Abstract This article traces the emergence and institutionalization of plantation systems and cash crops in East Timor over two centuries. It examines the continuities, ruptures and shifting politics across successive plantation styles and political regimes, from Portuguese colonialism through Indonesian occupation to post-colonial independence. In following plantation agriculture from its origins to the present, the article explores how plantation subjects have been formed successively through racial discourse, repressive discipline, technical authority and neoliberal market policies. We argue that plantation politics have been instrumental in reproducing the class distinctions that remain evident in East Timor today.

Purpose The purpose of this paper is to study the just and highly praised Timorese nationalism leading to independence, deal, in particular, with the attitude of the East Timorese and raise questions about their national identity. Design/methodology/approach This paper is largely based on an anthropological and political science research with interviews. Findings East Timor’s nationalism is unique and formerly linked to Liurai chiefs. Political nationalism is discussed in the third part of the paper. Originality/value This research is the first of its kind. East Timor research is mainly centered in the period 1975–1999 of Indonesian occupation. The concepts nationalism, identity and politics are under-researched concepts in East Timor. There the political system is unique.

This study identifies and explains the factors that have shaped the evolution of the competitive political party system in East Timor from its beginnings in the 1970s to the difficult and sometimes violent transition since independence in 2002 towards a semi-developed competitive party system. It reviews the organizational character of the two major Parties: FRETILIN and the CNRT and the minor parties in the national parliament and the nature of intra-party factionalism in contemporary politics in what is an under-institutionalized and a predominantly personalistic system.

This article proposes a theorization on the dynamics of material power and normative power reasons in international politics to explain the East Timorese question. The article compares two decisive moments, firstly, the initial phase of the Indonesian annexation and the birth of the international question of Timor; secondly, the final phase of its resolution and the birth of the East Timor state, supported by the United Nations (UN), Portugal, and other actors. The article shows that, in 1975, the actors did not consider the normative reasons. On the contrary, from 1999 onwards, actors were socialized to consider the illegitimacy of the Indonesian annexation and to decide following international norms.

As globalization accelerates, transnational pressures play an increasingly important role in political culture. Cultural linkages created by migration can be sustained and reproduced, allowing migrant groupings to maintain a role as movers for social change. Such linkages open up possibilities for mutual engagement or dialogue across the external-internal boundaries of national statehood. These issues are illustrated by the relatively small East Timorese refugee community living in Australia, which has forged a distinctive diasporic identity and has successfully invoked a transnational sphere of politics around issues of self-determination, human rights and multiculturalism. In tandem, many non-Timorese have questioned Australian commitment to these principles within Australia as well as in relation to East Timor. This process of transnational contestation leads to the emergence of cross-national communities of conscience, and points to the possibility of multicultural interaction beyond national borders.

This study is aimed at retracing the Dutch colonial government in South Middle Timor or Zuid Midden Timor in the beginning of 20th century. Intending to expand its controlled territories, to exploit the sandalwood trade and introduce Christianity, the colonial government then domiclied in Kupang entered the inland parts of Timor island, to be prescisely in Molo in 1905. The Ducth colonial government defeated the local meos (soldiers), the Molo meo, Amabuan meo and the Amanatun meo. These three regions were later formed as a governmental administration zone by the East Indies, equivalent to a landschaap and were later combined in an onderafdelling-level administration unit called Zuid Midden Timor, with Molo as its capital city. As the capital city, Molo housed all public administration affairs, markets and shops, which were all centered in Molo. Until the end of the Dutch control in 1942, the Dutch colonial government had left its influences in culture, education, social aspects and governmental politics.

This study aims to deconstruct the meaning of love in the novel Cinta Terakhir by Vincentius J. Boekan. The novel Cinta Terakhir by Vincentius J. Boekan tells the romance of two human beings, Armando and Rosalia whose meaning is different from love in general. The method used in this research is descriptive qualitative. The results showed that (1) the main character of Armando was a betrayer of love who appeared when Indonesian political conditions were influenced by international politics, then Armando's characters betrayed their love by choosing the NKRI ideology as a fixed price, (2) the nature of patriotism was so inherent in the character's characteristics Armando is very strong towards the ideology of the Republic of Indonesia so Armando prefers to flee with hundreds of thousands of East Timorese people to the West Timor of the Republic of Indonesia and leaves his beloved wife and only daughter in Timor Leste, but Catholic marriage remains husband and wife until death separates.

Streszczenie:
Abstract The Western discourse and norms around secularism, particularly Church-state relations, are foreign in many ways to the majority world, especially Asia. However, as the modern nation-state has taken root in Asia, different models of secularism have developed with interesting relationships to the particular cultural and religious context of each country. In the difficult course of forming a secular nation-state, Asian nations have had to address the dominant religious traditions and institutions of each nation, including Christian churches. This process has occasionally provoked conflict and has presented a particular dilemma to Christian churches in how to respond and relate to the developing nation-state. In order for theology to adequately address this situation (particular the context of modern secular discourses) and conceptualise the public shape and role of the church, a practical examination of the church’s relationship to and formation of culture and politics is required. To explore this process, this essay examines the case of Timor-Leste (or East Timor) and its relationship with the Roman Catholic Church, particularly in regards to the state-building process that has occurred after independence. The Church’s influence, which grew rapidly during the Indonesian occupation (1975–1999), has been contested since independence by some in the political sphere, such as in the 2005 dispute with the Government. By examining the 2005 dispute, the essay analyses the nature of the Catholic Church’s influence on Timorese cultural and political identity and her relationship with the new Timorese nation-state. The essay identifies the different models of secularism operative in Timor as they have relevance to the Asian context more generally.

The diversity of national imaginings within the East Timorese resistance movement against the Indonesian Occupation (1975–99) became visible through the country's post-independence politics. Namely, the contradiction between the returnee leaders and those who fought in East Timor over the representation of FRETILIN (the major nationalist movement since 1974) has been an important fault line. This article attempts to understand this discrepancy through a comparison of FRETILIN's campaigns in Tetun and Portuguese and how different audiences interpreted them. The article argues that FRETILIN modified its international rhetoric when it became a popular Tetun language movement to attract Timorese commoners. The Tetun version of FRETILIN provided sources for Timorese national imaginings based on local beliefs, sacred landscapes, and Southeast Asian social relations that deviated from how international audiences understood FRETILIN. This article thus contributes to the literature on Southeast Asian resistance and nationalism by revealing Timorese ideologies of resistance and nationhood.

Human rights occupy a privileged position within contemporary politics. They are widely taken to constitute perhaps the most fundamental standards for evaluating the conduct of states with respect to persons residing within their borders. They are enshrined in numerous international documents, national constitutions, and treaties; and those that have been incorporated into international law are monitored and enforced by numerous international and regional institutional bodies. Human rights have been invoked to justify popular revolt, secession, large-scale political reform, as well as forms of international action ranging from the imposition of conditions on foreign assistance and loans to economic sanctions (as in South Africa and Burma) and military intervention (as in Kosovo and East Timor). Michael Ignatieff has gone so far as to claim that human rights have become “the major article of faith of a secular culture that fears it believes in nothing else,” and one might add that they are articles of faith of many non-secular cultures, too.

Streszczenie:
The dynamics of conflict (de)escalation by social movements or political opposition groups have attracted cross-disciplinary interest among social scientists, but there remain several knowledge gaps to be filled. On the one hand, there is already extensive research on the shifts from unarmed expressions of collective grievances to the adoption of violent strategies by oppressed constituencies or ‘minorities at risk’, as well as on the transition from armed insurgency to negotiations, demobilization, reintegration and conventional politics. However, there is scarce scholarship on the phenomenon of armed groups shifting their conflict-waging strategies from violent to nonviolent means, especially in contexts which cannot be resolved by force but are also ‘unripe’ for conventional de-escalation methods through negotiation and political integration. This article offers a first attempt to fill this conceptual and empirical gap, by investigating the nature and the drivers of transitions from armed strategies to nonviolent methods of contentious collective action on the part of non-state conflict actors. It focuses in particular on the internal and relational/environmental factors which underpin their decisionmaking process, from a change of leadership and a pragmatic re-evaluation of the goals and means of insurgency, to the search for new local or international allies and the cross-border emulation or diffusion of new repertoires of action. This multilevel analysis draws from past research on various self-determination or revolutionary movements which fit the scope of analysis (i.e. Nepal, Egypt, Palestine, West Papua, East Timor, Mexico and Western Sahara). The article also points to the need for more systematic enquiry on these cases through in-depth comparative empirical analysis.

The exodus of East Timorese refugees after the 1999 referendum to Indonesia left a problem till now. International refugee affairs agencies, the Indonesian government, and non-governmental organizations have helped repatriate refugees. But many refugees do not want to return and choose to stay in Indonesia, among them they choose to stay in the border area in Sukabitetek Village, Belu Regency, East Nusa Tenggara. In a study through an ethnographic approach to the former East Timorese refugee community in the following Sukabitetek, it was explained about strengthening identity and social segregation in the interaction between former East Timorese refugees and local people. Resettlement policies for refugees that are top down and tend to pay less attention to the needs of refugees cause social problems, namely land access, economy and education, economic and political commodification, and social conflict.

In this research, the author discusses the history of the establishment of the Dili Court, legal analysis related to the international criminal settlement scheme by the Dili court, as well as the difficulties and obstacles faced by the Dili court to process serious crimes in 1999. Based on the research, the author concludes that law enforcement in serious crimes In Dili, it is considered very difficult to enforce because of the inequality of exclusive authority from both parties, on the one hand, the existence of East Timor which is still politically and economically dependent on the Indonesian state, resulting in this criminal lawsuit to a dead end. On the other hand, the granting of authority is misused for personal interests, which in a militant scheme, the Indonesian military may have been used as an instrument by certain elite figures which resulted in violent upheaval and massacres could occur

This study is an examination of Russia's approach and influence in the Middle East and focuses on Russia's soft politics in various Middle Eastern countries and their influence on Russian interests. The important question that will be answered in this research is how Russia can control its national interest and pressure in the Middle East geo politics. Even though after the cold war the US appeared dominant in global politics, Russia's maturity in the global political cannot be underestimated. Because Russia will continue to tightening partnerships with the countries that are anti-US dominant or at least have the same vision in global political practices including in Syria and Iran. Thus, the survival of Russia's national interest in the Middle East becomes an important factor to keep the rivalry of the two superpowers state, which is not infrequently a positive or even negative factor for the Middle Eastern countries.

This paper discusses the regional politics that occurred in the land of Deli and the Residency of East Sumatra during the Dutch colonial period. The formation of administrative areas is influenced by various conditions such as topography, culture, economy, and politics. The focus of the study in this paper lies in the political influence that shaped Deli and East Sumatra as part of the colonial administration in the Dutch East Indies region. The qualitative method is the tendency to discuss this historical study involving heuristics through various kinds of literature, criticisms, interpretations, and historiography. The study results show that the area known as North Sumatra today has started from the establishment of Deli as a sovereign territory, the emergence of various sultanates around it, to clustering in the administrative map of East Sumatra as part of the Dutch East Indies region.

Ecological politics rely solely on economic interest. Development and the environment have a complicated correlation. The industrial plantation forest policy aims to ensure that the economic benefit goes hand in hand with the sustainability demand. Ironically, this policy triggers a conflict between local communities and corporations as the holder of forest concession rights. The concession is practically established due to merely economic interest aligned with the extractive industry of tobacco in Lombok. The plantation is aimed as the supporting source for the tobacco industry since it requires specific woods to roast the tobacco. The study refers to utilizes instrumental state theory and deep ecology perspective to identify how the policy was made for the capital and tobacco capital benefits, while the sustainability objective is left behind. The study shows not only how the concession sparked ironic economic development, but also how the liberal environmentalism approach in industrial forest plantation policy has failed to gain its objective. The economic potential of tobacco in Lombok is the main determinant in industrial forest plantation policy that changes community forests into private forests. In the end, the policy was strategically implemented to sustain production and strengthen corporation monopoly over forests.

Abstract During the 24 years of the Indonesian occupation of East Timor, to talk about its cultural individuality as a product of its history - focusing on what set it apart from Indonesia - was an act likely to raise suspicions of some kind of manipulation of history for political purposes. Naturally, the same suspicions could fall on anyone assuming an opposite view, that is a view that valued the connection uniting the two peoples and discarded what separated them. In this paper, we adhere more to the first perspective. Obviously, we are not driven by the desire to prove that East Timor had to be, a priori, independent; this is by no means the task of a historian. We are simply trying to explain, a posteriori, why, in the referendum of 30 August 1999, the people of East Timor voted overwhelmingly for independence

This article provides an outline of the historical construction of Timorese (East Timorese and Indonesian West Timorese) geo-bodies and communal identities from the mid-nineteenth century to the present time, thereby reconstructing the origins of many national imaginings amongst the Timorese people. Since the controversial annexation of Portuguese Timor by Indonesia in 1976, (East) Timor has been constructed as a place of two territorial identities: Timor as a part of Indonesia and East Timor as a homogeneous nation distinct from Indonesia. However, representations of Timor had been much more fluid and inconsistent in preceding ages. This article studies various communities’ representations of Timor to reveal dialectic relations between diverse colonial and post-colonial representations of the Timorese spaces and their senses of belonging. Thereby, it problematises the political role of global and regional place-making in a contested Southeast Asian locale.

Current research on human trafficking in the Christian Evangelical Church in Timor (GMIT) does not currently involve an educational approach to analyze the problem. So, the aim of this article is to contribute ideas about the pattern of contextual education for GMIT in countering human trafficking cases in East Nusa Tenggara. This study is based on a literature study comparing the critical pedagogy of Paulo Freire and Antonia Harder. After that, the authors uses this pedagogy to analyze the praxis of the mission of the Christian Evangelical Church in Timor and the contextual education practices of an alternative school named Lakoat.Kujawas. Through the mission and education dialogue, the authors see that the resistance base of GMIT has not involved culture and nature as a basis for resistance. Through the critical pedagogical analysis of Freire and Antonia Harder, the author shows the relevance of Lakoat.Kujawas’s liberation pedagogy and contextual education model for the resistance process undertaken by GMIT. Finally, this research is limited to the exploration of critical pedagogy for cases of human trafficking and not involve further politic of education, intercultural theological and practical studies on the pedagogy of liberation. This article examines the connected histories of racial science and colonial geography in Island Southeast Asia. By focusing on the island of Timor, it explores colonial boundaries as modes of arranging racial classifications, and racial typologies as forms of articulating political geography. Portuguese physical anthropologist António Mendes Correia's work on the ethnology of East Timor is examined as expressive of these productive connections. Correia's classificatory work ingeniously blended political geography and racial taxonomy. Between 1916 and 1945, mainly based on data from the Portuguese enclave of Oecussi and Ambeno, he claimed a distinct Malayan racial type for the whole colony of ‘Portuguese Timor’. Over the years he developed an anthropogeographical theory that simultaneously aimed to reclassify East Timor and to revise the racial cartography of the Malay Archipelago, including Wallace's famous ethnological line.

This paper aims to analyze religions roles related to the political activities in the contemporary Middle East. Constructivism is a framework that offers the way to understand the phenomenon. Constructivism provides a place for the influence of non-material factors such as the value, identity, and purpose of actor behavior in politics. This study used descriptive-interpretative method to acknowledge the problem formulation. Through the lenght of descriptive-interpretative method, author carried out data management, unification, and examination by exertly looking for patterns and relations regarding the role of Islam in political activities in Middle-East. In this article, the author examines through two levels of analysis, ie state level and regional level. At the state level, Islamic political ideology grows in a modern state and often confronts democracy. The debate over the application of Islamic law, the involvement in elections, and the adaptation of Islamic justice principles and the principle of equality are the discourses that characterize political activity in the Middle East. At the regional level, Islam exerts impact in foreign policy in the region. The regional tensions between Sunni and Shiite groups, the resistance in the context of jihad, and the emergence of ISIS are part of the conflict that contributes to regional instability. These political behaviors shows that Islam is not a religion with a single interpretation.

The concept of participatory oversight focuses on people’s involvement in election monitoring. This means that the people are not only built on awareness to exercise their right to vote, but also to be actively involved in the entire election process. The implementation of participatory oversight has been running and implemented since the 2009 elections. However, there are still various problems, especially in East Java Province. The number of people in East Java who use voting rights is very high, but the data shows that East Java is the province with the highest of election violations and people’s involvement in reporting violations is very weak. This research uses a qualitative approach to analyze the problem of people’s involvement in election monitoring. The research findings show the three important aspects that cause low people’s involvement in the election monitoring process in East Java. First, there is no work innovation from Bawaslu at regional level. Second, patrimonial society. Third, found the practice of money politics and intimidation to the people by the political elite hurts society. The negative impact creates the problem of election monitoring by the public in East Java, as an impact of co-opted communities.

Religious discourse in political praxis always attracts the attention of many experts. Some of them consider that the use of religion represents more pragmatic interest of political parties for stimulating voters in general elections. This study argues that the use of religion in political praxis is not merely for the pragmatic purposes of the party, but also for the party’s idealistic goals. This is the reason that makes the implementation of political education important for integrating religious dimensions. NasDem Party of East Java is known for its concern in promoting its ideal image as a nationalist-religious party. In order to realize its image and political vision, NasDem carries religion-based politics in its political education. This article aims to study issues such as how religious dimensions are contained in political education and how the orientasions of the agency of political party are. This article found an important finding that there were two dimensions in the implementation of political education, namely the ritual-symbolic and substantive religious dimensions. The orientation of symbolic religious dimension is to strengthen the faith and the creation of nationality- religious intergated understanding, while the substantive dimension is oriented to shape a humanist-religious consciousness and God’s mandate in the political role.
