Streszczenie:
Recent studies suggest that both facial and bodily dominance promote high status positions and predict status-seeking behaviors such as aggression and social dominance. An evolutionarily relevant context in which associations between these dominance signals and status outcomes may be prevalent are face-to-face status contests. The present study examined whether facial and bodily dominance predicted success in dyadic competitions (one physical discipline, arm wrestling, and three nonphysical disciplines) in men ( N = 125) in a controlled laboratory setting. Men’s bodies and faces were independently rated for physical dominance, and associations of these ratings with contest outcomes as well as mediating and moderating variables (such as physical strength, body height, trait dominance, baseline and reactive testosterone) were examined. Both facial and bodily dominance positively predicted success in the physical discipline, mediated by physical strength, but not in the three nonphysical disciplines. Our findings demonstrate that facial and bodily physical dominance may be honest signals for men’s formidability and hence status potential, at least in a physically competitive context.

Streszczenie:
BackgroundAlthough a wealth of literature points to the importance of social factors on health, a detailed understanding of the complex interplay between social and biological systems is lacking. Social status is one aspect of social life that is made up of multiple structural (humans: income, education; animals: mating system, dominance rank) and relational components (perceived social status, dominance interactions). In a nonhuman primate model we use novel network techniques to decouple two components of social status, dominance rank (a commonly used measure of social status in animal models) and dominance certainty (the relative certainty vs. ambiguity of an individual’s status), allowing for a more complex examination of how social status impacts health.MethodsBehavioral observations were conducted on three outdoor captive groups of rhesus macaques (N = 252 subjects). Subjects’ general physical health (diarrhea) was assessed twice weekly, and blood was drawn once to assess biomarkers of inflammation (interleukin-6 (IL-6), tumor necrosis factor-alpha (TNF-α), and C-reactive protein (CRP)).ResultsDominance rank alone did not fully account for the complex way that social status exerted its effect on health. Instead, dominance certainty modified the impact of rank on biomarkers of inflammation. Specifically, high-ranked animals with more ambiguous status relationships had higher levels of inflammation than low-ranked animals, whereas little effect of rank was seen for animals with more certain status relationships. The impact of status on physical health was more straightforward: individuals with more ambiguous status relationships had more frequent diarrhea; there was marginal evidence that high-ranked animals had less frequent diarrhea.DiscussionSocial status has a complex and multi-faceted impact on individual health. Our work suggests an important role of uncertainty in one’s social status in status-health research. This work also suggests that in order to fully explore the mechanisms for how social life influences health, more complex metrics of social systems and their dynamics are needed.

Streszczenie:
Hierarchies naturally emerge in social species, and judgments of status in these hierarchies have consequences for social relationships and health. Although judgments of social status are shaped by appearance, the physical cues that inform judgments of status remain unclear. The transition to college presents an opportunity to examine judgments of social status in a newly developing social hierarchy. We examined whether appearances—as measured by raters’ judgments of photographs and videos—provide information about undergraduate students’ social status at their university and in society in Study 1. Exploratory analyses investigated whether associations differed by participants’ sex. Eighty-one first-year undergraduate students ( Mage = 18.20, SD = 0.50; 64.2% female) provided photographs and videos and reported their social status relative to university peers and relative to other people in society. As hypothesized, when participants were judged to be more attractive and dominant they were also judged to have higher status. These associations were replicated in two additional samples of raters who evaluated smiling and neutral photographs from the Chicago Faces Database in Study 2. Multilevel models also revealed that college students with higher self-reported university social status were judged to have higher status, attractiveness, and dominance, although judgments were not related to self-reported society social status. Findings highlight that there is agreement between self-reports of university status and observer-perceptions of status based solely on photographs and videos, and suggest that appearance may shape newly developing social hierarchies, such as those that emerge during the transition to college.

Summary Brexit became part of the European public consciousness following the 2016 referendum. We are only just starting to realize the actual effects and consequences of the UK’s withdrawal in multiple issues. The article analyzes the new, post-Brexit continental status quo and the changing trends in institutional decision-making. The position and dominance of the Member States are reflected in their role in the EU institutions. The weight of the Member States in decision-making also has a significant impact on the development of individual common policies. Brexit has strengthened the dominance of Germany and France. However, it also affected the position of Central and Eastern European states. Poland has become one of the “big Member States” that could make the combined dominance of the Visegrád states (Poland, Czech Republic, Hungary, and Slovakia) more relevant in forming the future of the EU..

Facial width-to-height ratio (fWHR) is associated with social dominance in human and non-human primates, which may reflect the effects of testosterone on facial morphology and behaviour. Given that testosterone facilitates status-seeking motivation, the association between fWHR and behaviour should be contingent on the relative costs and benefits of particular dominance strategies across species and socioecological contexts. We tested this hypothesis in bonobos ( Pan paniscus ), who exhibit female dominance and rely on both affiliation and aggression to achieve status. We measured fWHR from facial photographs, affiliative dominance with Assertiveness personality scores and agonistic dominance with behavioural data. Consistent with our hypothesis, agonistic and affiliative dominance predicted fWHR in both sexes independent of age and body weight, supporting the role of status-seeking motivation in producing the link between fWHR and socioecologically relevant dominance behaviour across primates.

Tracy and Robins proposed that pride has authentic and hubristic facets. Cheng, Tracy, and Henrich reported these two facets were based on prestige and dominance, respectively. Nine experiments were conducted in the current study to examine the implicit associations between words related to authentic and hubristic pride and those related to prestige and dominance. Implicit language association between authentic pride and high prestige status was strong, but that between hubristic pride and high dominance status was weak, suggesting that the authentic pride words might automatically convey a strong signal of high prestige status, whereas hubristic pride words might convey a weak signal of high dominance status.

Social status is commonly established among individuals within groups of animals. Despite this common characteristic of social animals it is still unclear how individuals establish their status. I investigated the relationships between morphology, posture and behaviours with social status in red junglefowl hens. The hens tested were measured (weight, comb length, comb height and tarsus length) and exposed to three different behavioural tests (novel arena, novel object and interaction test). None of the morphological features were associated with social status. However, dominant hens initiated the first encounter in a dyad interaction and performed a higher proportion of aggressive encounters against the opponent. The dominant hens were also the ones displaying more spread tail feathers than the opponent after status being established. Aggressiveness and social status is strongly linked, showing that there is a scope of behaviours to affect the establishment of status.

Streszczenie:
Human social status has long been of interest to evolutionary and social psychologists. The question of who gets to control resources and be a leader has garnered a lot of attention from these and other fields, and this thesis examines evidence for there being two different mechanisms of achieving high status, and their correlates. The mechanisms are 1) Dominance: being aggressive, manipulative and forcing others to follow you, and 2) Prestige: possessing qualities which make others freely follow you. Chapter 1 is an introductory chapter in which I explain selection pressures, group formation, and the need for social hierarchies; I then describe the two proposed methods of attaining social status and how facial characteristics can give clues as to an individual’s social status. In Chapter 2, my first experimental chapter, I examined how faces created to appear either high in dominance or high in prestige were judged with respect to those traits as well as personality characteristics. Taking this further, in Chapter 3, I looked at how natural variation in real faces would reflect differences in other- and self-perceived ratings of dominance and prestige. Chapter 4 served to examine whether, given a set of words related to social status, I would find differences in what words were placed into dominant or prestige categories. Findings within these chapters are consistent with dominance and prestige being separable methods of attaining high status, from differences in facial appearance (Chapter 2 and 3), to personality characteristics (Chapter 2), to word usage (Chapter 4). Once I had established that these were two distinct routes to achieving high status, I chose to focus on dominance in Chapter 5 and explored the conceptual relationships between dominance and facial expressions. I found that manipulating perceptions of dominance affected how intense expressions of anger, sadness, and fear were perceived (Chapter 5). As there has been a paucity of research in the area of women’s social status, in Chapter 6, I went on to explore what effects cosmetics use in women would have on their perceived social status. I found differences in how men and women perceived women wearing cosmetics, which again points to a distinction between dominance and prestige. My thesis then presents a broad view of the two different mechanisms for attaining high status. Using new methods not otherwise used in exploring dominance and prestige I was able to explore correlates and indicators, as well as perceptions of both strategies. These findings will allow us to determine who might be capable of attaining social status, which of the two methods they might use, as well as what implicit associations we hold about each. They will also open doors for future research into the two strategies, and even help interpret previous research, as many previous studies simply relate to high status and do not distinguish between dominance and prestige.

Streszczenie:
Many canids live within hierarchical social systems that could promote differences in learning or in behavior between ranked individuals. Differences in foraging and territorial behavior have been observed between ranked coyotes (Canis latrans), yet effects of learning and social status on coyote behavior are not thoroughly understood. I explored a) coyote response to an artificial scent boundary and whether response differed by status, b) how foraging coyotes tracked temporal resource change, and c) how coyotes find spatially distributed food, and the effect of dominance on foraging behavior. I used male/female pairs of captive coyotes at the National Wildlife Research Center Predator Research Facility in Utah. Prior to testing, I identified social rank within pairs by testing for food dominance. In study 1, I laid a scent boundary and monitored space use with GPS and observed behavioral responses directly. All coyotes investigated and crossed the boundary, but were repelled more by human presence. Subordinates investigated and marked the boundary more than dominants. Further investigation is needed to mimic natural boundaries for management purposes. In study 2, I gave eight individual coyotes an operant test with concurrent variable interval (VI) schedules. I varied the ratio of resources and measured the time spent on two choices, then fitted the generalized matching equation to the data. I found that all coyotes efficiently tracked changes in resource ratios and matched their relative rate of foraging time to relative rate of resources. Matching theory provides an effective methodology to explore foraging strategies and behavioral flexibility in coyotes. In study 3, I tested 16 coyotes in a spatial foraging task. Coyotes searched for food in eight potential locations, and were tested individually and in respective pairs. I recorded the area and number of locations searched, approach time, and frequency of marking by dominant and subordinate coyotes. Results showed individual subordinates increased efficiency by relocating, but their efficiency decreased when foraging in pairs. Dominant coyotes did not increase efficiency in company by following subordinates. Coyotes marked the correct feeder more than incorrect feeders. Results suggest coyotes use memory and odor (scent marks) to find food, but that social status overrules information use.

Streszczenie:
Over the last few decades there has been a growing trend in scholarship which has focused upon conceptualisations of gender in the representations of characters in medieval narrative literature. Thus far, depictions of women have received a disproportionate amount of attention to the side-lining of the man, although recently the man has slowly been reinstated. However, questions as to the nature of masculinity and what behaviours constituted an appropriate expression of a man's manliness in the sagas have remained. In this dissertation, I first set out to identify a foundation masculinity from which other representations of masculinity can be said to derive. Two behavioural principles are defined (the ability to provide and the ability to protect) before being explored primarily in the representations of kings and martial champions in a selection of medieval Norse and Irish sagas. Discussion of kings focuses upon the literary depictions of Conchobor mac Nessa and Óláfr Haraldsson, while for the martial champions, representations of Cú Chulainn, Caílte mac Rónáin and characters within four Norse sagas (Njáls saga, Fóstbroeðra saga, Bósa saga ok Herrauðs and Ọrvar-Odds saga) are examined. Given that wider gender studies highlights that a number of variables affect depictions of gender in the medieval sagas, a comparative approach allows scope for an exploration into the impact of geographical location on expressions of masculinity. However, the main research question of this dissertation centres upon an inquiry into the role that status plays in depictions of manliness in characters from the saga. While making a judgement upon the degree of influence of this particular factor, other variables affecting the formation of gender – such as textual purpose and genre – are also discussed.

Streszczenie:
Peer relationships are highly salient during early adolescence, especially during the first year of middle school. As a result, coolness (a facet of peer status) is prioritized and increasingly associated with aggression. Recent research indicates the relationship between peer status (coolness) and aggression is moderated by social goals (popularity, dominance, intimacy) and gender. Leadership among peers is also salient during early adolescence, although it is understudied in comparison to peer status (coolness). Leadership is worth additional investigation, as youth leaders are considered interpersonally competent and possess the social skills necessary to influence peer behavior. Research is needed to examine the extent to which peer status (coolness) and leadership are similar yet distinct constructs and the extent to which peer status and leadership influence subsequent aggression. Research is also needed to determine if the relationship between leadership and aggression is moderated by social goals and gender, as this may have implications for understanding antecedents to aggression. The current study examined the following: (1) the associations among peer-reported leadership and coolness in the fall with peer-reported aggression (overt and relational) in the spring of sixth grade, (2) the extent to which social goals (popularity, dominance, and intimacy) and gender moderate relations of leadership and coolness in the fall with aggression in the spring of sixth grade, (3) and the extent to which mean-level gender differences and study variables change across time. The sample was comprised of sixth-grade students from three middle schools in an urban, ethnically diverse setting (N = 347). Results revealed a significant association across both time points for leadership and coolness. Moreover, social goals and gender moderated the association between coolness, leadership, and aggression.

Streszczenie:
Adaptation to changing social conditions is important for many social animals. Here, the effects of social experience on the behavior and neurophysiology of the red swamp crayfish, Procambarus clarkii, were studied. Evidence is presented that shows juvenile crayfish interact and form social order, and their behavior patterns shift in accordance to social status. Dominant animals maintain a high level of aggressive behavior, while subordinates shift their behavior pattern from aggressive to submissive behavior. Adult male crayfish show similar behavior pattern during dominance formation. However, this work demonstrates that male crayfish adopt a unique strategy to signify the formation of a social order expressed in the form of pseudocopulation. Pseudocopulation between male crayfish signifies the acceptance of the social status and leads to the reduction of aggression of dominants and enhances the survival of subordinate animals. I investigated the long-term effects of social status on the behavioral and physiological responses of crayfish to unexpected sensory touch. I discovered that animals of different social experience display different orienting responses that correlate with in vivo electromyographic recordings from the legs’ depressor muscle. The status-dependent response patterns observed in vivo are retained in a reduced, in vitro, preparation that lacks descending input from the brain. The role of serotonin (5-HT) was investigated in mediating the motor output patterns of the depressor nerve. Putative serotonergic innervations of the depressor nerve were identified that originate from serotonergic neurons located in the first abdominal ganglion. Selective stimulation of the ipsilateral 5-HT neuron enhances the response of the depressor nerve to sensory stimulation. Application of 5-HT modestly increased the tonic firing activity of the depressor nerve in social isolates and subordinates but significantly decreased the activity in dominants. This work illustrates that the formation of a dominance relationship significantly and immediately alters the behavior of the participants. As the social relationship matures, the social experience that develops affects the underlying neurophysiology that mediates the behavior. It will be of great interest in future studies to identify not only the effects rather the mechanisms of how social experience induces physiological changes.

Streszczenie:
The relevance of the research lies in the fact that the well-being of the Ukrainian nation, present and future generations, largely depends on the preservation of existing ecosystems, their support, and the enhancement of their quality and biodiversity. Particular attention should be paid to the problem of land cover degradation. Land cover currently holds a unique status regarding food security and is a dominant source for renewing crucial biospheric functions, ensuring the diversity of living organisms. The anthropogenic and technological pressure on Ukraine's environment (land cover) exceeds several times the corresponding indicators in developed countries. A remote sensing data methodology was proposed to assess the impact of human, technical activities (anthropogenic predictor) on land cover degradation. As a result of the research, the obtained data allowed for the assessment of Ukraine's land cover status and revealed the degree of its degradation caused by the influence of anthropogenic factors, namely, irrational agricultural practices, non-efficient long-term exploitation of mineral deposits, ineffective urban infrastructure design, irrational practices in forestry and park management, the influence of reservoirs, forest, and steppe fires, as well as military activities.

The ecological status of Prespa Lake was determined on the basis of taxonomic (number of species, diversity, density) and functional properties (feeding strategy) of rotifers. 44 species were found, 35 littoral and 9 pelagic with an average population density of 25 ind. L-1 and a remarkable share (65%) in the zooplankton assemblage. Microphagous Kellicottia longispina and Keratella cochlearis dominate in spring and summer, and raptorial Polyarthra vulgaris and Synchaeta pectinata in autumn. The dominance of microphagous rotifers indicates increased productivity in Lake Prespa. Pearson's correlation shows that the abundance of rotifers is significantly related to TP and TN.Taxonomic and functional characteristics of rotifers can be an useful indicator of ecological processes in freshwater ecosystems.

The article discusses the features of the color polymorphism of the rock dove in the conditions of diverse urban landscapes of different administrative centers of Minsk. An analysis of the ecology of the synanthropic rock dove in the urbanized areas of the capital made it possible to reveal the spatial structure in relation to residential urban areas, depending on the number of storeys of the residential area and the time of residential development, as well as the pronounced dominance of the black-chased morph. It is concluded that the main coloring morphs of the rock dove are represented in the city of Minsk. The absolute dominance of dark-colored individuals was noted (black-chased -65 %, black - 5 %), then in descending order the nominal gray color - 30 %, brown - 5 % and piebald - 6 % of the registered individuals. The absolute predominance of black-chased individuals was revealed in all administrative districts, which are maximally represented in Zavodskoy and Frunzensky districts - 71 and 69 %, respectively.

This paper is based on data compiled in the course of developing, for InterAmerican Development Bank (IDB), a WTE Guidebook for managers and policymakers in the Latin America and Caribbean region. As part of this work, a list was compiled of nearly all plants in the world that thermally treat nearly 200 million tons of municipal solid wastes (MSW) and produce electricity and heat. An estimated 200 WTE facilities were built, during the first decade of the 21st century, mostly in Europe and Asia. The great majority of these plants use the grate combustion of as-received MSW and produce electricity. The dominance of the grate combustion technology is apparently due to simplicity of operation, high plant availability (>90%), and facility for training personnel at existing plants. Novel gasification processes have been implemented mostly in Japan but a compilation of all Japanese WTE facilities showed that 84% of Japan’s MSW is treated in grate combustion plants. Several small-scale WTE plants (<5 tons/hour) are operating in Europe and Japan and are based both on grate combustion and in implementing WTE projects. This paper is based on the sections of the WTE Guidebook that discuss the current use of WTE technology around the world. Since the beginning of history, humans have generated solid wastes and disposed them in makeshift waste dumps or set them on fire. After the industrial revolution, near the end of the 18th century, the amount of goods used and then discarded by people increased so much that it was necessary for cities to provide landfills and incinerators for disposing wastes. The management of urban, or municipal, solid wastes (MSW) became problematic since the middle of the 20th century when the consumption of goods, and the corresponding generation of MSW, increased by an order of magnitude. In response, the most advanced countries developed various means and technologies for dealing with solid wastes. These range from reducing wastes by designing products and packaging, to gasification technologies. Lists of several European plants are presented that co-combust medical wastes (average of 1.8% of the total feedstock) and wastewater plant residue (average of 2% of the feedstock).

The composition and structure of complexes of mycelial microorganisms have been studied to assess violations of the soil microbiota in recreational areas of the Central district of Voronezh. The species composition of micromycetes and actinomycetes typical of the regional background is preserved in suburban forest park areas, and redistribution by degree of dominance was observed. The most disturbed microbial communities are the soils of recreational areas in the city center near highways, intersections and transport interchanges, regardless of their conservation status. Toxigenic and allergenic types of micromycetes appear in the rank of dominants, which poses a sanitary and hygienic danger to the urban population. In the most polluted soils, brightly pigmented sections of actinomycetes accumulate. The types of indicators for urban load have been identified. which can be used for mycological monitoring of recreational areas of the city.

This paper examines the potential of the Fediverse, a federated network of social media and content platforms, to counter the centralization and dominance of commercial platforms on the social Web. We gather evidence from the technology powering the Fediverse (especially the ActivityPub protocol), current statistical data regarding Fediverse user distribution over instances, and the status of two older, similar, decentralized technologies: e-mail and the Web. Our findings suggest that Fediverse will face significant challenges in fulfilling its decentralization promises, potentially hindering its ability to positively impact the social Web on a large scale.

Protecting water and marine resources - and ensuring their environmental status - is one of the pillars of EU environmental policy. The acceleration of the process of loss of marine biodiversity or of essential goods to the ecosystem has required the adoption of special measures on nature and biodiversity (Sixth Community Environment Action Program). The process of recovering the natural bio filter from the coastal area of the sea coast requires the development of ecological methods designed to increase populations of epibiotic organisms that are filters capable of accelerating the restoration of marine quality in tourist areas - leisure on the coast. The modular system designed and developed by our specialists is intended both for the extension of the natural epibiont bio filter in traditional coastal areas, and for the cultivation for food purposes of mussels - Mytillus Galloprovincialis - the largest bivalve in the Black Sea and oysters - Crassostrea gigas. The location of the modular system has the following specific hydro meteorological characteristics: the winds in the northern sector have the highest dominance and intensity, the orientation of the Romanian Black Sea coast (from north to south) favors the dominance of currents parallel to the shoreline, and the structure of the substrate is composed of an alternation of submerged rocks and stony platforms covered with terry mud. The system has been successfully tested until the third stage of development of the epibiont organisms, the tests continuing at present. The presented solutions will contribute to the restoration of the sea filters, by ensuring an optimal breeding place for a variety of marine organisms.

Dominance relations compare states to determine whether one is at least as good as another in terms of their goal distance. We generalize these qualitative yes/no relations to functions that measure by how much a state is better than another. This allows us to distinguish cases where the state is strictly closer to the goal. Moreover, we may obtain a bound on the difference in goal distance between two states even if there is no qualitative dominance. We analyze the multiple advantages that quantitative dominance has, like discovering coarser dominance relations, or trading dominance by g-value. Moreover, quantitative dominance can also be used to prove that an action starts an optimal plan from a given state. We introduce a novel action selection pruning that uses this to prune any other successor. Results show that quantitative dominance pruning greatly reduces the search space, significantly increasing the planners' performance.

Against the background of the ongoing complex and contradictory ethno-linguistic processes in modern Russian society, the study of the state of national languages, as well as the linguistic behavior of people, seems to be the most urgent task. According to the results of this study, the dominance of the Russian language as the language of interethnic communication in all social spheres of the Republic of Dagestan has been established. The weakening of the status of national languages is due to the increasing processes of urbanization, which neutralizes the ethnic specifics of the region, and secondly, the absence of the Law "The Languages of the peoples of Dagestan", which contributes to preserving of the richest linguistic heritage of the peoples of the Country of Mountains. Keywords: urbanization, urban population, Dagestan peoples, linguistic behavior, linguistic consciousness.

Streszczenie:
Bombus terrestris constitute important pollinators of greenhouse crops. In Israel the species utilized is, whose colonies are reared commercially. This is a primitively social species with a particular colony development. It encompasses two social phases: a eusocial phase in which the queen dominates reproduction, and a competition phase in which workers compete with the queen for the parentage of males. These workers are distinguished by accelerated ovarian development, high production of JH, and elevated levels of dopamine in the brain. Queen-worker conflict is also manifested in overt aggression among all members of the nest. High aggression is correlated with dominance status of the bees and is also correlated with octopamine levels in the brain. After verifying that JH III is the only JH produced by the bees and validating the assay for its measurements (RCA & RIA), we used JH as an indicator of worker reproduction. Queens taken from colonies both before and after the competition phase were equally effective in inhibiting worker reproduction. Moreover, there is only a narrow window, around the competition point, in which workers may have the opportunity to initiate reproduction. Before that point they are inhibited by the dominant queen, while after that point both the queen and those workers with accelerated ovarian development exert strong inhibition on worker nest mates. Thus, "queen dominance deterioration" is not the primary cause in eliciting the queen-worker conflict. Queens convey their presence by means of a chemical signal that is extractable in organic solvent and that is normally spread on the cuticle. Total body extract and body washes, applied on dead virgin queens, were able to inhibit the release of JHin vitro in queenless workers. However, none of the prominent exocrine gland investigated mimicked this function. It is possible that the source of the putative pheromone is an unknown gland, or that it emanates from an assembly of glands. Chemical analyses of the prominent glands revealed a plethora of compounds the function of which should be further investigated. Understanding the social behavior of B. terrestris paves the way to facilitate colony manipulation and to adjust the colonies for specific pollination requirements.

The article highlights and analyzes the factors influencing the activities of television editorial teams in the period of new political, economic and security circumstances. It is noted that all-Ukrainian influential television channels, which have the highest popularity and high ratings, are oligarchic media with a high level of political involvement. Ukrainian television is widely practicing to narrow the thematic range of programs, reports and programs resulting in unjustified dominance in the television space of entertainment and humorous genres, «ravel journalism», excessive overweight of foreign programs and of obsolete quality film production. In the news programs, some TV companies, including 1 + 1, widely emphasize negative issues that are not typical of Ukrainian society, which often has a petty, urban and secondary status. Instead, a wide range of real, socially important, topical issues and problems remain out of the professional attention of journalists, analysts and experts. Guided only by the criterion of rating programs, programs, stories, topics and problems, TVs lose the most active segment among the audience – critical thinking, knowledgeable, erudite recipient, who, choosing an information resource, increasingly prefers the internet journalism.

These countries used the dominant OECD transfer pricing guidelines as a template for reform – the wisdom of this approach is contested. Critical authors stress that Western states largely dominate rule-setting procedures, and that costly transfer pricing enforcement drains the scarce resources of revenue authorities. How can we reconcile the critical perspective in global debates with the roll-out of OECD-type transfer pricing regimes on the ground?

Streszczenie:
Eminent Domain is the power of the government or quasi-government entities to take private or public property interests through condemnation. Eminent Domain has been a significant issue since 1879 when, in the case of Boom Company v. Patterson, the Supreme Court first acknowledged that the power of eminent domain may be delegated by state legislatures to agencies and non-governmental entities. Thus, the era of legal takings began. Though an important legal dispute then, more recently eminent domain has blossomed into an enduring contentious social and political problem throughout the United States. The Fifth Amendment to the United States Constitution states, “nor shall private property be taken for public use, without just compensation.” Thus, in the wake of the now infamous decision in Kelo v. City of New London, where the Court upheld the taking of private property for purely economic benefit as a “public use,” the requirement of “just compensation” stands as the primary defender of constitutionally protected liberty under the federal constitution. In response to Kelo, many state legislatures passed a variety of eminent domain reforms specifically tailoring what qualifies as a public use and how just compensation should be calculated. Texas landowners recognize that the state’s population is growing at a rapid pace. There is an increasing need for more land and resources such as energy and transportation. But, private property rights are equally important, especially in Texas, and must be protected as well. Eminent domain and the condemnation process is not a willing buyer and willing seller transition; it is a legally forced sale. Therefore, it is necessary to consider further improvements to the laws that govern the use of eminent domain so Texas landowners can have more assurance that this process is fair and respectful of their private property rights when they are forced to relinquish their land. This report compiles statutes and information from the other forty-nine states to illustrate how they address key eminent domain issues. Further, this report endeavors to provide a neutral third voice in Texas to strike a more appropriate balance between individual’s property rights and the need for increased economic development. This report breaks down eminent domain into seven major topics that, in addition to Texas, seemed to be similar in many of the other states. These categories are: (1) Awarding of Attorneys’ Fee; (2) Compensation and Valuation; (3) Procedure Prior to Suit; (4) Condemnation Procedure; (5) What Cannot be Condemned; (6) Public Use & Authority to Condemn; and (7) Abandonment. In analyzing these seven categories, this report does not seek to advance a particular interest but only to provide information on how Texas law differs from other states. This report lays out trends seen across other states that are either similar or dissimilar to Texas, and additionally, discusses interesting and unique laws employed by other states that may be of interest to Texas policy makers. Our research found three dominant categories which tend to be major issues across the country: (1) the awarding of attorneys’ fees; (2) the valuation and measurement of just compensation; and (3) procedure prior to suit.

Streszczenie:
With global politics increasingly fractured, states are rushing to secure critical and strategic mineral supply chains. Each state conceptualizes mineral security differently, driven by a mix of imperatives that range from national development and industrial policy to technological and military dominance. Great power competition pervades all of these issue areas, and that competition may also pose risks at the global level: risks for the pace of green transition, risks of geoeconomic escalation and risks of conflict. This report provides an insightful overview of the mineral security policies of four key powers: China, the European Union, Russia and the United States. It describes the distinct ways in which they conceptualize mineral security, compares their priority lists of critical and strategic minerals. It considers the wider imperatives that motivate their policies and assesses the implications for developing countries. The report concludes by reflecting on the need to mitigate the worst of the resultant risks through expanded dialogue with a wider set of stakeholders. The goal is a form of mineral security that can serve more broad-based, global developmental interests.
