This thesis examines factors associated with the limited success of the Slum Networking Project (SNP) implemented in the city of Ahmedabad, India between 1995 and 2001. The SNP was conceived as a partnership between associations of slum residents, the Ahmedabad Municipal Corporation (AMC), non-governmental organizations (NGOs), trade unions and the private sector with the aim to increase access to basic services in slums. This analysis reflects upon three central assumptions in the literature associated with service delivery to the urban poor through the lens of the SNP experience. First, the thesis asks why a promising and innovative public-private partnership ultimately proved unsustainable. The thesis suggests that public-private partnerships in service delivery to slums are most likely to work when: (i) the likelihood of conflict is recognized and mitigated; and (ii) participants have strong professional or economic incentives - beyond philanthropy - to make the partnership work. Second, this thesis examines how participation and community involvement under the SNP evolved in a nonlinear fashion.
(cont.) This analysis demonstrates that participation and beneficiary involvement emerged out of conflict. negotiation and with the critical, if imperfect, assistance of third-party facilitation and intermediation. Third, this thesis asks why the SNP has been unable to achieve scale through and assessment of: (i) parallel mechanisms for service delivery to the poor and the political incentives that govern these programs; and (ii) the demand for the bundling of service options under the SNP. The thesis demonstrates that the attractiveness of the SNP to slum dwellers is tempered by both the lack of flexibility in service options and competing alternative instruments for service provision, each with a strong political constituency.

Who makes claims on the state and how? This dissertation examines the processes through which citizens seek to secure public resources from the state and, by extension, the patterns of participation and citizen-state relations that emerge. Using the case of rural India, I explore whether and how citizens navigate their local environments to demand public services such as drinking water, health services and education, or access to welfare and poverty reduction programs. My fieldwork in the state of Rajasthan, consisting of 400 in-depth interviews and a survey of 2210 households across 105 villages, reveals variation in the incidence and practice of claim-making, ranging from those who do not engage the state at all, to direct petitioning of officials, to strategies mediated through non-state actors and informal institutions. Such variation cannot be adequately explained by an individual's socioeconomic status, by the characteristics of formal institutions, or by levels of development in a locality. Rather, I find that claim-making practice is shaped by the degree to which a person is exposed to people and settings across such social and spatial lines. Through ties that extend beyond the immediate community and locality, a person encounters information and ideas about the state and its resources as well as an array of contacts that provide linkages to the state. Socio-spatial exposure across divisions of caste, class, neighborhood, or village expands both the opportunities and knowledge necessary for citizen-state engagement, increasing both the likelihood as well as the breadth of claim-making practice. These findings shed critical light on our understanding of both distributive politics (who gets what from the state) and democratic practice (who participates and how).

Poverty is an extremely significant issue for Indian society with some estimates suggesting that up to 75% of the Indian population may be poor and deprived of basic necessities to sustain a normally healthy life. Microfinance and social protection are considered as important micro-level strategies to reduce poverty. Literature reveals that both strategies suffer from significant service delivery constraints causing exclusion of a large majority of poor households from access to microfinance, and inclusion and exclusion errors and elite capture of social protection programmes. This research explored whether outreach of microfinance and impact of social protection may be enhanced if microfinance products are built on the provisions of social protection for the poor households, and services of microfinance and social protection are synergistically delivered leveraging on the strengths of each other. The research further explored if it is feasible to employ a State institution, India Post, towards such synergistic service delivery. In order to further these research objectives, financial needs of poor households were estimated, and structures and mechanisms causing the exclusion of the poor from microfinance were investigated, by drawing empirical data from three Indian states. States were sampled while acknowledging that the poor are largely excluded from microfinance in two states of UP and Gujarat, and are almost totally included in the state of AP. This provided me with an opportunity to identify structures and mechanisms excluding the poor from microfinance provisions in UP and Gujarat, and contrast it with the situation in AP to further refine and enrich our understanding. Philosophical basis for design and methodology for this research is provided by critical realism, according to which the goal of social research is to understand the world in order to change it for better. The research is primarily based on the data collected through qualitative research methods as such methods are more suited than quantitative methods to critical realistic intensive studies, attempting to uncover underlying structures and mechanisms causing a social phenomenon. Research findings suggest that the financial needs of poor households in UP and Gujarat either remain unmet, or are met through informal mechanisms which are costly and exploitative. Poor are also not able to entirely access their entitled benefits from social protection programmes; as such programmes generate their own financial needs, which remain largely unmet. It was observed that social protection programmes have a favourable political environment in India and are being increasingly employed as a means to fight poverty. Such programmes therefore constitute an important aspect of the financial environment of the poor. Microfinance programme in AP reaches the poor partly because it is also meeting the financial needs generated by the provisions of social protection and thus the poor households find it useful. Poor also become attractive clients for microfinance due to the assured benefits they receive from the social protection programmes. Thus it addresses both demand and supply side constraints which keep a majority of the poor out of the ambit of microfinance in UP and Gujarat. Such social protection-linked service delivery of microfinance was further observed to be enhancing the impact of social protection as well as of microfinance. It is further argued that India Post is suitably located to deliver such social protection-linked microfinance services due to its close proximity to the rural population, and its personnel being known to and trusted by the local communities. India Post network also has a long and rich experience of delivering financial services. Being a government department, it is in a better position than similarly placed agencies such as banks and NGOs, to coordinate with other government departments offering social protection. Moreover, it has a valuable information-capital on the households that can be leveraged to efficiently identify the prospective recipients of the social protection programmes.

This thesis explores state-civil society relations with respect to urban services in the context of democratic decentralisation. These issues are analysed through a comparative case study of approaches to improved services in the Indian cities of Bangalore and Calcutta. Three main areas of focus in the thesis are a) relationships between citizens' voice and local government responsiveness; b) the implications of collaboration and partnership in urban service delivery; and c) the impact of broader socio-political factors on relations between service users and service providers. At the national level, legislation attempting to revitalise local government through democratic decentralisation has had a range of consequences for urban service provision. These consequences are examined through three paths towards improving service provision. The first, led by service users, is through traditional modes of political engagement and direct involvement in local community action groups. The second path, led by the local government service providers is through internal reforms adopted to boost responsiveness. The third path is led by the collaborative efforts of service users and service providers. The consequences of national legislative attempts at decentralisation have been markedly different in the two cities. Comparing the experience of approaches to improved service delivery in each, the thesis isolates the impact of local socio-political factors on municipal local governance. Demographic characteristics, the nature of political and administrative leadership, the character of local government institutions and the status of civil society, all prove to be important determinants of the quality of service delivery. Neither Bangalore nor Calcutta have enjoyed dramatic improvements in urban services as a direct result of democratic decentralisation. The thesis argues, however, that the decentralisation process has created an environment more conducive for dialogue between service users and providers: in which users have the space to express their voice, and state actors are encouraged to listen, acknowledge and respond.

Value Added Services (VASs) have become one of the major revenue generators in the telecom industry. Most of the telecom subscribers have started using VAS and it has become an important service for the customers. The objective of the project is to evaluate and analyse the need for value added services in India. The report begins with a discussion of existing VAS provided by 2G wide area cellular technologies and how these will change with the introduction of 3G technology. Following this the value chain of VAS is discussed. Next new trends, drivers, and challenges of the VAS are discussed in detail. The impact of content developers and software development on VAS are discussed. Then a method to analyse VAS is discussed, followed by method of analysing the ringback tones with respect to a company is provided followed by the method to analyse the importance of the content providers in the value chain. Then the Mobile commerce VAS is analysed in detail and ringback tone service provided by OnMobile Company is analysed in detail, followed by an analysis of the role of content providers in value chain. A survey on different services provided through VAS is taken among few of the VASs users in India and the results are included with graphs in the report. The thesis analysis results are very important in the modern telecommunication industry as VAS plays a major role in generating huge revenue and currently many industries are focusing on to provide mobile commerce services to its customers. The thesis answers various questions like, what are the different M-commerce services that are provided to the customers in the telecom industry. Why OnMobile Company provides different varieties of ringback tones to the user? Why the role of content providers is very important in the Value chain? The report concludes with conclusions explaining the different insights that are gained from the analysis of the VAS (M-Commerce), Ringback tones provided by OnMobile, role of content providers in the Value chain and the survey results. It is followed by the some suggestions and possible future work concerning Value Added Services in India.
Value Added Services (VASs) har blivit en av de största inkomst generatorerna i telekombranschen. De flesta av Telecom abonnenter har börjat använda VAS och det har blivit en viktigare service för kunderna. Målet med projektet är att utvärdera och analysera behovet av mervärdestjänster VAS i Indien. Rapporten inleds med en diskussion av befintliga VAS från 2G stort mobil teknik område och hur dessa kommer att förändras med införandet av 3G-tekniken. Efter detta kommer värdekedjan för VAS att diskuteras. De nästkommande nya trenderna, drivrutiner och utmaningar inom VAS diskuteras mer i detalj. Effekterna från innehållsutvecklare och mjukvaruutvecklingen inom VAS diskuteras också. Sedan kommer metoden för att analysera VAS att diskuteras, följt av en analys av ringsignaltjänsten med avseende på företag och en metod för att analysera betydelsen av innehållsutvecklare inom värdekedjan. Då mobil handel VAS analyseras i detalj och tillbaka ringningston tillhandahålls av OnMobile företag analyseras i detalj, följt av en analys av den roll som leverantörsrollen av innehåll i värdekedjan. Avhandlingen besvarar frågor som: Vilka är de olika mobila-handelstjänster som tillhandahålls inom telekomindustrin, varför OnMobile tillhandahåller olika typer av ringsignaltjänster till användaren? och Varför innehållsutvecklare är viktiga inom värdekedjan? Rapporten avslutas med slutsatser som förklarar de olika insikter som erhålls från analysen av VAS (M-Commerce), tillbaka ringningstoner från OnMobile, den roll som leverantörer av innehåll i värdekedjan och enkätresultat. Det följs av några förslag och möjliga framtida arbete om Value Added Services i Indien.

Pollution levels in urban areas continue to rise, with transportation being the number one cause. As cities ban fossil fuel cars access to the city center, this project looks at the delivery of packgaes from internet purchases. A three-wheeled, human-powered and electrically assisted vehicle is designed. This vehicle is dsigned to work together with last-mile logistics. A scientific design process was carried out to define the stakeholders, competition and requirements of the project, among others.The results yielded a semi-finished vehicle, comprising of the frame, general design, FEA analysis, delivery system and an optimization process for the frame. Future work includes economical or social study, design of the brakes and gear system or a design of the frame-cabin connection.

This dissertation addresses issues for the efficient access to Web databases and services. We propose a distributed ontology for a meaningful organization of and efficient access to Web databases. Next, we dedicate most of our work on presenting a comprehensive query infrastructure for the emerging concept of Web services. The core of this query infrastructure is to enable the efficient delivery of Web services based on the concept of Quality of Web Service. Treating Web services as first class objects is a fundamental step towards achieving the envisioned Semantic Web. Semantics-aware processing of information requires intensive use of Web services. In our research, we propose a new query model where queries are resolved by combining Web service invocations. To efficiently deploy such scheme, we propose an optimization strategy based on aggregating Quality of Web service (QoWS) of different Web services. QoWS is adjusted through a dynamic rating scheme and multilevel matching. Web service rating provides an assessment of their behavior. The multilevel matching allows a larger solution space by enabling similar and partial answers.

The objective of this thesis is to analyze the factors that create competitive advantage through global delivery of IT services. Research on this thesis consists of a review of IT services markets and globally distributed operating models for IT services. A simple framework is created to analyze global delivery models (GDM) used by IT services companies. A few companies, including Infosys, have pioneered the GDM and hence the framework created is used to analyze Infosys' global delivery model. Finally, recommendations are made, based on this analysis, to enable firms to gain competitive advantage by looking beyond the adoption of global delivery models for IT services.

The aim of this thesis was to research how the service business, the service order-delivery process and service providers’ productivity can be developed. The research consists of theoretical study, an empirical case study and development recommendations for the case company. The service business can be developed by productising the service offering to create prerequisites for repeatability and scalability, defining and implementing the order-delivery process for productive service delivery and improved process performance. Services should be managed more like tangible products, and evidence of service should be offered to the customer. Value delivery and capture should be taken into account when designing value delivery systems. The service delivery process should have a modular structure where the beginning (order) and the end (post-mortem) phases of the process are standard and the centre of the process is modular and can be tailored to fit the customer’s needs. The modular part of the service process is built from service process modules that are put together for each of the service modules or products. The service process blueprinting should be done using a product-service blueprint that directs the user to take all of the required aspects into account during the process design. The case company’s main challenges in the service business revolved around the same topics as the challenges in the service business in general. Firstly, the case company had not productised its offering. Secondly, the order-delivery process for consulting services was not Lean or mature. Thirdly, the value delivery and the value capture were not managed. A new order-delivery process for business consultation services of the case company was developed. The process is three-phased and includes the order, delivery and post-mortem process stages. The process is blueprinted using a product-service blueprint method and the process description includes tasks and documents that are required to deliver value to the customer and capture value for the service-providing company. Linkage between the process development and service productisation activities are also discussed. The results of the study can be utilised for service business development, service order-delivery process development and service productization purposes. The results are applicable for consultative services and further research is required to verify the model’s suitability for other services
Tämän diplomityön tavoitteena on tutkia palveluliiketoimintaa, palveluiden tilaus-toimitusprosesseja ja sitä, miten palveluyritysten tuottavuutta voidaan parantaa. Tutkimus koostuu teoreettisesta tutkimuksesta, empiirisestä tapaustutkimuksesta ja kehityssuosituksista kohdeyritykselle. Palveluliiketoimintaa voidaan kehittää ensinnäkin tuotteistamalla palvelutarjooma. Tuotteistus toimii edellytyksenä palveluiden toistettavuudelle ja skaalautuvuudelle. Toiseksi voidaan määrittää ja käyttöönottaa tilaus-toimitusprosessi, jonka avulla saavutetaan parempi tuottavuus ja prosessien suorituskyky. Palveluita tulisi hallita nykyistä enemmän kuin fyysisiä tuotteita ja asiakkaalle tulisi toimittaa fyysisiä todisteita palvelusta. Arvoketjua suunnitellessa tulisi ottaa huomioon myös arvon toimittamisen ja vangitsemisen näkökulmat. Palvelun toimitusprosessilla tulisi olla modulaarinen rakenne, jossa prosessin alku (tilaaminen) ja loppu (jälkiselvittely) ovat standardiosia ja prosessin keskiosa muodostuu moduuleista. Moduulit voidaan räätälöidä asiakastarpeen mukaan. Modulaarinen osa muodostuu palveluprosessimoduuleista, jotka ovat tuotekohtaisia. Palveluprosessi tulisi mallintaa käyttämällä tuote-palvelu prosessisuunnitelmamallia, joka ohjaa mallin käyttäjän ottamaan kaikki prosessisuunnittelun kannalta oleelliset seikat huomioon prosessikehitystyössä. Kohdeyrityksen päähaasteet palveluliiketoiminnassa ovat tyypillisiä palveluliiketoiminnan haasteita. Kohdeyritys ei ensinnäkään ollut tuotteistanut tarjoamaansa. Toiseksi tilaus-toimitusprosessi konsultointipalveluille ei ollut kilpailukykyinen eikä kypsä. Kolmanneksi arvon toimittaminen ja vangitseminen ei ollut hallittua. Kohdeyrityksen konsultointipalveluille kehitettiin tilaus-toimitusprosessi. Prosessi sisältää tilaus-, toimitus- ja jälkikäsittelyvaiheet. Prosessi on mallinnettu käyttäen erityistä tuote-palveluprosesseille tarkoitettua suunnittelumallia ja prosessikuvaus sisältää tehtävät ja dokumentit, jotka vaaditaan arvon toimittamiseen asiakkaalle ja arvon vangitsemiseen palvelua toimittavalle yritykselle. Prosessikehitystyön ja palveluiden tuotteistamisen välistä suhdetta on käsitelty myös työssä. Työn tuloksia voidaan hyödyntää palveluliiketoiminnan kehittämiseen, palveluiden tilaus-toimitusprosessien suunnitteluun ja palveluiden tuotteistamiseen. We propose a novel service framework to effectively provision drone-based delivery services, called Drone-as-a-Service (DaaS), in a skyway network. This service framework provides a high-level service-oriented architecture and an abstraction to model the drone service from both functional and non-functional perspectives. We focus on spatio-temporal aspects as key parameters to query the drone services under a range of requirements, including drone capabilities, flight duration, and payloads. We propose to reformulate the problem of drone delivery service composition as a problem of finding an optimal set of drone delivery services from a designated take-off station (e.g., a warehouse rooftop) to a landing station (e.g., a recipient’s landing pad) by selecting and composing drone services that provide the best quality of delivery service in terms of payload, time, and cost under a range of intrinsic and extrinsic environmental (i.e., context-aware) factors, such as battery life and uncertain wind conditions, respectively. In this regard, we propose a constraint-aware composition approach that incorporates the intrinsic and extrinsic constraints on drone delivery services. Moreover, failures may occur due to extrinsic factors (e.g., weather conditions) and fluctuating QoS parameters. Therefore, we propose a novel resilient composition that considers the runtime failures of drone services and recomposes the services, taking into consideration the failure’s effect. Congestion is a natural phenomenon in a resource-constrained dynamic network. Congestion at recharging stations may impact the amount of time taken to deliver a package. We propose a game-theoretic model to mitigate this problem. Uncertainty is another aspect that presents fundamental challenges in terms of qualitative factors, such as the availability of recharging pads at stations. To counter this, we propose a robust composition approach using dynamic features, such as uncertainty surrounding the availability of recharging stations. Furthermore, we optimise the delivery of packages in skyway networks using heuristic-based top-k and context-aware composition approaches. In addition to the single package delivery, recent developments in drone technology show that drones are capable of carrying multiple packages. In this case, we propose a novel service-oriented architecture for drone-based multi-package delivery in a skyway network. We design graph-based heuristics to reduce the search space for optimal selection and composition of multi-package drone delivery services. Finally, we propose a just-in-time service composition model for delivering multiple packages using a single drone in one trip under a dynamic environment. This research builds an efficient drone service selection and composition infrastructure and sets the scene for a new air delivery market using drones in a skyway network.

There is little epidemiological information about cataract in children globally and thus a lack of evidence to guide policy related to childhood cataract. Early presentation for cataract surgery in children is an important first step for effective treatment. The overall aim of this research was to determine the age at childhood cataract surgery in India and to understand the barriers and enablers to accessing childhood cataract services in the region. A mixed methods approach was used. Quantitative data were obtained via a questionnaire in nine different eye hospitals in eight states in India. Qualitative data were collected from the perspectives of parents and carers and primary eye care providers using in-depth interviews and focus group discussions respectively and Theoretical Domains Framework (TDF) of behaviour change was used for analysis. A systematic review was conducted to estimate global prevalence of childhood cataract. This was estimated to be 1.14 /10000 overall, and 0.46 /10000 in low and lower middle income economies. The mean age at surgery for congenital cataract in India was 4 years and for developmental cataract it was 8 years, but these numbers varied significantly between the regions in the country. Delays to surgery occurred at recognition, when accessing the hospital and delayed surgery at the hospital. The barriers and enablers identified from the perspectives of the parents and carers suggest a need for behavioural change intervention to enhance health seeking behaviour in the communities. The findings suggest gaps in knowledge and awareness among the primary care team which should be further investigated and addressed. Based on these research findings several recommendations were identified and a preliminary recommended intervention strategy was developed to achieve behaviour changes with the aim of increasing early uptake of childhood cataract services in India.

The rapid economic growth in India and accompanying demand for improved healthcare, particularly in rural populations, make a compelling case for global pharmaceutical companies to develop new business models to serve these underserved markets. Increasing competition in developed markets and an impending "patent cliff' add pressure to derive innovative approaches to opening new revenue channels. To do so in base of the pyramid markets, firms will need to overcome substantial infrastructure and financial challenges, and navigate a complex ecosystem made up of public and non-profit entities as well as experienced Indian generics manufacturers. This paper describes specific methods being employed by global pharmaceutical manufacturers in rural Indian markets, and analyzes them not only on the basis of sustainability and scalability, but also on the value delivered to the consumer, using Michael Porter's value-based approach to global health delivery. The analysis reveals an opportunity for these companies to expand their reach along the whole health delivery chain, and recommends both short- and long-term strategies that can be employed for them to do so, in a financially sustainable way.

Continuous Delivery is a software development discipline where the software is always kept in a release ready state. It has proven to be a challenge for companies to adopt the practices of Continuous Delivery, but the benefits it brings may well be worth overcoming the challenges the adoption process brings. But the problem with the challenges is that they appear to be unknown, different adoption cases report different problems, some even consider something a solution whilst another case considered the same subject to be a problem. Thus adopting Continuous Delivery is a tricky process. But the tech company IST is interested in adopting Continuous Delivery and are looking to take a soft start by adding new functionality to their service-oriented system, this functionality is to be able to run multiple versions of their services at the same time. This study has implemented this functionality in their system and then researched possible issues or benefits the functionality would have towards Continuous Delivery. Finally, a discussion was made on how the author thinks approaching Continuous Delivery should be done by any company or developer interested.

Scientific Abstract Organisational Change and the Delivery of Primary Care Services The role of organisational change in the development of Primary Care Services in the Irish Health Sector Introduction The research topic considers how organisational change can deliver better primary care services and health outcomes for the benefit of service users. The organisational change approach is based on local primary care teams delivering services through collegiate multidisciplinary team working. The service users are local communities who work with the teams to deliver best health outcomes. Methodology The research methodology consisted of semi structured interviews, focus group, and a national questionnaire survey. Interviews were conducted with different personnel including general practitioners, health care professionals, senior and local managers, and administrative staff. The focus group was conducted with members of the Arklow primary care team as part of a detailed study of how it functioned. The national questionnaire survey was circulated to every member of staff who worked in the initial ten primary care projects. Results These are: (a) Collegiate organisational development is an inclusive process that participates with all stakeholders. (b) Individual learning takes place in a group which is also learning. (c) When individual and group learning is transferred and applied in the workplace organisational learning takes place. Conclusions These are: (a) Ireland is developing primary care infrastructure as the basis of its national health service. (b) Skill mix and collegiate multidisciplinary team working practices for health care professionals are central to the new system of primary care organisation. (c) Community involvement with the local multidisciplinary primary care team is essential to the new structure.

The work presented in this thesis is based on the assumption that modern computer technologies are already potentially pervasive: CPUs are embedded in any sort of device; RAM and storage memory of a modern PDA is comparable to those of a ten years ago Unix workstation; Wi-Fi, GPRS, UMTS are leveraging the development of the wireless Internet. Nevertheless, computing is not pervasive because we do not have a clear conceptual model of the pervasive computer and we have not tools, methodologies, and middleware to write and to seamlessly deliver at once services over a multitude of heterogeneous devices and different delivery contexts. Our thesis addresses these issues starting from the analysis of forces in a pervasive computing environment: user mobility, user profile, user position, and device profile. The conceptual model, or metaphor, we use to drive our work is to consider the environment as surrounded by a multitude of services and objects and devices as the communicating gates between the real world and the virtual dimension of pervasive computing around us. Our thesis is thus built upon three main “pillars”. The first pillar is a domain-object-driven methodology which allows developer to abstract from low level details of the final delivery platform, and provides the user with the ability to access services in a multi-channel way. The rationale is that domain objects are self-contained pieces of software able to represent data and to compute functions and procedures. Our approach fills the gap between users and domain objects building an appropriate user interface which is both adapted to the domain object and to the end user device. As example, we present how to design, implement and deliver an electronic mail application over various platforms. The second pillar of this thesis analyzes in more details the forces that make direct object manipulation inadequate in a pervasive context. These forces are the user profile, the device profile, the context of use, and the combinatorial explosion of domain objects. From the analysis of the electronic mail application presented as example, we notice that according to the end user device, or according to particular circumstances during the access to the service (for instance if the user access the service by the interactive TV while he is having his breakfast) some functionalities are not compulsory and do not fit an adequate task sequence. So we decided to make task models explicit in the design of a service and to integrate the capability to automatically generate user interfaces for domain objects with the formal definition of task models adapted to the final delivery context. Finally, the third pillar of our thesis is about the lifecycle of services in a pervasive computing environment. Our solutions are based upon an existing framework, the Jini connection technology, and enrich this framework with new services and architectures for the deployment and discovery of services, for the user session management, and for the management of offline agents.

This study provides information on the provision of environmental health services to informal housing settlements by local authorities. A standard for Environmental Health Service delivery according to Government policies and legislation has been provided. Actual environmental health services delivered to Ducats informal settlement at the time (1992), have been compared to the services that should have been delivered by law. Baseline data have been compiled by means of questionnaires, in order to assist the different levels of government in addressing the housing and environmental health needs of the Ducat community. The nature of Environmental Health and the history of informal housing, more specific that of the Ducat informal housing settlement, have been determined. Limited environmental health services were rendered to informal housing settlements occupying land illegally during 1992. These environmental health services were limited to basic sanitation, water supply and refuse removal. Only pit latrines or bucket latrines were required as a means of sanitation, tanks for water supply and skips for the disposal of waste. Amatola Regional Services Council however rendered all the environmental health services required. Other environmental health aspects such as pest control, communicable disease control, air pollution control, radiation, occupational health issues, temperature extremes, lighting, ventilation, noise, social environment, food and meat hygiene were not required. This study has provided a set of Government policies and legislation, which should be considered in rendering environmental health services for housing in future. Uncertainty of the past decade, about rendering of Environmental Health services to people occupying land illegally, still persists. The Municipal Structures Act, 117 of 1998 requires the rendering of Environmental Health services by local authorities, but it does not state whether these services should be rendered to people occupying land illegally as well. Since this has been the biggest restriction in providing environmental health services in the past, it is recommended that Government address this uncertainty.

The level of complexity of cost saving reforms in local government has grown after the 2008 crisis (Bel et al, 2014). This crisis has also enhanced the need for local governments to overhaul service delivery aiming to a greater efficiency of local delivered services. An answer to this need was shared services delivery: a widespread phenomenon, particularly intense in small municipalities (Warner and Hefetz 2003; Bel and Costas 2006; Carr et al. 2009; Warner 2011). In the literature there are strong indications that shared services delivery is not always successful, but the factors that determine its success or failure are still unknown (Hulst et Al). To study this trend there are many closely linked aspects to consider, in particular political and economic aspects. Political aspects mainly concern decisions taken by national governments which have had positive and negative effects on shared services. The different models of shared services are results of the intersection of two dimension: intensity of collaborative activity by different local governments, and the extent to which this activity is considered to be strategic. Other dimensions to be considered in different models are the autonomy (Feiock and Scholz,2010), and the number of actors (Feiock,2009). In Europe, each member state has created its shared services delivery strategies with its own peculiarities: in Italy through the Unioni dei Comuni, in France through Communautè des Communes, in Germany through Zweckerverband, in Spain trough Mancomunidades. Every state has different forms of cooperation. Economic aspects concern primarily the performance of this strategies. Some municipalities cooperate to save cost. Three variables influence the presence of savings: the cost structure of public services, the size and the structure of local government and the governance framework at national scale (Bel et al, 2014). But it is not just a matter of savings. Several aspects of the performance of the local government can potentially be improved through cooperation: the quality of service, the efficiency of internal process (Haveri et al,), and the value of human capital (Kelly). The aim of this research is to understand what variables may determine the success or the failure of shared services delivery, and analyze them in the Italian context. To this purpose, the research has been structured in three parts, following a substantial logical path. Firstly, the European state of the art of the shared services delivery has been analyzed. On the basis of the Hulst et al (2007) model, four different dimensions were analysed (demographic context, management and institutional bodies, law enforcement, quality and quantity of delivered services) in six different countries (Italy, Germany, France, Spain, Austria, Switzerland) in order to make a comparative research, which it has allowed to understand how cooperation between small municipalities work in Europe. Secondly, a performance measurement system adequate to shared services delivery in local government was developed. On a content-analysis on the Unioni published performance documents was undertaken to understand if cost saving was the only reason to delivery services in shared form. In this regard, this new measurement system seeks to establish which aspects of shared services should be considered to facilitate the accurately measurement and monitoring of performance in shared services delivery. Thirdly, the role of Unioni dei Comuni in the Italian local government framework was analyzed. On the basis of interviews with Italian director generals of Unioni and of the results of the previous two papers, three different perspectives were investigated: the performance measurement of Unioni, the factors and motivations behind the cooperation, and the efficiency and perspective of Unioni.

Arising from the decentralization process, the transfer of power concerning functions from the top administrative hierachy in health service provision to lower levels, constitutes a major shift in management, philosophy, infrastructure development, communication as well as other functional roles by actors at various levels of health care. This study focused its investigation on ways and levels to which the process of decentralization of health service delivery has attained efficient and effective provision of health services. The study also examined the extent to which the shift of health service provision has influenced the role of local jurisdictions and communities. Challenges faced by local government leaders in planning and raising funds in response to decentralized health serdelivery were examined.

IT-services outsourcing from Sweden to India has increased in the last few years and it is often regarded as a strategic measure to handle the increasing costs of IT-related development and maintenance operations. There are a number of advantages of outsourcing however, there are many challenges that outsourcing initiatives face. One of the challenges mentioned by many researchers is the cultural differences between the Swedish culture and the Indian culture. At the same time there is not enough research done about these cultural differences in the context of IT-services outsourcing from Sweden to India. It creates difficulties for the partners involved in an IT services outsourcing initiative to achieve the desired results.

In this work we have researched these problems by sending questionnaire to IT-outsourcing companies in Sweden. The questionnaire was prepared after a thorough literature review. The participants were asked if they are still facing the problems identified in the literature review and to also mention any other cultural problems faced by them. The questionnaires were analysed and the results obtained are presented in this work. The results show that the practitioners were still facing the problems. This thesis identifies the root causes, the negative effects and also suggests ways for handling the problems. This research will help the IT-services outsourcing practitioners to manage these problems for achieving better result.

LHDs serving rural communities have fewer resources to meet their community needs. The number and types of community organizations (hospitals, health clinics, not-for-profits), available to partner with may be limited geographically. These factors may affect availability of clinical services in rural communities. This study will assess LHD clinical service delivery levels based on rurality. data sets and sources: Data were obtained from the NACCHO 2013 National Profile of Local Health Departments Study. LHDs were coded as “urban”, “micropolitan”, or “rural” based on Rural/Urban Commuting Area (RUCA) Both “micropolitan” and “rural” categories are considered rural by the Federal Office of Rural Health Policy. analysis: Bivariate analysis for 25 clinical services offered by rurality . For each service, we compared the proportions of LHDs that: 1) directly performed, 2) contracted with organizations, and 3) reported that the service was provided independently by organizations in the community. principal findings: Analyses show significant differences in patterns of clinical services offered, contracted or provided by third parties based on rurality. LHDs in micropolitan areas provided more services directly than urban and rural LHDs (p≤0.001). Urban LHDs were more likely to contract with other organizations (p≤0.001). conclusions: Rural LHDs are less likely to offer, contract, or have services provided by another organization in the community, whereas larger rural (i.e., micropolitan) jurisdictions are more likely to directly provide these services. implications for public health practice and policy: Lower levels of clinical service delivery by rural LHDs may contribute to the access issues facing rural communities. Health care reform brings threats and opportunities for LHD clinical service delivery. This study analyses the relationship between the manner of citizens&rsquo
engagement with the state and the level of service delivery they experience in their everyday lives, as residents of Khayelitsha. The phenomena of so-called &lsquo
service delivery&rsquo
protests across South Africa have now become a fixture of South African politics. Khayelitsha is one of the sites with frequent protests in Cape Town and is inhabited by poor people, 70 percent of whom live in informal settlements. While the lack of municipal services is undoubtedly a major problem for many poor people in South Africa, thus 
far, few studies have been dedicated to investigate empirically this alleged link between service delivery and protest activity. The study utilizes mostly quantitative analysis techniques such as 
regression analysis and path analysis to discover the form and strength of linkages between the service delivery and participation forms. While residents of informal settlements and therefore 
poorer services were more prone to engage in protests and thus reinforcing the service delivery hypothesis, this relationship was relatively weak in regression analysis. What is more important than the service delivery variables such as water services was the level of cognitive awareness exemplified by the level of political engagement and awareness on the one hand and level of community engagement in terms of attendance of community meetings and membership of different organizations. In summary the study found relatively weak evidence to support the service 
delivery hypothesis and stronger evidence for the importance of cognitive awareness and resource mobilization theories in Khayelitsha as the key determinant of protest activity.

Women and men’s preferences for delivery services in rural Ethiopia Nancy Beam Aims: This study aims to determine the combination of facility-based delivery care attributes preferred by women and men; if gender differences exist in attribute preferences; and key demographic factors associated with attribute preferences.

Background: Despite programs to promote facility-based delivery, which has been shown to decrease maternal and neonatal mortality, 80% of women in rural Ethiopia deliver at home without a skilled birth attendant.

A review of the Ethiopian literature on factors associated with delivery location revealed several weaknesses in research methods that need to be addressed. First, research participants were almost exclusively women, although male partners often make decisions about delivery location. Second, most quantitative study designs are similar in content to the Ethiopian Demographic Health Survey, limiting the generation of new knowledge. Third, cultural practices identified in qualitative studies as barriers to facility-based delivery have not been included in quantitative studies. This study addressed these weaknesses by using discrete choice experiment methodology to elicit preferences for delivery service attributes, including support persons in the delivery room, staff training and attitude, cost, distance and transportation availability.

Methods: A cross-sectional, discrete choice experiment was conducted in 109 randomly selected households in rural Ethiopia in September-October 2015. Women, who were pregnant or who had a child < 2 years old, and their male partners were interviewed. After completing a demographic questionnaire, male and female respondents were asked separately to choose between facility-based scenarios that reflected various attributes for delivering their next baby. Data were analyzed using a multilevel mixed-effects logistic regression model.

Results: Both women and men preferred health facilities where medications and supplies were available, a support person was allowed in the delivery room, cost was low, and doctors performed the delivery. Women also valued free ambulance service, while men favored nearby facilities with friendly providers. Men are disproportionately involved in making household decisions, including decisions about whether their wives seek health care. Yet, men are often unaware of their partners’ prenatal care attendance.

Implications: The Ethiopian government and health facilities could increase facility births in rural areas by responding to families’ delivery service preferences.

In recent years, companies delivering goods or services to customers have been under increasing legal and administrative pressure to reduce the amount of CO2 emissions from their delivery vehicles, while the need to maximise profit remains a prime objective. In this research, we aim to apply revenue management techniques, in particular incentive/dynamic pricing to the traditional vehicle routing and scheduling problem while the objective is to reduce CO2 emissions. With the importance of accurately estimating emissions recognised, emissions models are first reviewed in detail and a new emissions calculator is developed in Java which takes into account time-dependent travel speeds, road distance and vehicle specifications. Our main study is a problem where a company sends engineers with vehicles to customer sites to provide services. Customers request for the service at their preferred time windows and the company needs to allocate the service tasks to time windows and decide on how to schedule these tasks to their vehicles. Incentives are provided to encourage customers choosing low emissions time windows. To help the company in determining the schedules/routes and incentives, our approach solves the problem in two phases. The first phase solves time-dependent vehicle routing/scheduling models with the objective of minimising CO2 emissions and the second phase solves a dynamic pricing model to maximise profit. For the first phase problem, new solution algorithms together with existing ones are applied and compared. For the second phase problem, we consider three different demand modelling scenarios: linear demand model, discrete choice demand model and demand model free pricing strategy. For each of the scenarios, dynamic pricing techniques are implemented and compared with fixed pricing strategies through numerical experiments. Results show that dynamic pricing leads to a reduction in CO2 emissions and an improvement in profits.

The aim of this report is to assess the main possibilities of business development in Siemens Global Shared Services Delivery Center Portugal. The report exploits the growth alternatives of existing and new services to current clients. It is concluded that the center will need to take different initiatives to answer the diverse possibilities to move services to the center. It will need to evaluate the trade-off between effort and return, to demonstrate outstanding results and selling skills to convince potential clients, to start almost from scratch new business lines and to enrich the center with resources, capabilities and expertise to enable the execution of a new range of services. Even though there is still a long and winding road ahead, the center will maintain in the road to success.
