Streszczenie:
The question of whether new rules or regulations are required to govern, restrict, or even prohibit the use of autonomous weapons systems has been the subject of debate for the better part of a decade. Despite the claims of advocacy groups, the way ahead remains unclear since the international community has yet to agree on a specific definition of Lethal Autonomous Weapons Systems, and the great powers have largely refused to support an effective ban. In this vacuum, the public has been presented with a heavily one-sided view of “Killer Robots.” This volume presents a more nuanced approach to autonomous weapon systems that recognizes the need to progress beyond a discourse framed by the Terminator and HAL 9000. Reshaping the discussion around this emerging military innovation requires a new line of thought and a willingness to challenge the orthodoxy. Lethal Autonomous Weapons: Re-Examining the Law and Ethics of Robotic Warfare therefore focuses on exploring the moral and legal issues associated with the design, development, and deployment of lethal autonomous weapons. In this volume, we bring together some of the most prominent academics and academic-practitioners in the lethal autonomous weapons space and seek to return some balance to the debate. As part of this effort, we recognize that society needs to invest in hard conversations that tackle the ethics, morality, and law of these new digital technologies and understand the human role in their creation and operation.

Streszczenie:
Will the currency of the future be bitcoins or cryptocurrencies? With Fintech and Digital ecosystems growing rapidly, what is the future of banks? Technology is fast replacing paper currency with electronic transactions. Finance has become sophisticated with complex and diversified products. New technology and instruments have enabled growth of global financial assets to more than $160 trillion. Geographical boundaries for financial transactions have disappeared with transactions taking place seamlessly across the globe. Due to the global connectedness of financial markets, any event in one country can impact the whole world instantaneously. The effects of the last decade’s financial crisis are still being felt in major economies. Financing is being used both as a weapon in the balance of power and as a facilitator of cross-border acquisitions. Governments are competing with tax rates to attract global corporations. Individual investors have the opportunities and tools available for geographical diversification of their investments.

Sovereignty, security, rights, participation: these four macro-issues have been deeply affected by the impact of digital technologies on the inner infrastructures of public international law. But what role does international law play for the internet? And how have the internet and the platforms, rogue actors, cyber weapons, and multistakeholder approaches to law-making influenced international law? This book examines the reciprocal influences between digital technologies and public international law and contributes to further debunk the persisting myth of the internet as an unregulated space. By these means, it current and future fields of inquiry emerging from the interface between public international law and digital technologies which will become even more relevant in the future. Streszczenie:
This reference work examines how sophisticated cyber-attacks and innovative use of social media have changed conflict in the digital realm, while new military technologies such as drones and robotic weaponry continue to have an impact on modern warfare. Cyber warfare, social media, and the latest military weapons are transforming the character of modern conflicts. This book explains how, through overview essays written by an award-winning author of military history and technology topics; in addition to more than 200 entries dealing with specific examples of digital and physical technologies, categorized by their relationship to cyber warfare, social media, and physical technology areas. Individually, these technologies are having a profound impact on modern conflicts; cumulatively, they are dynamically transforming the character of conflicts in the modern world. The book begins with a comprehensive overview essay on cyber warfare and a large section of A–Z reference entries related to this topic. The same detailed coverage is given to both social media and technology as they relate to conflict in the 21st century. Each of the three sections also includes an expansive bibliography that serves as a gateway for further research on these topics. The book ends with a detailed chronology that helps readers place all the key events in these areas.

Streszczenie:
This illuminating book examines and refines the commonplace “wisdom” about cyber conflict? its effects, character, and implications for national and individual security in the 21st century. "Cyber warfare" evokes different images to different people. This book deals with the technological aspects denoted by "cyber" and also with the information operations connected to social media's role in digital struggle. The author discusses numerous mythologies about cyber warfare, including its presumptively instantaneous speed, that it makes distance and location irrelevant, and that victims of cyber attacks deserve blame for not defending adequately against attacks. The author outlines why several widespread beliefs about cyber weapons need modification and suggests more nuanced and contextualized conclusions about how cyber domain hostility impacts conflict in the modern world. After distinguishing between the nature of warfare and the character of wars, chapters will probe the widespread assumptions about cyber weapons themselves. The second half of the book explores the role of social media and the consequences of the digital realm being a battlespace in 21st-century conflicts. The book also considers how trends in computing and cyber conflict impact security affairs as well as the practicality of people’s relationships with institutions and trends, ranging from democracy to the Internet of Things.

Streszczenie:
This chapter examines concerns regarding the internet's strategic vulnerabilities and the challenges to the longstanding U.S. approach to global internet governance both from within and without. The 1990s and the decade that followed witnessed scattered cyberattacks, occasionally quite serious ones. U.S. analysts charged that China-based hackers had repeatedly broken into U.S. military organizations, corporate contractors, and digital services, and that they had insinuated “logic bombs” into U.S. networks for possible later use. This chapter first considers issues pertaining to cyber-conflict, in which network-enabled weapons launched a far-reaching reappraisal of strategic imperatives, before discussing the U.S.'s cyber-conflict policy, including the Comprehensive National Cybersecurity Initiative adopted in January 2008 and efforts to reconstruct the internet around territorially bounded networks imbued with connectivity restrictions. It also explores how foregrounding digital sites of accumulation gave rise to an increasingly fractious geopolitics of information.
