Education (Student Loans) Act 1990. This Act is controversial because it challenges the established assumption that, subject to means tests, the government should fund fees and maintenance of all students taking first degrees. It envisages a proportion of such cost being met in future as a loan repayable by the student after graduation. The loans may be provided in respect of ‘courses of higher education’ as defined in a Schedule to the Act. These include first degrees and further training courses for teachers or youth and community workers. Thus first degrees in theology and post graduate courses for teachers of Religious Education would be covered. Post graduate degrees are not generally eligible although courses up to first degree level which could be funded would seem to include training for ordination. Loans can only be made in respect of universities and other designated institutions.

The present paper is part of a larger project, intended to catalogue the fund of musical manuscripts from the “Dumitru Staniloae” Ecumenical Library of the Metropolitan Church of Moldova and Bukovina of Iasi and aims to highlight the repertoire and musical semiography of Ms. 107, which can be classified as a small scale Anthologhion in terms of the type of musical collection. What sets it apart from the rest of the codices in the Ecumenical Library of the Metropolitan Church of Moldavia and Bukovina (abridged as LMCMB) of the Iasi manuscript fund is the exegetical, transitional medio-Byzantine musical notation, characterized by a small number of cheironomic signs. Ms. 107 is not dated, its Romanian copyist is not named. The repertoire of Ms. 107 consists mostly of chants for the service of the Divine Liturgy, such as The Sunday Cherouvikon Hymn, The Sunday and festive Koinonika. Some important chants from the Matins Service are also included, among which the Blessings and Polyeleoi should be mentioned. There are only two chants from the Vespers service, both in Romanian, namely Gladsome Light in the 2nd mode and the famous Moldavian Anixandaria by Iosif Monahul [Iosif the Monk], in the plagal of the 4th mode. The authors are classical Greek composers before the Chrysanthine reform (1814): Petros Lampadarios, Petros Byzantios, Nikiphoros Kantouniaris, as well as lesser names such as Anastasios, Vasiliu Stefanos Byzantios. The practice of bilingual Greek-Romanian liturgical chanting is an element of interest in this manuscript, as shown by two chants in this manuscript, first in Greek and then in Romanian: Blessings of the Resurection in the plagal of the tetraphonic 1st voice (leaves 2v and 5v respectively) and the Polyeleos Servants of the Lord, the plagal of the 1st voice (leaves 9v and 25), both of which are Petros Lampadarios’ compositions. Another special element is that although the author of the manuscript is Romanian, the content of the manuscript is mostly in Greek; it had been written in Moldova, most likely in the last decades of the Phanariotes’ rule (around 1790-1810), characterized by the supremacy of Greek culture in the Romanian Principalities (Bucescu, 2009, vol. II, p. 112).

Abstract The article discusses the funds for orphans (eytam sandıkları) in the Danube Vilayet of the Ottoman Empire during the 1860s and 1870s. Information from Ottoman and Bulgarian sources—registers (kondiki) of Orthodox church boards, official Ottoman yearbooks (salname), the loan register of the fund for orphans in the town of Trân, and others—has been collected, statistically processed and analysed. The macro- and micro-level analysis is focused on the capital and administrators (müdür) of the funds for orphans, while we also discuss the interest rates that they charged. A comparison with another credit institution (menafi-i umumiye sandıkları) allows us to point to differences that are essential for understanding credit practices in the Ottoman Empire in the period under consideration.

Abstract This article argues that the Vatican’s involvement in the fledgling stages of the Save the Children Fund helped globalize what began as a local British charity, reshaping Christian humanitarianism as a response to total war. Centred on children as irreproachable war victims and the hope of the future, the ideology of Christian charity and the Vatican’s financial networks helped mobilize resources to combat famine across shattered imperial state structures in Central and Eastern Europe. With diplomatic credentials as a peace advocate, Pope Benedict XV (1914–22) symbolically led this new wave of religious humanitarianism. Attempting to stabilize war-torn societies, Christian humanitarianism towards children was an ideology that overcame wartime British anti-Germanism, raising fears about the spectre of Bolshevism after the Russian Revolution of 1917. In contrast to 19th-century religious mobilization that hardened confessional boundaries against the liberal secular state, however, this was a moment when the Catholic Church as a global religious organization intervened for all people, irrespective of faith commitments. Influencing later human rights developments, religiously informed humanitarianism became forgotten in the Vatican’s aggressive anti-communist diplomacy in the inter-war era. Ecumenical religious charity was important for the modern history of humanitarianism and non-governmental organizations.
