Nowadays, the quality of virtual service is diminishing, in which different aspects of E-business industry is signifying, especially in the business to business (B2B). E-procurement is part of the e-business, therefore, quality factors of E-procurement originates from e-business. Much research has focused on the critical success factors of E-procurement, however, when it comes to implementation, many E-procurements fail, which can be very costly. This article attempts to increase the success rate of E-procurement, and ensures that the success of E-procurement is more sustainable. This research estimates the structural equation model by collecting data from 208 managers to employ quantitative analysis to investigate the relationship between E-procurement quality factors. The result of this research shows that the quality of the organization culture has partial mediator relationship to the success of E-procurement. Meanwhile, the quality of IT infrastructure does not have a mediator relationship with the success of E-procurement. Lastly, quality of knowledge management has a full mediator relationship with the success of E-procurement and it does not affect the dynamic capability of organization directly.

Purpose – The purpose of this paper is to propose a portfolio procurement framework to response to uncertain customer demand and purchasing price volatility in a simultaneous manner. Then it aims to obtain optimal procurement and production decisions under the portfolio framework to maximize profit. Design/methodology/approach – The portfolio procurement problem is modeled as a dynamic Stackelberg game and Nash equilibrium solutions are obtained. The portfolio procurement framework is analyzed in the settings, with both risk-neutral objective and downside risk constraints measure of contract prices. Findings – By obtaining the Nash equilibrium solutions for both the buyer’s ordering decisions and the supplier’s optimum production decisions, Stackelberg game model for portfolio procurement is proved to be feasible. Additionally, downside risk constrains are proposed to help supply chain participants’ to evaluate the profitability and risk probabilities of the designed procurement contracts under the uncertain customer demand and spot market. Research limitations/implications – This paper assumes the supplier is risk averse and the buyer is risk neutral, and it would be interesting to examine the performances of portfolio procurement strategy with different risk attitudes participants. Practical implications – This research could help the buyer respond to not only demand uncertainty but also the volatile spot price in the procurement process. Related optimal portfolio procurement strategy can be carried out to improve the enterprise’ procurement plan by adjusting the order of long-term contract, option contract and the spot market. The proposed framework could also help suppliers design and evaluate contracts for buyers with different risk preference, and on the other hand help the buyers decide if she should accept the contracts from the supplier. Social implications – This research should also increase awareness in both academia and industry on the opportunities of using the dynamic portfolio procurement approach to enhance flexibility and to mitigate the inventory as well as price risks in the procurement process. Effective downside risk constrains on contract prices could also help to protect the bottom line of companies with different risk preference. Originality/value – The portfolio procurement framework proposed in this research can mitigate inventory and price risks simultaneously. Also, instead of solving the portfolio procurement planning problem in computational simulation experiments as in previous research, this paper proposed a dynamic game model for this portfolio-based procurement problem and obtained its Nash equilibrium solutions for both the buyer’s ordering decisions and the supplier’s optimum production decisions. Finally, an innovative and simple downside risk constraints has been designed to help the buyer evaluate supplier’s contract prices according to their individual risk preference.

PurposeAlthough small- and medium-sized enterprises (SMEs) play major roles in most economies in terms of job creation, innovation and contribution to national income, they are often underrepresented in public procurement markets. This paper aims to explore how the dynamic capabilities theory can improve SME participation in public procurement.Design/methodology/approachThrough a systematic literature review, the paper identifies common barriers to the effective participation of SMEs in public procurement and explores the applicability of the dynamic capabilities theory in addressing these barriers.FindingsA theoretical analysis was conducted to identify possible relationships between the factors reported in the literature as barriers to SME participation in public procurement and different components of the dynamic capabilities of firms (i.e. sensing, seizing, reconfiguring and learning). Seven key propositions were generated to guide future research.Research limitations/implicationsDespite its contributions, this paper is based solely on a systematic literature review and theoretical analysis. Future studies could use meta-analysis to review multiple studies relating to the nexus between SMEs and public procurement, hence improving methodological rigour.Practical implicationsThe paper contributes to the ongoing debate about whether and how SMEs can leverage their resources and capabilities to develop self-help strategies to improve participation in public procurement, an area yet underexplored in the literature.Originality/valueThis is one of the few studies examining the implications of firm-level capabilities of SME activity in public procurement markets. The findings may be beneficial to SME managers/owners, particularly regarding firms' ability to leverage resources and capabilities to participate effectively in public procurement.

AbstractThe cost of materials is the largest proportion of a construction project’s total budget. If the materials cannot be delivered to the construction site on time, completely and with acceptable quality, the project’s duration and cost will be greatly affected. Based on the generalized project risk element transmission theory and system dynamics, a system dynamics model was developed to capture dynamics of procurement risk elements transmission during construction projects and how various procurement risk elements affect the project’s duration and cost by simulation. In this paper, procurement risk element is considered as the uncertain factors in procurement. Based on these results, it is concluded that the developed model can provide important information for risk managers and project managers addressing procurement risk.

Abstract Public procurement is indeed an inflexible and somewhat immobile field, constantly regulated and monitored by state public authorities. This highlights the need for the legislator to constantly improve, modernise, specialise, develop, and innovate the field of public procurement, taking into account the presence of restrictions, limitations, and unfavourable circumstances manifested in the surrounding economic environment. To achieve this aim, the increasingly varied and complex needs of public institutions that are striving to adapt to the exponential expansion of all spheres of activity must be studied, along with the restrictions created by the permanent economic crisis that generates underfunding at the level of public systems. The dynamic procurement system can play a very important role in the future, as it is a tool that has been often used during the pandemic as an efficient way of carrying out public procurement in a very short time, giving institutions the flexibility to respond to the needs of a changing society. At the same time, it is a modern and novel e-procurement technique, regulated for the first time in 2004. In the same vein, through the provisions of Article 34 of Directive 2014/24/EU and Article 52 of Directive 2014/25/EU, respectively, the European Union has established a digitised single market which calls for the use of electronic procurement tools and methods as part of a comprehensive digital process, supported by the European Commission.

Cette thèse comporte quatre chapitres. Le premier chapitre étudie l’effet de prendre une décision irréversible dans un environnement incertain. Ces travaux montrent qu'avec la possibilité d'ajuster le niveau du service à la hausse, le niveau de service initial sera moins élevé que lorsque un ajustement n'est pas possible. Le deuxième chapitre étudie les implications d'une aversion au risque sur un contrat d'acquisition d'un service de base et des acquisitions supplémentaires. Dans ce chapitre, nous caractérisons l'effet sur le design du contrat du risque qui vient de l’information incomplète sur l’acquisition supplémentaire. Nous montrons que le niveau du service de base et des acquisitions supplémentaires sont des substituts dans la résolution du problème d'incitation et que l'aversion au risque implique moins de distorsions sur les deux niveaux comparé au cas de neutralité vis-à-vis du risque. Le troisième chapitre étudie l'effet d'un risque de faillite sur une acquisition dynamique. Le contrat financier optimal est étudié ainsi que le contrat optimal d'acquisition lorsqu'il y a une entreprise autofinancée et une entreprise en difficulté de trésorerie. Le contrat d'acquisition reflète l’arbitrage entre des politiques industrielles visant à stimuler l'activité de ce secteur, et des politiques de concurrence qui ont pour objectif de réduire les prix le plus possible. Le dernier chapitre illustre le lien entre les chapitre 2 et chapitre 3 en montrant que le comportement d'une entreprise qui est averse au risque à la Yaari (1987) peut être modélisé comme une utilité indirecte lorsque l'entreprise est neutre vis-à-vis du risque mais fait face à une risque de faillite
This thesis consists of four chapters. The first chapter investigates the effect of making an irreversible decision in an uncertain environment. Irreversible initial provision levels can be supplemented according to the true surplus generated by the provision. With add-ons, the first-period provision will be lower than when no additional adjustments are possible. Thesecond chapter studies the implications of risk aversion on an optimal procurement contractfor a basic service and an add-on. Ex ante there is incomplete information about the add-onand agents are risk averse. We characterize the effect on contract design of risk stemmingfrom this incomplete information. We show that the level of the basic service and the add-onact as substitutes in solving the incentive problem and risk-aversion leads to less distortion inboth levels compared to the risk-neutral case. The third chapter studies dynamic procurement design and the effect of bankruptcy risk on this design. Firms differ in their ability to self financetheir presence in the market. I study the optimal financial contract for the firm in needof funding as well as the optimal procurement contract. Because of the bankruptcy risk, the procurement contract will reflect a trade-off between industry policy which aims at stimulating activity in a sector, and competition policy which focuses on keeping prices as low as possible. The last chapter illustrates the link between chapter 2 and 3 by showing that firmbehavior under risk-aversion à la Yaari (1987) can be derived as an indirect utility when arisk-neutral firm faces liquidation risk

Esta tese coleciona 3 dos projetos por mim desenvolvidos durante meu período de doutoramento na Escola de Pós Graduação em Economia da Fundação Getulio Vargas. No primeiro capítulo apresento um artigo que nasce da percepção que métodos variacionais levam à formulas para a estrutura tributária ótima que podem não ser válidas em ambientes mais complexos. Para ilustrar tal ponto desenvolvemos um modelo no qual a falta de ordenação da característica não observada pelo governo gera uma não validade das condições inerentes à aplicação de métodos variacionais. No segundo capítulo apresento o estudo do desenho ótimo da estrutura tributária em uma economia formada por casais levando em conta o processo decisório dentro do domicílio. Neste artigo mostramos o impacto na estrutura tributária ótima quando o planejador social toma a utilidade de cada indivíduo, ao invés da utilidade agregada do domicílio, como unidade básica na formulação do seu critério de bem-estar. A terceira parte aborda o problema de regulação em um ambiente dinâmico e discute como o fenômeno conhecido como o ratchet effect é afetado ao se permitir tipos randômicos em uma relação entre um regulador (principal) e firma licitante (agent) na qual o primeiro não pode se comprometer a contratos de longo prazo. Neste caso toda informação revelada influencia os novos termos desta relação.
This thesis contains 3 articles developed as a partial requirement for the degree of Doctor in Economics at Escola de P´os Gradua¸c˜ao em Economia from Getulio Vargas Foundation. In the first chapter, I present a paper disscuss situations where the variational method fails to identify the Optmal tax system. This paper is co-authored with my advisors Carlos E. da Costa e Humberto Moreira. In the second chapter, we study the feature of an optimal tax system when we take the family structure in account. This article is also co-authored with my advisors and Felipe Lobel a student in this same department. In the last chapter, we study the problem of regulating a firm in a dinamic environment and we study how the ratchet effect changes when the type of agent is a random variable.

Leaders of companies operating in the supply chain have faced enormous competition, thereby needing to develop alternatives for a competitive advantage within and outside the organization. In the field, researchers have suggested that one’s dynamic capabilities may determine one’s determining competitiveness. The dissertation is an applied research study of the existing dynamic capabilities in the supply chain of organizations to verify the models used and the changes that it brings to the supply chain. The theoretical framework covered the foundations of this study. To collect research data, the researcher shall use surveys to collect data. Quantitative analysis approach will be used to draw inferences to help in this new research. The position of this dissertation is that dynamic capabilities, employed in the procurement section of the supply chain, have a direct influence on the overall performance of an organization. The study revealed that the dynamic capabilities of supply base alignment, performance improvement, operational performance, supply side competence, and systems orientation was critical to organizational performance. Although individual capabilities held minimal sway, when the individuals combined to form the dynamic capability, the influence had the most power over organizational performance. The supply side and operational performance were both organizational competences, while performance improvement, supply base alignment, and systems orientation were managerial competences. This literature added to work in supply chain and procurement; it has shown successfully that dynamic capabilities used in the procurement section did have direct effect on organizational performance.

The procurement of commodity materials for production is an important issue in supply chain management. Effective procurement should consider both uncertain customer demand and fluctuating commodity price which, when act together, give rise to the procurement risk. To protect the bottom line, a manufacturer has to plan its procurement activities with special attention given to such procurement risk. Existing research has studied the use of exchange market-traded commodities in mitigating procurement risk. This study addresses the case of a manufacturer with long-term procurement commitments who wishes to hedge against the risk exposure by using long-dated futures contracts. In the commodities markets, however, long-dated futures are often illiquid or even unavailable, thus making the hedge ineffective. Alternatively, in a stack-and-roll hedge, the hedging positions are rolled forward in actively traded short-dated futures contracts of equal maturity until the procurement is executed. This in effect replicates the long-term futures contract in performing a hedge. This study therefore aims at developing a dynamic stack-and-roll approach that can effectively manage the long maturity procurement risk. The proposed dynamic stack-and-roll approach is inherently a discrete-time hedging strategy that divides the procurement planning horizon into multiple decision stages. The nearby futures are adopted as the short-dated futures as they are typically liquid. The hedging positions are adjusted periodically in response to the commodity price behaviour and updated information about the forward customer demand. For a manufacturer who wishes to mitigate the procurement risk as well as maximise the terminal revenue after the procurement, the mean-variance objective function is employed to model the manufacturer’s risk aversion behaviour. Then, a dynamic program formulation of the approach is presented for determining a closed-form expression of the optimal hedging positions. Notice that the hedging policy is a time-consistent mean-variance policy in discrete-time, in contrast to the existing discrete hedging approaches that employ minimum-variance policies. In this study, the commodity prices are modelled by a fractal nonlinear regression process that employs a recurrent wavelet neural network as the nonlinear function. The purpose of this arrangement is to incorporate the fractal properties discovered in commodity prices series. In the wavelet transform domain, fractal self-similarity and self-affinity information of the price series over a certain time scale can be extracted. The Extended Kalman Filter (EKF) algorithm is applied to train the neural network for its lower training error comparing with classical gradient descent algorithms. Monthly returns and volatility of commodity prices are estimated by daily returns data in order to increase the estimation accuracy and facilitate effective hedging. The demand information is updated stage by stage using Bayesian inference. The updating process are defined and adapted to a filtration, which can be regarded as the information received at the beginning of each decision stage. Numerical experiments are carried out to evaluate the performance of the proposed stack-and-roll approach. The results show that the proposed approach robustly outperforms other hedging strategies that employ minimum-variance or naïve policies, and effectively mitigate the procurement risk.

This study is about an integrated procurement and transportation planning system for purchased components of a consumer-durables manufacturer. Due to transportation cost structures and demand characteristics our problem can be classified as a variant of the dynamic-demand joint replenishment problem. The problem is to determine the replenishment policy using the advantages of coordinated transportation of items that will minimize the sum of total inventory holding and tranportation costs over a finite planning horizon. A mathematical model is formulated for purchasing and transportation decisions for the purchased items using the advantage of joint transportation costs. A two-phased solution method is proposed in order to obtain a &ldquo
good solution&rdquo
for the problem. The proposed solution method is compared with the current practice for different problem instances using retrospective data and created data. As a result it is shown that proposed method decrease the total inventory and transportation cost of the system even though the first aggregate problem can not be solved to optimality.

Achieving resilience along the supply chain in today's turbulent business environment requires efforts from both internal and external elements of the company. Because Procurement is currently considered a boundary spanning function, it has become a primary facilitator in helping to create supply chain resilience. The purpose of this study is therefore to understand the role of Procurement in managing the intra- and inter-organisational issues needed to create supply chain resilience. To do so, a literature review was developed by following the systematic literature review method in which intra- and inter-organisational issues that could impact supply chain resilience were identified. These issues were grouped into eight general topics: knowledge acquired, inventory, product and technology for intraorganisational issues; and strategic sourcing, supply chain design, transportation and risk for inter-organisational issues. Dynamic capability (DC) view was also reviewed to offer a deeper analysis and fresh perspective on the empirical results. A multiple case study was conducted in four focal companies from different sectors, including two key suppliers from each one. After all interviews were transcribed, the data was added to the QDA Miner software in order to conduct a content analysis of within-cases and, subsequently, cross-case analysis. Following the theory elaboration defined by Ketokivi and Choi (2014), propositions were developed based on the empirical and theoretical findings through the rationale of the dynamic capability view. As a result, procurement structure and external inventory were found as additional organisational issues, and a new rationale is proposed to explain how Procurement can create supply chain resilience through dynamically managing and controlling the identified organisational issues. The primary theoretical contribution of this research is applying a new perspective to the issue of resilience. The development of these capabilities may help Procurement managers to better cope with current critical supply disruptions and hence help to achieve company survival and competitiveness.

Como grande parte do risco de ruptura da cadeia de suprimentos se encontra à montante da empresa focal, Compras tem se tornado uma função crítica; principalmente por ser responsável pela solução de conflitos e problemas entre clientes internos e fornecedores. No entanto, pouco se sabe sobre como Compras gerencia esses recursos de forma a lidar com rupturas de suprimentos. O objetivo deste estudo é compreender o papel de Compras na gestão de fatores (internos e externos), de modo a criar resiliência da cadeia de suprimentos. Para tanto, uma revisão teórica foi desenvolvida por meio do método de revisão sistemática da literatura. Neste, fatores internos e externos que podem impactar a resiliência na cadeia de suprimentos foram identificados e agrupados em oito pontos gerais: conhecimento adquirido, estoque interno, produto e tecnologia para pontos internos; e estratégia de suprimentos, configuração da cadeia, transporte e risco para pontos externos. Uma revisão sobre a teoria das capacidades dinâmicas foi também realizada, com intuito de oferecer uma análise mais aprofundada dos resultados obtidos na pesquisa empírica. De forma a completar a compreensão destes pontos, um estudo multicaso foi realizado em quatro empresas de diferentes setores, além de incluir dois fornecedores de cada empresa. Após a transcrição de todas as entrevistas, estas foram inseridas no software QDA Miner para a realização da análise de conteúdo caso a caso e intercasos. Seguindo a orientação de Ketokivi e Choi (2014), foram desenvolvidas proposições a partir da revisão bibliográfica e da análise dos dados empíricos dentro do contexto da teoria de capacidades dinâmicas. Observou-se que a estrutura de Compras e a presença de estoque externo foram apontadas como fatores adicionais. É apresentada também uma nova lógica para explicar como Compras pode criar resiliência na cadeia de suprimentos por meio de uma gestão dinâmica dos pontos-chave identificados sob a lente teórica. Tal resultado é caracterizado como principal contribuição teórica deste estudo. Em termos gerenciais, o desenvolvimento destas capacidades podem ajudar gerentes de Compras a reagirem às rupturas críticas de suprimentos, garantindo a competitividade e a sobrevivência da empresa.

This thesis deals with the issue of electronic public procurement. The aim of this thesis is to confirm or disprove the following hypotheses. The first hypothesis of this dissertation is the claim that the current legislation constitutes an adequate legal basis for the implementation of electronic public procurement. The second hypothesis states that the electronic public procurement is more efficient and more transparent than the public procurement without electronization. Examining the first hypothesis was chosen in order to determine whether it is necessary to change the law for the possibility of fully electronic public procurement. The second hypothesis, then, in essence asks whether electronization of public procurement improves the efficiency of public procurement and whether it contributes to increase the transparency of public procurement.

Diese Dissertation besteht aus drei unabhängigen Kapiteln in Vertragstheorie und Industrieökonomik. Die Kapitel 1 und 2 bearbeiten Fragestellungen der Vertragstheorie. In diesen Kapiteln studiere ich die Ausprägung der Informationsasymmetrien, die in vertraglichen Beziehungen entstehen, wenn die schlechter informierte Partei versucht ihren Informationsnachteil gegenüber dem Vertragspartner zu reduzieren. In Kapitel 1 analysiere ich die Möglichkeit, dass die schlechter informierte Vertragspartei eine dritte Partei – einen Berater oder Supervisor – konsultiert, der jedoch mit der besser informierten Partei kolludieren könnte. In Kapitel 2 analysiere ich den Fall, in dem die schlechter informierte Vertragspartei selbst Monitoring-Aktivitäten aufnehmen kann, um zusätzliche Information zu sammeln. In Kapitel 3 untersuche ich den Effekt von Informationsasymmetrien innerhalb von Unternehmen auf diskriminierende Preissetzungsstrategien in Zwischengutmärkten. This dissertation consists of three independent chapters in the fields of contract theory and industrial organization. Chapters 1 and 2 are concerned with topics in contract theory. In these chapters, I study the form of information asymmetry that arises in contractual relationships where the less knowledgeable party can reduce its informational disadvantage vis-à-vis the contractual partner. In Chapter 1, I analyze the opportunity of the less knowledgeable party to consult a third party – an expert or supervisor – who can provide advice. In Chapter 2, the less knowledgeable party can itself engage in monitoring activities to gather additional information. In Chapter 3, I explore the effect of information asymmetry within firms on discriminatory pricing in intermediate good markets. In particular, I study price discrimination and the associated welfare effects in an intermediate good market where a monopolistic upstream firms sells an input to downstream firms that vary in their exposure to the problem of asymmetric information due to different degrees of vertical integration.

A novel dynamic model and refined method for implementation of the Earned Value Management (EVM) on nuclear power equipment procurement is proposed in this paper. The EVM is known as an efficient and accurate method for progress and cost control in most of the civil engineering systems; however, there is lack of literatures on the EVM for precisely measuring the procurement progress in large-scale complex industrial projects, such as nuclear power plant systems. A novel dynamic measurement model based on the EVM is first established for evaluating the progress and performance of purchasing the nuclear power equipment, including specified details of operating procedure by quantitative valuing each schedule node based on work breaking-down structure (WBS) elements; then the dynamic model is analyzed and verified by a realistic contract of nuclear power equipment procurement. Furthermore, a nuclear power project under construction is studied and the equipment procurement progress is evaluated by applying the novel dynamic measurement model. Finally, the deviation of equipment procurement contract execution is presented by calculating the performance of progress and cost, which helps identify and analyze the delay risks. The dynamic measurement model has been applied in an abuilding nuclear power plant since January 2015, the results of applying the new model providing significant support to the progress and cost control of equipment procurement and bringing considerable profits to the project management. Based on the investigation and results of the above project, the new dynamic model is viable to be employed in future projects of nuclear power plant as a practical reference for applying the EVM in procurement management.

All functions within the company, regardless of its size and activity, meet with an extremely dynamic economy and an environment in which they perform many day-to-day activities. In that sense, procurement is no different. It no longer serves only the purpose of ordering goods or services at the request of production at the lowest possible prices. Today's modern procurement systems offer solutions, improvements and thoughts on all aspects of business operations in which they are involved. There is a special emphasis on the dynamic resolution of challenging situations, which lies in unpredictable circumstances and crisis. The procurement department always works closely with other functions that directly affect production, and this is where extremely dynamic, high-quality and timely communication is expected. Communication with functions within the company is followed by communication with partners, where procurement becomes a sort of link between production and suppliers. Members of the procurement team are in most cases representatives of their companies, and it is based on their communication skills, behaviour and decisions that the image of the company is created among partners. Quality and timely communication of procurement team members with partners can play a key role for the continuation of production in turbulent market situations. Managers must organize all procurement processes in a quality manner, as well as motivate, educate and reward members of the procurement department. With their comments, opinions, advice and experience, partners offer an additional perspective, solution and an alternative path in the further planning of steps which would help achieve all of company's objectives. Experienced management, especially in times of crisis, use all possible information to make quality decisions, but also learn from these situations in order to make all possible preparations in regular business operations to minimize the shock that a new crisis could cause. The theoretical part of the paper will present a description of the concept of procurement business, management and crisis management, business and crisis communication, creating partnerships, and maintaining the company's image. The empirical research, conducted through questionnaires which were filled in by employees from the procurement department in the Republic of Croatia, provides us with answers about the importance of partnerships, with a special emphasis on the current coronavirus pandemic. In conclusion, we have explained proposals for improving and maintaining partnerships in the procurement business during crisis, as well as in regular business situations.

Multiple development actors are interested in stimulating more inclusive fiscal governance. Efforts to generate greater budget transparency, citizen participation in resource allocation, and public oversight of government spending are commonplace. How can development donors and lenders support such efforts, and what are their limitations? How do their attempts to do so interact? Exploring the outcomes of two projects in the Nigerian States of Jigawa and Kaduna provide some answers to these questions. The projects pursue overlapping goals, but with different approaches. The Partnership to Engage, Reform and Learn (PERL) programme funded by the UK Foreign, Commonwealth & Development Office works in a granular and contextually adapted way in each state to construct joint government and civil initiatives that test and embed citizen engagement and oversight approaches. The World Bank States Financial Transparency Accountability and Sustainability (SFTAS) initiative offers financial incentives to states if they meet a set of common public financial management benchmarks. Their actions have been complementary in several ways, despite significant contextual differences between the states in terms of conflict dynamics and prevailing citizen–state relations. The projects also reinforced each other’s efforts on public procurement reform in Kaduna State. However, in Jigawa State, SFTAS incentives to pass a procurement law following a standard template failed to codify and may indeed reverse gains from longstanding PERL efforts supporting transparency. This illustrates how donors with similar reform objectives in the same contexts can unconsciously undermine existing efforts towards overarching public accountability goals.

The Gulf Islands National Seashore (GUIS) vegetation inventory project classified and mapped vegetation on park-owned lands within the administrative boundary and estimated thematic map accuracy quantitatively. The project began in June 2016. National Park Service (NPS) Vegetation Mapping Inventory Program provided technical guidance. The overall process included initial planning and scoping, imagery procurement, field data collection, data analysis, imagery interpretation/classification, accuracy assessment (AA), and report writing and database development. Initial planning and scoping meetings took place during May, 2016 in Ocean Springs, Mississippi where representatives gathered from GUIS, the NPS Gulf Coast Inventory and Monitoring Network, and Colorado State University. Primary imagery used for interpretation was 4-band (RGB and CIR) orthoimages from 2014 and 2016 with resolutions of 15 centimeters (cm) (Florida only) and 30 cm. Supplemental imagery with varying coverage across the study area included National Aerial Imagery Program 50 cm imagery for Mississippi (2016) and Florida (2017), 15 and 30 cm true color Digital Earth Model imagery for Mississippi (2016 and 2017), and current and historical true-color Google Earth and Bing Map imagery. National Oceanic Atmospheric Administration National Geodetic Survey 30 cm true color imagery from 2017 (post Hurricane Nate) supported remapping the Mississippi barrier islands after Hurricane Nate. The preliminary vegetation classification included 59 United States National Vegetation Classification (USNVC) associations. Existing vegetation and mapping data combined with vegetation plot data contributed to the final vegetation classification. Quantitative classification using hierarchical clustering and professional expertise was supported by vegetation data collected from 250 plots in 2016 and 29 plots in 2017 and 2018, as well as other observational data. The final vegetation classification includes 39 USNVC associations and 5 park special types; 18 forest and woodland, 7 shrubland, 17 herbaceous, and 2 sparse vegetation types were identified. The final GUIS map consists of 38 map classes. Land cover classes include four types: non-vegetated barren land / borrow pit, developed open space, developed low – high intensity, and water/ocean. Of the 34 vegetation map classes, 26 represent a single USNVC association/park special, six map classes contain two USNVC associations/park specials, and two map classes contain three USNVC associations/park specials. Forest and woodland associations had an abundance of sand pine (Pinus clausa), slash pine (Pinus elliottii), sand live oak (Quercus geminata), yaupon (Ilex vomitoria), wax myrtle (Morella cerifera), and saw palmetto (Serenoa repens). Shrubland associations supported dominant species such as eastern baccharis (Baccharis halimifolia), yaupon (Ilex vomitoria), wax myrtle (Morella cerifera), saw palmetto (Serenoa repens), and sand live oak (Quercus geminata). Herbaceous associations commonly included camphorweed (Heterotheca subaxillaris), needlegrass rush (Juncus roemerianus), bitter seabeach grass (Panicum amarum var. amarum), gulf bluestem (Schizachyrium maritimum), saltmeadow cordgrass (Spartina patens), and sea oats (Uniola paniculata). The final GUIS vegetation map consists of 1,268 polygons totaling 35,769.0 hectares (ha) or 88,387.2 acres (ac). Mean polygon size excluding water is 3.6 ha (8.9 ac). The most abundant land cover class is open water/ocean which accounts for approximately 31,437.7 ha (77,684.2 ac) or 87.9% of the total mapped area. Natural and ruderal vegetation consists of 4,176.8 ha (10,321.1 ac) or 11.6% of the total area. Within the natural and ruderal vegetation types, herbaceous types are the most extensive with 1945.1 ha (4,806.4 ac) or 46.5%, followed by forest and woodland types with 804.9 ha (1,989.0 ac) or 19.3%, sparse vegetation types with 726.9 ha (1,796.1 ac) or 17.4%, and shrubland types with 699.9 ha (1,729.5 ac) or 16.8%. Developed open space, which can include a matrix of roads, parking lots, park-like areas and campgrounds account for 153.8 ha (380.0 ac) or 0.43% of the total mapped area. Artificially non-vegetated barren land is rare and only accounts for 0.74 ha (1.82 ac) or 0.002% of the total area. We collected 701 AA samples to evaluate the thematic accuracy of the vegetation map. Final thematic accuracy, as a simple proportion of correct versus incorrect field calls, is 93.0%. Overall weighted map class accuracy is 93.6%, where the area of each map class was weighted in proportion to the percentage of total park area. This method provides more weight to larger map classes in the park. Each map class had an individual thematic accuracy goal of at least 80%. The hurricane impact area map class was the only class that fell below this target with an accuracy of 73.5%. The vegetation communities impacted by the hurricane are highly dynamic and regenerated quickly following the disturbance event, contributing to map class disagreement during the accuracy assessment phase. No other map classes fell below the 80% accuracy threshold. In addition to the vegetation polygon database and map, several products to support park resource management are provided including the vegetation classification, field key to the associations, local association descriptions, photographic database, project geodatabase, ArcGIS .mxd files for map posters, and aerial imagery acquired for the project. The project geodatabase links the spatial vegetation data layer to vegetation classification, plot photos, project boundary extent, AA points, and the PLOTS database. The geodatabase includes USNVC hierarchy tables allowing for spatial queries of data associated with a vegetation polygon or sample point. All geospatial products are projected using North American Datum 1983 (NAD83) in Universal Transverse Mercator (UTM) Zone 16 N. The final report includes methods and results, contingency tables showing AA results, field forms, species list, and a guide to imagery interpretation. These products provide useful information to assist with management of park resources and inform future management decisions. Use of standard national vegetation classification and mapping protocols facilitates effective resource stewardship by ensuring the compatibility and widespread use throughout the NPS as well as other federal and state agencies. Products support a wide variety of resource assessments, park management and planning needs. Associated information provides a structure for framing and answering critical scientific questions about vegetation communities and their relationship to environmental processes across the landscape.
