The article deal with the linguo-communicative analysis of the transformation of the national-civil society under the influence of multiculturalism as a comprehensive legitimation of the cultural plurality practice. The study is based on a hypothesis of the complex and ambiguous nature of the language and culture interactions. «Language-culture» relations encompasses all the layers of the language system, all functions of the language, which leads to the heterogeneity of linguistic units marked by a cultural component. In the modern society, in the «language-culture» relations, the the national-civil culture dominated, unambiguously affecting the language system. However, in the conditions of multiculturalism and the rupture of the national-civil system, traditions and norms of civil culture are weakened, the linguo-cultural balance is being violated, which becomes an open problem of the post-modern society.

The article analyzes the specific experience of civil society development in the Middle East, which remarkably exposes the dilemma underlying the civil society concept as a matrix of working democracy. This concept limits the understanding of the very phenomenon of civil society and peculiarities of its functioning in the region. An analysis of the Middle Eastern specifics requires a functional approach and a hybrid definition of civil society. This approach has a number of heuristic advantages over both liberal and critical theories. The article outlines the Middle Eastern model of civil society and postulates the key characteristic of illiberal civil society—it becomes conducive to the reproduction of authoritarian regimes even despite its institutional diversity. The analysis shows the ambivalence of civil society in the Middle East as a space of limited freedom of political/non-political activity and as a testing ground for the development of various tools designed to curb civic initiative. The liberal model of civil society, directly incorporated in state-building, is turned upside down in the Middle East. Civil society organizations in this region are hardly functional as an outpost for promoting liberal democratic values because they prove to serve the interests of the elite or alternative political forces much more than the interests of ordinary citizens.

The Brussels-based civil society organizations (CSOs) have been conceived by the EU to act as a bridge between the bureaucratic elites and the citizens of Europe. The institutionalized presence of the major EU-based CSOs has, however, called their legitimacy into question, as exemplified by notions such as ‘revolving doors’ implying homogeneous social, educational, and professional backgrounds shared by both EU officials and CSO leaders. This article therefore asks the following questions: To what extent do the leaders of EU-based CSOs merely reproduce the types of capital that mirror those of the political elites in the so-called ‘Brussels bubble’? To what extent do the CSO leaders bring in other sets of capital and forms of recognition that are independent of the Brussels game? How can we explain differences in the salience of EU capital found across policy areas, types of leadership positions, and types of organizations? Empirically, this article qualitatively analyzes the career trajectories of 17 leaders of EU-based peak CSOs that are active in social and environmental policy areas. Despite the highly integrated and institutionalized characteristics shared by all organizations, we find diversity in the composition of the leaders in terms of the extent to which their career trajectories are embedded in the EU arena.

The civil society of Finland is the subject of the study. The prerequisites of its formation, the stages of self-organization of the public in Finland are considered by the author. Special attention is paid to the characteristics of the current state of the civil society of the Republic of Finland and the diversity of its institutions. The Republic of Finland, which has proclaimed itself to be a state governed by the rule of law, is today one of the countries in which civil society and its institutions play an important role in regulating public relations and the organization of public life. General scientific (system, structural-functional, statistical) and special (formal legal, historical and legal) methods of legal research are the methodological basis of the study. The study concluded that in terms of civic engagement and volunteering, Finland occupies a leading position in the world. The civil society of modern Finland and its institutions are important subjects for the realization of public, corporate and private interests.

This article discusses the concept of Muslim civil society in Indonesia by looking at differences in context between democratic and non-democratic regimes and by considering the diversity of Islamic interpretation of civil society and democracy. By looking at the dynamics within state-society relations and the process of democratisation, this article aims to clarify what kind of political actions correspond to the concept of civil society and help build a strong civil society in Indonesia in 1990s. Limiting its scope to the period from 1990 to 2001, the paper draws on two Muslim organisations (Nahdlatul Ulama and Ikatan Cendekiawan Muslim Indonesia) to explain why do Indonesian Muslims use the concept of civil society differently? How should Muslims perceive civil society vis-à-vis the state? Is it cooperation (participation) or opposition? Are both respective views equally legitimate? Given that Islamic doctrine may support the most varied of political outlooks, this study will point out that there is no single interpretation of the relationship between Islam and civil society or democracy. The article thus argues that differences between the two groups represent the diversity of Islamic interpretations of socio-political life.[Artikel ini membahas konsep “civil society” di Indonesia berdasarkan perbedaan konteks antara rejim demokratis dan otoriter serta menganalisis ragam interpretasi Islam mengenai civil society dan demokrasi. Melalui analisis dinamika hubungan rakyat-negara dan proses demokratisasi, artikel ini menjelaskan bentuk sikap politik yang sesuai dengan civil societydan mendorong terciptanya civil society yang kuat pada dekade 1990an di Indonesia. Diskusi dibatasi pada dua organisasi Muslim di Indonesia, Nahdlatul Ulama (NU) dan Ikatan Cendekiawan Muslim Indonesia (ICMI), dan hanya pada rentang 1990 hingga 2001. Pembatasan dilakukan guna menjawab mengapa Muslim di Indonesia menggunakan konsep civil society secara berbeda dan bagaimana mereka memandang bentuk relasi ideal antara negara-civil society; apakah kerjasama (partisipasi) ataukah oposisi? dan apakah kedua bentuk relasi tersebut sama-sama dapat dibenarkan?. There is a huge number of publications devoted to civil society. Nevertheless this theme is inexhaustible, because the very subject of it is multidimensional and changing along with the evolution of society. Alongside this, one of the key problems of the civil society theory is a problem of its perception in our mind. Answering these questions, the author, at first, stresses the necessity to differ three historical types of civil society: ancient classical polis, civil communities of the Modern History and contemporary civil society. They all are substantially different inter se from the axiological point of view. That is a reason not to use the ideological and methodological curves developed for historically previous types of civil society for the analysis of contemporary one. Secondly, the author focuses attention upon epistemological aspect of the civil society theory, in particular he proposes to rethink the concept of “totality” not in a formal logic way but in the “logic” of living systems in order to be able by means of this concept to express the unity of the diversity of social system. Thirdly, the author treats the concept of “citizen” in informal sense, stresses its existential, personal content and contemplates it through the dialectical relation of “totality-peculiarity-individuality.” Fourthly, the author researches the phenomenon of contemporary civil society as a counterpart of a state in the complex society the main features of which are the diversity and individuality. He comes to the conclusion that the civil society is not a society in common sense, but rather is some kind of “soil structure,” so called “social mycelium” that fertilizes social system with new opportunities. In the final part of the article author gives the example of one of the approaches to estimate the degree of maturation of civil society, proposed by the world-wide international organization “Civicus.” He stresses that the logic of power distribution in contemporary society presupposes cooperation of different actors, and one of the most influential of them is the civil society.

A cada ano a necessidade de inclusão das pessoas com deficiência na sociedade torna-se mais aparente. Como conseqüência de diversas manifestações sociais em prol da causa, os governos começaram se dedicar a fazer políticas sociais que viabilizem a inclusão social dessa parcela da população. A partir de então houve a criação de diversos conselhos e programas como, por exemplo, o CONADE (Conselho Nacional dos Direitos da Pessoa Portadora de Deficiência) e a Política Nacional para a Integração da Pessoa Portadora de Deficiência, todas dedicadas a direcionar as ações governamentais. Ocorre que, mesmo com tantos esforços do Governo, a sociedade ainda não vê a real inclusão do deficiente em suas diversas esferas. Considerando este contexto, buscamos nessa dissertação a partir de levantamento bibliográfico e através da realização de entrevistas com atores envolvidos com o tema, analisar como ocorre o processo de formação desse tipo de política, bem como compreender onde se encontram as falhas que fazem algumas políticas sociais de inclusão da pessoa com deficiência não terem os resultados totalmente satisfatórios.
Each year the need to include people with disabilities in society becomes more apparent. As a result of various social events for the cause, governments began to devote himself to social policies that allow for the inclusion of this portion of the population., Since then there was the creation of various boards and programs, for example, the CONADE (National Council for the Rights of Persons with Disabilities) and the National Policy for the Integration of Persons with Disabilities, all dedicated to direct government action. However, even with so many efforts of the Government, society does not see the actual inclusion of the disabilities in their various spheres. Given this context, we in this paper from a literature review and through interviews with key actors in the subject, as is examining the process of formation of such policy and to understand where the flaws that make some social policies inclusion of disabled people were not fully satisfactory results.

Sweden has developed into a country of ethnic and cultural diversity. Research highlight the importance of reciprocal integration and intercultural venues. Minority and majority population must participate in the process of integration, by mutually accepted conditions. The civil society offers social venues but these venues are culturally segregated which prevent intercultural relationships to develop. Språkvän is a civic organization that takes on this challenge. By examining how reciprocity is created within these intercultural relations, knowledge of how reciprocal integration can develop in practice will be created. Reciprocity is developed through social relationships, and the relationship in its entirety must therefore be studied. Theories of social capital enable the study of social relations, based on three features: a structural, a cognitive and a relational dimension. The aim of this study has been to examine how social capital is created within the intercultural relationships, and participants of Språkvän has been interviewed. Volunteers and newcomers were interviewed in focus groups, based on a qualitative and hermeneutic approach. The study showed that there is a discrepancy regarding expectations of the relationship. In line with previous research the terms of the relationships are not reciprocal which endangers the cohesion and perseverance of the relationships.

This thesis examines how Jews of the Ottoman Empire responded to newfound opportunities that emerged across the domains of the late Ottoman Empire in the nineteenth century due to the Ottoman bureaucratic reforms (Tanzimat). It challenges the discourses that argue that Jews engaged probing issues such as nationalism in a monolithic fashion. Rather, Sephardi and Arab Jews, based on socioeconomic status and geographic location in the Empire approached questions of affiliation with the Empire or attachment to new forms of nationalism based on divergent structures that informed their lives and personal political choices. This project explores the main avenues that Jews in the Ottoman world used to approach questions that animated the public discourse not just of Jews, but of peoples across the globe who struggled to find new avenues for belonging in shifting geopolitical terrains. For Jewish communities in the Ottoman world, four dominant avenues and attitudes emerged: traditionalists who desired to maintain the status quo; those who sought an Ottoman or Turkish Republican future; Sephardi Zionists who believed they were integral to Ottoman communal history; provincial nationalists who agitated for distinct regional identities. The thesis also briefly examines the Armenian millet’s socio-political situation during the nineteenth and twentieth century in order to show the ways in which the Jewish millet was both in tandem with broader nationalist discourses but were also less cohesively politically organized than other millets in the Empire.

Civil society development is one of the measures of the democratization process. Yet the examination of civil society is complicated due to varying understandings and approaches. This thesis suggests an analytical framework that enables us to investigate the existence of civil society space, its institutionalization, its actors, and the internalization of democratic values and norms. Using the framework advanced here, it examines Mongolian civil society, which is often described by scholars, politicians, and civil society practitioners as ‘vibrant’ and ‘strong’. The thesis concludes that while civil society space does exist in Mongolia, it is neither fully institutionalized nor respected by the state, by politicians, by business or by other actors. Moreover, democratic values and norms are not internalized because internalization is something that takes several generations to accomplish. The widespread reliance on informal networks undermines efforts to promote democratic values and norms as well as trust in democratic institutions. Mongolian civil society is therefore vulnerable.

In this study, I address the relationship between religion and politics in the Nordic countries, 1988–2012, against a background of increasing religious diversity alongside more or less continuous relationships between church and state. My aim is to analyse possible changes in the way religion is referred to by Nordic parliamentary parties, and in the way these parties use religion as a means to societal cohesion. I use theories on religious change and on the motives for using religion in politics to discuss a possible re-emergence of religion in politics, with the help of concepts such as functional differentiation, glocalisation and politicisation. I apply different forms of content analysis in a mixed-methods approach, using both substantial and functional definitions of religion. The thesis is based on four articles published or accepted for publication in peer-reviewed international journals: First, a study on religion in Nordic party platforms from around 1988, 1998 and 2008. Second, a study on religion in Danish, Norwegian and Swedish parliamentary debates, 1988/89, 1998/99 and 2008/09. Third, a study on the role of the majority churches in the final Nordic parliamentary debates on same-sex unions 1989–2012. Fourth, a study on Danish and Norwegian parliamentary debates on the wearing of veils among judges and policewomen in 2009. The major findings are that the references to religious diversity in party platforms and parliamentary debates have increased, which leads to a more complex understanding of the religious cleavage in politics, and that right-wing populist parties in particular politicise religion to achieve political influence. Furthermore, human rights have been increasingly used to address religious diversity as a political issue. I interpret these findings as continuous use of religion for societal cohesion in Nordic politics, through a model of different forms of politicisation using the concepts civil religion, human rights and nationalism. The thesis contributes to a better understanding of the religious cleavage, politicisation of religion, the impact of globalisation on the political debate about religion and changes as well as continuity regarding the use of religion in Nordic politics.

Discussions about civil society have traditionally been concerned with its relationship to the state and the market. The last decade, however, has seen the concept being increasingly used by those involved in public policy formation, both on the right and left of the political spectrum. Linked to ideas concerning social capital', 'trust' and 'partnership' civil society has moved to centre stage in both academic and political debate. Despite a considerable body of social science literature about Wales, especially with regard to economic aspects and the political culture leading up to devolution, there are gaps in our knowledge regarding the organisation of 'social' Wales; the institutions, networks and relationships that comprise civil society. There is little published data on the form and impact o f civil society in Wales and yet assumptions about the nature, size and type of civil society abound. Essentially, this thesis provides a critical analysis o f some o f the main ideas and clichéd views that have come to be associated with civil society. The work provides a unique insight into how and why people form civil associations and traces the impact of these organisations on the local community. Additionally it investigates the impact of devolution and the involvement of civil society with the policy-making machinery of state. In this way, the study fills some of the gaps in our knowledge about civil society in Wales.

This thesis aims to understand how civil society developed and evolved in the modern history of Iran and how it operates in the current day through the eyes of the actors of this realm. The fieldwork of the study was conducted in Tehran in 2006. This study, while questioning the liberal understanding of civil society, endeavours to contemplate a consistent framework in which the Iranian civil society activities could be located. The Iranian case proved the existence of a vivid civil society despite a repressive political climate. However, instead of comprehending the Iranian civil society as constant or developing, this thesis showed that civil society is in fact evolving according to the power relations between the state and civil society. In this sense, Iranian civil society is neither weak or nor strong but rather its strength is changing vis-à
-vis the relations with the Iranian state.

AbstractIn the 2000s, European societies have transformed quickly due to the networked global economy, deepening a European integration process, forced and voluntary movement of people to and within Europe, and influence of social media on culture, communication, and society. Europe has become an increasingly diverse and pluricultural continent where many people simultaneously identify with multiple different cultural and social groups. In such “super-diversified” (Vertovec in New complexities of cohesion in Britain: Super-diversity, transnationalism and civil-integration, Communities and Local Government Publications, Wetherby, 2007) European societies diversity itself is broad, multidimensional, and fluid (Vertovec in New complexities of cohesion in Britain: Super-diversity, transnationalism and civil-integration, Communities and Local Government Publications, Wetherby, 2007; Blommaert and Rampton in Language and Superdiversity. Diversities 13(2):1–21, 2011). Different social locations and identities intersect within them—whether cultural, ethnic, national, social, religious, or linguistic. At the same time, however, European societies have faced the rise of diverse populist and radical right-wing movements promoting profoundly monoculturalist views and cultural purism. What are the means to confront this polarization of views and attitudes in Europe?

Reuse of urban defensive heritage in AlgeriaThe growing interest in the heritage that contemporary society carries with it, and which is reflected in the extent of the debates and issues relating to its preservation and enhancement, runs up, most of the time, to the authentic memory / memory dichotomy. Dynamic. That being said, the reuse of built heritage in the process of renewing the image of our cities (use-value) becomes dependent on a global conception included in a sustainable urban development approach. The monumental heritage, subdivided, generally, into five categories namely; religious, hospitable and funeral, civil (public or private), agricultural and industrial and finally military, raises enormous problems as for its reuse. These are more pronounced towards the military-defensive architecture that is the subject of this contribution. In Algeria, defensive architecture occupies an important part in its heritage site. The typological diversity –the result of a long stratification from the early antiquity to the middle of the last century– as well as the dominant position occupied by this defensive heritage abandoned in the current urban landscape imposes a more urgent care. Therefore, we want, through this communication, to lay the first steps of a patrimonial approach to highlight this or these unknown military architectures and preserve our defensive heritage for which the collective memory is not attested and still painful. The reuse of the defensive heritage in Algeria must first and foremost go through its identification, inventory its various typologies, evaluate its current physical impact and finally explore the different urban alternatives that will result from its reintegration into the urban experience and for sustainable cities and citizens.

Peace is made at home, in the streets, in our communities – and on the world stage. In all these spaces, women in all their diversity work to forge the conditions that make peace possible. Perhaps nowhere is this clearer than in conflict-affected countries, where diverse women’s organizations draw attention to human rights violations happening in wars, and offer alternative paths to peace. While women in civil society often lead the way in preventing and bringing an end to violence, they are not included meaningfully in peace and security decision-making, even at the UN Security Council (UNSC) – the guardian of the Women, Peace and Security agenda. This report, jointly published by Oxfam and the NGOWG, explores the practice of inviting women civil society representatives to brief the UNSC. It intends to push beyond the idea of participation as a checkbox exercise and analyzes the extent to which women’s voices form part of UNSC deliberations, and which conditions mean their participation has the most impact.
