous issues including the current status of music education programs, recommendations for future reform, and effective methods to enact such reforms. Results highlighted the need (a) to increase collaboration levels amongst all stakeholders involved in the process of music teacher training reform and (b) to better align the curriculum content of the university classroom with the needs of the teaching field. Implications for further practises are discussed.

The purpose of this study was to analyze the factors influencing middle school grading reform. The study involved all stakeholders in one middle school community. Participants were surveyed to determine which standards-based grading practices were most welcomed among middle school students, parents, teachers, and administrators. Additionally, students’ perceived motivation levels when evaluated using standards-based grading practices were quantified and the necessary support needs of middle school teachers were identified as they attempted school-wide grading reform. Many are calling for school leaders to evaluate unreliable traditional grading methods and reform grading to a standards-based approach (Guskey, Swan, & Jung, 2011; Wormeli, 2013). For this reason, the survey items used in the study were based on the positive and negative outcomes of standards-based grading found in current research. The sample groups for the study included 137 middle school students, 148 parents, 25 teachers, and three administrators. Descriptive statistics were used to analyze the results of Likert-style survey items and open-ended questions. Findings indicated the most accepted grading changes among all stakeholders included allowing students multiple attempts to show the learning of a concept and providing for awareness and understanding of learning objectives. The teacher survey results revealed necessary support needs when attempting grading reform include the following: making grading decisions together as a faculty, communicating grading changes with parents, and allowing for time to implement grading changes correctly.

Despite some evidence of recognition of more complex approaches, research on assessment reform neglects to address some of the problematic aspects of implementation. Such research may acknowledge discursive dissonance between different actors and the broader interests involved but these are not a central object of study. At the same time, contributions from sociology of education, critical policy scholarship and complexity theory have illuminated some dimensions of assessment reform processes, namely, assessment as a technology of power and as connected to broader ideologies and assessment reform processes as complex, messy, and contradictory in nature. Drawing from these sources, this thesis seeks to answer the following research questions: 1) What are the main systems (with their actors, activities and internal relations) and the main interactions between them involved in assessment reform processes in Chile?; 2) How are discourses on assessment produced, how do they circulate in this system, and how does knowledge on assessment relate to power issues? Given the nature of the problem under scrutiny, critical discourse analysis from a Bakhtinian and Foucauldian perspective is selected as the overarching perspective, with polysystems theory (Even-Zohar, 1990), intertextuality (Fairclough, 2009) and the ideological analysis of discourse (Van Dijk, 1999 and 2008) as the main theoretical tools of analysis. The sources of data are documents as well as interviews with policy authorities and practitioners. The thesis makes a case for situating the study of assessment reforms in the context of three broader dimensions, namely the historical dimension, that incorporates the diachronic dimension of assessment reforms both in the short and the long term; the systemic dimension, related to the processes of production, circulation and consumption of discourses around assessment in a complex web of systems, beliefs, interactions and (power) relationships between their actors, and the ideological dimension. The consideration of this broader framework allows for the inclusion of those aspects that are generally left out of research on assessment reforms, filling a relevant research gap and reconceptualising the field through a more complex approach.

The purpose of the study was to explore the main problems that teachers encounter in their daily lives in the Omani schools. Despite teachers problems have been researched in many developing and developed nations, these problems have up until now never been researched in Omani schools. The relevant research indicated that teachers are adversely affected by the economic and social conditions of a society, which in turn affect their roles and affects pupils' academic performance as well. This was indicated in the experience of some Asian and European nations. As a result, to solve and improve performance, developed and some developing nations made serious attempts to reform teacher's social and economic status. Also, they went further by refOrming school environment (e,g, reducing class size) and enhancing the home school relationship as an important issue in refOrming educational poliCies. The ideas for this research were based on the World Bank and Ministry of Education reports that identified problems in the educational system in Oman. To explore the main problems that affect teachers' performance, the researcher selected a large sample (50/0 of the total population of male teachers) of teachers (as the main sample in the study). the total population of the principals of educational areas, and purposive samples of parents, schools principals and school teachers. The study used a combination of qualitative and quantitative methods to reveal the problems that were investigated. The questionnaires were handled to teachers and the principals of the educational areas. Semistructured interviews were also used with teachers, parents and schools principals. The outcomes of the field survey indicated that teachers have a good relationship with the schools' principals and with their colleagues as well. By contrast, the majority of teachers in the sample are dissatisfied with the salary, the annual salary increment and the opportunities of in-service training. Teachers also indicated that large class size produces adverse effects on teaching practice and on the Omani pupils' academic performance. With regard to the Omani pupils' performance, teachers indicated that the aspects that are most affected by large class size are: amount of individual attention, the assessment and standard of work. Teachers considered the issue of class size as one of, or indeed the most important issue for them and for enhancing the academic performance of the Omani pupil's performance. Teachers indicated that they are dissatisfied with Omani parents contact with school. They attributed the lack of home-contact with the school to many factors, e,g. illiteracy among parents. disregarding of the value of education for the future of their sons.The principals of the educational areas emphasised the same issues that teachers raised in the questionnaire namely: weak home contact with the school. large class size and lack of in-service training. The semi-structured interviews revealed that Omani parents are dissatisfied with the perfonnance of the Omani teachers. Also. they indicated that the lack of the necessary facilities and curricula improvements, are serious problems that have adverse effects on teachers' and Omani pupils' perfonnance. Schools principals believe that the economic condition of Omani families and ignorance among Omani parents are serious social impediments that hamper them from contacting schools and to followup their child's academic progress. Alongside these home-school problems, the school principals indicated that the Omani pupils perfonnance has been worsening and the Ministry of Education must introduce an effective policies that support and enhance teachers perfonnance and improve the Omani parents awareness of the value of education. The outcomes of the teachers' semi-structured interviews indicated that most of them are not optimistic about the future of education in Oman unless the Ministry of Education introduces qualitative improvements. It was concluded that there was an urgent need for an appropriate balanced policy that takes into account the point that expanding the educational services must not be at the expense of the quality of education system in Oman. Also, I concluded that refOrming teachers' status and teaching perfonnance must be the starting point in any prospective improvements policy. Moreover, I concluded that improving the social awareness of the Omani parents of the importance of education must be an essential input in improving the perfonnance of the Omani pupil perfonnance and to bridge the gulf between the home and the school.

The role of the evaluation for Official Development Assistance (ODA) enterprises including educational development has become critical after increasing “aid fatigue” experienced by the international community in the 1990s. To date, however, monitoring and evaluating outcomes of the projects has been limited to the project life. Consequently these have been mainly through the international aid agencies. Furthermore, the monitoring and evaluation led by international aid agencies have paid little attention to aspects of the sustainability of technical cooperation in educational development. To sustain the impact of technical cooperation, the reinforcement of evaluation has drawn increasing attention in light of the emerging modalities in international development. Therefore this research was inspired to investigate alternative evaluation frameworks for an educational reform project for teacher quality improvement that may increase possibilities for long term sustainability. Importantly, the new modalities in international development and educational issues provide new options. In addition, the research reviewed theoretical and practical issues surrounding evaluation in general, and highlighted the evaluation of education reform projects. The research reported explored via case studies, the evaluation processes employed by the Egyptian education reform projects implemented by the Japan International Cooperation Agency (JICA) and the United Nations Children’s Fund (UNICEF). The case studies used three data sources (archival and relevant documents, a survey questionnaire and interviews) to illuminate the contextually-embedded evaluation processes. The research found that process evaluation is a potential alternative method since it is likely to be locally institutionalised, which may yield long-term sustainability of the projects.

To date, however, monitoring and evaluating outcomes of the projects has been limited to the project life. Consequently these have been mainly through the international aid agencies. Furthermore, the monitoring and evaluation led by international aid agencies have paid little attention to aspects of the sustainability of technical cooperation in educational development. To sustain the impact of technical cooperation, the reinforcement of evaluation has drawn increasing attention in light of the emerging modalities in international development. Therefore this research was inspired to investigate alternative evaluation frameworks for an educational reform project for teacher quality improvement that may increase possibilities for long term sustainability. Importantly, the new modalities in international development and educational issues provide new options. In addition, the research reviewed theoretical and practical issues surrounding evaluation in general, and highlighted the evaluation of education reform projects. The research reported explored via case studies, the evaluation processes employed by the Egyptian education reform projects implemented by the Japan International Cooperation Agency (JICA) and the United Nations Children’s Fund (UNICEF). The case studies used three data sources (archival and relevant documents, a survey questionnaire and interviews) to illuminate the contextually-embedded evaluation processes. The research found that process evaluation is a potential alternative method since it is likely to be locally institutionalised, which may yield long-term sustainability of the projects.

In 1983, the A Nation at Risk report stated that our educational institutions in the United States and especially in urban areas were not meeting the educational needs of our students. Since A Nation at Risk, elected school boards in urban areas were under fire from the media, parents, other civic and community leaders, and voters due to fiscal irresponsibility and poor student achievement. In selected urban cities across the nation, elected school boards were replaced in favor of mayoral control (e.g., Boston, Chicago, Cleveland, Detroit, New York City, Philadelphia, and Washington DC) and appointed school boards (Wong et al., 2007). In 1999, the Detroit Public Schools (DPS) was taken over by the state of Michigan in an effort to reform the district. In 1998 prior to the state takeover, DPS had 261 schools, 167,000 students enrolled in the district, and a $93 million budget surplus. In 2014 after several years of state control, DPS had 97 schools (−62%), 47,000 students enrolled (−71%) in the district, and a $232 million budget deficit (−349%). During this same time period, DPS had eight different district leaders under three different school governance models. This qualitative historical case study developed an understanding of the overall impact of school governance reform on the institutional progress in DPS from 1999–2014. Institutional Progress examines the overall functioning of a school district in the areas of: leadership, educational programs, finances, personnel, community support and political support. This study also described the external and internal barriers preventing DPS from making institutional progress. This qualitative study utilized four data sources: interviews of current and former Detroit Public School personnel (i.e., school board members, central and building administrators, teachers, parents and community activists), Detroit Board of Education meeting minutes reports, daily newspaper coverage of DPS from the Detroit Free Press and the Detroit News, and city of Detroit archives on the annual State of the City Address given by Detroit mayors to determine whether or not institutional progress was achieved in DPS from 1999–2014. The findings of this study were the following: 1.) there was a lack of institutional progress in Detroit Public Schools; 2.) school governance reforms in DPS did not have a positive impact; and 3.) internal and external barriers prevented DPS from making institutional progress.

This research paper presents existing literature on intrinsic motivation and applies it to teachers in an environment of high-stakes education reform efforts. It seeks to acknowledge that there has been an increase in level of external control placed on teachers in New York State, and to discuss potential impacts of these efforts on teachers’ intrinsic motivation according to Self-Determination Theory (SDT). This paper presents survey research designed to examine teachers’ perception of the impact education reform efforts have had on their role in various work tasks, related to the extent to which they perceive their needs for autonomy, competence, and relatedness are met at work. Confirmatory factor analysis and structural equation modeling was used to examine the relationships between participant responses and the theoretical variables at hand. T-tests, ANOVA, and Pearson’s correlations were also examined to obtain a greater understanding of the variable relationships. The results of this research indicate that teachers have felt a negative impact on some of their teaching-related tasks; the SDT framework of autonomy, relatedness, and competence needs maintained integrity in this sample; autonomy-support was significantly related to perceived impact of high stakes education reform efforts. The implications of low intrinsic motivation among teachers on students and the educational environment, and implications for future reform efforts are discussed.
