Streszczenie:
People mixing driving motor vehicles with consuming alcohol increases deaths and injuries on the roads, as was established irrefutably in the mid-1960s. This commentary discusses how society across Europe has responded since then to this burden by managing drink driving in the interests of road safety. The principal response has been to set, communicate and enforce limits on the level of alcohol in the blood above which it is illegal to drive and to deal in various ways with drivers found to be exceeding the limits. Achieving reduction in drink-related road deaths has benefitted public health, though the aim to change behaviour of drinking drivers has been a challenge to the profession. Other achievements have included changes in public attitude to drink driving, and reduction in reoffending by convicted offenders through rehabilitation courses and use of the alcohol interlock, which prevents starting of a vehicle by a driver who has drunk too much. There is scope for improved recording of road deaths identified as drink-related, greater understanding of effectiveness in enforcement of the legal limit and improved availability of the alcohol interlock. Relevance of experience with drink driving to management of other drug driving and prospects for building on the achievements so far are discussed.

A strong evidence-based case is made for a reduction in the drink driving blood alcohol concentration (BAC), currently in the UK 80 mg to 50 mg per 100 ml which worldwide has been shown to decrease the number of drink driving including fatal accidents. An even lower BAC of 20 mg per 100 ml is recommended for the younger novice representing 7% of driving licence holders in the UK but involved in 20% of fatal and serious collisions. The danger of binge drinking and of combining alcohol with other drugs such as cannabis and marijuana is emphasised and the harmful influence of simple energy drinks when combined with alcohol. The review also emphasises the need for enhanced police enforcement and more public awareness campaigns which to date have indicated growing public support for reducing the drink driving limits.

The International Journal Of Alcohol And Drug Research, 3(2), 135-141. doi:http://dx.doi.org/10.7895/ijadr.v3i2.135Aims: The objective is to establish determinants of drink-driving and its association with traffic crashes in Ghana.Methods: A multivariable logistic regression was used to establish significant determinants of drink-driving, and a bivariate logistic regression to establish the association between drink-driving and road traffic crashes in Ghana.Results: In total, 2,736 motorists were randomly stopped for breath testing, of whom 8.7% tested positive for alcohol. Among the total participants, 5.5% exceeded the legal BAC limit of 0.08%. Formal education is associated with a reduced likelihood of drink-driving compared with drivers without formal education. The propensity to drink-drive is 1.8 times higher among illiterate drivers than it is among drivers with basic education. Young adult drivers also recorded elevated likelihoods for driving under alcohol impairment, compared with adult drivers. The odds of drink-driving among truck drivers is OR = 1.81 (95% CI = 1.16 to 2.82) and two-wheeler riders is OR = 1.41 (95% CI = 0.47 to 4.28) compared with car drivers. Contrary to general perception, commercial car drivers have a significant reduced likelihood of 41%, OR = 0.59 (95% CI = 0.38 to 0.92) compared with private car drivers. Bivariate analysis conducted showed a significant association between the proportion of drivers exceeding the legal BAC limit and road traffic fatalities (p < 0.001). The model predicts that a 1% increase in the proportion of drivers exceeding the legal BAC will be associated with a 4% increase in road traffic fatalities (95% CI = 3% to 5%) and vice versa.Conclusions: A positive and significant association between roadside alcohol prevalence and road traffic fatality has been established. Scaling up roadside breath tests, determining standard drink (e.g., any drink which contains about 10 grams of absolute alcohol) and disseminating this information to the populace, and formulating policies targeting youth (such as increasing minimum legal drinking age and reducing the legal BAC limit for youth and novice drivers) might reduce drink-driving related crashes in Ghana.

This paper reports on a study investigating cognitions and feelings toward drink driving following the consumption of alcohol. Participants (N=248) were recruited using opportunity sampling in three different public houses, where an identical questionnaire was completed on entering the pub and then again twoand-a-half hours later. A series of MANOVAs revealed significant changes in both cognitions and feelings after the consumption of alcohol. Whilst alcohol consumption increased beliefs that negative consequences are associated with drink driving and made people feel less positive about this behaviour (i.e. less happy) participants, mainly past drink drivers, reported becoming less anxious and nervous about drink driving. This suggests that the anticipation of less negative emotion may have a role to play in drink driving. The patterns of changes in cognitions and affect were also different for those people who had and had not previously engaged in drink driving. The findings are discussed in the context of theory and practical implications.

Thailand has one of the highest rates of traffic-related fatalities and alcohol-related road traffic injuries globally. Previous studies focused on alcohol consumption and road traffic injuries. However, no existing studies investigate the association between drink-driving behaviors and road traffic injuries due to the drinking of others. This study aims to explore any potential associations among alcohol drinking patterns, drink-driving behaviors, and the harm from alcohol-related road traffic injuries due to the drinking of others. The Thai Tobacco and Alcohol Use Household National Survey data in 2017 (n = 80,797) were analyzed using multiple logistic regression. This study found that current drinkers and binge drinkers were more likely to suffer from road traffic injuries due to others’ drink-driving behavior, i.e., 1.50 times (95% CI: 1.49–1.51) and 2.31 times (95% CI: 2.30–2.33), respectively, compared with non-drinkers. In addition, we found that drink-driving behavior was associated with harm from road traffic injuries due to others’ drink-driving behavior by 2.12 times (95% CI: 2.10–2.14) compared with the non-drinker group. This study calls for effective measures to reduce drink-driving behaviors to prevent road traffic injuries due to the drinking of others.

Driving while impaired by alcohol or drugs is a significant road safety issue. As of November 2011, drivers in the Australian Capital Territory (ACT) who have been found guilty of a drink or drug driving offence are required to undertake an Alcohol and Drug Awareness Course (ADAC) before being issued with a restricted or probationary licence. This study evaluated the performance of the ADACs. Key performance indicators on their provision (e.g. enrolments) were obtained from the ACT Government for 2012 to 2017. Surveys of knowledge and attitudes towards drink and drug driving were given to 94 attendees immediately before and after ADACs between August and November 2017. Data on drink driving detections in the ACT between 2002 and 2016 were also obtained from the ACT Government. Completion rates for ADAC attendees increased from 94% in 2012 to 98% in 2016 and 99% in the first half of 2017. Results of the surveys suggested that the courses improved attitudes towards drink driving, although this result may be unreliable due to methodological limitations. The limitations of the surveys may also have contributed to the finding that knowledge of drink and drug driving information did not improve. Finally, the introduction of ADACs has correlated with a reduction in drink driving detections in the ACT between 2012 and 2016. However, the reduction is also likely to be at least partially due to other factors (e.g. other drink driving countermeasures). Based on these findings, the ADAC program has been performing well since its inception.

Drunk driving is proved to be dangerous for traffic transportation safety. However, there are still no specific conclusions about what changes do drinking make to each kind of driving behaviors. This paper set out a drunk states induce program and a simulated driving experiment to measure the data about driving speed, overspeed driving probability, brake frequency, probability of deceleration for avoidance and probability of running red lights when the drivers were in different degree of drunk states. Results showed that driving speed increases significantly only in state of heavy drunk while decreases slightly in state of moderate drunk. Overspeed probability grows higher as the drivers drink more. Brake frequency increases slightly in state of light drunk, but has no obvious change in state of moderate drunk, however decreases significantly in state of heavy drunk. Probability of deceleration for avoidance decreases a little in state of light drunk but significantly in state of heavy drunk, however increases in state of moderate dunk. Probability of running red lights increases significantly only in state of heavy drunk, but has no obvious change in both states of light drunk and moderate drunk. All these support a conclusion that drinking has different influences on each kind of driving behaviors, which perform differently for traffic transportation safety. Judgments for drunk driving related issues should be decided on each specific matter.

This study reports on the impact of a “drink driving education program” taught to grade ten high school students. The program which involves twelve lessons uses strategies based on the Ajzen and Madden theory of planned behavior. Students were trained to use alternatives to drink driving and passenger behaviors. One thousand seven hundred and seventy-four students who had been taught the program in randomly assigned control and intervention schools were followed up three years later. There had been a major reduction in drink driving behaviors in both intervention and control students. In addition to this cohort change there was a trend toward reduced drink driving in the intervention group and a significant reduction in passenger behavior in this group. Readiness to use alternatives suggested that the major impact of the program was on students who were experimenting with the behavior at the time the program was taught. The program seems to have optimized concurrent social attitude and behavior change.

The driving factor for the increased consumption of herbal medicine is the widespread issue of back to nature voiced by the international media. UniQ Drink Healthy Herbal Drink is a contemporary herbal drink from Central Java, which found an innovation with a traditional concept to become modern. The large number of herbal drink enthusiasts has attracted the attention of Mrs. Adis to become an entrepreneur in the herbal drink UniQ Drink Healthy Herbal Drink in the city of Lhokseumawe. The objectives of this research are: To examine the business strategy of UniQ Drink Healthy Herbal Drinks in general and based on a sharia economic perspective? The method used is in the form of field research with a qualitative descriptive approach. The results of this study explain that: a) UniQ Drink's business strategy is in accordance with the production and marketing strategy, in its production strategy the company does not use chemicals and preservatives and its management is still traditional. b) This business has not implemented a business strategy in accordance with Islamic law, including the facts that are not in the packaging label which are not indicators of production and expiration dates and in financial records, but the company always gets out of the amount earned by 20% of the amount obtained to give to the people.

BackgroundThe Temperance Boards in Sweden registered individuals for three reasons: public drunkenness, driving under the influence of alcohol and committing a crime in connection with alcohol. We wanted to ascertain whether these three forms of alcohol-related problems result from similar or different genetic and environmental risk factors.MethodWe conducted a trivariate twin analysis of these three causes of registration in all male-female twin pairs of known zygosity born in Sweden, 1926–1949 (n=5177 twin pairs).ResultsPrevalences of registration for public drunkenness, drink-driving and alcohol-related crime were, respectively, 9.0, 3.6 and 4.0%. The best-fitting model had one general genetic and one general familial – environmental factor with specific genetic risk factors for drink-driving and specific familial – environmental risk factors for alcohol-related crime.ConclusionsThe three causes for alcohol registration in Sweden largely reflect the same genetic and environmental risk factors. Estimated heritabilities were similar for the three forms of registration. However, specific genetic risk factors exist for drink-driving and specific familial – environmental risk factors for alcohol-related crime. Genetic factors are somewhat less important and familial –environmental factors more important for public drunkenness than for drink-driving and alcohol related crime.
