Pełny tekst źródłaThe effectiveness of a state's natural resource management is rendered meaningless if the particular resource migrates into another state's jurisdiction. In the case of marine mammals, inadequate management of the species anywhere along their annual migration could make food insecure for the regional human populations. My research evaluates to what extent International Environmental Agreements have been able to manage transboundary challenges to food security. Two case studies, the Polar Bear Agreement (2000) and the International Convention for the Regulation of Whaling (1946), are analyzed quantitatively and qualitatively using Ronald Mitchell's four factors for describing variation of International Environmental Agreements' effectiveness: incentives, capacities, information, and norms. To ensure food security in the Bering Strait, this thesis stresses the importance of local concerns, norms and stakeholders. Transboundary management includes stakeholders at various scales to address a local challenge that is intersected by an international political boundary. The higher values of the Bowhead whale International Environmental Agreement's four factors, in the quantitative analysis, account for the higher level of food security for Bowhead whale. The qualitative analysis makes three recommendations for future International Environmental Agreements, in this case the draft U.S.-Russia agreement on Pacific walrus: 1) conservation of the Pacific walrus, 2) maintenance of Native self-determination and, 3) encouragement the flow of information between the local and federal stakeholders and between the United States and Russia. In order to ensure future food security in the Bering Strait Region, the management of the Pacific walrus depends on an effective International Environmental Agreement.

Pełny tekst źródłaAn understanding of the impacts on freshwater systems from water management and development practices and the recognition that freshwater ecosystems are dependent on various aspects of the natural hydrological variability has given rise to a relatively new field of science commonly referred to as environmental flows. The assessment and application of environmental flows has advanced considerably in the last ten years. To coincide with the emergence and expansion of the environmental flows concept around the world, this survey study was undertaken aiming to identify people’s perceptions and interpretations of the environmental flows concept and its role in water management. It also aims to add to existing knowledge of the extent to which the concept is being applied, how it is being translated into policy and practice and the major challenges and opportunities that exist for continued understanding and implementation. The survey was distributed to a range of people representing different water-related sectors and regions around the world. A total of 272 responses representing 64 countries in the six major regions of the world was received. The responses were compiled and analysis of aspects of the respondents backgrounds as well as the questions were conducted using the computer statistical program SPSS. Representation of specific groups, particularly water user groups, and specific regions in the survey however was low, demonstrating possible limitations of the survey distribution method as well as the lack of concept awareness and application in many parts of the world. The ways in which people define and interpret the concept varied widely. The degree to which the concept was applied shows the growing recognition around the world of the need to consider the environmental water requirements when making decisions on water allocations. Despite the growing recognition many areas do not yet apply the concept. The survey allowed the opportunity for respondents to highlight what they perceived asthe major obstacles and difficulties for the concept within their respective areas. Lack of understanding among stakeholders of the socio-economic costs and benefits associated with concept implementation and a lack of political will were the two most common obstacles for the continued adoption and application of environmental flows around the world. Overall, the survey delivered promising signs for the continued evolution of environmental flows within water management. There was widespread opinion that the concept of environmental flows was an essential element in the efforts to achieve sustainable management of water resources.

Pełny tekst źródłaThe objective of this work concerns the resource utilization of the marine sediment set, by an approach of the methodologies implemented in China. The processes for stabilizing and solidifying the selected sediments are based on hydraulic binders and activators for various construction work.The first chapter introduces the concepts of sediments in China (distribution) and their management in coastal areas (resource utilization).The second chapter is a bibliographical study of current practices on sediment recovery using hydraulic binders. In this section, we mainly discuss the techniques and their principles as well as laboratory tests. This takes into account the current development and trends in construction on China's coastline, as well as current sediment management (from a regulatory perspective), the subject of the first introductory chapter.The second chapter is devoted to the methodology of general characterization of the materials used: sediments and components. How are the physical and chemical characteristics, mineral composition and environmental impact of the dredging sediments to be treated and the binders used.The third chapter presents the technique of solidification/stabilization through five projects for different geotechnical works. For each case of study, laboratory tests and on-site tests are described. Then the analysis of the results of tests in order to compare the effectiveness of the different treatments applied is carried out precisely on the effects of the materials implemented within the proposed works.The fourth concluding chapter focuses on assessing the environmental impact of sediment solidification and on the comprehensive analysis of the application of treated marine sediments in construction work in particular benefits social and economic growth. A perspective of work to be pursued, and needs for applied research are the final chapter

Pełny tekst źródłaVärldens hav är i kris. Med ett stort internationellt tryck för att skydda dem har den svenska regeringen satt ambitiösa mål för etablering av marina reservat. Beslutsfattare och forskare har höga förväntningar på att lokalt deltagande underlättar etableringen. Men utan verkliga möjligheter för lokalt deltagande att påverka besluten så verkar förväntningarna orealistiska, med allvarliga konsekvenser för legitimitet av miljöskydd. Avhandlingen undersöker relationen mellan deltagande och legitimitet i svensk östersjöförvaltning genom att studera samrådsprocesserna för Gräsö marina naturreservat och St Anna-Missjö marina skyddsområde. Studien visar på både positiva och negativa samband mellan deltagande och legitimitet, beroende på kvalitén av deltagande. Olika lokala aktörer är djupt engagerade i resursfrågor och vill ha möjlighet att diskutera dessa med staten. Lokala aktörer uttrycker besvikelse och frustration om samråden har en begränsad inverkan på faktiska beslut. Besvikelsen kan underminera stödet för naturskydd och försämra relationen mellan stat och lokala aktörer i längden. I ett av de undersökta fallen var de lokala aktörerna engagerade i att formulera en gemensam vision för området tillsammans med myndigheterna, något som annars är ovanligt. Det visade sig ha en mycket positiv effekt på samrådsprocessen och legitimiteten av naturskyddet.
