Pełny tekst źródłaInternational migration has been a growing phenomenon in the West African community from the late 1960s as the colonial period came to an end and most West African countries gained their independence. During this period this migration trend was essentially from West Africa to Europe facilitated by the relationship that existed between West African states and their former colonial master. In the 1990s Western countries started restricting immigration by applying stricter immigration laws. West Africans who could not make it to the West sought alternative destinations like South Africa where the apartheid regime had just come to an end and the first elected democratic government had been installed in 1994. West Africans in South Africa are mostly economic immigrants and as South Africa's immigration policies changed this group of people faced challenges to acquire the documents required to legalize their stay in the country. This study seeks to analyze why West Africans chose to immigrate to South Africa and specifically Cape Town, their struggle for documentation and the extent to which the possession or non-possession of the correct documents affected their lives in Cape Town. It drew on interviews with Nine West Africans to try and understand this.The study found out that the main reason for West African immigration to South Africa after 1994 was because of the fall of the apartheid regime and the coming to power of the ANC government which re-established diplomatic and economic relations with most West African states. Countries in the West African region were faced with crisis in the 1980s as a result of policies that were implemented in the pursuit to address the ills of colonialism. As the economies of most of these countries declined, most West Africans were faced poverty and became desperate. In their quest for a better live West Africans embarked on immigrating to more developed and affluent countries. Initially they were immigrating to the countries of their colonial masters but with time as more people were immigrating, other destinations in Europe and North America became sought after. Restrictive immigration policies in these countries forced West African to look for new destinations to go to. They found that in South Africa after 1994. Apart from the economic crisis in the West African region, poor governance, corruption, political suppression and tribalism served as push factors in contributing to the immigration of West Africans to South Africa. As pull factors, the reliance on kinship played an important part in most West Africans who immigrated to South Africa. Many of them relied on the friends and family who were resided in South Africa for information, directions and support to make the journey and eventually join them were they are based. The picture and information that the mass media projected about South Africa also had a huge impact on the perception people had about the country. These perceptions contributed to the decision of West Africans to immigrate to South Africa. This study explored the range of visas West Africans sought to enter the country. It found that the visa they chose to apply for was not necessarily the real purpose of their visit but was the most convenient. This allowed them entry into the country and once in they sought other visas and permits to legalise their stay. This study found that it was a long hard journey to convert asylum permits to refugee permits Further the struggle over documentation was mainly because of the logistical short comings of the Department of Home Affairs. This study argues that it is the Department of Home Affairs that renders many of them illegal due to delays in processing the permits. .While they waited for documents, the lives of applicants were full of insecurity and there were difficulties in making a living. The informal sector provided one avenue for some. This thesis argues that applicants were desperate for the correct documents but even though they eventually acquired them these did not necessarily open up opportunities.

Pełny tekst źródłaThe dissertation focuses of Poland's migration policy as seen through the lens of the daily face-to-face interactions between immigrants and civil servants at the Department of Foreigners of the Masovian Voivodeship Office – an institution responsible for the legalization of foreigners' stay in Poland. This specific case is analyzed as a site where different and often divergent logics characteristic of this field of policy come into play and become apparent. Thus, the central question is what can be learned about the configuration and internal dynamics of a field of public policy through an observation of everyday practices of the agents of the Department. While adopting an interactionist perspective, this work draws as well on a literature focused on what can be called « street-level bureaucracy ». It also includes important elements of the neo-institutionalist tradition, notably through the use of the concept of organizational field. An idea central to the approach taken here is that it is possible to throw light on the configuration and the logics characterizing such a field based on an analysis of one of its key actors. Situated between the disciplines of political science and sociology, this work combines a reflection on the process of policy-making with a micro-scale sociological inquiry. Following a qualitative approach, the research consists of a period of participant observation and a series of semi-structured interviews

It is mainly based on statistical data from the population census carried out by the French national institute of statistics, INSEE, in 1990 and 1999, supplemented by the survey « Trajectoires et Origines » and a questionnaire-based field survey. The theoretical framework enables an analysis of the history of the overseas departments and their populations. Ways in which people born in the DOM become integrated in metropolitan France are observed through instances of socialisation such as family, school or the workplace. The aim of the thesis, then, is to employ relevant sociological concepts and existing work in the field to examine processes of integration of DOM-born immigrants

Pełny tekst źródłaOver the past twenty years and even during the apartheid era, South Africa has undergone significant waves of migration and leadership challenges. Migration into South Africa has been, and still is, a result of many different factors that include economic reasons and seeking political refuge. This migration wave has also taken its toll on the country’s leadership skills and strategies as well as the Immigration Department as regards the issuance of legal documents to migrants to be able to stay legally in the country. Leadership is usually revered in Africa, but this places pressure to perform well on the country’s existing leadership in relation to the control of migration and the maintenance of peace within the borders of the country. The study aimed to identify whether the leadership is performing the way it is supposed to perform. Is the leadership performing with character and competence and are they taking responsibility for their actions when dealing with the public as this matter affects the public sector. Statistics South Africa has an estimate of number of the migrants flowing into the country and the Department of Home Affairs does not have an accurate number of the migration flow, due to the daily rapid movement at the border posts. It is known, however, that the number of migrants into the country has increased and continues to increase, and this poses a challenge for the leadership. One of the recommendations that emerged from the findings of the study is that more programmes and workshops should be undertaken to equip the civil servants in the Department of Home Affairs as they are all leaders in various ways and are also representatives of the Department. Their conduct should therefore be professional as they represent the image of South Africa.

After the 9-11 terrorist attacks on America, every country in the world has strengthen the border inspection process in the international port-of-entry and strictly inspected the entry-exit passengers from specific regions to safeguard their national sovereignty and security. And Taiwan is no exception; the Border Affairs Corps, National Immigration Agency implements the business according to the "Immigration Act" and other laws. Nevertheless, the staff of the Border Affairs Corps are confronted by tremendous physical and psychological pressure, because they have to attentively inspect the documents to prevent criminals from using forged passports and passing the border; on the other hand, they are required to proffer swift and convenient passenger clearance. As the work of document inspection inherently related to national security, the relation between job satisfaction and organizational commitment of the staff will directly and indirectly affect the service quality and work efficiency of the Border Affairs Corps. The consequences can damage government image, even undermine national security. Therefore, the research about the current state and the relation between job satisfaction and organizational commitment of the staff of the Border Affairs Corps will be conducive to competent authority’s quality of work management and planning. The research findings can also be used in work adjustments or plans to manifest concern for the staff who have low organizational commitment and low job satisfaction to reduce their negative attitude and to improve the overall work efficiency and image. Positively, the findings can be used to develop incentive policy to enhance the work efficiency of the staff of the Border Affairs Corps.

With continuous advancement of information technology and the increasing popularity of the Internet, e-Government has become a demanding challenge. However, the service our government used to provide was based on the division of labor, which has gradually been unable to meet people’s expectation. What’s more, there are total 319 townships in Taiwan. The relationships among each unit ruled by ministries, councils and commissions are so closely associated and frequently connected as well. For example, crimes by native people are managed by National Police Agency, while foreigners’ behaviors, except crimes, are managed by National Immigration Agency. It is possible that foreigners may become one of us as a public citizen, so it requires business assistances to effectively finish and manage the data about personnel flows (health insurance, taxation, labor insurance and consular bureau). Nowadays, the government should actively develop service integration system and make full use of information technologies, so as to incorporate businesses from various government agencies, to establish promoting mechanisms for the administrative agencies to innovate their services, and to improve overall quality of service, in the hope of meeting the requirements and expectations from every agency and people. Since the establishment of e-Government in 1998, the service model has been gradually changing from the fact that the agency concerned went their separate way in the past, to the integration of service flows among different agencies, which further simplifies the service flows, leading to the phase of e-services. (Research, Development and Evaluation Commission, bimonthly publication, vol. 33, no. 6, 2009.12) While plans mapped out by agencies are mainly citizen-oriented, there are few services aimed for inter-agencies. In recent years, there are more and more foreigners coming to Taiwan for investment, education, employment and sight-seeing. In addition, the number of foreigners getting married and having babies in Taiwan, so-called the new immigrants, is also increasing year by year. Comparatively, the social problems are on the rise as well. Therefore, it requires business assistance from every agency to manage the personnel-flow data effectively. In this study, we target various organizations and agencies, with the use of in-depth interviews to implement qualitative research. The interview questions are designed in terms of four aspects, which are economic, organizational, technical and legal aspects, to interview employees concerned who are in charge of inter-agencies data exchange for their real situations when operating. In this study, we discover that 1) in economic aspect, fees for further maintenance and functional expansion are needed besides those for building system platform; 2) in organizational aspect, it takes agencies concerned, rather than only the desired agency, to operate closely in an effort to integrate their information system.; 3) in technical aspect, the achievement of efficiency requires close coordination among agencies, which will in turn further improve efficiency of services both in quality and quantity, and enhance the country's competence as well as competitiveness through applications; 4) in legal aspect, it demands the care plan of legislation and operation rules for the inter-agencies to exchange data, with which the data exchanged can be secured and the risk can be lowered down.

Today the scientific and technological progress crimes are also changing with each passing day. In addition to the different criminal models, the same police system is different because of the government's decision-making. In addition, cross-departmental coordination is not synchronized with the information source. The above reasons are not easy to grasp. Nowadays, the Immigration Department has set up a fingerprint and face recognition system in the country, and first grasps the identity of the criminals at the front end, so that the back-end alliance units can smoothly cooperate with each other. In recently years, the effectiveness of China’s efforts to combat human trafficking has been internationally recognized. The Immigration Department has also cracked up many cases of major human trafficking groups. In 2018, it was suspected of violating the law on trafficking in persons and trafficking, so it was necessary to search for votes and warrants to monitor, ambush, break through the blockade, etc. Actively, although the process is overwhelming, it can be achieved to prevent human trafficking and protect human rights. It is also a manifestation of the government's determination to combat human trafficking. This study uses the decision-making laboratory analysis method to explore the key factors for the success of the police unit and the Immigration Department in investigating the success of foreigners coming to Taiwan. It shows that the most important thing is to understand the crime pattern of foreigners from the immigration unit and establish through inter-departmental coordination. A good communication window to achieve a cooperation model; at this time, an information department needs to establish a complete information system to achieve the flow of information; and then use domestic alliance units to help deal with foreigners coming to Taiwan to achieve a win-win situation.

The smart car system is a topic that has been widely discussed today. How to increase driving safety while saving gasoline consumption is one of the important challenges in the development of smart cars. In order to achieve increased driving safety, in-vehicle systems must have the ability to sense complex environmental information to detect potential hazards in the lane. Therefore, we have established a multi-sensor data fusion system to handle complex environmental information. Due to the large number of attendance tasks and the large amount of use, the different tasks of the Immigration Department require the use of the person to register with the duty squad leader, and all the official vehicles are used and dispatched as the head of the squadron as the control; The fuel consumption, mileage, etc. after the return of the car need to be manually registered. The main purpose of this study is to explore the priority order of official vehicles, to compare the degree of tasks and cases, and to reduce the additional cost; to study whether the official vehicle can be imported into the smart car system, and related use of official vehicles and The management of official car personnel is the main investigation object, and analyzes and discusses the manpower and related costs spent on task execution, and discusses the impact level by means of expert questionnaires and in-depth interviews. The study found that the most important weight of the key factors of the survey of the wisdom of the car survey is from the execution of the service. After the 2010s, with the rise in wages and operating costs in mainland China, Taiwanese businessmen gradually increased their investment in ASEAN countries, and the Southward policy was once again taken seriously. After the Tsin-English government took office in 2016, it re-launched the southward policy to disperse Taiwan's dependence on China's foreign trade, which is called the "new southward policy." Not only will the system of automatic customs clearance and visa exemption for foreigners come to Taiwan, but the number of people in Southeast Asia will gradually increase. At present, applying for foreigners to come to Taiwan needs to go through the procedures of receiving and initial review of the service station, and it takes about 10 working days to spend manpower. The global tourism industry is booming and prosperous. The Chinese government is vigorously promoting tourism and tourism activities. In recent years, the number of visitors to Taiwan has shown steady growth, and the business of tourism executives who have been inspected at the national gates has also increased. The main purpose of this research is to explore how to improve the current human and system technical problems, the author proposes how to improve the current problems, so that the process and services are more perfect. The key factors for applying for a review mechanism by foreigners are to use the Xinbei Service Station as the main survey object, and analyze the manpower and material resources required to perform the task, and analyze the model by means of expert questionnaires to further explore its impact level. And the way to improve, it is recommended to change the process and system to achieve customer satisfaction and work efficiency. This study uses the hierarchical analysis method to find out the weight of key factors. It is found that the key factors in the application review mechanism of foreigners come to Taiwan from the professional ability, and the first-line service station personnel need to have relevant professional knowledge to accelerate the simplification of the process.
