AbstractAstronomical education is entering a new stage of development which is closely connected with the development of new technologies for communication, computing and data visualization. We discuss this evolution in the context of astronomy education in Armenia. As students spend only a short time in Byurakan Observatory for training in observations, they are not able to carry out systematic astronomical observations. Hence their training places emphasis on the use of astronomical archives and analysis of observational data obtained previously with the Byurakan telescopes and other ground-based and space telescopes. Thus, one of the aims of the Armenian Virtual Observatory is to support the training of students in this modern context.

Purpose The role of institutional facilities is of paramount importance to ensure quality of teaching and learning with respect to achieving quality of education in any given higher educational institutions (HEIs). The purpose of this paper is to determine the performance of physical and non-physical facilities of higher institutional facilities. Design/methodology/approach The data were collected from respondents using a closed-end questionnaire. In total, 1,000 questionnaires were administered to students and 735 were returned and valid for analysis. Partial least squares-structural equation modelling was adopted for analysis. Findings It was found that the exogenous constructs [physical facilities (PPE) and non-physical facilities (PNE)] scored 32.7 per cent (R2 = 0.327) of the variance of the facility’s performance. It was also found that the physical facility is the most significant factor that determines facility performance. Research limitations/implications This paper is limited to investigating the performance of physical and non-physical facilities; it is not in any way a measure for the students’ views about other services offered by the institutions. Future research is needed to use relevant information from HEIs’ facilities for validating factors that determine the facility’s performance. Practical implications Physical facility was identified as the most influencing factor that determines the facility performance based on the information provided by respondents. This research should help the facility management department at HEIs when designing the academic facility management. The study will also serve as a yardstick for the Federal Ministry of Education, the National University Commission in academic facility accreditation. This paper contributes to both the body of knowledge in facility management by considering the performance of facilities at HEIs. Originality/value This paper demonstrates the duality of HEIs’ facilities into physical and non-physical facilities and their distinct contribution to the overall facility’s performance.

The existence of educational facilities in housing and settlements is the most important thing for the community. Basically, the government has issued regulations regarding the implementation for the provision of educational facilities, as referred to in terms of educational facilities for Kindergarten (TK), Elementary School (SD), Junior High School (SMP), High School (SMA) and Schools. Vocational High School (SMK) or its equivalent. This study aims to evaluate the need for educational facilities for the present and the future and to find problem points for the provision of supporting facilities and infrastructure in the provision of educational facility services. The method used in this research is descriptive analysis and trend analysis. From the results of scientific calculations obtained, the existing educational facilities in Abepura District for the present and the future are still adequate. However, from the results of the research, there are still many problems with the educational facilities in the Abepura District that must be considered. Problems that occur in educational facilities in the Abepura District are the lack of complementary supporting facilities and infrastructure that require improvement and maintenance for existing facilities and infrastructure in educational locations, as well as inadequate transportation services in 3 (three) villages, namely: Enggros Village, Nafri Village, and Koya Koso Village. From the problems that exist in educational facilities, it is hoped that the government will pay attention to the completeness of facilities and infrastructure which refers to the regulations that have been set in order to provide quality services to the community and improve transportation services in order to support the smooth running of people who want to access these facilities. and other desired infrastructure and facilities.

The average public school building was built around 1968 — more than 50 years ago — and the National Center for Education Statistics reports that half of all public schools in the United States need at least one major facility repair. Mary Filardo, Jeffrey Vincent, and Kevin Sullivan explain how poorly maintained school buildings have a negative effect on both student and teacher performance and health. Because local districts are responsible for funding their own building maintenance and upgrades, poor communities lack the resources to keep facilities in adequate shape, much less to modernize them, and needed repairs may be made using the same operating funds used to pay teachers and purchase instructional materials. The authors express hope that interest in infrastructure improvements at the federal level will enable schools to receive the funding they need.

ABSTRACT The higher education facilities manager has a broad spectrum of leadership responsibilities for maintaining the institutional campus, which includes the management of buildings and grounds maintenance as well as people and customer service management. Leadership core competencies for the higher education facilities manager can be just as varied as the job duties. Therefore, a literature review was conducted to determine the leadership core competencies for higher education facilities managers. A data analysis using a two-stage qualitative thematic coding of the available literature contributed to the development of eight leadership master core competencies, which are: Physical Asset Operational Knowledge, Organizational Effectiveness, Strategy/Vision Leadership, Human Resources Administration, Relationship Cultivation, Communicative Expertise, Governance Acumen and Decision Making/Conflict Resolution. Higher education facilities entities can utilize the set of eight competencies as parameters for hiring managers into the profession, for employee evaluation and development initiatives and for internal leadership succession planning.

Education is a necessity for every human being. Through education, each individual can update the knowledge he has in order to keep up with the increasingly sophisticated times, demanding that each individual has the ability to think well. Individuals who have good thinking skills will be able to solve more complex problems than individuals whose thinking ability is still low. The existing reality, until now, is still felt that the condition of education is still not good. Learning facilities are still inadequate, be it the completeness of books in the school library, the use of laboratories that have not been utilized optimally, limited educational facilities and infrastructure, lack of professionalism of educators in teaching, both in preparing teaching materials and in delivering subject matter, lack of discipline of educators, and lack of educator knowledge about the effective learning process so that the real educational goals became unattainable. There are several alternatives that can be done to solve educational problems. First, it provides motivation for the importance of educational supervision for educators. Second, strive for adequate educational facilities and infrastructure. Third, apply the discipline of educators. Educators are an example for every learner.

Physical education facilities and infrastructure is one of the elements supporting the success of physical education learning. The need for physical education learning facilities and infrastructure is very vital, meaning that physical education must use facilities and infrastructure according to needs. In fact, it was found that physical education learning facilities and infrastructure were adequate and tended to be lacking. Physical education facilities are media or teaching aids in physical education. The infrastructure itself is divided into two, namely infrastructure or tools and infrastructure or facilities. Ideally, this tool should not be moved so that it is not easily damaged unless the space is limited so it must always be disassembled. Then infrastructure or facilities are everything that is needed in physical education learning, is permanent or cannot be moved. The research used in this research is survey research. This research does not test hypotheses or does not use hypotheses, but only describes what information is in accordance with the variables studied. The subjects in this study were SD Negeri 1-7 in Batursari Village, Mranggen District, Demak Regency. The results of the calculation explain that the total number, condition and ownership of facilities and infrastructure is SD N 1 Batursari is a school that totals all of the number, condition and ownership of facilities and infrastructure in the high category compared to other schools. Schools in the medium category are SD N 2 Batursari, SD N 5 Batursari, SD N 6 Batursari and SD N 7 Batursari. Schools in the low category are SD N 3 Batursari and SD N 4 Batursari. Based on the results of research and data on physical education facilities and infrastructure in State Elementary Schools in Batursari Village, Mranggen District, Demak Regency, only a small part of the physical education facilities and infrastructure owned by each school, most of the facilities and infrastructure are still in good condition and ownership status of all facilities and infrastructure are their own.

Streszczenie:
Renewable energy sources are increasingly being integrated into small-scale production systems, so plants with multiple supply sources are becoming more common. This improvement in technology added to a greater social awareness of energy saving and resource usage, which makes flexible systems to manage these facilities necessary. Modern energy management can be more accessible to the interested public if it is located in universities, making it available to teachers and students alike. Furthermore, as it is a developing field of study, its location on campus facilitates research, maintenance, and financing. In this scenario, a SCADA system is proposed, capable of monitoring and centrally storing the values of the most important production and consumption parameters. In addition, by using this system, it is possible to control the state of the different energy sources in a centralized way, as well as their distribution in the plant where it is implemented. This study focuses on the management of a flexible, modern, and accessible solution to the advances in electrical systems because of technological development in this field, which broadens the experience of university teachers and students in their engineering careers. The systems have been put into practice in the facilities of a research and teaching laboratory at the University of Almeria, which integrates renewable and conventional energy resources.

Streszczenie:
Purpose – This paper aims to test the nine corollaries concerning the determinants of outsourcing relationship dimensions, strategic manoeuvres, clients’ and service providers’ evaluation regarding outsourcing category and outsourcing relationship types. The paper has the purpose of reviewing the concept of outsourcing in relation to FM, dealing with service providers’ performance and its effect on clients before providing a comprehensive discussion of outsourcing. Design/methodology/approach – A conceptual approach is adopted, suggesting that a study of outsourcing relationship between clients and service providers from these theoretical perspectives is used to develop corollaries about the relationships between the strategic manoeuvres identified and the different dimensions of outsourcing relationship. The corollaries are examined using non-parametric tests. Findings – The model of the facilities management (FM) outsourcing relationships presented in the paper shows performance of outsourcing services through evaluation of outsourcing categories on current and future FM contracts of clients and service providers. As a template of outsourcing relationships, the model is the context for predicting the important outsourcing categories to the future four FM outsourcing contracts, such as building maintenance, security, cleaning and catering. On prediction of those FM contracts, there is an inclination to the types of in-house and technical expertise on category of FM outsourcing relationship types from clients, whilst there is an equal inclination to the type of in-house outsourcing category from service providers. Originality/value – Management on outsourcing relationships between clients and service providers is now essential for effective outsourcing in FM. This paper provides an intriguing insight into how the effect of outsourcing relationships can be strategically implemented into the performance of service providers.

Streszczenie:
Purpose The purpose of this paper is to identify the “selling points” for Open University Malaysia (OUM) to be used in its marketing activities and the “critical points” that OUM should focus on for further improvements in providing its services to its students. These selling and critical points are derived from the analysis of the importance and satisfaction data collected from OUM’s postgraduate students. Design/methodology/approach This study employs a two-dimensional, i.e., Importance-Satisfaction Survey which consists of 47 items, categorized under eight dimensions. Items are phrased as positive statements and students are asked to indicate how important it is to them using a seven-point Likert scale ranging from not at all important (1) to very important (7). They are then asked to rate their level of satisfaction, using the same scale from very dissatisfied (1) to very satisfied (7). A total of 709 postgraduate students responses were used in this study. A multiple regression analysis was conducted to explain the relationship between the dependent variable, overall satisfaction and eight independent variables. The “selling points” and “critical points” are determined by combining the quadrant and gap analyses. The “selling point” items are the high-importance-high-satisfaction (HIHS) items with relatively small gap scores while the “critical points” are those in the high-importance-low-satisfaction and HIHS quadrants with relatively large gap scores. Findings The overall results of the Importance-Satisfaction Survey showed that the postgraduate students are generally satisfied with OUM’s programmes and services. The multiple regression analysis of all dimensions against overall satisfaction as the dependent variable showed that the five dimensions of facilitator, curriculum, faculty, support services and learning centre account for 75.7 per cent of the variation in overall satisfaction. The selling points include: the learning management system (MyVLE), online registration, course contents, modules and facilitators. The critical points include those related to facilitator interaction and feedback, students’ sense of connectedness with the faculty staff, timely responses to enquiries and complaints and accessibility to digital library and learning centre staff. Practical implications Importance-Satisfaction Surveys can be used to help an institution to identify the services and facilities that can be marketed and also those that need to be improved in order to better meet its students’ expectations. Originality/value While many similar studies had been conducted elsewhere, this study had identified the “selling points” and “critical points” which are unique to OUM. In addition, most previous studies were focused on conventional institutions, carried out in many different countries with differing learning environments and cultures.
