<span>The patient data management is an essential component of healthcare systems, the secure and efficient data processing is important for the medical data. Data security, interoperability and privacy are the key requirements of data storage systems of healthcare organizations. The electronic medical records have become a key technique to maintain patient information in hospitals due to the technology revolution. Some hospital systems are also using server-based patient detail management systems, they require considerable storage to record all of the patient's medical reports, limiting scalability. They are facing difficulties, including interoperability, security and privacy worries, cyberattacks on centralized storage, and maintaining medical policy compliance simultaneously. The blockchain technology has come up with solution having decentralized and irreversible data storage. A distributed secure ledger of blockchain is the solution, enabling safe storage and retrieval of data. The proposed work yields effectively deployed smart contracts based on the system's functions, real-time patient health monitoring. The main goal of this system is to bring the whole medical data together on a single platform, employing a secured decentralized approach to store and retrieve medical information effectively.</span>

The copyright of data is a key point that needs to be solved in spatial data infrastructure for data sharing. In this paper, we propose a decentralized digital rights management model of spatial data, which can provide a novel way of solving the existing copyright management problem or other problems in spatial data infrastructure for data sharing. An Ethereum smart contract is used in this model to realize spatial data digital rights management function. The InterPlanetary File System is utilized as external data storage for storing spatial data in the decentralized file system to avoid data destruction that is caused by a single point of failure. There is no central server in the model architecture, which has a completely decentralized nature and it makes spatial data rights management not dependent on third-party trust institutions. We designed three spatial data copyright management algorithms, developed a prototype system to implement and test the model, used the smart contract security verification tool to check code vulnerabilities, and, finally, discussed the usability, scalability, efficiency, performance, and security of the proposed model. The result indicates that the proposed model not only has diversified functions of copyright management compared with previous studies on the blockchain-based digital rights management, but it can also solve the existing problems in traditional spatial data infrastructure for data sharing due to its characteristics of complete decentralization, mass orientation, immediacy, and high security.

The emergence of the Internet of Things (IoT) has resulted in a significant increase in research on e-health. As the amount of patient data grows, it has become increasingly challenging to protect patients' privacy. Patient data is commonly stored in the cloud, making it difficult for users to control and protect their information. Moreover, the recent rise in security and surveillance breaches in the healthcare industry has highlighted the need for a better approach to data storage and protection. Traditional models that rely on third-party control over patients' healthcare data are no longer reliable, as they have proven vulnerable to security breaches. To address these issues, blockchain technology has emerged as a promising solution. Blockchain-based protocols have the potential to provide a secure and efficient system for e-health applications that does not require trust in third-party intermediaries. The proposed protocol outlined in this paper uses a blockchain-based approach to manage patient data securely and efficiently. Unlike Bitcoin, which is primarily used for financial transactions, the protocol described here is designed specifically for e-health applications. It employs a consensus mechanism that is more suitable for resource constrained IoT devices, thereby reducing network costs and increasing efficiency. The proposed protocol also provides a privacy-preserving access control mechanism that enables patients to have more control over their healthcare data. By leveraging blockchain technology, the protocol ensures that only authorized individuals can access the patient's data, which helps prevent data breaches and other security issues. Finally, the security and privacy of the proposed protocol are analysed to ensure that it meets the necessary standards for data protection. The protocol's effectiveness and efficiency are tested under different scenarios to ensure that it can perform reliably and consistently. Finally, the protocol proposed in this paper shows that how blockchain can be used to provide a secure and efficient system that empowers patients to take control of their healthcare data.

In this paper, we propose a efficient, secure and decentralized Blockchain system for data privacy preserving and sharing. This manages confidentiality, authentication, data preserving and data sharing when handling sensitive information. We exploit consortium Blockchain and smart contracts to accomplish secure information storage and sharing, which forestalls information sharing without consent. The patient’s historical data, medical record, patient’s private information is very critical and needs to be stored and maintained securely. The proposed framework builds information security and eliminates the cost, time, and assets needed to deal with the medical care information records.

Educational certificates serve as proof of qualification for their recipients. These certificates are subject to forgery and manipulation. The traditional way to verify the authenticity and integrity of certificates has not shown much efficiency in preventing fraud. Universities and companies need to collect, keep and update an unmanageable number of documents and papers from the applicants, in order to verify the competencies that the applicant claims and to determine forged documents. Another concern is about cyber criminals trying to hack the university’s centralized databases to alter the data. Moreover, corrupt officials may be bribed to illegally change a student’s academic data without fulfilling the requirements. Blockchain technology has emerged as a new approach to building decentralized reliable systems. It provides an effective and efficient way to protect sensitive data from subsequent change or deletion. Smart contracts decentralize the critical services in the certification process to improve transparency, accuracy, data privacy, and reliability. Unlike the traditional verification methods, the system will be designed in a decentralized way by using blockchain technology. Decentralization enhances the security and robustness features of the system by avoiding single points of failure and removing the need to put trust in any single party.

The problem of monitoring a computer network under conditions of limitations on the use of system resources and high requirements for the survivability of the monitoring system has been considered. An autonomous decentralized computer network monitoring system has been developed, consisting of a team of software agents. Each agent can operate in two modes: main mode and monitoring system management console mode. In the main mode, the agent collects information about the computer network. In management console mode, the agent provides the user with access to information collected by all agents and allows the user to execute commands to manage the monitoring system. The developed monitoring system allows you to obtain more reliable information about the operation of the network with greater efficiency under the conditions of limitations on the use of system resources specified by the user. The autonomous monitoring system is created on the basis of the concept of multi-agent systems, within which a software agent of the system has some initiative for planning and implementing monitoring scenarios. The operation of software agents implements methods for organizing adaptive processes for collecting information using the principles of self-organization and the concept of structural adaptation. A decentralized software architecture for an autonomous monitoring system without a control center has been proposed. This ensures high reliability and survivability of the monitoring system. The software architecture of the autonomous monitoring system implements the SMA application software interface and the corresponding software library, which allows you to collect statistical data on the operation of the computer network and its nodes. The implementation of a software agent and a management console for an autonomous computer network monitoring system has been considered. This article explores the usage of decentralised identity (DID) management using blockchain in global organisations to support secure usage of information resources. Blockchain as technology was initially introduced as a cryptocurrency and there have been challenges in its adoption for enterprise applications such as identity management. DID is emerging as one of the strong blockchain adoption use cases. Industry pioneers and users across domains have started exploring DID use cases, which help better protect their personal data and application access control as compared to traditional, central, or federated identity management models. In this exploratory work, the authors employ qualitative secondary case-based study research methodology to understand the challenges of the current digital identity management landscape and explore the possible benefits of DID as an emerging identity management paradigm. They propose a conceptual cube framework for analysing and studying various DID platforms thereby contributing to both the theory and practice of digitally secure identity.

Electronic healthcare (eHealth) identity management (IdM) is a pivotal feature in the eHealth system. Distributed ledger technology (DLT) is an emerging technology that can achieve agreements of transactional data states in a decentralized way. Building identity management systems using Blockchain can enable patients to fully control their own identity and provide increased confidence in data immutability and availability. This paper presents the state of the art of decentralized identity management using Blockchain and highlights the possible opportunities for adopting the decentralized identity management approaches for future health identity systems. First, we summarize eHealth identity management scenarios. Furthermore, we investigate the existing decentralized identity management solutions and present decentralized identity models. In addition, we discuss the current decentralized identity projects and identify new challenges based on the existing solutions and the limitations when applying it to healthcare as a particular use case.

Energy Transition (ET) needs actors to perform independent actions on multiple levels of governance. These actors may need to write and read their data, and at the same time they want to protect their data from unauthorized access. This is particularly the case for positive energy districts (PED), a growing trend in the EU that requires actors to perform, write and read operations on a neighborhood scale where governance competences are typically absent. This paper presents a decentralized privacy-aware data management framework that enables actors to store, read, and modify data in PEDs. Our framework design integrates blockchain with a Distributed Hash Table (DHT), role-based access control, ring signature, and different encryption techniques. The proposed framework stores encrypted data on the DHT, and metadata and hash key are sent to the blockchain, which allows the data owner to keep track of their data. The proposed framework components handle multi-level data access in PEDs and enable data security at run-time. Moreover, we show security and privacy analysis and performance evaluation in time overhead. The results show that the proposed solution is effective, secure, and scalable.

In conclusion, the Decentralized Storage Rental System not only addresses the existing challenges in data management but also offers a glimpse into the future of secure and decentralized data storage solutions.

Summary Objectives: In this paper we present a general concept and describe the difficulties for the integration of data from various clinical partners in one data warehouse using the Open European Nephrology Science Center (OpEN.SC) as an example. This includes a requirements analysis of the data integration process and also the design according to these requirements. Methods: This conceptual approach based on the Rational Unified Process (RUP) and paradigm of Service-Oriented Architecture (SOA). Results: Because we have to enhance the confidence of our partners in the OpEN.SC system and with this the willingness of them to participate, important requirements are controllability, transparency and security for all partners. Reusable and fine-grained components were found to be necessary when working with diverse data sources. With SOA the requested reusability is implemented easily. Conclusions: A key step in the development of a data integration process within such a health information system like OpEN.SC is to analyze the requirements. And to show that this is not only a theoretical work, we present a design – developed with RUP and SOA – which fulfills these requirements.

Abstract The recent use of digital Distributed Ledger Technology (DLT) in the healthcare domain can surpass the existing limitations in the centralized IT systems, such as the lack of security, access control or immutability of the electronic health information. If we discuss about clinical information, this innovative informatics advance gives back the control to the data owner. In decentralized environments, smart contracts allow trustable agreements grounded by irreversible transactions, which permit transparency and traceability. Moreover, smart contracts are the living heart of the decentralized applications that run on DTL. In this work, our attention is focused on medical equipments that helps health staff to diagnose and treat patients keeping much of their clinical data taken in dynamics. Hence, we propose a smart contract-based decentralized application framework for the management of devices, targeting also medical services, meant to facilitate the interaction of the involved entities. Our testing environment is the Ethereum platform, extensively used recently in the healthcare domain, being itself a smart operating system that allows decentralized applications to run on it.

With the growth of commercial building sizes, it is more beneficial to make them “smart” by controlling the schedule of the heating, ventilation, and air conditioning (HVAC) system adaptively. Single-building-based scheduling methods are more focused on individual interests and usually result in overlapped schedules that can cause voltage deviations in their microgrid. This paper proposes a decentralized management framework that is able to minimize the total electricity costs of a commercial microgrid and limit the voltage deviations. The proposed scheme is a two-level optimization where the lower level ensures the thermal comfort inside the buildings while the upper level consider system-wise constraints and costs. The decentralization of the framework is able to maintain the privacy of individual buildings. Multiple data-driven building models are developed and compared. The effect of the building modeling on the overall operation of coordinated buildings is discussed. The proposed framework is validated on a modified IEEE 13-bus system with different connected types of commercial buildings. The results show that coordinated optimization outperforms the commonly used commercial controller and individual optimization of buildings. The results also show that the total costs are greatly affected by the building modeling.

Construction projects’ performance is not self-regulating. Therefore, a continuous progress tracking and monitoring process is highly demanded to avoid potential deviations or misalignments. The current practice for the progress tracking and monitoring process suffers from heavily intermediated workflows, human errors, transfer latencies, inaccuracies, and/or information holes. Such issues could gradually lead to severe delays or even complete project failure. This research introduces a novel Peer-to-Peer (P2P) system that relies on Blockchain Technology (BT) and Inter-Planetary File System (IPFS) for managing progress information and as-built digital assets or files. The system is developed based on a three-step approach. First, two chaincodes are formulated for mapping and governing the data operations. Second, a private blockchain network is configured based on Hyperledger Fabric as a hosting platform, including the relevant stakeholders. Third, a private IPFS network is configured and coupled with a cluster service to manage and distribute the off-chain visuals and as-built digital assets. A case study for a non-residential construction project is utilized to test and verify the system’s practicability and assess its performance. The research significance is anticipated in diverse practical areas, including but not limited to; boosting coordination and trust among stakeholders, tracing progressive elaboration of As-built digital assets, accelerating incremental payments processing, assessing overall project performance and on-site productivity, supporting delay analysis and claim/dispute management, and streamlining data flow between the construction phase and the operation and maintenance phase. Further, the system’s future is mapped by evolving it as a sub-unit in a more advanced data model.

This contribution explores how current data management schemes are insufficient to adequately safeguard data subjects, and in particular, it focuses on making these data flows transparent to provide an adequate level of accountability. To showcase this, and with the goal of enhancing transparency to foster trust, this paper investigates solutions for standardizing machine-readable policies to express personal data processing activities and their application to decentralized personal data stores as an example of ethical, legal, and technical responsible innovation in this field.

Transactions and interactions that take place among participants accessing the distributed and decentralized blockchain network are holding through ledger. In a student management system (SMS), vital information can be highly shared and well protected at the same time. This paper proposes a model for using blockchains to implement fully functional SMS that maintains students’ records, course registrations record and student marks. The proposed model adds more security via the use of hashing and data readily available with decentralized data storage. In addition, the use of ledger-based system to maintain SMS data introduces reliable and highly trusted model.

Rapid urbanization, closure of dumps, and insufficient infrastructure funding in Lebanon have resulted in improper municipal solid waste management (MSWM), creating a continuing trash crisis in recent years. In Beirut and Mount Lebanon, MSWM was carried out in centralized waste processing and disposal facilities operated by the government. The trash crisis and failure of the centralized system prompted several municipal authorities to decentralize MSWM by establishing local facilities, paid by the council taxes charged to beneficiary households. To study the feasibility of decentralized MSWM, a survey of 228 households in a rural village in Lebanon explored households’ willingness to pay (WTP) for a local MSWM service. For data analysis, a multivariate Tobit model was used to examine the determinants of the WTP amount. Results showed that 79% of surveyed households in the studied village were willing to support local MSWM improvements by contributing an average yearly fee of US$48, representing a 30% increase in their current council taxes. Analysis showed a significant positive association between the WTP amount and the household monthly income level, the residents perceived needs for urgency to act on solid waste management, and the households’ responsibility to be involved in MSWM. An interview with the municipality mayor later revealed that financial, technical, and land resources are lacking to enable consideration of a decentralized project for MSWM in the village. Municipalities in rural areas have limited resources and are unable to sustain a decentralized MSWM service unless adjacent towns join effort in supporting and financing MSWM initiatives.

For decades, there has been ongoing discussion about whether centralized or decentralized wastewater management systems are better. Decision-makers need to define the best option but do not always have the necessary tools to develop, compare, and identify the most appropriate solution. To address this, studies have been conducted on a settlement level. In this study, the main focus was to develop and optimize wastewater management scenarios for a region containing rural areas, where data scarcity was an issue, by extracting scenario-relevant information from the region using a satellite image and its calibration using locally available data. We selected a study region in India containing 184 villages with a total population of around 210,000 and covering an area of around 400 km2. The study considered three different scenarios for the study area: centralized, decentralized, and an optimized scenario, which consists of a hybrid system involving partly decentralized and partly semi-centralized (clustered) infrastructure. The study developed a systematic approach for defining an optimized cluster of villages by considering the cost trade-off between the wastewater treatment plant (WWTP) capacity and sewer network layout. The results showed that the clustered and decentralized scenarios were nearly equal in terms of cost (around EUR 118 million), while the centralized scenario showed a relatively high cost of EUR 168 million. Potential applications and further development of the method were also considered. The proposed methodology may aid global wastewater management by estimating and optimizing infrastructure costs needed to fulfill Sustainable Development Goal 6 (SDG#6) in rural regions.

This manuscript aims to explain the staff recruitment process in the decentralized communities of the District of Bamako and the impact of staff on their management. Achieving the objective necessarily involves answering the following questions: what is the staff recruitment process in the decentralized communities of the District of Bamako? Does the personnel of the decentralized communities of the District of Bamako allow to improve their public management? It is for us, to choose the quantitative method to validate or invalidate the hypotheses. We opted for surveys as the data collection strategy. For this quantitative research, the selection of our sample is made by the non-probabilistic method and the reasoned choice technique. It should be noted that our sample is made up of seven local authorities in the District of Bamako. Out of a sample of forty-nine managers questioned, thirty-two of them answered the questionnaire. The data were subjected to descriptive bivariate analysis accompanied by chi-square tests. The main results thus obtained show that the staff recruitment process for the decentralized communities of the District of Bamako is inadequate and that it is the cause of the poor quality of the staff. Our results also indicate that the management of personnel in the decentralized communities of the District of Bamako does not promote the improvement of local management to the extent desired.

This article investigates the intricate dynamics of data monopolies, referred to as “data-opolies”, and their implications for democratic erosion. Data-opolies, typically embodied by large technology corporations, accumulate extensive datasets, affording them significant influence. The sustainability of such data practices is critically examined within the context of decentralized Web3 technologies amidst Artificial Intelligence (AI) disruption. Additionally, the article explores emancipatory datafication strategies to counterbalance the dominance of data-opolies. It presents an in-depth analysis of two emergent phenomena within the decentralized Web3 emerging landscape: People-Centered Smart Cities and Datafied Network States. The article investigates a paradigm shift in data governance and advocates for joint efforts to establish equitable data ecosystems, with an emphasis on prioritizing data sovereignty and achieving digital self-governance. It elucidates the remarkable roles of (i) blockchain, (ii) decentralized autonomous organizations (DAOs), and (iii) data cooperatives in empowering citizens to have control over their personal data. In conclusion, the article introduces a forward-looking examination of Web3 decentralized technologies, outlining a timely path toward a more transparent, inclusive, and emancipatory data-driven democracy. This approach challenges the prevailing dominance of data-opolies and offers a framework for regenerating datafied democracies through decentralized and emerging Web3 technologies.

The application of big data targeted advertising in the green supply chain makes the green marketing of products more accurate and effective. This paper applies game theory to study the decisions and coordination issues of a green supply chain in which the online retailer conducts big data targeted advertising. A centralized model and two Stackelberg game models (an online-retailer-led decentralized model and a manufacturer-led decentralized model) were constructed and solved. The zero wholesale price-side-payment contract and greedy wholesale price-side-payment contract were introduced into the green supply chain for coordination. The study found that: (1) the increase in demand attenuation coefficient, green sensitivity coefficient, and big data targeted advertising sensitivity coefficient will be beneficial to the growth of total consumer demand, supply chain profit, and environmental benefit; (2) supply chain coordination is necessary because greenness, demand, supply chain profit, and environmental benefit under the centralized model are higher than those under two decentralized models; (3) two contracts can achieve the coordination of the green supply chain, and the profits of the manufacturer and online retailer under the contract are greater than those under the decentralized model. The results can provide insights for promoting green supply chain operations.

Blockchain (BC) has recently paved the way for developing Decentralized Identity Management (IdM) systems for different information systems. Researchers widely use it to develop decentralized IdM systems for the Health Internet of Things (HIoT). HIoT is considered a vulnerable system that produces and processes sensitive data. BC-based IdM systems have the potential to be more secure and privacy-aware than centralized IdM systems. However, many studies have shown potential security risks to using BC. A Systematic Literature Review (SLR) conducted by the authors on BC-based IdM systems in HIoT systems showed a lack of comprehensive security and risk management frameworks for BC-based IdM systems in HIoT. Conducting a further SLR focusing on risk management and supplemented by Grey Literature (GL), in this paper, a security taxonomy, security framework, and cybersecurity risk management framework for the HIoT BC-IdM systems are identified and proposed. The cybersecurity risk management framework will significantly assist developers, researchers, and organizations in developing a secure BC-based IdM to ensure HIoT users’ data privacy and security.

Besides requiring fast response time and increased reliability, they will necessitate computational resources at the edge of the network, which demands advanced communication and data management techniques. In this paper, we provide an overview of the network communications and data management aspects for the Industry 4.0. Our global perspective is to understand the key communication and data management challenges and peculiarities for the effective realization of the fourth industrial revolution. To address these challenges, this paper proposes hybrid communications management and decentralized data distribution solutions supported by a hierarchical and multi-tier network architecture. The proposed solutions combine local and decentralized management with centralized decisions to efficiently use the available network resources and meet the requirements of Industry 4.0 applications. To this end, the distributed management entities interact in order to coordinate their decisions and ensure the correct operation of the whole network. Finally, the use of Radio Access Network (RAN) slicing is proposed to achieve the required flexibility to efficiently meet the stringent and varying communication and data management requirements of industrial applications.

This article examines the roles of organizational structure of decision-making and external pressure in determining the practice of environmental management. Using contingency theory, this study argues that having a decentralized structure, entrepreneurial firms are able to adapt to external pressure while implementing environmental management. The data were drawn from 106 small and medium-sized firms in the United Kingdom. The study found that a decentralized structure is positively associated with the practice of environmental management while external pressure from global awareness and social relationships has less impact on firms’ environmental management. Interestingly, the impact of decentralized structure on environmental management is strengthened in the context of high level of technological dynamic. Overall, the findings of the study have provided some recommendations to theory and practice of environmental management especially in the context of entrepreneurial firms.

The research method uses qualitative research that is descriptive of a phenomenon that occurs at the research location. Data collection techniques used documentation, interviews, and observations with three steps, namely: data reduction (Data Condensation), data presentation (Data Display), and data verification (Data Verification). There is a problem where the change in decentralization policy to centralization in financial governance has an impact on the sustainability of pesantren education. From the results of the data analysis it can be concluded that in the financial management of Pondok Pesantren Nurul Jadid, financial governance is carried out through the process of financial planning, implementation, reporting, evaluation, and financial supervision. In this case, Islamic boarding schools need to issue a more decentralized financial policy direction in which regions and educational institutions can optimize their resources and be creative in managing their resources.

Cloud computing started a new era for IT enterprises. It allows the movement of application from local to remote location, massive data storage. Owner has access to centralized or decentralized data storage server, where data management handled by remote vendor. But, the heterogeneous and dynamic nature of cloud introduces security challenges. Among them, access control and integrity checking are most important which incur high consideration. Attribute-based encryption is one of the access control technique which allows integration of access policies, attributes, and encrypted data. In this paper, a new fine-grained decentralized data access control technique with user revocation has been proposed. Here, service provider is responsible for verifying the user authenticity. The proposed schema supports integrity checking and user revocation. The integrity checking proof validates that the user data is intact and revocation mechanism will help to revoke the user in linear time. Moreover, the proposed access control and authentication schemes are decentralized and comparable to other approaches.

Smart phone and its applications are used more and more extensively in our daily life. Short delay of arriving data is important to these applications, especially to some time-sensitive ones. To reduce transmission latency and improve user experience, a dynamic decentralized data replica placement and management strategy which works in edge nodes is proposed in this article. It studies the location, access frequency, latency improvement, and cost spent on placing replicas on edge nodes to seek a balance between cost spent for storage and reduced latency. Specifically, dynamic and decentralized replica placement strategy algorithm has load guarantee for edge nodes to avoid overload; it dynamically create or delete data replicas on edge nodes according to the request frequency. Dynamic and decentralized replica placement strategy is decentralized to relieve transmission cost. Experiment results show that dynamic and decentralized replica placement strategy algorithm in edge computing environments can greatly reduce transmission latency, balance edge nodes load, and improve system performance. Dynamic and decentralized replica placement strategy also considers the cost spent for storage, and it pursues a balance between many factors.

The number of customers transferring information to cloud storage has grown significantly, with the rising prevalence of cloud computing. The rapidly rising data volume in the cloud, mostly on one side, is followed by a large replication of data. On the other hand, if there is a single duplicate copy of stored symmetrical information in the de-duplicate cloud backup the manipulation or lack of a single copy may cause untold failure. Thus, the deduplication of files and the auditing of credibility are extremely necessary and how they are achieved safely and effectively must be addressed in academic and commercial contexts urgently. In order to tune in this task by using application recognition, data similitude, and locality to simplify decentralized deduplication with two-tier internode and application deduction, we suggest a flexible direct decentralized symmetry deduplication architecture in a cloud scenario. It first distributes application logic to the contents of the directory through implementation-oriented steering to maintain a deployment location and also attributes the same kind of information to the cloud backup node with the storage node specificity by means of a hand printing-based network model to attain adequate global deduplication performance. We build up a new ownership mechanism during file deduplication to ensure continuity of tagging and symmetrical modeling and verify shared ownership. In addition, we plan an effective ownership policy maintenance plan. In order to introduce a probabilistic key process and reduce key storage capacity, a user-helped key is used for in-user block deduplication. Finally, the protection and efficiency audit demonstrate that the data integrity and accuracy of our system are ensured and symmetrically effective in the management of data ownership.

Identity management (IdM) is a method used to determine user identities. The centralized aspect of IdM introduces a serious concern with the growing value of personal information, as well as with the General Data Protection Regulation (GDPR). The problem with currently-deployed systems and their dominating approach, with identity providers (IdP) and single-point services, is that a third party is in charge of maintaining and controlling the personal data. The main challenge to manage data securely lies in trusting humans and institutes who are responsible for controlling the entire activity. Identities are not owned by the rightful owners or the user him/herself, but by the mentioned providers. With the rise of blockchain technology, self-sovereign identities are in place utilizing decentralization; unfortunately, the flaws still exist. In this research, we propose DNS-IdM, a smart contract-based identity management system that enables users to maintain their identities associated with certain attributes, accomplishing the self-sovereign concept. DNS-IdM has promising outcomes in terms of security and privacy. Due to the decentralized nature, DNS-IdM is able to avoid not only the conventional security threats, but also the limitations of the current decentralized identity management systems.

As an object of rapid development of Internet technology in recent years, network security has attracted more and more attention from people from all walks of life and has gradually become a topic in international trade activities. The application of blockchain is also extremely extensive, involving many aspects, such as the development of the metaverse game engine and bank financing. With the launch of the Belt and Road strategy, trade exchanges have become more and more frequent, and at the same time, cross-border e-commerce, a new type of industry that applies Internet information technology, has emerged. The application of blockchain technology to international trade big data processing can not only improve the utilization rate of massive transaction information resources shared by enterprises, governments, financial institutions, and other institutions, but also reduce enterprise costs. The use of blockchain improves the efficiency of data storage, reduces the degree of encryption, and reduces the amount of database access and server resource occupation. This paper mainly studied the application of blockchain in international trade big data system, introduced its secure and trusted distributed network architecture, and analyzed its performance. The experimental results showed that the performance of the decentralized manager was better than that of the centralized manager when processing a large amount of data. The peak throughput of the decentralized manager was about 450 pcs/sec and the peak throughput of the centralized manager was about 150 pcs/sec. And the performance of the storage system in the local area network was better than that in the public network.

Over the past two decades, the forest management services in Tanzania were decentralized to local government for the purpose of increasing its efficiency but the current evaluations show that the delivery of the services does not meet the standards and expectations set at the beginning. The goal of this article is to explore the performance of decentralised forest management and the extent to which institutional nexus: formal rules, policies, guidelines, and informal social rules affect the behaviour of local government officials involved in forest management at different levels. Based on the nature of this research, the qualitative approach was adopted with Rufiji district council as a case study. The actual research began with data collection through documentary reviews and in-depth interviews with 80 forest management officials at different levels and harvesters. The research shows that the number of institutional factors such as legal and policy framework, accountability framework and social rules particularly corruption affects the behaviour of forest officials, the community and other stakeholders involved in forest management at Rufiji district council.

Purpose Industry 4.0 envisions a future of networked production where interconnected machines and business processes running in the cloud will communicate with one another to optimize production and enable more efficient and sustainable individualized/mass manufacturing. However, the openness and process transparency of networked production in hyperconnected manufacturing enterprises pose severe cyber-security threats and information security challenges that need to be dealt with. The paper aims to discuss these issues. Design/methodology/approach This paper presents a distributed trust model and middleware for collaborative and decentralized access control to guarantee data transparency, integrity, authenticity and authorization of dataflow-oriented Industry 4.0 processes. Findings The results of a performance study indicate that private blockchains are capable of securing IoT-enabled dataflow-oriented networked production processes across the trust boundaries of the Industry 4.0 manufacturing enterprise. Originality/value This paper contributes a decentralized identity and relationship management for users, sensors, actuators, gateways and cloud services to support processes that cross the trust boundaries of the manufacturing enterprise, while offering protection against malicious adversaries gaining unauthorized access to systems, services and information.

Online social networks (OSNs) have become integral to daily life, yet the prevalent centralized model of these platforms presents considerable challenges in terms of security, privacy, and management. In response to these concerns, a decentralized architecture underpinned by blockchain technology emerges as a promising solution. This paper delves into the development of an OSN service leveraging blockchain technology to facilitate decentralized operation, thereby addressing the aforementioned issues. Through the utilization of the Interplanetary Filesystem (IPFS), large volumes of low-security data are effectively decentralized, contributing to enhanced data integrity and accessibility. Furthermore, the establishment of a decentralized autonomous organization empowers users with greater autonomy, enabling democratic self-governance of the OSN. This innovative approach not only addresses existing shortcomings but also paves the way for a more resilient, transparent, and user-centric social networking paradigm.

This article examines the influence of contract life cycle management on procurement performance of Local Governments in Uganda using Bugiri District as the case study. The three specific objectives of this study were to: examine the influence of contract creation on procurement performance; to assess the influence of contract execution on procurement performance and lastly, to determine the influence of contract analysis on procurement performance. The researcher employed a descriptive case study research design. Using a researcher’s made five point Likert scale questionnaire, data was collected from a sample of respondents. Seventy (70) respondents out of a population of eighty (80) were selected using purposive and random sampling techniques (response rate of 94.3%). Data was analyzed using means and the regression analysis. Findings revealed that; the extent to which contract creation predicts performance was low (r2 = 0.36, Sig. Value= 0.000); the extent to which contract execution influences procurement performance was low (r2 = 0.34, Sig. Value = 0.003) and lastly, the extent to which contract analysis influences procurement performance was moderate (r2 =0.44, Sig. Value = 0.001). On the other hand, findings revealed that contract management at Bugiri District local government in Uganda highly and positively influences procurement performance (R2= 0.779 Sig. Value= 0.000). This implies that where each of these variables; contract creation, execution and analysis are handled separately, each has a low influence on procurement performance. However if handled wholesomely, results show that high procurement performance (78%) will be achieved. In light of this, the researcher therefore concludes that; practioneers, managers and civil servants at Bugiri District should adopt a holistic approach in contract management, if procurement performance is to be maximized. Objective: To develop a draft database model adapted for use in decentralized databases. To describe the protocol stack for interaction between the components of database management systems operating with decentralized resources. To design mechanisms for distributing access rights of access subjects to access objects. Methodology: 1) analysis of the functions of decentralized protocols; 2) system analysis of structures and data processing algorithms; 3) analysis of the principles of decentralized applications and the requirements for decentralized databases; 4) prototyping data building models; 5) classification of threats to information security; 6) experimental methodology, including stress tests and the analysis and summary of the data obtained. Results: A new concept of data organization was considered, which allowed separating data storage models from business process models, thereby enabling the quick adjustment of the application to the company’s requirements. A number of mechanisms are presented that are capable of ensuring the performance of applications operating on the basis of decentralized storages. A method for differentiating access rights to objects by limiting the data scope depending on the role assigned to the user is described. Practical importance: Developments in this area have both theoretical and practical significance due to the popularization of the principles of the so-called “distributed economy” both in the field of government and commerce, and among software designers. Such transformations in the design of data models, the organization of both the development itself, and the internal architecture of the application would solve the problem of excessive centralization of resources and information flows, as well as distribute responsibility for the integrity and relevance of data among the participants in the process. The results obtained can be used for the practical implementation of decentralized storage, as well as for the design of software modules that eliminate vulnerabilities and ensure stable neutralization of threats to information security of decentralized databases.

As a core technology to manage decentralized systems, blockchain is gaining much popularity to deploy such applications as smart grid and healthcare systems. However, its utilization in resource-constrained mobile devices is limited due to high demands of resources and poor scalability with frequent-intensive transactions. Edge computing can be integrated to facilitate mobile devices in offloading their mining tasks to cloud resources. This integration ensures reliable access, distributed computation and untampered storage for scalable and secure transactions. It is imperative therefore that crucial issues of security, scalability and resources management be addressed to achieve successful integration. Studies have been conducted to explore suitable architectural requirements, and some researchers have applied the integration to deploy some specific applications. Despite these efforts, however, issues of anonymity, adaptability and integrity still need to be investigated further to attain a practical, secure decentralized data storage. We based our study on peer-to-peer and blockchain to achieve an Internet of Things (IoT) design supported by edge computing to acquire security and scalability levels needed for the integration. We investigated existing blockchain and associated technologies to discover solutions that address anonymity, integrity and adaptability issues for successful integration of blockchain in IoT systems. The discovered solutions were then incorporated in our conceptual design of the decentralized application prototype presented for secure storage of IoT data and transactions.

The study was about decentralization challenges in Government Aided Primary Schools in Bukedea District. The objectives were; to identify the challenges of decentralized supervision practices and assess the challenges of decentralized financial management practices. The study used both qualitative and quantitative approaches and employed a descriptive cross-sectional survey design. A sample size of 329 respondents were selected out of a population of 781, these were 1 District Education Official, 4 District Inspectors of Schools, 248 School Management Committee Members and 76 head teachers. The study used a questionnaire, interview guide and documentary reviews to collect data. Descriptive statistics was to analyse data; and challenges of the decentralized supervision practices were found to include: inadequate supervision mechanisms, insufficient funding for supervision processes, inadequate formal training on effective supervision, inadequate linkage of supervision objectives to performance of teachers and limited numbers of supervisors. The decentralized financial challenges included: insufficient funds, delayed quarterly government release of funds, and lack of financial cost sharing practices. The study recommended that head teachers and district education supervisors need to adopt supervision practices that are fully linked to performance at both school and district level, and district education officials ought to roll out massive financial management strategies to help head teachers deal with such challenges.
