Abstract There was a widespread consensus on the need to modify fiscal rules in the EU even before the COVID-19 crisis. The aim of this article is to reflect on the reform of fiscal rules from a broader perspective, looking at three different dimensions: the political economy of fiscal rules in the current political and economic environment, the renewed debate about fiscal policy roles and objectives, as well as the current incomplete nature of the European Monetary Union and the prospects for its completion. The main contribution of this paper is to analyse EMU fiscal policy and the related governance modes from a broader perspective. Furthermore, the article briefly discusses ideas for a new model of fiscal and economc surveillance based on a cooperative governance system in order to better fit with with current macroeconomic and political realities.

AbstractThe purpose of this article is to study the impact of fiscal policy on economic growth in Bulgaria for the period 1995–2018. The descriptive analysis is focused on the general trends in fiscal policy and tax structure. The influence of government spending and taxation on economic growth is studied through regressions on time-series data. The empirical estimates prove that taxation is a more reliable instrument of fiscal policy than government spending in terms of a small open emerging-market economy. The dilution of the effect of public spending is probably caused by the high negative values of the current account balance that have been maintained for long periods. Thus, when domestic supply is weak, government expenditure cannot stimulate domestic production, as supply is dominated by import goods. Public investments demonstrate a negative effect on economic growth, which suggests a low productivity of investment spending. A factor of great importance is the level of corruption, which is strongly correlated with government investments, but is harmful to their efficiency. The Bulgarian tax system demonstrates consistency with economic growth. The receipts from value-added tax seems growth-conductive. The decrease of the corporate income tax rate exerts a positive impact on economc performance during the analyzed period, while personal income taxation demonstrates a negative effect. Property taxation has no significant relation with the growth of the Bulgarian economy.

The Covid-19 Pandemic has destroyed, not only healty sector but also the economic of the society. The objectives of this research are to know the impact of Covid-19 Pandemic to activities of the BUMDes and the economic of the sosiety of south Sakra Villages of Sakra Municipal of East Lombok distri of West Nusa Tenggara Province.The result of the research with descriptive qualitative approach are BUMDes have support economc of the society during Pandemi Covid-19.Bussines activites of the BUMDes such as rolling loan, goat farming, mini tractor services and mollen machine services have encourage economic of the society such asgoat farming, groceries, chiken broiler and many others activities. The Religy Leader (Clergy) in religious activities always remain their society to encourage BUMDes activities by fulfill loan duty. The constraints are decreasing of purchasing power, decrease of funding from the government because of fund policy to alocates to cope the disease and experience of administrator of the BUMDes is also one of the contraint in developing bussines plan.

The effects of pandemics are always gender biased therefore, the recovery efforts cannot be gender neutral. Although families are subjected to consummate tests, women are enduring the weight of the economic and social penalties of COVID-19.Gender inequality precipitates gender inequality, and the practice is simply aggravated in periods of crisis or principal blows like the COVID-19 pandemic. To appreciate the effects of the pandemic and to plan policy reactions to the present pandemic, it is significant to take note of prevailing gender disparities and their tendencies to mediate gender influences and roles. Also, to articulate policies that consider established circumstances to deliver a tailored methodology. Governments must pro-actively reach out to women for assistance with tackling the pandemic because of women´s larger engrossment with care of children and the elderly, plus their home-based activities and the actuality that the home is characteristically their purview. Women´s empowerment during this time is consequently more treasured because of their prospective inputs to the response endeavours. The need arises to communicate responses that will consider gender inequalities. The disparities in gender consequences of the pandemic are intensified in specific settings and among particularly susceptible groups. Women and girls who experience various levels of inequality tend to be particularly susceptible. The gender-segregated influence of the COVID-19 pandemic must likewise be contemplated for poverty measurement and forecasts. This paper examines the direct and indirect gender consequences of the COVID-19 and offers suggestions towards strategic recovery efforts so that women and girls are not left behind.

The present study was undertaken to investigate and compare the socio-economic characteristics and relative profitability of local breed and cross breed dairy cow rearing farmers. The focus of the present study was to quantify the costs and returns and to explore the interrelationship of factors affecting yield, cost and net return for the local and cross breed cows and also compare these with each other. On an average, local and cross breed dairy cow owners possessed 4.93 and 4.76 animals per household respectively. Per day total costs of rearing per local and cross breed cow were Tk.32.85 and Tk.71.23 respectively. Feed cost constituted about 58 percent of total cost for local breed cows while it was 62 percent for cross breed cows. Paddy cost occupied the largest share out of total feed cost in local breed cows. The average milk yield per day per cow was 1.89 litres and 7.68 litres for local breed and cross breed dairy cows respectively while the total return per day per cow was estimated at Tk.58.27 and Tk.224.76 for the same and the net returns per day per cow were Tk.25.42 and Tk.153.53. The study revealed that green grass, concentrate feed, labour cost and capital cost have significantly positive impact on milk yield for cross breed cows but all the inputs other than labour cost and capital cost have positive impact on milk yield for local breed cows. It was further observed that the resources were not efficiently used by both local breed and cross breed farms. It may be concluded that both local and cross breed dairy cow owners had a scope to reallocate their resources. However, it was found from the study that profitability of cross breed cows was higher than that of the local breed cows. The study identified some major problems and constraints as reported by farmers which were: lack of grazing land, lack of veterinary care and services, high price and scarcity of feed and fodder, low price of milk, etc. Finally, policy implications of the study were suggested. Hasta fines del año 2019, un poco antes de que sintieran los efectos globales de la COVID-19, las economías capitalistas más desarrolladas del mundo no mostraban signos de recuperación; por el contrario, parecía que su destino era una nueva recesión. Como se sabe, después del inicio de la crisis en Estados Unidos, en 2007, las propuestas de política institucional y económica de Hyman Minsky se han reexaminado en un contexto diferente. En este documento se describen e interpretan algunas de sus principales propuestas que se han retomado para explicar el ciclo económico, las crisis económicas y la política económica. Minsky consideró que la inestabilidad financiera es inherente al sistema capitalista, porque la propia estabilidad del sistema es en sí misma desestabilizadora. Es importante conocer las propuestas de su enfoque, ya que es una alternativa interesante y valiosa a la teoría convencional prevaleciente, que no pudo vislumbrar los problemas recesivos o la crisis económica de la primera década de este siglo.

Monetary policy is an integral part of economic development strategy in any economy due to its significant impact on economic sustainability. It has been an effective tool for regulating the economy through several tools. Nowadays the use of monetary policy tools to manage economic growth processes is a common practice in all market economies by balancing money supply and demand in domestic markets, increasing the benefits from foreign trade by exchange rate and overall financial flows by monitoring inflation rate trends. However, most effective tools are refinancing rate, mandatory reserve requirements and sterilization operations, which have direct linkages to financial flows, money supply, inflation, and exchange rate. In this paper, the author examined the impact of monetary policy tools on economic regulation in Uzbekistan by analyzing the relationship between monetary policy tools and economic growth. Empiric analysis revealed that monetary policy tools influenced positively on economic growth with a long-term relationship.

Abstract Il limite delle tradizionali teorie macroeconomiche, sia neo-keynesiane che neo-classiche, è costituito dalle loro ipotesi idealistiche sul comportamento del governo, che non tengono conto delle istituzioni politiche.La teoria macroeconomica può, invece, essere utilizzata nel modo migliore quando si voglia indagare sui risultati che si possono attendere dalle diverse istituzioni politiche, anche se è comunque necessario tener conto del fatto che le stesse aspettative degli « operatori economici » (categoria che include non soltanto i consumatori ed i produttori, ma anche gli elettori, i burocrati ed i politici) sono influenzate dalle politiche economiche perseguite.Ciò mette in evidenza l’importanza della Public Choice, la cui analisi delle interazioni politico-economiche è tuttavia ancora inadeguata per una utilizzazione nell’ambito della teoria macroeconomica, soprattutto per quanto riguarda il ruolo dei gruppi d’interesse, che soltanto di recente, attraverso la teoria del « rent-seeking » di Gordon Tullock, vengono considerati nei modelli che tengono conto dei meccanismi politici.

It is evident that in the 21st century, the structure of our economy will take the shape of a 'Knowledge Society' or 'Knowledge Economy'. The world's economic organizations are proposing a 'Knowledge-based economy' concept for the future economies of developed countries. On the other hand, they are interpreting economic development along the lines of information, and therefore 'Knowledge Economics' will be the new economic parody of the 21st century which will be on everybody's lips. It is said that the Korean economy must overcome its current economic crisis by creating information and enhancing production. It is now essential not to catch-up with the developed countries, but rather to leapfrog over them by the creation and distribution of information. The problem is that the creation and distribution of information does not happen over a short period of time.

This research paper determined the analysis of the trade policy of Pakistan by considering the exports and imports values in the provision of different regions on the basis of different times in the context of trade liberalization and trade protective measures, in addition to different core variables such as money supply, government expenditure, and trade openness for annual time series data from 1990 to 2023. This paper also analyzed the workings of the empirical and theoretical bases by considering tariff rates and some statistical analysis for trade theories, reports, and discussions for challenges and opportunities for different trade borders, which may impact the reasons and corners of government policies. In addition to this, the PP test and the ADF test were used for the stationarity of the data. Results were checked with ECM and Granger causality.

Темой исследования является период так называемого НЭПа – короткий, но очень важный и сравнительно малоисследованный исторический период жизни молодого советского государства. Необходимость такого исследования вызвана историческим опытом страны, прошедшей за столетие после НЭПа чрезвычайно бурный и сложный период развития. Соответственно назрела необходимость заново проанализировать причины его возникновения, основные этапы развития, колебания, достижения и потери, а также многочисленные проблемы, вставшие перед руководством страны и гражданским обществом. Как антикризисная программа НЭП свои цели выполнила: дала стране гражданский мир, возродила экономическую жизнь, успокоила людей, вывела страну из международной изоляции. Началась ликвидация разрухи, восстановилось сельское хозяйство, стала восстанавливаться промышленность и транспорт. Территориальная целостность страны была восстановлена, потери были минимальными, новое государство теперь называлось СССР – Союз Советских Социалистических республик. Перед страной была поставлена главная задача – индустриализация. Была выстроена система органов власти и управления, а также репрессивных органов. Началась реформа армии и создание военно-морского флота. Новая экономическая политика хотя и доказала свою эффективность как инструмент запуска экономической жизни страны, но, к сожалению, требовала значительного времени на реализацию, которого не было: впереди была мировая война, поэтому эволюционный рыночный путь был исключен. Для построения тяжелой индустрии в такие сжатые сроки требовалось огромное усилие большого государства, необходимо было перенапряжение всех имеющихся сил. Освоению подлежали огромные территории, необходима была электрификация страны, создание новых добывающих и перерабатывающих отраслей, черной и цветной металлургии, нефтехимии, тяжелого машиностроения, военной промышленности, Атомостроя. Усилие советского народа было поистине героическим и его результаты очевидны. Именно под таким углом необходимо рассматривать всю дальнейшую историю страны.

Digitalna transformacija izvor je novih i izmijenjenih modela poslovanja koji mijenjaju tržišne uvjete. Digitalne platforme olakšavaju uključivanje u globalno tržište za poduzeća svih veličina, međutim, zauzimanje prevladavajućeg položaja na tržištu i zlouporaba tržišne moći digitalnih platformi česti su oblik narušavanja tržišnog natjecanja. Glavni je cilj ovog rada istražiti utjecaj djelovanja digitalnih platformi na tržišno natjecanje. Na temelju kritičkog pristupa i grupiranjem alternativnih stavova oko tržišne regulacije i natjecanja izrađen je model u kojem se ističu ključni problemi i potencijalna rješenja te širi efekti zaštite tržišnog natjecanja na digitalnom tržištu. Zaključak analize ukazuje da je prvenstveno potrebno razviti nove alate i kriterije za analizu tržišta, osigurati veći nadzor nad preuzimanjima, potaknuti dijeljenje informacija među sudionicima tržišta i s Vladom, revidirati pravila o javnoj nabavi te uvesti prilagođene standarde kvalitete. Naglašava se važnost poticajnog konkurentnog okruženja.

The article considers the impact of international sanctions on the landscape of the Russian banking sector as well as on the economic policy framework. The author concludes that the effect of sanctions on bank lending and funding markets has been asymmetric: in particular, the increase of deposit interest rates has been considerably more moderate, resulting from substantial weakening in the retail funding base since 2013 as well as from the support provided by the Bank of Russia. The key consequence is the strengthening of state banks, which could generate risks for the quality of economic growth.

Актуальность исследования: на сегодняшний день в процессе хозяйственной деятельности используются природные ресурсы практически всех видов, что не только влияет на экономический рост стран, благосостояние людей, но и приводит к заметному изменению природной среды. Если до недавнего времени такие изменения носили преимущественно локальный характер, то в настоящее время они приобрели глобальные тенденции, что приводит к превышению ассимиляционных способностей экосистем. Загрязненная окружающая среда негативно воздействует как на отдельных индивидуумов, так и экономику в целом, снижая значения базовых экономических показателей. Цель исследования заключается в необходимости формирования наиболее значимых направлений развития эколого-экономической политики России. Методы исследования. Обоснованность выводов проведенного исследования обеспечивалась системным подходом к решению поставленной проблемы, применением комплекса методов и методик, адекватных задачам исследования. Главными научными инструментами работы явились экономический анализ, включая эколого-экономический вид такого анализа, системный анализ и его разновидности —понятийный контент-анализ, информационное моделирование. Результаты исследования: предлагаются инструменты сбалансированной экологической политики в части совершенствования экономического инструментария, способствующего рациональному использованию и воспроизводству природных ресурсов; расширения использования нетрадиционных способов финансирования экологических мероприятий; регулирования прав собственности на природные ресурсы и возможных провалов рынка вследствие загрязнения окружающей среды. Практическая значимость: результаты исследования имеют прикладное значение для законодательных и исполнительных органов государственной власти (Минэкономразвития России, Минприроды России), научно-исследовательских организаций The relevance of research. Natural resources are widely used in economic activities, which leads to a negative change in the natural environment. Until recently, such changes were predominantly local in nature, but now they have acquired global trends, which leads to an excess of the assimilation capabilities of ecosystems. The polluted environment has a negative impact on individuals, society and the economy as a whole. This leads to a decrease in basic economic indicators. The purpose of the study is the need to form the most significant areas of development of the environmental-economic policy of Russia. Research methods. The validity of the findings of the study provided a systematic approach to solving the problem, using a set of methods and techniques that are adequate to the objectives of the study. The main scientific tools of the work were the economic analysis, including the ecological-economic type of such analysis, system analysis and its varieties – conceptual content analysis, information modeling. Results. Tools for a balanced environmental policy are proposed: improvement of economic instruments that promote the rational use and reproduction of natural resources; expanding the use of nontraditional ways of financing environmental activities; regulation of ownership of natural resources and possible market failures due to environmental pollution. Practical significance. The results of the research are of practical importance for legislative and executive bodies of state power (the Ministry of Economic Development of Russia, the Ministry of Natural Resources of Russia), and research organizations

This paper explores Shanghais comprehensive waste classification policy, highlighting its impact on waste reduction, recycling, and the economy. The policy engages citizens in waste sorting at the source and leverages a combination of regulations, incentives, and penalties. This study examines the policys outcomes, including increased recyclable recovery, reduced hazardous waste, and conversion of waste to valuable resources. Economic benefits such as job creation and a recycling-driven economy are discussed as government investment has boosted the recyclable sector. Growing customer demand under the new policy also creates more jobs. However, challenges such as economic strain and impacts on informal waste collectors should also be acknowledged. Environmental and social concerns, such as plastic bag usage and public dissatisfaction are also addressed. Drawing lessons from waste classification policies in Tokyo and Germany, potential solutions are suggested, including regulatory enhancements, charging mechanisms, stakeholder cooperation, and expanded recycling channels. The abstract underscores the need for continuous evaluation, adaptation, and collaboration to ensure the policys success in fostering a sustainable urban environment.

Este documento realiza un análisis comparativo y crítico de las principales teorías del crecimiento económico tanto exógeno como endógeno, a partir del modelo de Harrod-Domar hasta el modelo de Romer, con el fin de establecer la importancia que los modelos de crecimiento asignan a la política económica en el sostenimiento del crecimiento a largo plazo. Na osnovi analize diskursa 22 polustrukturirana intervjua s dionicima inovacijske politike i relevantnih javnih dokumenata, autori prikazuju problematiku agende inovacijske politike u Hrvatskoj u procesu pristupanja EU i nakon ulaska u članstvo, stavljajući naglasak na prisutnost ideja industrijske ekonomije i ekonomije znanja u diskursima o inovacijskoj politici u dekadi od 2006. do 2016. Proces stvaranja politike obilježilo je nedostatno koherentno tumačenje inovacijske politike i zanemarivanje institucionalnog konteksta. Autori zaključuju kako se ideja ekonomije znanja, kao temeljna ideja prisutna u inovacijskoj politici samo normativno prihvaćala zbog zahtjeva Europske unije kako bi se legitimirali interesi političkih aktera, dok su u stvarnosti ostale djelatne ideje ekonomije razmjera i pojednostavljenog linearnog modela inovacijskog procesa koje negativno utječu na mogućnost promjene politike i stvaranje integrirane inovacijske politike. Nalazi upućuju na zaključak kako inovacijska politika nije shvaćena kao politika koja integrira sektorske politike: znanstvenu, industrijsku, tehnologijsku i razvoja poduzetništva. Ideja nacionalnog inovacijskog sustava koristi se samo kao metafora za integraciju sektorskih politika, dok stvarna integracija u obliku sustava nije realizirana, a operacionalizacija te ideje ogleda se u nastojanju centralizacije upravljanja akterima koji bi trebali činiti elemente sustava. Odsutnost funkcionalne integrirane inovacijske politike jedna je od institucionalnih prepreka razvoju proklamirane ekonomije znanja.

The economic impact of the EC procurement policy is an important aspect of public procurement in the most areas of industry and agriculture. There exist some studies about the economic impact of the EC procurement policy. The first major study was the one commissioned by the European Commission and published in 1997 as a part of a broader evaluation of the European single market. This dealt with the period from 1987 when the directives were substantially revised, to 1994. In February 2004, the Commission published a new summary analysis of the economic impact of the EC rules covering the period 1995−2002. A report on the functioning of public procurement markets in the EU: benefits from the application of the EU directives and challenges for the future (EC 2004). This confirms a much greater importance of the indirect cross-border activity as compared with the direct cross-border binding activity, and also indicates that this form of trade in public markets has increased further. The above mentioned studies in relation to the Economic Impact of the EC procurement Policy are the object of this article.
