I recently served as a national consultant on collaborations between libraries and museums. There are not that many articles published about collaborations and cultural heritage collections, although I suspect many unreported activities are being done in the field. From the 2009 program my College Libraries Section (CLS) committee developed when I was CLS chair on town/gown relationships (Our Town, Common Ground) with public and academic librarian panelists to a 2016 article, cultural heritage institutions and collaboration has been a focus of mine. My life and work experiences gave me a broad exposure to a wide variety of cultures, cultural norms, and an appreciation and valuing of diversity, equity, and inclusion.

Purpose Preservation of historic structures meets ecological criteria of sustainable development. In Mount Lebanon, the traditional house is a cultural asset built of native stone one-meter thick double-wythe walls. Today, lack of public policies is causing those environmental assets to approach extinction. The paper aims to discuss this issue. Design/methodology/approach The methodology uses multivariate regression on 128 data points. A mathematical model is developed and empirically tested on public attitudes toward restoration. Independent variables represent the need for protectionist policies, X1; contribution of restoration to environmental sustainability, X2; contribution to culture, X3; and financial benefits, X4. Findings It is found that stone houses transfer heat significantly slower than modern construction. There is a statistically significant and positive correlation with X1, X2, and X3, but negative with X4, most likely due to favoring return on investment of multistory buildings over the attractiveness of stone houses. Research limitations/implications As future research implications, the undergirding of urban planning policies need to be revisited. Current policies neither protect heritage, nor offer legal means to restore heritage houses. Practical implications Practical implications include revisions to building laws in Mount Lebanon, as they marginalize old stone structures. Environmental valuation techniques, use value and existence value, are recommended. Social implications Social awareness needs to be built about valuation techniques to account for complex assets that cannot be approximated through short-term real estate market price. Social rather than financial cost-benefit analysis must be performed to quantify environmental assets. Originality/value This research illustrates a pilot restoration project with critical issues faced by heritage stone houses. These assets are underrepresented in building laws which warrants social and environmental activism.

Cultural heritage represents a reliable medium for history and knowledge transfer. Cultural heritage assets are often exhibited in museums and heritage sites all over the world. However, many assets are poorly labeled, which decreases their historical value. If an asset’s history is lost, its historical value is also lost. The classification and annotation of overlooked or incomplete cultural assets increase their historical value and allows the discovery of various types of historical links. In this paper, we tackle the challenge of automatically classifying and annotating cultural heritage assets using their visual features as well as the metadata available at hand. Traditional approaches mainly rely only on image data and machine-learning-based techniques to predict missing labels. Often, visual data are not the only information available at hand. In this paper, we present a novel multimodal classification approach for cultural heritage assets that relies on a multitask neural network where a convolutional neural network (CNN) is designed for visual feature learning and a regular neural network is used for textual feature learning. These networks are merged and trained using a shared loss. The combined networks rely on both image and textual features to achieve better asset classification. Initial tests related to painting assets showed that our approach performs better than traditional CNNs that only rely on images as input.

Digital archiving of three-dimensional cultural heritage assets has increased the demand for visualization of large-scale point clouds of cultural heritage assets acquired by laser scanning. We proposed a fused transparent visualization method that visualizes a point cloud of a cultural heritage asset in an environment using a photographic image as the background. We also proposed lightness adjustment and color enhancement methods to deal with the reduced visibility caused by the fused visualization. We applied the proposed method to a laser-scanned point cloud of a high-valued cultural festival float with complex inner and outer structures. Experimental results demonstrate that the proposed method enables high-quality transparent visualization of the cultural asset in its surrounding environment.

Streszczenie:
This study identified the factors that support African Caribbean heritage children in achieving academically. Additionally, it explored and developed an understanding of the interaction between identity and learning and it is hoped contributed to a deeper understanding of the concept of ‘blackness’ through the narrative accounts of African Caribbean heritage individuals’ interactions between their learning careers, identities and wider lives, including the cultural assets mediating learning. Studies of the school experiences and educational performances of African Caribbean heritage children, (boys in particular) have on the whole tended to attribute the rationales for underachievement to cultural factors such as Black masculinity and peer group pressure (Sewell 1997); Black families’ home environment (Driver 1982; Green 1985); structural constraints of school organisation; teacher racism and government policies (Gillborn 1997; Gillborn and Youdell 2000). This study points to the ways in which structural issues in the form of macro and micro-aggression impact African Caribbean heritage children’s academic attainment. A specific contribution of the study has been to address the gap in literature surrounding the academic achievement/underachievement of African Caribbean heritage individuals. The participants’ stories revealed that African Caribbean lives in Britain are not necessarily dysfunctional but are complex, challenging and rich, and should not be viewed simply as deficient but as having rich and useful cultural capital. This study recognises the intersectionality of Black people’s experiences as not only raced but also classed and gendered, both in oppressive structures and in their personification and enactment through the agency of personalities and actions. This complex interweaving of organisation and agency required a theoretical framework that was equally capable of examining the subtleties of these dynamics. As such, this study was enabled through an original hybridity of intersectionality, CRT and narrative analysis.

The hypothesis put forward in this thesis is that tourism can be the agent for the sustainable conservation and development of the valuable legacy of colonial built heritage by capitalizing on its tangible and intangible assets. The key variable is the recognition of the intrinsic value of both iconic and non-iconic properties and sites that constitute the extrinsic value of the cultural attractions of the tourism destination. The research problem is concerned with assessing the impact of contemporary tourism development on these attractions and identifying the issues affecting preservation and realization of asset potential. The research aims to support the collaboration between tourism professionals and cultural heritage stakeholders committed to resolving issues and problems for the destination identified within the stages of the tourism destination's life cycle of evolution (Butler, 1980).

Our thesis aims to examine to what extent the dichotomy between nature and culture (which is a product of the modernitys scientificity) is reflected in the cultural policies of patrimonial protection, especially of intangible goods, such as knowledge, celebrations, forms of expression and places. In the 21th century, the understanding that there are things that belong to nature and others that belong to society is maintained and we can barely articulate both in only one understanding. We confirmed the existence of such understanding in our analysis of the public administration bodies experience in dealing with nature and culture, defining specific legislation on each subject and acting with the expectation of a whole protection. In particular, we have analyzed the National Historical and Artistic Heritage Institute IPHANs actions regarding the protection of intangible cultural assets. Our hypothesis is that, although the IPHAN has been gradually broadening its horizon in the treatment of the issue, it still continues to formulate guidelines that reaffirm the separation between nature and culture, material and immaterial, real and symbolic. In order to reach our goal, the used methodologies include bibliographic research in specialized literature, official documentary sources (in particular, registration dossiers), the conduction of interviews and the analyzes of some intangible cultural assets images. In this context, some considerations are proposed and concern the attempt to aggregate the existing elements in cultural practices, in order to overcome the dichotomy between nature and culture for achieving a more integrative way to face this issue. One of these considerations concerns the moment of the intangible asset registration and when it would be possible to request the involvement of other bodies, such as the Ministry of Environment, whose attribution is directly linked to the cultural heritage issue. Such a measure would allow the building of more holistic public policies, to be taken as a whole and that take into account the natural and cultural elements of the intangible cultural good. In addition, we consider the importance of extending IPHAN\'s legal competence, by allowing it to tread a path that respects and protects more effectively the symbolic and the real contained in cultural manifestation.

Streszczenie:
The present thesis aims at contributing for the study of the seismic vulnerability assessment of urban cultural heritage assets, and subsequently, for the earthquake risk mitigation in historic centres, through the investigation of the eventual correlation between analytical and semiempirical methods, that could possibly lead to the development of a new hybrid approach. Hence, in Chapter 1, the framework of the main topic of the thesis, and the respective aims and motivations, are presented and briefly discussed, along with the outline and organisation of the document, as well as the list of publications that support the work carried out in this thesis. Chapter 2 provides a comprehensive literature review on disaster risk mitigation of UCH assets located in historic centres, by means of adopting a holistic framework about the features of such a complex system. This exercise is fundamental to understand the current streams of thought and to identify new gaps and opportunities that could eventually enhance the knowledge level on this particular field of research. Chapter 3 discusses some of the main challenges associated with survey and inspection techniques for input data acquisition of UCH assets, with particular focus to the investigation of assets located in historic centres, which are most likely enclosed in aggregate. In a second moment, the main challenges concerning the seismic response assessment of UCH assets are discussed, namely focusing on the pros and cons of macroelement approaches. Chapter 4 presents the main findings of a cost-benefit analysis model applied to investigate the integration of traditional seismic strengthening solutions in the rehabilitation of UCH assets. While in a first phase, only the economic viability of using such strengthening solutions was investigated, in a second phase, a cost-benefit model is applied to four different case studies considered representative of both rural and urban masonry building typologies of Faial island, in Azores. Chapter 5 presents the investigation of the correlation between two well-known approaches for the seismic risk assessment of UCH assets in historic centres: the “vulnerability index” method and the seismic “capacity curve” derived by using a simplified numerical model together with a nonlinear static procedure. Finally, Chapter 6 summarises the key conclusions that have been pointed out in the previous chapters of the thesis and outlines the grounds of future developments and research paths.

"Co-Created Destination Branding for Creative MICE Tourism: Building Synergies with Cultural Heritage Assets". Doctoral diss., 2019. http://hdl.handle.net/2286/R.I.53924.

Pełny tekst źródła
Streszczenie:
abstract: This study develops a Creative MICE (Meetings, Incentives, Conventions/conferences and Exhibitions) Tourism Destination Branding Model (CMDBM), and argues for co-creation and synergies between MICE and heritage resources in a popular business destination. MICE tourism can be enhanced through co-created offerings by adding innovative value to MICE tourism experiences. The proposed CMDBM framework aims to help determine how a destination can develop a co-created MICE brand through collaboration with key stakeholders to better meet potential MICE travelers’ other touristic interests and cultural values. The research project was undertaken in collaboration with the National Recreation and Park Association (NRPA), New Orleans Ernest N. Morial Convention Center, and several heritage institutions in New Orleans. The study adopts both qualitative and quantitative research designs to explore the destination brand strategy. The qualitative data were acquired through interviews with relevant stakeholders to analyze the use of destination branding strategies and understand existing and potential synergies with heritage institutions. The quantitative portion measures MICE attendees’ perceptions of the co-created value of enhancing MICE destinations with cultural heritage appeal. NRPA Conference attendees’ responses provide a practical understanding for stakeholders. This research provides both practical and theoretical insights for the tourism industry for destination communities, and has salient conceptual and theoretical implications for the academy. The study confirms that MICE tourism, collaborating with cultural heritage assets, can enrich MICE travelers’ travel experiences. The destination brand strategy was identified with supportive cultural heritage resources and an appropriate destination brand framework of MICE tourism was proposed. As confirmed by MICE attendees’ evaluations from the case study, it extends the literature on destination brand, destination brand awareness, destination brand experience, destination brand personality, and destination brand equity. The empirical exploration of MICE destination branding has been handicapped in existing literature by a lack of conceptual marketing perspectives. This work will lend credence to the important aspect of business destination marketing and stresses building synergy and adding value to MICE tourism experiences. As destination marketing programs become competitive, especially in the context of equitable distribution of monetary benefits across different stakeholders, creating synergies become crucial in the destination. A co-created brand strategy can help make destinations more competitive.

The amendment of “Cultural Assets Protection Law” has been highly expected by the public. It has been widely conceived that the abatement of the old prescripts, which have been implemented for over 20 years, would eliminate numerous problems and dilemmas confronting the conservation of cultural assets. On the other hand, the author has noticed the significance of Roland Barthes’ symbolism in the studies of humanities and social science. Therefore, this thesis attempted to conduct a primary investigation on Barthes’ symbolism, as well as various meanings and effects of its application to the “New Cultural Assets Protection Law”. To begin with, this study interpreted the system analysis module of Roland Barthes’ symbolism for two levels of symbol significance. The intention was to point out that, in addition to denotation meaning, a coded sign also carries three different types of cultural meaning: connotation, myth, and symbol. Next, the New Cultural Assets Protection Law was regarded as a coded sign in this thesis. Then, data related to the amendment were taken as the text for examination; cultural significances were perceived through reading of these texts, so as to facilitate the assessment of possible effects of the amendment on heritage preservation. These researches lead to the conclusion that the process of the new amendment really includes three types of cultural meanings previously mentioned. And what is more, generally speaking, the symbolic meaning is greater than connotation meaning in the new amendment. Accordingly, by means of accounting for the problems and hardships in the conservation of cultural assets via the new amendment, this thesis maintains a reserved attitude. Furthermore, this study further exemplified a case study of heritage preservation to serve as evidence of the foregoing deductive result. Finally, this thesis tended to adopt qualitative research approaches. Consequently, to a certain extent, significances of the amendment and deduction of the effect for the “New Cultural Assets Protection Law” appealed to “self-comprehension” of the author. As a result, the argument proposed in this thesis is only one of many other probable contentions.

Streszczenie:
It is a well-known fact that organized crime has developed into an international network that, spanning from the simple ‘grave diggers’ up to powerful and wealthy white-collar professionals, makes use of money laundering, fraud and forgery. This criminal chain, ultimately, damages and dissipates our cultural identity and, in some cases, even fosters terrorism or civil unrest through the illicit trafficking of cultural property. The forms of ‘possession’ of Cultural Heritage are often blurred; depending on the national legislation of reference, the ownership and trade of historical and artistic assets of value may be legitimate or not. Criminals have always exploited these ambiguities and managed to place on the Art and Antiquities market items resulting from destruction or looting of museums, monuments and archaeological areas. Thus, over the years, even the most renowned museum institutions have - more or less consciously - hosted in their showcases cultural objects of illicit origin. Looting, thefts, illicit trade, and clandestine exports are phenomena that affect especially those countries rich in historical and artistic assets. That includes Italy, which has seen its cultural heritage plundered over the centuries ending up in public and private collections worldwide. This edited volume features ten papers authored by international experts and professionals actively involved in Cultural Heritage protection. Drawing from the experience of the Conference Stolen Heritage (Venice, December 2019), held in the framework of the NETCHER project, the book focuses on illicit trafficking in Cultural Property under a multidisciplinary perspective. The articles look at this serious issue and at connected crimes delving into a variety of fields. The essays especially expand on European legislation regulating import, export, trade and restitution of cultural objects; conflict antiquities and cultural heritage at risk in the Near and Middle East; looting activities and illicit excavations in Italy; the use of technologies to counter looting practices. The volume closes with two papers specifically dedicated to the thorny ethical issues arising from the publication of unprovenanced archaeological objects, and the relevance of accurate communication and openness about such topics.

The central theme of this book is ecological and territorialist conversion as a strategic response to the crisis. 'The return to the territory' can be conceived as a valorisation of the common heritage of assets (environmental, urban fabric, landscape, socio-cultural) that mould the identity and lifestyles of every place on the earth. This calls for several issues to be addressed: the fusing of fragmented knowledge into a science of the territory that addresses the problems of socio-territorial and environmental decay in an integrated manner; the definition of new markers and policies of public welfare and happiness, including the landscape as a measure of the quality of peoples' life-worlds; the boosting of tools of local democracy and supportive federalism; the restoration of centrality to the rural world in the production of healthy food, hydro-geological protection measures, ecological reclamation, urban and landscape quality and integrated economies.

The 8th International Symposium "Monitoring of Mediterranean Coastal Areas. Problems and Measurements Techniques" was organized by CNR-IBE in collaboration with FCS Foundation, and Natural History Museum of the Mediterranean and under the patronage of University of Florence, Accademia dei Geogofili, Tuscany Region and Livorno Province. It is the occasion in which scholars can illustrate and exchange their activities and innovative proposals, with common aims to promote actions to preserve coastal marine environment. Considering Symposium interdisciplinary nature, the Scientific Committee, underlining this holistic view of Nature, decided to celebrate Alexander von Humboldt; a nature scholar that proposed the organic and inorganic nature’s aspects as a single system. It represents a sign of continuity considering that in-presence Symposium could not be carried out due to the COVID-19 pandemic restrictions. Subjects are related to coastal topics: morphology; flora and fauna; energy production; management and integrated protection; geography and landscape, cultural heritage and environmental assets, legal and economic aspects.

Streszczenie:
This study defined morphological importance of cultural heritage assets and formation of Egba-Ake town. Cultural heritages include man’s physical imaginative products which can be touched and seen include buildings, crafts, tools, ivory, cowries, paintings, textiles, pestles, mortars, food, wooden objects, tombs & grave goods, temples, dresses, pottery & potsherd pavements, monuments, books and artifacts. Morphology are factors that influence city/community formation which are determined by synthetic and natural determinants. Cultural heritage assets are whatever is valued by people today that was also cherished by former generations. This research explored the importance of cultural heritage assets in relation to urban fabrics formation of Egba-Ake. Qualitative method was adopted in this study, in-depth interviews and personal observation was used for data collection while Nvivo words tree and satellite imagery was used to analyze collected data. Ake’s palace and Itoku market is located at the center around which the Egba-Ake evolved. Ake’s Palace (political and cultural hub of the town) and Itoku market (the economic heritage of the town) was used to preserve various aspects of Egba-Ake cultural heritage. Ela festival (new yam festival) is annually celebrated cultural activity in Egba-Ake. This finding is relevant to policy makers as it allows the support of potential common structures for heritage administration in Egba-Ake. Effect of heritage in EgbaAke morphology is the new palace of Alake (the cultural ruler) of Egba-Ake were renovated and new once built a few years ago with modern architectural designs, furniture and fittings. This has made the Alake’s Palace to meet ‘international standards’. Social amenities and infrastructures like electricity supply, water systems, hospitals, good roads, administrative offices, schools; communication networks, etc. are now a major feature in Egba-Ake town. Further studies will enhance the implementation issues which may arise from the creation of a framework for cultural heritage management, with emphasis on risk management and risk reduction of cultural heritage.

Streszczenie:
Museums and cultural institutions, in general, are in a constant challenge of adding more value to their collections. The attractiveness of assets is practically tightly related to their value obeying the offer and demand law. New digital visualization technologies are found to give more excitements, especially to the younger generation as it is proven by multiple studies. Nowadays, museums around the world are currently trying to promote their collections through new multimedia and digital technologies such as 3D modeling, Virtual Reality (VR), Augmented Reality (AR), serious games, etc. However, the difficulty and the resources required to implement such technologies present a real challenge. Through this poster, we propose a 3D acquisition and visualization framework aiming mostly at increasing the value of cultural collections. This framework preserves cost-effectiveness and time constraints while still introducing new ways of visualization and interaction with high-quality 3D models of cultural objects. Our framework leverages a new acquisition setup to simplify the visual capturing process by using consumer-level hardware. The acquired images are enhanced using frame interpolation and super-resolution. A photogrammetry tool is then used to generate the asset 3D model. This model is displayed in a screen attached to the leap motion controller, which allows hand interaction without having to deal with sophisticated controllers or headgear allowing almost natural interaction.

Streszczenie:
Alongside Teaching and Research, Italian universities are also committed to Public Engagement activities featuring teaching and cultural initiatives for a non-academic audience. At the University of Ferrara, this commitment was translated into an exhibition in April 2019, originating from a virtuous union of cultural heritage and teaching activities. The creation of the “Natura Naturata” exhibition involved the synthesis of taught courses and research by the University of Ferrara's Industrial Product Design students together with their teachers, in collaboration with librarians. In the Product Design 2 Workshop, students develop exhibition projects, starting from the curatorial concept, through the construction, up to the graphic-communicative aspects and the creation of information and teaching tools. The exhibition was created based on the study of rules used to properly protect library assets so that students could gain specific skills for the preparation of bibliographic exhibitions. It took shape in the Chemistry and Life Sciences Library Santa Maria delle Grazie to emphasize the importance of the University's tangible and intangible cultural heritage with the intention of conveying the 'world' of library collections – and also the University's historical and architectural heritage - to students, scholars, and citizens.

Bridges of high cultural value and aesthetic quality deserve respectful treatment, and consequently, construction interventions must balance these assets with the severe requirements of utilisation. This is particularly relevant to structural engineers and bridge owners involved in rehabilitation or modification interventions. This paper presents examples of how interventions are performed with adequate respect to cultural value. It is argued that the preservation of cultural value may go hand-in-hand with socio-economic, environmental and technical requirements following the principles of sustainable development. These requirements are met through the application of advanced structural engineering methods, including monitoring of structural behaviour and using the UHPFRC Technology. Extending the service duration means adding value to bridges as well as appreciating the art of structural engineering and the identity of structural engineers.

The Marmaray Project provides a full upgrading of the existing commuter rail system in Istanbul connecting Europe to Asia with an immersed tunnel under the Istanbul Strait, and providing an uninterrupted modern high-capacity new railway system. The Marmaray Project, with a peak hour capacity of 75,000 passengers per direction, is urgently needed to ease traffic congestion in a metropolis of 15 million inhabitants. The immersed tunnel under the Istanbul Strait is the deepest built so far, and the Istanbul region will most likely experience a seismic event of up to M7.5 during the lifetime of the Project. Besides these technical challenges, the Project involves environmental challenges due to the outstanding and unique natural and historical assets of Istanbul. Preservation and rescuing of Historical Heritage forms a particular focus point. The challenge for Istanbul is to help develop a modern city whilst protecting its natural environment and historical heritage.

Digital technicals for the study of the Defensive Heritage: “Puerta de Almenara” and south walls of “Palacio del Gobernador” and “Plaza de Armas” of the Castle of Sagunto (Valencia)The use of digital documentation and registration techniques in Cultural Heritage is becoming more common every day, thanks to its ability to capture a large amount of data in a fast and efficient process. Its high geometric precision, thoroughness, performance retrieved and especially the generation of high fidelity and precision of architectural good assets make these tools optimal for the planimetric surveys. The work of intervention or conservation of cultural heritage requires a previous graphic registration using different techniques available. This article presents a combined method of implementation of various digital techniques that allow to achieve the most accurate graphic documentation possible. The different results obtained from the use of photogrammetry by drone or by manual camera are discussed. It is intended to seek the standardization and optimization of the process of documentation and value of the Cultural Heritage by combining these techniques. These techniques have been used in a real case: the three-dimensional modeling of various parts of the defensive set of the Castle of Sagunto (Valencia), called the “Puerta de Almenara”, which gives access to the square of the same name, on the eastern side and some walls of the fortification. The Castle of Sagunto is a mosaic of the different cultures who occupied it (Iberians, Romans, Goths, Arabs...). The fortification is located on top of a hill of the Sierra Calderona, controlling even the Mediterranean coastal road and the communication route with Aragon. During the last years, the castle has been immersed, for almost 20 years, in various works of consolidation and restoration to initiatives of the Institute of Cultural Heritage of Spain.
